What, the Canberra Crowne Plaza was booked? Australia’s foreign department needed to meet to discuss a tighter budget. So 23 bureaucrats flew to Paris for a three-day cost-cutting conference, officials told an oversight panel Thursday. Costs for the $165,000 junket, with four-star lodging near the Eiffel Tower, averaged $7,174 per person. But they were able to use a conference room at the Australian Embassy at no charge. (AP/EXPRESS)

Don’t try this at home — or at the gas station. A woman in Titusville, Fla., who wanted to clean some gasoline from the trunk of her car last week used the coin-operated vacuum at Shuttle Car Wash. The vacuum burst into flames moments later, UPI reported. “It was a heck of an explosion. It just burnt everything up,” proprietor Billy Barnwell told WKMG-TV. The woman, apparently unharmed, drove off without a word. (EXPRESS)

If you think stopping to pick up a stray penny isn’t worth the effort, think again. As part of a promotion, Detroit-based Ally Bank has placed 100 fake pennies across the country worth $1,000 apiece. The lucky pennies are copper-colored but feature Ally’s logo instead of Abraham Lincoln’s head. The flip side of the coin lists its value at 100,000 cents. D.C. is among the handful of cities where the pennies have been placed. (AP)

Zookeepers said a crate will be put in her habitat area so she can get used to it, gradually. She isn’t the first to fly to China under the zoo’s breeding agreement with the China Wildlife Conservation Association. THE DISTRICT One of the National Zoo’s giant pandas, Bao Bao, will leave the D.C. facility and go to China early next year as part of a breeding agreement the zoo has with a wildlife conservation group there. Under the agreement, giant pandas go to China by their fourth birthday. And Bao Bao, who was born at the zoo on Aug. 23, 2013, turns 4 in 2017. “Bao Bao is very special to us at the Smithsonian’s National Zoo,” said Brandie Smith, associate director of animal care sciences, in a statement. Zoo officials said Bao Bao is the “first surviving cub born at the zoo since 2005.” Smith also said in her statement that Bao Bao has “captured the hearts of people all over the world who watched her grow up on the panda cams, and she has been an ambassador for conservation.”

Riders, officials plead with the transit agency not to cut down hours KATHERINE FREY (THE WASHINGTON POST)

TRANSPORTATION Frustrated Metro riders and elected officials pleaded with Metro officials Thursday to reconsider a proposal to slash latenight service in exchange for eight extra hours of maintenance time. The marathon public meeting, which was set to last 9½ hours, featured testimony from workers who are afraid the reduced service schedule will impact their ability to commute to jobs and politicians who worry the proposal will imperil the region’s economic vitality. Metro Board Chairman Jack Evans, who also is a D.C. Council member, kicked off public testimony by expressing his disapproval for the proposal. His Ward 2 district is home to a substantial number of bars, restaurants and hotels that would be impacted by the change. “I suggested Saturday and Sunday — nobody liked that idea,” Evans said, referring to plans to preserve late-night service by opening late on weekend mornings. “Nobody likes any idea, actually.” At the hearing, Mark Lee, executive director of the D.C. Nightlife Hospitality Association, issued a scathing critique of Metro’s promise to restore the

system to a state of good repair through SafeTrack. “The investment we made without complaint has yielded only surrender by Metro management to a declining ridership and an accelerating ‘death spiral’ for the transit system that is the lifeblood of the economy of the District and the region,” Lee said. “We expect, and demand, a better return on our investment.” Lessie Henderson, co-chair of the Prince George’s Advocates for Community Based Transit, called the proposed cuts “disgraceful.” “Although we knew the maintenance has to happen, it cannot happen at the expense of the people who need this service the most,” she said. Justino Gomez, 63, who works a part-time job cleaning at the

World Bank downtown, testified that he can’t afford any proposal that would close Metro earlier than midnight. Through a translator, Gomez, who commutes from Prince George’s Plaza to Farragut West, delivered a passionate plea to keep the system open late. “If the Metro closes before midnight, I’d have to take a taxi, which costs about $35 to get home,” he said. “I, as well as other people, will pay more to be able to get home if the Metro isn’t running. I’m asking you to close the Metro at 12 midnight at the earliest, not before that, so that when us cleaning workers get to the Metro station we won’t be faced with the fact that there is no Metro service. “All I have is this part-time job.” FAIZ SIDDIQUI AND MARTINE POWERS (THE WASHINGTON POST)

Motorist takes a detour on Va. bike trail A driver in Alexandria ended up on a bike trail during rush hour on Tuesday. Cyclist Trey Harris, 44, shot video of the incident during his evening commute. Footage shows a Volkswagen sedan parked awkwardly on Four Mile Run Park Trail near Potomac Yard. About 30 seconds later, the car swings around and proceeds down the bike trail as cyclists and pedestrians hurriedly get out of the way. A posted sign clearly states: “Motorized Vehicles Prohibited.” Harris, who has been biking to his job in D.C. for 2½ years, couldn’t believe it. “I’ve seen somebody come on the trail and turn around on Commonwealth, but never somebody driving all the way down,” he said. Police are investigating the incident. (TWP)

A post-battle plan for Mosul WASHINGTON

Watchdog: EPA delayed Flint emergency order

AFIN HAMED (AFP/GETTY IMAGES)

MIDDLE EAST Iraq’s prime minister vowed Thursday to protect civilians fleeing the battle to oust Islamic State extremists from Mosul, as the offensive picked up speed and diplomats worked to ensure the gains are lasting — and that jihadists don’t escape. French President Francois Hollande, hosting a conference on stabilizing Mosul, urged the international community not to abandon the city once the multipronged military operation is over. Diplomats from the U.S., Iraq and some 20 other countries gathered in Paris to devise a plan to protect civilians, distribute aid and address questions about governing areas newly liberated from ISIS. The offensive for Mosul — Iraq’s second-largest city and the biggest ISIS-held city — is expected to take weeks, if not months. There are fears it could unleash sectarian tensions, and threaten civilians in a region ravaged by years of violence. Iraqi Prime Minister Haider alAbadi said Thursday that Mosul may fall sooner than expected. “The fighting forces are currently pushing forward toward the town more quickly than we thought, and more quickly certainly than we established in our plan of campaign,” he told the Paris conference via video transmission. French Foreign Minister JeanMarc Ayrault warned that up to

a million people might try to flee Mosul, and said authorities must check each one to make sure extremists aren’t among them. Ayrault also said the international community must think about the next step — notably, what do about the ISIS stronghold of Raqqa in Syria. As the Mosul fighting intensifies, Abadi said the Iraqi government is “providing support for internally displaced people” and opening humanitarian corridors amid the ongoing military operations. He stressed that the battle is led by Iraq and is not a foreign invasion, though it has military support from a broad U.S.-led coalition. He also praised the diverse nature of today’s Iraqi forces, including Kurdish peshmerga, fighting ISIS.

U.S. soldier dies in Iraq A U.S. service member was killed by a bomb blast in northern Iraq on Thursday, as U.S. troops expanded their support to local forces battling the Islamic State. In a statement, the U.S. military said the death resulted from an improvised explosive device but provided no further details. It is the fourth U.S. combat casualty in Iraq since renewed military operations began in 2014, and the first since a major offensive to reclaim the city of Mosul began earlier this week. According to U.S. officials, the incident took place “near Mosul.” The American was injured in the blast and later died of his wounds, they said. Officials declined to identify the service member before his family had been notified. (THE WASHINGTON POST)

Dutch Foreign Minister Bert Koenders, speaking in Paris, said his government will contribute 1 million euros ($1.1 million) to fund demining activities in Mosul once ISIS fighters have been driven out. “By demining these areas, people who have fled can safely return to rebuild their lives,” Koenders said in a statement. Koenders also stressed that Mosul should retain its multiethnic character once it is liberated. Hollande echoed that. “We should not look at Mosul as a place on the map, a military objective. We should look at Mosul as a way to prepare the Iraq of tomorrow,” he said. “If we are capable of showing this, we will not only have won the battle, we will have won the war.” ANGELA CHARLTON AND JEFFREY SCHAEFFER (AP)

The Environmental Protection Agency had sufficient authority and information to issue an emergency order to protect residents of Flint, Mich., from lead-contaminated water as early as June 2015 — seven months before it declared an emergency, the EPA’s inspector general said Thursday. The EPA did not issue its order until Jan. 21, long after it became clear that state officials’ failure to properly treat the water had left the entire city exposed to elevated levels of lead. Attack on democracy?

Trump’s insistence that the election is ‘rigged’ causes backlash from both parties

POLITICS Donald Trump’s defiant assault on the presidential election’s integrity reverberated Thursday among his allies and rivals as the GOP campaign and Hillary Clinton’s inner circle argued over how best to face the outcome after the votes are counted. Trump on Wednesday amplified one of the most explosive charges of his candidacy: that if he loses the election, he might consider the results illegitimate because the process is “rigged.” Questioned directly as to whether he would accept the outcome should Clinton prevail Nov. 8, Trump demurred. “I’ll keep you in suspense,” the Republican nominee said. Clinton called Trump’s answer “horrifying,” saying he was “talking down our democracy.” Trump reiterated the point after flying to Columbus, Ohio, to campaign Thursday, joking, “I would like to promise and pledge to all of my voters and supporters, and to all of the people of the United States, that I will totally accept the results of this great and historic presidential election — if I win.” He added later, on a more serious note, “Of course I would accept a clear election result, but I would also reserve my right to contest or file a legal challenge in the case of a questionable result, right?” At a rally at a downtown Charlotte brewery, one of two to kick off North Carolina’s early voting period, Democratic vice presidential nominee Tim Kaine said that Trump’s claims of a “rigged” election reminded him of the Third World politicking he had seen as a missionary in Honduras. “We have a tradition unbroken back to the beginning of this nation,” Kaine said. “He wouldn’t defend our democracy, but he

wouldn’t condemn Vladimir Putin’s attempts to tinker with our democracy.” Kaine said it was important for the Democratic ticket to win by a large margin. “The bigger we can win by, the harder it is for him to whine and have anyone believe him,” he said. A new Clinton fundraising pitch made the same point Thursday. “We’ve got to beat [Trump] so definitively that Hillary’s victory is undeniable,” read the email to donors. “We need to build up our ground game even more if we want to make that a reality.” As the two campaigns exchanged barbs, President Barack Obama and his wife, Michelle, hit the campaign trail on Clinton’s behalf. The first lady spoke in Phoenix, a sign that Democrats now see traditionally conservative Arizona as a state they could possibly capture this year. First lady Michelle Obama delivered a stirring endorsement

Condemning ‘rigging’ MICHELLE OBAMA:

“You do not keep American democracy in suspense. Because look, too many people have marched and protested and fought and died for this democracy,” she said during a rally in Phoenix. SEN. JOHN McCAIN, R-ARIZ.: “I didn’t like the outcome of the 2008 election. But I had a duty to concede,” McCain, who lost to Obama in 2008, said in a statement. “A concession isn’t just an act of graciousness. It is an act of respect for the will of the American people, an act that is every American leader’s first responsibility.” SEN. LINDSEY GRAHAM, R-S.C.: “If he loses, it will not be because the system is ‘rigged,’ but because he failed as a candidate,” he said in a statement posted on Twitter. (TWP/AP)

of “our friend, Hillary” during the campaign rally in Phoenix. She praised men and women from across the country who have written to her in recent days and bemoaned the dark turn the election has taken in recent weeks, blasting Trump’s divisive rhetoric. “Look at us. Just look at us. We all know better, we all know better. Whether we’re Democrats, Republicans or independents, it does not matter,” she said. “We all understand that an attack on any one of us is an attack on all of us. And we know that that is not who we are.” Meanwhile, the president spoke to a rowdy crowd of about 2,800 in Miami. He said Trump’s suggestion that there’s vote rigging “is more than just the usual lie.” “That is not a joking matter. That is dangerous,” he said. “That undermines our democracy.” JULIET EILPERIN, PHILIP RUCKER AND JOSE A. DELREAL (THE WASHINGTON POST)

POLITICS Another woman came forward Thursday to accuse Republican presidential nominee Donald Trump of inappropriate physical contact, alleging that Trump touched her breast while attending the U.S. Open tennis tournament in 1998. Karena Virginia, 27 at the time, said she had attended a match with a group of doctors while working as a pharmaceutical representative. Her companions had left, and she was waiting outside the complex to be picked up by a car service when she saw Trump. She had never met him but said he immediately started making comments about her appearance to a group of men. “Look at her legs,” she recalled him saying before approaching her, wrapping his arm around her and then reaching down to her breast. “Don’t you know who I am?” she said he asked. She said the encounter ended moments later when her car arrived. Virginia, now 45 and a yoga instructor, made her allegations at a news conference in New York with lawyer Gloria Allred, a prominent supporter of Trump’s opponent, Hillary Clinton. Virginia said she decided to speak out after watching Trump dismiss other claims as “lies.” A Trump campaign spokeswoman dismissed Virginia’s allegations. Virginia is the 10th woman to accuse Trump of inappropriate sexual advances. JULIE ZAUZMER AND ROSALIND S. HELDERMAN (THE WASHINGTON POST)

So on Thursday, he said a cheery hello to China. In meetings that followed months of anti-U.S. rhetoric, Duterte and his Chinese counterpart, Xi Jinping, met at Beijing’s Great Hall of the People,

The leaders did not reach a deal on the South China Sea, as some predicted, but did agree to bilateral talks — a striking turnaround for the Philippine side. They also signed 13 agreements worth $13.5 billion, cementing plans for closer cooperation on issues such as counternarcotics and fishing, and paving the way for a rush of Chinese infrastructure investment. Duterte later announced his country’s economic and military

“separation” from the U.S. in a speech to business executives in Beijing, drawing applause. Americans are a “discourteous people” with a “larynx not adjusted to civility,” he said, according to video shot by a Filipino journalist in attendance. “I’ve realigned myself in your ideological flow,” Duterte told his Chinese hosts while suggesting he could eventually reach out to Russian President Vladimir Putin for talks on a three-way alliance, according to the Reuters news agency.

Turkey escalated its offensive Thursday against Kurdish fighters in northern Syria, pounding them with airstrikes and artillery, complicating the battle against the Islamic State group by Ankara and Washington, both NATO allies. Turkey’s state-run Anadolu news agency said as many as 200 members of the Kurdish-led forces were killed in Syria’s Aleppo province by Turkish bombing and shelling. EL CAJON, CALIF. Seated at his desk at a suburban San Diego middle school, 12-yearold Abdulhamid Ashehneh tries not to let his mind wander to the painful memories of his life in civil war-torn Syria. His father vanished four years ago and, the family believes, was killed. Months later, the boy’s mother boarded a bus with her six children. With the sound of bombs in the distance, Abdulhamid and his family fled to Jordan. “I think about my dad a lot,” Abdulhamid said recently after practicing English at Cajon Valley Middle School in El Cajon, Calif., which has received an influx of Syrian children. “I wish he would come back.” Abdulhamid is like many of the Syrian refugees arriving today in the U.S. According to the State Department, nearly 80 percent of the 11,000-plus Syrian arrivals in the past year were children. That’s a larger percentage than most refugee groups, in part because Syrians tend to have larger families and many have managed to stay together despite displacement, according to resettlement agencies. Redskins players resist “losers” label, fire back at television pundit’s criticisms NFL The Redskins’ Chris Baker was scrolling through Twitter on Tuesday when he came across some strong national criticism. His team was described as “losers” by ESPN’s Stephen A. Smith, who mocked Baker and fellow defensive end Ricky Jean Francois for declaring, “We run the damn [NFC] East” after beating the Eagles. “This is why the Redskins are not winning because of an attitude that’s asinine like that,” Smith said on “First Take.”

Baker called out Smith in a series of tweets defending his team, which is riding a fourgame win streak. “I don’t look at us as losers,” Baker said. “I just feel like we are the defending NFC East champions. Whether we won the NFC with 10 games or eight games, we still won it. “All I’m saying is until y’all crown a new champion, put some respect on our name. We’re not losing. We’re a team on the rise and we’re very confident.” The argument is a microcosm

aware of their reputation. The players have curated a playlist that blares through speakers during portions of practice. The first song queued during practice this week was “Hate Me Now” by Nas, which shouts down the rapper’s critics — and it set a tone. It continued after practice when coach Jay Gruden defended a team that has gone 11-5 over its past 16 regular-season games. “I know [Smith] does a good job with what he does, but he doesn’t know our team,” Gruden said. “He doesn’t know our coaches. He doesn’t know our fan base. And for him to call us all losers is out of line.” The perception of the Redskins as perennial disappointments is not wholly without merit. Washington had a winning record in just four of the past 16 seasons. Although they went 9-7 and won the division last year, the Redskins were the only team in the NFC East with a winning record. None of the teams they beat ended with winning records. “People can try to define us by stats and all that,” linebacker Will Compton said. “A number you can’t measure is the resiliency and the heart we have in the locker room.” MASTER TESFATSION

After beating the Eagles last week, the Redskins have momentum, but overconfidence could cost them in a potential trap game. Here are three things to watch for Sunday against the Lions. GABE HIATT (EXPRESS)

COLLEGE BASKETBALL The NCAA accused Louisville of four violations after an investigation of allegations that a former basketball staffer hired escorts and strippers for sex parties with recruits and players. The NCAA report Thursday does not mention a lack of institutional control — the most serious violation — but says coach Rick Pitino failed to monitor staffer Andre McGee. Pitino disputed that finding, saying his tendency is to overmonitor and, if anything, he was guilty of trusting McGee. “This man made a mistake and we apologize for his mistakes,” said Pitino, who has denied knowledge of the alleged violations. The NCAA’s letter is the first step in a process that could extend into next spring. Louisville has 90 days to respond. The letter culminates an inquiry that began with the publication last October of Katina Powell’s book, “Breaking Cardinal Rules: Basketball and the Escort Queen.” Powell wrote that McGee paid her $10,000 for strippers to perform 22 shows from 2010 to 2014 — a period that includes

Louisville already has imposed its own penalties. The most severe one was announced Feb. 5 — a postseason ban after the school determined violations occurred. A month later, the

Jacobs gets hands ‘dirty’ Terps’ senior wideout regains starting role by emphasizing blocking

Surging United has tough road in the playoffs

G FIUME (GETTY IMAGES)

COLLEGE FOOTBALL The most rewarding play of Levern Jacobs’ senior season didn’t come on one of his 10 receptions in Maryland’s 31-10 loss to Minnesota last week, but rather on a nondescript screen call in the first quarter the week before against Penn State. Jacobs sealed a block on the right sideline, and Ty Johnson scored on a 66-yard catch-andrun. Penn Sate won 38-14 but the play served as one of the team’s few bright spots over that stretch. It also signified the evolution of Jacobs as a complete wide receiver, a label he’s rarely carried in College Park over his fouryear career. He’s dazzled with his raw speed and an ability to make difficult catches in traffic — he led the team in receptions (35) and receiving yards (425) as a junior — but also struggled to develop as a consistent blocker on the perimeter. First-year coach DJ Durkin hounded Jacobs to become a better blocker as spring practice began in March, often singling him out during drills. Sometimes in those moments, Jacobs would remember what his mother, Rosalind, often told him while growing up in Prince George’s County: “When a person stops talking to you, that’s when you need to be worried.”

Levern Jacobs had 10 catches last week against Minnesota, but he’s prouder of a block he made at Penn State.

Durkin didn’t stop talking to his most experienced wide receiver, even as he was relegated to a second-string position behind Malcolm Culmer during the first three games of the season. Maryland’s deep-threat rotation still gave Jacobs nearly the same amount of reps as the starters, but winning back a spot on the first line was more a result of his improvement as a blocker. He’s started the past three games, taking as much pride in his role in the running game as the passing attack, and Durkin is now holding Jacobs up as an example of the kind of resilience he wants out of his team in preparation for Saturday night’s

With quarterback Perry Hills and defensive back Will Likely, the team’s foremost leaders, designated as game-time decisions with respective shoulder and knee injuries, Jacobs is one veteran who is expected to be on the field. He wants his blocking to set an example. “A bunch of people know I can catch the ball, but people really don’t know if I can get down and dirty, if I can go block the safety, go block the corner,” Jacobs said. “That’s one of the things I’ve brought to my game this year.” ROMAN STUBBS (THE WASHINGTON POST)

D.C. United is surging into its regular-season finale Sunday at Orlando (4 p.m., ABC), riding a two-month torrent that would seem to portend good fortune in the MLS playoffs, which begin next week. But does a strong finish guarantee postseason success? “The fact we are playing well and are fairly healthy I think gives us a real shot to at least make a run,” coach Ben Olsen said. “But still it’s a one-off game [next Wednesday or Thursday]. If you don’t show up, you’re done.” United is unbeaten in six straight (4-0-2) and has lost once in three months (6-1-6). Olsen’s gang has gone from one of MLS’s feeblest attacks to one of its most lethal: 31 goals in 12 matches after 10 in the previous 13. United’s challenge, to reach the MLS Cup on Dec. 10, is heightened by a first-round game. Should it advance to the two-leg conference semifinals, D.C. would have a third match over seven or eight days. Only two teams per conference will receive first-round byes and up to seven days to prepare for the conference semis. Since MLS implemented firstround matches in 2011, though, two teams have come out of the early stage to reach the championship game (Houston in 2012 and Portland last year) and only Portland has won it all. Ex-receiver alleges hazing at Virginia Complaint: Fight injury jeopardized freshman’s health, career in sports COLLGE FOOTBALL Virginia football players staged a gladiator-style fight between two incoming freshmen, a dangerous hazing incident that resulted in a concussion and jeopardized the career of a promising young receiver, according to a federal complaint filed in a U.S. District Court in Pennsylvania. This summer, upperclassmen bullied Aidan Howard, a

freshman on the Virginia football team, according to the complaint. After just one week of training camp, players used athletic tape to mark off a ring inside their locker room and forced Howard to fight freshman receiver Hasise Dubois, the complaint states. “The fight came to an end when Aidan sustained severe eye injuries,” the complaint states. “His head hurt and he felt sick to his stomach.” The complaint states Howard was told he suffered a concussion and couldn’t continue practicing. A week later he left the school.

Howard filed the federal complaint Oct. 14, charging the university with Title IX violations and seeking unspecified monetary rewards. The lawsuit was first reported Wednesday by Courthouse News Service. Virginia coach Bronco Mendenhall is not named in the lawsuit. In addition to athletic director Craig Littlepage and Teresa Sullivan, the school president, the complaint singles out two Virginia wide receivers, junior Doni Dowling and sophomore David Eldridge, and Marques Hagans, the school’s receivers

coach. All three harassed Howard, the complaint alleges. Virginia granted Howard his release, and he enrolled at Robert Morris in Pittsburgh, intending to compete for the football team there. But a doctor discovered Sept. 20 that he had suffered a broken orbital bone in the locker room fight, according to the complaint, and required surgery. His freshman season was over before he had played a single game. It “is unclear if he will ever be able to play football again,” the complaint states. Gemma and Giada enjoy the rooftop dog park at Shaw’s City Market at O apartments as much as their owners do.

Pups get all the perks For many pet-owning renters in D.C., home is where the dog park is AMENITIES In City Market at O, the canine occupancy rate is about 30 percent, or 390 leased apartments and roughly 117 pooches. “We find that our residents think of their dogs as their children, so whatever we can offer them, we do,” says Melanie Hallowell, City Market’s manager. That’s the reason for the openair dog park, nine stories above Washington’s Shaw neighborhood. The 200 linear feet of artificial-turf ball-chasing space

is heaven for a pup who might have been cooped up for hours in one of the building’s $4,000-amonth two-bedroom units while her 30-something pet parent was busy at the office all day. The park’s adjoining dog-wash station — two small, stainlesssteel shower bays with blowdryers in a white-tiled room — is another selling point. Like pretty much every other high-ticket residential building in town, City Market is enthusiastically pet-friendly, and it’s no wonder: Tens of thousands of newcomers, mainly affluent professionals, have flocked to the nation’s capital in recent years, many of them with animal

“You can just look at the rents, the pet-friendly amenities, and you know this is where you want to be.” DAVE LIEDMAN, owner of doggy

companions. “We saw that 40 percent of the population that rents in Washington has dogs,” says Richard Lake, one of City Market’s owners, referring to research his company

did before the building opened two years ago. “If you’re trying to appeal to a broad market, you don’t want to alienate 40 percent of the rental population.” Two of those dog owners are Dennis and Greg Lacot, 34-yearold identical twins who share a City Market apartment and adore their pint-sized Italian greyhounds, Gemma and Giada. “The building hosts pet parties,” Greg says. “They had a — what was that? ... The yappy hour! They had, like, a little barbecue for the pet parents, and they had treats for the dogs. And the dogs had little hats.” Dog lovers like the Lacot CONTINUED ON PAGE 18

MRP Realty and Kruger Real Estate have purchased three parcels at 315 H St. NE and plan to build a 93,992-square-foot apartment building with 6,000 square feet of retail space on the ground floor. The 112unit building will have options ranging from a 438-square-foot studio to a 2,000-square-foot penthouse with two bedrooms and two bathrooms. Planned amenities include a roof deck, party room, fitness center, bike room and courtyard with a fire pit. The building is anticipated to be ready for leasing and moveins in the spring and summer of 2018. MICHELE LERNER (THE WASHINGTON POST)

in the new Park Chelsea, where one-bedrooms like hers cost up to $2,500 a month. More than a third of the building’s 235 occupied apartments have dogs in them, says manager Elizabeth Guzman. And of course there’s a rooftop park for the pooches, among other amenities. Benny Goodman, unaccustomed to high-rise living, was a bit spooked at first by the elevator bells and recorded announcements. But Struthers reports he’s doing better now. “And he’s making lots of friends.”

TOOLS Finding a roommate may have been easy right out of college, but it can be challenging if you’re new to a city. Two companies that rely on social media, video profiles and even speed dating for roommates are available for District residents who are looking for a place to rent or need a roommate to share their space. SpareRoom, a company launched in Britain in 2004, recently expanded to multiple cities in the United States, including D.C. In fact, the CEO and founder of SpareRoom, Rupert Hunt, is relocating to New York and plans to use his own company to rent out two of the three bedrooms in his new loft. SpareRoom uses video profiles of potential roommates to allow people to chat beyond messaging or emailing. The company also arranges “speed roommating” events for people looking to share space to quickly meet multiple potential roommates. Roomster, founded in 2003 and available in 192 countries, relies on social networks to help people find roommates. Users sign in and submit to Roomster’s Facebook verification process, called Roomster Social Connect. After approval, the platform allows users to contact each other through app messaging, phone calls, email or social media. Roomster is available through a free mobile app on iOS and Android and at roomster.com. SpareRoom is available via free iOS and Android apps as well as online at spareroom.com/ roommates. brothers have been a boon for owners of related businesses, especially dog walkers. There’s JJ Scheele, for one. She moved to Washington from San Diego in 2004, just as gentrification was turning feverish, to run a political action committee promoting the humane treatment of animals. Moonlighting as a dog walker, “I got up to 17 dogs in nine months with no advertising, just word of mouth,” Scheele recalls. “That’s when I decided, and everyone told me, I should start a business.” Scheele is now the owner of DogWalkingDC, in Dupont Circle. “I have 25 to 30 independent contractors” who “do over 100 midday walks,” she says. “We have about 400 keys,” meaning customers, and “I turn away about two or three clients a day.” Dave Liedman has had a similar experience since 2005, when he and a partner bought City Dogs, a day care center for pooches in Dupont Circle. Business is booming, he says, and they plan to open a second location next month, inside a new apartment complex in a gentrification hot spot, Third and H streets NE, near Union Station. “When you see these buildings that are popping up, you can just look at the rents, the pet-friendly amenities, and you know this is where you want to be,” Liedman says. For renters at the swank 2M Apartments who are too busy to own pets, there’s Emmy, a miniature English bulldog. “Emmy is owned by the company,” says Kaitlyn Luper, the property manager. Emmy, whose business cards are at the concierge counter, is a perk for tenants, available for playdates in 2M’s dog park. “We have about 10 residents we see pretty consistently, coming to play with Emmy,” says Luper, who lives with Emmy in the building. Plenty of older empty nesters are arriving, too, including Charity Struthers, 56, who moved to

Dogs and humans unwind on the rooftop dog park at Shaw’s City Market at O apartment building.

Washington from Raleigh, N.C., this month. Unmarried and with her kids gone off to college, Struthers lives with Benny Goodman, a 6-year-old black lab. She looked at 25 apartments over the summer, with pet friendliness “high on my list.” And that wasn’t all she did. “I went out and watched for dog walkers,” she said. “I would ask them what their favorite buildings were. They have a very nice angle on which ones are the best for pets.” She wound up near the redeveloped Southwest Waterfront,

The dog days are here It’s not just apartments that are rolling out the Astroturf for pups: Being dog-friendly is becoming more important for retail establishments, too. “People are more likely to shop if they’re not worried about their dogs being tied up outside,” says Emilie Sommer, the book buyer at Capitol Hill’s East City Bookshop. In the community room, “we have these pictures of our neighborhood dogs that have come to visit us.” Boneshaped treats are set out by the cash register (“and also Hershey’s Kisses for our humans”). Zach Galifianakis (left, with Jon Hamm) looks into the abyss, wondering, like many, why he did this movie.

‘Keeping Up’ is too easy Latest by Jon Hamm and Zach Galifianakis is a generic spy comedy with no surprises FILM REVIEW Best known as the brooding protagonist of “Mad Men,” Jon Hamm is also a gifted comic actor. Hamm hinted at this potential in the Zach Galifianakis web series “Between Two Ferns.” That video is worth watching, if only to highlight the chemistry between the performers. Sadly, their latest collaboration, “Keeping Up With the Joneses,” has only a fraction of it. It is the sort of inoffensive comedy that fails to evoke any reaction — including laughter. Jeff Gaffney (Galifianakis) and his wife, Karen (Isla Fisher), live in a sleepy Atlanta suburb. He’s a human resources specialist and she’s an interior decorator. Their

lives have settled into monotony, until the glamorous Tim and Natalie Jones (Hamm and Gal Gadot) move in and become the talk of the cul-de-sac. They seem so out of place in suburban life that Karen suspects they aren’t who they say. And she’s right: Tim and Natalie are spies who suspect someone at Jeff’s company is selling microprocessors to an international arms dealer. Predictably, the two couples become embroiled in an espionage scheme, while Jeff attempts to connect with Tim on a man-to-man level. The script by Michael LeSieur (“You, Me and Dupree”) dutifully avoids shock — one of the most important weapons in a comedy writer’s arsenal. That is not to say

‘Keeping Up With the Joneses’ (PG-13, 101 min.) DIRECTOR: Greg Mottola STARS: Jon Hamm, Isla Fisher, Zach Galifianakis, Gal Gadot IN A NUTSHELL: A bored married couple are captivated by their alluring new neighbors — until they learn that the new folks are spies.

that the movie has no pleasures. For example, Jeff and Tim discover an underground Chinese restaurant in one scene, and Jeff gets under Tim’s skin in a way he does not anticipate. However, the film handles its characters delicately, with all the risk-taking of

a middlebrow sitcom. The climax fares no better: The gunfights are perfunctory and the pratfalls are telegraphed too far in advance. The actors are good sports, but it feels like they’re going along with it for a paycheck. “Keeping Up With the Joneses” alludes to suburban ennui, and the fear that embracing the American Dream may mean giving up on life. That’s a concept worth exploring, especially in comedy, since harsh truths are often easily delivered with laughs. But director Greg Mottola and LeSieur seem to have avoided the pursuit of wisdom, settling for broad gags — and the occasional explosion — instead. ALAN ZILBERMAN (THE WASHINGTON POST)

“Certain Women” is a triptych that shows how three women (Laura Dern, Kristen Stewart and Michelle Williams) are forging paths in the vast expanse of the contemporary American West. How their lives intersect gives the film a whiff of mystery, but director Kelly Reichardt is more interested in how character is revealed through the small actions each woman takes to cope with her sense of limitation. ‘Aquarius’ Unrated, 142 min.

Clara (Sonia Braga) is a 65-year-old widow living in a breezy, seaside apartment in Recife, Brazil, when real estate developers contact her to buy her out. They try to break her defenses, but Clara is steely in her resolve to stay even though her kids also encourage her to move. “Aquarius” is a triumph, a onewoman show of strength, sensuality and indomitable staying power. ‘Jack Reacher: Never Go Back’ is a fitting title KRISTEN PAGE-KIRBY | THE REELIST

Better together: ‘Pastoral’ shows what unity can do There’s a lot to like about “American Pastoral.” It surprises me to say that, given that I am not a fan of Philip Roth (who wrote the book it’s based on) and I utterly despised this summer’s “Indignation,” another adaptation of a Roth novel. The credit goes to director and star Ewan McGregor, who overcame my doubts with a nicely told, good-looking story. One early scene in particular sticks. It’s the 1950s and Dawn (Jennifer Connelly), who is Catholic, wants to marry Seymour (McGregor), who is Jewish. Before the engagement can proceed, she goes to meet Seymour’s dad, Lou (Peter Riegert). Lou is … less than pleased. So begins a negotiation, mostly dealing with how to raise any children the marriage might produce. Dawn wants her hypothetical children to be baptized; Lou

says no. Dawn wants them to learn the catechism; Lou doesn’t know what that is. Dawn wants them to take Communion; Lou responds that no grandchildren of his will “eat Jesus.” It looks like a standoff, and he starts to dismiss her. It doesn’t work. She tells Lou that she loves his son, they are going to get married, and that she and Lou had better come to some sort of agreement. We don’t know the particular rules of their religious covenant, but by the time daughter Merry (played first

‘American Pastoral’ (R, 126 min.) DIRECTOR: Ewan McGregor STARS: Ewan McGregor, Jennifer Connelly, Dakota Fanning IN A NUTSHELL: A businessman tries to reunite his family after his teenage daughter is accused of committing a violent act and disappears.

Jay Z, Madonna among 2017 nominees for Songwriters Hall of Fame

by Ocean James, then by Dakota Fanning) is born, it doesn’t seem to matter. As Dawn and Seymour’s marriage progresses, we see that she and Lou have developed a genuine affection for each other. They defend each other. They even love each other. When teenage Merry leaves after a run-in with the law, Lou is there — arguably more for Dawn than for his own son. When it comes to in-laws, it’s a best-case scenario: Even major differences can be put aside for the good of the family as a whole. Merry is something more important than Dawn and Lou as individuals, someone they love more than they love themselves. More importantly, Merry is someone they love more than they differ with each other. It’s through her and for her that Dawn and her father-in-law unite, because they know that to dig in their heels, to refuse to talk, to refuse to listen, means shattering the whole family. It couldn’t have been easy, but ending up together was more important than winning. Being respectful led to being kind, and being kind led to being united. What a lovely real-life American pastoral that would be. Read Kristen’s previous columns at washingtonpost.com/thereelist

FILM REVIEW Everything about “Jack Reacher: Never Go Back” is so generic, it’s basically the supermarket knockoff of a better product — the “Bourne” movies, perhaps — minus the selling point of a discount. Like the first installment in 2012, the sequel stars Tom Cruise as Jack Reacher, the titular loner. He’s your garden-variety action hero, right down to the lack of personal attachments. The closest thing he has to a friend is a woman he has never met. Susan Turner (Cobie Smulders) is the major in charge of Reacher’s old military unit, and when he wants to turn in a baddie, he calls her. They strike up a longdistance flirtation, so he heads to Washington to meet, but when he gets there, he learns she’s been arrested on bogus espionage charges. That’s a big wrong to right. Fortunately, Reacher brought along his fists. Of course, action movies don’t have to be believable or poignant. They just have to get your adrenaline pumping. But the movie lacks inspiration in that department, too, owing to action sequences you’ve seen before, familiar music and dialogue so predictable you could make a game out of guessing the next line. Maybe it’s too easy to end a review by drawing attention to the fact the movie is aptly titled “Never Go Back.” Then again, “Jack Reacher” deserves nothing more inventive. The week’s best movie previews

‘Logan’

‘Guardians of the Galaxy Vol. 2’

EXPECTED RELEASE: March 3

EXPECTED RELEASE: May 5

SUMMARY: Marvel continues its quest for cinematic dominance with a story that looks to be (very loosely) based on the (very good) comic series “Old Man Logan.” Logan (Hugh Jackman), who has turned into quite the silver Wolverine, takes a road trip with Professor X (Patrick Stewart) and a creepylooking kid. KRISTEN PAGE-KIRBY (EXPRESS)

SUMMARY: Marvel AGAIN. Star-Lord AGAIN. “Hooked on a Feeling” AGAIN. The teaser trailer doesn’t give us much in the way of plot, but it definitely confirms that the ragtag bunch of galactic defenders are back and they can still stride about in slow motion. Also, Baby Groot is the widdlest badass in the whole universe yes he is yes he is. K.P.K.

Tommy is always so optimistic and upbeat. He is always smiling regardless of the weather. I am grateful to him for helping start every day on a positive note!

@JOSHUADYSART shares a letter that George H.W. Bush wrote to Bill

Clinton to welcome him to the White House 11 weeks after losing the 1992 election to him. The letter went viral after Wednesday night’s presidential debate, in which Donald Trump said he would “keep you in suspense” about whether he would accept the election results. “Your success now is our country’s success. I am rooting hard for you,” Bush wrote in the 1993 note. “True class and an example of American democracy at work,” @MikeDerrickNY21 tweeted about Bush.

Donald Trump said that the U.S. needs to deport some “bad hombres,” and called Hillary Clinton a “nasty woman.” Both phrases were immediately reclaimed — by Latino men and by women, respectively. @JubileeDJ tweeted: “Nasty woman seeking bad hombre.”

“Ohh I think Trump just lost his best friend, Putin.” @ECHO_RACHEL reacts after Russian President Vladimir Putin came

up during the presidential debate. “I don’t know Putin. This is not my best friend,” Trump said, while condemning Russia’s alleged email hacks that have interfered in the election. Back in 2013, Trump tweeted about Putin, wondering if the two would meet at the 2013 Miss Universe pageant in Moscow and become best friends.

@TELEVISIONACAD, the official Twitter account of the Television Academy, reassuring TV viewers that contrary to Trump’s comment during the debate, the Emmys have an extensive and secure nominating and voting process. Trump has tweeted extensively about his displeasure with the Emmys in the past — after his show “The Apprentice” did not win in 2012, 2013 or 2014.

“Gatsby? He says he was great. ... People are saying maybe not so great. I’ll make Gatsby great again.” @BRIANDFRANCIS uses the hashtag

#TrumpBookReport after a Twitter user pointed out that Trump’s debate answers sounded like someone giving a book report when they haven’t read the book. “I know why the caged bird sings, folks! And believe me, nobody knows it better than me!” @HaroldItz tweeted.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Victoria deems Target Posh enough for her

Selma explains plane outburst During an appearance on “The Talk” on Wednesday, Selma Blair opened up for the first time about her June outburst on a plane, when she had to be removed from the flight via stretcher. She explained that she had been drinking and took some unfamiliar medication. “I had a total psychotic blackout,” she said. “It was horrible and frightening and I had empathy for myself actually afterwards because actually it was so out of character for me.”

A new Victoria Beckham fashion line is headed to Target, the store announced Wednesday. According to People magazine, Target is partnering with the former Spice Girl for a small collection — about 200 items — inspired by her high-end fashion line, Victoria, Victoria Beckham, as well as her personal style. People writes that the new collection will include “bold colors and clean lines.” Clothes for girls and babies will also be included in the line. Prices will reportedly range from $6 to $70. Comparatively, items in her Victoria, Victoria Beckham line start at around $185. The collection will be available online and in Target stores beginning April 9. (EXPRESS)
