Fairfax County to face charges. The fresh charges stem from an attack on a 26-year-old woman that occurred as she was walking home from a supermarket. Police said the woman was grabbed from behi nd about 10 p.m. and carMatthew ried to a nearby wooded area, where she was assaulted. The suspect then fled. Law enforcement officials had previously announced a forensic link between the Fairfax City rape case and the 2009 disappearance of Morgan Harrington, a 20-year-old Virginia Tech student who vanished after attending a concert on the

U-Va. campus. Matthew has not been charged in that case. The development in Fairfax City comes two days after police announced that they had discovered remains believed to be Graham’s on an abandoned property in Albemarle County. Authorities said they are awaiting forensics tests from the Virginia medical examiner before definitively identifying the body. Police on Monday continued to search the area. Om-ward bound ‘Mindful’ commuters say deep breaths keep them calm during stressful journeys

TRANSPORTATION As harried commuters boarded a Metro Red Line train — jockeying for seats, hoisting bulging bags — Denise Keyes gazed straight ahead, took deep breaths and searched for inner peace. There were no lit candles, no incense, no chanting of “om.” But Keyes was meditating. Finding stillness on a subway during rush hour might sound impossible. But those who practice “mindful commuting” swear it brings tranquility to the daily misery of crowded trains, late buses and traffic jams. If it sounds too New-Agey, consider this: Almost 2 million people use one meditation-onthe-go app, and plenty of others are downloading what has been a recent explosion of guided meditation podcasts and Web recordings. Others, like Keyes, take mindfulness classes. “It gets me into the mind-set I want to be in for work,” said

Transportation experts say anything that keeps people at ease and focused could help curb aggressive driving, prevent road rage and reduce distractionrelated accidents. While other Red Line passengers were absorbed in cellphones and newspapers Wednesday, Keyes was paying attention to her breath. As thoughts popped up — the whirring sound of the train tracks, the day’s busy schedule, an upcoming meeting — she let each drift past before her mind could latch on, she said. Not all government agencies keep track of the practice, and those reviewed account for only about three-fifths of the federal workforce. The Office of Personnel Management rule book lists dozens of reasons for allowing paid leave, such as donating an organ, househunting before a job transfer and snow days. But these require only a few hours or days — not the months and years that GAO discovered are common at more than 100 federal agencies. “It’s not authorized by any law,” said Sen. Charles E. Grassley, R-Iowa, referring to the cases that drag on. “Bureaucrats are abusing it.” Grassley, one of three senators who requested the GAO report, is working with Sen. Jon Tester, D-Mont., on legislation that would narrowly define the circumstances in which employees can be kept home. Pay would be limited to a few days, congressional aides said.

New Washington Post-ABC News polling on the 2016 Republican presidential race makes one thing very clear: Every GOPer who has even a hint of ambition for national office is likely to run in two years. Why? Because the field is remarkably frontrunner-less, meaning that every Ted, John and Rob can make a plausible case to activists and donors that they are going to eventually be the guy. When asked whom they would vote for if Mitt Romney doesn’t run, respondents who leaned Republican were all over the map. Jeb Bush won 15 percent of their votes, followed by Rand Paul (12 percent), and Mike Huckabee (11 percent), Paul Ryan (8 percent) and Marco Rubio (also 8 percent). A grand total of 13 candidates took somewhere between 15 percent and 1 percent of the vote. Another 14 percent of respondents want someone else or have no opinion. This is a historically wideopen Republican field. So, if you are, say, Ohio Gov. John Kasich (2 percent), Texas Sen. Ted Cruz (4 percent) or Ohio Sen. Rob Portman (0 percent) or really anyone else with an “R” after your name, you should look at this poll and think: I have a decent shot at being the Republican presidential nominee in 2016. On notice, with pay Federal workers put on forced leave cost taxpayers $775 million in salary, GAO says POLITICS Tens of thousands of federal workers are being kept on paid leave for at least a month — and often for stretches that can reach a year or more — while they wait to be punished for misbehavior or cleared and allowed to return to work, government records show. During a three-year period that ended last fall, more than 57,000 employees were sent home for a month or longer. The tab for these workers exceeded $775 million in salary alone. The extensive use of so-called administrative leave continues despite government personnel rules that limit paid leave for employees facing discipline to “rare circumstances” in which the employee is considered a threat. The long-standing rules were written in an effort to curb waste and deal quickly with workers accused of misconduct. But a forthcoming report by the Government Accountability Office — the first time auditors have calculated the scope and

cost of administrative leave — found that supervisors used wide discretion in putting employees on leave, including for alleged violations of government rules and laws, whistleblowing, doubts about trustworthiness, and disputes with colleagues or bosses. Some employees remain on paid leave while they challenge demotions and other punishments. While the employees stayed home, they not only collected paychecks but accrued pension earnings, vacation and sick days, and moved up the federal pay scale. “Six months went by and we didn’t hear anything,” said Scott Balovich, who was put on administrative leave from his job at the National Oceanic and Atmospheric Administration in Alaska. “You’re so anxious. You don’t know if you’ve got a job. You’re getting paid, but it’s no vacation.” Balovich was kept out of work while investigators examined how pornographic images had gotten onto his computer hard drive. He ultimately was cleared

Jobs up for grabs: Who wants to be QBs of the future? San Francisco. McCoy was supposed to be an afterthought this season. Instead, he’s the Redskins’ best hope against their rival Cowboys. Washington is past “must-win” games at 2-5, so Griffin needn’t hurry back. The rest of the season is about deciding whether Griffin is the long-term starter, and also if McCoy can be his backup after the meltdown by Kirk Cousins. Cousins’ star has fallen faster than Nationals reliever Drew Storen’s. Fans thought Cousins could be the permanent starter over Griffin after he threw five touchdowns in a relief win over Jacksonville and a narrow loss to Philadelphia. Fans were talking “RG Who?” until Cousins started creating turnovers faster than Sara Lee. He threw four interceptions against the Giants and three to Arizona during a four-game losing streak. When he threw another pick on Sunday against Tennessee — one that led to a Titans touchdown that gave them a 10-6 lead — Gruden surrendered and started McCoy in

The Redskins aren’t just seeking a starting quarterback for next season. Now they’re looking for a backup, too. Third-stringer Colt McCoy is in line to be the Redskins’ starter against the Cowboys on Monday night. While Robert Griffin III is expected to practice this week after missing five games with a dislocated ankle, coach Jay Gruden said earlier that two weeks would be needed to ready Griffin. But the third-year passer, who hasn’t been ruled out as this week’s starter, has always been a fast healer so who knows when he’ll return. Meanwhile, McCoy has a real chance to be the No. 2 quarterback next season after he rallied Washington to a 19-17 victory over Tennessee on Sunday. McCoy was 11 of 12 in the second half against the Titans, which was nearly as many pass attempts (18) as he had the past two years combined in Cleveland and

Peyton Manning now holds the NFL record with 510 career passing TDs. Among active QBs, Drew Brees is second with 136 fewer TDs. Here are other Manning records that also will be tough to break.

He needs to avoid another injury and not look lost in Gruden’s system during the second half of the season, or next spring the

Griffin looked comfortable in the scheme against Jacksonville before he was injured, so maybe the coach is becoming more familiar with the passer’s skill set. Washingtonians love quarterback competitions, and in the next few weeks they’ll find out if the Redskins have a starter and backup for the future — or nothing at all. Managing expectations

Looking for his third title in five years, the understated Bruce Bochy is building a Hall of Fame résumé. I can’t explain it … I just knew,” said America Luna. “I was only 13 when I told my dad I would one day enlist.”

“I found myself sharing tips and telling student veterans about resources available to them,” said Luna. “Even if they were complete strangers … I wanted to help.”

As Luna grew up, her passion only grew. “After high school, I wanted to go off to college, I just wasn’t ready yet,” said Luna. “My parents were Dominican immigrants and they worked very hard to become U.S. citizens. Joining the military and making a future for myself was my way of showing them how much I appreciate their sacrifices.” While in the Army, Luna deployed twice to Baghdad and Maysan Province, Iraq, where she worked as an Interrogator/ Human Intelligence Collector. This role gave Luna a sense of pride and taught her to be an effective leader. Following military service, Luna was ready to go back to school. “At first, I thought I wanted to be a police

She had finally found her path when she had to hit the brakes. Luna’s GI Bill benefits ran out right before her last semester. Fortunately, Luna heard about the VFW Sport Clips “Help A Hero Scholarship” and decided to apply.

“I was in disbelief when I got the letter,” said Luna. “I just read it over and over to be sure.” Luna was one of 43 student veterans to receive the scholarship, which gave her the opportunity to finish what she started. “It warms my heart and fires up my spirit to continue to work towards a degree that means so much to me,” said Luna. “I look forward to using what I’ve learned to help my fellow veterans.” Luna is beyond grateful for the VFW, Sport Clips and all the donors and contributors who made this scholarship a reality. “I am so grateful for their encouragement,” said Luna. “They support veterans in our ambitious endeavors and their support is helping the veteran population accomplish their dreams.” Story by Jennifer Martin on behalf of the VFW Photo courtesy of Veterans of Foreign Wars

A step ahead or too far? MARINE CORPS MARATHONERS CAN’T SQUEEZE IN MUCH MORE RUNNING before Sunday’s race. If they want to shave seconds off their time,

they’ll have to focus on other stuff: what they’re wearing, how they’re sleeping, what they’re eating. (Sponsor Team Beef is pushing its #BeefFuelsMCM hashtag.) Plus, there are a few more options out there that might seem, well, out-there. Chevy Chase’s new Nava Health and Vitality Center promises several sport-specific services, including IV micronutrient therapy and hyperbaric chambers, while Alexandria-based hypnotist Laura Palmer promotes her performance-boosting work. We gave all three techniques a go.

You can ingest vitamins. Or you can have them injected into your bloodstream via an IV. The latter leads to faster absorption, and (if you have a sport blend with amino acids and antioxidants for recovery and endurance) faster running speeds, according to Nava. After I signed a stack of waivers for the treatment ($375), a nurse practitioner went over my medical history and walked me through the list of possible side effects, including headaches and nausea. Most people just “feel a little pep,” she said. Then I sat in a lounge chair in Nava’s IV therapy room, which also hosts a giant TV screen in case you want to see something other than a needle sticking into your arm. I’d been warned that the process might burn, so I braced for intravenous agony. But I only had two complaints: My fingers in the stuck arm grew cold and I could taste the cocktail while hooked up. (It was tinny and citrusy.) About a half-hour later, it was all in, and I was ready to go. On my run a few hours later, I felt particularly well hydrated, and yep, some extra pep. There’s no swinging watch to keep your eyes on in Palmer’s form of hypnosis (aka Bridgenosis). She defines the state as just relaxed enough to clear away the “limiting beliefs” holding you back. At our one-on-one in her Old Town office, we discussed my goals and experiences, and Palmer introduced a few calming techniques. My favorite: the zip-up. Take one hand and run it up the midline of your body to your mouth while repeating a positive mantra. Her soothing voice soon had me yawning, which she said is common. Then Palmer typically has clients lie on her couch so she can give them suggestions, which they’re free to listen to consciously. Or they can drift away and let their subconscious do the work. She had me picture myself beside a beautiful body of water, feeling strong and … uh, I’m not sure what else. It sure stuck with me on my next run, though. Sprints never felt so zen. Countless athletes — including Lance Armstrong, Michael Phelps and the Nationals’ Rafael Soriano — swear by the performance benefits of hyperbaric oxygen therapy. The claim? Hanging out in an all-oxygen environment supposedly speeds up recovery. So I was about to climb into something that looked like a giant body bag. Before the treatment ($120), a Nava nurse practitioner took my vitals and checked my ears. (An infection raises the slim chance of an eardrum rupture.) I was prepped on what to expect: an airplane-like pop in my ears, a whooshing sound and occasional monitoring to make sure I’m OK. Then I stepped in, lay down and got zipped up. I worried it might feel claustrophobic, but as the chamber inflated, it grew almost roomy — I emailed on my phone no problem, then chilled out for the rest of the hour. The air inside didn’t seem much different, just more filling. I emerged in a pleasant fog, like after a deep sleep. My next run seemed normal, which wasn’t a surprise. So as I was saying about myself … Q. Our co-worker is a narcissist. In any conversation, he

immediately jumps in to talk about himself. Needless to say, we are all exhausted. We believe that this is a part of who he is, so we’re having problems balancing being good people toward him and maintaining our sanity. How can we handle this situation in a way that is best for everyone? NEEDLED BY NARCISSIST

Ordinarily I’m not a fan of unsolicited personality critiques from co-workers, but when he has characteristics that are so off-putting that an entire swath of colleagues is writing to a psychologist, it’s better to confront him than let it fester. Try this: “Rob, can I give you a little honest feedback? Sometimes when I try to talk about something important to me, it

seems you jump in with your own stories. It can come across as being disinterested in others, and I’m not sure you’re aware of it.” Awkward, but no worse than enduring his behavior in perpetuity. If nothing changes, continue to be “good people” by being civil. Don’t reward his interruptions but instead change the topic back to what you were originally talking about.

Whether this is just new-parent self-consciousness or depression or anxiety or possibly body dysmorphic disorder, simple reassurances from you likely won’t do the trick. Depending on how far back this goes, it might be more serious than an adjustment to the (sometimes shriek-inducing, though totally normal!) changes in a postpartum body. Does she ruminate on other things? Is she isolating herself socially? Does she recognize that her focus on these supposed flaws is excessive? Try talking to her about what’s going on inside rather than outside: “It’s hard for me to listen to how unhappy you seem about your body. It’s like you can’t see what everybody else sees. Greens and beans star in Aglaia Kremezi’s newest cookbook COOKING Maybe you’ve heard a certain myth: Greek cuisine is all gyros and meaty moussaka. Not true, says Greek cookbook author Aglaia Kremezi. “The country doesn’t lend itself to meat. It’s quite mountainous, and there’s no way to produce enough meat to feed everybody,” says Kremezi, who lives on the island of Kea. “People made do with whatever they could cultivate and forage.” A lot of that is quite tasty, as

Kremezi highlights in her new release, “Mediterranean Vegetarian Feasts” ($35, Stewart, Tabori & Chang). Not all of the recipes are low-calorie — note the copious amounts of olive oil used — but they’re proof that veggies, beans and spices are more versatile than many people realize. “This is the way I learned to cook from my mother and grandmother,” Kremezi says. Similar preparation techniques are common across the region, which is why she also sprinkles in dishes from Turkey, Lebanon and the Balkans. No matter what you’re cooking, what matters most is how you treat the ingredients. “Never

dump vegetables in the refrigerator and forget about them,” Kremezi says. “Have them ready to finish cooking however you like.”

She recommends giving greens attention ASAP: “I will blanch them, steam them, saute them.” They’ll keep that way for close to

a week, ready to be stirred into a soup or piled atop polenta (as in the photo with her recipe, below). As long as you’re thinking ahead, Kremezi also suggests soaking beans overnight, so they’re ready to be cooked the next day. Canned beans just don’t have the same flavor, she says. Flavor is paramount to Kremezi, which is why there’s no tofu in the book. As Kremezi says: “It looks like cheese, but when you bite into it, it’s tasteless.” Kremezi’s American cooking students associate vegetarian dishes with deprivation, so they’re in awe of basic, healthy staples, such as stuffed peppers and green beans with tomato sauce. “They think it’s the most delicious thing they’ve ever tasted, and it’s the simplest thing in the world,” she says. Cover and cook for 5 to 8 minutes, until the kale is tender. Stir in the lemon juice (or vinegar) and remove from the heat. Don’t start with a sprint. “It doesn’t give you anywhere to go,” Siik says. Get your body warmed up, and then introduce intervals systematically.

Don’t forget to up your speed before an interval. Treadmills take time to get faster, Siik says. So you’re cheating yourself if you don’t press that arrow at least a few seconds before you’re ready to go all out.

Don’t show up without a plan.

He has plenty of reasons athletes should get over their hangup: Treadmills are gentler on the joints than unforgiving sidewalks, they allow groups of different abilities to run “together,” and they make it possible for a coach to monitor an athlete for every step of a run. His absolute favorite thing about treadmills? “You can calculate anything — it’s like running on a computer,” Siik says. But to get the most out of the info and experience, you have to use the technology correctly, he adds. Here’s his list of treadmill don’ts:

TELEVISION Foo Fighters frontman Dave Grohl plays rock diplomat and rock star in “Sonic Highways,” an HBO rockumentary series that follows the band as it records a new album across America. “Sonic Highways’ ” second episode airs at 11 p.m. Friday, and it focuses on D.C.’s go-go and hardcore punk scenes. Grohl — who hails from Springfield, Va. — discussed the challenges of “Sonic Highways” and Foo Fighters going go-go. How did your D.C. visit stand out from the rest of the trip? One of the great things about the Washington, D.C., episode is putting the spotlight on go-go music

and Dischord Records. … But if you travel outside of the city, a lot of people don’t know what gogo music is. A lot of people don’t know Ian MacKaye or Dischord Records. Those are the greatest examples of what I’m trying to communicate with this series: the regional relevance of music. Did you learn anything while shooting the D.C. episode? One thing I learned was that the go-go pocket beat was something that Chuck Brown played between songs so the audience wouldn’t leave. He would play these top 40 songs, and in between those, he’d throw this pocket beat in there. And that became known as the go-go beat.

In the episode, you and Big Tony from go-go legends Trouble Funk talk about collaborating. Will your next album be go-go? Once our schedules line up and it comes together, I’m sure it would be the bomb. But we haven’t figured it out yet. Can D.C. officially claim you? I never tell anyone that I’m from anywhere. … But it’s a huge part of who I am and I wouldn’t be this person if it wasn’t for that place and those people. I’m proud to say that.
