A man in Salzgitter, Germany, is in hot water after he allegedly left his bath and sink faucets running for at least a year, and caused “massive damage” to his apartment building when he recently plugged the drains. Police said the man, who also had his toilet running nonstop, is thought to have used 1.85 million gallons of water in a year. After he apparently stopped up the drains, police arrested him Thursday for psychiatric evaluation. (AP)

Good news for salamanders SCIENCE An import moratorium, a kind of virtual wall, put in place last year to protect America’s salamanders from the scourge of possible disease seems to be working, according to a Smithsonian Institution report. The report, based on swabs taken from of the skin of pet salamanders, appears to show that the import curbs may have been imposed in time to keep America free of a deadly fungal ailment that has afflicted salamanders elsewhere. The study, published Friday by scientists with the Smithsonian Conservation Biology Institute (SCBI), cited a 98.4 percent cut in imports of 201 salamander

species that could be carrying the disease. It appears that the ban may help shield America’s salamanders, regarded as ecologically important, from the pathogen, Batrachochytrium salamandrivorans (Bsal).

The disease it causes has proved pernicious elsewhere. The pathogen has been detected in the wild in the Netherlands, Belgium, Germany and Vietnam, as well as in captive individuals in the United Kingdom and Germany.

With help from the Amphibian Survival Alliance, the Smithsonian said, a mailing went out to salamander owners in the United States. The material sent included a sampling kit and a video showing how to use it. The scientists said they got back 639 samples from 65 salamander species. None, they said, showed evidence of the disease. The new study is regarded as a counterpart to SCBI’s continuing test of salamanders in the wild, the Smithsonian said. It said those tests have shown that wild salamanders also appear to be free of the pathogen. Brian Gratwicke, an SCBI amphibian conservation biologist and a senior author of the paper, said the study “is good news for native salamanders, especially in the Appalachian region — a salamander biodiversity hot spot.” MARTIN WEIL (THE WASHINGTON POST)

The approximate number of parking spots that would be available at the National Zoo if it goes ahead with a plan to build a six-story parking garage for $50 million. The proposal unveiled last month from an old plan would consolidate four of the zoo’s five surface parking lots into a single garage and repurpose those spaces for new animal habitats and stormwater management. The project would free up at least two acres of space for new habitats. Right now, the zoo has about 880 parking spots. (TWP)

Bill addresses sex work in D.C. THE DISTRICT Most of the times Laya Monarez sold sex in the District, she said things went smoothly: She got money to pay her rent, and her customers got what they wanted. It is the times that turned violent, though, that stick with Monarez, 35, who is now an LGBT activist and artist. Once, a man in the District picked her up in his car and refused to pay her. When she tried to leave the car, he stabbed her. When she jumped out of the car, he tried to run her over. She escaped but didn’t report the attack to police, fearing they would arrest her for prostitution. A new bill to decriminalize sex work in the District would make sex workers — many of whom are victims of violent crimes — more comfortable reporting those crimes to police, Monarez said. Decriminalization of prostitution wouldn’t make it legal for buyers

Activists say the bill would also make it easier for sex workers to find other jobs and housing because they would not have prostitution-related arrests on their records. “This is about protecting the human rights of our residents,” said Grosso, a progressive council member who also led the push to decriminalize marijuana in the District. “Arresting our way through this has never worked.” Monarez, who grew up in Fairfax County, said that if sex work were decriminalized, workers also would feel more comfortable reporting minors and other victims of trafficking to police. Coercing people to engage in sex work against their will would remain illegal, as would any prostitution involving minors. The bill, introduced last week, is supported by the Sex Worker Advocates Coalition, WhitmanWalker Health and the American Civil Liberties Union of D.C.

local ALEXANDRIA Alexandria’s City Council is considering whether to pull the plug on one of the region’s most popular water parks, which draws more than 100,000 customers every summer. A citizen advisory group said the city, which faces a tight budget, looming capital costs and growing demands for athletic fields and facilities, could generate revenue and serve its own residents better by replacing Great Waves Waterpark with a year-round indoor or outdoor recreational facility.

The council last year asked its Park and Recreation Commission, an advisory panel made up of citizens, to look into whether another 40-year lease to the regional parks authority to operate Great Waves Waterpark was the best use of the city’s 26-acre Cameron Run property. Maryland proposes rules for sale of pollution credits

A Prince William County teenager who went missing overnight, and was said to be in “extreme danger,” was found safe Sunday in the Woodbridge, Va., area, along with the man suspected of abducting her, authorities said. An Amber Alert had been activated for 16-year-old Sinahi Aguilar-Cruz after police said she was likely abducted by 21-yearold Roberto Medrano Segovia in the Woodbridge area. Authorities later found the girl safe along with Segovia and canceled the Amber Alert, police said. Police continue to investigate the circumstances of the girl’s disappearance.

Maryland failed to investigate nearly 650 allegations of harm at Maryland nursing homes within a required 10-day window, meaning the state missed the federal deadline 74 percent of the time, the inspector general for the U.S. Department of Health and Human Services reported. Maryland ranked seventh-worst in the nation for timely investigations of high-level complaints, according to a Baltimore Sun analysis of the report’s data. The Maryland Health Department wrote last year that it takes 47 days — presumably, on average — to initiate an on-site investigation. (AP)

The Maryland Department of the Environment has drawn up regulations that will guide how companies, local governments and property owners that exceed water quality improvement goals can earn credits that in turn can be sold to others that are struggling to meet environmental benchmarks. Maryland and other states in the Chesapeake Bay watershed are required by federal law to reduce pollution. The trading of water quality credits addresses one of the issues to restoring the bay’s health — that some cleanup projects are much more expensive than others.

Fire crews were able to gain ground because the winds that had fanned the flames did not kick up overnight as much as feared.

“Conditions have drastically changed from just 24 hours ago, and that is definitely a very good sign,” said Daniel Berlant, spokesman for the California Department of Forestry and Fire Protection, who noted that some of the fires were 50 percent or more contained. “It’s probably a sign we’ve turned a corner on these fires.”

The blazes have been blamed for at least 40 deaths and destroyed an estimated 5,700 homes and other structures. The death toll could climb as searchers dig through the ruins for people listed as missing. Hundreds were unaccounted for, though authorities said many of them are probably safe but haven’t let anyone know.

In a statement Sunday, Zabiullah Mujahid said the accusations against the Taliban are “baseless and false.” Mujahid said that during his captivity, Boyle was never separated from his wife, who had a miscarriage. Massive blast hits Somalia At least 276 dead after bomb gouges capital in nation’s deadliest attack

MOGADISHU, SOMALIA The most powerful bomb blast ever witnessed in Somalia’s capital killed at least 276 people and injured around 300 others, the country’s information minister said early Monday, making it the deadliest single attack in this Horn of Africa nation. In a tweet, the information minister, Abdirahman Osman, called Saturday’s attack “barbaric” and said countries including Turkey and Kenya had already offered to send medical aid. Hospitals were overwhelmed on Sunday, a day after a truck bomb targeted a crowded street near key government ministries. As angry protesters gathered near the scene of the attack, Somalia’s government blamed the al-Qaeda-linked al-Shabab extremist group for what it called a “national disaster.” However, the group, which often targets high-profile areas of the capital, had yet to comment. Al-Shabab earlier this year vowed to step up attacks after both the Trump administration and Somalia’s recently elected president announced new military efforts against the group. The Mogadishu bombing is one of the deadliest attacks in subSaharan Africa, larger than the U.S. Embassy bombings in Kenya and Tanzania in 1998. The explosion blew off metal gates and blast walls outside the hotel. The force said officers from its Child Abuse and Sexual Offenses Command are investigating. The woman’s name has not been made public. The force also did not name Weinstein, but it said the allegations involve a man against whom another accusation was made Wednesday. British actress Lysette Anthony, 54, told police on Wednesday that Weinstein raped her in her west London home in the late 1980s. Last week epitomized Trump’s leadership style — making gut decisions that cater to his political base ANALYSIS Nine months into his first term, President Trump is perfecting a style of leadership commensurate with his campaign promise to disrupt business as usual in Washington. Call it governing by cattle prod. It is a tactic born of frustration and dissatisfaction. Its impact has been to overload the circuits of government — from Capitol Hill to the White House to the Pentagon to the State Department and beyond. The permanent campaign has long been a staple of politics in this country, the idea that running for office never stops and that decisions are shaped by what will help one candidate or another, one party or another, win the next election. Absent demonstrable achievements, Trump reverts to what worked during the campaign, which is to depend on his own instincts and to press the hot buttons that roused his voters in 2016. As president, he has never tried seriously to reach beyond that base. The past week was a perfect example of the Trump school of

governing. Start with the end of the week. In rapid succession between late Thursday and midday Friday, he took steps to break the Affordable Care Act and then potentially end the Iran nuclear agreement. These moves will earn him accolades from the people who supported his candidacy last year, which might be the principal objective. But neither action solved a problem. It will be left to others to do that, if they can. Those were only two of the moments that defined the president’s disruptive style of leadership in just one week. It was, after all, just over a week ago that the president started a Twitter war with Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn. It was also within that week that the president, with an assist from Vice President Pence, escalated and perhaps seized the advantage in his feud with professional football players who kneel during the national anthem. Amid outrage from his critics, Trump has managed to turn an issue that once was about police

Hours before the steps he took on health care, he lashed out again at critics of his handling of the hurricane cleanup in Puerto Rico, tweeting that he would cut back the federal response. Like many of his tweets, it is no doubt an idle threat, but one

nonetheless designed to give a jolt of displeasure to the status quo. There’s little doubt that part of Trump’s motivation is to undo what former President Barack Obama did. Trump campaigned against Obamacare, although his prescriptions for what should replace it lacked consistency or, for that matter, clear alternatives. He railed against the Iran nuclear deal and now is trying to undo it despite the fact that all relevant parties say the Iranians are adhering to its terms. Trump prefers to look past that history. He wants his supporters to believe that he is trying to fulfill his campaign promises in the face of resistance from entrenched powers. If it doesn’t get done, pin the blame on others. It’s still the president vs. the swamp. The president has proved himself capable and willing to start controversies and policy confrontations. That’s what being a disrupter is all about. NATIONAL SECURITY The Trump administration will remain in the international nuclear deal with Iran for now, top national security aides said Sunday, a message of reassurance after allies, lawmakers and the Iranian regime criticized President Trump’s decision to set conditions on further U.S. participation. Trump’s national security adviser, H.R. McMaster, said that the president’s threat to cancel the Iran deal “set out a marker” for the U.S. and its allies to fix what he called “a weak deal that is being weakly monitored.” “One of the real problems with this deal is we can’t really say with confidence that they’re complying,” McMaster, above, said on “Fox News Sunday,” claiming Iran “walked up to the line” and “crossed the line several times in terms of the restrictions.” McMaster insisted that “the president is not walking away from the deal yet” and wants to see “some real change.” Secretary of State Rex Tillerson said the president’s action on Iran is a “signal” to Congress and the other signers of the agreement, including Iran. “If we don’t see improvement, … he has every intention of walking out,” Tillerson said on “Face the Nation” on CBS. The action Friday puts the onus on Congress to decide what to do next, including attempting to add provisions that would satisfy U.S. concerns, Tillerson said. Sacrifice for laughs ‘White Famous’ shows what black comedians must face in Hollywood TELEVISION To wear the dress, or to not wear the dress? It’s a question black male comedic actors have grappled with publicly and privately for generations, and one that Floyd Mooney immediately faces in Showtime’s “White Famous.” The comedy series, which debuted Sunday, follows a popular black stand-up comic, played by Jay Pharoah, confronting what it takes to appeal to a mainstream audience — you know, getting “white famous.” For instance, Mooney has a chance at a project that would

help propel him beyond the comedy club circuit — but he’s asked to play a woman to get laughs. Although loosely based on the experiences of executive producer Jamie Foxx, Floyd is somewhat mirrored by Pharoah, too. “I felt like I connected with Floyd Mooney immediately,” the stand-up comic and “Saturday Night Live” veteran says. Hailing from Chesapeake, Va., Pharoah, 30, has been performing since he was a teen and toured with comics such as Charlie Murphy before joining “SNL” in 2010. “I felt like we were on similar paths — of course his career is a little bit different — but our stories are synonymous,” Pharoah says of his character. “Being hot on the underground and trying to cross over into the industry,

any of them. … I mean, I’ve had a lot of experiences with weird folks in the industry.” In real life, Pharoah says he’s managed to avoid compromising his values in pursuit of recognition. He credits his “good home base,” which includes his sister, who serves as his manager, and his parents and other family. “I still go to my grandma’s house and eat with her when I get down there, you know, the things that I always did before, I still do, and I think that’s kept me grounded,” he says. “I think my view will always be the same: You don’t have to compromise yourself to get where you want to go, especially with so many avenues and so much access that the world has right now.”

Next up in Netflix’s string of big stand-up specials is Patton Oswalt’s. The veteran comic will riff on creating comedy in the Trump era and his struggle after a public personal tragedy. (EXPRESS)

Ain’t no saint: Even some baddies go to ‘The Good Place’ The other day, my daughter and I were talking about shows we’re watching this fall. I said, “I can’t believe what’s happening on ‘The Good Place.’ ” My daughter put her fingers in her ears and went “Na na na” so I wouldn’t spoil it for her. But I got carried away and gave away the Big Twist for the NBC sitcom’s second season (8:30 p.m. Thursdays). She was mad as hell. So I will try not to spoil “The Good Place” as I explain why it is one helluva sitcom. In Season 1, petty swindler Eleanor Shellstrop (a nononsense Kristin Bell) is hit by

a truck and goes straight to the titular location. Yes, morally compromised Eleanor is in heaven, surrounded by heavenly fro-yo shops and cheery folk and assigned a soulmate, the indecisive ethics professor Chidi. Her next-door neighbors are the philanthropic socialite Tahani and the silent monk Jianyu. (And kudos for ethnic diversity: Chidi is from Nigeria and Tahani is Pakistani. Jianyu turns out to be Filipino, but that’s a long story.) Their host, and the architect of their world, is the angel Michael, played with insincere charm by Ted Danson. Clearly, a mistake was made in Eleanor’s case. Only it turns out the rest of the heaven dwellers aren’t exactly who

they seem to be. Lots of surprises popped up in Season 1, especially in the mind-blowing finale. In Season 2, all hell breaks loose, but I don’t want to give away details and ruin the show for you. Suffice it to say that “The Good Place” is many excellent shows in one. It’s a sitcom about what it’s like to produce a sitcom. Michael is like the show-runner, trying out 802 versions of the plot to see which works best. It’s also a morality play about the human soul. Sure, Eleanor is no saint, but she’s nowhere near as bad as, say, Hitler. So where does her immortal soul belong? And who are we to judge? And it’s a very clever comedy. In a recent episode, heaven was chock-full of restaurants with adorkable names, like the bagel shop called “From Schmear to Eternity.” Sounds like a good place to me!
