Health Law Fate Hinges on States Report: Politicians are hoping to use the issue for ’14 elections

The greatest threats to the ultimate success of the health-care law come not from the technical problems that have plagued its rollout, but from a hostile political climate in many individual states and from potentially serious weaknesses in its design.

Those are the conclusions of a cautionary report just published by the Brookings Institution’s new Center for Effective Public Management.

The authors are center director Elaine C. Kamarck, who served as a top policy adviser in the Clinton administration, and Sheila P. Burke, who was chief of staff and top health-care adviser to former Senate Majority Leader Bob Dole, R-Kan. “The highly politicized environment in which this law takes effect means that in the short-term, people will see what they want to see,” Burke and Kamarck wrote.

Airlines Slim Down Seats New models will take up less space from front to back Travel It’s not your imagination. There really is a tighter squeeze on many planes these days.

The big U.S. airlines are taking out old, bulky seats in favor of socalled slimline models that take up less space from front to back, allowing for five or six more seats on each plane.

The changes, covering some of the most common planes flown on domestic and international routes, give the airlines two of their favorite things: more paying passengers and a smaller fuel bill because the seats are slightly lighter. It’s part of a trend among the airlines to view seats as money-makers, not just pieces of furniture. Add a few inches of legroom and airlines can charge more for tickets. Take away a few inches and they can fit more

Whether the new airline seats are really closer together depends on how you measure. By the usual measure, called “pitch,” the new ones are generally an inch closer together from front to back as measured at the armrest.

This allows airlines to claim that passengers have as much above-the-knee “personal space” as they did before. New seats going into United Airlines’ Airbus A320s are an inch closer together from front to back. The new seats Southwest has put on nearly its entire fleet are 31 inches apart, about an inch less than before. In both cases, the airlines were able to add an extra row of six seats to each plane. Southwest went from 137 seats to 143, allowing it to expand flying capacity 4 percent without adding any planes. (AP)

Some passengers seem to mind the tighter squeeze more than others. The new seats generally have thinner padding. And new layouts on some planes have made the aisles slightly narrower, meaning the dreaded beverage cart bump to the shoulder happens more often.

And this is all going on in coach at a time when airlines are spending heavily to add better premium seats in the front of the plane.

At 6-foot-3, Mike Lindsey of Lake Elsinore, Calif., doesn’t have

another inch to give back to the airlines. He has flown on Southwest several times since it installed the new seats. “You can’t stretch out because of the reduced legroom,” he says. “It’s very uncomfortable on anything longer than an hour.”

Then there are passengers like Ryan Merrill. He says he didn’t really notice any difference in the new seats.

“I’m used to being packed in like a sardine; I just assume that’s never going to change,” he says.

A bomb in a mosque killed a provincial governor Tuesday in the highest profile assassination in recent months, part of an intensified campaign to intimidate Afghanistan’s administration as it prepares for elections and the withdrawal of foreign troops after 12 years of war.

The bomb killed Gov. Arsallah Jamal of eastern Logar province as he delivered a speech at the main mosque in the provincial capital of Puli Alam to mark the Muslim holiday of Eid al-Adha. The attack also wounded 15 people, five of them critically, said his spokesman, Din Mohammad Darwesh.

Jamal was a close confidant and adviser to Afghan President Hamid Karzai, who strongly condemned that bombing, saying it was an attack “against Islam.”

Report: Hundreds Die in Nigerian Detention Rights group says military denied care to detainees in need Lagos, Nigeria Hundreds of people are dying in military detention from shootings, suffocation or starvation as Nigeria’s security forces crack down on an Islamic uprising, Amnesty International said Tuesday.

More than 950 people died in military custody in the first six months of this year, according to “credible information” from a senior Nigerian army officer, the human rights group said.

The Associated Press reported in August that hundreds of people detained by security forces in northern Nigeria had disappeared. The new Amnesty International report may help explain what happened to all those people.

If the number of deaths in military custody cited by Amnesty International is accurate, that means Nigeria’s military has killed more civilians than the extremists did during the first half of 2013.

Detainees “were reportedly shot in the leg during interrogations, provided no medical care and left to bleed to death,” the London-based rights group said in the report, which includes testimony from freed detainees.

Three months after Nigerian President Goodluck Jonathan declared a state of emergency in the northeastern states of Adamawa, Borno and Yobe on May 14, the AP reported that hundreds were being rounded up in night raids. The state of emergency gives a task force of soldiers, police, intelligence and customs officials the right to detain people and move them from place to place, as well as the right to search without warrants. Md.’s Provocative Plan for the Purple Line Details emerge in proposal to partner with private firms Bethesda Maryland transit officials’ proposal to have a private company design, build, operate and help pay for the light-rail Purple Line in the D.C. suburbs would be one of the first such arrangements in the United States, raising questions about the risks and financial effects.

Only one other U.S. transit project — a commuter rail line in Denver — entails such a far-reaching public-private partnership, but it

is still under construction.

Details of the 35-year Purple Line plan have begun to emerge as the Maryland Department of Transportation prepares to seek state approval to pursue it. A consortium of private companies would be expected to contribute $500 million to $900 million to the $2.2 billion project.

The private team would be reimbursed for design, construction and equipment costs as work progressed over five years. The state would then pay the company $100 million to $200 million annually to operate and maintain the line for 30 years. The payments could be reduced if the company

Richmond Dominion Virginia Power, which delivers power to 839,109 customers in Northern Virginia and 2.4 million statewide, filed a rate decrease request Tuesday that, if approved, would lower a typical residential customer’s bill by $3.70 a month.

The proposed cut in the fuelrate charge would reduce the cost of power for someone who uses 1,000 kilowatt hours per month from $112.05 to $108.35. Northwest D.C. resident Rasdavid Lagarde, 26, was arrested and charged with first-degree murder while armed Tuesday in connection with the July shooting of Howard University senior Omar Sykes, 22, who was slain just outside the Northwest Washington campus in what D.C. police had termed a random robbery attempt.

Yet you wouldn’t know that a U.S. debt default could amount to a nightmare from the way many companies and investors are preparing for it: They aren’t. The assumption seems to be that in the end, Washington will find a way to avert a default.

“Doomsday is nigh, and everyone shrugs,” said Nicholas Colas, chief market strategist at ConvergEx Group, an investment brokerage in New York.

Brian Doe, a wealth adviser at Gratus Capital Management in Atlanta, has 35 clients who have entrusted him with $50 million for safekeeping.

He isn’t losing sleep over a potential default. Neither are his clients, apparently. Not one has called him about the issue, he said.

“I’ve not done anything,” he said.

He puts the odds of default very low.

“People in Washington are stupid but not that stupid.”

Marcello Ahn, a fund manager in Seoul, South Korea, is more prepared, sort of. He doesn’t think the U.S. will default. But if it does, the economically sensitive stocks of shipbuilders and chemical companies will get hit especially hard. So he’s held off buying them.

But he hasn’t sold a single stock or made any big moves to protect his portfolio.

“We are not taking actions based on the worst-case scenario,” he said.

That worse case is inching closer. The Treasury says it will run out of money to pay its bills if Congress doesn’t increase its borrowing author-

Treasurys are used as collateral in trillions of dollars of loans roll-

ing over every day. They are also the standard against which the riskiness of stocks and bonds are measured. A default would cast doubt on the value of those assets and throw the global financial system into chaos.

Which is a key reason many seem unready for it: Why bother if you can’t really protect yourself?

Still, the business world isn’t entirely unprepared. Big U.S. companies have been hoarding cash. And financial regulators, major banks and mutual funds have moved to shore up their defenses, too.

Cash may be one of the few failsafe options. Spooked by the financial crisis, big U.S. companies in the S&P

500 stock index have piled up a record $1.1 trillion of cash. They’ve drawn criticism for not using it to expand or hire.

But the move may end up being wise. Many now have enough to pay their bills for several months in a pinch, letting them avoid the panicked lenders that refused them money in the financial crisis. The cash cushion may help explain why U.S. stocks haven’t sold off more as default approaches.

“Investors know that for better or worse, most companies have become their own banks,” said Colas, the strategist at ConvergEx. “In a way, we’ve been preparing for [default] since the financial crisis.” BERNARD CONDON (AP)

Housing cooperatives, commonly known as co-ops, where residents collectively own their building as opposed to owning an individual

unit, may be a bit of a mystery to renters and Realtors, but buying into one isn’t much different from buying a condo.

Washington apartments began converting to co-ops in 1920, and today there are more than 100 market-rate co-ops in the city, ranging from as small as four units to as large as 500, according to the DC Cooperative Housing Coalition. There are also limited equity co-ops, which are usually cheap-

er, with different ownership rules.

While New York City is the co-op capital of the country, D.C. has one of the highest concentrations of them, with co-ops spread from Dupont to the Southwest Waterfront, plus a few outside the District in Maryland and Virginia.

How Is It Different From a Condo?

The main differences between coops and condos are the ownership

structure, fees, taxes and application process.

Unlike condos, where you directly buy and own a single unit, in a co-op, residents buy a share in the corporation that owns the building. Some co-ops issue a share of stock and a proprietary lease, while others issue an ownership contract.

Real estate taxes are assessed on the entire cooperative, not individual units, so co-op real estate taxes may be a little lower than condo taxes. Residents pay their share of the real estate tax as part of monthly co-op fees, unlike condo real estate taxes, which are paid separately by the owner.

Co-ops range from high-rise apartment buildings to gardenstyle apartments, town houses or even detached houses, and prices are pretty comparable to condos or town homes of similar size and quality.

“An identical co-op and an identical condo probably sell for the same price,” says Mike O’Dell, a director at the DC Cooperative Housing Coalition and an owner at the Harbour Square co-op at the Southwest Waterfront (500 N St. SW, 202-554-3314).

At Harbour Square, a one-bedroom co-op runs about $250,000, while one-bedroom condos in the area range in price from the low to mid-$200,000s.

Old Town is composed predominantly of town homes and rowhouses — many dating back to the 18th century.

Location matters here. A fixerupper two-bedroom rowhouse in the serene southeast part of town, close to the Potomac and the popular Windmill Hill Park, could be listed in the high $700,000s. A similar home located on the southwest corner, nearer to US-1, could cost around $500,000.

personal reference to the co-op board. There’s also usually an interview with the board of directors — a step you won’t face when buying a condo.

While the interview may be a turn-off for some, it’s nothing to worry about, O’Dell says.

“Ours is more of an orientation,” he says. “We talk about … what they should expect, what we expect.”

At The Presidential co-op in Dupont Circle (1026 16th St. NW, presidentialcoop.org), the interview is more of a formality, says Scott Osberg, a resident and former secretary of the co-op’s board.

The application and interview can help ensure that the new owners can afford the costs of co-op ownership.

“The only criteria for rejecting a person is financial,” says Theresa Zivanovic, building manager at The Saxony (1801 Clydesdale Place NW, 202-332-8116) in Adams Morgan.

Can I Rent It Out? Co-ops also often have restrictions on whether you can rent out your unit, and for how long, and the board usually has to approve the request.

Some co-ops limit how long the unit can be rented for — say for up to two years — or the total number of units in the co-op that can

be rented at the same time.

At Harbour Square, co-ops can’t be rented out for the first two years you live there, and you then can only rent the unit for up to three years, O’Dell says. At The Presidential, only about six of the approximately 40 units are currently rented, Osberg says.

The goal is to keep the units mostly occupied by owners, who have a stronger sense of responsibility to the community.

“The focus of co-ops is really home ownership and personal ownership, not investment,” O’Dell says.

What’s the Vibe Like?

Most co-op buildings offer a range of amenities and events for residents, contributing to a community feel.

Harbour Square residents enjoy such amenities as a club room, library, business center, 24-hourgym, indoor car wash and a yearround indoor swimming pool that overlooks the Lincoln Memorial reflecting pool.

Of course, co-ops have the same drawbacks as any small, self-governing association, like a condo association. But with a good board and good management, disagreements are easily overcome, O’Dell says.

Sports Rangers head to D.C. with new coach and an up-tempo system Capitals For nearly five seasons, the Capitals waged countless battles against John Tortorella’s Rangers, a hardnosed unit that put defense and self-sacrifice above all else.

New York, however, grew tired of Tortorella’s abrasive approach, firing him in May and hiring former Vancouver coach Alain Vigneault in his place. Tonight, the Capitals will get their first look at Vigneault’s up-tempo, offensefriendly system.

“I’m excited to see what their new style is like,” Caps defenseman Karl Alzner said. “It’s always really frustrating playing against them because as D, you can never

get a puck through.”

Compared to Tortorella’s style of play, Vigneault’s relies less on blocking shots and jamming passing lines and more on creating oddman opportunities by having the defensemen join the rush. In theory, it is designed to provide New York’s offensive players with freedom they did not have previously.

The Rangers’ transition is not without its growing pains. They enter today’s game — the sixth in a season-opening nine-game road trip — at 1-4-0, allowing a leaguehigh five goals per game, while scoring just 1.8 per game, tied for third-fewest.

It is an adjustment that the Capitals are all too familiar with, hav-

ing gone through a similar change last season under Adam Oates.

“On paper, they’ve got a great team and they should be able to figure it out and string a few more wins together,” Alzner said.

On-the-Ball Humor The Bentzen Ball offered not one but two chances to hear Tig Notaro, above, talk about poop. The comedian, who curated the D.C. comedy festival along with Brightest Young Things, was billed on only one show, but I caught her performing all four nights.

Her opening- and closing-night performances were bookended by discussions of bodily functions. First, during a masterful headlining set at the 9:30 Club on Thursday, Notaro

Comedy Eugene Mirman used to wonder how bands named their tours. Then he started booking his own comedy tours and realized it wasn’t exactly science. “I know now that it is a series of suggestions of which one is chosen as a favorite,” says the Brooklyn-based stand-up. So, if you’re curious as to why his run of dates with friends Kristen Schaal (“Flight of the Conchords”) and John Hodgman (resident deranged millionaire of “The Daily Show”) is called the MirmanHodgmanSchaal Sandwich-To-Go Tour, there you go. “Someone was like, ‘We can put them all in a sandwich.’ And who doesn’t want to go see a sandwich like that?”

The tour, which stops at the Lisner Auditorium tonight, comes just a few weeks after Mirman finished his annual Eugene Mirman Comedy Festival in Brooklyn, a month after he wrapped up a comedy cruise and in the midst of the fourth season of Fox’s “Bob’s Burgers,” in which both Mirman and Schaal voice characters.

How was the Atlantic Ocean Comedy and Music Festival cruise?

I’d never been on a cruise. I’ve been on boats, but I’ve never been on a boat where dinner is always at 6:30 p.m. and there’s a cup you have to buy to access club soda. It was weird but fine. I think that’s literally the boat’s tagline: “Weird but Fine.”

I hide inside a giant wolf traveling around, going to restaurants, scaring chefs and then devouring food in a monstrous way! I wonder if I can make a demo for that show.

The [real] premise is ver y simple: It’s comedians traveling around, experiencing an area or city for a week and then doing the [comedy] show they intend to do.

The general knock against Paul McCartney’s body of work as a solo artist, particularly as contrasted with that of his former Beatles partner John Lennon, is that it is heedlessly sentimental, littered with trivialities that amount to so much musical doodling. Through the years, Macca has engaged these charges, most wittily — and tunefully — with “Si l ly L ove Songs,” his chart-topping 1976 hit with Wings. But nothing has refuted them more eloquently than his latest studio album, “New.” McCartney’s first full set of original material in six years was made with four producers, each of whom has succeeded in challenging him and getting him to take risks. Several of the record’s tracks feature interludes that update the analog loops and effects heard on Beatles touchstones such as “Sgt. Pepper’s Lonely Hearts Club Band” and “Revolver” for the digital age.

“Road” evokes the ethereal electronica of the French duo Air, while the shuffl ing, new-wavey funk of “Appreciate” reminds us of what Prince gleaned from the Fab Four, even as it reveals a debt to hip-hop.

“Save Us,” the record’s leadoff track, juxtaposes buoyant Beatlesstyle harmonies with the nervy rhythms and brittle electric sheen of latter-day garage punk. The orchestral opening of “Queenie Eye,” meanwhile, gives way to a

‘Goldfinch’ Soars, Sings Donna Tartt’s new novel is a smart thriller that shows her range as a writer

Donna Tartt’s long-awaited new novel, “The Goldfinch,” is an outand-out dazzler, a thrilling reminder of how intellectually stimulating first-rate storytelling can be.

Populated by orphans, crooks and fragile beauties, the book is propelled by a narrative verve that compares to Dickens.

The narrator is Theo Decker, whose world is blown apart one showery morning at 13 as he and his mother seek shelter in the Metropolitan Museum of Art. Theo doesn’t want to be there.

In Las Vegas, where he eventually goes to live with his shifty father in a house so bleak he leaves the closet door open to lessen the emptiness, he nearly gasps with pleasure when he unpacks the painting: “The atmosphere it breathed was like the light-rinsed airiness of a wall opposite an open window.”

The story loiters in Vegas for a good chunk of time, and Theo falls in with a wild Russian kid and spins downward in a trippy spiral of neglect. Again and again he makes choices he knows are wrong, nurturing a dark, drug-addled nihilism.

Yet this is a novel through which guardian angels flit. It is many books in one: a noir thriller and an epic love story, a philosophical inquiry into art, and a brooding meditation on the uselessness of being true to one’s self when that self is significantly flawed.

Taylor may want more out of their gimmicky re-coupling.

The writers were smart to focus on a specific time in their subjects’ private and public lives. It doesn’t traipse through the couple’s entire story, like Lifetime’s recent Lindsay Lohan fiasco.

Bonham Carter feasts on her character. She never overtly imitates Taylor but inhabits her imperious vulnerability all the same. She does an impressive job of capturing all of Taylor’s contradictions. She’s forever in charge, yet always on the verge of collapse. She’s needy, yet strategically manipulative.

“Burton and Taylor” is hardly great, though West does his best playing an ailing lion in winter (Burton would die not long after).
