Man deserves very long sentence for criminal lack of creativity A man suspected of robbing a Wichita bank last week spent time in prison after robbing the same bank seven years ago. Federal prosecutors say Brent Allen Drees walked into the Conway Bank on Tuesday and gave the teller a note saying, “Give me $3,000 and you won’t get hurt.” Drees previously pleaded guilty to robbing the Conway Bank and the Emprise Bank in September 2011. Yes, it’s Monday, but at least your day will be better than this guy’s Police in Georgia say a man drove a stolen car onto a golf range and found himself teetering on the edge of a large target hole. A Topgolf employee called Alpharetta police early Thursday to report the precariously placed Honda CR-V. Police say the netting on the target got underneath the vehicle, keeping it from taking a 6-foot drop. (AP)

Helping the voiceless vote VIRGINIA Out-of-work electrician Robert Gum had his Virginia driver’s license suspended and couldn’t afford the fee to reinstate it. Cecilia Yarnto, a Liberian immigrant in her 80s, lost her IDs a few years ago when she was in the hospital. Crain Thomson, a homeless man who sings in his church choir, had his identification stolen one night while he slept on the street. All of them are eligible and interested in voting in the Nov. 6 midterm elections. But they and about 200,000 other registered voters in Virginia don’t have a government-issued photo identification card, which the state requires in order to cast a ballot. A 15-month-old nonprofit group, Spread the Vote, is trying to fix the problem in Virginia, Tennessee, Georgia, Florida and Texas. Spread the Vote focuses on helping would-be voters secure the identification their states require — seeking out residents who are poor, homeless or recently released from jails and prisons,

documents to reissue a card — and those documents often cost money. Cristelle Brown, Virginia director for Spread the Vote, said she’s encountered people from rural Virginia who never had a birth certificate or driver’s license. “One client reached a lifetime limit of 10 Social Security cards — why? She’s homeless, stuff gets stolen,” Geargeoura said. “We have to be creative. … We have to figure out who issued a birth certificate 50, 60 years ago. One client remembered a job he had three years ago, so we got his W2, which allowed us to apply for a Social Security card.” The organization has added more than 200 voters to the commonwealth’s rolls this year, getting new or replacement photo ID cards for 170 of them. At a recent Spread the Vote event at Rising Hope United Methodist Mission Church in Fairfax County, Ava Gregory, 62, got help renewing her driver’s license. “I’ve never voted before,” Gregory said. “I just had my rights restored because I had a felony back in the 1990s. Cardinal’s ouster felt by flock

THE DISTRICT

Bill would give pay raises to the city’s top officials

THE DISTRICT On a somber, gray Sunday afternoon, parishioners streamed into the Shrine of the Sacred Heart in Columbia Heights, many there to celebrate the canonization of Archbishop Oscar Romero, who was slain in 1980 after speaking out against the military repression in El Salvador. But as they celebrated the elevation of one archbishop, many also were celebrating their first Mass after the downfall of their own. On Friday, Pope Francis accepted the resignation of Washington archbishop Cardinal Donald Wuerl, who for 12 years oversaw the archdiocese where more than a half-million Catholics worship. Wuerl resigned after a report from a Pennsylvania grand jury that depicted decades of systemic sexual abuse within the church — some of it occurring in Pittsburgh, where Wuerl served as bishop. For longtime parishioners who had come to know Wuerl as a warm and captivating man, his departure was a necessary, but deeply saddening development. “I really liked him,” said Terry Browne, who recalled Wuerl as a “humble, soft-spoken” man. Wuerl presided over the Mass when Browne’s daughter received First Communion. “For him to resign, it was just really sad.”

MATT McCLAIN (THE WASHINGTON POST)

Catholics in D.C. react to archbishop resigning amid cover-up claims

People gather for Mass on Sunday in D.C., days after Washington archbishop Cardinal Donald Wuerl resigned.

But Br ow ne said that if Wuerl decided to resign, parishioners should trust that it was time for Wuerl him to go. “He alone knows what happened,” Browne said. Wuerl’s resignation is the culmination of the latest reckoning for church leaders over reports of sex abuse by priests and a failure among church leadership to hold them to account. Wuerl’s legacy had been one of a reformer. But a grand jury report commissioned by the Pennsylvania Attorney General showed that Wuerl allowed abusive priests to transfer to roles away from

churches, even though some still involved contact with children. Services Sunday never directly addressed Wuerl’s resignation, but there was one indirect mention of the church sex-abuse scandal when a young man asked the congregation to pray “for young people, who are the most vulnerable, that they remain safe and protected and … clergy who have not lived up to their calling.” Martin Geislinger, who works in finance, attended a morning service with his two teenage daughters. “It’s disappointing,” Geislinger said. “It highlights the changes that are long overdue for the church, like priests being able to marry, and women in the

priesthood.” But none said it would compromise their faith or commitment to the church. Ileana Lopez, 42, a retail manager in D.C., attended a noon service with her 82-year-old mother, a native of Nicaragua. Both said they heard rumors about abuse and cover-ups for decades in previous congregations, long before any of it became public. “As long as your faith is strong, it doesn’t matter,” Ileana said. Said her mother: “No religion is perfect.” Browne echoed that sentiment. “We don’t come to church to worship the priests,” Browne said. “It’s a higher power.” MORIAH BALINGIT (THE WASHINGTON POST)

The top three elected officials in D.C. would get $20,000 raises next year — their first pay increase in more than a decade — under new legislation set to be introduced. D.C. Mayor Muriel Bowser would see her salary go up to $220,000, while D.C. Council Chairman Phil Mendelson and Attorney General Karl Racine would make $210,000. All are up for re-election in November without serious challengers. The pay raises would take effect in January. Mendelson said that he is leading the effort to increase pay now because the mayor’s salary has remained the same since 2007. (TWP) PRINCE GEORGE’S COUNTY

MARYLAND More than 6 in 10 Maryland parents with children 18 or younger believe crowded classrooms are a problem in their schools, according to a new poll that also shows substantial concern about low test scores and overtesting. Even so, a majority of voters rate their county’s public schools as good or excellent, according to a Washington Post-University of Maryland poll. Voters in some suburbs of Washington — including Montgomery, Howard and Anne Arundel counties — are especially upbeat about their schools: Roughly 8 in 10 give them positive marks. “Maybe not as tip-top as they once were, but still good or very good,” said Karin Nelson, a retired physician from Montgomery County who sent four children to county schools and says all went on to earn advanced degrees. With the Nov. 6 election nearing, the results give a glimpse of one of the top issues in the race for governor — education — as candidates enter the final stretch of the campaign. Positive opinions about the state of schools play to incumbent Gov. Larry Hogan’s advantage, experts say. Hogan, a Republican, is leading his Democratic rival,

Positive view of schools may play well for the incumbent governor

The majority of Maryland parents with children 18 or younger have a positive view of schools, which could help Gov. Larry Hogan to re-election.

Ben Jealous, former president of the NAACP, by a 20-point margin as he seeks a second term. “People are satisfied with the schools; it’s no wonder they are rewarding the governor for that,” said Mileah Kromer, a political science professor at Goucher College. “When things are going well in the state, people tend to reward the incumbent.” The Post-U. Md. poll finds 48 percent of Maryland voters say they trust Hogan more to handle public education while 36 percent say they trust Jealous more. Jealous, who was endorsed by the statewide teachers’ union, has made education a major part of his platform — including proposals to expand prekindergarten and raise teacher pay — but he has trailed Hogan in fundraising

and campaign advertisements. An exception to school satisfaction is in Prince George’s County, where the poll finds that 63 percent of voters rate their county’s schools as “only fair” or “poor.” In follow-up interviews, some voters were nuanced in their views. Rick Shafer, 65, a parent in Prince George’s County, said his 25-year-old son had a very good experience in the school system — he was involved in magnet programs — but Shafer has heard reports of other students not faring as well and has been disappointed over the years with school board leadership and some of the district’s superintendents. “It’s a mixed bag,” said Shafer, a Democrat. ‘I want power and water’

weekendd re win GAZA

Days after Michael hit, rural Floridians who still don’t have basics fear they’ve been forgotten

JABIN BOTSFORD (THE WASHINGTON POST)

FLORIDA PANHANDLE Up a red dirt road in the center of the Florida Panhandle, past fields of ripening cotton, the piney woods looks like pick-up sticks. Some trees are bent like praying mantises, and the few power poles still standing lean at precarious angles, their wires doing loop-the-loops around outstretched limbs. Until Saturday, when neighbors broke through with chain saws and an excavator, the Lipford home, sitting on 160 acres in Dry Creek, Fla., was cut off from civilization. The only way into the property was on an allterrain vehicle crossing the waterlogged pastures and over bridges built of wooden pallets. “We’re back to frontier days,” said Jean Lipford, 50. Since Hurricane Michael struck this town on Wednesday, she has been washing clothes in a bucket and bathing in the creek where her husband made a dam with small stones. “I want power and water. The rest of it we can deal with,” Lipford said. After smashing Panama City and obliterating Mexico Beach, the eye of the storm swept northnortheast like a scythe, delivering misery to one of the poorest regions of Florida and neighboring Alabama and Georgia. A large percentage of people live in mobile homes and other vulnerable structures. The destruction extends far inland. Michael retained hurricane strength all the way through Georgia’s pecan groves and cotton fields. According to The Associated Press, the death toll from Michael stands at 17. President Trump announced plans to visit

Florida and Georgia today to see the damage. More than 250,000 customers across Florida were still without power on Saturday. Sixteen shelters housed 1,800 people. Search and rescue operations continue, not only in Mexico Beach, which was bulldozed by a storm surge that may have reached 14 feet, but also in the backcountry, where residents are fending for themselves and in some cases fearing they’ve been forgotten by the outside world. On Friday, Tiffany Garling, executive director of the Jackson County Chamber of Commerce, got a full night’s sleep for the first time since Sunday, when she went to work in the county’s Emergency Operations Center. She doesn’t know how many people are still cut off in this largely rural county, where peanuts and cotton are the main agricultural commodities. “I have no idea. That’s the scary thing. There is no way to

Fla. governor evaluates building code changes It was once argued that the acres of forests in the Florida Panhandle would provide a natural barrier from hurricane winds. That’s part of the reason that tighter building codes mandatory in other parts of the state were not put in place for the Panhandle until 2007. After the devastation from Hurricane Michael, Gov. Rick Scott said it may be time for Florida to boost its standards even further. “We’re learning painfully that we shouldn’t be doing those kinds of exemptions,” said Don Brown, a member of the Florida Building Commission. “We are vulnerable as any other part of the state.” (AP)

require heavy equipment to move, not just a chain saw. Garling believes the county is 100 percent without power in residential areas. “Our problems are different than the city,” she said. Without power, people can’t get water from their wells. Hayes Baggett, the police chief in nearby Marianna, said that inland communities never get as much attention as the whitesand beach towns. But people are pulling together, he said. There had been a few curfew violations and a little thievery, but no widespread looting. Families in Liberty, Fla., and Jackson counties have been approved for individual assistance from the Federal Emergency Management Agency, according to the governor’s office, and food and water are being airdropped into the hardest-hit regions. EPA scraps two pollution panels The decision is part of a change in how the agency reviews science ENVIRONMENT The Environmental Protection Agency moved last week to disband two outside panels of experts charged with advising the agency on limiting harmful emissions of soot and smog-forming pollutants. The agency informed scientists advising the EPA on the health impacts of soot that their “service on the panel has concluded,” according to an email shared with The Washington Post. Experts being considered to sit on a separate board evaluating ground-level ozone also received an email from the EPA saying it will no longer form the panel, which had yet to meet. The EPA had asked for nominations in July. The decision to dissolve the panels is part of a broader effort by the EPA’s leadership to change the way the agency conducts and assesses science. Those efforts include trying to limit what counts as health benefits when crafting air rules and attempts to incorporate into rulemaking only studies that make their underlying data public. In the past, each panel had roughly two dozen researchers who reviewed the latest air

pollution science and made recommendations on how to set new air standards for a specific pollutant the agency is legally obligated to regulate. These experts, who came from a variety of fields, often encouraged the EPA to impose tougher limits on the six pollutants for which it sets nationwide standards. Now, under acting administrator Andrew Wheeler, the EPA has instead decided to let a sevenmember group called the Clean Air Scientific Advisory Committee alone perform those assessments and make recommendations to the agency’s leaders. Previously, CASAC and the nowscrapped panels worked together to craft findings. DINO GRANDONI AND JULIET EILPERIN (THE WASHINGTON POST)

The decreased risk of developing ovarian cancer among women who take low-dose aspirin (81 milligrams) daily, according to a study published in JAMA Oncology. The research did not find a link between taking standard-dose aspirin and lower ovarian cancer rates, and data suggest that heavy use of non-steroidal anti-inflammatory drugs such as ibuprofin “may be associated with an increased risk.” (TWP)

Jamaica takes aim at plastics ruining paradise ENVIRONMENT Tour any Caribbean island, and it becomes apparent that most of its beaches and lush forests are despoiled by plastic bottles, straws, fishing nets, plastic bags and Styrofoam containers. Relief from the scourge may be in sight for Jamaica, which is among at least 20 Caribbean and Latin American nations banning — or in discussions to ban — the importation, manufacture and distribution of single-use plastic bags, straws and Styrofoam. As of Jan. 1, those items will be prohibited in Jamaica, and plastic bottles will eventually be collected for reimbursement and recycled. Jamaica is one of several island countries that have reached a tipping point about non-biodegradable waste and the daily threat it poses to paradise. It will not be easy. While the struggle to combat waste is not unique to these islands, their geography makes it harder for them than for large land masses, where landfill sites are plentiful and there is less shoreline, in proportion to the total area, on which garbage can wash up. Although some logistics have yet to be finalized, Jamaica’s ban was inevitable, according to Daryl Vaz, minister without portfolio in the Ministry of Economic Growth and Job Creation. “Based on where the world was going globally, we made a decision. We have very, very serious environmental problems,” he said. KATE CHAPPELL (TWP)

22 migrants die in truck crash; 13 others injured

Talks fail to resolve Brexit problems ahead of summit

Israel’s Supreme Court on Sunday agreed to hear the appeal of an American graduate student who is fighting an expulsion order over her involvement in a Palestinian-led boycott against Israel. Lara Alqasem has been held in detention since arriving in the country on Oct. 2 with a valid student visa. She will be allowed to remain in the country pending the court appeal, scheduled to take place on Wednesday, her lawyer Leora Bechor said. Alqasem, 22, turned to the high court after a lower court rejected her appeal to remain in Israel on Friday. Alqasem is pursuing a degree in human rights at Israel’s Hebrew University. (AP)

At least 22 migrants, including children, were killed in a truck accident Sunday, Turkey’s official news agency said. The Anadolu news agency said the migrants were traveling in a truck in the western province of Izmir that rolled over off a bridge. Video footage showed a destroyed truck, tipped upside down in a waterway with personal items scattered all around. Thirteen were injured in the crash and were being treated in hospitals. Their nationalities were not given and authorities have launched an investigation. Turkish media said the driver, among the injured, said that a car had swerved in front of him. (AP)

A flurry of talks between Britain and the European Union ended Sunday without a Brexit agreement, leaving the two sides three days to close a gap in their positions before a make-or-break summit. A meeting between EU negotiator Michel Barnier and British Brexit Secretary Dominic Raab, and a meeting of 27 EU ambassadors in Brussels, had sparked speculation that a deal was imminent. Barnier dashed those hopes Sunday, writing on Twitter: “Despite intense efforts, some key issues are still open.” The main stumbling block is the need “to avoid a hard border” between Ireland and the U.K’s Northern Ireland. Saudi prince’s ‘dark’ side Disappearance of journalist puts spotlight on Mohammed’s authoritarian control Growing crisis puts pressure on Kushner

ALASTAIR GRANT (AP)

NATIONAL SECURITY When he hosted last October’s glittering global investment conference in Saudi Arabia, Crown Prince Mohammed bin Salman had the world at his fingertips. Thousands of investors, corporate chieftains and government leaders flocked to the kingdom to hear the charismatic young heir to the Saudi throne outline his plans for modernization of the reclusive kingdom, and to be invited along for the ride and the profits. “Only dreamers are welcome to join,” he told his audience. As a second conference approaches this month in Riyadh, Mohammed, 33, seems far less dashing. Over the past week, many who had planned to attend have abruptly canceled, scrambling to distance themselves from what they now see as a runaway train headed for disaster. Their distress stems from the still-unfolding story of Jamal Khashoggi, the self-exiled Saudi journalist allegedly killed this month by Saudi agents inside the Saudi Consulate in Istanbul, after he dared to publicly criticize the crown prince and his government. To some of Mohammed’s foreign admirers, it is still inconceivable that the charming prince — widely known by the initials MBS — could be responsible for such barbarity. The Trump White House has insisted it has reached no conclusions about what happened. Others, many of whom have spent time with the prince, describe a dark side of a young man who has absolute power and does not tolerate dissent. “This never would have happened without MBS’ approval. Never, never, never,” said a former senior U.S. diplomat with long experience in the kingdom through several administrations.

Crown Prince Mohammed bin Salman has been seen in the West as charming reformer, but he can also be ruthless.

Mohammed and people who know him assert that his Western admirers have misunderstood his intentions, projecting their own hopes for the transformation of Saudi Arabia onto a prince who is the antithesis of the cautious, elderly leadership that has ruled the kingdom for decades, and seemed brash enough to push through his modernization plans. “He doesn’t hide the fact that he’s authoritarian. He’s not embarrassed by it,” said one person close to the royal court who, like most of those interviewed for this article, spoke only on the condition of anonymity to offer frank assessments. If Khashoggi’s disappearance shocked Westerners, they were simply not paying close attention to events in the kingdom, and the lengths to which the crown prince has been willing to go to quash dissent, say seasoned Saudi human rights advocates. In an initial wave of executions after Mohammed’s abrupt

Saudis dismiss threats Saudi Arabia warned Sunday that it will respond to threats and political pressure with tough measures of its own after President Trump said the kingdom deserves “severe punishment” if responsible for the suspected murder of journalist Jamal Khashoggi. installation as the immediate heir to his father, King Salman, followed by waves of arrests over the past year, he has been ruthless in asserting power. Saudi authorities have spread fear by detaining billionaires and grassroots activists alike, showing that no one is untouchable. And they have worked to ensure that the arrests are hardly discussed, threatening the relatives of those arrested

and forcing them to sign pledges of silence, and holding trials in secret, the rights advocates say. Yahya Assiri, a London-based Saudi human rights activist, said his networks of activists on the ground in Saudi Arabia has withered. “A large number are in prison. Some are afraid. Some completely disappeared, and we know nothing about them,” he said in an interview in his London office a few days before Khashoggi’s disappearance. Last spring, as the world waited for Saudi women to climb into their cars as drivers, prominent women who for years had campaigned for the right to drive were quietly arrested and imprisoned. “We’re discovering what this ‘new king’ is all about, and it’s getting worrisome,” said David Ottaway, a Middle East fellow at the Wilson Center who has studied Saudi Arabia and written extensively about it. “The dark side is getting darker.” KAREN DEYOUNG AND KAREEM FAHIM (THE WASHINGTON POST)

POLITICS When President Trump chose Riyadh to make his debut on the world stage last year, he was placing a bet on Saudi Arabia. The mastermind behind that wager was Jared Kushner. The presidential son-in-law has cultivated a close partnership with Crown Prince Mohammed bin Salman, whom Kushner has championed as a reformer poised to usher the ultraconservative oilrich monarchy into modernity. But the U.S.-Saudi alliance — and the relationship between Kushner, 37, and Mohammed, 33 — is imperiled by the disappearance and alleged murder of Jamal Khashoggi. The crisis has become a reckoning for Kushner. As Kushner and Trump see it, the partnership has paid off in Saudi pledges to purchase billions of dollars of U.S. weaponry as well as the kingdom’s position as an Arab ally in countering Iran and in fighting extremism throughout the Middle East. Kushner has celebrated Mohammed’s moves to modernize Saudi’s economy and long-repressed society, and he considers the crown prince a wise sounding board on geopolitics in the Muslim world. Critics of the administration say Kushner has been dangerously naive to trust Mohammed and has allowed himself to be manipulated by an ascendant monarch who charms foreigners yet has been ruthless in consolidating power inside the kingdom. Brunson is released after nearly two years of detention in Turkey WASHINGTON President Trump welcomed freed American pastor Andrew Brunson to the White House on Saturday to celebrate Brunson’s release from nearly two years of confinement in Turkey, which had sparked a diplomatic row with a key ally and outcry from

U.S. evangelical groups. The Oval Office visit punctuated a tumultuous two days for the soft-spoken Brunson, 50, who on Friday did not know what his fate would be and feared that he would be sentenced to as many as 35 years in prison in Turkey. During their meeting, Brunson knelt and placed his hand on Trump’s shoulder as he prayed for him. The evangelical pastor, who had lived in Turkey for more than two decades, had been arrested

along with thousands of others after an unsuccessful 2016 coup attempt. He was accused of committing crimes on behalf of Kurdish militants and to aid a Pennsylvania-based Muslim

cleric, Fethullah Gulen, accused by Turkey of engineering the failed coup. Brunson and the Trump administration have said the charges were bogus. Brunson was detained in

October 2016. He was moved from prison to house arrest for health reasons on July 25. A Turkish court on Friday convicted Brunson of having links to terrorism and sentenced him to just over three years in prison, but released him because he had already spent nearly two years in detention. An earlier charge of espionage was dropped. Br u nson’s homec om i ng amounts to a diplomatic — and possibly political — win for Trump and his evangelical base. Trump maintained Saturday that no concessions were made to Turkey for Brunson’s freedom, but he dangled the prospect of better relations between the U.S. and its NATO ally. (THE WASHINGTON POST/AP)

Redskins cornerback Josh Norman had an interception and forced a fumble in Sunday’s win.

REDSKINS 23, PANTHERS 17 Following his prime-time benching and criticism from a former teammate, Josh Norman wanted to shut off his phone because the noise was getting so loud. Then, he silenced it all. Norman bounced back from one of the worst games of his career by intercepting Cam Newton and forcing a fumble in the Redskins’ 23-17 victory over the Carolina Panthers on Sunday. Longtime Redskins safety DeAngelo Hall said Norman had gone “Hollywood,” speculation swirled about his value to the Redskins and the flashy cornerback was on the defensive even when he wasn’t on the field. “It was like I was playing cornerback against everybody,” said Norman, who had two gamealtering plays and four tackles to put an embarrassing showing at New Orleans behind him. “I played within the defense and played within myself.” Defensive teammates mobbed Norman after each of his forced turnovers. After a defensive unit

dinner earlier in the week, Norman led the way for a group that made a crucial stop at its 16-yard line to hold on for the victory. “He came out and performed as he should,” safety D.J. Swearinger said. “We needed that from him. He needed that for himself. And we needed to see that as a group.” Norman ended his 19-game interception drought by catching

a jump ball thrown by Newton on a third-and-long play early in the second quarter, his first pick since Dec. 24, 2016. Norman also popped the ball out of Panthers rookie receiver D.J. Moore’s hands in a showcase performance against the team that abruptly cut ties with him after his All-Pro 2015 season. “It’s fitting that we break that little streak against them,” a

smiling Norman said. “I guess we got a flair for the dramatic somehow.” Newton threw for 275 yards and two touchdowns on 27 of 40 passing and rushed for 43 yards in a turnover-marred loss. He engineered a late drive that got the Panthers into the red zone before stalling out. Carolina (3-2) was long before that doomed by turnovers, including Moore’s on a punt return that set up Alex Smith’s 22-yard TD pass to Vernon Davis. “We kind of dug ourselves in a hole early,” Newton said. “We still found a way to put ourselves in a winning position, but we didn’t. We’ll get better from it.” Adrian Peterson rushed for 97 yards on 17 carries and Smith connected on touchdown passes to Davis and Paul Richardson for the Redskins (3-2), who looked like an entirely different team than the one that got stomped 43-19 by New Orleans on Monday night — when coach Jay Gruden benched Norman in the second half. THE TAKEAWAY

Alex Smith’s top traits put on display Alex Smith didn’t have a standout game Sunday by fantasy football standards (21-for-36, 163 yards, two TDs), but he showed exactly why he’s won a lot of games in his career. Smith, who now has a 72-33-1 record since 2011, is an efficient passer who controls the clock and rarely turns the ball over. On Sunday, the Redskins had the ball for more than 10 minutes longer than the Panthers, who had just three drives in the second half. Washington also won the turnover battle 3-to-0 and converted 7-of-16 third downs. While Smith’s inability to throw the ball downfield makes it tough for him to lead big comebacks (as seen last week), he’s one of the best QBs at getting off to fast starts and playing with a lead. In the Redskins’ three wins this year, they’ve been up by a combined score of 66-16 at halftime. JEFFREY TOMIK (EXPRESS)

Wilson: ‘There’s a lot of learning’ on suspension CAPITALS Tom Wilson took a seat at his dressing room stall at the Capitals’ practice facility, quietly relishing one of the only things about his routine that feels normal nowadays — sharing the ice with teammates on off days. Off the ice, he’s suddenly in constant contact with lawyers as he prepares to appeal his 20-game suspension from the NHL’s Department of Player Safety this week. “It’s terrible,” Wilson said. “The guys go on a one-day road trip, and it feels like you haven’t seen them in a month.” A few stalls over, forward T.J. Oshie chimed in, “We miss you, too, Whip!” Wilson is less than two weeks into his suspension, and pending an appeal, he still has more than a month to go. He’s not eligible to play again until Nov. 21 after his illegal check to the head of St. Louis Blues forward Oskar Sundqvist in the teams’ preseason finale. Sundqvist is on injured reserve with a concussion and a shoulder injury. Speaking to reporters for the first time since his suspension was announced, Wilson was careful with what he said. “It’s definitely an experience that you hope you never have to go through,” Wilson said of the appeal. “There’s a lot of learning. All of a sudden you’re surrounded by lawyers and stuff like that. I’m a hockey player and I want to play hockey.” ISABELLE KHURSHUDYAN (THE WASHINGTON POST)

Wizards unfazed by shooting woes WIZARDS When Wizards coach Scott Brooks encouraged his players before the preseason to take fewer midrange shots, he didn’t think the new mindset would catch on so quickly. In five exhibition games, Washington ranked second overall in the NBA in shooting (48.5 percent). While the Wizards have seen success driving more frequently to the basket, the move out to the perimeter hasn’t been as easy. Washington ranked last among 30 NBA teams in 3-point shooting at 27.8 percent. All-Star Bradley Beal, who averaged the most 3-point attempts on the team but shot just 32 percent, considered Washington’s low 3-point percentage as just a part of the five-game dress rehearsal. “Shots are going to go in,” Beal said. “Make shots, miss shots, but as long as they’re great shots — you rep those everyday in practice, so it’s just a matter of time when you’re knocking those in.” The team’s percentage wasn’t due to a lack of trying. The Wizards lofted the sixth-most deep attempts per game in the NBA (36.0). Looking back on the attempts, Brooks saw more than

a sub-30-percent success rate. He saw an improving offense. “I like the ball movement,” Brooks said Friday night. “We haven’t made a lot of shots but that’s not the end of the world. That comes and goes as the season goes along.” The team’s passing numbers back up Brooks. Washington averaged 28 assists per game. In practices, the Wizards strive for a certain type of 3-point attempt, one that comes from making an extra pass. “We call it the ‘simple 3s,’ ” Brooks said. “Those are the ones that we will make at a high rate and we got really good catchand-shoot 3-point shooters.” CANDACE BUCKNER (THE WASHINGTON POST)

The number of passing yards Maryland’s defense allowed in Saturday’s 34-7 victory over Rutgers — the fewest the Terrapins have allowed since 1980. Maryland also recorded five interceptions, their most in a game since 1998. Rutgers freshman QB Artur Sitkowski completed just 2 of 6 passes and finished with a -33.3 passer rating. Defenders of the web In today’s cybersecurity degree programs, it’s not just about graduating engineers GRADUATE PROGRAMS During her senior year as an undergraduate at West Virginia University, Rebecca Solorzano finally had enough prerequisites under her belt to take the cybercrime class she’d been intrigued by. “I just fell in love with the topic,” she says. Already majoring in criminology, she was too far along at that point to switch up her bachelor’s degree. So as she finished at West Virginia, she also began researching the next steps that could help her succeed in this fast-growing field. That’s how Solorzano, 24, landed in the M.S. in cybersecurity program at Marymount University. She finished her master’s in May 2018 and now works for a contractor for the Department of Homeland Security, assessing the cybersecurity practices of third-party vendors to ensure they meet DHS’ standards. “My master’s degree has definitely already opened so many doors for

me,” she says. “And I’m excited to see how many more doors it can open.” There are plenty of opportunities for students like Solorzano in this ever-expanding industry, where the supply of employees is struggling to keep up with demand. A 2017 study by the Center for Cyber Safety and Education forecasts a global cybersecurity workforce gap of 1.8 million by 2022. CyberSeek, an online interactive tool supported by the National Initiative for Cybersecurity Education, reported more than 300,000 cybersecurity job openings in the United States as of press time. The D.C. metro area alone had more than 43,000 openings. And companies aren’t just looking for expert coders and hackers. It’s also become important for the employees who make policy, legal and even basic business decisions to possess an understanding of cybersecurity. “We need people in stand-alone

cybersecurity programs who can get a very robust depth of knowledge in the more technical facets,” says Diana Burley, executive director and chair of the Institute for Information Infrastructure Protection at George Washington University, who also co-chairs a joint task force on cybersecurity education. “But we also need people who are able to perform a variety of different roles with at least a minimum amount of cybersecurity knowledge, so they can make

informed decisions.” High-profile cyberattacks on companies like Target, Facebook and Equifax have shined a spotlight on the far-reaching effects of breaches. It’s not just a company’s IT department that’s getting blamed; CEOs and other leaders are getting called out too. In his 2017 executive order on federal cybersecurity, President Trump said agency heads will be held accountable for cybersecurity risk management. If you’re a prospective graduate student looking to make yourself an attractive candidate for a cybersecurity position, there are lots of options. George Washington University offers a master’s of cybersecurity strategy and information management through its College of Professional Studies. The 5-year-old program was designed in consultation with government, military and law enforcement organizations, and helps train students interested CONTINUED ON PAGE 22

Report: Debt program aids small portion of borrowers The Public Service Loan Forgiveness program, established in 2007 to help college graduates in public-service jobs pay off their student loans, has discharged debt for only a small number of approved applicants, according to a report from the Government Accountability Office. Borrowers are eligible for the program after they have worked for a decade in publicservice jobs. The GAO said nearly 900,000 borrowers had their loans certified as eligible as of April. But of the nearly 20,000 who asked for the balance of their student debts to be paid off, only 55 had been granted loan forgiveness. The report also says the program’s documentation on requirements could confuse applicants. The Education Department responded to the report by saying it planned to create a comprehensive guide. in decision-making rather than technical cybersecurity roles. “It’s geared toward people who want to do something that involves leadership and management,” says Connie Peterson Uthoff, associate program director in the Strategic Cyber Operations and Information Management Program at GWU. “This master’s will make them more competitive, especially in the federal government.” Retired Marine Kevin Dulany already had a bachelor’s degree in cybersecurity and 18 years of technical experience in the field when he enrolled in the GWU master’s program. “It’s more about the strategic construct than the technical

implementation,” says Dulany, 52, who works in risk management at the Department of Defense. “A lot of times people don’t link the two together, but part of your cybersecurity strategy is based upon information management.” George Mason University, which offers a dozen graduate certificate, master’s and doctoral programs that incorporate cybersecurity, is part of a consortium spearheaded by the Greater Washington Partnership that’s working to develop a digital credential that will give more students exposure to topics like cybersecurity and machine learning. “It’s not just about graduating more cybersecurity engineers,” says Liza Wilson Durant, associate dean of strategic initiatives

“Addressing the technical questions is where the rubber meets the road.” MOSES GARUBA, associate dean of Howard University’s College of Engineering and Architecture, explaining that the school’s program focuses on technical engineering

at Howard University. They can obtain a graduate certificate in cybersecurity, which includes coursework in things like cryptography, encryption systems and the vulnerabilities around the “internet of things.” “The terrain is changing, the number of attacks is increasing and the number of personnel qualified to be cyber warriors is not there,” says Moses Garuba, associate dean of Howard’s College of Engineering and Architecture. “Addressing the technical questions is where the rubber meets the road.” Garuba says the computer science master’s program has a 100 percent job placement rate, with students going on to positions in the federal government, at consulting firms and at big companies like Google and Microsoft.

Babur Kohy completed his cybersecurity master’s degree at Marymount in 2015. He enrolled in Marymount’s new cybersecurity doctorate program (D.Sc.) to support those endeavors and increase his knowledge of the topic. Since graduating, he’s been working in both technical and policy roles in the public and private sectors and teaching classes at Marymount and Northern Virginia Community College. Kohy, 31, says he has a passion for learning, a necessity in an industry where new things can pop up seemingly overnight. “There’s always something new outside of the boundaries that you thought you needed to know, so be prepared to continuously learn,” he says. LORI MCCUE (FOR EXPRESS)

Albert Einstein’s most famous equation stars in Nessar Jahanbin’s new work in Columbia Heights, part of the city’s MuralsDC program.

This muralist paints the town Name: Nessar Jahanbin, 35 Position: Muralist Salary: $25,000 and up

What he does As a professional muralist, Nessar Jahanbin is used to interruptions on the job, whether it’s a compliment from a passerby or someone — thinking they’re being clever — yelling, “You missed a spot!” Ever gracious, he welcomes the disruptions. “It comes with the territory,” Jahanbin says. “You’re not in the comfort of your own studio.” Plus, he adds, if he’s approachable and talks to people in the community it can help preserve his work. “The neighborhood adopts it. They have a face behind it and they’re less likely to damage it or let other people

damage it because they met you and you were alright,” he says. Jahanbin estimates that he completes a few small murals a month, and one large-scale work every few months. The majority of his projects are commissioned by private and corporate clients, and he’s also completed projects through grants from government agencies, including the Department of Public Works for its MuralsDC project. Jahanbin, a Maryland native whose mother was a poet and sister was an artist, grew up in a household that encouraged creative expression. He experimented with acrylics, watercolors, oil painting and sculpture before being introduced to aerosol in 2012 by fellow D.C.-based mural artist Eric B. Ricks. Translating his drawings from

a page to a wall — a process known as rendering — came naturally to him. “I was able to work faster and bigger because of the nature of the materials,” he says. “You’re not using a brush, so you don’t have to keep coming back to your color. Instead you just press a button and you can blend them.” One of the biggest adjustments he made in shifting mediums, he says, was being more considerate of the subject matter. “Going from small to big and from private to public, you really have to think about what you’re saying,” says Jahanbin, whose work tends to revolve around issues of social justice and the environment. “You can be absurd and create controversial work when it’s in a gallery or a home, but in the public setting you’ve got elderly

people and kids and you have to take that into consideration and be mindful.” With any visual art, mistakes are bound to happen, and when the work is as large-scale as some of his murals the pressure can be high. But Jahanbin says

he’s not deterred by potential gaffes. “The great thing is that paint covers paint, and if you do make mistakes they’re Bob Ross happy mistakes.”

How he got the job After graduating with a degree in political science and a minor in art from the University of Maryland in 2009, Jahanbin took a job clerking at a local law firm because he says he was interested in the philosophy of law. Along the way he did occasional mural work and honed his mural skills on designated graffiti walls throughout D.C. Jahanbin got his first big break in 2015, when he moved to Bloomingdale in Northwest. There he witnessed a lot of construction and saw an opportunity CONTINUED ON PAGE 24

Being disciplined and organized also helps if you want to make a career out of painting murals. “If you get to the wall and you don’t have everything in order, you’re going to waste time, he says. And be prepared to work outdoors in the colder months, or take the time to get jobs inside. Or else you can “chase the endless sun, a term he uses to refer to itinerant artists who travel wherever weather is warm for work.

to cover the temporary surfaces with art, sharing his work on his Instagram account (@you_are_ jah) along the way. After writing a proposal to DC Water, he was granted a budget big enough that allowed him to make a jump and quit his job at the law firm. “I found that if you don’t have faith that you’re going to be alright, you’re going to hold onto the comfort of a full-time job, he says. “I know plenty of people who have the skill and ability to be full-time artists, but they don’t have the faith.

How you can get the job

Curiosity is a must, Jahanbin says. “If you’re content, you don’t necessarily develop your skill or voice as quickly, he says. “It helps to be interested in knowing how to utilize the can and how you can move your body. Which reminds him: Making murals is incredibly physical

Who would want this job

Jahanbin’s work tends to focus on social justice and the environment.

A formal art education isn’t necessary for muralists, says Jahanbin. Rather, if you want to make a career out of murals, a mentorship, often for little to no money, is the best way to learn the ropes. “Older guys get approached by less developed guys and they start picking up on techniques or skills, he says. “If you have someone showing you the way and you’re not too hardheaded,

you can learn from the mistakes and accomplishments of other artists. It’s important for budding muralists, Jahanbin adds, to pay homage to the roots of mural arts: graffiti. “The only reason the multibillion-dollar aerosol art industry exists is because of graffiti, he says. “People often appreciate murals, but find graffiti to be vandalism and destructive. They have to remember that we’re using tools and skills rooted in graffiti to create beautiful murals. Due to real estate development throughout D.C., Jahanbin says that legal practice walls around town are quickly disappearing. But that shouldn’t stop aspiring muralists from advancing their drawing skills — and it’s even more of a reason to find a mentor who can offer walls-on experience. “Go through the art community to find someone who inspires you and is willing to put up with your naivete, Jahanbin says. “The Romanoffs” revels in decadence. But does the show actually have anything to say?

MUST-SEE THIS WEEK

1 ‘Making a Murderer’

A crumbling dynasty? Lavish but empty, ‘The Romanoffs’ does little to build on Matthew Weiner’s legacy TV REVIEW Well, what would you do next if you were Matthew Weiner? If the possibilities are indeed endless, then a show like “The Romanoffs” — the much-awaited and lavishly made follow-up series from the “Mad Men” creator — makes perfect sense. Freed from the burdens of translating Don Draper’s psyche in a sullen portrait of the 1960s, Weiner exhibits an almost giddy sense of play in Amazon’s indulgent, sometimes larky and certainly gorgeous eight-episode anthology, which portrays a random set of characters scattered around the present-day globe, each of whom shares a curious quirk that may as well be an affliction: They believe

themselves to be descended from the Romanovs, the last royal family of Russia. The romance of it is a whole other story, fueling a century’s worth of hoaxes and literary what-ifs. At nearly 90 minutes apiece, episodes of “The Romanoffs” play together like a nice long weekend at an independent film festival in the mountains somewhere. Enjoy them with a glass of something dry and white, and don’t expect to be blown away by what you discover. The clear invitation here is to focus on beauty — the sets, the costumes, the inventiveness and, most of all, the impressively large cast Weiner has assembled. The first episode (“The Violet Hour”) is set in Paris, where an

Just getting started Amazon dropped the first two episodes of “The Romanoffs” on Friday, with new installments weekly (Express is owned by Amazon founder Jeff Bezos). Cast members in the eight-part anthology series include Christina Hendricks, Isabelle Huppert, Amanda Peet, John Slattery, Diane Lane, Andrew Rannells and Kathryn Hahn. (EXPRESS)

American named Greg (Aaron Eckhart) lives and works in a mid-tier hotel with his demanding French girlfriend, Sophie (Louise Bourgoin), while trying to take care of his Aunt Anushka (Marthe Keller), who lives in faded glamour in a vast apartment — a

place Greg stands to inherit as Anushka’s sole relative. The aim here seems to be a morality lesson about greed. It’s a fine and forgettable little film, with lots of spring-in-Paris eye candy for Francophiles, but is that all there is? One could search for a lasting theme from the series’ opening episodes (three were made available for critics) — perhaps one about entitlement, class and selfishness? Do we reveal ourselves as frauds the moment we try to claim status? Even this feels like laying too much extra thought onto what Weiner is offering. Here’s another, slyer idea: Is “The Romanoffs” for real, or is it just pretending?

BOX OFFICE HAUL

The domestic box office take of “First Man” in its opening weekend, marking a third-place finish behind holdovers “Venom” and “A Star Is Born.” The Neil Armstrong biopic’s total was on par with expectations, but not exactly an eye-popping number for a space epic that cost nearly $60 million to produce. “Venom” added $35.7 million in ticket sales to repeat at No. 1 despite poor reviews, while “A Star Is Born” rode a wave of goodwill and awards buzz to another $28 million. Jodie Whittaker plays the Doctor, a shapeshifting alien who always took the form of a man — until now.

Maybe you’re a “Doctor Who” fan. Or maybe, like me, you’ve never tuned in. Either way, the 11th season since the longrunning show was revived in 2005 is an attention-getter. Various male actors have portrayed the titular time-andspace-hopping extraterrestrial; this year a woman steps in. To truly compare past and present

Doctors, you’d have to watch all the past episodes. That’d take 15 days and 12 hours, according to a Time magazine analysis. But really, there’s no need to bother. The writers set up the new season — which premiered last week — so no prior knowledge is required. The show kicks off in Sheffield, England, where we meet the impressively diverse cast: an older black woman named Grace and her white husband,

BBC

Whose ‘Who’? Whittaker makes the Doctor her own

Graham; Grace’s millennial grandson Ryan; and rookie cop Yasmin, a feisty woman of South Asian heritage. Into this ethnic mix pops

Jonah Hill to host “Saturday Night Live” on Nov. 3 with musical guest Maggie Rogers

the Doctor, embodied by Jodie Whittaker. She’s adjusting to being a woman: “I’ll have to trust all these new instincts.” Her instincts are spot-on.

And she wields a wonderfully self-deprecating sense of humor, poking fun at herself (and the sci-fi genre). The over-thetop hijinks are great fun, but the show’s real strength is the way it probes very real human emotions — facing fear, taking risks, coping with loss. There’s a potent message to the men who dominate the world: Don’t underestimate women. Both the suspense and the wry humor have me hooked, along with the promise of unexpected twists — like an upcoming encounter with civil rights icon Rosa Parks. Drake gives a metaphorical tip of the cap

Baby already feeling weight of expectations Kehlani announced Friday that she is four months pregnant with a baby girl. “Dearest little girl, I am so proud to be your mommy,” the 23-year-old singer wrote on Instagram, alongside a photo of her pregnant belly. “I am so proud to have received you. I cannot wait to meet you, I know you will be 50,000 times more special than I can even imagine at this moment.”

Drake on Friday discussed Pusha T’s diss track “The Story of Adidon” on LeBron James’ HBO talk show “The Shop,” explaining that while he thought the song was “trash,” “it was a hell of a chess move.” The May track hinted that Drake was hiding a son, with Drake confirming the rumor a month later. Explaining why he didn’t respond to Pusha, Drake said, “I didn’t want to further your reputation and your career by rapping back at you.” Drake also suggested that Kanye West, who produced Pusha’s new album, was the one who provided the info for the diss track. “I [had sent] him a picture of my son,” he said. “We had a conversation.” (EXPRESS)

Nothing will ever be more British than this

Kanye West returned to Twitter over the weekend and posted a series of videos about “mind control,” a week after shutting down his account. “When people tell me what to do, I feel like they’re touching my brain,” he said in one video. “I’ve forgotten how to talk not clear because I’m so programmed to talk clear and sound proper — that gets in the way of how we feel.” (EXPRESS)

Princess Eugenie and Jack Brooksbank left their royal wedding at Windsor Castle on Friday in an Aston Martin DB10 sedan specifically created for the 2015 James Bond film “Spectre.” Following the wedding, there was a reception hosted by Queen Elizabeth II, Eugenie’s grandmother. Guests at the festivities included Demi Moore, Liv Tyler, Cara Delevingne, Ellie Goulding and Ricky Martin.
