A food truck at the University of Connecticut in Storrs is serving up roasted crickets. The university’s dining services are advertising the insects as organic, not genetically modified and earth friendly. The crickets, sold as a snack or taco topping, are high in protein and low in fat. They are sold for 99 cents and come whole in small plastic containers. A man sentenced to at least 20 years in prison in one Pennsylvania courtroom has followed that up by walking into another courtroom to marry his girlfriend. Greg Howard was sentenced Thursday in Westmoreland County Court for robbing and assaulting an elderly woman during a home invasion. THE DISTRICT As she works on the painting, art conservator Tamara Luzeckyj’s eye is drawn to the anguished face in the middle of the canvas. It’s the tiny face of a woman, tightly framed by a bonnet. The eyes are dabs of black paint, the mouth, a smudge of pink, the expression, one of horror. It’s the only face in the dark, chaotic work looking directly at the observer. “Haunting,” Luzeckyj says, as she sits before Carl Bersch’s 1865 painting of the assassination of Abraham Lincoln, “Lincoln Borne by Loving Hands.” The face is one of many images now emerging more clearly from decades of old paint, dirt and varnish as the National Park Service has the portrait of the mortally wounded Lincoln restored for the first time in 35 years. The painting, which depicts Lincoln being carried out of Ford’s Theatre after being shot by John Wilkes Booth, is believed to be the only one of the assassination done by an eyewitness, according to Laura Anderson, a National Park

A former campaign treasurer for Virginia Senate Minority Leader Richard Saslaw has been charged with embezzling more than $650,000 in campaign funds. Court records show that 51-yearold Linda Diane Wallis of Fairfax is scheduled to enter a guilty plea next week in federal court in Alexandria to a charge of wire fraud conspiracy. Prosecutors say Wallis wrote dozens of checks totaling $653,000 in 2013 and 2014 to two fake law firms she created to facilitate the fraud. Judge OKs D.C. charter school funding lawsuit A federal judge has agreed to hear a case brought by an association of D.C. charter schools that alleges the city has not provided uniform funding to public charter schools and traditional schools, a violation of the D.C. School Reform Act. Former D.C. attorney general Irvin B. Nathan asked a federal court last fall to dismiss the lawsuit, arguing D.C. has jurisdiction to make locally based funding decisions. Bowie man arrested in Md. double homicide A Bowie man was arrested in connection with a double homicide in Capitol Heights last week. Zephren Jamal James, 32, was charged with two counts of first- and second-degree murder in the fatal shootings of Ernest Lott, 37, and Garland Johnson, 43, Prince George’s County police said Monday. The three men got into an argument just before the shooting, which occurred Sept. 30, police said. Johnson and Lott, both of Northeast, were pronounced dead at the scene, police said. (TWP)

Ken Cuccinelli again may run for governor Former attorney general Ken Cuccinelli said Saturday he has begun thinking about making another run for Virginia governor — if only just barely. “Teiro and I have not ruled out running for Governor in 2017, but we have barely begun to think about it,” Cuccinelli, referring to his wife, said in an email. “Right now I’m focused in Virginia on helping conservatives win their state senate races next month.” Cuccinelli’s email followed an appearance on CNN on Friday, during which he left open the possibility that he would run for governor in 2017. If approved, policy would be the most generous in the U.S. THE DISTRICT Washington, D.C. would become the best place in the country for a worker to have a baby or to take time off to care for a dying parent under a measure that a majority of the D.C. Council has pledged support to combat growing income inequality. Under the legislation that will be introduced today, almost every employee in the nation’s capital would be entitled to 16 weeks of paid family leave to bond with an infant or an adopted child, to recover from an illness, recuperate from a military deployment or to tend to an ill family member. The broad new worker benefit, enthusiastically supported by the Obama administration, would be paid from a fund created by a new tax on D.C. employers. The benefit would dwarf family leave requirements in all 50 states and would also mark a step toward benefits offered by most European countries, where parents can take as much as a year of paid time off following the birth of a child. The measure also could soon mark a rare legislative victory in D.C. for President Barack Obama — not on Capitol Hill, but down Pennsylvania Avenue — inside city hall.

After years of watching the administration’s ideas to address rising income inequality fall flat in Congress amid partisan gridlock, the proposed measure amounts to a new strategy in executive branch work-arounds using local law to forge a policy bulkhead for bigger changes nationally. Supporters said the bill would help address the widening gap between rich and poor because it could serve as a partial solution to growing wage disparities. The D.C. Chamber of Commerce on Monday pushed back against the proposal, saying in a letter to the council that the business community has not been privy to the Department of Labor-funded research used to develop the legislation. The group warned that an entirely

employer-funded family leave program “would be unprecedented and make the District of Columbia dangerously uncompetitive.” D.C. Council members Elissa Silverman, I-At large, and David A. Grosso, I-At large, who pushed the measure for months behind the scenes, recently attended a symposium led by the labor department where the District’s efforts were lauded for helping to “push the needle” on family leave law. “It was one of the most exciting moments I’ve had as a local lawmaker,” Silverman said. “They knew who the Council of D.C. was and they were looking to the District of Columbia to implement,” she said. The proportion of Maryland residents who say people of all races receive equal treatment by the police in their communities, according to a poll released Monday by Goucher College. The poll asked residents questions relating to policing in their communities and the Freddie Gray case in Baltimore. The university announced Monday it has come to an agreement with the private D.C. museum to expand the university’s presence in Washington, energize the museum’s educational programs and bring more art to audiences in D.C. and on campus. “I feel like a phoenix rising from the ashes,” U-Md. POLITICS President Barack Obama is seriously weighing a plan to keep as many as 5,000 U.S. troops in Afghanistan beyond 2016, according to senior U.S. officials, a further setback of his goal to end U.S. military involvement there before he leaves office. The plan presented in August by Gen. Martin Dempsey, thenchairman of the Joint Chiefs of Staff, would focus primarily on counterterrorism operations against the Islamic State, alQaeda and other direct threats to the United States. Obama has made no final decision on the proposal, which was developed before the Taliban captured Kunduz, the first major Afghan city to fall to the Taliban since the war began in 2001. Afghan security forces, supported by American planes and combat advisers, have since been able to retake most, if not all, of the city. But the initial collapse of the Afghan forces in Kunduz has fed long-standing worries that Afghan forces lack the necessary air support, logistics and intelligence capabilities to survive on their own, and may strengthen the case for a larger U.S. presence.

Dempsey’s plan envisions the U.S. maintaining a few bases, perhaps two or three, that could be used as “lily pads” to strike groups that posed a direct threat to the U.S., senior defense and administration officials said. Storm-tossed ship sinks; 1 body found Search seeks survivors from a crew of 33 that encountered hurricane JACKSONVILLE, FLA. The Coast Guard said Monday that a U.S. cargo ship carrying 33 people sank after encountering high winds and heavy seas from Hurricane Joaquin. Planes and ships will continue to search for the ship, which had not been heard from since Thursday. One body has been recovered. Capt. Mark Fedor said a large debris field, near the Bahamas, was spotted near the last known location of the 790-foot container ship El Faro. The body, which Fedor said was “unidentifiable,” was discovered in a survival suit, but no other human remains or

survivors were located. “We are still looking for survivors or any signs of life,” Fedor said at a news conference near Miami. “We’re not looking for the vessel any longer.” The El Faro had left Jacksonville; it was going to Puerto Rico. The search covered a wide expanse of Atlantic Ocean near Crooked Island in the Bahamas. Fedor said a heavily damaged lifeboat from the El Faro was discovered, but it had no people or signs of life. The ship had two lifeboats capable of holding 43 people each. Fedor said it appears the vessel lost power, making it extremely vulnerable to the hurricane’s 140 mph winds and 50-foot waves. A mob in India killed a Muslim for eating beef The mob lynching of a 50-yearold Muslim farmer last week over a rumor that he was eating beef in his home in a village near New Delhi has sparked a backlash of sorts in India. In this predominantly Hindu but secular nation, eating beef has always been tricky. Many Hindus regard the cow as holy and eating beef a sin. In restaurants, if you order beef, you are most likely to be served buffalo meat. But that is not to say nobody eats beef in India. Some highend restaurants frequented by foreigners serve beef. A few small eateries also serve beef to trusted customers, but on the sly. And in some provinces in the northeast, consuming beef is not so taboo. But the horrific killing of Mohammad Akhlaq last Monday by a mob of about 200 Hindus has polarized Indians. While some are calling for a nationwide beef ban, others are boldly and publicly declaring that they love beef. “It marks the rise of Hindu supremacist mob militancy,” writer Shekhar Gupta said, and something the ruling Bharatiya Janata Party “won’t unequivocally condemn or disown.” He urged Prime Minister Narendra Modi to intervene. U.S., 11 countries reach Trans-Pacific trade deal POLITICS The United States and 11 other Pacific Rim countries have agreed to an ambitious and contentious trade pact that cuts trade barriers, sets labor and environmental standards and protects multinational corporations’ intellectual property. The agreement on the TransPacific Partnership was reached Monday after marathon negotiating sessions in Atlanta through the weekend. But it still must get through a skeptical U.S. Congress. The T P P is desig ned to

encourage trade between the United States, Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. BEIRUT NATO warned Russia to stay away from Turkey on Monday after the Turkish Air Force intercepted Russian warplanes that strayed into its airspace from Syria, underscoring the heightened risk of a wider conflagration as Russia escalates its intervention in the Syrian conflict. The alliance of Western allies, to which Turkey belongs, also expressed concern over Russia’s continuing military buildup in Syria, urging it to halt attacks on rebel-held areas in northwestern Syria that “led to civilian casualties and did not target Daesh,” using an acronym for the Islamic State, according to a NATO statement issued after a meeting to discuss the weekend incident. Turkey’s Prime Minister Ahmet Davutoglu said the Russian ambassador had informed him that the incident was a mistake, but it nonetheless contributed to the sense that Moscow’s intervention in Syria had added a dangerously unpredictable new dimension to the war. The tensions came as U.S. officials reported intensified Russian activity in apparent preparation for some form of land offensive against rebel-held areas of northern Syria and as they noted indications from a senior Russian official that Russia is planning to send ground forces to join the combat in Syria. For the more than 12 years since the U.S.-led invasion, Baghdad’s Green Zone has been out of bounds for the majority of Iraqis. The 3.9-square-mile enclave in central Baghdad contains government buildings, luxurious mansions housing the country’s political elite, and foreign embassies — including the largest and most expensive U.S. diplomatic mission in the world. Hulking blast walls and checkpoints keep out the public, with the meandering Tigris forming a boundary on two sides. But on Monday, Iraqis lined up to enter, with Prime Minister Haider al-Abadi — who had announced the opening of the Green Zone the previous evening — ushering in the first vehicles himself. Guards examined cars with sniffer dogs and wand-like bomb detectors. Still, those without passes can navigate only a single road — in one direction. As the Nationals look for Matt Williams’ replacement following his firing Monday, it would make sense that they would veer the opposite direction — that they would hire someone with experience. It’s a typical response in sports: The defensive coach in football failed? Hire an offensive guy. Davey Johnson was too laissez faire with his players? Bring in the Big Marine. Are you a believer? Redskins sitting in favorable position The Redskins are tied for the NFC East lead one month into the season. They’re 2-2 along with the Cowboys and the Giants, while the Eagles are one game behind. The division is theirs for the taking, with Philadelphia in chaos, Dallas missing its quarterback and top receiver, and New York relying on Bad Comedian Eli Manning, who prefers cable. In a year when an 8-8 record might be good enough to take the division, here are four reasons the Redskins can win the NFC East (and some reasons they can’t).

1. Quarterback stability Kirk Cousins earned the chance to play the entire

16-game season with Sunday’s comeback victory over the Eagles. Had the Redskins lost, Robert Griffin III might have been warming up soon. Rather than contemplating who should be under center, the Redskins can focus on what Cousins does best: crossing routes and short passes, which kept the Eagles off balance. They can largely forget the deep game, which gets Cousins in trouble. Suddenly, no one’s counting the days until downfield threat DeSean Jackson returns.

2. Versatility The Redskins don’t have any future Hall of Famers, but first-year general manager Scot McCloughan stocked the roster with depth. Eight players caught a pass against Philadelphia and five carried the

ball. It took the entire roster to beat the Eagles. The revamped offensive line can run and pass block equally well. Meanwhile, the Redskins have four pass rushers to help protect a thin secondary that’s sometimes exposed.

3. Kerrigan’s improving Don’t worry about linebacker Ryan Kerrigan’s slow start. It was expected after he had offseason surgery and sat out the preseason. Still, a player who signed a $57.5 million deal is expected to produce results. Kerrigan has been close every game to getting the passer and he finally got a sack Sunday. Kerrigan is often doubleteamed, but he’s getting better each game. It won’t be long before he’s in the form that gained 13 1/2 sacks last season.

4. Special teams Cutting the franchise’s most accurate field goal kicker seemed a reactionary move after the opening loss, but incoming kicker Dustin Hopkins has been a real success over three games. Hopkins’ kickoffs are routinely in the end zone, with only two of 13 getting returned. That’s a huge help

for a mediocre coverage unit. Hopkins has converted all six field goals and six extra points. Meanwhile, kickoff returner Rashad Ross is averaging 33.8 yards and has a 101-yard touchdown. Punt returner Jamison Crowder, who doesn’t always make the best decisions, also seems like he’s on the verge of breaking one for a touchdown sometime soon.

Why to be wary There are night games remaining against Dallas and Philadelphia and we all know how badly Washington plays in the dark. Depth has already been depleted at tight end, offensive line and secondary, so any more injuries would be devastating. That’s asking a lot with 12 games remaining. The Redskins don’t have a road win and tough trips to New England, Atlanta and Dallas are ahead. But mostly, it takes time for a 4-12 team to become a 12-4 one. The Redskins may be another year or two away from truly contending. Still, the NFC East is wide open.

3 A strong finish While the Astros battled to the final game to earn the last AL wild-card spot, the Yankees eased into the postseason. Houston won six of it last eight games. New York lost six of seven.

2 Going deep Few ballparks are as home run-friendly as Yankee Stadium, which suits the Astros’ lineup well. They hit the second-most homers (230) in MLB this season.

1 Pitching edge Dallas Keuchel may be the AL Cy Young winner after going 20-8 with a 2.48 ERA. The Astros’ lefty has a 1.13 ERA in three career starts against the Yankees, who will turn to Masahiro Tanaka.

So, experience. Do you call Leyland? He turns 71 in December, has no connection to this franchise or the people who run it, and has burned out more than once. But if you believe your roster is still ready to contend — and the Nationals do — then it’s worth the call. Other than Tony La Russa and Bobby Cox, there’s no available manager with the combination of accomplishment and reputation Leyland would bring. (Plus, La Russa has a post-manager gig running the Diamondbacks, and Cox is 74 and settled into retirement.)

For eight-and-a-half seasons Black managed the Padres, often at times when the club didn’t have the payroll clout or development system to compete against the powers in the NL West. Black, who pitched in 398 big-league games, comes with two primary attributes that would be useful in Washington right now: a deep understanding of pitching and an ability to relate to his players. Other potential candidates with managerial experience include Kansas City bench coach Don Wakamatsu and former Twins manager Ron Gardenhire.

The flip side of experience would be Ripken. The Hall of Fame shortstop, who spent his entire career with the Orioles, interviewed for the Nationals vacancy two years ago. To what extent he was a serious candidate, who knows? He obviously brings credibility — just as Williams did. But bringing in another first-timer would be doubling down on the Williams mistake. At least Williams had spent time in a major league dugout after his playing career. Ripken hasn’t. That one fact makes this the wrong place and time for the Iron Man.

Martinez, who serves as the Cubs bench coach under Joe Maddon — and held the same position under Maddon in Tampa Bay — interviewed for the Washington job when it went to Williams. With parts of 16 seasons in the majors as an outfielder and first baseman, Martinez brings the credibility of a player without the burden of being a star player. The Nationals would essentially have to admit a major mistake and say, “We should have hired this guy two years ago.” But if they believe he is the right fit, they should own up to the gaffe.

He is the choice among longtime Nationals now, as he was when the club replaced Davey Johnson two years ago. Knorr has the deepest roots in the organization, predating its move to Washington, playing for the Expos. He’s done whatever was asked, managing from Class A to Class AAA, and serving as the bullpen and bench coach at different times. Knorr was let go Monday — along with Williams’ entire staff. He interviewed for the big chair in the fall of 2013. Now he could get another look. “We have not ruled out Randy Knorr,” GM Mike Rizzo said Monday.

In February, the Nationals exercised Williams’ 2016 contract option. While looking for patterns in food consumption among elementary school children, researchers at Texas A&M University found an interesting quirk about when and why kids choose to eat their vegetables. After analyzing plate waste data from nearly 8,500 students, they found that kids are much more likely to eat their vegetable portion when it’s paired with a food that isn’t so delicious that it gets all the attention. When chicken nuggets and burgers, schoolchildren’s most popular items, are on the menu, for instance, vegetable waste tends to rise significantly. Another strategy is serving vegetables first before other foods. After all, they can’t lose a battle with no competitor.

Police say a 13-year-old Maryland boy and YouTube star known for posts about playing the game Minecraft died after a medical emergency. Anne Arundel County Police said Monday that Caleb LeBlanc died Thursday at a hospital. Police and members of the fire department responded to his home at about 7 p.m. and found him suffering an “unknown medical emergency.” Police say in a release that “there are no suspicious circumstances” and that there is no criminal investigation. Caleb is known as Caleb Logan Bratayley in his family’s online video series called “Bratayleys.” (AP)

The alleged feud between “The Good Wife” co-stars Julianna Margulies and Archie Panjabi has escalated. In an interview with Vulture, Margulies insisted that their one shared scene last season, which they filmed separately and was later digitally combined, was the product of scheduling conflict, not a catfight. “It’s totally gossip,” Margulies said. “[Panjabi] was also doing another show, called ‘The Fall,’ ” which meant they had to shoot the scene apart. Shortly after the interview was published Wednesday, Panjabi rebutted Margulies’ claim. “[‘The Fall’] was not even in production at that time and I was in New York ready to film the scene!” she tweeted.
