What’s up with the name?

Mei combines equal parts milk and water, adds natural flavors and freezes the mixture into a cylinder. A machine that looks like a cross between a meat slicer and a stand mixer shaves ribbons off the ice chunk as it spins it over a blade. When the sheets come off the blade, they fold on top of each other into crinkly layers.

“Some people call it shaved sno or fluffed ice,” Mei says. “There are a lot of names for it because it’s just the beginning and no one else really knows about it.” Maryland’s Westfield Montgomery mall rats may recall a kiosk named SnoDream. It sold a similar treat, but went out of business last year.

“It kind of looks like tuna,” says a skeptical customer on the SnoCream Shavery bus, as she inspected a bowl of milk tea “sno” made by Arturo Mei. The Virginia native first tried the frozen Taiwanese sweet — which falls between a snow cone and ice cream on the richness scale — on his travels through China. “I saw it and thought, I have to bring this to D.C.,” Mei says. He’s also working on a selection of bubble teas. “We don’t want to roll everything out too fast and have a disaster,” Mei says. “I’m trying to perfect one thing at a time.”

local Prince George’s County, Md., police captured Davon Wallace, who was wanted since August in connection with the fatal shooting of a 3-yearold girl in Landover, Md. There was a $45,000 reward to find Wallace, 25, who was charged with unlawful flight to avoid prosecution and first-degree murder in the killing of Knijah Bibb. Authorities have said that Knijah was visiting a home in Landover on Aug. 10 when Wallace got into a fight with one of the residents. Three in 10 Va. schools lack full accreditation

A D.C. mother was charged Tuesday with killing her 3-year-old son in June. Police say that Frances Lyles, 25, killed her son, Xavier. The boy died of multiple blunt-force injuries. Xavier was found dead in a Southeast apartment where he lived with his mother and 9-year-old sister. Lyles told police that she checked on her son at 8 p.m., according to a search warrant application. The next morning, the boy’s sister found that he had vomited and was unresponsive. Xavier was pronounced dead at the scene, where paramedics observed bruises on his body. Lyles was charged with first-degree felony murder. (TWP)

Va. food truck squabble brings up bigger issues TYSONS CORNER What started as a squabble over a parking spot Tuesday ended in the police being called, highlighting the difficulties of food trucks in Fairfax County, Va., and leaving some workers lunchless. Manuel Alfaro, the owner of El Fuego food truck, says his son had been saving a spot on Solutions Drive since 7:30 a.m. When Alfaro arrived, Guapo’s food truck kept him from taking the space, he says. “They were blocking traffic,” Alfaro says. “What other choice did I have but call the police?” Caitlin Turner, a manager at Guapo’s, says that is “absolutely not true,” explaining, “we were trying to figure out how to fit all the food trucks, and then one guy took it too far.”

When the Fairfax County Police arrived, they sent all eight food trucks on Solutions Drive packing. It turns out that in Fairfax County, food trucks can only vend legally on private property — and only if they pay $16,375 in licensing fees. A proposed revision would reduce the fees to $175. However, the larger barrier is a state ordinance that bans vending on state-maintained highways, says Che Ruddell-Tabisola, executive director of the DMV Food Truck Association. “The way Fairfax has grown, there’s a number of roads that you wouldn’t think are statemaintained highways — the speed limit is 35 [mph] … but they are,” he says. “Solutions Drive happens to fall into that category.” SADIE DINGFELDER (EXPRESS)

Memorial controversy continues A memorial to Dwight D. Eisenhower faces a major crossroad this week over its controversial Frank Gehry design, which uses steel tapestries strung on 80-foot columns. The Eisenhower Memorial Commission will review two approaches, including one that removes most of these elements. If that plan is selected, Gehry said he will ask for his name to removed. Will it ever be built?

Congress approved the memorial in 1999 to pay tribute to the 34th president. A four-acre parcel of land on Independence Avenue was set aside and Gehry’s firm won a design competition. Both the Commission of Fine Arts and the National Capital Planning Commission must approve the plans.

The CFA gave preliminary approval to Gehry’s vision in 2011, but the NCPC, chaired by Rep. Darrell Issa, has been tougher to please. Gehry unveiled a compromise design this month. Issa also asked to see an alternative without tapestries or columns. The Eisenhower Memorial Commission will review both versions today.

Although early estimates predicted the memorial would be built by 2007, the commission hopes to have it completed in 2017. If the NCPC approves either of the two versions, the design will likely need to go back to the CFA for its support. The Eisenhower Memorial Commission must also raise money for construction.

NASA’s new space partners NASA on Tuesday awarded a much-anticipated contract, worth up to $6.8 billion, to both Boeing and SpaceX to ferry astronauts to the International Space Station. The deal would allow the United States to launch astronauts into space from U.S. soil for the first time in years. Here’s the significance of the partnership. The announcement of the awards is a big step toward having the United States end its reliance on Russia, which has been ferrying American astronauts to the space station since the retirement of the U.S. space shuttles in 2011. The set-up hasn’t been cheap: The Russians charge $71 million per seat, and NASA has in a single year sent more than $400 million to Russia.

The contract shows a shift for NASA, which has long owned and operated its own rockets. Instead of going to space on governmentowned vehicles, NASA’s astronauts would essentially rent space on ships provided by Boeing and SpaceX. The contracts “highlight what commercial companies can accomplish,” said Kathy Lueders, NASA’s commercial crew program manager.

Speaking at the Kennedy Space Center in Florida, NASA Administrator Charles Bolden said the contract “sets the stage for what promises to be the most exciting chapter in NASA and human space flight.” Relying on contractors to take astronauts to space would allow the agency “to focus on an even more ambitious mission — that of sending humans to Mars,” he said.

Mark Begich issued a blunt rejection of the proposal. “I oppose the president’s plan to arm Syrian rebels at this time,” the Alaska Democrat said, warning of rushing “into another decadelong ground war.” Said Sen. Mark Udall, D-Colo.: “I will not give this president, or any other president, a blank check to begin another land war in Iraq.” Begich and Udall are two of the most vulnerable Democrats seeking re-election this fall. Their reluctance to support the president on a conflict abroad demonstrates just how much the politics of war have changed since the last time Congress was asked to authorize war actions. In October 2002, with the attacks of Sept. 11 still fresh on voter minds, almost every Republican backed President George W. Bush’s request to attack Iraq, along with 40 percent of House Democrats. A majority of Senate Democrats voted for the war resolution. That vote occurred just weeks before the 2002 midterm elections, when national security was the overwhelming issue. This week, lawmakers expect to cast votes just seven weeks before this year’s midterms. POLITICS + HEALTH Earlier this summer, Rep. Fred Upton was walking down Pennsylvania Avenue when he happened upon White House Chief of Staff Denis McDonough. They are political foes. Upton, a Republican from Michigan, chairs the House Energy and Commerce Committee. McDonough is the right hand of Democratic presidential power. Upton went for the jugular: He asked McDonough how many steps he’d taken that day. They held up their wrists, their step totals displayed on their Nike FuelBand and Fitbit devices. “I was winning,” said Upton, whose one-day record is nearly 18,000 steps. “So that’s a good thing.” This is the new Washington rat race. In a town that hits DefCon 1 on just about any issue, lawmakers, administration officials, congressional staffers, diplomats and bureaucrats have found something healthy and bipartisan to compete over: the number of steps they walk each day. In the era of political gridlock, at least they’re trying to move physically. House Speaker John Boehner, R-Ohio, is obsessed with his Jawbone Up band and regularly checks in with 10 other band-wearers in his office: “Hey, you getting in your steps?” Hill staffers have formed Facebook groups to share — and gloat about — their step totals. Elected officials insist on parking far away for meetings to get in their 10,000 steps, the daily total often recommended by fitness experts. Legislative correspondents — underdogs in competitions because they answer emails all day — are finding ways to be at their desks less. Boehner’s staff even holds meetings in the Capitol Rotunda while walking in circles, which is not meant to be a metaphor for Washington politics. Political Washington has entered the realm of the Quantified Self. Sensors inside smartphones and wristbands such as the Fitbit can track steps, calories burned, heart rates and even sleep patterns. Users link up on websites

or apps to see how many steps their friends or colleagues have taken. Trash talking ensues. Tracking steps is still in its early days. Of the 60 percent of U.S. adults who say they track their weight, diet or fitness, just 9 percent use an app or online tool to keep up with stats, according to Pew Research Center. After finishing second in MVP voting the past two years, Trout is due. The biggest difference? Miguel Cabrera’s numbers are slightly down and the Angels made the playoffs.

The right-hander is second in the AL in ERA and first in WHIP and WAR, and only David Price has pitched more innings. He’s had a quality start in 84 percent of his outings.

Justin Verlander won AL MVP and Cy Young in 2011, and Kershaw has a better win percentage, ERA, strikeout rate and WHIP than the Tigers ace had in his dominant year.

Entering his start on Tuesday, Cueto was second in the NL in wins, ERA, WHIP, WAR and strikeouts. So it would be fitting if the ace finished second in NL Cy Young voting, too.

Seattle might make the playoffs a year after losing 91 games in large part because Cano has carried this offense — helping provide some run support for the AL’s top pitching staff.

An early-season injury that cost Sale several starts could also cost him a chance at a Cy Young Award. He has a better ERA than Hernandez but has pitched 56 fewer innings.

REDSKINS The second major injury that quarterback Robert Griffin III has suffered during his NFL career has created an uncertain future for him and the Redskins. Kirk Cousins is now in place as the at-least-temporary starter and there are no guarantees that Griffin will get the job back once his dislocated left ankle heals. The unsettled situation in Washington has created the possibility that Griffin may be most valuable to the franchise as a trade asset. And if the Redskins eventually decide to keep Cousins and consider

offers to part with Griffin, sources in and around the league say there certainly will be teams interested and willing to surrender something of value for him. NFL tax status tied to Redskins name NFL A U.S. senator threatened the NFL with legislation over Washington’s nickname, a letter was dispatched to the other 31 team owners, and the issue was linked to the league’s other recent troubles Tuesday as the anti-“Redskins” movement took its cause to Capitol Hill. In a news conference that featured Native American, civil rights and religious leaders, Sen. Maria Cantwell took aim at the NFL’s pocketbook by announcing she will introduce a bill to strip the league’s tax-exempt status because it has not taken action over the Redskins name. NATIONALS When Stephen Strasburg showed up to spring training in 2013, he had grand goals for the first unrestricted season of his MLB career, and one was throwing more than 200 innings. He had never reached that milestone before. After Tommy John surgery and then his shutdown in 2012, he yearned to be a workhorse pitcher that helped carry the starting rotation. Bone chips slowed Strasburg late last season. But on Monday, Strasburg finally reached his goal, surpassing 200 innings in

his career-high 32nd start. “It feels great,” he said after the 4-2 win over the Braves. “I’m just glad that the routine that I’ve been working on, especially in between starts and the lifting program that I’ve been doing, is putting me in a good position to make every start.” As he prepared for what he hoped would be the longest season of his career, Strasburg adjusted his routine. He dialed back bullpen sessions, hoping to save his energy and arm for games. He limited throwing between starts. He followed a workout regimen

Many have lauded Stoney’s super grilled cheese as one of the best in the city. But few are aware that the sandwich — made from thick-cut American cheese, fresh tomato, red onion and bacon on farmhouse white bread — can be served with hand-breaded chicken tenders inside ($12.99). Dubbed “Freddy style” (after the pub’s long-standing chef, Freddy Guzman), the off-menu sandwich is a wink to regulars, and has been available for a little over a year now.

This Dupont Circle sandwich joint offers a deepfried peanut butter and jelly sandwich year-round. If that weren’t enough to get you through the door, the full Monte ($10, available through September) is a deep-fried version of the Monte Cristo sandwich. “This is the ultimate sandwich,” chef Jonathan Taub says of the special, which puts cave-aged Gruyere, house-roasted turkey, Parisian ham and Dijon mustard on cinnamon raisin bread. The entire thing is dipped in funnel cake batter, deep-fried and coated with powdered sugar.

It takes only three ingredients to make a decent grilled cheese sandwich: cheese, bread and butter. But why stop there? “A simple grilled cheese is a great base and allows you to get creative,” says Spencer Ruben, co-founder of the Melt Shop, a New York City-based upscale grilled cheese restaurant that will open a D.C. outpost in November. You’ve got to have a strong appetite and an even stronger jaw to enjoy this Irish pub’s appropriately named monster burger, which has been a menu staple for the past six years ($11.95). In lieu of a bun, the half-pound Angus burger, topped with sauteed mushrooms and bacon, arrives between two grilled cheese sandwiches on sourdough bread. It’s served with a pickle wedge and a mountain of Tater Tots. Duffy’s also throws some sliced tomatoes into the grilled cheeses, you know, for a balanced meal.

When GCDC opened in April, grilled cheese fanatics flocked to the downtown restaurant for its savory combinations like lobster and aged Gouda. The shop recently added sweet versions, including one composed of apple-flavored cream cheese ice cream sandwiched between brioche French toast ($7). “The ice cream is like a more intense flavored cream cheese,” says partner Doug Abedje. It’s drizzled with a caramel glaze that’s made with brown sugar and bourbon.

For its signature mac and cheese, Sona (which translates as “happy” in Old Irish) mixes elbow macaroni with cheddar and Comte cheese (an Alpine-style cow milk blend from France), along with any additional scraps lying around. “It’s like mac and cheese roulette,” says cheesemonger Angelica Ames, who adds there may be up to 10 different types of cheese in the mix at any point. For the Bruno’s big kid sandwich ($12), the mac and cheese is slathered on sourdough that’s cooked with butter

The goal of this project (NIH Study #13-AA-0040) is to study whether a medication (Baclofen) currently approved to treat muscle spasms affects alcohol drinking. Eligible volunteers will be: • In good health and drug free • Between the ages of 21 and 65 • Willing to come for four outpatient visits and one overnight stay at the NIH CC in Bethesda, MD. Participants will receive a free medical evaluation and will be paid for doing the study.

Lindsay Lohan claimed in a new interview that she handled the body of late singer Whitney Houston during her 2012 community service stint. “It’s different for me than it would be for other people,” Lohan told The Telegraph. “Like, no one would really have to work at the morgue in LA and roll a body bag for Whitney Houston.” An official for the Los Angeles coroner’s office told TMZ that Lohan never came in contact with Houston’s body. Though the actress had faced pregnancy rumors all year, Us confirmed in July that she was expecting.
