Baltimore’s Horseshoe Casino set to open its doors

D.C. Council member and mayoral candidate Muriel Bowser said she opposes the new school boundaries plan that Mayor Vincent Gray adopted last week and said the process should be restarted under the next mayor. “The Mayor’s plan on school boundary changes is not ready,” she said in a statement. On Monday, at-large Council member David Catania, who is also running for mayor as an independent, issued a statement saying he would seek to delay implementation of the plan for one year. It is the first comprehensive overhaul of D.C.’s school boundaries in more than 40 years. (THE WASHINGTON POST)

The Horseshoe Casino Baltimore was set to open Tuesday night, marking a new milestone in Maryland’s development of casino gambling. It is the fifth and last of the five casinos initially planned when lawmakers approved slot machine gambling in a 2007 special session, a plan later approved by voters in a statewide vote in 2008. The Baltimore casino will be home to 2,500 slot machines and 122 table games. A sixth casino located at National Harbor in Prince George’s County,Md., was approved in a 2012 special session, when lawmakers also allowed table games It is on track for a 2016 opening. (AP)

After a 21-hour manhunt, Prince William Police caught a Woodbridge, Va., man wanted for allegedly shooting a man in the face in a McDonald’s parking lot. A second suspect — accused of arranging to meet the victim in the parking lot and then showing up with the gunman — remains at large. A police spokesman said that woman who has not been apprehended is not considered dangerous. The man caught on Tuesday afternoon, DeWayne Williams, 28, was the subject of a lengthy manhunt in several locations in the Woodbridge area, starting after the shooting at about 6:50 p.m. (TWP)

Look, D.C., no hands! A driverless car takes a visit to the capital, and The Washington Post hitches a ride

THE DISTRICT The little car is tootling around — pretty much on its own — when a police officer bolts into the road ahead of it, almost within spitting distance of the Capitol dome. What is the cop waving about? Hard to say. The driverless car is being controlled by computers, and wild waving is a bit too complicated for them to understand. Jarrod Snider taps a button on the center console and puts his hands on the steering wheel. “Autonomous ready,” the computer says a fraction of a second later, eager to take control again. Swing a stick on the Mall and you’ll hit a dozen skeptics who doubt that the streets will ever be filled with driverless car. But the doubters may witness that transformation sooner than they think. The ability of the vehicle cruising unnoticed among the tourists and important people in pinstripes would shock most of them. A ride in it also points to a few chinks in its armor. Computers, for example, can see the police officer bustling into traffic, but they can’t figure out why he is doing it — neither can the people riding in the car. It turns out the officer wants to wave off another driver who was making an improper turn. Could the car have handled it without Snider’s help? “Yeah, it started to slow down before I took over,” he says. Right now, put the silver Cadillac SUV — converted to autonomous driving by Carnegie Mellon University — on an interstate and its developers say it could drive you to San Francisco, though it would need help at gas stations.

5 things to know about driverless cars How much will they cost? Right now, the technology alone adds $70,000 to $100,000 to the cost of a vehicle. Automakers are wrestling to make it affordable, and there are projections that by the time they go into mass production, the additional cost might fall to between $3,000 and $5,000.

Are autonomous cars and connected cars the same thing? No. An autonomous car uses onboard technology to find its way around and keep from running into things. Connected cars, a concept also in active development, provide direct short-range communication between vehicles (and highway beacons) to help them coexist better.

But in D.C.? The streets are full of cars driven by impatient locals and bewildered tourists. Pedestrians talking on cellphones, cabs darting across lanes, bicyclists by the dozens, out-of-state tour buses. “This area is pretty difficult,” Snider says. “We think it’s doing a pretty good job. ” The computers are back in command as the car nears Independence Avenue, signals its intent to turn right and then waits for the light to change. The bus in the right lane is the next challenge. “Changing lanes,” the computer announces, moving to get around it. The bus driver apparently doesn’t like that. “We’re trying to pass him, but then he cut us off,” Snider says.

If she is upset — and the firm but melodious voice of the vehicle unquestionably belongs to a woman — she doesn’t let on. After the car takes the onramp to Interstate 395 south, the computers accelerate to 50 mph as it crosses the bridge into Virginia, surrounded by other cars. “It’s determining how fast to drive based on the curvature of the road, based on the other cars in front of it,” Snider says. The car zips off I-395, takes a right in front of the Pentagon and then neatly merges back onto I-395 headed north. So when are they coming? They won’t arrive in your driveway with a “big bang,” says Raj Rajkumar, director of Carnegie Mellon University’s autonomous-car project. Anti-lock brakes and cruise control were the first steps. The next one — within three to five years — will be a highway pilot feature, he says. Put the car in the lane, tell it to go to San Francisco and it will. A year or two later, highway “plus-plus” will arrive, allowing it to weave around the slowpokes, as will the capability to take over in traffic jams. Rajkumar says a totally driverless version will happen in the 2020s. “The whole process will be incremental.”

Audio recording said to capture Brown’s shooting A newly surfaced audio recording allegedly captures the exact moment that unarmed teen Michael Brown was shot and killed by Ferguson, Mo., police officer Darren Wilson. Cease-fire appears to end war in Gaza Strip After 50 days of bloodshed, agreement between Israel and Hamas restores pre-conflict status quo GAZA CITY, GAZA STRIP Palestinians in the Gaza Strip poured into the streets Tuesday to celebrate the announcement that Hamas and Israel have agreed to an open-ended ceasefire after 50 days of warfare that has killed more than 2,200 people — most of them Palestinians. “ We h ave won,” H a mas spokesman Sami Abu Zuhri said. He said the militant group’s armed wing had accomplished “what no Arab army has done. We have defeated them.” His exuberance aside, officials from Hamas and another militant group, Islamic Jihad, said the cease-fire agreement

essentially brings Israel and Palestinians back to terms agreed upon in the truce signed after the 2012 Gaza war. Israel also agreed to immediately ease restrictions and allow relief aid and construction materials to enter the coastal enclave. The deal will also allow Gaza fishermen to venture six miles offshore; until now, they had been restricted to three miles. Other demands by the Palestinians — the building of a seaport and airport and opening all the border crossings — are set to be discussed later in Cairo. Israel will also press its demand that Gaza be demilitarized.

Why Burger King wants to be Canadian Yet another American company is aiming to move its headquarters out of the country. International fast food behemoth Burger King Worldwide Inc. confirmed Tuesday that it will pay about $11 billion to buy Tim Hortons Inc., the Canadian equivalent of Dunkin’ Donuts. It would also move the new company’s headquarters to Canada, where corporate taxes are lower. The nominal corporate tax rate in the U.S., which combines national, state, and city-level tax rates, is nearly 40 percent. Canada’s, by comparison, is just over 26 percent. Burger King would hardly be the first large American corporation to move its headquarters — more than 70 U.S. companies have reincorporated overseas since the early 1980s, and more than half of those have come since 2003. The increasing popularity of what are known as tax inversions has prompted discussions about how to close — or at the very least thwart — the sort of loopholes that allow tax flight in the first place. “We don’t want to see this trend grow,” President Barack Obama said at a news conference earlier this month. KIEV, UKRAINE Ukraine said Tuesday its forces detained a group of Russian paratroopers who crossed the border into eastern Ukraine, raising tensions between the two countries as their presidents attended a regional summit. Ukrainian military spokesman Andriy Lysenko said Tuesday that the Ukrainian army detained 10 Russian paratroopers in the Donetsk region, scene of some of the heaviest fighting with separatist rebels in the east. In Moscow, news agencies quoted a Russian defense official as saying the soldiers had crossed the border by accident and surrendered to Ukrainian forces without attempting to resist. The incident came a day after Ukraine accused Russian forces of carrying out a cross-border foray into southeastern Ukraine with tanks and armored personnel carriers. The U. S. ambassador to Ukraine, Geoffrey R. The Global Hawk unmanned aircraft could be sent to gather information about the Islamic State, but risks being shot down by the Syrian air force.

Surveillance over Syria Obama wants to use aircraft to learn about the Islamic State, but it won’t be easy WASHINGTON With U.S. airstrikes in Iraq continuing, President Barack Obama has authorized surveillance flights into Syria in an effort to gather intelligence on Islamic State forces. The move marks an escalation against the radical Islamist group, and some observers have suggested that the flights are a precursor to airstrikes like those being carried out across the border in northern Iraq. But sending surveillance flights into Syria would be complicated and potentially dangerous for both manned and unmanned aircraft. Any U.S. aircraft in Syria could be seen by the government of President Bashar Assad as a threat, in part because they could gather valuable intelligence on his forces. Syria’s foreign minister, Walid al-Moualem, has already signaled that Damascus would not tolerate unilateral U.S. strikes against the extremists. Drones such as Predators,

Reapers and even the high-flying Global Hawk could be easily shot down by both the Syrian air force and the country’s air defense grid, according to a former drone operator. While the U.S. military has penetrated Syrian airspace on at least one occasion over the past year — during the failed bid to rescue journalist James Foley and other Americans being held by the Islamic State — that raid involved the use of modified Black Hawk helicopters. The helicopters are designed to fly into hostile air space and conceivably could have been flown at very low altitudes to avoid radar detection. Surveillance aircraft, however, operate high and slow. “These aircraft are not built to go into denied airspace,” the pilot said, who requested anonymity due to the sensitivity surrounding his former employment. “If the Syrians wanted to send up a MiG 23 and shoot down a Predator, they could easily do it.”

In addition to fielding a moderately capable air force, Syria possesses advanced surfaceto-air missile systems like the SA-22 Greyhound, according to Military Balance, a publication that documents foreign military capabilities. The SA-22 can hit targets up

to 65,000 feet, which — coincidentally — is believed to be the maximum altitude of the Global Hawk. Other high-flying U.S. military assets include the RQ180, a stealth drone that could avoid radar-guided surfaceto-air systems, and the U2 spy plane, which flies well above 70,000 feet. But those aircraft are usually used to monitor larger targets and could have a difficult time tracking small groups of militants, particularly if they are intermingled with the civilian population. That doesn’t mean U.S. forces aren’t trying. A shaky psyche: RGIII in need of a confidence boost Redskins quarterback Robert Griffin III needs to exhale. One long, deep breath that dispels demons while giving him time to find solutions. The passer’s biggest concern isn’t the latest drama of whether he should be benched for Kirk Cousins or that he can’t slide, shouldn’t tweet, does too many commercials or can’t get along with coaches or teammates. Those are the small things that will forever be present for the quarterback, who is now over a year and a half removed from his last knee surgery.

The overall and omnipresent noise is what has been distracting Griffin. After troublesome performances, he pledges “We’ll get it fixed.” But his play hasn’t improved since coach Mike Shanahan’s dismissal. Tossing away the knee brace hasn’t helped, either, and he’s not been impressive in a new offense that relies more on him. Instead, he’s had a thousand-mile stare at the line of scrimmage. If Griffin doesn’t regain his true inner confidence, the Redskins are going to struggle to win games. Griffin’s smiling public persona portrays self-assurance, but he needs

to hear that inner voice that knows he can dominate like he did during his 2012 rookie campaign. USC coach Steve Sarkisian says the school is investigating defensive back Josh Shaw’s story that he injured both of his ankles jumping off a balcony to save his nephew from drowning. Sarkisian said USC has received calls contradicting Shaw’s detailed claims about his two high ankle sprains. Love: ‘I’m committed’ to Cavaliers Kevin Love’s phone rang in July and LeBron James asked the All-Star forward if he wanted to play with him in Cleveland. “I’m in,” Love said. Love said he’s committed to winning an NBA title with the Cavaliers — however long it takes. Love can opt out of his contract and become a free agent next summer, but the 25-year-old said he intends to stay with James and the Cavaliers. “I’m committed to this team, committed long term to the end goal and that’s to win championships,” he said. Espinosa staying ready despite diminished role NATIONALS Nationals second baseman Danny Espinosa has spent much of this season in the batting cages, trying to simulate pitches at game speed. This is because opportunities at the plate have diminished for the 27-year-old, whose hitting has been off track for almost two seasons. Despite everything Espinosa offers defensively, his struggles at the plate have earned him a spot on the bench. But he still has to prepare as if he’s a starter, just in case he’s called upon. Coming off the bench in Sunday’s 14-6 win over the Giants, Espinosa, a switch-hitter

who entered Tuesday’s game batting .217, crushed a pitch from the left side of the plate for his eighth home run of the season. “My role this year has been when guys get hurt to get in there,” Espinosa said. “If not, keep your head up, keep grinding, keep doing what you can to maintain your swing and game speed.” Espinosa has some extreme splits this year. Before Tuesday’s game, he hit .298 batting right-handed against left-handed pitchers. But as a lefty facing right-handers, his average was a dismal .181. When Ryan Zimmerman injured his hamstring in July,

the Nationals made a deal with Cleveland to bring in infielder Asdrubal Cabrera. The move essentially guaranteed that Espinosa would stay on the bench and could eliminate almost any meaningful playing time for him this season once Zimmerman is cleared to return. “I’ve been working on my swing a lot in the cages. I’ve been feeling good and sticking to my routine,” Espinosa said. “Obviously, with Asdrubal doing well for us, [I’m] not going to get the at-bats. The dog went missing after Holmes and Cruise took her to a friend’s house in Beverly Hills on Sunday and slipped through the front gate. The family has posted 50 reward signs around the area, and has issued a pet Amber Alert to notify neighbors of the dog’s disappearance. TMZ said the area around Holmes’ home is popular with coyotes. Holmes and Cruise adopted the 1-year-old dog just before they moved from New York to Calabasas, Calif., a few weeks ago. (EXPRESS)
