A Boy Scout honors the past ALEXANDRIA Griffin Burchard first spotted Douglass Memorial Cemetery — named for orator and abolitionist Frederick Douglass — while on a service trip in Alexandria with his Boy Scout troop about three years ago. The Scouts were supposed to be removing faded wreaths from pristine rows of graves inside Alexandria National Cemetery. But Burchard’s eyes were drawn to the run-down plot just down the street. “I noticed that, unlike all the other cemeteries in the complex, it was not being kept up,” Burchard, 16, said. “There were fallen leaves, signs of flooding, and trees with limbs hanging so far over you couldn’t even read the sign that says, ‘Douglass.’ ” Last Thursday, Burchard stood in that same cemetery, now swept clean of debris, and smiled as he watched a fellow Boy Scout whip away a black cloth to reveal a brand-new sign for the plot. It was the culmination of a months-long restoration project

Burchard paid for the sign, which cost about $200, by recycling extra copper and aluminum siding taken from his house. His restoration work has spurred the city to take action as well. City officials recently obtained a roughly $10,000 grant from the state of Virginia to survey the plot and determine how many people are buried there. Mahi-mahi catch bests recent record The Maryland fishing record for mahi-mahi had been set only three weeks earlier, but it was broken Friday by a Pasadena, Md., woman who was taking part in a tournament in Ocean City, according to the state Department of Natural Resources. Kristy Frashure’s catch of a 74.5-pound mahi-mahi broke the record of 72.8 pounds set in late July by Jeff Wright, of Cambridge, Md. Before that, the record had stood for 34 years. VIRGINIA The city of Norfolk, which wants to remove a Confederate monument from its downtown business district, filed a federal lawsuit Monday challenging a Virginia law that city officials say is blocking their plan to relocate the statue to a cemetery. The law, enacted in 1904 and amended several times, bars the removal or alteration of public war memorials in the state. In Charlottesville, Confederate-heritage enthusiasts have relied on the preservation law in litigation that has stopped officials from taking down two Confederate statues. The efforts in Norfolk, Charlottesville and elsewhere are part of a broad push in recent years to banish Confederate imagery from public spaces. Critics argue that other iconography honoring Old Dixie is symbolic of institutionalized white supremacism. In 2017, the Norfolk City Council passed a resolution saying it intended to move a city-owned Confederate monument from a downtown intersection to Elmwood Cemetery. But the resolution said no action would be taken while the preservation law remained, because violating it could lead to financial penalties. After the Charlottesville City Council voted to remove a statue of Confederate Gen. Robert E. Lee, statue defenders sued the city in March 2017, citing the preservation law. Five months later, hundreds of white supremacists descended on Charlottesville for the Unite the Right rally. Stunned by the deadly street violence and outpouring of

This year, a judge in Charlottesville Circuit Court decided that the preservation law applies to the Charlottesville statues. The next step for the city is an appeal to the Virginia Supreme Court. The Norfolk City Council reacted to the 2017 Charlottesville violence by resolving to remove the 112-year-old statue from downtown. Two activists sued the city in state court, trying to force action on the resolution, even with the preservation law. That lawsuit was dismissed last month.

Northam warns of economic slowdown in Va. POLITICS Gov. Ralph Northam painted a sunny picture of Virginia state finances to legislative committees Tuesday, but he warned of a coming economic slowdown because of the trade war with China and other uncertainties. Northam said state finances are “in a good place.” Virginia ended its last fiscal year with a surplus of $797 million. Unemployment has held steady at 2.9%, and Northam took credit for landing more than $20 billion in business investment. “This is a record,” he said. Northam said his budget would “prioritize initiatives that level the playing field for small, women- and minorityowned businesses, reduce the unacceptable racial disparity in Virginia’s maternal mortality rate, and ensure equal access to a world-class education.” He said he wants increased spending on early childhood education and workforce development. He cautioned that while the state’s economy is in its 12th year of expansion, there are signs of a slowdown. Tariffs on agricultural products sold to China have “hurt our farmers in Virginia,” Northam said. Northam said the growing federal debt also will be a drag on consumers. The number of riders on the route increased by more than 80% in June and July over typical numbers, Metro spokesman Ian Jannetta said. Anticipating more riders during the shutdown, Metro nearly quadrupled the number of scheduled trips on the route each weekday, from a total in both directions of 14 to 52. But some of those trips haven’t run as scheduled, he acknowledged. In the early weeks of the shutdown, Metro’s shuttle buses between the closed stations were overwhelmed. To help, Metro pulled longer articulated buses from their regular 11Y route, Metro’s bus planning and scheduling director, Jim Hamre, told WMATA’s Riders Advisory Committee, according to a recording of the July 10 meeting shared with DC Rider by Stephen Repetski of Greater Greater Washington. Metro had anticipated that 18,000 riders would take the shuttles daily, but the numbers surged to about 30,000. “We were pulling buses left and right off of regular service and out of the garages and mobilizing drivers. We just kept putting buses in, and the line [of people] kept coming,” Hamre told the committee. Within a few weeks, shuttle ridership decreased. Charter bus companies offered additional shuttles starting July 1. Around then, the longer buses that had been reassigned as shuttles were returned to the 11Y route, but Hamre said not enough drivers signed up

At a stop on the 11Y Metrobus route last Thursday afternoon, riders laid odds as if they were Vegas bookmakers. “Fifty-fifty,” said a woman at 14th Street and Pennsylvania Avenue NW in downtown D.C., weighing the chance the next 11Y bus would have room to take her home to Alexandria. “Seventy-thirty,” said another woman waiting nearby. Told that was more optimistic than the first woman, she said, “I was thinking fifty-fifty. But I decided to be nice because Metro is up against a lot.” Metro spokeswoman Sherri Ly said last week that the massive platform replacement project that closed six Yellow and Blue Line stations south of Reagan National Airport beginning May 25 is on track to be finished in time for the stations to reopen Sept. 9 as scheduled. That day can’t come fast enough for riders on the 11Y route between Potomac Park and either Mount Vernon or Hunting Point, who have seen crowds swell with riders displaced from the closed stations. Metro has struggled to run as many additional 11Y buses as planned during the shutdown. “The bus has just been jampacked, just completely full,” said Lauren Lobrano, who has posted several complaints on Twitter. Italian PM resigns amid instability ROME Italian Premier Giuseppe Conte resigned Tuesday, blaming the collapse of his 14-month-old populist government on his rebellious and politically ambitious deputy prime minister, who triggered a political crisis in a gambit to force early elections that could bring the right-wing, anti-migrant leader to power. Addressing the Senate, Conte scathingly quoted Matteo Salvini’s own recent demands for an early election so he could gain “full powers” by grabbing the premiership. Religious right hails Trump POLITICS When Donald Trump assumed the presidency, conservative religious leaders drew up “wish lists” of steps they hoped he’d take to oppose abortion and rein in the LGBTQ-rights movement. With a flurry of recent actions, Trump’s administration is now winning their praise for aggressively fulfilling many of their goals. CLIMATE CHANGE Greenland is where Earth’s refrigerator door is left open, where glaciers dwindle and seas begin to rise. New York University air and ocean scientist David Holland, who is tracking what’s happening in Greenland from both above and below, calls it “the end of the planet.” He is referring to geography more than the future. Yet in many ways this place is where the planet’s warmer and watery future is being written. Summer this year is hitting Greenland hard, with recordshattering heat and extreme melt. By the end of the summer, about 440 billion tons of ice — maybe more — will have melted or calved off Greenland’s giant ice sheet, scientists estimate. That’s enough water to flood Pennsylvania or the country of Greece about a foot deep. Between just July 31 and Aug. 3, more than 58 billion tons melted from the surface. That’s over 40 billion tons more than the average for this time of year. And that 58 billion tons doesn’t even count the huge calving events or the warm water eating away at the glaciers from below, which may be a huge factor. One of the places hit hardest this hot Greenland summer is on the southeastern edge of the giant frozen island: Helheim, one of Greenland’s fastest-retreating glaciers, has shrunk about 6 miles since scientists came here in 2005. Several scientists, such as NASA oceanographer Josh Willis, who is also in Greenland, said what’s happening is a combination of man-made climate change and natural but weird weather patterns. Glaciers here do shrink in the summer and grow in the winter, but nothing like this year. This year is approaching but

Facebook is launching a longpromised tool that lets you limit what it can gather about you on outside websites and apps. The company said Tuesday that it is adding a section where you can see the activity that Facebook tracks outside its service via its “like” buttons and other means. You can choose to turn off the tracking; otherwise, tracking will continue. Formerly known as “clear history,” the tool will now go by “off-Facebook activity.” The feature launched in South Korea, Ireland and Spain on Tuesday. The company did not give a timeline for when it might expand it to the U.S. and other countries, only that it will be in the “coming months.” Blocking the tracking could mean fewer ads that seem familiar — for example, a pair of shoes you decided not to buy, or a nonprofit you donated money to. But it won’t change the actual number of ads that you’ll see. Even if you turn off tracking, Facebook will still gather data on your off-Facebook activities. ‘I have to get myself right’ Finally placed on the injured list, struggling pitcher Doolittle resting and working to reclaim role as Nats’ closer NATIONALS It was almost 4 p.m. and the Nationals’ relievers were expected on the field for pregame stretch. But Sean Doolittle didn’t budge. He stayed at the end of a leather couch in the visitors clubhouse at Pittsburgh’s PNC Park on Monday. His left hand held a pen instead of a baseball. He stared into a printed-out crossword puzzle, rubbed his temples, then walked to his locker. That was it. This is Doolittle’s reality, at least for now, until he feels good enough to get back on the mound. The closer was placed on the 10day injured list on Sunday with right knee tendinitis. The diagnosis could have been arm fatigue. Doolittle has never pitched this much, or been healthy this much in one season, and that finally resulted in a sixth blown save and need for rest. He did two workouts Monday to strengthen the area around his knee. He’s

expected to resume throwing, starting with a light catch, in the coming days. And he’ll otherwise wait, and think, and hope that time off will set him straight for the pennant race. Going into Tuesday night’s game, the Nationals had won seven of eight and sat atop the NL wild-card standings. But they have relied on Doolittle all season and it’s hard to like their chances if he doesn’t turn it around. Doolittle has a 7.36 ERA in 15 appearances since the All-Star break. He has allowed 10 home runs this season, four more than his previous career-high, and still leads the league with 49 games finished. Manager Dave Martinez has already repeatedly stated that Doolittle will again be his closer upon returning. Doolittle, always introspective, feels the situation is more nuanced than that. “I mean that’s awesome to get

That’s a good round of five. That’s not me. The team deserves better, and I have to get myself right.”

Hold Steady stretches its boundaries

Their never-ending story The 2009 VMAs ensured that Kanye West and Taylor Swift would forever be linked The moment

Whether you were watching from a couch, a dorm, a bar or Radio City Music Hall, where the 2009 MTV Video Music Awards were taking place, it was the rare moment where everyone had the same reaction: Did that just happen? One minute, a 19-year-old Taylor Swift was accepting the prize for female video of the year. Then, suddenly, Kanye West snatched her microphone. “Yo, Taylor, I’m really happy for you, I’mma let you finish,” West said. “But Beyoncé had one of the best videos of all time.” As he watched that night of Sunday, Sept. 13, Van Toffler — then the president of MTV Networks Music Group — was in shock. “It was like someone shot Bambi in front of the world,” Toffler recalls. The Nashville prodigy and the hip-hop phenom shared little in common, but those 15 seconds left them intertwined in ways neither could have anticipated.

The aftermath

“What happened to you as a child?? Did you not get hugged enough??” Kelly Clarkson wrote on her blog. “It’s like u stepped on a kitten,” tweeted Katy Perry. Everyone had an opinion about what Kanye did. West’s apology on his blog (“I’m sooooo … i’m in the wrong for going on stage and taking away from her moment!”) did little to stem the outrage. But there was an uncomfortable undercurrent to much of the reaction, which hip-hop journalist Tracii McGregor says seemed to cast West as the angry black man going after the demure young white woman. “It looked really bad,” she says. A rare appeal for perspective came from JAYZ, Beyoncé’s husband and West’s longtime collaborator. Sure, West’s interruption was “inappropriate,” he told a radio interviewer, but West “didn’t kill anybody. No one got harmed.”

Kanye spirals

It would be years before West opened up about his mental health struggles, as he was hospitalized in 2016 under a psychiatric hold after erratic behavior, and, two years later, revealed his bipolar diagnosis on his album “Ye.” Back then, people just wanted to rationalize how he could go after a teenager on live TV. During an appearance the night after the VMAs on NBC’s “The Jay Leno Show,” West issued another apology, then dropped out of sight for months. The VMAs moment has since cast a shadow on him, practically freezing him into a persona he has seemed determined to live up to. His behavior has included tweeting “BILL COSBY INNOCENT !!!!!!!!!!”; describing slavery as a “choice”; and endorsing President Trump — a move he acknowledged horrified liberal allies in the music business.

Taylor rises

As Swift rose to become one of the biggest stars on the planet, she, at times, seemed to cling to the role of the damsel with the microphone ripped from her hand, awash in public sympathy and affirmation. “Taylor knows exactly how to manipulate a message,” says Lainey Gossip’s Elaine Lui. In interviews after the 2009 VMAs, Swift insisted that she had accepted West’s apology. But the next year, she appeared back at the show to introduce a new ballad called “Innocent.” The lyrics were steeped in faux-forgiveness and condescension: “It’s okay, life is a tough crowd/ Thirty-two and still growin’ up now/ Who you are is not what you did.” West closed the show by performing the bombastic “Runaway.” What was it like having both stars in attendance that night? “Awkward,” was all Toffler would say.

It’s not over

Everything seemed to come full circle at the 2015 VMAs, as Swift presented West with a lifetime-achievement award. But in 2016, West invoked Swift in his song “Famous” with the lyric: “I feel like me and Taylor might still have sex/ Why? I made that b---- famous.” Swift decried it as “revenge porn.” Kim Kardashian West, Kanye West’s wife, then released a recording of a phone call that seemed to show West giving Swift a heads-up — though he apparently said nothing about calling her a “b----.” It was a reminder that Swift and West’s careers would continue to be entangled. “I don’t think that they have washed their hands of each other,” Lui says, as the 10-year anniversary of the 2009 VMAs approaches. “It wouldn’t surprise me to talk again in 10 years and have eight more chapters to unpack.” EMILY YAHR

In the 2000s, The Hold Steady nearly perfected a literary arena rock of which only Bruce Springsteen has ever matched the combined lyrical density and musical grandeur. But in 2010, keyboardist Franz Nicolay quit the band. He’s back now, and so is the vigor. On “Thrashing Thru the Passion,” the band’s album released Friday, The Hold Steady is more streamlined than ever. TELEVISION The piano is remarkable for its ability to act as a chameleon, composer Nicholas Britell muses, noting that it can produce light, poetic sound as easily as it can transform into a more intense, powerful instrument. Tenderness can emanate one moment, passionate anger in the next. Such melodies are present throughout â&#x20AC;&#x153;Succession,â&#x20AC;? the HBO drama that last year marked Britellâ&#x20AC;&#x2122;s first foray into television scoring and that, last month, earned the two-time Oscar nominee his first Emmy nod. Before recording the nominated main title theme, Britell de-tuned the piano to â&#x20AC;&#x153;make it a little stranger.â&#x20AC;? â&#x20AC;&#x153;You can draw any symbolism from that,â&#x20AC;? he jokes. â&#x20AC;&#x153;But I actually prefer listening to music that isnâ&#x20AC;&#x2122;t perfectly in tune. When things are perfect, they lose a little bit of their humanness. What I love most about hearing musicians play music is that theyâ&#x20AC;&#x2122;re real people with individual sounds and a set of emotions. When things are too perfect, you lose that.â&#x20AC;? Britell layered the title themeâ&#x20AC;&#x2122;s piano melody over a hip-hop beat,

abandoning the tinkering tune for roaring strings about 15 seconds into the 90-second track. The results Britell are dissonant but radiate gravitas â&#x20AC;&#x201D; fitting for a sometimes absurdist show, which launched its second season earlier this month and was renewed for Season 3 on Tuesday. The scheming members of the Roy family consistently snipe at one another, as do the piano keys, but all of that gives way to loud, sweeping drama from time to time. The â&#x20AC;&#x153;Successionâ&#x20AC;? score almost serves as a secondary character, adding weight to the narrative.

In collaboration with creator Jesse Armstrong and executive producer Adam McKay, Britell aimed to juxtapose the â&#x20AC;&#x153;seriousnessâ&#x20AC;? of wealth and power being so concentrated with the â&#x20AC;&#x153;crazy moments and absurdities of the story.â&#x20AC;? â&#x20AC;&#x153;The show has this very complex set of tones,â&#x20AC;? Britell says. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s this darkness but thereâ&#x20AC;&#x2122;s also this humor. The hope was that the music would capture both of those, and wouldnâ&#x20AC;&#x2122;t step on either one of them too much. â&#x20AC;Ś I found that whenever something was funny, if I made the music even more serious, it helped the humor.
