Mansfield, Mass., police said that despite warnings against the practice, many fans at a Jimmy Buffett concert Saturday at the Xfinity Center brought homemade, portable toilets for the party in the parking lot. The most common model is a 5-gallon bucket with its rim lined with a foam pool noodle for a seat, stashed inside a tent. Police estimated that 75 to 100 people were instructed to take down makeshift outhouses, but officers found seven to 10 left behind. (AP)

A strong El Nino may mean huge snow for D.C. … or almost none THE DISTRICT The significant and strengthening El Nino event in the tropical Pacific is on the cusp of attaining a rating of “strong,” which has happened only five times since 1950. The National Weather Service says this event is almost certain to last through the winter. So what exactly does the strong El Nino mean for D.C. this winter? During the five strongest El Ninos since 1950, winters either featured some of the most paralyzing snowstorms in D.C. history or hardly any snow at all. Why such variation? El Ninos tend to have two primary effects on U.S. weather that play out in complicated ways over the MidAtlantic: 1) They push the average position of polar jet stream north, which favors warmer than normal air over the region. 2) They intensify the moisture supply along the southern jet stream, increasing

basically no snow fell in the other two. A sample size of five is an impossibly small sample size to project what will happen this winter with a strong El Nino likely. All we can say is that we’ll have elevated chances of getting hit by a really big snowstorm given the likelihood of an intensified southern jet stream, but that’s only if El Nino doesn’t keep the cold air locked up well to our north. Part of the National Zoo’s indoor panda exhibit has been closed to public view because the female giant panda Mei Xiang is showing some behaviors consistent with pregnancy or “pseudo-pregnancy,” zoo officials said Tuesday. For example, she is becoming very sensitive to noise, acting restless and moving around. If she is pregnant, zoo officials said, she could give birth in 30 to 50 days. Her hormones began to rise in late July — a possible sign that she is carrying a cub.

National Cathedral dean will resign in December financial and programmatic changes, changes requiring a good 10-year commitment from a leader. The Episcopal Church requires clergy to step down at age 72 and Hall is 66. Mariann Budde, bishop of the Episcopal Diocese of Washington, will serve as interim dean, the cathedral’s governing board voted Tuesday. While Hall had been at the cathedral for only three years, he elevated the profile of the financially strapped church at lightning speed through his

outspoken activism on topics such as gay rights and gun control. The attention the patrician-looking Californian drew prompted debate about how political clergy should be, particularly at a unique house of worship often seen as “America’s church” because it hosts presidents’ funerals and communal spiritual services for national events like Sept. 11. MARYLAND A former federal police officer was charged with trying to make methamphetamine in a federal laboratory that exploded last month, injuring the ex-officer. Christopher Bartley was charged Monday in federal court in Greenbelt, Md., with a single count of attempting to manufacture methamphetamine. The explosion occurred July 18 on the campus of the National Institute of Standards and Technology in Gaithersburg, Md. Bartley was a lieutenant and supervisor with the institute’s police force, said institute spokeswoman Gail Porter. He resigned his position a day after the explosion, Porter said. He was treated for injuries he suffered in the blast. No one else was hurt. Authorities found pseudoephedrine, Epsom salt and other materials associated with the manufacture of meth. (AP)

Police say a woman and two boys have been shot at an apartment in southeast Washington following a confrontation between the two boys. Police say a 1-year-old girl left alone in a Woodbridge home accidentally called 911, leading to criminal charges against a 56-year-old woman. The girl was not injured. Police say they responded to a 911 call Sunday night. Officers found the front door open when they arrived, and the baby girl inside the home alone. BANGKOK In the grainy security video, a man in a yellow shirt sits on a bench at the crowded Erawan Shrine, removes a backpack he is wearing, and leaves it behind when he walks away. For police hunting who was responsible for Monday’s deadly bombing in Bangkok, there was no doubt about the man with youthful shaggy dark hair and glasses. “The yellow shirt guy is not just the suspect. He is the bomber,” police spokesman Lt. Gen. Prawut Thavornsiri said Tuesday. Prime Minister Prayuth Chanocha called the shrine bombing near a busy intersection that killed 20 and wounded more than 100 “the worst incident that has ever happened in Thailand.” Bangkok was rattled again Tuesday when another pipe bomb blew up at the Sathorn Pier, which is used by tourists, although no one was hurt. Prawut released several photos of the man, with and without the backpack, on social media. The images were apparently taken from closed-circuit video at the shrine before the bomb exploded. Russian police said Tuesday they have busted an international ring involved in producing contraband cheese worth about $30 million, arresting six people. The arrests are part of a government campaign to enforce a ban on imports of Western cheese and other agricultural products imposed a year ago in retaliation for U.S. and European Union sanctions on Russia. During the investigation, police raided 17 homes, warehouses and offices in the Moscow region, where they found 470 tons of the product and documents confirming the illegal activity, the police statement said. On Monday, a former Fairfax police officer was charged with second-degree murder in the 2013 shooting death of an unarmed Virginia man In the New Mexico ruling, the judge threw out an involuntary manslaughter option. Just before dawn on Thursday, Vietnam veteran Larry Yepez, 66, locked eyes with a 200-pound black bear outside his home in Midpines, Calif. Within seconds, the animal was on him, crushing his hand in its teeth and ripping his face and abdomen with its claws. There were no witnesses but Yepez said he hit the bear with a plastic flower pot and his fists before his 10-pound Yorkshire terrier, Benji, began nipping at the bear from behind, distracting it long enough to let them run into the house. The Obama administration on Tuesday proposed cutting methane emissions from U.S. oil and gas production by nearly half over the next decade, part of an ongoing push by President Barack Obama to curb climate change. The administration’s target is to cut methane from oil and gas drilling by 40 to 45 percent by 2025, compared to 2012 levels. The administration issued a rule cutting emissions from new and modified oil and natural gas wells, along with updated standards for drilling to reduce leakage from wells on public lands. (AP)

MILITARY Two women have now passed the Army’s grueling Ranger test, and even tougher and more dangerous jobs could lie ahead. The military services are poised to allow women to serve in most front-line combat jobs, including special operations forces, senior officials told The Associated Press. Based on early talks, officials say the Army, Navy and Air Force likely will not seek exceptions that close any jobs to women. Marine Corps leaders, they say, have expressed concerns about allowing women to serve in infantry jobs and may seek an exception. The services are wrapping up reviews and must make recommendations to Defense Secretary Ash Carter this fall. The officials spoke on condition of anonymity because they were not authorized to discuss the internal debate. Even if Marine leaders object, they are likely to meet resistance from senior Navy and Defense Department officials who want the military to be united on this issue. Undercutting the Marines’ reservations is that Special Operations Command is likely to allow women to compete for the most demanding military commando jobs — including the Navy SEALs and the Army’s Delta Force — though with the knowledge that it may be years before women even try to enter those fields. Women have been steadily moving into previously all-male jobs across the military, including serving in the Army’s 160th Special Operations Aviation Regiment, on Navy submarines and in Army artillery units. Friday will mark another milestone as the two women graduate

at Fort Benning, Ga., from the Ranger school, a physically and mentally demanding two-month combat leadership course. Completing the course lets the two women wear the coveted Ranger black-and-gold tab, but it does not let them become members of the Ranger regiment. Neither woman has been publicly identified by the military. The uncertainty of the Marine decision underscores the wrenching debates going on within the military over the changing role of women, and it reflects the individual identities of the services. Only a handful of jobs in the Navy and Air Force are currently closed to women. The Army and Marine Corps, however, have thousands of infantry, artillery and armor jobs that are currently closed to women. There has been a lot of debate over whether to open those positions, because they often involve fighting in small units on the front lines, doing physically punishing tasks. Martin Dempsey signed an order wiping away generations of limits on women fighting for their country, ordering a quarter-million positions open regardless of gender. They called for sweeping reviews of the physical requirements for combat jobs and gave the military services until January 2016 to argue if any positions should remain closed to women. All the services have made it clear they will not reduce any standards to allow women to qualify for the most demanding jobs. Dempsey told reporters during that 2013 news conference that he did not rule out women serving as members of special operations forces, although it might be years before they actually qualified. “I think we all believe that there will be women who can meet those standards,” he said. HEALTH The little pink pill has finally arrived. Some 17 years after the appearance of Viagra, the little blue pill that boosts male sexual function, the Food and Drug Administration on Tuesday approved the world’s first drug designed to stir a woman’s waning desire for sex, a condition that affects an estimated 1 in 10 U.S. women. But safety restrictions on the daily pill mean it will probably never achieve the blockbuster sales of Viagra, which has generated billions of dollars, The Associated Press reported. The controversial drug, flibanserin, will be marketed as Addyi and available by prescription for pre-menopausal women diagnosed with chronic and distressingly low sexual desire as soon as Oct. 17, said manufacturer Sprout Pharmaceuticals. The company will refrain from advertising directly to consumers for 18 months, to avoid creating a clamor for the new drug. Supporters of the drug hailed the decision as an end to what they called “gender bias” at the FDA that will give women more choice and control over their sexual lives. Critics, however, said the approval of what some call a “mediocre aphrodisiac” with dangerous side effects has now turned the normal range of women’s low sexual desire into a disease, with pharmaceutical companies only too eager to cash in on. The NFL’s top QB? Brash comments isolate RGIII more likely meant that he tries to maintain self-confidence. Every athlete believes he is a winner. Self-doubters don’t last long in pro sports. But everyone else keeps that inner voice to himself. Griffin once more aired it for everyone to react. For that alone, it was a dumb comment. The harsh truth is Griffin is starting because the team wants to give him one last chance to prove that trading three first-round picks and a second-rounder for his rights wasn’t a bust. Otherwise, Kirk Cousins would be starting. Griffin arrived in D.C. as perhaps the most heralded draft pick in team history, and he’s never learned the PR game. The instant buzz around him was unparalleled. Immediately delivering an NFC East title made him the town’s hottest athlete. And then Griffin was injured in the playoffs, and he’s never been the same player since. Nobody believes Griffin is the league’s best quarterback. Several offseason polls rated him among the worst. At best, he’s in the middle. Fan reaction isn’t as big of a deal as the impact those comments might have on fellow Redskins quarterbacks Colt McCoy and Cousins. And his telling WJLA that he’s the NFL’s best quarterback is simply bewildering. “I know I’m the best quarterback on this team. I feel like I’m the best quarterback in the league and I have to go out and show that,” Griffin said this week. “Any athlete at any level, if they concede to someone else, they’re not a top competitor, they’re not trying to be the best that they can be. “There’s guys in this league that have done way more than me. But I still view myself as the best because that’s what I work toward every single day.” Twitter haters instantly seized upon Griffin’s comments, which showed arrogance from someone who has spent the past two years producing more slogans than success. play with the effort and spirit appropriate” for Little League play. “I wouldn’t say vindicated. Struggling right-hander working on his delivery to improve his fastball NATIONALS After allowing six runs and getting knocked out of Friday’s start in San Francisco, Max Scherzer dissected footage of his delivery. For the first three-plus months of the season, Scherzer was one of the best pitchers in baseball, possessing a 1.82 ERA. But since July 7, he has a 5.05 ERA over eight starts. After his latest rough outing, he searched for the issue. Scherzer found that his shoulder was dropping in his threequarters delivery and his best

pitch, his fastball, was flattening out. Opponents are slugging .732 against his fastball this month compared to .388 or less in each of the previous four months. “It’s not a body mechanical thing,” he said after Friday’s game. “My legs and limbs are working in sync. It’s my arm action. It’s a small thing within my arm action where I’m not quite getting my fingers on top of the ball and it’s causing me to flatten everything out.” Scherzer said he has had this issue before and that there are several drills he can use to get his arm in the right location. “It’s going to take some work,” said Scherzer, whose next start is

Inspired by his travels through Southeast Asia, Alex McCoy is opening an international restaurant in Petworth that caters to well-heeled diners. The former chef at Duke’s Grocery will serve regional classics from lesser-known parts of Thailand as well as Australian hamburgers. He promises the concept makes sense. “A lot of Aussies live in Thailand,” McCoy says. “They have burger shops where they flip burgers and serve them with grilled pineapple and beetroot.” EXPECTED OPENING: Oct.

This Japanese noodle restaurant will be chef Jonah Kim’s first foray into the D.C. market. (He most recently cooked at Pabu in the Four Seasons Hotel in Baltimore.) Earlier this year, Kim hosted pop-ups at Mike Isabella’s G sandwich shop, previewing what’s to come at Yona. Dishes like fresh tofu with dashi, Asian pear, mushrooms and scallions suggest Kim will rely heavily on traditional Japanese ingredients and preparations. EXPECTED OPENING: Fall

Crane & Turtle in Petworth to host sake class Monday

Following the success of Chaia’s farmers market stand, the plant-based taco company will open a brick-andmortar restaurant in Georgetown. Expect the same nourishing taco combinations (like garlicky greens with goat cheese and pickled red onion) served on Chaia’s handmade corn tortillas. Yes, making tortillas from scratch is a laborious process and adds seconds to your wait time, but Chaia’s committed to wowing you with freshness. EXPECTED OPENING: Sept.

American restaurant Scarlet Oak opens in Navy Yard

Jamie Leeds, the founder of Hank’s Oyster Bar, has plans to open an Italian restaurant in Old Town Alexandria. Nicolas Flores, a Hank’s Oyster Bar alum, will serve as executive chef. In place of bivalves, Leeds’ new restaurant will focus on handmade pastas, traditional red sauce Italian dishes as well as meats cured in-house. Additionally, the 100-seat space will have a small patio nearby, as well as a predominantly Italian wine list. EXPECTED OPENING: Nov.

The final section, which concludes on a note of romantic comedy, provides a respite from the book’s heft. BOOK REVIEW “It sucks to be well-known,” says a character in the new novel by well-known author Jonathan Franzen. But if there’s an autobiographical impulse behind his new novel, “Purity,” out Sept. 1, it’s subsumed by the story’s globespanning scope. As he did in “The Corrections” (2001) and “Freedom” (2010), Franzen once again begins with a family, but his ravenous intellect strides the globe, drawing us through cleverly connected plots infused with Major Issues of the Day. When we meet the poor, fatherless child Pip — short for Purity — she is buried beneath $130,000 of student debt in Oakland. Soon, though, “Purity” pivots to a contemporary issue: the relationship between secrecy and power in the Internet age. At least partially to escape her mother’s neediness, Pip accepts an internship with the Sunlight Project, a rogue website that exposes the nasty secrets of corporations and nations. Its disruptive posts emanate from a shadowy station in the jungles of Bolivia. The Sunlight Project competes with Julian Assange’s WikiLeaks, “but Wiki was dirty,” Pip’s roommate explains. “People died because of Wiki.” The
