Staff worried former first lady might be mentally ill

Former Secretary of State Janet Vestal Kelly burst into tears while describing her difficult interactions with Maureen during McDonnell’s 2009 campaign for governor. “She was very difficult, very demanding, very diva-ish,” Kelly said. “She would exaggerate, embellish.”

About six months into the administration, Kelly said, Maureen’s chief of staff came to her saying she was “really worried” about her boss. “There were concerns that she was suffering from mental illness,” Kelly said.

Mansion staff threatened to resign en masse in a letter In 2012, Kelly testified, the entire staff at the governor’s mansion drafted a mass resignation letter, which they intended to deliver to Maureen. It deplored the “tension that permeates this building at all times” and said staffers felt like their mere presence was an “inconvenience.”

Bob came across a lot better than his wife Despite the unflattering portrait of Maureen, Kelly and a series of cabinet secretaries offered testimony that bolstered the governor’s defense. They said McDonnell did not offer special treatment to businessman Jonnie Williams Sr. in exchange for gifts — prosecutors’ central contention.
