A bear strolled Monday into a Bristol, Conn., liquor store. A taste of comfort for vets HAYMARKET, VA. All Ryan Davis ever wanted to be was a pilot. He was set to become a full-time instructor with Silver State Helicopters in Mesa, Ariz., when the company suddenly went bankrupt, during the economic meltdown of 2008. Davis joined the U.S. Army later that same year. Like the helicopter company, Davis’ career as an Army pilot didn’t last long. Three years ago, Army doctors grounded him. At the time, Davis was serving in a medevac unit that flew Black Hawk helicopters in Afghanistan to rescue wounded soldiers, sometimes taking enemy fire in the process. Davis had a back injury, which had become so acute that he could not sit for long stretches in the cockpit. While undergoing physical therapy at Fort Belvoir, Va., Davis learned about the Warrior Retreat at Bull Run, a sprawling house on 37 acres in Haymarket, Va., which gives wounded soldiers a place to escape the sometimes brutal recovery process.

It does taste a little bit like pigeon.” The cooking process at Bull Run is interactive. It’s a chance for the wounded warriors to take part in the preparation of their own meal. They might chop vegetables. If they have training, they might even get behind the stove and cook. Many of the soldiers who stay at Bull Run have been diagnosed with post-traumatic stress disorder. They tend to keep to themselves, but something about the camaraderie of the kitchen can give them a safe place to talk about their experiences. “It brings them together and they open up,” said Dan Krupp, a volunteer sous-chef. “It takes your mind off everything else, and then you’re among people who care. ... THE DISTRICT Singer Hisham Breedlove has a precise routine for staking out a performance spot inside Metro stations. The operatic countertenor places his belongings on the station mezzanine. Then, he nods a hello to the station manager, takes a deep breath and begins to belt out the first notes of a popular aria — while silently praying that no one complains. “Just one person has to go to him and say, ‘You know what, that guy is singing there, I don’t like it,’ and then by law the station manager has to tell me to leave,” said Breedlove, who has been singing in Metro stations for years. “That’s just how it is.” Breedlove is one of the region’s longtime subway buskers — a purveyor of performance art in public spaces that many commuters have come to view as an indelible, and invaluable, part of life in a bustling city. But for the musicians who earn their livelihoods playing music in or around subway stations, things have never been harder. Lawsuits have helped to codify rules and strictures on when and where they are allowed to perform. The fight for prime performance locations — like the sidewalk outside the entrances to the Gallery Place station — has become contentious, as buskers using boomboxes and amplifiers square off against rankled residents and concerned lawmakers. The increasingly complex geographic challenges for subway musicians are just some of the reasons their jobs are becoming harder and more unpredictable. “You have a lot of [police] officers who will make up their own

rules about where you can and can’t be,” said musician Mark Francis Nickens, who has been busking in and around Metro stations since 1987. “So you’ve got to know the laws. And I try to be nice about it, but I stick up for myself.” But the rules are interpreted, and enforced, in a lot of different ways. Nickens considers anywhere outside the fare gates fair game. Breedlove says he uses Metro’s signature hexagon-shaped tiles to judge where he should and shouldn’t be standing. He does venture into the underground level of the station, but he knows his presence is only allowed at the discretion of station managers. Buskers say different transit police officers and station managers have different interpretations of the rules. That’s led to more competition for the performance spots where buskers know

they’re welcome, Breedlove said. It also means a sometimes fractious relationship with Metro Transit Police. Recently, however, there’s been a crackdown on what constitutes the outskirts of Metro stations where buskers are allowed to perform. And concerns about noise at Gallery Place prompted hearings by the D.C. Council. (So far, the council has declined to enact an emergency ordinance.) The interiors of stations,

particularly the platforms, remain no-go zones for busking musicians, even though performers are commonplace on subway platforms in Boston and New York. Then there are the ubiquitous cellphones, which have begun to diminish the serendipity of passing a guitarist playing a beloved ballad. “It’s not appreciated or as revered now as much as it once was,” Nickens said of his performances, “because all you have to do is pull up your smartphone and Google any song you want, by any artist you want, and you can listen to it instantly.” But they keep going, living for the moments when a passerby approaches and offers an edifying comment: “I heard your music, and it filled me with joy — it convinced me to keep on living,” one told Nickens. THE DISTRICT The District spent $2.6 million on policing and other costs related to Sunday’s white supremacist rally and the associated counter-protests, according to a preliminary estimate from the city government. The city plans to ask the federal government to reimburse those costs. Congress budgeted $13 million this year for a fund to help the District pay for its responses to large-scale protests and events, which are common in the nation’s capital but have become more frequent during the Trump administration. The “Unite the Right 2” rally, held on the anniversary of the deadly white nationalist gathering in Charlottesville, attracted fewer than 40 supporters. But law enforcement responded with a massive presence to keep the white supremacists physically separated from thousands of counter-protesters. City officials called their response a success: No one was injured, and only one person arrested on minor charges. But critics say the city may have inadvertently encouraged more groups with provocative messages to come, by pouring so many resources into defending the First Amendment rights of Sunday’s rallygoers. A Baltimore police officer has been indicted after being recorded repeatedly punching a man in a street confrontation. Baltimore State’s Attorney Marilyn Mosby said Tuesday that Arthur Williams has been charged with first- and second-degree assault, as well as misconduct in office. Williams resigned Sunday after video emerged a day earlier of him repeatedly punching Dashawn McGrier. Both Williams and McGrier are black. Undue hardships: Vets undergoing unjustified exams “VA’s goal is to ensure all Veterans receive the benefits to which they are entitled under the law,” Curt Cashour, VA’s press secretary, said by email. “While we apologize for any inconvenience to the affected Veterans, these exams were meant to ensure VA was meeting that goal.” In addition to the inconvenience, the cost is no small matter, either. During the six-month review period, the Veterans Benefits Administration (VBA), a component of the department, spent $10.1 million on unwarranted reexaminations. “The review team estimated that VBA would waste $100.6 million on unwarranted reexaminations over the next five years,” the report said, “unless it ensures that employees only request reexaminations when necessary.” Reexaminations are deemed unnecessary when veterans qualify for exclusions, including having a permanent disability or a disability that has not substantially improved over five years. In addition to the hassle and the uncertainty for vets, reexaminations mean staffers are pulled from providing needed services. This is a management problem. “As long as VA continues to

But the Department of Veterans Affairs (VA) is doing that to thousands of disabled veterans and wasting millions of dollars in the process. A report by the VA’s Office of Inspector General said employees required veterans to undergo unwarranted medical reexaminations to continue getting benefits in over onethird of the cases studied. “While reexaminations are important in the appropriate situation to ensure taxpayer dollars are appropriately spent, unwarranted reexaminations cause undue hardship for veterans,” the report said. “They also generate excessive work, resulting in significant costs and the diversion of VA personnel from veteran care and services.” Based on its study, the inspector general estimated employees sought unwarranted reexaminations in 19,800 cases out of 53,500 during the March-August 2017 review period. That’s 37 percent of the cases and means undue hardship for lots of people.

Nebraska carried out its first execution in more than two decades Tuesday with a drug combination never tried before, including the first use of the powerful opioid fentanyl in a lethal injection. Carey Dean Moore, 60, was pronounced dead at 10:47 a.m. Moore had been sentenced to death for killing two cab drivers in Omaha in 1979. He was the first inmate to be lethally injected in Nebraska, which last carried out an execution in 1997, using the electric chair. Witnesses said that there

appeared to be no complications in the execution process, which also was the first time a state used four Moore drugs in combination. Moore remained mostly still throughout the execution but breathed heavily and gradually turned red and then purple as the drugs were administered. Media witnesses saw Moore take short, gasping breaths that became deeper and more labored. His chest heaved several times before it went still. His eyelids briefly cracked open. More than 1,000 children were molested by hundreds of Roman Catholic priests in six Pennsylvania dioceses while senior church officials took steps to cover it up, according to a landmark grand jury report released Tuesday. The grand jury said it believes the “real number” of abused children might be “in the thousands” since some records were lost and victims were afraid to come forward. The report said more than 300 “predator priests” committed the abuse over a period beginning in the mid-1950s. Wuerl, one of the highestprofile cardinals in the U.S., released a statement Tuesday that said he had “acted with diligence, with concern for the victims and to prevent future acts of abuse.” The grand jury scrutinized abuse allegations in dioceses that minister to more than half the state’s 3.2 million Catholics. Its report echoed the findings of many earlier church investigations around the country in its description of widespread sexual abuse by clergy and church officials’ concealment of it. Most of the victims were boys, but girls were abused, too, the report said. The abuse ranged from groping and masturbation to anal, oral and vaginal rape. The panel concluded that a

succession of Catholic bishops and other diocesan leaders tried to shield the church from bad publicity and financial liability by covering up abuse, failing to report accused clergy to police and discouraging victims from going to law enforcement. The report won’t result in justice for the vast majority of those who say they were molested. While the probe yielded charges against two clergymen — including a priest who has since pleaded guilty, and another who allegedly forced his accuser to say confession after each sex assault — the other identified priests either are dead or will avoid arrest because their alleged crimes are too old to prosecute under state law.

In an experiment testing how people treat robots when they act like humans, many participants struggled to power down a robot named Nao when he pleaded, “‘No! Please do not switch me off! I am scared that it will not brighten up again!” Participants were instructed to shut Nao off when they were done with a set of tasks. POLITICS President Trump unloaded on former aide Omarosa Manigault Newman on Tuesday, calling her a “crazed, crying lowlife” and “that dog,” as a clash rooted in the reality star’s accusations of racism focused new attention on his frequent disparagement of prominent African-Americans. The public conflict showed no signs of slowing, as Manigault Newman did another round of interviews to promote her tell-all book and Trump’s presidential campaign filed arbitration action against her alleging she breached a confidentiality agreement. Manigault Newman, who has painted a damning picture of Trump and alleged there is a videotape of him using a racial slur, told The Associated Press she is not going away. “I will not be silenced. I will not be intimidated. And I’m not going to be bullied by Donald Trump,” she said. COURTS Lawyers for Paul Manafort rested their case Tuesday without calling any witnesses, bringing a swift end to the evidence stage of his tax- and bank-fraud trial, which legal analysts say appears stacked against President Trump’s former campaign chairman. The decision by Manafort’s legal team not to introduce its own evidence — after two weeks of sometimes bruising testimony about the defendant — is a common tactic by defense lawyers, who often prefer to attack the government’s case by grilling prosecution witnesses instead of offering their own. Doing so can also send a signal to jurors that the burden of proving a crime rests with the prosecution, and defendants don’t have to prove their innocence. The Manafort trial is the first to arise out of special counsel Robert Mueller’s probe into Russian interference in the 2016 election, though the charges against Manafort center on his personal finances. Manafort, 69, spoke briefly in court Tuesday, confirming to U.S. District Judge T.S. Ellis III that he did not wish to testify. The jury is now slated to hear closing arguments and could begin deliberating today. GENOA, ITALY A 51-year-old highway bridge in the Italian port city of Genoa collapsed in a driving rain Tuesday, killing at least 26 people and injuring 16 others as it sent dozens of vehicles tumbling into a heap of concrete and twisted steel. Italian Premier Giuseppe Conte called it “an immense tragedy ... inconceivable in a modern system like ours, a modern country.” The disaster, on a major interchange connecting Genoa and other northern cities with beaches in eastern Liguria into France, focused attention on Italy’s aging infrastructure, particularly its concrete bridges and viaducts built in the postwar boom of the 1950s and 1960s. What caused the Morandi Bridge to fall remained unknown, and prosecutors said they were opening an investigation but had not identified any targets. Transport Minister Danilo Toninelli said the collapse was “unacceptable” and that if negligence played a role, “whoever made a mistake must pay.” Early speculation focused on the structural weakness of the span. Witnesses reported hearing a roar as the nearly 150-foot bridge collapsed in torrential rain during midday traffic on the eve of a major holiday that sees most Italians abandoning cities for beaches and mountains. Video of the collapse, showing a misty scene of crumbled concrete, captured a man screaming, “Oh, God! COLLEGE FOOTBALL University of Maryland President Wallace Loh and the school’s athletic director, Damon Evans, acknowledged Tuesday that team athletic trainers failed to properly diagnose and treat football player Jordan McNair during a workout last spring, and apologized to the player’s family for the school’s role in his death. Loh said the staff failed to recognize that McNair was suffering from exertional heatstroke and did not follow prescribed medical steps to treat it. Loh said trainers never took the player’s temperature and did not ice his body to lower its temperature, steps experts have said would likely have saved his life. McNair, a 19-year-old offensive lineman, died in a hospital 15 days later.

Loh spoke at a news conference in College Park immediately after meeting with McNair’s family. He said the university “accepts legal and moral responsibility for the mistakes that our training staff made.” Loh said he has received progress reports from an ongoing investigation into McNair’s death. “Even though the final report is not completed, I said to the family, ‘The university owes you an apology.’ ” McNair’s death has drawn scrutiny to College Park, where some ex-players and staff members have said the football program operates under a culture of abuse and bullying. War and Treaty find harmony

The pop star shows undeniable talent, but her music still misfires ALBUM REVIEW How will the story of American rap music — an art form that allows miscellaneous itty-bits of sound-junk, P-Funk, braggadocio and street mantra to converge into a miraculous whole — be told? In wide, sweeping gestures? Or in disparate, glinting fragments? It’s a question that Nicki Minaj has forced us to chew on for 10 years running. The sheer amount of magnetism, hauteur, mischief and yearning she can squeeze out of a single rhyme has made her one of the most astonishing rappers to ever do it to it. But if you’re looking for a coherent album that does justice to her multitudinous wild-styles, you’ll have to keep waiting. Her latest whiff, “Queen,” is all over the road — and where

the road leads, who even knows? Sure, Minaj still knows how to talk filthy in an array of beautiful voices, but here, she only ever sounds half-alert, making her nastiest boudoir brags feel reflexive and rote. On top of that, these new songs are way too long, and there are far too many of them. Lots of rough, too few diamonds. Still, Minaj’s brilliance has always shone from moment to radioactive moment. Surely, there must be some micro-glimmers in her latest macro-failure? Well, it’s always a thrill when Minaj goes sprinting off in a double-time cadence, as she does in “Barbie Dreams.” And you can’t get tired of her ability to hyper-enunciate isolated words — like when she pronounces those silent Ls in “guillotine” during “Coco Chanel,” a snarling duet with Foxy Brown. And that’s about it. It’s hard to imagine even the lowest-hanging fruit on “Queen” — “Ganja Burns,” “Majesty,” “Come See About Me”

That means “Queen,” which came out Friday, only feels connected to the rap zeitgeist in the saddest way — as another portrait of a visionary rapper in decline. In June, Kanye West completed his transformation from provocateur to troll, while Drake continued making music as if executing a brand strategy. And while it’s hard to imagine how those two might reverse course, it’ll always be fun to daydream about the moment that Minaj comes bouncing back. A great Nicki Minaj comeback album would be the first great Nicki Minaj album, period.

Michael Trotter Jr. and Tanya Blount-Trotter, the pride of Albion, Mich., are husband and wife and a powerhouse R&B duo who sound as though they were born to sing together. War and Treaty’s full-length album debut, “Healing Tide,” which came out Friday, is Americana in that it’s rooted in the nation’s pews, fields and street corners — all sweat and spirit and soul. Trotter wrote all 11 tunes, focusing on the glory of love. He and Blount-Trotter have huge voices, and while some moving moments come when they dial back, mostly they swing and soar, often in tandem. FILM Awkwafina was filming a scene with Rihanna for “Ocean’s 8” in the New York Times building when she walked outside. As she looked up, she saw it: The office where she used to work. The one she would take the subway to every morning, hating herself. The office where she got fired. Back then, the rapper-actresscomedian went by her real name, Nora Lum, and although she admits she was “a s---ty publicist,” getting canned still didn’t feel good. “I felt disgrace from being fired from that,” she says. “It was at a time when my dad, no one, really believed that Awkwafina would be a thing.” It was under the name Awkwafina that she released “My Vag,” a hilarious music video that was a direct response to a Mickey Avalon song with an unprintable title and an indirect response to the type of men who would write such a song. Awkwafina’s video went viral. Nora Lum’s boss sent her packing. That was in 2012. TMZ: Lovato overdose triggered by fentanyl

TMZ reported Tuesday that Demi Lovato’s near-fatal overdose on July 24 was likely the result of Oxycodone that was laced with fentanyl. Sources told TMZ that Lovato had been at a party in Los Angeles before she invited a drug dealer to her home early on the morning of her overdose. The dealer allegedly fled Lovato’s home. (EXPRESS)

In a Twitter video, YG said the airline kicked him off, claiming he was drunk, but he was “sober as a mother f---er.” YG also called American racist. Kourtney Kardashian Instagrammed a photo of herself floating in a saltwater pool with the caption “Detox” Monday, about a week after her breakup with Younes Bendjima. Kardashian was wearing a blue bikini in the photo, which may have been a dig at Bendjima. Prior to the breakup, Page Six reported that he commented on a photo of Kardashian wearing a revealing swimsuit: “That’s what you need to show to get likes?”

In a series of Instagram stories over the weekend, rapper Azealia Banks detailed her time spent at Tesla CEO Elon Musk’s Los Angeles mansion with Musk and his girlfriend, Grimes. Banks said Grimes flew her out from New York to work on music. Banks then compared the weekend to the movie “Get Out,” intimated that Musk tweeted about possibly taking Tesla private while on acid, and alleged that the couple may have wanted “some weird threesome sex” with her. A representative for Musk told Spin on Tuesday that Banks’ allegations are “absolute nonsense.” (EXPRESS)
