It wasn’t happy hour, but the beer was flowing on southbound Interstate 75 when a Budweiser truck overturned. The Florida Highway Patrol says beer cans were strewn along the highway north of Tampa early Tuesday after truck driver Malcolm Jamal Wilcox, 23, became distracted by a small dog riding in his cab and lost control of the vehicle. Much of the cargo spilled, but no one was injured in the crash. (AP)

A midair traffic stop? Almost, as a Los Angeles County Sheriff’s helicopter pursued a powered paraglider Monday that had just flown past a jail, raising concern. Paraglider Ron Nagin at first didn’t obey orders to stop, but landed a few minutes later. A sheriff’s statement said Nagin was apologetic and said he hadn’t heard them because of his loud motor. Authorities said Nagin was not spotted dropping anything and was not arrested or cited. (AP)

THE DISTRICT All the stuff Mark Andersen saved — fliers, zines, set lists, photos, audio cassettes and videotapes — he saved simply because he thought it was worth saving. He said: “That’s the essence of the punk approach. If you feel like something should be done, do it.” So he did. Andersen collected and saved mounds of ephemera connected with the rise of punk rock in Washington. It helped him write “Dance of Days: Two Decades of Punk in the Nation’s Capital,” the 2001 book he co-authored with Mark Jenkins. Then, as he led Positive Force D.C., an activist collective closely associated with the area’s punk community, Andersen created and compiled even more material. All that stuff — the research materials for “Dance of Days” and the records of Positive Force — fills eight filing cabinet’s in the

EDUCATION As Virginia’s English language learners fell further behind in state test scores this year, one poor, largely Hispanic school in Arlington County once again saw massive gains in scores. Some grades at Carlin Springs Elementary saw double-digit increases in their state test passage rates for the second year in a row, following a deliberate effort to prepare disadvantaged students for the exams and to closely track

performance on practice tests throughout the year. The repeat success suggests that the school’s efforts might be paying off, boosting scores among groups of students whose success has proved elusive on standardized tests. On Tuesday, Virginia published passage rates for the Standards of Learning (SOL) exams, annual tests that gauge students’ performance across all subjects. After Virginia increased the level of difficulty of its tests in recent years, scores have fallen. But across the state in all subjects, passage rates inched upward in the 2014-15 school year, a trend attributed in part to teachers and

A woman who was shot by a D.C. police officer Friday after she refused to drop a knife had for weeks been using synthetic drugs mixed with PCP and yelled, “I’m ready to die” moments before the officer fired his gun, according to an arrest affidavit. Renita Nettles, 22, has been recovering from a bullet wound to her left shoulder. She was in serious condition Sunday; an update from MedStar Washington Hospital Center was not immediately available Tuesday. Nettles faces charges of assault with a dangerous weapon, assault on a police officer and arson. Police said Nettles confronted officers with knives and a hammer after allegedly setting fire to her house in Northeast. (THE WASHINGTON POST)

Md. ‘Black lives matter’ sign defaced a second time Someone ripped out the word “black” from a “black lives matter” sign outside a Bethesda church Tuesday — the second such incident at that church in the past two weeks. River Road Unitarian Universalist Congregation initially displayed the sign in early July. The congregation had no problems with it until July 29, when someone cut out the word “black” from it overnight. There are no security cameras monitoring that area. (TWP)

As another protest on Ferguson’s beleaguered West Florissant Avenue began to turn rowdy Monday night, Jon Belmar was among the first to confront protesters. Wearing neither a helmet nor a shield, the St. Louis County police chief strode directly toward demonstrators, telling them to get out of the street and urging calm. “They’re not going to take the street tonight,” Belmar said. One night earlier, things turned dangerously violent when shots rang out and an 18-yearold black suspect was shot by

police after he allegedly fired a handgun into an unmarked police SUV. Police used smoke to disperse the crowd. Three officers were injured. The scene was markedly different Monday night and early Tuesday, after the St. Louis County executive declared a state of emergency, a move that gave Belmar — instead of interim Ferguson Police Chief Andre Anderson — control of security. Unlike Sunday, there was no gunfire, no injuries and no reports of looting or property damage. More than 20 people were arrested Monday night County Executive Steve Stenger said the state of emergency could be lifted today, depending upon how Tuesday night unfolded. Events marking the

anniversary of Michael Brown’s death were peaceful until Sunday night, when multiple shots were fired and Tyrone Harris Jr. was shot. He is accused of firing into the unmarked police vehicle. The four plainclothes officers inside returned fire. Harris is now hospitalized in critical condition. St. Louis County police on Tuesday released a 13-second clip of security camera footage they say shows Harris minutes before he fired at the officers. The clip shows a person police identify as Harris grabbing a handgun from his waistband and running toward a parking lot, police say, in response to other shots being fired during the protests. THE HAGUE, NETHERLANDS Dutch prosecutors said Tuesday they have found what they believe could be parts of a Buk missile system at the site in eastern Ukraine where Malaysia Airlines Flight 17 was brought down last year. The announcement represents the first time prosecutors have confirmed possible physical evidence of a missile bringing down the plane and killing all 298 people on board. Fred Westerbeke, the Dutch prosecutor leading an international criminal probe into the deadly crash on July 17, 2014, said investigations have established that the parts “probably are parts of a missile system and probably a Buk missile system.” The Buk system originally was developed by the Soviet Union. Westerbeke said he would ask Russia and other countries for help identifying the suspected pieces of a surface-to-air missile system. Prosecutors have previously said a missile strike is the most likely explanation for the crash, but they have never revealed that they have possible missile parts. However, they cautioned that

TRENDS More than three-quarters of mothers and half of fathers in the U.S. say they’ve passed up work opportunities, switched jobs or quit to tend to their kids, according to a new Washington Post poll. While it has long been clear that finding affordable, dependable child care is a daily challenge for parents of young children, the new poll provides rare data on the breadth of the problem and how it’s shaping careers for millions of American parents. The poll also signals that the issue will figure in the 2016 presidential campaign, with about twice as many Americans saying Democrats would more reliably ensure access to child care than Republicans. For many parents, scaling back at the office has become a necessity when the cost of child care strains even a middle-class salary. Roughly three-quarters of parents with children younger than 18 say care is expensive in their area, the poll shows, and a little more than half say it’s hard to find. “Ask any parent: It’s not working for them,” said Helen Blank, director of Child Care and Early Learning at the National Women’s Law Center. Over the past 30 years, average weekly child-care expenses for families with working mothers who paid for the service surged more than 70 percent — from $87 to $148, based on data from the Census Bureau. And some areas are significantly more expensive than others. The annual cost for infant care, for instance, is about $5,600 in Louisiana, compared with about $22,000 in the District, according to Child Care Aware of America, an organization focused

Advocates on the left want more public funding for child care. Those on the right would rather see tax breaks for businesses that cater to parental needs. Without any rules governing how much flexibility workplaces should offer, some parents are picking jobs based on whether they provide family-friendly benefits. Bundles of joy? You might want to think again. Life has its ups and downs, but parenthood is supposed to be among the most joyous. But in reality, it turns out that having a child can have a pretty strong negative impact on a person’s happiness, according to a new study published in the journal Demography. In fact, on average, the effect of a new baby on a person’s life is devastatingly bad — worse than divorce, worse than unemployment and worse even than the death of a partner. Researchers Rachel Margolis and Mikko Myrskyla followed 2,016 Germans who were childless at the time the study began until at least two years after the birth of their first child. They found that most couples in their study started out pretty happy when they set out to have their first child. It was only after birth that the parents’ experiences diverged. Of the new mothers and fathers whose happiness went down, 37 percent reported a one-unit drop, 19 percent a two-unit drop and 17 percent a three-unit drop. On average, new parenthood led to a 1.4 unit drop in happiness. That’s considered very severe. To put that into perspective, previous studies have found that divorce results in a 0.6 “happiness unit” drop; unemployment, a one-unit drop; and the death of a partner a oneunit drop. What a cheaper yuan means for the U.S. economy China surprised the world Tuesday by devaluing its currency, a move likely to boost exports and support the country’s flagging economic growth. The change to the currency’s value was the most dramatic in one day in two decades. Political leaders, especially in the U.S., have long complained that China leaves its currency — the yuan — at a lower value to boost its domestic industries. But the Chinese central bank argued that this change was a one-time event to let it set exchange rates in line with free market practices. Like many things in China’s economy, the currency is controlled by a mix of market forces and government decree. Each morning, Beijing sets a target for the trading of its currency against the U.S. dollar, then allows investors to buy and sell the currency for 2 percent more or less. Tuesday’s change relaxes government control over setting that rate, setting the midpoint around the market’s previous closing rate. Investors are waiting until today in China to see if the central bank really lets the market set these rates, or whether it continues to intervene. In some ways, the move to make the exchange rate more marketoriented follows what American officials have wanted. But some economists think the decision could hurt U.S. economic growth. Market forces could pressure the currency to depreciate rather than appreciate, making Chinese products cheaper compared to American goods. A cheaper yuan could also weaken American exports to China. A change for the better Nationals’ Desmond is finally starting to heat up after a rough first half of the season NATIONALS Ian Desmond finished a miserable first half with a .211 batting average and seven home runs in 348 plate appearances. The offensive struggles wore on the three-time Silver Slugger, playing in his final season before free agency. There have still been a few hiccups, but slowly, Desmond has made the adjustments in the second half to change the course of his season. Since the All-Star break, the Nationals shortstop is hitting .277 with seven home runs in 92 plate appearances. He has faced some of the NL’s best pitchers and still been productive. His surge was capped by Monday’s two-homer performance against the Dodgers, only the second multi-homer game of his career. “It feels good,” Desmond said after Washington’s 8-3 victory. “I feel good. It’s just nice to get some wins.” During his improved stretch, Desmond has deflected questions about his hitting and adjustments, instead preferring to talk about the team. Asked about

his season totals becoming more respectable with this second-half improvement, Desmond again deflected. “That’s a bit of a stretch,” he said. “It doesn’t matter. We won the game [Monday night] and it’s going to be a big road trip for us.” Nationals manager Matt Williams has noticed a change in Desmond. Watching from a side angle in the dugout, Williams has seen Desmond crouch a bit lower in his stance at the plate and control the foot stride in his swing better. “He’s not drifting toward the pitcher,” Williams said. “He’s seeing it fine. His hands are lightning quick, we know that. And if he can sit down a little bit, he sees it longer and allows him to get in the strike zone. He’s walked some lately. Just a good sign. He’s swinging it well.” A significant part of Desmond’s improvement has been because of improved pitch recognition. From 2012 to 2014, Desmond hit .259 against offspeed pitches. The quarterback will be sidelined at least 6 to 10 weeks with a broken jaw after being punched by teammate Ikemefuna Enemkpali in the locker room Tuesday morning. Smith, entering his third season, required surgery. Coach Todd Bowles made the a nnouncement before training camp practice was scheduled to start. Enemkpali, a linebacker in his

second season, was immediately released by the Jets. Bowles said Smith and Enemkpali got into an “altercation” in the Jets’ locker room Tuesday morning. “It had nothing to do with football,” Bowles said. “It was something very childish, and he got cold-cocked, sucker-punched — whatever you want to call it — in the jaw.” ESPN reported that the altercation was over a $600 plane ticket paid for by Enemkpali that Smith was to use to attend the linebacker’s football camp in Texas. Smith did not attend for personal reasons. Smith will be sidelined for the rest of the summer and likely for the first few games of the

season. The season opener at home against Cleveland on Sept. 13 is five weeks away. “Depending on how surgery goes, we’ll see where we go from there,” Bowles said. Bowles said the Jets could add another quarterback, but it appears that veteran Ryan Fitzpatrick will assume the starting job. Bryce Petty, a fourth-round pick this year out of Baylor, and undrafted free agent Jake Heaps out of Miami are the Jets’ other remaining quarterbacks. Smith took to Instagram and posted a picture of himself sitting in a car — mouth closed and looking stern — and a simple message: “ILL BE BACK.”

The daiquiri: It’s one part D.C. Trace the drink’s roots and you’ll find the city plays an integral role COCKTAILS American businessmen, sailors and congressmen are all rumored to have brought the daiquiri to Americans’ attention. While the cocktail’s origins aren’t exactly as clear as ice, the most intriguing theory about how this Cuban import came stateside can be traced to Washington, D.C. Here’s the story, as chronicled by famed cocktail historian and writer Tom Sandham: In 1896, an American businessman named Jennings Stockton Cox Jr. was working in the Cuban mining town of Daiquiri. Taking a cue from locals who drank canchancharas — a drink of rum, lime and molasses — to keep cool, Cox created his own libation: the daiquiri. The drink stayed local until 1909, when Lucius Johnson, a U.S. Navy medical officer on assignment in Cuba, introduced his compatriots to the beverage when he returned to D.C.

A classic daiquiri is made with white rum, sugar, freshly squeezed lime and nary a cocktail umbrella.

“It began being made at the Army and Navy Club right here in the city,” says Julia Hurst, the former bar director at Hogo, a now-defunct tiki bar in Shaw. According to the 1935 edition of Bar la Florida Cocktails, the classic daiquiri, Daiquiri No. 1, is made with 2 ounces of white rum, one teaspoon of sugar and the juice of half a lime, all shaken with ice and strained into a glass. “It’s a natural product of things growing together and tasting great when combined,” Hurst says. “There are very few things that contain only three ingredients and are perfectly balanced. A daiquiri is one of them.” How, then, did the daiquiri go from that simple classic to the bastardized frozen swirl we know today? You can thank the blender for that. The Waring blender, the first modern electric blender on the market, made its way to Cuba in the late 1930s. Bartenders now had a way to make more drinks at a faster pace, which brought the frozen daiquiri into prominence. Then, “corporations started

When Tig Notaro and her “Professor Blastoff” co-hosts announced last month that they were ending the podcast after four years, I wondered if Notaro’s D.C. comedy festival, the Bentzen Ball, would suffer a similar fate. After all, it’s been a busy year for the deadpan comedian. She’s the subject of two documentaries — Showtime’s “Knock Knock, It’s Tig Notaro” and Netflix’s “Tig” — and on Aug. 22, HBO will premiere her first stand-up special, “Boyish Girl Interrupted.” She’s also set to star in her own Amazon series, co-written by Diablo Cody and produced by Louis C.K. Luckily for D.C., Notaro hasn’t taken her eye off the Bentzen Ball. Today, Brightest Young Things, which organizes the event, will officially announce this year’s festival, set to run Oct. 1-4. The festival will open at the Lincoln Theatre with a live reunion of Comedy Central’s late-’90s cartoon, “Dr. Katz, Professional Therapist.” The ahead-of-its-time, crudely drawn sitcom starred Jonathan Katz as a therapist whose patients included comedians and actors (often playing themselves). Laura Silverman (who voiced his receptionist) and Janeane Garofalo will appear alongside Katz and Notaro, with TBA special guests. “We feel like in many ways ‘Dr. Katz’ is the godfather of the kind of comedy that is the Bentzen Ball,” says BYT founder Svetlana Legetic, adding that this is the only “Katz” reunion scheduled for the East Coast.

(Tickets are $35 and go on sale at 10 a.m. Friday via Ticketfly.) BYT is also, for the first time, releasing a limited amount of four-day Bentzen Ball passes, good for entry into the Lincoln on all four nights. (The $100 pass goes on sale at 9 a.m. today through Eventbite.) For now, the “Dr. Katz” reunion is the only show being announced, but Legetic says Notaro will do stand-up at one of the other three Lincoln shows. (She will also likely drop in, unannounced, at the smaller shows, as she has in the past.) “There will be some [comedians] coming back but a lot of the shows are special, one-of-a-kind shows,” Legetic says. “It will allow us to have more improv talents and hosts to [show] the breadth of the comedy offerings — as opposed to just the straightforward stand-up format.”

The Washington area gets plenty of big-name touring comics throughout the year, but the Bentzen Ball — now in its fourth year — is the highlight of D.C.’s comedy calendar. You can revisit past festival lineups to get a sense of who might perform this year, but it’s always a solid mix of established names and up-andcoming comics, improvisers and musicians, most of whom are friends with Notaro. Despite her busy schedule, she’s actively involved in the planning, curating the lineup herself (even down to the local comics who appear at almost every show). “We are 100 percent, multiple times a week in [contact] with Tig,” Legetic says. “She’s involved in every decision. Leonardo DiCaprio and Martin Scorsese are collaborating again, this time on an adaptation of a historical novel. Deadline reports that Scorsese will direct “Devil in the White City,” based on the 2003 book by Erik Larson, which details the design of the 1893 World’s Fair in Chicago and the serial killer who terrorized the city. DiCaprio will play H.H. Holmes, known as America’s first serial killer. No other details or cast have been announced. (EXPRESS)
