‘It should be a CRIME to beat the police in doughnut eating!’

A North Carolina man celebrated out-eating some police officers, only to find out that he couldn’t outrun them. Authorities arrested 24-year-old Bradley Herbert Hardison of Elizabeth City on Wednesday in connection with two break-ins, one day after he won the adult division of a doughnuteating contest at the Elizabeth City Police Department’s National Night Out Against Crime. Hardison ate eight doughnuts in two minutes. (AP)

A 78-year-old Florida woman tried to fly on an international trip from Detroit Metropolitan Airport with almost $41,000 in cash hidden inside her girdle, bra and carry-on bag, federal authorities said. A complaint filed Friday in U.S. District Court in Detroit said the woman was trying to board a flight April 2 to the Philippines. She initially said she had $200 in cash but submitted a form declaring she had $1,200, prompting questions. (AP)

Police in New York are on the hunt for a prolific bank robber who wears many hats. Police say the man donned a range of wacky headpieces as he committed eight bank robberies in Nassau County over the course of 2 ½ months ending July 23. Surveillance photos show the robber wearing a floppy white hat at one bank. At another, he accessorized with a baseball hat that had a picture of President Barack Obama on it. (AP)

SketchFactor, a free iPhone app that maps whatever users deem “sketch,” launched Friday. The Internet rushed to call the app created by former D.C. residents racist, predicting that skittish white people would overreport danger in predominantly non-white areas. Another reason for skepticism: By late Saturday, about 35 percent of 250 D.C.-area reports were either silly or wholly benign. H.J.M.

THE DISTRICT Driving a streetcar through 21st-century Washington takes patience — and quick hands. Davinia Reid has both. Among the incoming threats along H Street and Benning Road NE during a series of passengerfree practice trips last week were what Reid calls the “cut-in cars.” “I just had one cut from the left side of me to make a right turn,” Reid said. Earlier that morning, the crew of trained drivers trying to complete some of their “stick time” — the required hours at the controls in live traffic — was delayed by a fatal single-car crash. The day

before, paramedics blocked a stretch of the 2.2-mile line. “It’s real life,” said Reggie Sanders, spokesman for D.C.’s Department of Transportation. But it often felt like a video game — albeit a low-speed one, where, amid the lines of traffic and smog-belching long-haul buses, the player or her operator buddy had to keep getting out of the cab to firmly but politely tell people to move out of the way. With Lou Brusati, manager of D.C.’s streetcar operations contractor, at the controls, Antoinette Washington stepped off to nudge the driver of a Cadillac Escalade to clear out of their path.

“How do you acclimate people that we’re putting a streetcar back in?” Brusati said. It’s about getting it in people’s heads — getting “the guy running into 7-Eleven to pull all the way in. There’s 130 people on the streetcar. Do I really want to delay them?” Washington was the first person in more than a half-century to guide a streetcar down H Street on its own power, a milestone moment in December that still leaves her emotional. By last week, things had become more routine. Washington now sounds like an old streetcar hand. The first thing she wants you to know about

Girl, 2, shot and killed in Pr. George’s County

Strict new curfew law takes effect in Baltimore

Police are searching for a suspect after a 2-year-old girl was shot and killed Sunday afternoon when she was struck by a bullet fired outside the Landover, Md., townhouse she was inside, Prince George’s County police said. The toddler was taken to a local hospital where she died. She was shot after a dispute between two men outside the home, police said. One of the men went to his car to get a gun and then fired multiple shots into the home where police believe he thought the other man was at the time. (THE WASHINGTON POST)

Baltimore’s children and teenagers will be spending more time indoors under a new curfew law that took effect Friday. City council members voted overwhelmingly for the law in June. Among the nation’s strictest curfews, it requires children under the age of 14 to be indoors by 9 p.m., and teenagers between 14 and 16 years old to be inside by 10 p.m. on weeknights and 11 p.m. on weekends. Violators will be taken to local curfew centers staffed with counselors, and their parents could face fines of up to $500. (AP)

streetcar drivers is that they aren’t streetcar drivers. They are streetcar operators, she said. “There’s no steering wheel. It’s basically a handle. Forward to accelerate, back to stop,” said Washington, a former bus driver. And they can’t swerve. When drivers dart in front, Reid added, they’re missing the fact that “our stop times are not as quick as a regular car might be.” Staying smooth is one of the challenges. Said Brusati: “Most people have never dealt with 750 volts before. It’s the same thing that’s on the third rail [of Metro], but it’s overhead.”

THE DISTRICT On the iconic poster of Rosie the Riveter, the woman working in a factory during World War II, she rolls up her sleeve to proudly reveal her muscular arm. But Crena Anderson, a real-life riveter, never showed off when she went to work to make airplanes during the war. Her husband was fighting; her brother had been killed in the Air Force; she had taken just a short leave of absence to have a baby. She was worried about finding a babysitter, earning enough money, doing her job well — and about her arms. “It made me big muscles,” she said. “I was ashamed to wear a short-sleeved dress.” Anderson, now 89, reminisced Sunday about the unique challenges and opportunities of women who worked during the war with four of her fellow female factory workers — women who now refer to themselves as Rosies.

Dorothy McMann, 89, talked about the novelty of coming from rural Augusta County, Va., to work in an aircraft factory in Baltimore. “It was something I never dreamed of doing, but after I learned how, I loved it,” she said. Ruth Kline Staples had a copy of a 1943 magazine. Her photograph was on the cover, showing her shoveling dirt at the railroad yard. The five women, who attended two events in the D.C. area Sunday, were marking the launch of a nationwide program for the country’s remaining living Rosies. The program, run by the organization Thanks! Plain and Simple, encourages cities to pick a project that Rosies can do with younger generations. The goal is twofold — to educate young people about the role of women in World War II, and to involve the Rosies, many of whom have become isolated, in community projects. The element of surprise has a big impact on how we feel: We’re happier when satisfied unexpectedly than when we’re certain about a positive outcome in advance, according to a new model of happiness. MEERI KIM (THE WASHINGTON POST)

The study The study made a mathematical model of happiness, which, according to the Daily Telegraph, is as follows: Happiness = baseline average mood + what you can settle for + what you’ll get on average if you gamble + the difference between that and what you actually get.

Say what? Say you go to a restaurant where the food was the best you’ve ever had. According to the happiness equation — being published online today in the Proceedings of the National Academy of Sciences — you would actually be happier at the end of the meal if you had expected it to be just average, as opposed to assuming it would be as delicious as it was. “Happiness is not about how well you’re doing in general, but rather if you’re doing better than expected,” said study author and neuroscientist Robb Rutledge.

So, expect nothing? No. This doesn’t mean that having low expectations is the path to happiness, because the model also shows that such pessimism leads to discontentment while you wait for an outcome.

The Times’ puzzle editor since 1993, Will Shortz, told New York Magazine he’s been using hip-hop terms since the beginning of his tenure (like a February 1994 reference to Ice-T, below). “Even if you don’t listen to rap music, you can’t avoid it,” Shortz told New York Magazine. That maxim doesn’t apply to country music, however — Shortz told the magazine his crossword writers are too urban for that. (EXPRESS)

For the second time in less than a week, Israel and the Hamas militant group accepted an Egyptian cease-fire proposal Sunday, clearing the way for the resumption of talks on a longterm truce to end a month of heavy fighting in the Gaza Strip that has taken nearly 2,000 lives. A similar three-day truce last week collapsed in renewed violence over the weekend. (AP)

Poch Younly wrote of Khmer Rouge abuses in his secret diary in the 1970s.

Diary helps bring Cambodia justice PHNOM PENH, CAMBODIA It was an extraordinary act of defiance, and it was extraordinarily risky. But all he did was take out a pen, and write. Nearly 40 years ago, Cambodian school inspector Poch Younly kept a secret diary vividly recounting the horrors of life under the Khmer Rouge, the radical communist regime whose extreme experiment in social engineering took the lives of 1.7 million Cambodians from overwork, medical neglect, starvation and execution. Acutely aware that he could be killed if discovered, Younly hid the diary inside a clay vase. In those dark days, when anyone deemed educated was a threat, he had no right to own so much as a pen and paper. “Why is it that I have to die here like a cat or a dog … without

any reason, without any meaning?” he wrote in the spiralbound notebook’s last pages. Younly did not survive that era. But his diary did. It was part of the vast case file which last week helped convict the only two surviving Khmer Rouge leaders still facing justice — 83-year-old former president Khieu Samphan and 88-year-old Nuon Chea, right-hand man of the group’s infamous late leader, Pol Pot. On Thursday, a U.N.-backed tribunal sentenced both men to life in prison for crimes against humanity. The diary is “the story of all of us who survived,” said Youk Chhang, who runs the Documentation Center of Cambodia, which has amassed millions of documents, photographs, films and verbal testimonies from the Khmer Rouge era. U.S. leaders weigh role in Iraq Developments

Obama adhered to his doctrine by launching strikes, but some say he must go even further

HASAN JAMALI (AP)

WASHINGTON In making the case for U.S. airstrikes against Islamic State militants in Iraq, President Barack Obama is drawing on the doctrine he outlined less than three months ago, when it seemed he was trying to avoid potential U.S. military action anywhere. In a May speech at the U.S. Military Academy, Obama said he would use military force under two scenarios: a direct threat against Americans or U.S. interests, and a humanitarian crisis on a scale that he said would “stir the conscience.” On Thursday night, when he announced that he had authorized airstrikes and humanitarian airdrops in Iraq, Obama argued that both conditions were being met. The airstrikes have targeted militant vehicles and mortars firing on Irbil — home to a U.S. consulate and about three dozen American military trainers — and also are aimed at limiting Islamic State fighters’ advances and helping Iraqi forces regain control. U.S. and Iraqi aircraft also have dropped humanitarian aid for the minority Yazidis, thousands of whom have been stranded on a scorching mountaintop since the Islamic militants seized Sinjar, near the Syrian border, last week. The deteriorating situation appears to fall within the parameters for military action Obama outlined. Yet the shift from a theoretical argument about using force to actually doing just that will test the scope of his policy. Already Obama is facing the question of why Iraq’s besieged religious minorities are worthy of U.S. military support, but not

KURDS MAKE GAINS: Aided by U.S. airstrikes, embattled Kurdish forces began to reverse a string of losses Sunday, expelling Islamic State extremists from two northern Iraqi towns. Makhmour and Gweir, the first areas targeted in the U.S. air campaign, were cleared of the al-Qaeda-inspired militants on Sunday, Kurdish officials said.

ON THE USE OF FORCE IN IRAQ

those in the civil war in Syria, where 170,000 people have died. The same question could apply to the violence in the Central African Republic or the Congo. Frederic Hof, a senior fellow at the Rafik Hariri Center for the Middle East, said that even though he welcomed Obama’s decision in Iraq, it was inevitable that “those who have called for a similar humanitarian

intervention in Syria will wonder why Iraq and why not Syria.” Critics say that if Obama had applied a similar doctrine to Syria, he could have averted the current crisis in Iraq. The Islamic State has its roots in Syria. There has been little overt criticism of the president’s decision to launch attacks aimed at protecting the Americans. But there are questions about the

scope of the mission, which appears focused on containing the Islamic State, but not wiping out the militant group all together. Sen. Lindsey Graham, R-S.C., said on “Fox News Sunday” that the militants threaten not just Iraqis but also Americans. He said Obama’s strikes were insufficient to turn them back. “They are coming here,” Graham said about the militants. “This is just not about Baghdad. This is just not about Syria. It is about our homeland.” Obama has insisted he will not put American combat troops on the ground in Iraq, nor will he allow the country to be “dragged back” into a lengthy war there yet again. “Ultimately, only Iraqis can ensure the security and stability of Iraq,” he said Saturday. “The United States can’t do it for them, but we can and will be partners in that effort.”

A GROWING ISLAMIC STATE: U.S. spy agencies have begun to see groups of fighters abandoning al-Qaeda affiliates in Yemen and Africa to join the rival Islamic State, said U.S. officials, who expressed concern that the militant group may start placing greater emphasis on carrying out attacks against the United States and its allies. WHERE DOES THE PUBLIC STAND?

Americans have been ambivalent toward further military action in Iraq. A June Washington Post-ABC News poll found that 45 percent supported launching airstrikes against Sunni extremists in the country and 30 percent supported deploying ground troops. (THE WASHINGTON POST)

Tony Stewart pulled out of Sunday’s NASCAR race at Watkins Glen.

Stewart ‘visibly shaken’ Driver pulls out of NASCAR race hours after he struck and killed a sprint car driver NASCAR The collision was as common as any in racing. Kevin Ward Jr.’s car spun twice like a top, wheels hugging the wall, before it plopped backward on the dimly lit dirt track. In a sport steeped with bravado, what happened next was another familiar, but treacherous, move: Wearing a black firesuit and black helmet, the 20-year-old Ward unbuckled himself, climbed out of the winged car into the night and defiantly walked onto the track at Canandaigua Motorsports Park. He gestured, making his disgust evident with the driver who triggered the wreck with a bump: three-time NASCAR champion Tony Stewart.

Ward, a relative unknown compared to NASCAR’s noted swashbuckler, was nearly hit by another passing car as he pointed with his right arm in Stewart’s direction. As he confronted Stewart in his passing car, disaster struck. Ward was standing to the right of Stewart’s familiar No. 14 car, which seemed to fishtail from the rear and hit him. According to video and witness accounts, Ward’s body was sucked underneath the car and hurtled through the air before landing on his back as fans looked on in horror. Ward was killed. Stewart, considered one of the most proficient drivers in racing, dropped out of Sunday’s NASCAR race at Watkins Glen, hours after Saturday’s crash. And the sport was

Criminal charges? On Sunday, Ontario County, N.Y., Sheriff Philip Povero said that criminal charges have not been ruled out, but that investigators also don’t have any evidence at this point to support criminal intent. “Stewart is free to go about his business,” Povero said. The sheriff renewed a plea for spectators to turn over photos and videos of the crash. (AP)

left reeling from a tragedy that could have ripple effects from the biggest stock car series down to weeknight dirt track racing. “There aren’t words to describe the sadness I feel about the accident that took the life of Kevin Ward Jr.,” Stewart said in

a statement. Authorities questioned the 43-year-old Stewart once on Saturday night and went to Watkins Glen to talk to him again Sunday. They described him as “visibly shaken” after the crash and said he was cooperative. The crash raised several questions: Will Ward’s death cause drivers to think twice about ontrack confrontations? Did Stewart try to send his own message by buzzing Ward, the young driver, only to have his risky move turn fatal? Or did Ward simply take his life into his own hands by stepping into traffic in a black firesuit on a dark track? The only one who may have that answer is Stewart. DAN GELSTON AND JOHN WAWROW (AP)

Redskins coach Jay Gruden said that cornerback DeAngelo Hall, left, suffered a bruise, and nothing more serious, when he landed on his back at the end of a play in one-on-one drills Sunday morning. REDSKINS

Redskins defensive end Jason Hatcher rehabs his knee last week during training camp in Richmond.

Hatcher ‘excited’ to be back on practice field Coach Gruden says defensive lineman will bring an inside presence to the Redskins’ pass rush REDSKINS Redskins defensive end Jason Hatcher joined his teammates on the practice field Saturday after spending the first two weeks of training camp on the physicallyunable-to-perform list as he recovered from knee surgery. One of Washington’s highestprofile free agent acquisitions this offseason, Hatcher had arthroscopic surgery on his left knee on June 20. The last two weeks completed a seven-week rehabilitation process, and after passing a physical on Saturday, the 6-foot-6, 299-pound Hatcher received the green light to practice.

“I’m real excited, man,” Hatcher said after practice. “It feels like forever since I’ve been on the field.” Hatcher will not play in the team’s second preseason game on Aug. 18 against Cleveland. But it’s possible that he will suit up for the third preseason game on Aug. 23 at Baltimore. “Slowly but surely. … We’ll see how he does,” Redskins coach Jay Gruden said. The Redskins lured Hatcher away from the Cowboys in March after the 11th-year veteran recorded a career year with 11 sacks, 41 tackles and three pass

breakups. Washington awarded Hatcher a four-year, $27.5 million deal that includes $10.5 million guaranteed money — all of which is owed to him this season. Until last season, Hatcher had never had more than 4.5 sacks in a season. But Redskins coaches and officials believe that if all goes according to their plans, he can thrive in a role that is tailored to him and significantly bolster Washington’s pass-rush efforts. “We brought him here to rush the passer,” Gruden said, later adding: “Jason is going to be another element to [our pass rush]; an inside presence pass-rushing. … He’s a dominant player. He’s going to be an added impact to our team once he gets healthy.” MIKE JONES (THE WASHINGTON POST)

On Sunday, he welcomed a Make-a-Wish teen, Jamia Johnson, as his guest of honor, and after practice, he had her sign his practice jersey. “When I was growing up, I always wanted to meet my childhood — not idols — but guys I looked up to, role models,” Griffin said. “If I had met Michael Jordan and he asked for my autograph, I would’ve been shocked. … I think it means something to them, and if I’m their first autograph, then it’s an honor to me.” (THE WASHINGTON POST)

Things to know about O’Bannon vs. NCAA ruling On Friday, a federal judge ruled the NCAA violates antitrust law by prohibiting athletes from being paid. There’s a lot to be determined in the wake of the ruling, which will be appealed by the NCAA, but here are a few things to keep in mind. CINDY BOREN ( THE WASHINGTON POST )

There’s no pay-for-play This decision doesn’t usher in an era of pay-for-play or endorsement deals. Money is to be held in trust until the athletes’ college careers end. While they are students, they can receive only a scholarship or another figure covering the full cost of attending college.

Some things won’t change The NCAA can still set rules governing eligibility, the number of scholarships and practices. It still has the power to keep athletes from signing endorsement deals.

But change could come soon Because the changes will not be stayed while the NCAA is appealing, the next recruiting cycle is likely to be the one affected. That means athletes who enroll in colleges on or after July 1, 2016.

Other factors Unionization could gain steam. And there is an antitrust lawsuit filed that argues the NCAA cannot cap player compensation at the value of an athletic scholarship.

Now she’s a devotee of programs like “Downton Abbey,” “Mad Men,” “Survivor” and “Masters of Sex.” The teacher from Santa Cruz, Calif., illustrates a subtle change in society’s attitude toward television. The medium is growing in stature, propelled by both art and technology. More worthy programs are available at a time when viewers are becoming more comfortable setting up their own schedules to watch. “I feel it’s more like reading a good book,” Stokes said. “I think it’s more serious as an art form.” A CBS survey of 700 people in the U.S. with Internet and television connections last year found that 28 percent said they’re watching more television than

they did a year ago. That may not seem like much, but there’s a long history of people saying they are watching, or plan to watch, less TV — even as Nielsen measurements proved the opposite is true. In other words, liking television is becoming more socially acceptable. “You can go to a sophisticated party in New York City now and people will be talking about television programming, not the latest art film or the latest play,” said David Poltrack, CBS’ veteran chief researcher. “You can go to a bar in a lower socioeconomic neighborhood and they’ll be talking about television. They may be talking about different programs, but they’ll be talking about television.” For years, polls uncovered a certain shameful attitude toward watching television. A Gallup poll in 1990 found 49 percent of people said they spent too much time watching television. When asked in 2000 how much time they spent watching TV the previous day, 84 percent of

respondents told the Pew Research Center it was less than four hours. That didn’t jibe with the Nielsen company’s finding that the average American that year watched four hours, 15 minutes of television a day. Even as digital video outlets like Netflix and YouTube

continue to rise, television continues on firm footing financially. The research firm eMarketer Inc. predicted TV ad spending will hit $78.6 billion in 2018, up from $66.4 billion last year. Fears of so-called “cord-cutting,” where people drop their TV subscriptions and rely on online video services, was “surprisingly benign” in the second quarter, with just 305,000 households — less than one-tenth of a percent — quitting pay TV, according to financial advisory firm MoffettNathanson LLC. “Really, television is now more than ever at the center of culture,” Poltrack said.

MARC SILVER | BROADCAST MUSE

‘Boulder and Beautiful’? Tell Colorado to get real Dear CBS, You seem to like reality shows. You just announced an “all reality” night on Wednesday, Sept. 24: the finale of “Big Brother” and the premiere of a new “Survivor.” I’d therefore like to propose a new reality series for you that is like “Big Brother” (weird and quirky people) meets “Survivor” (weird and quirky challenges). I call it: “Who’s Bolder In Boulder?” Indeed, Boulder, Colo., is the perfect place for a reality show. I oughta know — I was just there. What’s the most non-GMO/ gluten free person, place or thing in Boulder? Competition is intense; even the water fountains proudly declare themselves gluten-free! (I exaggerate, but only a little.) Who’s the badder street

performer: off-key dreadlocked folk singer or contortionist who lies contorted on a quilt and calls out to passersby, “I need someone to look at me!” Who can cleanse themselves of the most physical and emotional blocks while doing Forrest Yoga, a style of yoga named after teacher Ana Forrest, who wants you to hold those poses until it hurts? And which yogi is best at cradling his or her head as gently as you’d hold a baby? And which yoga teacher can think of the funniest way to pronounce baaaaay-beeeeh? Then there is the “Jared Leto Lookalike Pageant” – Letoesque flowing hair and flowing beards is a happening look for Boulder dudes! Finally: Panhandlers’ playoff. In my book, the winner is already clear: the guy with a big sign that says, “I love to fart.” Read Marc’s previous columns at washingtonpost.com/muse.
