The Front Page is folding THE DISTRICT The emails started flooding into Dick Heidenberger’s inbox just hours after the news broke in early July that the Front Page would close by the end of August. The response was overwhelming, Heidenberger said, as D.C. residents mourned the impending loss of the decades-old establishment. But it was a subtle point of pride for the owner — that his Dupont Circle bar established a legacy that withstood the city’s changes and five property managers. In recent weeks, Heidenberger and his staff have seen a host of familiar faces come into the bar. Former patrons and regulars have stopped by to dine, drink and snap photos. Some brought the spouses they met there or fondly reminisced about their younger, rowdier days; others saw the closing as the end of an era and a signal to move on. On Sunday, the Front Page is preparing to close its doors and fold up its royal blue patio umbrellas one final time. This

past Monday evening marked the start of the bar’s last week of service after 32 years. The Front Page has a host of reputations, Heidenberger admits: It’s probably best known as the intern bar (thanks to its $2 Coronas and complimentary tacos on Thursdays), but it also has a loyal bottomless brunch weekend following. Most patrons are sharply dressed in their 20s and 30s, decompressing, schmoozing or networking after work. It’s full of camaraderie, overflowing rail

drinks and good grubby eats. “I think I’ve met people from every continent,” said senior bartender Teddy Birru, who’s

worked at the Front Page for 14 years as a side hustle to his IT consulting business. At least once a year, he is tagged in Facebook posts by overseas tourists or international interns. You might not have visited the dingy space in the past year, or even five. But the Front Page exists in the corner of your vision, its faded sea-foam-green sign a subtle greeting on the way to the Red Line or Dupont Circle. It carries a fuzzy sense of comfort and nostalgia that, despite the constant change in the District, a familiar, messy refuge still exists. Heidenberger, whose D.C. Restaurant Group also owns Madhatter, the Bottom Line and Cafe Soleil, is determined to reopen the Front Page; he’s looking to relocate and launch a fresher, more contemporary version in 2020. But first, there’s the closing party Sunday. Then there’s the post-party cleanup, and the logistics that go into opening a bar and restaurant. Ethics panel fines Evans $20K THE DISTRICT D.C. Council member Jack Evans has been fined $20,000 by the city’s ethics agency for using government resources and touting his influence as an elected official while soliciting employment from local law firms. The settlement approved Thursday by the D.C. Board of Ethics and Government Accountability is the latest fallout for the city’s longest-serving lawmaker who has been embroiled in an ethics scandal. Earlier this year, The Washington Post obtained emails that Evans, D-Ward 2, sent from his council office while trying to land jobs at law firms in 2015 and 2018. He highlighted an ability to attract private clients as a lawmaker and as board chairman of Metro. D.C. lawmakers, who have salaries of $140,000, are allowed to hold outside jobs. But the ethics board determined that Evans’ contact with the law firms violated rules prohibiting the use of government resources for personal reasons and using the prestige of office for private gain. Evans declined to comment Thursday. His office released a statement: “Councilmember Evans, while not admitting any violation of the D.C. Council Code of Conduct, recognizes that these issues needed resolution in order to avoid a protracted and costly dispute resolution process.”

Report: D.C. lawmaker touted influence while seeking employment

A criminal investigation by the FBI into D.C. Council member Jack Evans’ business dealings remains underway as he continues to draw local scrutiny.

Evans, a lawyer, is under scrutiny for the overlap between his public service and private business dealings. The D.C. ethics board is the second body to find Evans in violation. This spring, the Metro ethics committee concluded that he failed to disclose a conflictof-interest with a paying client. Other investigations remain

active. An outside law firm hired by the D.C. Council is examining private paid consulting Evans performed for companies with interests before the city government. The firm’s report is to be made public this fall. Evans is also under federal criminal investigation. Investigators searched his Georgetown home in June, and a federal

grand jury has issued subpoenas for documents and testimony from officials. In July, Evans said investigations will show his “actions — while not becoming — are far from that which has been reported or suggested.” The ethics board also halted its initial investigation into Evans that started in 2018, concerning his personal business dealings with a digital sign company that would have benefited from legislation he proposed, according to officials familiar with the matter. That investigation was stayed after the federal probe began. Brent Wolfingbarger, the agency’s director of government ethics, described the probe that concluded Thursday as a “spinoff” investigation. “We are working with law enforcement to do what we can, but we are taking a second seat,” Wolfingbarger said. Evans did not get hired by the law firms at the center of the ethics probe, but instead started a private consulting business that has also been under scrutiny. Evans’ colleagues on the D.C. Council voted to strip him of his chairmanship of the finance committee. Evans has apologized for the emails, but also compared the violation to printing a boarding pass on an office computer. Evans, first elected in 1991, has not filed for reelection in 2020. If he seeks another term, he would face five challengers. There’s also an ongoing effort to recall him from office. MONTGOMERY COUNTY INSPECTION RESULTS

The number of code violations Montgomery County inspectors found during a two-year initiative to inspect all the multifamily rental properties under its jurisdiction, County Executive Marc Elrich, D, announced Thursday. The Department of Housing and Community Affairs inspected more than 22,000 apartment units in 664 apartment buildings and addressed 96% of violations, representatives said. According to officials, this marks the first time this many rental units were inspected over such a short period of time in the county. (TWP)

Alexandria mayor says he opposes planned migrant shelter in Virginia

Police stop incentivizing enforcement PRINCE GEORGE’S COUNTY Two Prince George’s County police commanders have been removed from their posts for implementing an unauthorized program that rewarded officers with time off for increased enforcement. Prince George’s County Police Chief Hank Stawinski, above, said Wednesday that he ended the program at one of the county’s seven stations after learning about it on July 26 and launching an investigation. “I ended this program because I know that it has the potential to erode the public’s trust in the men and women of this institution,” Stawinski said. “I don’t agree with it. It is not the appropriate manner to professionally police in 2019.” Stawinski said the program had been in place for the past six months in District 2, which lies in the eastern portion of the county between Interstate 495 and Anne Arundel County. The most productive officer in each of the station’s 10 squads received 10 hours of compensatory time each month, Stawinski said. Productivity included citations, warnings, arrests, stops and other actions. Such incentive programs are not illegal, and Stawinski said he does not think the District 2 program was implemented maliciously. D.C. sports betting not ready for Sept. Preparation is taking longer than expected for new $17M industry THE DISTRICT Legal sports gambling in D.C. has been delayed as city officials prepare and finalize rules, and will not be ready for the start of the NFL season in early September as originally planned. The delay of at least several weeks comes as businesses are still undergoing preparation and officials are working on regulations, including advertising restrictions, licensing requirements and a ban on wagers on college sports. The draft rules from D.C. Lottery, which will oversee sports betting, has generated about 100 pages of comments from gaming and sports companies. A 2018 U.S. Supreme Court decision allowed states to join Nevada in offering sports betting. The new D.C. law permits betting at arenas, bars and restaurants and convenience store kiosks, while the city will control a digital app for mobile betting. D.C. officials won’t start accepting sports gambling license applications until September. Some businesses can get provisional licenses 30 to 45 days after submitting applications if they partner with established companies such as DraftKings and

FanDuel. Full licenses would take three to six months, officials said. Once launched, the new industry is projected to bring in $17.1 million in tax dollars next year. The D.C. Council last month narrowly approved a no-bid contract to the Greek company Intralot to develop the sports betting app. Several council members were concerned about suspending competitive bidding rules and about some subcontractor ties to local politicians. But a majority decided that the revenue to the city was too much to pass up. The Alcoholic Beverage Regulation Administration is accepting applications for updating liquor licenses to permit sports betting. Six establishments have taken that step: Lou’s City Bar in Columbia Heights; Dirty Water and Duffy’s Irish Pub on H Street NE; Lyve and Wet Dog Tavern near U Street; and the Brig in Navy Yard. No business can receive a sports gambling license within a two-block radius of the arenas, Managers of Capital One Arena are hoping to launch a sportsbook this fall. The former Greene Turtle sports bar at Capital One is a likely site. A group of Maryland government employees and union members rallied Wednesday in Baltimore to protest what they say is Gov. Larry Hogan’s refusal to fill vacant government positions. A Maryland Department of Legislative Services study showed more than 2,600 unfilled state job vacancies. It shows unfilled corrections positions rose from about 2% in 2013 to about 17% in 2018. Hogan’s spokesperson said the union is “playing divisive political games.” (AP)

Virginia health officials identified a bacteria that causes Legionnaires’ disease at three schools, a hospital, an ice rink, a metals company and a supply center in Chesterfield County, according to a report in the Richmond Times-Dispatch. The county currently has 10 confirmed cases of the disease, an atypical form of pneuomonia. Officials said the findings don’t necessarily indicate an outbreak, but they do exceed the average number of summer cases. (EXPRESS)

USDA employees set for termination WASHINGTON The Agriculture Department is preparing to issue hundreds of termination letters to employees who have not agreed to move from D.C. to Kansas City. The notices will accelerate a relocation process that has already stripped two USDA agencies of key research staff. A draft letter obtained by The Washington Post says employees will be fired Sept. 27. Last summer, Agriculture Secretary Sonny Perdue announced he would relocate the National Institute of Food and Agriculture and the Economic Research Service from office space in Southwest D.C. In June 2019, Perdue declared the Kansas City region the new site. The department has not said whether employees will work in Kansas or Missouri; instead, it has temporary office space in its Beacon Complex in Missouri. On June 13, USDA sent reassignment letters giving workers until 11:59 p.m. July 15 to respond or otherwise lose their jobs. The union that represents the agencies requested an extension.

Agriculture Secretary Sonny Perdue is pressing forward with plans to relocate two agencies.

Sen. Christopher Van Hollen, D-Md., said Perdue told him the deadline would be Sept. 30. Perdue never responded to the request, lawmakers said. He later said the July deadline was final but that the department would evaluate extensions case by case. An investigation by the USDA’s Office of Inspector General determined that the relocation violated the 2018 spending bill, because USDA did not acquire congressional approval. Metro riders have suffered, Friedman and some of his patients have it even worse. They’re among the estimated 15 million Americans with hyperhidrosis, a condition in which the nerves that trigger sweat glands become overactive. There are no statistics on how many Metro riders sweat excessively. But medical researchers estimate about 1 in 20, or 4.8% of Americans, suffer from the illness. The cause is unknown, but the condition is thought to be hereditary, said Friedman, director of the dermatology residency program at George Washington University’s school of medicine. Robert Shesser, chairman of the GWU medical school’s emergency medicine department, said in a phone interview that most Metro riders, other than the elderly with several medical conditions, “are robust enough” to handle hot stations. While sweating buckets can at times cause swelling and skin problems, Friedman said, there’s generally no serious danger. But for those who have the condition, it can be humiliating and even traumatic — even during D.C. summers, a time when pretty much no one feels fresh. Some who come to see Friedman avoid socializing when it’s hot because they’re worried about sweating. Others seek treatment for sweaty palms because they’re afraid to shake hands.

It wasn’t quite as bad as descending into the fires of hell. But as Adam Friedman began riding down the escalator into the Dupont Circle Metro station during Monday’s afternoon rush hour, he moaned a bit: “It’s been HOT.” The air grew stale and warm as he headed to catch his train home to Bethesda. On his forehead appeared a shine of sweat, which would have been a dripping mess, he said later, if not for medication he takes. Metro says it’s finally on the verge of replacing the aging pipes that haven’t been able to cool the Dupont or Farragut North stations since they sprang leaks in 2015. Stations rely on a system that pipes water to and from a cooling tower, rather than conventional air conditioning, to lower the air temperature by up to six degrees. If the work finishes soon, it will finally bring relief to commuters whose blood has boiled at the slow pace of repairs. “It’s miserable hot and I am tired of sweating in my work clothes,” complained Meredith Hindley on Twitter on July 16, when Metro was still promising to fix the problem by the end of July. Metro has since pushed back the completion date to mid-August after realizing that lampposts, unmarked in design plans, were blocking the pipes. But for as much as average

“These are things they’re constantly thinking about,” Friedman said. He can relate. He takes an oral medicine called glycopyrrolate and uses a wipe called QBREXZA, both of which quiet the overactive glands that trigger the sweating. They help but don’t always work, he

said. And worrying about sweating makes him sweat even more. “The embarrassment of holding onto the ceiling bar when I am pitted out makes it even worse,” he said. “Leaving a moist residue on the door I am leaning against is also not fun.” On Monday morning, Friedman, as he usually does, left for work a half-hour earlier than he otherwise would need to because of the sweating. When he arrived at Dupont, he climbed the escalator to the street. That’s not how you avoid sweating, he acknowledged. “But it’s about setting priorities,” he said. SCIENCE Feral hogs — resilient in the face of helicopter assaults, threats of mass poisoning and elaborate traps — have stumbled into the national debate over the availability of assault-style rifles. The pigs will win, of course. They always have. But more on that in a second. On Sunday, in the wake of two mass shootings, musician Jason Isbell questioned the necessity of ordinary Americans to own an “assault weapon,” touching on the pedantic and intricate ways gun-rights advocates define their wares. “Legit question for rural Americans,” responded William McNabb, a Twitter user whose bio says he lives in Arkansas. “How do I kill the 30-50 feral hogs that run into my yard within 3-5 mins while my small kids play?” McNabb’s response paralyzed social media with countless memes. One instance in Ohio met McNabb’s threshold — 30 caught in a single trap. So is McNabb so off the mark? It is tough to know. They’re a “threat” to the state, says Keith Stephens, a spokesman for the Arkansas Game & Fish Commission, leaving a trail of diseases and parasites. Feral hogs are considered a public nuisance in the state, not regulated wildlife, so private landowners can hunt or trap them at will. Another problem: Hogs are

built to last. They produce large litters that replace pigs killed en masse and use their stout tusks to defend themselves against cougars. Feral pigs are clearly dangerous to wildlife and agriculture. But are they a threat to people, as McNabb suggested? “In a natural state, feral hogs will prefer to run and escape danger and are not considered dangerous,” Texas game officials said. But people should still use caution, especially around wounded pigs, officials said. “Their razor sharp tusks combined with their lightning speed can cause serious injury.”

CLIMATE Human-caused climate change is dramatically degrading the Earth’s land, and the way people use the land is making global warming worse, a new United Nations scientific report says. That creates a vicious cycle that is already making food more expensive, scarcer and less nutritious. “The cycle is accelerating,” said NASA climate scientist Cynthia Rosenzweig, a co-author of the report. “The threat of climate change affecting people’s food on their dinner table is increasing.” But if people change the way they eat, grow food and manage forests, it could help save the planet from a far warmer future, scientists said. Earth’s land masses, which are only 30% of the globe, are warming twice as fast as the planet as a whole. While heat-trapping gases are causing problems in the atmosphere, the land has been less talked about as part of climate change. A special report, written by more than 100 scientists and unanimously approved Thursday in Geneva by diplomats from nations around the world, proposed possible fixes and made more dire warnings. “The way we use land is both part of the problem and also part of the solution,” said Valerie Masson-Delmotte, a French climate scientist who co-chairs one of the panel’s working groups.

McCabe asked that a federal judge declare his termination a “legal nullity” and essentially allow him to retire from the FBI as planned, with all the benefits that would have afforded him. McCabe was fired in March 2018, a little more than 24 hours before he was set to retire, costing him significant retirement benefits. The termination came after the Justice Department inspector general found that McCabe made an unauthorized disclosure to the media, then lied to investigators about it. “It was Trump’s unconstitutional plan and scheme to discredit and remove DOJ and FBI employees who were deemed to be his partisan opponents because they were not politically loyal to him,” the lawsuit alleges. ‘Dora’ brings the explorer to high school — and positive Latino roles to the big screen FILM Isabela Moner is keenly aware of how rare it is to see a Hollywood franchise film with a Latina lead. Pondering the responsibility of playing the protagonist in “Dora and the Lost City of Gold,” the 18-year-old takes a page out of her linguaphile character’s book and mines her Spanish and English vocabulary for the right words. “I don’t know how to put it,” Moner says. “I don’t think there’s a word for it, at least in English.” She pauses, then smiles and shrugs. “Right place, right time, I guess? I just hope that I can make people proud.” A live-action take on the educational animated series “Dora the Explorer,” which originally aired on Nickelodeon from 2000 to 2014, “Dora and the Lost City of Gold” turns the relentlessly positive child hero into a relentlessly positive teenager. The movie is part fish-out-of-water tale, part Indiana Jones-esque escapade, as Dora leaves the South American jungle to navigate the social cliques and adolescent anxieties of a Los Angeles high school.

Moner initially approached the adaptation, directed by James Bobin (“The Muppets”), with skepticism. But she was taken by the metahumor and morality of Nicholas Stoller and Matthew Robinson’s script, which dials back the series’ fourth wallbreaking shtick while still dousing the narrative in cartoonish whimsy. Plus, the chance to bring such a beloved Latina figure to life naturally loomed large. “You don’t really know where Dora is from — they just say ‘Latina,’ ” Moner says. “She can represent all of these people and these countries who feel like they relate to her.” While the film amounts to a lighthearted, family-friendly ride, the commitment to Hispanic representation gave the project added weight. Eva Longoria and Michael Peña embody Dora’s compassionate parents, who go MIA while searching for the legendary Incan civilization of Parapata. Eugenio Derbez plays a bungling adventurer who aids Dora after she’s brought to Peru — along with several of her classmates, including her

And Benicio del Toro lends his voice to Dora’s enduring adversary, the kleptomaniac fox Swiper. “We’re always fighting for Latino representation,” Derbez says. “In Hollywood, we’re always stereotyped by being criminals or drug lords or narcos. This is one of the few times they can see a Latino cast playing very positive roles.” The film, like the series, wholeheartedly embraces its characters’ bilingual personas. Sharing that perspective with younger audience members is particularly poignant for Moner,

who was born in Cleveland to a Peruvian mother and American father and grew up with Spanish as her first language. “When you go to school as a Spanish speaker, they think that you’re a little bit slower because you don’t understand,” Moner says. “Some of my teachers tried to hold me back a grade, and I felt embarrassed to speak Spanish. Then my mom was like, ‘No, we’re not having that.’ ” It’s a theme viewers can find gleaming throughout “Dora and the Lost City of Gold,” as the protagonist learns that being her true self and expanding her horizons aren’t incompatible notions. “She’s literally an immigrant placed in a situation where she has to assimilate without losing crucial parts of who she is,” Moner says. “That speaks to so much.” “You’re not just teaching Spanish to the kids,” Derbez adds. “You’re also teaching them, through Dora, that being true to yourself is something good. ... The women they leave behind pick up the pieces to embark on a life of crime that’s as cathartically liberating as it is morally corrupting. Insert “Widows” punchline here. In “The Kitchen,” a pale, wildly uneven shadow of last year’s far superior film, Melissa McCarthy, Tiffany Haddish and Elisabeth Moss play women whose husbands are serving time for a low-rent robbery. Unhappy with the money they’re receiving from the men’s mob bosses, they decide to strike out on their own, offering genuine protection to local businesses and, eventually, taking over even more territory. Set in 1970s Hell’s Kitchen and thinly based on the notorious Irish crime gang the Westies, “The Kitchen” resuscitates the grimy, trash-strewn dead-endness of Manhattan during that

era, when Times Square was still sleazy and polyester was still a thing. Adapted by writerdirector Andrea Berloff from a comic book series by Ollie Masters and Ming Doyle, this reality-adjacent version of the period — when the Westies were believed to have committed as many as 100 murders in a 20-year span — plays the brutality both for vicarious, vengeful pleasure and few mildly amusing laughs. As Kathy, McCarthy brings a dimply, maternal concern that just happens to be packing heat. Claire, the abused wife played by Moss, discovers she had the heart of a killer all along. The most curious casting choice is Haddish, whose Ruby O’Carroll is an enigmatic bundle of contradictions.

Although the character is the most complex and thoughtful, Haddish seems constrained throughout the movie, tamping down her natural exuberance to furrow her brow and scowl menacingly at the men who inevitably want to encroach on her newfound turf. Clearly Berloff, who makes her directorial debut here, has assembled an A-1 cast, and she establishes a believably grungy sense of atmosphere. But her scenes have a choppy, perfunctory quality that fights the story at every turn. Tonally, too, “The Kitchen” is all over the place: The moments of humor are at odds with the increasingly ghastly measures taken by the three power-hungry protagonists. It’s a shame, because Westiesera Hell’s Kitchen is a rich vein that’s been rarely mined (if ever) by filmmakers. Unlike such forebears as “Goodfellas” or “American Hustle” — both of which it dimly recalls — “The Kitchen” lacks the gravitas and subversive charge that characterizes the best gangster pictures. Netflix renews “Mr. Iglesias” for Season 2

“Thor: Ragnarok” director Taika Waititi’s next film will be a dramatized take on the 2014 documentary “Next Goal Wins,” according to Deadline. Waititi, below right, and Iain Morris reportedly will co-write the movie, with Andy Serkis among the project’s producers. Waititi is set to shoot the film this fall, before starting work on Marvel’s “Thor: Love and Thunder” early next year. “Next Goal Wins” documented Dutch-American soccer coach Thomas Rongen’s attempt to lead American Samoa to qualification for the 2014 World Cup. ‘Racing in the Rain’ barks up the wrong tree FILM REVIEW “Sometimes I hate who I am.” In most movies, an expression of such existential angst is to be expected from the lips of a troubled teen — or a conflicted killer. But in the overheated (yet undercooked) melodrama “The Art of Racing in the Rain,” those thoughts belong to a dog, voiced by Kevin Costner, who articulates the frustration that his character can’t communicate with the struggling race car driver (Milo Ventimiglia) who owns him. We first meet the golden retriever Enzo when he’s sick and aging. The rest of the movie proceeds as a series of canine flashbacks, beginning with the puppy farm where Enzo was picked out and including the racetrack where his owner, Denny, skillfully maneuvers his vehicle on a wet track (hence the film’s title). Through all Denny’s triumphs and struggles, Enzo is by his side: falling in love; marriage (to a character played by Amanda Seyfried); the arrival of a baby; a crippling illness; and a bitter family dispute. In this sappy entertainment, director Simon Curtis lays on the drama. But in gearing it to dog lovers, he misses out on all kinds of sports-movie beats that might have made it a more invigorating race. Still, for anyone with a soft spot for the mute gaze of man’s best friend, it’s hard not to shed a tear — or two — during “The Art of Racing in the Rain.” PAT PADUA (TWP)
