An enterprising cowboy lassoed a longhorn inside the lobby of a Colorado Springs building Friday after the cow broke free from a downtown parade and charged its way inside. took the test to be a paramedic but failed each time — until last fall, when she received weeks of one-on-one instruction from the department’s lead paramedic instructor to finally earn the certification. Firefighter training was the next challenge, with its physical demands of pulling hoses heavy with water and breaching locked doors — all while wearing at least

75 pounds of gear. The strains push some out of the program, says Capt. Jeffrey Patton, who supervised Hackett’s recruit instruction class. But each step of the way, Patton says, Hackett surprised her instructors. “She wanted to do it. She had the fortitude and the will. We have people half her age who can’t do it,” Patton says. Even during the toughest of times, Hackett had one more motivator at her Upper Marlboro, Md., home: her 13-year-old son, Colin Sampson, who wants to become a tillerman on a ladder truck. The rising eighth-grader said he reminded his mother that the work “looks like a fun job. You get to ride on a firetruck, put out fires and get to help others.” Hackett expects an assignment to a fire engine company where she will treat patients as a paramedic and serve on a fire suppression team. THE DISTRICT It’s commonplace around firehouses to see firefighters transition to new career paths after two decades of service. But usually, first-responder crews watch people walk out their doors when they hit about 50. Very few walk through the door fresh to firefighting. At age 53, however, D.C. fire department paramedic Carmen Hackett is doing that: She graduated Friday as the most senior member and the only paramedic in Firefighter Recruit Class 388. “I was the oldest person in the class, even older than the instructors,” Hackett says. “I was being taught by people who I am old enough to be their mother.” Hackett’s drive flowed from a decision to go after opportunities that would come with adding firefighter to her skill set. Hackett had been a city EMT since 1999, and for five years

School faces questions over student diversity

THE DISTRICT The standardized test scores at Washington Latin Public Charter School are among the best in D.C. The waiting list of families clamoring to enroll in the middle and high school clocks in at more than 1,500 students. And the school, which educates about 700 children and boasts a rigorous classical curriculum, sends its graduates to the nation’s most prestigious universities. But when Washington Latin sought city permission to double in size and open a second campus, two of seven members on the D.C. Public Charter School Board voted against the school’s application. Other board members expressed their reluctance. And while the board voted in July to allow Washington Latin to establish a second campus for the 2020-2021 academic year, board members made school leaders agree to numerous conditions. Washington Latin educates a smaller percentage of children from disadvantaged families than that of almost any D.C. school. In a city with one of the largest achievement gaps between students from low-income families and their more affluent peers, critics argue the school is not helping to close that divide. In D.C., about 46% of students

are considered at-risk, which means they are homeless or in foster care, their families qualify for public assistance, or they have been held back more than a year in high school. At Washington Latin, just 7% of middle school students and 16% of high school students are considered at-risk. At-risk students at Washington Latin are three times as likely to be suspended than their classmates are. They are also more likely to be suspended than are atrisk students at other D.C. schools. “It gets exhausting to see the highest-ranked academic schools in the city consistently have among the lowest at-risk

populations,” said Steve Bumbaugh, a member of the D.C. Public Charter School Board who voted against Washington Latin’s application. The conundrum mirrors the challenges across the city as more white and affluent families enroll children in traditional public and charter schools. Those families tend to concentrate in a relatively small number of schools, and those schools typically yield better test scores and are considered high-performing. Students of color from lowincome families are concentrated in other schools. Many are considered low-performing.

The approximate number of low-income Virginia adults who have enrolled in the state’s expanded Medicaid program lawmakers approved last year, Gov. Ralph Northam announced last week. State officials have previously estimated that roughly 400,000 adults would be newly eligible for Medicaid. Secretary of Health and Human Resources Daniel Carey said in a news release that more than 229,100 newly eligible adults had received health services, whether going to the doctor or filling a prescription. Portsmouth, Va., sheriff sues city over condemning jail and civic center without notice

Men stole $8M from disaster relief funds MARYLAND A group of Maryland residents managed to scam the federal government out of $8 million in disaster relief funds, according to prosecutors. Members of the group, prosecutors allege, were part of a scheme that stole the identity of disaster victims and applied for victim benefits — to pay their own rents, buy cars or make personal purchases. The federal government offered relief funds in the wake of massive hurricanes and wildfires. “While many come forward in the wake of disasters to help selflessly, some use disasters to enrich themselves through theft and fraud,” U.S. Attorney for the District of Maryland Robert K. Hur said in a statement Friday announcing the arrest of two men in the alleged conspiracy. The scheme relied heavily on “Green Dot” prepaid cards, according to prosecutors and court records. Those eligible for emergency benefits could opt to claim the funding through cards that can be purchased at local grocery or convenience stores and registered to receive cash, court documents state. Between 2016 and 2018, the group filed false claims and purchased hundreds of cards to claim the money using the stolen identities of victims of various disasters, the government said. Investigators with the U.S. Secret Service said one scammer used some of the fraudulently obtained money to buy cars and ship them to Nigeria. LYNH BUI (TWP)

Reminder may vanish Banner for journalist held in Syria could disappear when Newseum closes this year THE DISTRICT Every day and night, Austin Tice looks out on Pennsylvania Avenue. For almost three years, he has smiled from the banner that hangs on the Newseum, as if to say, “Hey, don’t forget about me. I’m still out here, somewhere.” Last Thursday afternoon, people walking past the banner of Tice, a freelance journalist who has been held hostage for nearly seven years since being detained near Damascus, Syria, largely ignored him. But from time to time he enters, albeit briefly, in the thoughts of passersby. Kent Obermeyer, who was visiting from Cincinnati, turned his head to lock eyes with Tice as he kept walking, until he was looking over his left shoulder at the words, “HELD CAPTIVE FOR BEING A JOURNALIST SINCE AUGUST 2012.” “It’s horrible. Just terrible,” Obermeyer said. “It’s not anything partisan. This shouldn’t happen to someone just doing their job as a journalist.” But that daily reminder’s days are numbered. The banner will stay up until at least the end of the year, when the museum

will shut down and Johns Hopkins will take ownership of the building, according to Newseum spokesman Jonathan Thompson. After years of facing budget deficits, the Freedom Forum in January sold the building at 555 Pennsylvania Ave. NW to Johns Hopkins University. The Freedom Forum, which advocates on freedom of speech issues, isn’t sure whether it can open the museum elsewhere, and is searching for a new location for its offices. The foundation hasn’t determined whether it will be able to display the banner. “Change is always challenging, but there are so many good people [at the Newseum]. Hopefully, they’ll find a new location,” Tice’s mother, Debra, said in a phone interview Monday. The banner was hung in October 2016. On one of her visits to the museum from their home in Houston, she’d found herself at a window, eye to eye with her son. “That was a moment,” she said. The picture is of him on a hiking trip he took with his father to Washington state. “That picture brings back the best kind of memories,” she said. “He looks

He was last seen on Aug. 14, 2012. Shortly after Obermeyer left, Tice’s image brought back the memory of another journalist. Kevin Moss, in town from San Francisco, stopped to take a picture of the banner. “Daniel Pearl,” said Moss, when asked what he was thinking about. Pearl, a reporter for The Wall Street Journal, was beheaded by terrorists in Pakistan in 2002. “I hope [Tice] has a better fate,” said Moss, a former journalist. Mega media merger marks industry shift BUSINESS Two of the country’s largest newspaper companies have agreed to combine, in the latest media deal driven by the industry’s struggles with a decline in printed editions. GateHouse Media, a chain backed by an investment firm, is buying USA Today owner Gannett Co. for $12.06 a share in cash and stock, or about $1.4 billion. The combined company would have more than 260 daily papers in the U.S., along with more than 300 weeklies. It would be the largest U.S. newspaper company by far, with a print circulation of 8.7 million, 7 million more than the new No. 2, McClatchy, according to media expert Ken Doctor. The companies said Monday that the deal will result in up to $300 million in annual cost savings and help speed up a digital transformation. Newspaper consolidation has picked up as local papers find it hard to grow digital businesses and replace declines in print ads and circulation. Although papers with national readerships like The New York Times and The Washington Post have had success adding digital subscribers, local

papers with local readerships are having a difficult time. Hundreds of such papers have closed, and newsrooms have slashed jobs. According to a study by the University of North Carolina, the U.S. has lost almost 1,800 local newspapers since 2004. Newsroom employment fell by a quarter from 2008 to 2018, according to Pew Research, and layoffs have continued this year. Both GateHouse and Gannett are known as buyers of other papers. Bulking up lets companies cut costs — including through layoffs in newsrooms — and centralize operations. Those cuts could give the owners “a cushion of time” to figure out how to improve their digital

businesses, longtime industry analyst Rick Edmonds of the Poynter Institute wrote Sunday. But it’s no panacea. “I don’t think, just by these companies merging, they’re going to somehow magically find a new business model, make everything all right and produce robust journalism at a local level,” Butler University journalism professor Nancy Whitmore said. Still, a bigger, combined newspaper company could sell more national ads and boost its ad revenue, she said. BUSINESS U.S. stocks plunged to their worst losses of the year Monday and investors around the world scrambled to sell on worries about how much President Trump’s worsening trade war will damage the global economy. China let its currency, the yuan, drop to its lowest level against the dollar in more than a decade, a move that Trump railed against as “currency manipulation.” China also halted purchases of U.S. farm products. The moves follow Trump’s tweets from last week that threatened tariffs on about $300 billion of Chinese goods, which would extend tariffs across almost all Chinese imports. The escalating dispute between the world’s largest economies is rattling investors unnerved by a global economy that was already slowing, and falling U.S. corporate profits. The S&P 500 dropped 87.31 points, or 3%, to 2,844.74 for its worst loss since December, when the market was wrapped in the throes of recession fears. It was down as much as 3.7% in the afternoon. Lacking details, Trump pledges ‘urgent’ action

Ex-federal officials say bureau isn’t doing enough to combat domestic terrorism ideology, no matter how repugnant,” he said. “When it turns to violence, we’re all over it.” That poses particular challenges in the world of white supremacists, who often do not belong to specific groups but instead find congregations of similar-minded people online and feed each other’s anger and hate. That general lack of centralized groups or leaders among many white supremacists presents legal challenges to investigators, according to law enforcement officials. And in some cases, it shortens the time span from when a person may adopt extremist views to when they commit violence — what terrorism investigators call the “flash to bang.” Dave Gomez, a former FBI supervisor who oversaw terrorism cases, said he thinks FBI officials are wary of pursuing white nationalists aggressively because of the fierce political debates surrounding the issue. “I believe Christopher A. Wray is an honorable man, but I think in many ways the FBI is hamstrung in trying to investigate the white supremacist movement like the old FBI would,” Gomez said. “There’s some reluctance among agents to bring forth an investigation that targets what the president perceives as his base. It’s a no-win situation for the FBI agent or supervisor.” Gomez said that reluctance

NATIONAL SECURITY The FBI insists it is fully engaged in combating the threat of violence from white supremacists, but some former federal officials charge that the government is still coming up short in the face of a strain of American terrorism that now seems resurgent. The weekend massacre in El Paso, Texas, has focused public debate once again on the issue, after federal prosecutors called it an act of domestic terrorism. In recent congressional testimony, senior FBI officials said they were conducting about 850 domestic terrorism investigations — a decrease from a year earlier, when there were roughly 1,000. The category covers more than just racist violence, but officials say such motivations are a large part of their domestic terrorism caseload. Yet by other measures, the threat of white nationalist violence appears to be rising. Between October and June, there were about 100 arrests of domestic terrorism suspects — and if that trend continues, the total for 2019 would outpace the prior year, when there were about 120 such cases. The year before that, about 150 domestic terrorism suspects were arrested. In congressional testimony two weeks ago, FBI Director Christopher Wray said the FBI is focused on the issue. “We, the FBI, don’t investigate

Challenges for DOJ Experts say the way federal authorities investigate and prosecute domestic terrorism hides the extent of the threat. Though international terrorism charges can be brought against supporters of ISIS and other foreign groups, there’s no comparable domestic terrorism statute for people who target blacks, Jews, Hispanics or other minorities in the U.S. That forces the Justice Department to rely on laws that don’t have the terrorism label but can still result in harsh sentences. The online message board 8chan was effectively knocked offline Monday after two companies cut off vital technical services following the mass shooting in El Paso, Texas, whose perpetrator was linked to the site. On Sunday, the security company Cloudflare announced it was cutting off the message board for being “a cesspool of hate.” 8chan quickly found a new online host: Sammamish, Wash.-based Epik. com. Poker face intact: Gruden’s QB pick is anyone’s guess Redskins coach Jay Gruden is like a threecard monte player on a street corner. He moves the pieces around, trying to keep anyone from spotting the queen and leaving onlookers guessing. Gruden might not even play all of the QBs in the three-way competition for the starting job in the preseason opener at Cleveland on Thursday. The trio might not all see action in the second or third games, either, and certainly won’t in the fourth. And the depth chart?

Even Gruden said it was just words on paper. To say it’s a guessing game intended to keep Philadelphia from readying for Washington in the Sept. 8 opener is a reach. It’s the Redskins who aren’t sure who will start. That makes it so much more interesting. If Colt McCoy were named the Week 1 starter right now, many fans would start driving to the beach rather than watch the preseason games. Same goes for Case Keenum. Maybe one of the veterans will be the better choice over rookie Dwayne Haskins, but the competition is so much

more intriguing than the final decision itself. Redskins fans love quarterback duels. They have often defined this franchise since the early 1970s. Billy KilmerSonny Jurgensen. Doug Williams-Jay Schroeder. Rex Grossman-John Beck. (Ouch, that one really hurt.) But it’s never been a threeway competition. Well, maybe in 1974 when Joe Theismann arrived and told Kilmer and Jurgensen that their days were done. But it took four years for Theismann to start full-time, and he lost fan support after Kilmer and Jurgensen allied against a mutual foe. That won’t happen this time. Fans aren’t emotionally invested in any of the three. After all, Keenum and Haskins have never played a game for Washington, and McCoy is just 1-5 as a starter over four seasons. Fans probably prefer Haskins since the firstrounder is the future. But with the unsettled status of holdout

left tackle Trent Williams and a rough opening schedule (four of their first five games are against 2018 playoff teams), it’s not the best situation to break in a rookie. Letting the season’s fate sort itself out before turning to Haskins is a path toward long-term success. Gruden’s sporting a real poker face on this one. Surely, he has a hunch on who will play the best. Gruden has long liked McCoy, but he has quickly gotten hurt in two prior chances to start in Washington, including a broken leg in his second start last year. Keenum has a better arm than McCoy, but hasn’t stood out in training camp so far. Haskins has looked like the rookie he is at times. Gruden will let the games decide. At some point, though, a bluff will be called and Gruden will show that hidden card. Hopefully, it’s not a joker.

Philadelphia midfielder Alejandro Bedoya will not face discipline for grabbing a field-level microphone at Audi Field on Sunday and imploring Congress to address gun violence. MLS issued a statement saying, “We understand that our players and staff have strong and passionate views on this issue.” Bedoya scored the opening goal three minutes into the Union’s 5-1 victory over D.C. United. He broke from the team celebration, jogged to the corner of the field and said, “Hey Congress, do something now! End gun violence! Let’s go!” It was audible on Fox Sports 1′s live broadcast. HEALTH No one who goes online can escape wellness culture. The internet amplifies every new diet and fitness trend. Social media is dominated by influencers sharing how they obtained their flawless (read: filtered and Photoshopped) bodies. Diet trends focusing on local, organic whole foods — which wear the halo of “clean eating” — can seem all-consuming. So it’s not surprising that concern is growing among dietitians about an eating disorder called orthorexia nervosa. “I’ve heard from a lot of clinicians in the field who are seeing more of it,” says Claire Mysko, chief executive of the National Eating Disorders Association. Mysko describes orthorexia as “an eating disorder concerned with an obsession with health, wellness and clean eating.” Like anorexia, orthorexia involves food and nutrient restriction; this can lead to lowered metabolism, loss of menstruation, bone loss and cardiovascular issues. Orthorexia seems a unique product of our times, when fats, carbs and processed foods are demonized, and even people who don’t have sensitivities are eschewing milk and bread. Researchers also found that orthorexia did not carry the stigma of other eating disorders. That means it can hide in plain sight. “We’re living in this era of viral misinformation, where it is difficult to discern the evidence base, and even fringe ideas can seem mainstream,” says Rhonda Merwin, an associate professor

of psychiatry and behavioral sciences at Duke University. Though the conditions in which orthorexia thrives might feel new, there’s a moral component to “clean eating” that feels old. “This idea that exercising restraint over biological impulses is good and virtuous — there’s a whole history of that,” Merwin says. She says striving toward “purity” is a mechanism of exercising control, as with anorexia. “Oftentimes, the extreme nature comes in time,” Merwin says. “It starts with, ‘I just want to be healthier,’ but then more and more things become restricted.”

Maybe first it’s dairy, then sugar, then carbs. “It’s the same with anorexia,” Merwin says. “Nothing is ever enough.” A problem with disordered eating — often a precursor to eating disorders — is that it’s often not caught and treated early. “Eating disorders are very complex illnesses,” Mysko says. “Sometimes, clinicians can’t recognize it — and it’s so validated in our culture.” Our culture reinforces that there are good foods and bad; good diets and bad; good behaviors and bad. “These categorical terms are unhelpful and insert morality into eating,” Merwin says. “For individuals with orthorexia, trying to follow ever-expansive rules of what is healthy — or good for them — is debilitating.” There are just two criteria for diagnosing an eating disorder: distress and impaired function. If you or someone you know feels anxiety around food, or starts to miss out on life because of their eating habits, it’s time to seek help. Merwin says, “Once a person starts to isolate from social events, like refusing to go to a birthday party because they feel they can’t eat what’s offered, or not wanting to eat with friends at restaurants, they’ve reached an extreme.” JENNA BIRCH (FOR THE WASHINGTON POST)

Take care in the sauna In the sauna, sit on a (clean!) towel and wear sandals to lower your exposure to others’ dripped sweat. Opt for a dry (low-humidity) sauna if you have a choice. Similarly, it’s wise to wear footgear in locker rooms and showers to avoid fungal infection. You can also apply an antifungal spray to your shoes and feet after gym workouts.

Q. I have suffered from panic attacks since I was a child. In college I was put on medication for anxiety, and I am now 27. The medication has helped a bit over the years, but I am hoping to go off of it soon (for many reasons). Is it a bad idea to do this on my own? I know I should probably see a therapist, but I also feel like I could wait and see (money and insurance are an issue) and seek it out if things get bad. No two people with panic attacks are alike — just like no two people with vintage brooch obsessions — and so I don’t want to pretend to know exactly what combination of physiology, environmental conditioning and overall emotional factors make up your particular case. But whoever prescribes the medication should also supervise your coming off it, since there may be things to keep an eye on, depending on the med. Also, if you’ve never had cognitivebehavioral therapy (CBT) or acceptance and commitment

therapy (ACT) before for your panic attacks or anxiety, you may very well find them helpful. And they could particularly be useful during the transition off the medication. A skilled CBT or ACT therapist who specializes in anxiety and panic treatment can help teach you tools to better manage the panic in the moment in physiological, cognitive and emotional ways. Some therapists have sliding scales, and some training programs have low-cost therapy. Look around and see what may be possible for you.

Does she not see she’s doing it? Not see how it bothers you? Or maybe not care either way? At some point, her braggadocio with her sisters, though irritating, veers outside the realm of what you reasonably should have say over (yeah, I can see the “It’s none of his business” comments now!). But when it directly involves you, like sharing your information in a way you’re not comfortable with, you have a right to be heard. Focus on that as a concrete example. Don’t psychoanalyze her and make it about her “insecurities,” but rather explain that you simply don’t like feeling like artillery in a war of one-upmanship. “It felt weird for me to be brought into the conversation in that way; I’d really rather be kept out of the fray.” My guess is this dynamic runs decades deep, so it may be tough for you to make headway in helping her change it, especially if she’s not on board. Lacking direction: Hollywood keeps thinking too small With Hollywood in a continual state of technological, corporate and cultural ruction, will there still be enough room to bring the crazy? The question arises upon reflection that, 40 years ago, Francis Ford Coppola presented “Apocalypse Now” at Cannes, where the workin-progress version of the filmmaker’s fever dream won the Palme d’Or. Dogged by horror stories of a shambolic production, Coppola declared at a news conference that “Apocalypse Now” wasn’t just about Vietnam, “it is Vietnam.” Such grandiose declarations

seem almost quaint at a time when our most ambitious auteurs are just as likely to be TV showrunners as big-screen directors. That said, theatergoers currently can catch Quentin Tarantino’s “Once Upon a Time in … Hollywood,” which takes them on a dreamy ride through Hollywood’s sunniest boulevards and most haunted canyons. And over the course of a four-decade career, Spike Lee has similarly developed a bold, urgently personal visual language and voice that are insistently compelling, even when they go wildly over the top. Tarantino and Lee are those rare brand-name directors who are given the budgets and

free rein to even approach the top, let alone to go over it. With few exceptions, that kind of freedom seems unavailable to a new generation that is either quickly co-opted into making comic book movies or sucked into the streaming universe of Netflix and Amazon. The next generation surely doesn’t lack ambition: Damien Chazelle reportedly plans to make a sweeping period piece about 1920s Hollywood that could be his “Apocalypse Now.” But will his equally gifted contemporaries — directors like Barry Jenkins, Dee Rees, Greta Gerwig and Lulu Wang — get to make theirs? Put another way: If emerging filmmakers are to develop their gifts, they must be given room to get messy. In fact, many films that were originally considered disasters have been more generously reassessed in the fullness of time, including Michael Cimino’s “Heaven’s Gate,” Stanley Kubrick’s “Barry Lyndon,” Steven Spielberg’s “1941” and Kathryn Bigelow’s “Strange Days.” But at a time when the movie

business is being dramatically consolidated, it’s more difficult than ever to convince financiers to back a passion project that might be considered a cult classic in 20 years. Still, a touch of madness here and there is the healthy sign of a medium that can still be pushed to its expressive limits, and maybe even beyond. That kind of exploration needs intrepid enablers. Netflix financed an extravagant awards campaign for Alfonso Cuarón’s financially modest but artistically formidable film “Roma” last year. Now the company will reportedly spend around $200 million to make and market Martin Scorsese’s crime drama “The Irishman,” which will either be a home run, a wipeout or (let’s hope not) something in between. One can only hope that this film and others are touched by madness. The industry might need to be rationalized to survive. But as an art form, it needs irrationality to flourish. BOOK REVIEW It takes a minute to sink in that “Sex and the City,” the debut book from Candace Bushnell that spawned the HBO hit series, was published in 1996. Based on a series of columns she wrote for The New York Observer, the book was a frothy, decadent take on being a young, single woman in New York City. Bushnell has written seven books since then. Now she has returned to where it all began — and a dating landscape that has dramatically changed — with “Is There Still Sex in the City?” In the new book, out today, Bushnell is wary and bruised. By the time you reach middle age, she writes, “some real stuff has happened to you.” In her case, a divorce and the death of her mother. Vowing to be “manfree,” she flees to her second home in the country. But as she approaches 60, she misses the pulsing excitement — and men — of New York City. Bushnell’s voice is as knowing and sharp as ever.
