Franky Zapata successfully completed the 22-mile journey in just 22 minutes Sunday morning, reaching speeds up to 110 mph on the flyboard that has made him a French household name. Propelled by a power pack full of kerosene, Zapata set off from Sangatte in France’s Pas de Calais region and landed in St. Margaret’s Bay in southeast England. A Mississippi man says the family dog saved him and his son from a fire. Marvin Foster of New Albany tells the Northeast Mississippi Daily Journal that he was getting out of the shower Tuesday when Dudley the dog bumped the bathroom door to alert him to a fire in the kitchen. Foster got dressed and yelled to his son, Terrance, that they needed to get out of the home. The men escaped, but a wall fell and jammed the bathroom door, trapping Dudley inside. Firefighters rescued him, and he is recovering. Foster says the dog is his hero. (AP)

Alabama authorities have arrested a man accused of stealing dozens of rolls of toilet tissue from a local market. Trussville Police Detective Ben Short says Ira Glover, 50, led officers on a short chase before his arrest Tuesday. Glover allegedly was caught on video swiping dozens of rolls of toilet paper last month before trying another theft Tuesday. Investigators think he’s been trying to refill his janitorial business’ supply. AL.com reports Glover may have taken hundreds of dollars worth of toilet paper in thefts dating to at least March. But by next year, the 5-acre plot in Northeast Washington will sprout about 5,000 solar panels, the largest ground array the nation’s capital has seen — a change wrought by local Catholic groups. Catholic Energies, a nonprofit organization that helps churches across the country switch to solar energy, partnered with the field’s owner, Catholic Charities of the Archdiocese of Washington, to build a system sufficient to keep the lights on in 260 homes for one year. The power produced will go back into the D.C. grid, earning Catholic Charities enough energy credits to offset the electricity costs of 12 of its properties across the District. “I’m just really excited that we’ve been able to do something that I really believe is the right thing to do for the planet,” said Mary Jane Morrow, the chief financial officer of Catholic Charities, a faith-based social services agency. This wi ll be the second

energy-saving project Catholic Energies has undertaken in the region. The group finished an installation of 440 solar panels for a Virginia church in June. The solar panels, slated for completion in early 2020, will cost several million dollars, but Catholic Charities will not pay a cent. Instead, Catholic Energies negotiates a deal between its client — typically a Catholic church or high school — and an investor, most often a renewable-energy company. The investor agrees to

pay a third-party contractor to install a solar system in return for a 30% federal tax credit, as well as financial incentives that vary by state. Catholic Energies then takes a small developer’s fee, enough to fund its five-person operation based in the District on a breakeven basis. The Catholic Charities solar system, funded by IGS Solar, will save the agency several hundred thousand dollars per year. But the fiscal benefits are

POLITICS The most powerful Republican in Virginia threw a cookout one Friday in July, in a mostly black community that a federal court recently made part of his legislative district. “This is a new neighborhood for me,” House Speaker Kirk Cox, the veteran legislator representing Colonial Heights, said over and over, as he knocked on doors in the area a few days later. While Virginia has grown more racially diverse and less favorable to the GOP, the party has clung to control of the House under a map that a federal court said packed African Americans into certain districts, diluting their political power elsewhere. Judges declared that racial gerrymandering and imposed a new map in June, five months before an election with every seat on the ballot and Republicans defending razor-thin majorities. The revamped House districts are less white and less Republican. Cox’s swung from favoring Republicans by 26 points to tilting toward Democrats by 6 points, from 76% white to 58%, and from 18% black to 34%, according to the Virginia Public Access Project. Del. Chris Jones, R-Suffolk, chief mapmaker in 2011, saw similarly seismic shifts. A district that had been rated “R+12” for its Republican bent now ranks “D+15.” Its white population shrank from 68% to 50%, while

the proportion of black residents rose from 26% to 45%. “For the first time this decade, Virginians are finally going to have the chance to elect candidates of their choice,” said former U.S. Attorney General Eric Holder Jr., chairman of the National Democratic Redistricting Committee, which helped challenge the old maps. “The aim of everything that started in Jamestown 400 years ago was to allow the people to choose their representatives, and not to have politicians picking their voters.” Cox’s Democratic challenger, Sheila Bynum-Coleman, is an African American woman who in 2017 fell 819 votes shy of unseating veteran Del. Riley Ingram, RHopewell, in an adjacent district before the new maps.

“I’m running to represent my community,” she said. “And I’m fiercely determined to be a voice for my community.” More than two dozen House districts were redrawn to remedy the 11 under court order. Republican incumbents in six of those districts will have a harder

time defending their seats. The GOP controls the House 51 to 48 and the Senate 20 to 19, with one vacancy in each chamber. Cox, 61, for 29 years has represented the district where he has lived his whole life. Now, the retired teacher is introducing himself to 30,000 new constituents, out of a district of about 80,000. But his district was evolving even before the new map. “Chesterfield has changed a lot irrespective of the new lines,” said Stephen J. The report from the D.C. Department of Health offers the first comprehensive view of the impact of the law that took effect in July 2017 over the objections of religious groups, advocates

for people with disabilities and congressional Republicans. Four cancer patients in 2018 requested a fatal dose of drugs, prescribed by three physicians, the report says. Two succumbed to their diseases before they could end their lives. According to the report, the two patients who used the law were a 72-year-old woman with breast cancer that had spread to her lung and an 81-year-old woman with lung cancer. The 81-year-old appears to be Corinne “Teeny” Zimmermann, a Palisades resident who had lung

cancer and died July 15, 2018, after ingesting medication prescribed under the law. Relatives said she had challenges obtaining the drugs but appreciated the option in her final days. The D.C. Advocates for the practice say such laws give terminally ill patients autonomy and an opportunity to avoid unnecessary suffering. Council that could result in the early release of some prisoners convicted of violent crimes is being praised by criminal justice reform advocates but has faced criticism from the District’s top prosecutor and concern

The new effort would further amend a law passed in 2016 that gives people who committed serious crimes as children, and have served at least 15 years in prison, a chance to have their punishment reduced. The idea behind the legislation is that children and young adults should not receive adult punishments of decades in prison. Since the original D.C. resentencing act became law, 17

people have been released or had their sentences reduced, all over prosecutors’ objections. Both D.C. Council member Charles Allen, who wrote the legislation, and prosecutors say none of those released have been rearrested. But Jessie Liu, the U.S. Attorney for the District, said the quick passage of laws and amendments did not give enough time to see whether those released will reoffend. According to Liu’s office, 583 prison inmates would qualify to seek the sentence reduction. Some 85% of those inmates were convicted of murder, voluntary manslaughter, first-degree sex abuse and child sex abuse.

IRAN Iranian forces seized a ship in the Persian Gulf suspected of carrying smuggled fuel, state media reported Sunday, marking the Revolutionary Guard’s third seizure of a vessel in recent weeks and the latest show of strength by the paramilitary force amid a spike in regional tensions. State TV and the semiofficial Fars news agency reported that seven crew members were detained when the ship was seized late Wednesday carrying 185,000 gallons of “smuggled fuel” from Iran. The local reports did not provide further details on the vessel or the nationality of the crew. The news agency reported the ship was seized near Farsi Island, where a Revolutionary Guard naval base is located. The island sits in the Persian Gulf between Saudi Arabia and Iran, north of the Strait of Hormuz. Guard commander Gen. Ramazan Zirahi was quoted by Iran’s state TV as saying the ship was seized in Iranian territorial waters and had been transporting diesel fuel. State TV and other local media also ran footage of the ship, but did not show any flag or identifying marker for the vessel.

“This foreign vessel had received the fuel from other ships and was transferring it to Persian Gulf Arab states,” Zirahi said in comments carried by Fars new agency. It was not immediately clear why a ship carrying Iranian fuel would transfer its cargo to energy-exporting Gulf states, but smuggling has been a source of concern in Iran. Iranian media reported last month that some 8 million liters of government-subsidized Iranian fuel are smuggled daily to other countries where prices are much higher. The new claims would make this the third vessel seized by

the Guard in the past two weeks, and the second accused of smuggling fuel. The U.S. Fifth Fleet, based in Bahrain, said it did not have information to confirm the reports. Maritime tracking experts also said they did not have any immediate information about the incident or details on the vessel. Maritime intelligence firm Dryad Global said that, if confirmed, this is likely to be “another relatively low-key interception designed to signal to the West that Iran maintains the capability and intent to exercise its influence” in the Persian Gulf. A recent heat wave accelerated the melting of Greenland’s ice sheet and caused huge ice loss in the Arctic. The world’s largest island has 82% of its surface covered in ice, and nearly 60% of that icy area showed signs of melting last week, said Ruth Mottram of the Danish Meteorological Institute. She said that from June 1 — roughly the start of the ice-loss season — to the end of July, the Greenland ice sheet lost 240 gigatons (240 billion metric tons). That compares with 290 gigatons lost overall in the 2012 melt season, which usually goes through August. That season also was extreme. Just 1 gigaton of ice loss is equivalent to 400,000 Olympic swimming pools, and 100 gigatons corresponds to a 0.28 mm (0.01 inch) rise in global sea levels. (AP)

The author’s ideology is so aligned with the president’s that he decided to conclude the manifesto by clarifying that his views predate Trump’s 2016 campaign and arguing that blaming him would amount to “fake news,” another Trump phrase. The extent to which the El Paso shooter was motivated by the president’s words will be fiercely debated in the days to come, and could be answered by the investigation. But some Democrats on Sunday said Trump’s demagoguery makes him plainly culpable. Beto O’Rourke, a former congressman from El Paso running for president, said on CNN: “He doesn’t just tolerate it; he encourages it, calling Mexican immigrants rapists and criminals, warning of an invasion at our border, seeking to ban all people of one religion. Folks are responding to this.” Mick Mulvaney, the acting White House chief of staff, flatly dismissed the suggestion that Trump was to blame. “Goodness gracious, is someone really blaming the president? People are sick,” he said on NBC. FBI Director Christopher Wray testified last month that the bureau has seen a recent uptick in the number of domestic terrorism arrests, and that most involved some form of white supremacy. But Trump has done little to vigorously confront this crisis. “I want to say with more moral clarity that Donald Trump is responsible for this,” Sen. Cory Booker, D-N.J., said on CNN. “He is responsible because he is stoking fears and hatred and bigotry. He is responsible because he is failing to condemn white supremacy, and seeing it as it is, which is responsible for such a significant amount of the terrorist attacks.”

POLITICS President Trump has relentlessly used his bully pulpit to decry Latino migration as “an invasion of our country.” He has demonized undocumented immigrants as “thugs” and “animals.” He has defended the detention of migrant children, hundreds of whom have been held in squalor. And he has warned that without a wall to prevent people from crossing the border from Mexico, America would no longer be America. “How do you stop these people? You can’t,” Trump lamented at a May rally in Panama City Beach, Fla. Someone in the crowd yelled back one idea: “Shoot them.” The audience cheered and Trump smiled. Shrugging off the suggestion, the president quipped, “Only in the Panhandle can you get away with that statement.” On Saturday, a 21-year-old white man entered a shopping mall in El Paso, Texas — a vibrant border city visited daily by thousands of Mexicans — and allegedly decided to “shoot them.” Twenty people died and dozens were wounded. After yet another mass murder, the question surrounding the president is no longer whether he will respond as other presidents once did, but whether his words contributed to the carnage. Authorities in El Paso have not announced a motive in what they call an act of domestic terrorism, but at the center of their investigation is an anti-immigrant manifesto they believe the alleged shooter, Patrick Crusius, posted shortly before he opened fire. Portions of the 2,300-word essay, titled “The Inconvenient Truth,” closely mirror Trump’s rhetoric, as well as the language of the white nationalist movement, including a warning about the “Hispanic invasion of Texas.”

EL PASO, TEXAS The attack on a Walmart in a shopping center in El Paso, Texas, on Saturday, during which a gunman killed 20 people and wounded dozens, is being viewed as a domestic terrorist attack, authorities said Sunday. Federal authorities are “seriously considering” bringing hate crime charges in the case, John F. Bash, the U.S. attorney for the Western District of Texas, said. Those charges could carry the death penalty. “We are treating it as a domestic terrorism case, and we’re going to do what we do to terrorists in this country,” Bash said. “Which is deliver swift and certain justice.” About 20 minutes before the shooting started at an El Paso Walmart, a rambling screed was posted to an online message board saying the massacre was in response to an “invasion” of Hispanics coming across the southern U.S. border.

Titled “The Inconvenient Truth,” it railed against the dangers of mass immigration and warned that Hispanics will eventually take over the economy and government. The writer argued that attacking “low-security” targets was a way to “fight to reclaim my country from destruction.” Investigators increasingly believe these are the words of 21-year-old suspect Patrick Crusius, who surrendered shortly after Saturday’s rampage, and they are looking at the writing as they consider whether to prosecute the attack as a hate crime. What remains a mystery is why Crusius chose El Paso, which has figured prominently in the immigration debate, and a shopping complex just 5 miles from the U.S.-Mexico border. DAYTON, OHIO A masked gunman in body armor opened fire early Sunday in a popular entertainment district in Dayton, Ohio, killing nine people, including his sister, and wounding dozens before he was quickly slain by police, officials said. Connor Betts, 24, was armed with a .223-caliber rifle with magazines capable of holding at least 100 rounds of ammunition and was gunned down about 30 seconds after his rampage began about 1 a.m. in the historic Oregon District, said Police Chief Richard Biehl. After squeezing off dozens of shots, he was killed at an entrance to a bar where people were taking cover, Biehl said, adding that had Betts gotten inside, the result would have been “catastrophic.” Police have not identified a motive. Betts’ 22-year-old sister Megan was the youngest of the dead — all killed in a nightlife spot of bars, restaurants and

theaters that is considered a safe area downtown, police said. The gunman was white and six of the nine killed were black, police said. Although they’ll investigate the possibility of a hate crime, they said the quickness of the rampage made any discrimination in the shooting seem unlikely. They identified the other dead as Monica Brickhouse, 39; Nicholas Cumer, 25; Derrick Fudge, 57; Thomas McNichols, 25; Lois Oglesby, 27; Saeed Saleh, 38; Logan Turner, 30; and Beatrice N. Warren-Curtis, 36. Mayor Nan Whaley said at least 27 more people were treated for injuries, and at least 15 of those have been released. Several more were in serious or critical condition, hospital officials said at a news conference Sunday morning. Now it’s stacked with star quarterbacks, part of a leaguewide obsession with the passing game. The NFC East has gone in another direction. Welcome to the new black-and-blue division. “It’s kind of the way it’s been built,” Redskins coach Jay Gruden said. “You look at the history of the NFC East, usually the team that runs the ball the best is the one that wins it, and the one that stops the run the best is the one that wins it.” Teams across the division have invested heavily in their run games and loaded up on defense. The Giants took Saquon Barkley with the No. 2 pick in the 2018 draft, and he was the NFL’s second-leading rusher as a rookie. The Cowboys selected Ezekiel Elliott with the No. 4 pick in 2016, and he has led the league

in rushing twice in three years. The Redskins added future Hall of Famer Adrian Peterson last year, and he ranked No. 8 in rushing. The Eagles traded for Jordan Howard, who rushed for more than 1,000 yards in two of his first three seasons, and will pair with second-round pick Miles Sanders. “That’s smash-mouth football,” Redskins cornerback Dominique Rodgers-Cromartie said. “The game changes, you’ve got to change with it.” The sources of the philosophies aren’t difficult to trace. The Giants are led by general manager Dave Gettleman, who built the Panthers into a Super Bowl team with a bruising run game and bulky defense. Inside Saturday’s wacky 8th inning NATIONALS Dave Martinez needed someone, anyone, to pitch the eighth inning so he wouldn’t have to extend his bullpen further in a blowout. The Nationals were down by seven runs. The team’s manager had already used three relievers and figured it best to put a position player on the Chase Field mound Saturday night. It had been 17 years since utility man Gerardo Parra, 32, let a fastball fly out of his left hand. And he learned, fast, how hard it is to locate pitches in the majors. He pumped low-90s fastballs to five batters, walking four and giving up a single. Martinez visited him on the mound, 25 pitches and five runs into a dream gone wrong.
