Police say an Ohio man accused of stealing a bulldozer and driving it into the porch of a house after an argument with the home’s resident was charged last week with theft and criminal damaging. Police say Randy Schiffbauer of Akron is accused of taking the bulldozer from a nearby construction site and driving to the house and into the enclosed porch. Officials are investigating a report that a man fired a gun at Mammoth Cave National Park, Ky., due to an alleged sighting of Bigfoot. Rangers responded Sunday to a report of a man with a firearm at a backcountry campsite. Brad Ginn said he was awakened at 1 a.m. by a man who said he was going to investigate strange noises. Ginn heard a gunshot shortly after and the man returned to say Bigfoot had emerged from the woods, so he fired. (AP)

Three hundred toothbrushes at one go!” The half-dozen women gathered around her in a living room in Potomac, Md., last week laughed — but then quickly got back to work. The team of volunteers carefully organized donated items like backpacks and toothpaste — items destined to help individuals and families released from U.S. Customs and Border Protection detention facilities near the U.S.-Mexico border. On Aug. 8, the women will embark on their road trip. Now, the women don’t feel so hopeless when they read news from the border. Carmel said she wakes up most mornings feeling “amazed” by D.C.-area residents’ response to their project. “Our hope is to provide the necessities to help these people feel human again,” Dimond said. Karl the bird thrives with a fake beak The National Zoo says an Abyssinian ground hornbill named Karl is reaping the social benefits from a prosthetic beak. Two years ago, Karl, 30, had a new beak 3-D printed for him, as his own was wearing away. With his prosthetic beak, the zoo said, Karl seems to be doing well, gobbling up crickets and mealworms. For a male hornbill, a sturdy beak is an important aspect in finding a mate. In June, Karl was introduced to a new roommate, 1-year-old Karoline. For now, the two are “just companions,” the zoo said. THE DISTRICT The protégé of D.C. Mayor Muriel Bowser, D, is gearing up to defend his seat representing the mayor’s home turf. Ward 4 council member Brandon Todd, D, has filed for reelection before any other incumbent and gone on a fundraising blitz. He raised $180,000, with an assist from the mayor and city contractors, according to records filed late Wednesday. Todd also drew his first primary challenger Thursday: Janeese Lewis George, a former D.C. government lawyer and a favorite of progressive activists. At stake is the ideological tilt of an increasingly left-leaning D.C. Council. Todd is one of the more conservative members of the panel on fiscal and business issues, and he has been a reliable supporter of the mayor. He was first elected in 2015 to succeed Bowser as the Ward 4 representative. George, 31, is running to Todd’s left, criticizing his votes to repeal a tipped wage ballot measure, approve a no-bid sports betting contract, and oppose a paid family and medical leave measure. “We need someone who is willing to stand up and fight and who would be unafraid to say something,” George said in an

Support in sight: Mobile app helps blind commuter it’s like to be blind. A voice when you’re watching a movie can narrate onscreen events; a computer can read emails aloud; and a remote personal assistant can explain surroundings in a Metro station. “It’s a game-changer,” said Sheehan, a member of a committee that advises Metro on serving seniors and people with disabilities. In his 20s, Sheehan ran marathons. In his 30s, he lost the vision in his right eye to a degenerative condition, but he could still see with his left. One day when he was 34, he was helping a friend move a couch. As they passed a tree, the friend bent back a limb. As he cleared it, the limb snapped into Sheehan’s good eye. Standing on the platform, Sheehan could tell the floor was getting brighter, then dimmer. From experience, he knew that meant his train to Silver Spring was approaching. But he couldn’t tell where to enter. “There’s a door straight ahead. But there’s a lot of people coming out,” Marissa said. Seeing people step aside for Sheehan, she said, “OK, you can go now.” Sheehan pays $99 for 120 minutes of Aira a month, so he only uses it at stations unfamiliar to him. Aira says the service, which launched in 2017, offers monthly plans ranging from $29 for 30 minutes to $199 for 300 minutes. Boston is picking up the cost for the service on its transit system, so time doesn’t count toward users’ data limits.

Pat Sheehan, a blind man with a white and red cane, entered the Chinatown side of Metro’s Gallery Place station during Tuesday afternoon’s rush hour. Even for those who can see, the station can be confounding. The escalator from the street leads to one level with orange floors — which leads to more escalators down to the next level. There, on the other side of the fare gates, are more escalators leading down to Orange and Green line trains. Somewhat hidden from view past the fare gates is a set of escalators heading back up to the Glenmont-bound Red Line trains Sheehan was seeking. Another sign points to the escalators for the Shady Grovebound Red Line trains. Cane in his left hand, Sheehan stood at the bottom of the escalator from the street. With his right hand, he pointed his smartphone straight ahead. Somewhere, likely far from D.C., a woman named Marissa was seeing what Sheehan’s phone was capturing. “There’s an orange floor with a diagonal pattern,” she said. Straight ahead about 30 feet are the turnstiles, said Marissa, who works for a service called Aira. Sheehan, who is 65 and works for the Department of Veterans Affairs testing the accessibility of computers, could imagine it. He could see for the first 34 years of his life. For those who can afford it, technology is changing what

Some airports outside the D.C. area and businesses like Walgreens are doing the same. The Smithsonian Institution also offers free Aira service, Sheehan noted. With Aira’s assistance, he said, he visited the United States Holocaust Memorial Museum one time. “There was a replica of one of the train cars that they put the Jews in,” he said. “They let you walk in that car. You can imagine, sitting there, all the other people who’d been there.”

Aira’s public policy director, Paul Schroeder, said he’s had discussions with Metro about adding Aira but hasn’t gotten any commitments. Metro in July did announce plans to offer a free disability services app by October 2020 for trains and buses. The Metro app doesn’t involve a live person. Instead, beacons locate a user and offer pre-recorded directions, like GPS in a car. As Sheehan’s train rumbled along, he could tell from a sudden brightening that it was exiting the tunnel at Union Station. He was asked about losing his sight. “It’s like anything else, when you lose something. What are you going to do? BETHESDA A 17-year-old who wore the mascot costume at a Maryland high school died Thursday after he was struck by a car a day earlier while biking in Bethesda. Montgomery County police said Jacob Cassell of Bethesda was hospitalized with life-threatening injuries after the collision, which occurred before 5 p.m. Wednesday at Old Georgetown Road and Beech Avenue. Police said Cassell was riding southbound along Old Georgetown Road on the sidewalk when he fell into the roadway and was struck by a passing SUV. The driver stayed at the scene, according to police. The driver wasn’t hurt. Cassell dressed up as the bulldog mascot for Winston Churchill High School in Potomac. School principal Brandice Heckert said Cassell would have been a junior in the fall and had “a kind heart and a contagious smile. He will be greatly missed.” Officer Rick Goodale, a Montgomery County police spokesman, said investigators are trying to determine why Cassell, who was wearing a helmet at the time, fell. Goodale said the area isn’t known for collisions involving cyclists and vehicles. The speed limit there is 35 mph. Authorities said it’s too early to know whether the driver might face charges. Pierluisi is a former representative to the U.S. Congress seen by most ordinary Puerto Ricans as a conciliatory, relatively uncontroversial figure, unlikely to be met by continued street demonstrations. Universal Orlando officials said Thursday that the resort will double in size with an “epic” fourth theme park, but they offered almost no information on when the new park will open, what it will hold or how much they will spend. The secretive nature of the new park is “because of competitive pressure,” Universal Parks & Resorts CEO Tom Williams said at a news conference. The announcement is the latest salvo in the war for dominance between Walt Disney World and Universal Orlando in America’s theme park capital. The amount spent by the city of Chicago to wrangle an alligator found living in a park lagoon this summer. Most of the costs arose from city workers putting up and removing barricades to keep people away from the lagoon in Humboldt Park after the 4- to 5-foot male reptile, dubbed Chance the Snapper, was first spotted there last month. Trump unveils plans for new tariffs on China

GOP supporters of the budget pact, including Trump and Senate Majority Leader Mitch McConnell, R-Ky., focused on lifting the debt ceiling as well as the increase in the Pentagon budget in arguing that the agreement was a good deal for Republicans, and the best that could be achieved under divided government. But a number of Senate Republicans, including some who support Trump strongly on most issues, were reluctant to go along. The national debt now stands at $22 trillion, but the deal makes no attempt to rein in spending, take on entitlements, or make any structural changes many Republicans say are necessary to reform Washington’s dysfunctional budget process.

ECONOMY President Trump intensified pressure Thursday on China to reach a trade deal by saying that beginning Sept. 1, he will impose 10% tariffs on the remaining $300 billion in Chinese imports he hasn’t already taxed. The move immediately sent stocks sinking. The president has already imposed 25% tariffs on $250 billion in Chinese products, and Beijing has retaliated by taxing $110 billion in U.S. goods. U.S. consumers are likely to feel the pain if Trump proceeds with the new tariffs. Trump’s earlier tariffs had been designed to minimize the impact on ordinary Americans by focusing on industrial goods. The new tariffs will hit a vast range of products, from cellphones to scarves. It isn’t clear when consumers are likely to feel the impact of the additional tariffs, but higher prices could show up in stores this fall. The move came as a surprise, just as U.S. and Chinese negotiators were concluding a 12th round of what the White House called “constructive” trade talks in Shanghai. The talks ended Wednesday and are scheduled to resume next month in Washington. WASHINGTON The Senate passed a broad, twoyear budget deal Thursday that boosts spending and eliminates the threat of a debt default until after the 2020 election, while reducing the chances for another government shutdown. The legislation now goes to President Trump, who is expected to sign it despite conservative complaints that it will fuel the nation’s runaway debt. “Budget Deal is phenomenal for our Great Military, our Vets, and Jobs, Jobs, Jobs! Two year deal gets us past the Election. Go for it Republicans, there is always plenty of time to CUT!” Trump wrote on Twitter ahead of the 67-28 vote. Republican leaders including Trump himself had been working to round up GOP support ahead of Thursday’s vote, trying to avoid a repeat of the outcome in the House last week, when a majority of Republican lawmakers ignored Trump’s pleas and voted against the deal. It passed the House anyway, on the strength of Democratic votes. The lobbying effort paid off in the Senate as more Republicans voted in favor of the deal than against it, by a margin of 30-23. Five Democrats also voted “no.” The agreement heads off several looming fiscal threats, most immediately the possibility that the Treasury Department could

have run out of money to pay its bills as early as September if Congress didn’t act, resulting in a market-shattering default on U.S. obligations. The deal passed Thursday suspends the debt ceiling through July 31, 2021, removing the threat of default and the accompanying risk of political brinkmanship that typically accompanies debt limit negotiations. It lifts strict Obama-era spending caps that would otherwise slash indiscriminately into agency and military budgets, and sets overall spending levels that will make it easier for lawmakers to write the individual appropriations bills needed to keep the government open past Oct. 1, when current agency budgets expire. IMMIGRATION A group of doctors from Harvard and Johns Hopkins has urged Congress to investigate the deaths of six migrant children who were held in government custody after crossing the southern border in the past year, warning that “poor conditions” at U.S. facilities are increasing the risk of spreading deadly infectious diseases, especially the flu. The doctors, who wrote to Congress on Thursday, said autopsy reports show that at least three of the children — ages 2, 6 and 16 — died in part as a result of having the flu, a far higher incidence of such deaths than across the general population. Child flu deaths are rare, the doctors said, and should be preventable. “Poor conditions at the facilities may be amplifying the spread of influenza and other infectious diseases, increasing health risks to children,” according to the letter. The doctors’ concerns come as the U.S. government has been struggling to deal with a record influx of Central American families and unaccompanied minors at the border. Children have spent days or even weeks in Border Patrol stations that are not meant for long-term housing, and the crush has meant people have been jammed into cage-like holding pens and even have had to stay in outdoor fenced encampments without access to showers or beds. POLITICS Democratic presidential contenders have opened a surprising new front in their effort to retake the White House — calling into question the legacy and leadership of former President Barack Obama, the party’s most beloved leader. Like young adults seeking to break away from their father’s shadow, the candidates who gathered in Detroit to debate the party’s future this week repeatedly challenged Obama’s record, both directly and indirectly. Replacing Obama’s signature accomplishment, the Affordable Care Act, has become the primary policy goal of many of the leading 2020 contenders. Several others have attacked Obama’s efforts to secure a new trade deal with Asia, his decision to surge troops into Afghanistan and the practice of courting wealthy donors, which anchored both of Obama’s campaigns for president. “We have tried the solution of Medicare, Medicaid, and private insurance,” Sen. Elizabeth Warren, D-Mass., said Tuesday night, defending her plan to replace Obama’s health reforms with a single government plan. “And what have the private insurance companies done? They’ve sucked billions of dollars out of our health care system.” The political messaging consensus that won Democrats control of the House in 2018 — defend Obamacare, oppose Republican policies and mostly avoid disruptive liberal ideas — has faded over the last year as candidates try to placate this year’s crop of activists. Washington has the NFL’s most expensive offense at $118.9 million, but the team still must decide on a starting quarterback, receiver and left guard — and maybe left tackle, too. A half dozen running backs also are vying for snaps.

Today, the pecking order is Case Keenum, then Colt McCoy, then rookie Dwayne Haskins. Tomorrow, it could be different. Same goes for the next day. But as the club prepares for Cleveland, Keenum has been getting the nod in practice, working with the regulars the most. His deep ball is the best of the trio. Keenum and McCoy are placeholders until Haskins is ready, or until the regular season falls apart, but the veterans’ experience gives them the edge for now. Haskins has been inconsistent, but has had “wow” moments. Gruden will go with experience in September, but the future by November.

It’s now or never for 2017 second-rounder Ryan Anderson, who has been a big disappointment. He did improve some last season after an injury-plagued rookie year, but recorded just two sacks in two years. Anderson needs to triple that number or find the bench. First-rounder Montez Sweat’s speed and size are frightening. He’ll be the team’s best pass rusher by 2021, maybe sooner. The key is whether Sweat learns the scheme in time to start on opening day. Otherwise, it will be a steady progression. If Sweat can pressure passers opposite Ryan Kerrigan, the Redskins will blitz opponents regularly.

While waiting for Trent Williams to end his holdout or force a trade, the Redskins are deciding whether they can get by for one year before drafting a replacement. Incoming veteran Ereck Flowers was awful as first choice, so they signed 36-year-old Donald Penn, whose career is on fumes. Watch free agent Corey Robinson, who worked with the first line this week. Who’s playing left tackle will impact who the Redskins pick to be QB1. After losing two passers to injuries last year, blind-side protection is paramount, and they wouldn’t want to put a rookie behind a faulty offensive line.

Don’t assume veteran Josh Doctson will start over rookie Terry McLaurin. Doctson, a 2016 first-rounder, is a short-timer in Washington after three lackluster seasons. Some days he looks decent, then drops a simple pass in practice. Washington expects to move on from Doctson in 2020, so why not do it now if McLaurin is ready? It doesn’t hurt that McLaurin is a preferred receiver by fellow Ohio State product Dwayne Haskins, but McLaurin is earning the job himself with solid, athletic receptions. He has shown great speed and the ability to get the ball over a cornerback.

The Redskins have six options and probably four slots. There’s competition on two levels. Adrian Peterson has shown no signs of becoming Derrius Guice’s backup, and each has looked strong in camp. The Redskins might open with A.P. while Guice eases into the season slowly after missing his rookie year with a torn ACL. Meanwhile, Samaje Perine wants that last slot over Byron Marshall behind third-down back Chris Thompson. Perine barely played last season, but can bang away inside if needed. Bryce Love will open the season on the injured list, but he’ll eventually be the fourth back.

Local rookie on the rise D.C. UNITED Nearly a decade has passed, but Donovan Pines can still see the ball leaving Andy Najar’s foot. He may have had the best seat in the house, after all: The Clarksville, Md., native was a ball boy, stationed behind the goal at RFK Stadium, as Najar’s shot nestled in the back of the net and D.C. United flocked to the corner flag to celebrate. “I was like, ‘Whoa, that was one of the greatest feelings ever,’ ” Pines says. “And I thought, ‘I really want to play for this team.’ ” Nowadays, Pines has an even better view: The 21-year-old defender has made nine appearances for United this season since signing with the club out of Maryland last winter. Like Najar before him, Pines made the jump from United’s academy to the first team by inking a homegrown contract. Having proven increasingly valuable to D.C.’s back line, with his recovery speed, 6-foot-5 frame and knack for sniffing out opposing attacks, Pines is aiming to make his fifth consecutive start when United (9-6-9) hosts the first-place Philadelphia Union (11-7-6) on Sunday at Audi Field. “He bails us out with his legs and his ability to read the game,” United coach Ben Olsen said. “He does it five times a half.”

Pines, who helped lead Maryland to an NCAA title last fall, has had a rookie season filled with stops and starts. After spending the early stages of the MLS campaign biding his time on the bench or on assignment with second-division affiliate Loudoun United, he played his way into the D.C. lineup with four starts from mid-April to early May. But in Pines’ Audi Field debut, a 3-1 win over the Columbus Crew on May 4, he suffered a sprained knee ligament that would keep him on the sidelines for two months. “I had never really had an injury like that or been out that long,” Pines said. “So I felt really weird and conscientious of myself. … I learned that patience is a virtue. Just take your time, trust the process, make sure

you don’t rush into it and make sure you’re 100 percent before you go all out because you know your body best.” Since returning to the field, Pines has joined veterans Steve Birnbaum and Frederic Brillant in the back line of a 3-4-2-1 formation. The rookie’s spot in the lineup for the MLS stretch run could depend on whether Olsen continues with that formation or reverts to a more attack-minded 4-2-3-1 alignment. Whatever Pines’ role is the rest of 2019, the local product already has established himself as a pivotal piece of United’s long-term plans. “He’s becoming a little bit of a cult hero out there,” Olsen said. “He’s going to be a good player for this team for years to come.”

Fast, furious, long, loud ‘Hobbs & Shaw’ delivers enough laughs and dazzling action to accomplish its mission FILM REVIEW “Fast & Furious Presents: Hobbs & Shaw,” a spinoff of the popular action franchise featuring two of that series’ recurring characters — Dwayne Johnson’s lawman Luke Hobbs and Jason Statham’s mercenary Deckard Shaw — hits the summer sweet spot between the silly and the satisfying. Yes, it’s one long, loud and frequently ludicrous series of action set pieces. But it’s also pretty funny and watchable, if not in abundance, then in just enough measure to counteract its unabashedly far-fetched plot. That plot — which like more recent iterations of the “F&F” juggernaut has migrated away from hot-rod culture to international espionage — pairs Hobbs,

a straight-arrow agent of the Diplomatic Security Service on loan to the CIA, with Shaw, a disgraced former member of the British military. Their mission? To find and apprehend an MI6 agent (Vanessa Kirby) who is believed to have absconded with a “programmable bioweapon” code-named Snowflake. This is complicated by the fact that someone else also wants that weapon: a cybernetically enhanced supervillain named Brixton (Idris Elba). The fact that the MI6 agent just happens to be Shaw’s estranged sister is a minor wrinkle, while mostly serving to justify the film’s sub-theme of family: In a brief, almost throwaway early scene, we see Shaw visiting his

mother (Helen Mirren) in prison; Hobbs, for his part, has several interactions with a young daughter (Eliana Su’a), and the film’s genuinely eye-popping climax takes place in Samoa, where Hobbs grew up, facilitating a family reunion between Hobbs and his own estranged brother

(Cliff Curtis). But really, “Hobbs & Shaw” is less about ancestry than action, which takes place in the context of the constant trash-talking between its mismatched heroes as they go about their globe-trotting business. In that Samoa-set third act, the film returns to its “Fast & Furious” roots with a physicsdefying sequence involving a helicopter that has been tethered to several souped-up all-terrain vehicles, like a kite. Call it “Mission: Impossible” for motorheads. Ideally, “Hobbs & Shaw” works best if you lower all your expectations. Instead, she has turned to television and streaming to deliver some of her career’s most fulfilling work — recently earning Emmy nominations for both “Dannemora” and “The Act” — while embracing the glut of creative opportunities available in the age of peak TV. “I’ve been waiting for this to happen,” Arquette says. “At a certain point there were 600 channels, but they were all just showing the same recycled content, and I was like, ‘People are going to get rid of this cable — it’s too expensive if they don’t start making content.’ Now, there’s a feeding frenzy of content.”

STREAMING Patricia Arquette has spent much of the past two years in the skins of deeply distressed and manipulative real-life figures. But last summer, in between filming her roles in Showtime’s “Escape at Dannemora” and Hulu’s “The Act,” she went to a place further outside her wheelhouse: the comedy realm. “Thank God,” Arquette says through laughter, reflecting on the respite that came with shooting the Netflix film “Otherhood.” In “Dannemora,” which premiered last fall, Arquette played Joyce Mitchell, a New York prison employee who aided the escape of two convicted killers. The 51-year-old actor also was seen earlier this year in “The Act” as Dee Dee Blanchard, a mother who was killed by her daughter’s boyfriend after subjecting her child to years of fabricated medical diagnoses and unnecessary treatments. “Otherhood,” on the other hand, stars Arquette alongside Angela Bassett and Felicity Huffman as a trio of suburban mothers who, after a dispiritingly quiet Mother’s Day, spontaneously venture to New York City to drop in on their adult sons.
