Nation Battle over migrant kids heats up Maine gubernatorial race

In the whitest U.S. state, thousands of miles from the Mexican border, the debate over immigration is becoming a central issue in one of the nation’s most closely watched governor’s races. With its close-knit communities and a practice of labeling nonnatives as “from away,” Mainers have a reputation for being insular. But they have also embraced the need for immigrants as the state’s population ages and declines. So Republican Gov. Paul LePage roiled the cultural waters when he criticized the federal government’s placement of eight immigrant children in Maine without advising him. He said Monday that the federal government was ducking its responsibility by leaving the border unprotected and pushing the burden onto states. He said he worries about the financial impact if more children are placed in the state.

Hey, Update My Transit App! Some smartphone users await data from the Silver Line Washington Silver Line riders: Your smartphone screen is not playing tricks on you. If you’re a Silver Line passenger who usually turns to a smartphone app to get around the Metro system, you may discover it’s missing information on the new line. It’s almost like the Silver Line doesn’t exist. But it does. And so does the information. Philip Stewart, a Metro spokesman, said the transit system —

which provides arrival and departure times to app developers — made Silver Line station information available on July 19 to developers. Metro officials began welcoming riders to the line on Saturday. But during Monday’s morning commute, the 9,700 riders that Metro said entered or exited the line’s five new stations had little to go on by way of apps. Some did it the oldfashioned way: turning to signs in the stations or to Metro’s website. It takes days for Apple to approve updates to any app, so even though Silver Line information was available, developers are left waiting before the changes can go live. According to Apple’s website,

Sales Tax Breaks for Md., Va. to Begin Region Back-to-school sales tax breaks return in August, giving shoppers in Maryland and Virginia several days in which to buy school supplies and other items without a tariff. In Virginia, the sales tax holiday begins Friday and continues for three days for shoes and clothing that cost less than $100 each. Many school and office supplies costing less than $20 will also be exempt. There is no limit to the quantity of items, and they don’t have to be for school use. Maryland’s tax break runs from Aug. 10 and continues through Aug. 16 for shoes and clothing items costing $100 or less. The District of Columbia no longer offers a sales tax holiday. Ebola Crisis Spreading Washington By the time Billy Fischer left the Ebola treatment center in Gueckedou, Guinea, early last month, he could complete the meticulous preparation routine in his sleep. First he donned the scrubs. Then he pulled on a pair of thick rubber boots that came up to his knees. Then he put on a body suit made of an impermeable material, two pairs of gloves, a face mask, an impermeable hood that covered his neck and — finally — goggles. In the tropical Guinea heat and humidity, it was suffocating. But it also kept him alive. “You lose about three to five liters of sweat, then you spend the next two hours hydrating before you go back in,” said Fischer, a critical care physician at the University of North Carolina at Chapel Hill. “It limits the care you can provide, but it saves your life.” Despite such extreme precautions, however, health workers in West Africa have been vulnerable to contracting Ebola. Dr. Sheik Humarr Khan, who was praised for treating the disease in Sierra Leone, died Tuesday. He had been hospitalized in quarantine. In neighboring Liberia, a top Ebola doctor died of the disease Saturday, and Kent Brantly — a Texas-trained doctor who has spent months treating Ebola patients — is fighting for his own survival after contracting the virus. “I’m praying fervently that God will help me survive this disease,” Brantly wrote in an email Monday to Dr. David Mcray, the director of maternal-child health at John Peter Smith Hospital in Fort Worth, Texas, where Brantly completed a

What is Ebola?

How is it going?

It is a highly infectious illness with fatality rates up to 90 percent, according to the World Health Organization. Symptoms initially include a sudden fever as well as joint and muscle aches and then typically progress to vomiting, diarrhea and, in some cases, internal and external bleeding. Reports of human infections usually first emerge in remote areas near tropical rain forests, where humans can come into contact with such animals as chimpanzees, gorillas and forest antelope. The consumption of bush meat is often a precursor to such outbreaks. The WHO says fruit bats are probably the natural host for the virus, meaning they harbor the pathogen but show no ill effects and serve as a source of infection.

One of the continuing challenges is getting local populations to abide by the edicts of government authorities and foreign health workers. The WHO has repeatedly warned about the risk posed by mourners reclaiming the bodies of the deceased for traditional burial ceremonies. But in some cases, families have refused to hand over the bodies to officials. The hysteria caused by the spread of Ebola has also led to the spread of rumor and conspiracy theories. Angry crowds have accused foreigners of bringing the virus.

How does it spread? Through contact with the bodily fluids — such as saliva, sweat, blood and urine — of someone who is infected. There have also been incidents in which the disease has spread at funerals for victims. Public health officials deem an outbreak to be over only after 42 days have elapsed without any new cases, which is leading some to predict that the current crisis may last well into the autumn.

Can Ebola be cured? There is no known vaccine or cure for the disease, but if caught early, it can be battled like other viruses such as influenza. The Centers for Disease Control and Prevention says supportive therapy such as administering liquids and electrolytes and maintaining the patients’ oxygen status and blood pressure can combat the virus. Doctors Without Borders said a strict quarantine while treating patients is essential to controlling outbreaks.

They are now in Abilene, Texas, and, while not subject to quarantine, are being monitored. Their return has sparked questions about whether they might introduce the virus to the U.S. The CDC has said that no cases of Ebola have been confirmed in the U.S. and the risk of it spreading to here was low, but it nevertheless issued a Level 2 health alert, advising U.S. health workers to be vigilant.

For Keenan Robinson, simply being on the field during training camp is enough of a victory. The linebacker was drafted from Texas in the fourth round in 2012, but injuries have stunted his growth. In Week 12 of the 2012 season, Robinson tore his right pectoral muscle, knocking him out for the year. And last year, on the first day of training camp, Robinson tore his left pectoral muscle, ending his season before it began. Now fully healthy, the 6-foot3, 238-pound Robinson is ready to live up to his promise. “I’m trying to jump-start my career,” he said. “This year, hopefully I can learn something, do the best I can do and just play a role.” On paper, the Redskins are counting on Robinson to be more than a role player. Most observers have Robinson slotted as the team’s starting middle linebacker, stepping into the very large shoes of London Fletcher, who ended his stellar career after the 2013 season. That’s a huge challenge for a player with just 11 career tackles under his belt, but Robinson’s speed, skill and smarts make him a solid candidate to start. “If you look at what we were doing last year, we had no strengths,” safety Ryan Clark said. “That’s why you have a faster Keenan Robinson now that gets the opportunity to

Basically, how to prepare for the game in ways that other guys don’t — getting a head start on your opponent when game time comes.”

NCAA Settles Head-Injury Suit $70M fund created to diagnose current and former athletes NCAA

The NCAA agreed Tuesday to settle a class-action head-injury lawsuit by creating a $70 million fund to diagnose thousands of current and former college athletes to determine if they suffered brain trauma playing football, hockey, soccer and other contact sports. College sports’ governing body also agreed to implement a single return-to-play policy spelling out how all teams must treat players who received head blows, according to a filing in U.S. District Court in Chicago. Unlike a proposed settlement in a similar lawsuit against the NFL, this deal stops short of setting aside money to pay players who suffered brain trauma. Instead, athletes can sue individually for damages and

the NCAA-funded tests to gauge the extent of neurological injuries could establish grounds for doing that. The settlement applies to all men and women who participated in basketball, football, ice hockey, soccer, wrestling, field hockey and lacrosse. Those who’ve played at any time over the past half-century or more at one of the more than 1,000 NCAA member schools qualify for the medical exams. Tuesday’s filing serves as notice to the federal judge overseeing the case the parties struck a deal after nearly a year of negotiations, which Joseph Siprut, the lead plaintiffs’ attorney who spearheaded talks with the NCAA, said were sometimes tough. “I wouldn’t say these changes solve the safety problems, but they do reduce the risks,” he said. “It’s changed college sports forever.” The NCAA, which admits no wrongdoing in the settlement and has denied understating the dangers of concussions, hailed the settlement. Comedy Central’s “The Meltdown With Jonah and Kumail” isn’t just a TV show. It’s a backstage pass to one of Los Angeles’ most popular comedy shows. Jonah Ray and Kumail Nanjiani (“Silicon Valley”) created “The Meltdown” (12:30 a.m. Wednesdays) by doing just what they’ve been doing each week for four years: hosting a loose, experimental stand-up showcase in the back of a comic book shop. For the most part, TV’s “Meltdown” is a By Rudi shortened version of Greenberg the live show: Ray and Nanjiani tell jokes and talk to the audience, followed by short stand-up sets. What makes the TV show different is that cameras follow the action backstage as the comics hang out, talk shop and plan their sets. In the premiere, Moshe Kasher does a bit where a plant in the audience heckles him into miming like a clown. It’s a bizarre piece of performance art, but, in the context of “The Meltdown,” it works. When he’s done, a camera follows Kasher off-stage, where he’s greeted by the show’s producer, Nanjiani’s wife Emily Gordon. “That was everything I hoped it would be and more,” Gordon says. Mike Campbell’s fluid guitar, Benmont Tench’s unparalleled keyboards, Ron Blair’s surprisingly melodic bass and Steve Ferrone’s drums — it’s a veteran band that plays with confidence and precision. Petty brings the songs,
