they will face repercussions if they dare to raise a dissenting voice,” said Danielle Brian, the group’s executive director. “Until we eliminate the culture of intimidation and climate of fear, no reforms will be able to turn this broken agency around.” The report came a day before the Senate Veterans Affairs Committee was to hold a hearing on the nomination of Robert McDonald to be VA secretary. If confirmed by the Senate, McDonald would replace acting Secretary Sloan Gibson, who took over May 30 after Eric Shinseki resigned amid a growing uproar over treatment delays and falsified records at VA hospitals and clinics nationwide. New Mexico Teens Accused of Beating Homeless Men to Death Albuquerque, N.M. Three teenagers accused of fatally beating two homeless men beyond recognition with cinderblocks, bricks and a metal fence pole may have been terrorizing transients around Albuquerque for months, police said Monday. Alex Rios, 18, and two boys, ages 16 and 15, were ordered held on $5 million bonds on murder charges in the Friday night slayings. The 15-year-old told police the attack lasted more than an hour, and

that the trio took turns picking up cinderblocks over their heads and smashing them into the faces of the men who had been sleeping in a Rios field, according to a criminal complaint. A third transient who escaped led police to the boys, whom he said were known for attacking homeless people. The 15-year-old told police the trio had attacked more than

50 people over the past year. And his father told KOB-TV, an Albuquerque television station, there were rumors his son was violent. Gilbert Prieto said he has no idea what prompted the beatings, and that he and his family had once been homeless themselves. “It’s so hard that he could do that to someone where … I mean, like I said, we came from there,” said Prieto, the father of the 15and 16-year-olds accused. “You know what I mean? We’re not there now, but that’s where we … We got

out of there,” Prieto said. According to the criminal complaint, the teens came home from a party and one of them was “very angry” over a breakup with a girlfriend. So they went out to look for someone to beat up and possibly rob. The attack was so brutal it stunned even veteran police officers. “I personally, after reading that complaint, was sick to my stomach because of the nature of the violence and the age of the offenders,” police spokesman Simon Drobik said. Police Ties to KKK Shock Fla. Town Two officers accused of being in Klan quit small police force

“Maybe I’m ignorant, but I didn’t realize that they still met and organized and did that kind of thing.”

Fruitland Park, Fla. Ann Hunnewell and her central Florida police officer husband knelt in the living room of a fellow officer’s home, with pillow cases as makeshift hoods over their heads. A few words were spoken and they, along with a half-dozen others, were initiated into the local chapter of the Ku Klux Klan, she says. Last week, that 5-year-old initiation ceremony stunned residents of the town of Fruitland Park, who found out an investigative report linked two city officers with the secret hate society. Ann Hunnewell’s ex-husband, George Hunnewell, was fired, and deputy chief David Borst resigned from the 13-member Fruitland Park Police Department. Borst has denied being a member. Rebels Release Bodies of Plane Victims The U.N. demands probe, full access to crash site in Ukraine

Other Developments

A refrigerated train carrying Malaysia Airlines victims’ bodies pulled away Monday from a rebelheld town in eastern Ukraine, one small step forward in easing the agony of their grieving families. Just before nightfall, the train headed to the city of Kharkiv, where coffins flown in by the Dutch military awaited. The remains were to be turned over to Dutch officials, then f lown to the Netherlands, where they will be identified and handed over to family members. In an emotional inspection hours earlier, Dutch experts had called for a full forensic sweep of the Flight 17 crash site and told the armed separatists controlling the area that the train must be allowed to leave as soon as possible. Four days after the plane was

shot out of the sky, killing 298 people, pressure was growing on Russian President Vladimir Putin to rein in the insurgents. The U.S., Ukraine and others say Moscow has armed the rebels, a charge Russia denies. In Washington, President Barack Obama demanded that

international investigators get full access to the crash site and accused the separatists of removing evidence and blocking investigators. “What exactly are they trying to hide?” Obama asked, a day after the U.S. presented what it called “powerful” evidence that the reb-

Workers recovered more bodies from the site Monday, bringing the total to 282 of the 298 onboard. The rebels handed over both black boxes from Flight 17 to Malaysian investigators in Ukraine, bowing to international pressure. Fighting flared again between the separatists and government troops in the eastern rebel-held city of Donetsk, just 30 miles to the west of the crash site. Russia’s Defense Ministry said it saw no evidence a missile was fired, denied involvement and suggested that the Ukrainian military was at fault. President Vladimir Putin showed no sign of abandoning the separatists. At least six Facebook pages were created using the names of plane victims, the Canberra Times reported. The pages had links to a blog claiming to have crash details but instead had ads for dubious products and services. Facebook removed the pages, Mashable said. (AP/ T WP)

els had shot down the plane with a Russian surface-to-air missile. At the U.N. in New York, the Security Council voted unanimously to approve a resolution demanding international access to the crash site and a cease-fire around the area. The resolution — supported

by Russia — calls for a “full, thorough and independent international investigation,” calls for pro-Russia separatists to allow access to the site of the crash, and demands that armed groups do not disturb debris, belongings or victims’ remains. (AP/ THE WASHINGTON POST )

Second Chances China’s lunar rover Jade Rabbit is still alive and kicking. The plucky rover, which famously sent out a dying message (“I know I might not survive this moon night”) in January, is severely handicapped but is still functioning, Chinese authorities said Monday. If it began like the others, the first sign that Saraswati Devi would be murdered was an accusation delivered to a shaman. Perhaps she had offended someone. Perhaps a community well had suddenly dried and someone needed blaming. Perhaps they chose her because Devi was lower caste, a woman, and because they’d probably get away with it. The killers came for her Saturday. Two of her sons tried to save her, but couldn’t and were beaten. Their punishment wouldn’t match Devi’s. The 14 villagers inflicted injuries

so severe they would claim her life. Though shocking, the murder was not unique. It was not even uncommon in pockets of rural India. In places where superstition and vigilantism overlap and small rumors can turn deadly, nearly 2,100 women accused of witchcraft have been killed between 2000 and 2012, according to crime records gathered by the Indian newspaper Mint. Last week in Chandrapur, one man was lynched and his female accomplice thrashed by a mob for practicing black magic, the Times of India wrote. Another woman accused of witchcraft was grabbed

by relatives and beaten to death. Last year, in Jharkhand, a 50-yearold and her daughter were hacked to death after they were accused of practicing witchcraft. The forces driving the killings are as much cultural as they are economic, experts say. While the easiest explanation is that angered mobs confuse a sudden illness or crop failure with witchcraft and exact revenge, it’s rarely that simple. More often, it isn’t superstition but discrimination. Those accused often come from similar backgrounds: female, poor and of a low caste. TERRENCE McCOY (THE WASHINGTON POST)

Rhino Salvation in Evacuation?

Pleasant Non-Surgical Results

Before

South Africa’s Kruger National Park is considering a plan to move some rhinos out of the flagship wildlife reserve in an attempt to protect them from poachers. The goal is to “spread the risk” by evacuating rhinos to other game reserves because Kruger park is heavily targeted by poachers, park spokesman William Mabasa said Monday. No decision has been made, and there is no guarantee that other parks are safe since “poachers are going everywhere,” he said. Many poachers cross into Kruger from neighboring Mozambique, and they are often able to elude ranger teams that operate with limited aerial surveillance across the vast park of 7,500 square miles. About 560 rhinos have been poached in South Africa so far this year, and well over half were killed

Silver Line Questions You Were Too Embarrassed to Ask Metro has officially declared that “it’s all systems go” for the start of passenger service on the Silver Line this Saturday after it encountered no glitches while testing the new line for a full day Sunday and again during peak morning travel hours Monday. For those who haven’t been obsessively following the new line, here are the basic details. And be sure to look for Express’ Silver Line section on Friday. (EXPRESS/THE WASHINGTON POST) Is the Silver Line technically part of Metro? Knowing the new line was not being built by the transit authority led some travelers to think it would be a separate system. In fact, riders won’t change trains to join the rest of Metrorail and they can pay with SmarTrip cards. However, Maryland’s proposed Purple Line, a light rail system between Bethesda and New Carrollton, is not part of Metro.

Is the Silver Line just five new stations? The new part of the Silver Line consists of 11.4 miles of track and five new stations. But eastbound Silver Line trains join up with the original Metrorail system before East Falls Church and will end their trips at Largo Town Center. So if you’re bound for Metro Center from Largo and the sign on the car says “Silver Line,” that’s your train.

Will it save time? How practical this new route is for individual travelers depends on their starting points, destinations and the time of day for the trips. A rush hour ride from the west end of the line to Metro Center should take 41 minutes and cost $5.90, using a SmarTrip card to pay. Some drivers say the time and expense isn’t worth it.

FREE

Uber’s ‘Silver Lining’ The Silver Line’s opening is just a few days away, but Uber wants to get you there first. Until Thursday, the UberX service is offering users two free rides to (or from) areas around Tysons Corner or Reston, up to $30 each. Enter the promo code “SILVERLINE” to get the free rides. Did Metro build the Silver LIne? No, this is the first part of the Metrorail system not built by the transit authority (though transit managers have been involved in the lengthy planning process.) The first-phase of construction work, which officials said is $150 million over budget so far, was handled by a group of contractors led by construction giant Bechtel.

Isn’t it supposed to go to Dulles Airport? The first phase goes only as far west as the Wiehle-Reston East station. Eventually, the Silver Line will run directly to the airport. But that won’t happen until Phase 2 is completed. That’s not expected until 2018. For now, riders to Dulles will need to transfer to buses, which will charge their own fares.

MGM is now clear to pursue construction permits; groundbreaking could be as early as next month. (THE WASHINGTON POST) WASHINGTON

Metrobus Driver Slashed With Knife in Tenleytown A passenger aboard a Metrobus slashed the driver across the face Monday afternoon near the Tenleytown Metro station in Northwest, according to Metro Transit Police. A Metro spokeswoman, Morgan Dye, said a suspect was quickly arrested and the knife was recovered. Dye said charges of assault with a deadly weapon are pending. The incident occurred about 1 p.m. at 40th and Albemarle streets Northwest. (TWP) WASHINGTON

Lawsuit Against School Closures Is Tossed Out A federal judge has dismissed the few remaining claims in a lawsuit that sought to stop the closure of 15 D.C. public schools, rejecting plaintiffs’ arguments that the closures violated the civil rights of city children. Chancellor Kaya Henderson announced in January 2013 that she planned to close the schools, which enrolled far fewer students than they were built to support. (TWP)

Washington A D.C. Superior Court judge concluded Monday that DNA evidence exonerates a man who spent 26 years in prison for the 1982 rape and murder of a D.C. woman. Kevin Martin’s case marks the fifth time in as many years that federal prosecutors in D.C. acknowledged that errors by an elite FBI forensic unit have led to a wrongful conviction. U.S. attorney Ronald Machen joined defense calls to vacate Martin’s conviction and declare him innocent of the rape and murder of Ursula Brown. Machen cited DNA evidence that contradicts a previous finding by forensic experts linking him to a hair collected at the scene. Martin, who had long professed innocence in the killing, left the D.C. courthouse with his name cleared. He was paroled in 2009 and lives in San Francisco.

Kevin Martin spent 26 years in prison because of FBI’s error

Kevin Martin, 50, leaves D.C. Superior courthouse Monday after being exonerated for a crime he didn’t commit. He spent 26 years in prison for a 1982 rape and murder.

Backstory … The D.C. Public Defender Service discovered that for 12 years prosecutors failed to disclose that the Justice Department had criticized the FBI agent who had linked another now-exonerated man’s hair to a rape-murder. The judge ordered U.S. attorney Ronald Machen’s office to review all cases handled by the agent. In 2012, facing continued demands by PDS, Machen ordered a review of all convictions that relied on FBI hair analysis. Since then, judges have exonerated another three more wrongfully convicted PDS clients, in addition to Kevin Martin, after DNA tests contradicted claims by FBI hair examiners. (T WP)

Pub Crawl Crackdown Passes Arlington Pub crawls, the popular events that encourage people to travel from bar to bar for drink specials, will not be banned in Arlington as a result of a vote by the county board to scrutinize them more carefully. But those who sponsor the events soon will have to start picking up the tab for police and cleanup crews, which some bar owners and promoters say could kill them nonetheless. Arlington Board members, while

loathe to discourage the free-spending young adult demographic, voted unanimously on Saturday to make organizers of pub crawls pay costs previously borne by the public. The regulations are scheduled to take effect by the end of October, and will apply to any event that draws more than 500 people. “We have, I believe, the highest percentage of 25- to 34-year-olds, as a percentage of our population, than any community in the U.S.,” said board chairman Jay Fisette.

“We embrace their vitality and the energy they bring to our community … at the same time we request and require that they respect others.” The vote means crawl organizers will now have to apply for permits in order to stage the events. Participants will still have to abide by the recently tightened noise ordinance, which prohibit anyone from “yelling, wailing, shouting or screaming” from 2 to 6 a.m. PAT R ICI A S UL L I VA N A ND R ACHEL W EINER (THE WASHINGTON POST )

“I am free at last. I am humbled. I never gave up,” Martin said. Brown was abducted after her car was struck from behind, during a rash of what authorities called “bump-and-rob” assaults. Her partially clothed body was later found next to a school in Southeast. Martin pleaded guilty to a series of similar robberies that occurred a week later, but maintained he knew nothing about Brown’s death. But after prosecutors said an FBI examiner matched a pubic hair found on Brown’s sneaker and would testify it was Martin’s, Martin entered an Alford plea. Under such a plea, a defendant acknowledges that prosecutors have sufficient evidence for a conviction but do not admit guilt. Martin, now 50, was sentenced in 1984 to 35 years to life in prison. He wrote letters claiming his innocence in the slaying and the MidAtlantic Innocence Project began to look into the case. He was paroled in 2009 after prosecutors agreed that his sentence should be reduced. “I just want to live,” Martin said Monday. KEITH L. ALEX ANDER AND

THE VICTIMS

Death Toll Rises; Push for Truce Intensifies

Burying the dead has become more difficult and dangerous with each passing day in Gaza. Movement can be a risky sprint for ambulances, the central morgue is overflowing and graveyards are filling. Mourners dig their own holes, and funerals are now rushed, anxious family affairs that take place under the sound of Israeli artillery and drones. (T WP)

Israeli Mood Turning Dark For almost two weeks, Israel bristled with confidence and pride: The Iron Dome air defense system was zapping incoming Hamas rockets, the military was repelling infiltration attempts, and the conflict was causing almost no casualties in Israel. That has changed. In a country where military service is mandatory for most, reaction to the growing death toll has been electric. (AP)

“We have serious concerns about the rising number of Palestinian civilian deaths and the loss of Israeli lives.”

A Palestinian worker rests inside a smuggling tunnel in Rafah, on the border between Egypt and the southern Gaza Strip, last September.

Tunnels of Terror

For insight on Hamas’ military strategy, look underground It was a Monday in October 2013 when residents just east of the Gaza border heard strange sounds coming from beneath the ground. Israel Defense Forces soon discovered the source: an advanced and well-prepared tunnel. Not only was the burrow remarkable in depth and length — 1.5 miles long and 66 feet underground — it was equipped with electricity and contained enough cookies, yogurt and other provisions to last its occupants several months. Israeli forces estimated that Hamas had dumped $10 million and 800 tons of concrete into the two-year project. Such “terror tunnels,” the Israeli military said in a statement Friday, are used by Hamas to carry out attacks, abduct or kill Israeli civilians and soldiers, and infiltrate Israeli communities. A Palestinian militia document obtained by the news website Al-Monitor said that the objective of the underground network was “to surprise the enemy and strike it a deadly blow that

doesn’t allow a chance for survival or escape or allow him a chance to confront and defend itself.” On Saturday, Hamas fighters wearing Israeli army uniforms slipped from central Gaza into Israel through a tunnel and attacked an Israeli army patrol, killing two soldiers. In a second attempt Saturday, Hamas operatives were caught carrying handcuffs and tranquilizers in an apparent attempt to kidnap soldiers; the militants were killed. Also Saturday, a militant climbed out of a tunnel in southern Gaza and began firing at soldiers. Then Monday, a spokesman for the Israeli military said, two “terrorist squads” infiltrated Israel through a tunnel from northern Gaza. Israeli aircraft hit one group; the second group fired an antitank missile at an army vehicle before 10 of the operatives were killed by return fire. Now, as the full extent of the Hamas tunnel network becomes clear, Israel Defense Forces says dismantling the

burrows is a seminal priority. “We’ve expanded the forces on the ground in order to accomplish that mission,” said Capt. Eytan Buchman, an Israeli military spokesman. “All of Gaza is an underground city, and the amount of infrastructure Hamas built up over the years is immense. There are tunnels, extended bunkers, weapons storage facilities, even within urban areas.” Analysts say the tunnels are a major prong of Hamas’ military strategy. Israel has sussed out 36 “terror tunnels” but says there are probably more. There are three types of tunnel, experts say. The first are economic, allowing Hamas to funnel resources, guns and rockets in to Egypt. Other tunnels reportedly service the Hamas high command. The last kind is allegedly driving the Israeli invasion: tunnels that can carry Hamas militants under the Gaza border and into Israel. TERRENCE McCOY (THE WASHINGTON POST )

A high-level attempt by U.N. Secretary-General Ban Kimoon and U.S. Secretary of State John Kerry to end deadly Israel-Hamas fighting was off to a rough start Monday: Gaza’s Hamas rulers signaled they won’t agree to an unconditional cease-fire, Israel’s prime minister said he’ll do whatever is necessary to keep Israelis safe from Hamas attacks, and the overall Palestinian death toll surpassed 560. Florida St. Picked to Win ACC College Football Defending national champion Florida State and Miami are the favorites to win their ACC divisions. The league announced its predicted order of finish Monday after a vote of 112 media members at its preseason media days. The Seminoles were picked as the overall league champions by 104 media members and received 109 first-place votes in the Atlantic Division. The Coastal Division was muddier, with four teams separated by 44 points. Miami had 614 points to 597 for defending champion Duke, 571 for Virginia Tech and 570 for North Carolina. Both the Blue Devils (33) and Tar Heels (27) received more firstplace votes than the Hurricanes (26). Heisman Trophy winner Jameis Winston of Florida State was the overwhelming pick for preseason player of the year with 99 votes. Gruden says veteran has had an ‘excellent offseason program’

“He’s a great guy to have for these young guys to learn from at the receiver position, and every position for that matter.”

Redskins Two offseasons ago, the Redskins made moves that knocked Santana Moss down from the No. 1 receiving target to third. Now after this past offseason, another offseason of action at wide receiver, Moss’ role looks as if it could diminish even more. At this training camp, he will have to fight just to remain on the roster.

After seven seasons as Washington’s go-to guy, Moss moved to the slot receiver role when Pierre Garcon and Josh Morgan joined the team in 2012. Moss continued to contribute, ranking second on the team in receiving yards that season, and even last year — despite some ups and downs — he ranked a distant second among wide receivers because of struggles by the nowdeparted Morgan. The 35-year-old’s contract expired this past offseason, but Washington re-signed him to a oneyear, non-guaranteed deal on the same day they inked new slot receiver Andre Roberts, but three weeks before they unexpectedly added exEagles wideout DeSean Jackson. The top three wide receiver jobs appear to belong to Pierre Garcon, Jackson and Roberts, leaving Moss with an undefined role. This training camp, Moss will battle with third-year pro Aldrick Robinson, second-year receiver Nick Williams and rookie newcomers Ryan Grant, Cody Hoffman, Rashad Ross, Jerry Rice Jr., Rashad Lawrence and Lee Doss for two to three roster spots. Once Leonard Hankerson receives clearance in

Santana Moss has 7,751 receiving yards in nine seasons with the Redskins.

Ranking Moss Among Redskins Greats If this is the end — or near the end — of Santana Moss’ time with the Redskins, where does he rank among Washington’s all-time great receivers? NEIL GREENBERG (THE WASHINGTON POST ) Over his career in Washington, only Hall of Famer Art Monk (12,026), Charley Taylor (9,100) and Gary Clark (8,742) have more yards receiving in a Redskins uniform than Moss (7,751). In terms of yardage in a single season, his 1,483 yards in 2005 is the most in Redskins franchise history. Player Santana Moss Bobby Mitchell Henry Ellard Bobby Mitchell Art Monk

But despite all the accolades, we cannot discount the fact that Moss is playing in one of the most pass-happy eras we have seen in the NFL. Moss is clearly in the conversation for one of Washington’s all-time greats but would need a few more impact seasons to be considered the best receiver to ever wear the burgundy and gold.

his rehabilitation from anterior cruciate ligament surgery, he too will join the competition. But Moss remains unfazed by the situation. “I’ve never not had to go work for my job,” he said earlier this spring. “So at the end of the day, there’s always competition.” During offseason practices, Moss’ motivation and determination were evident. His experience and versatility also shined through. He lined up at all three receiver positions at various points, and played as fast and effectively as ever. “Santana, he’s had an excellent offseason program, man,” coach Jay Gruden said. “He’s fun to be around, he’s fun to watch, he knows every position, he’s making big plays out there. He looks like a young kid, he’s got energy, he’s a great leader. If he drops a pass, he holds himself accountable. If the quarterback misses him, he’s like, ‘Let’s get onto the next one, man.’ ” Garcon and Jackson will hold the two most prominent pass-catching roles, with coaches also expecting a lot from Roberts. Tight end Jordan Reed will also be heavily involved, yet Moss does offer something unique. In his 13 seasons in the NFL, he has seen and experienced it all, which enables him to fill any role. That also allows him to serve as a leader and teacher on a young unit. But with Garcon and Jackson wellestablished in the league, it remains to be seen what kind of a value Washington places on Moss’ intangibles. MIKE JONES (THE WASHINGTON POST )

Michael A. Taylor is making a name for himself in Double-A Nationals

WILL BENTZEL (HARRISBURG SENATORS)

There’s a logjam in the Nationals outfield and it could get more complicated next year with minor league center fielder Michael A. Taylor playing like he’s ready for a big league shot. “That is kind of down the road right now,” said Taylor, 23, who has played this year for Double-A Harrisburg. “I am focused on finishing strong and working on the things I have been working on and see what happens next year.” Six Nationals players have played more than 10 games in the outfield this year, including longtime third baseman Ryan Zimmerman. Prior to his return from the disabled list on June 30, Bryce Harper said he hit better when he played center field — which appeared to catch regular center fielder Denard Span off guard. Harper has stayed in left with Span in center and Zimmerman back at third. But Taylor

could be part of the outfield options for the Nationals in the future. Scouts consider Taylor one of the top defensive outfielders in the minor leagues, and an American

League scout compared him to the late Paul Blair, a Gold Glove center fielder for the Baltimore Orioles in the 1960s and ’70s. Taylor appeared in the Futures

Game, for top minor league prospects, on July 13 in Minnesota and was the starting center fielder and leadoff hitter for the Western Division in the Eastern League All-Star game three days later in Altoona, Pa. “We had so many guys [at the Futures Game] that are very talented and will be in the big leagues soon,” Taylor said while in Altoona, where he had an RBI single and threw out a runner at third. “Hopefully [one day] I will be in a big league clubhouse and we can talk about when we were 22 and 23 and playing in the Futures Games.” Drafted as a shortstop out of a Florida high school by the Nationals in 2009, Taylor has shown off his versatility — though some scouts worry about his high strikeout totals. Entering Monday, he was hitting .318 with 20 homers, 16 doubles and 57 RBIs and had an OPS of .938 in 91 games at Harrisburg. He had 27 steals in 35 tries but had struck out 124 times in 358 at-bats with 43 walks. “He is a very quiet and reserved person,” said Harrisburg hitting coach Mark Harris. “But he is an intense competitor and wants to get better.” DAVID DRIVER (FOR EXPRESS)

Ryan Zimmerman entered Monday’s game with a .392 average in July.

Zimmerman has also smashed two home runs, including the game-tying two-run shot in the fourth inning Sunday that pulled the Nationals back into the game. “I think when you miss that

amount of time it’s tough to come back,” Zimmerman said. “You’ll come back and get hits but to really get in that groove and get your timing down to where you can drive the ball takes a little while. I think a couple of us have missed extended periods of time. Willy missed a little bit. Harp obviously missed a bunch. It’s not easy to miss that many games and then come back basically in spring training mode playing against guys that are in midseason form.” JAMES WAGNER (THE WASHINGTON POST )

DON’T SAVE THE DATE

The Nationals lineup may be healthy, as it has been for the past three weeks, but an element has been missing: home runs. Because several players suffered hand injuries — Wilson Ramos, Bryce Harper and Ryan Zimmerman — their strength and timing suffered with so much missed time. The lack of power from Zimmerman, a middle of the order hitter, has been evident. In June, he hit only one homer in 27 games along with a .212 average. So far in July, Zimmerman’s hitting has been much improved. Entering Monday’s game, he’s hitting .392 (20-for-51) in July.

The Wizards’ Glen Rice Jr. averaged 25 points in six summer league games.

The Wizards’ Las Vegas Summer League tournament title hopes were dashed Sunday with a 74-62 loss to Sacramento in the semifinals, but second-year players Glen Rice Jr. and Otto Porter were recognized after the game for their performances at the 11-day event. Rice was named summer league MVP after averaging 25 points on 47 percent shooting, 7.8 rebounds and 2.5 steals in six games. Porter, who averaged 19 points and 5.8 rebounds, joined Rice on the summer league first team. Rice was presented his award — and a package of rice cakes — during an on-set appearance with J.E. Skeets and “The Starters” of NBA.com. “We’re just trying to build off of last year,” Rice said when asked about the Wizards’ offseason moves and summer league success. “Like you said, Otto Porter played extremely well in this tournament and that made it a lot easier for me because he drew a lot of double-teams and that type of thing.” As summer league MVP, Rice is in good company. Past winners include Damian Lillard in 2012, John Wall in 2010 and Blake Griffin in 2009. SCOT T ALLEN

The celebration began long before Rory McIlroy had a chance to drink out of the Claret Jug. McIlroy was upstairs in the clubhouse at Royal Liverpool for the traditional toast with the R&A, unable to ignore the chants below from club members waiting for a glimpse of the British Open champion. “Rory! Rory! Rory!” The scene was so much different a year ago. McIlroy stood on a podium in a makeshift tent outside Muirfield, speaking to reporters with a vacant look in those brown eyes. He had just opened with a 79, his worst start ever in a major in what was shaping up as a year to forget. He had no idea what was wrong with

him or his game. “Sometimes I feel like I’m walking around out there and I’m unconscious,” he said that day. He looked lost. Now he looks like the best player in golf. And odds are, the worst of times might lead to the best. Asked for a low point during his struggles, McIlroy didn’t hesitate. “This time last year,” he said. Through it all, the 25-year-old from Northern Ireland never doubted he could return. He won the U.S. Open and the PGA Championship by eight shots. That wasn’t an accident. “It was just trying to find a way to make it come out again,” McIlroy said. “But yeah, definitely, missing the cut at Muirfield last year was a very low point. I never missed a cut at The Open before. I said to myself, ‘I’ll try to never make that happen again.’ It’s been huge what a difference a year makes. But it’s turned into a great year.” DOUG FERGUSON (AP)

Make Sure Kids Have a Ball A new study ranks the elements that keep sports fun for children and teens

JOHN DORTON PHOTOGRAPHY (FOR US YOUTH SOCCER)

In the decade that Devon Mann has been playing soccer, there’s one specific day that stands out for the 17-year-old. The D.C. State Soccer Tournament was on the line, and his team from Maret School had held on into penalty kicks. “It was the highest-stakes game I’ve ever played,” Mann says. “It was exhilarating and so much fun.” But none of his joy came from a trophy. The outcome of that shootout? “We lost,” Mann says. Turns out, winning really isn’t everything. Dozens of other factors are more important for keeping kids interested in sports, according to a study published earlier this month in the Journal of Physical Activity & Health. Author Amanda Visek, an assistant professor in the department of exercise science at George Washington University, set out to understand why so many young people abandon athletics. “Sport has so much to offer kids. But it’s predicated on them playing and continuing to play, and we lose 70 percent of them by the age of 13,” she says. So Visek decided to tackle the issue by focusing on “fun.” “The No. 1 reason kids play sports is because it’s fun. If they drop out, it’s because it’s not fun anymore,” Visek says. “So fun is that central concept we need to know more about.” To quantify this elusive idea, she reached out to more than 200 soccer players, parents and coaches in the D.C. area, including Mann and his mother, Melissa, 48, who’s the manager of her son’s travel team.

Ranking Fun

Americans Will Definitely Win This One Sports fans looking for a fun way to fill the World Cup void can cheer on players competing in the 2014 U.S. Youth Soccer National Championships (championships.usyouthsoccer.org), which start today at the Maryland SoccerPlex in Germantown, Md. (Action from last year’s competition is pictured above.) The six-day event features teams in seven age groups, ranging from under 13 to 19. It takes hard work to get to this level, says Larry Best, director of coaching for the Braddock Road Youth Club Elite Academy in Fairfax. His team of high school girls has qualified for the third year in a row. Their secret: five two-hour sessions a week that hone strength, speed, skills and strategy. But the goal of all of those practices isn’t just to get goals, Best says. It’s to appreciate teamwork, and learn how to play with others. “These are good life lessons when you go into the work world,” he says. And what happens there might be even more important than nationals. STEPHANIE KANOWITZ (FOR EXPRESS)

Mann’s mom admits her gut reaction was, “Do they really need to study that?” But then she remembered how many of her son’s teammates had moved on in recent years. Plus, she was inter-

ested in how he would define his experiences. So they both dove into the first phase of the study, in which participants were asked to list the elements that make sports fun.

Visek was blown away by the response. “We think of fun as one thing,” she says, but the group came up with 81 specific statements, including “playing your favorite position,” “learning from mistakes” and “being around your friends.” For the next phase, participants ranked these statements — with some surprising results. Winning, Visek points out, is 48th. So more than half of the other statements were ranked higher. By grouping the answers by topic, Visek identified the three most important dimensions: being a good sport, trying hard and positive coaching. This wasn’t news to Mann. “If you’re winning, that’s never going to be a negative,” he says. But what

For the study, researchers asked participants — players, parents and coaches — to generate a list of elements that make youth sports “fun.” The group came up with 81 separate statements. They were then asked to rate the importance of each. At the top of the list were these items, most related to being a good sport, trying hard and positive coaching. Trying your best When a coach treats players with respect Getting playing time Playing well together as a team Getting along with teammates Exercising and being active Working hard When a coach encourages the team Having a coach who’s a positive role model Playing well during a game SOURCE: “THE FUN INTEGRATION THEORY” IN THE JOURNAL OF PHYSICAL ACTIVITY & HEALTH

inspires him is the connection he has with his teams and his coaches. He’s built up years of shared experiences with them, and they’ve developed rituals that have strengthened their bonds. They take practices and games seriously, so no matter what happens, he feels rewarded with a sense of accomplishment. Now that he also referees and coaches soccer for younger kids, Mann understands that not everyone is as fortunate: “Some coaches scream the whole time. And some only play the best players.” That kind of behavior creates barriers to fun, which Visek is exploring with her next study. Another issue, she says, is the scourge of competitive parents. They too need to learn that winning isn’t everything. VICK Y HALLET T (E XPRESS)

This Treatment Isn’t Helping

Papa Needs a Paycheck My husband is a wonderful stay-athome dad. When he first began being at home, he had been laid off and was doing some consulting to bring in extra cash. That has stopped, and I miss the wiggle room that income created. I don’t want to take away from the job he does. I know it’s hard. But I wish he would take on some projects again. How can I bring this up sensitively? STILL GR ATEFUL Did the consulting dry up, or did he start turning down projects? Did he have any child-care help, or was he squeezing it in during naps or late nights? The wiggle room you miss: Was it a matter of a couple of dinners out a month, or not having to sweat making your mortgage payment? Get specific in your mind about what you want, what it will entail from him and what the differences

Event Horizon

Posing Views

in both of your lives will look like, so that you’re able to convey an exact message. It’s important that he hears the point as “If you took on a project every couple of months, that might help our bottom line” rather than “This setup is failing; you need to go back to work.” The conversation will go best if you also offer him some support, like a few weekend hours of quiet to work.

My brother has psychiatric problems and has been on many medications. Currently he has a regimen that seems to be working, and when he’s stabilized, he is a kind and pleasant person to be around. My husband doesn’t see this. He does not want him near our children. He thinks that he may “lash out” and that it will be difficult to explain to our children. I want them to have a relationship with my brother. How do I get my husband to understand this? BROKENHEARTED, VA

I empathize with your husband’s protective instinct. But I truly believe that instilling in your children a fear of your brother — which, if he keeps this up, he will do, whether he intends to or not — will do more damage than exposing them to him in measured, mindful ways. I don’t know exactly what you mean by “lashing out” and whether it’s happened before in a threatening way, or if this is the typical “He’s got a psychiatric disorder, so he must be dangerous!” myth. I trust you know the details enough to suggest some thought-out baby steps, starting with your kids meeting your brother in a structured, brief and safe way.

The Water’s Edge Boatbound borrows the Airbnb model to encourage people to get their feet wet

The next wave of the sharing economy has arrived in D.C. And it handles waves remarkably well. Boatbound, a year-old company known as “Airbnb for boats,” lets owners anywhere list their vessels online so other folks can rent them out by the day. A hefty insurance policy and a renter screening process are in place to prevent this concept from turning into the plot of a slapstick comedy. The goal is to get a lot of landlubbers shipshape, founder Aaron Hall says. He grew up in Fresno, Calif., where he was always on a boat or a Jet Ski, so he’s tried to keep up the hobby. It’s been harder in some places than others: Back when he lived in Arlington, he sat on a waiting list for a slip at the Columbia Island Marina for three years before giving up on his plan to buy a boat. Maybe that’s a clue as to why

Boatbound hopes to make it easier for folks to try water sports like wakeboarding.

the D.C. area has been remarkably receptive to Boatbound. The company, which launched in San Francisco last summer, planned to wait until 2015 to make a promotional push in this area. Activity on the site convinced Hall it was time to dive right in right now. “D.C. and Chicago have been duking it out for the top spot after San Francisco,” Hall says.

Paddle With a Purpose Want another way to get out on the water? This summer, the Anacostia Watershed Society has introduced its Safari Series — boat trips designed to reveal new views of the river. This past weekend’s Lotus Paddle, a canoe outing to the pink and white blooms of Kenilworth Aquatic Gardens, was at capacity. And for good reason: The guided trip included a history of the river, fun facts about (and sightings of) several animals that live there and a tour through the water directly into the National Park Service site. Act fast to snag spaces on the final three trips of the series. There’s another Lotus Paddle (Aug. 2, 10 a.m.-3 p.m.), a Moonlit Paddle (Aug. 15, 8 p.m.-midnight) and a noupper-body-strength-required Sunset Tour (Sept. 12, 6:30 p.m.-9 p.m.) on a pontoon boat. The excursions leave from Bladensburg Waterfront Park (4601 Annapolis Road, Bladensburg, Md.) and require a $29-per-person donation to the society. Get more details at anacostiaws.org. V.H.

Boatbound currently has listings for about 70 boats in the D.C. market, ranging from a captained $3,500-a-day catamaran to a $70a-day kayak. Hall expects inventory to keep growing. The site recently partnered with USA Water Ski, which he hopes will urge its members to get on board. Their powerboats are well suited for water sports, a rare quality in the existing rental market. “It’s hard to find boats set up the way you want, with the right equipment,” Hall says. “And owners may use them often, but not all of the time.” He’s hoping to increase access to boats and make it practical for younger people to wakeboard, waterski and generally enjoy being on the water. To draw attention to their boats on the site, owners have been adding extras, including their presence. Some have been offering to teach renters how to rig lines, fish or wakeboard, says Hall, who believes this trend may help even more people say ahoy to new aquatic experiences. VICKY HALLETT (EXPRESS) It’s free to sign up as a renter at boatbound.co, but you must be at least 25 years old and fulfill certain criteria. See the site for details.

Neil Patrick Harris told EW Radio on Friday that he wrote a letter to “American Horror Story” creator Ryan Murphy asking to be on the Harris show’s new season, “Freak Show.” Variety reports Murphy took to Twitter to respond to Harris’ wish, writing, “I have a role I think you’d love.” (EXPRESS) RETURNS

FX Renews ‘Fargo’ FX announced at the Television Critics Association summer press tour on Monday that the miniseries “Fargo” will return for a second season with a new cast, time period and crime. The series, which earned 18 Emmy nominations, will return fall 2015 at the earliest. (AP)

Ryan Murphy Offers Role To Neil Patrick Harris

“Weird Al” Yankovic parodied hits from Lorde, Pharrell Williams and Iggy Azalea on his first album in three years, “Mandatory Fun.”

It’s All Fun and Games ‘Weird Al’ has the best week of his life as his new album becomes his most popular yet Music

“I hope that people … can associate being transgender with being accomplished, being successful and achieving your dreams.”

Attention pop stars: If “Weird Al” Yankovic shows up at your concert, you’re likely his next parody conquest. The comedian flew to Denver and waited backstage at Iggy Azalea’s concert to get permission to use her hit “Fancy” in his latest album, “Mandatory Fun.” “I introduced myself, ‘Hi. I’m “Weird Al” Yankovic and I would love to do a parody of “Fancy,” ’ ” he said. “The next morning I was in the studio recording.” Yankovic’s efforts paid off:

“When I do my parodies it’s not meant to mock these people … I don’t think you need to be hurtful to be funny.” Billboard reported that “Mandatory Fun” debuted at No. 1 — his first — this week with more than 80,000 units sold. That’s almost double the amount his last album, “Alpocalypse,” sold in its debut week in 2011. Was the album’s success a surprise?

This has been an amazing week. I can’t even tell you. I have been doing roughly the same thing for many, many years, and this is the best week of my life in terms of like the response from people. It’s just insane and it’s extremely gratifying.

You released eight music videos in eight days. Were you inspired by Beyonce, who dropped 17 videos with her surprise album last year?

It irks me this much when people say, “Oh you’re doing a Beyonce” because, you know, three years ago, when my last album came out, I did a video for every single song on the album, released it all at once, and nobody was saying to Beyonce, “Oh you’re doing a little ‘Weird Al’ there are you?”

and say this is absolutely the last album, but it sure looks that way. It’s the end of my record deal. I’ve been under contract since 1982 and I just kind of feel like especially with the kind of music that I do, the album format isn’t the best way to deliver that music. … I’m going to try to jump on new hits and new trends as soon as I can (with singles) and try to be a little bit more competitive with everybody else in the world on YouTube. Who’s next on your parody list?

Even if I knew I couldn’t tell you. You have yet to cover Beyonce.

Will this be your last album?

She’s on the list. I’ll get there eventually because then they will say, “Oh you did a Beyonce.”

I hate to draw lines in the sand

— L AVERNE COX , EXPLAINING ON MONDAY ON “THE VIEW” HER REACTION TO BECOMING THE FIRST OPENLY TRANSGENDER ACTOR TO RECEIVE AN EMMY NOMINATION FOR HER ROLE ON “ORANGE IS THE NEW BLACK”

Relationship on the Record: Kanye West revealed in an interview with GQ that he is planning to release his new album “most likely [in] September.” West also said he hopes to release the album’s first single in the next few weeks, “a new song that’s so good that the album has to be balanced against it. This song is a song that can be in the club.” He hinted that the new album will be influenced by his wife, Kim Kardashian. (E XPRESS)

“But Jordan hadn’t come to RFK for a tour; United had thought it fitting to add him to their roster for the weekend. If Jordan was to truly be a part of the black-andred, he’d need to sign a contract.” — PABLO MAURER AT DCIST.COM recounts

the tale of 12-year-old Jordan Johansen, above left, who signed a one-day deal with DC United on Saturday. Johansen, who has cystic fibrosis, joined the pro-soccer team for a training session as part of his MakeA-Wish Foundation wish. He got to meet his hero, United right back Sean Franklin, above right, who he’s been a fan of since Franklin’s days with the LA Galaxy.

“Keeping up with Facebook’s news feed can often feel like a losing battle, especially when you’ve got friends that bombard the stream with links several times a day.” — CHRIS WELCH AT THEVERGE .COM articulates what any

HEALTHY MEN NEEDED FOR A RESEARCH STUDY If you have ever taken prescription pain pills for a medical condition such as a broken bone or dental surgery, we need you for a paid research study at the National Institute on Drug Abuse (NIDA). The purpose of this study is to learn more about how opiate pain medication affects the body and brain. Both outpatient and inpatient study visits are required.

A palace source said Prince George’s first birthday will be celebrated “privately with close family and friends at Kensington Palace,” Us Weekly reported. Today’s event will likely be a tea party that “may extend to the garden if the weather remains glorious.” “George will be getting clothes and wooden toys from mum and dad,” the source said. There will be no Slinkys or Legos for Georgie this year. Or maybe any year.

Police responded to four complaints of noise at Justin Bieber’s Beverly Hills, Calif., condo, TMZ reported. In all instances (at 8:30 p.m., 12:50 a.m., 1:50 a.m. and 3 a.m.), Bieber was not cited because he turned his music down. As he’s on two years’ probation for eggthrowing, a citation could lead to a violation, even jail. (E XPRESS)

No One’s Cared Since George and Amal Scarlett Johansson and French journalist Romain Dauriac are planning to marry in August, The New York Post’s Page Six reported. The couple, who are expecting a child, were overheard at a party saying the wedding would be in four weeks. The venue for the nuptials remains a secret; Page Six speculated that the pair will wed in either Paris or the Hamptons. (E XPRESS)
