New Mexico Teens Accused of Beating Homeless Men to Death Albuquerque, N.M. Three teenagers accused of fatally beating two homeless men beyond recognition with cinderblocks, bricks and a metal fence pole may have been terrorizing transients around Albuquerque for months, police said Monday. Alex Rios, 18, and two boys, ages 16 and 15, were ordered held on $5 million bonds on murder charges in the Friday night slayings. The 15-year-old told police the attack lasted more than an hour, and

that the trio took turns picking up cinderblocks over their heads and smashing them into the faces of the men who had been sleeping in a Rios ﬁeld, according to a criminal complaint. A third transient who escaped led police to the boys, whom he said were known for attacking homeless people. The 15-year-old told police the trio had attacked more than

50 people over the past year. And his father told KOB-TV, an Albuquerque television station, there were rumors his son was violent. If it began like the others, the ﬁrst sign that Saraswati Devi would be murdered was an accusation delivered to a shaman. Perhaps she had offended someone. Perhaps a community well had suddenly dried and someone needed blaming. Perhaps they chose her because Devi was lower caste, a woman, and because they’d probably get away with it. Silver Line Questions You Were Too Embarrassed to Ask Metro has officially declared that “it’s all systems go” for the start of passenger service on the Silver Line this Saturday after it encountered no glitches while testing the new line for a full day Sunday and again during peak morning travel hours Monday. For those who haven’t been obsessively following the new line, here are the basic details. And be sure to look for Express’ Silver Line section on Friday. Knowing the new line was not being built by the transit authority led some travelers to think it would be a separate system. In fact, riders won’t change trains to join the rest of Metrorail and they can pay with SmarTrip cards. However, Maryland’s proposed Purple Line, a light rail system between Bethesda and New Carrollton, is not part of Metro.

Is the Silver Line just ﬁve new stations? The new part of the Silver Line consists of 11.4 miles of track and five new stations. But eastbound Silver Line trains join up with the original Metrorail system before East Falls Church and will end their trips at Largo Town Center. So if you’re bound for Metro Center from Largo and the sign on the car says “Silver Line,” that’s your train.

Will it save time? How practical this new route is for individual travelers depends on their starting points, destinations and the time of day for the trips. Did Metro build the Silver LIne? No, this is the first part of the Metrorail system not built by the transit authority (though transit managers have been involved in the lengthy planning process.) The first-phase of construction work, which officials said is $150 million over budget so far, was handled by a group of contractors led by construction giant Bechtel.

Isn’t it supposed to go to Dulles Airport? The first phase goes only as far west as the Wiehle-Reston East station. Eventually, the Silver Line will run directly to the airport. Lawsuit Against School Closures Is Tossed Out A federal judge has dismissed the few remaining claims in a lawsuit that sought to stop the closure of 15 D.C. public schools, rejecting plaintiffs’ arguments that the closures violated the civil rights of city children. Chancellor Kaya Henderson announced in January 2013 that she planned to close the schools, which enrolled far fewer students than they were built to support. (TWP)

Washington A D.C. Superior Court judge concluded Monday that DNA evidence exonerates a man who spent 26 years in prison for the 1982 rape and murder of a D.C. woman. Kevin Martin’s case marks the ﬁfth time in as many years that federal prosecutors in D.C. acknowledged that errors by an elite FBI forensic unit have led to a wrongful conviction. U.S. attorney Ronald Machen joined defense calls to vacate Martin’s conviction and declare him innocent of the rape and murder of Ursula Brown. Machen cited DNA evidence that contradicts a previous ﬁnding by forensic experts linking him to a hair collected at the scene. Martin, who had long professed innocence in the killing, left the D.C. courthouse with his name cleared. He was paroled in 2009 and lives in San Francisco.

Public Defender Service discovered that for 12 years prosecutors failed to disclose that the Justice Department had criticized the FBI agent who had linked another now-exonerated man’s hair to a rape-murder. The judge ordered U.S. attorney Ronald Machen’s office to review all cases handled by the agent. In 2012, facing continued demands by PDS, Machen ordered a review of all convictions that relied on FBI hair analysis. Since then, judges have exonerated another three more wrongfully convicted PDS clients, in addition to Kevin Martin, after DNA tests contradicted claims by FBI hair examiners. (T WP)

Pub Crawl Crackdown Passes Arlington Pub crawls, the popular events that encourage people to travel from bar to bar for drink specials, will not be banned in Arlington as a result of a vote by the county board to scrutinize them more carefully. But those who sponsor the events soon will have to start picking up the tab for police and cleanup crews, which some bar owners and promoters say could kill them nonetheless. loathe to discourage the free-spending young adult demographic, voted unanimously on Saturday to make organizers of pub crawls pay costs previously borne by the public. The regulations are scheduled to take effect by the end of October, and will apply to any event that draws more than 500 people. “We have, I believe, the highest percentage of 25- to 34-year-olds, as a percentage of our population, than any community in the U.S.,” said board chairman Jay Fisette.

“We embrace their vitality and the energy they bring to our community … at the same time we request and require that they respect others.” The vote means crawl organizers will now have to apply for permits in order to stage the events. “I am free at last. I am humbled. I never gave up,” Martin said. Brown was abducted after her car was struck from behind, during a rash of what authorities called “bump-and-rob” assaults. Her partially clothed body was later found next to a school in Southeast. Martin pleaded guilty to a series of similar robberies that occurred a week later, but maintained he knew nothing about Brown’s death. But after prosecutors said an FBI examiner matched a pubic hair found on Brown’s sneaker and would testify it was Martin’s, Martin entered an Alford plea. Under such a plea, a defendant acknowledges that prosecutors have sufﬁcient evidence for a conviction but do not admit guilt. Martin, now 50, was sentenced in 1984 to 35 years to life in prison. He wrote letters claiming his innocence in the slaying and the MidAtlantic Innocence Project began to look into the case. For insight on Hamas’ military strategy, look underground It was a Monday in October 2013 when residents just east of the Gaza border heard strange sounds coming from beneath the ground. Israel Defense Forces soon discovered the source: an advanced and well-prepared tunnel. Not only was the burrow remarkable in depth and length — 1.5 miles long and 66 feet underground — it was equipped with electricity and contained enough cookies, yogurt and other provisions to last its occupants several months. Israeli forces estimated that Hamas had dumped $10 million and 800 tons of concrete into the two-year project. Such “terror tunnels,” the Israeli military said in a statement Friday, are used by Hamas to carry out attacks, abduct or kill Israeli civilians and soldiers, and inﬁltrate Israeli communities. A Palestinian militia document obtained by the news website Al-Monitor said that the objective of the underground network was “to surprise the enemy and strike it a deadly blow that

doesn’t allow a chance for survival or escape or allow him a chance to confront and defend itself.” On Saturday, Hamas fighters wearing Israeli army uniforms slipped from central Gaza into Israel through a tunnel and attacked an Israeli army patrol, killing two soldiers. In a second attempt Saturday, Hamas operatives were caught carrying handcuffs and tranquilizers in an apparent attempt to kidnap soldiers; the militants were killed. Also Saturday, a militant climbed out of a tunnel in southern Gaza and began firing at soldiers. Then Monday, a spokesman for the Israeli military said, two “terrorist squads” infiltrated Israel through a tunnel from northern Gaza. Israeli aircraft hit one group; the second group fired an antitank missile at an army vehicle before 10 of the operatives were killed by return fire. Now, as the full extent of the Hamas tunnel network becomes clear, Israel Defense Forces says dismantling the

burrows is a seminal priority. “We’ve expanded the forces on the ground in order to accomplish that mission,” said Capt. Eytan Buchman, an Israeli military spokesman. “All of Gaza is an underground city, and the amount of infrastructure Hamas built up over the years is immense. There are tunnels, extended bunkers, weapons storage facilities, even within urban areas.” Analysts say the tunnels are a major prong of Hamas’ military strategy. Israel has sussed out 36 “terror tunnels” but says there are probably more. There are three types of tunnel, experts say. The first are economic, allowing Hamas to funnel resources, guns and rockets in to Egypt. Other tunnels reportedly service the Hamas high command. Moss continued to contribute, ranking second on the team in receiving yards that season, and even last year — despite some ups and downs — he ranked a distant second among wide receivers because of struggles by the nowdeparted Morgan. The 35-year-old’s contract expired this past offseason, but Washington re-signed him to a oneyear, non-guaranteed deal on the same day they inked new slot receiver Andre Roberts, but three weeks before they unexpectedly added exEagles wideout DeSean Jackson. His experience and versatility also shined through. He lined up at all three receiver positions at various points, and played as fast and effectively as ever. “Santana, he’s had an excellent offseason program, man,” coach Jay Gruden said. “He’s fun to be around, he’s fun to watch, he knows every position, he’s making big plays out there. He looks like a young kid, he’s got energy, he’s a great leader. If he drops a pass, he holds himself accountable. If the quarterback misses him, he’s like, ‘Let’s get onto the next one, man.’ ” Garcon and Jackson will hold the two most prominent pass-catching roles, with coaches also expecting a lot from Roberts. Tight end Jordan Reed will also be heavily involved, yet Moss does offer something unique. In his 13 seasons in the NFL, he has seen and experienced it all, which enables him to ﬁll any role. That also allows him to serve as a leader and teacher on a young unit. There’s a logjam in the Nationals outfield and it could get more complicated next year with minor league center fielder Michael A. Taylor playing like he’s ready for a big league shot. “That is kind of down the road right now,” said Taylor, 23, who has played this year for Double-A Harrisburg. “I am focused on finishing strong and working on the things I have been working on and see what happens next year.” Six Nationals players have played more than 10 games in the outfield this year, including longtime third baseman Ryan Zimmerman. Prior to his return from the disabled list on June 30, Bryce Harper said he hit better when he played center field — which appeared to catch regular center fielder Denard Span off guard. Harper has stayed in left with Span in center and Zimmerman back at third. But Taylor

Entering Monday, he was hitting .318 with 20 homers, 16 doubles and 57 RBIs and had an OPS of .938 in 91 games at Harrisburg. The Wizards’ Las Vegas Summer League tournament title hopes were dashed Sunday with a 74-62 loss to Sacramento in the semifinals, but second-year players Glen Rice Jr. and Otto Porter were recognized after the game for their performances at the 11-day event. Rice was named summer league MVP after averaging 25 points on 47 percent shooting, 7.8 rebounds and 2.5 steals in six games. Porter, who averaged 19 points and 5.8 rebounds, joined Rice on the summer league ﬁrst team. Rice was presented his award — and a package of rice cakes — during an on-set appearance with J.E. The celebration began long before Rory McIlroy had a chance to drink out of the Claret Jug. McIlroy was upstairs in the clubhouse at Royal Liverpool for the traditional toast with the R&A, unable to ignore the chants below from club members waiting for a glimpse of the British Open champion. “Rory! Make Sure Kids Have a Ball A new study ranks the elements that keep sports fun for children and teens

In the decade that Devon Mann has been playing soccer, there’s one specific day that stands out for the 17-year-old. The D.C. State Soccer Tournament was on the line, and his team from Maret School had held on into penalty kicks. “It was the highest-stakes game I’ve ever played,” Mann says. “It was exhilarating and so much fun.” But none of his joy came from a trophy. The outcome of that shootout? “We lost,” Mann says. Turns out, winning really isn’t everything. Dozens of other factors are more important for keeping kids interested in sports, according to a study published earlier this month in the Journal of Physical Activity & Health. Author Amanda Visek, an assistant professor in the department of exercise science at George Washington University, set out to understand why so many young people abandon athletics. “Sport has so much to offer kids. But it’s predicated on them playing and continuing to play, and we lose 70 percent of them by the age of 13,” she says. So Visek decided to tackle the issue by focusing on “fun.” “The No. 1 reason kids play sports is because it’s fun. If they drop out, it’s because it’s not fun anymore,” Visek says. “So fun is that central concept we need to know more about.” To quantify this elusive idea, she reached out to more than 200 soccer players, parents and coaches in the D.C. area, including Mann and his mother, Melissa, 48, who’s the manager of her son’s travel team.

Americans Will Definitely Win This One Sports fans looking for a fun way to fill the World Cup void can cheer on players competing in the 2014 U.S. Youth Soccer National Championships (championships.usyouthsoccer.org), which start today at the Maryland SoccerPlex in Germantown, Md. (Action from last year’s competition is pictured above.) The six-day event features teams in seven age groups, ranging from under 13 to 19. It takes hard work to get to this level, says Larry Best, director of coaching for the Braddock Road Youth Club Elite Academy in Fairfax. His team of high school girls has qualified for the third year in a row. Their secret: five two-hour sessions a week that hone strength, speed, skills and strategy. But the goal of all of those practices isn’t just to get goals, Best says. It’s to appreciate teamwork, and learn how to play with others. “These are good life lessons when you go into the work world,” he says. Mann’s mom admits her gut reaction was, “Do they really need to study that?” But then she remembered how many of her son’s teammates had moved on in recent years. Plus, she was inter-

ested in how he would deﬁne his experiences. So they both dove into the ﬁrst phase of the study, in which participants were asked to list the elements that make sports fun.

Visek was blown away by the response. “We think of fun as one thing,” she says, but the group came up with 81 specific statements, including “playing your favorite position,” “learning from mistakes” and “being around your friends.” For the next phase, participants ranked these statements — with some surprising results. Winning, Visek points out, is 48th. So more than half of the other statements were ranked higher. By grouping the answers by topic, Visek identiﬁed the three most important dimensions: being a good sport, trying hard and positive coaching. This wasn’t news to Mann. “If you’re winning, that’s never going to be a negative,” he says. But what

They take practices and games seriously, so no matter what happens, he feels rewarded with a sense of accomplishment. Now that he also referees and coaches soccer for younger kids, Mann understands that not everyone is as fortunate: “Some coaches scream the whole time. And some only play the best players.” That kind of behavior creates barriers to fun, which Visek is exploring with her next study. Another issue, she says, is the scourge of competitive parents. I empathize with your husband’s protective instinct. But I truly believe that instilling in your children a fear of your brother — which, if he keeps this up, he will do, whether he intends to or not — will do more damage than exposing them to him in measured, mindful ways. I don’t know exactly what you mean by “lashing out” and whether it’s happened before in a threatening way, or if this is the typical “He’s got a psychiatric disorder, so he must be dangerous!” myth. I trust you know the details enough to suggest some thought-out baby steps, starting with your kids meeting your brother in a structured, brief and safe way.

The Water’s Edge Boatbound borrows the Airbnb model to encourage people to get their feet wet

The next wave of the sharing economy has arrived in D.C. And it handles waves remarkably well. Boatbound, a year-old company known as “Airbnb for boats,” lets owners anywhere list their vessels online so other folks can rent them out by the day. A hefty insurance policy and a renter screening process are in place to prevent this concept from turning into the plot of a slapstick comedy. The goal is to get a lot of landlubbers shipshape, founder Aaron Hall says. He grew up in Fresno, Calif., where he was always on a boat or a Jet Ski, so he’s tried to keep up the hobby. It’s been harder in some places than others: Back when he lived in Arlington, he sat on a waiting list for a slip at the Columbia Island Marina for three years before giving up on his plan to buy a boat. Maybe that’s a clue as to why

Paddle With a Purpose Want another way to get out on the water? This summer, the Anacostia Watershed Society has introduced its Safari Series — boat trips designed to reveal new views of the river. This past weekend’s Lotus Paddle, a canoe outing to the pink and white blooms of Kenilworth Aquatic Gardens, was at capacity. And for good reason: The guided trip included a history of the river, fun facts about (and sightings of) several animals that live there and a tour through the water directly into the National Park Service site. Boatbound currently has listings for about 70 boats in the D.C. market, ranging from a captained $3,500-a-day catamaran to a $70a-day kayak. Hall expects inventory to keep growing. The site recently partnered with USA Water Ski, which he hopes will urge its members to get on board. Their powerboats are well suited for water sports, a rare quality in the existing rental market. “It’s hard to ﬁnd boats set up the way you want, with the right equipment,” Hall says. “And owners may use them often, but not all of the time.” He’s hoping to increase access to boats and make it practical for younger people to wakeboard, waterski and generally enjoy being on the water. To draw attention to their boats on the site, owners have been adding extras, including their presence. Some have been offering to teach renters how to rig lines, ﬁsh or wakeboard, says Hall, who believes this trend may help even more people say ahoy to new aquatic experiences. You released eight music videos in eight days. Were you inspired by Beyonce, who dropped 17 videos with her surprise album last year?

It irks me this much when people say, “Oh you’re doing a Beyonce” because, you know, three years ago, when my last album came out, I did a video for every single song on the album, released it all at once, and nobody was saying to Beyonce, “Oh you’re doing a little ‘Weird Al’ there are you?”

and say this is absolutely the last album, but it sure looks that way. It’s the end of my record deal. I’ve been under contract since 1982 and I just kind of feel like especially with the kind of music that I do, the album format isn’t the best way to deliver that music. … I’m going to try to jump on new hits and new trends as soon as I can (with singles) and try to be a little bit more competitive with everybody else in the world on YouTube.
