SEVERN, MD. Ja’karri Green can’t see mosquitoes when they land on his arm, and sometimes he has trouble reading his Japanese comic books. So it was no surprise when the optometrist who came to his Boys & Girls Club camp last week told him he needed to wear glasses. “ S o my seei ng is bad?” Ja’karri, 11, asked the doctor, Marianne Mai. “Not bad at all!” Mai told him. “You just need a little help.” Ja’karri was among two dozen children at the camp in Severn, Md., to get free vision screenings and exams from a mobile clinic operated by the national nonprofit Vision to Learn. With 25 mobile clinics in 13 states, the organization tries to help kids learn by making sure they can see — one pair of glasses at a time. Vision to Learn was started in Los Angeles in 2012 by philanthropist Austin Beutner. He and his wife, Virginia Beutner, bought an out-of-use mobile

clinic from a hospital and staffed it with volunteer optometrists. Since the program began, Vision to Learn has given out 180,000 pairs of glasses and

provided 225,000 exams to lowincome children who otherwise may not have had access to them. Maryland law requires students to get eye screenings when

they start school, in first grade and in eighth or ninth grade. In Virginia, where Vision to Learn also operates, students are required to get eye screenings in kindergarten, in second or third grade, and in seventh and 10th grade. The nonprofit group does not operate in the District. Mai, the doctor at the mobile clinic outside the Boys & Girls Club, said she joined Vision to Learn in 2016 because she wanted to work with children. She works in the mobile clinic two days each week, calming nervous patients and giving them jelly beans after their testing. Ja’karri, the boy who couldn’t see mosquitoes when they landed on his arm, finished up his eye exam and then tucked the stems of a pair of red glasses behind his ears. He glanced in a mirror and saw the fit wasn’t quite right. When the optician pulled out a box with more frames, Ja’karri pointed at a bright green pair and placed them on his head. They were perfect. ‘Heat dome’ offers little relief REGION Hot weather has settled into the Mid-Atlantic, and it’s not going anywhere. Late this week, the mercury could flirt with 100 degrees and, factoring in humidity, it may feel like 110 degrees or higher Friday and Saturday. Practically every day in the next week is assured to hit at least 90 degrees, with the highest temperatures potentially coming Friday through Sunday. If it hits 100 degrees or higher, it will mark the first instance since August 2016. The heat index, which is how hot the air feels factoring in the humidity, is expected to be 10 to 15 degrees higher than the actual temperature. “Dangerous heat and humidity are likely Friday through Sunday across the entire area,” the National Weather Service wrote in a hazardous weather statement. “Heat indices of 110 to 115 degrees are possible during the afternoon and evening hours each day, and heat indices may hold in the 80s and 90s at night. If the prolonged heat and humidity is realized, it will become a significant threat to anyone exposed to the heat for an extended period of time.” The cause is a massive heat dome expanding over the region. While it may not set records for its intensity, it comes during the annual peak in temperatures.

The heat dome reaches its maximum intensity late in the week, when temperatures measured a few thousand feet off the ground may approach all-time highs, according to model forecasts. Given D.C. hit 90 degrees Monday for a fifth day in a row, this heat wave could extend over another seven days. Twelve days would mark the longest heat wave since 13 days in a row of 90-degree weather in 2016. The longest heat wave on record in Washington is 21 days, which happened in 1980 and 1988. D.C. adds cooling hours D.C. Mayor Muriel Bowser on Tuesday activated the city’s Heat Emergency Plan and extended hours for low-barrier shelters and outdoor pools and splash parks. At least one pool or park facility in each of the city’s eight wards will remain open until 9 p.m. through Sunday to offer relief. Six shelters will be open around the clock for residents experiencing homelessness. In a press release, Bowser urged residents to check heat.dc.gov for the full list of city services provided during excessive heat. (TWP)

Whether the air temperature hits and tops 100, it will feel at least that hot given the heat index forecast. The predicted heat indices of 105 to 115 degrees should trigger heat advisories, if not heat warnings. The high humidity levels mean it won’t cool off much after dark. D.C. and other urban areas should stay above 75 degrees through Saturday. At least a night or two with lows of 80 degrees or higher seems likely. These are uncomfortable, even dangerous, conditions for those without air-conditioning. If Washington stays at or above 80 any night during this stretch, it would be for a record fifth year in a row. Lows of 80 degrees or higher have occurred 32 times since 2010. There were only 31 from 1872 to 2009. Although the peak of this heat wave is generally in the neighborhood of the District’s expected highest temperature of the year, or about 99 degrees, reaching such values multiple days in a row is less common. While we average about one 100-degree day per year, they often come in bunches or don’t happen at all. The highest temperature ever recorded in Washington is 106 (in August 1918 and July 1930). The D.C. Department of Transportation has granted a permit for 600 new electric scooters to operate in the city, the agency announced Tuesday. The scooters from Bolt, a company owned by the Olympic runner Usain Bolt, are permitted through the end of this year, at which point Bolt can add to the fleet by 25% each quarter. Congress GOP members seek Evans records POLITICS Republican members of Congress have asked Metro to provide records relating to its ethics investigation of former board chair Jack Evans. Reps. Jim Jordan, R-Ohio, and Mark Meadows, R-N.C., the ranking members of committees that oversee the District and the regional transit agency, requested the documents in a Tuesday letter to Metro board chairman Paul Smedberg. On Tuesday, Smedberg said the transit agency “will definitely comply” by the July 30 deadline. Evans, a Ward 2 Democrat and the longest serving D.C. council member, resigned from the Metro board after disclosures that an outside firm found a pattern of ethics violations. The agency investigated Evans after reports that he offered to use his political connections in job pitches to local law firms. The letter seeks records related to the investigation and the decision to not produce written findings. Metro officials have given conflicting information about the existence of records relating to their investigation. POLITICS In a remarkable political repudiation, the Democratic-led House voted Tuesday night to condemn President Trump’s “racist comments” against four congresswomen of color, despite protestations by Trump’s Republican congressional allies and his own insistence he hasn’t “a racist bone in my body.” Two days after Trump tweeted that four Democratic freshmen should “go back” to their home countries — though all are citizens and three were born in the United States — Democrats muscled the resolution through the chamber by 240-187 over strong GOP opposition. The rebuke was an embarrassing one for Trump, and he had appealed to GOP lawmakers not to go along, but there were four Republican votes for the resolution. The measure carries no legal repercussions for the president and the vote was highly partisan, unlikely to cost him with his diehard conservative base. Before the showdown roll call, Trump characteristically plunged forward with timetested insults. Pakistan reopens airspace to India’s commercial flights

European Union foreign ministers on Monday turned up the pressure on Turkey after approving an initial batch of sanctions against the country over its drilling for gas in waters where EU member Cyprus has exclusive economic rights. The ministers said in a statement that in light of Turkey’s “continued and new illegal drilling activities,” they were suspending talks on an air transport agreement and would call on the European Investment Bank to “review” its lending to the country. A 27-year-old man was charged with murder and rape Tuesday in the killing of an American scientist who disappeared on the Greek island of Crete and whose body was found in a tunnel used as a storage site during World War II. Crete police said a Greek man from the island confessed to the “violent criminal act,” telling investigators he struck Suzanne Eaton with his car and abducted her “motivated by the intention to commit sexual assault.” Eaton, 59, was based in Germany. She went missing July 2 while attending a scientific conference. The suspect has not been publicly named, in accordance with Greek law. (AP)

Pakistan has reopened its airspace for all commercial traffic following months of restrictions imposed after a standoff with India over the disputed Kashmir region earlier this year. The Civil Aviation Authority said the airspace was fully open as of Tuesday for all flights — including those by Air India and other Indian service providers. Pakistan closed its airspace in February after saying it shot down two Indian warplanes and captured a pilot, escalating tensions between the nuclear-armed rivals following a militant group bombing in Indian-controlled Kashmir that killed 40 Indian troops. STRAIT OF HORMUZ A small oil tanker from the United Arab Emirates traveling through the Strait of Hormuz entered Iranian waters and turned off its tracker days ago, leading the U.S. to suspect Iran seized the vessel amid heightened tensions in the region, an American defense official said Tuesday. Iran offered no immediate comment on what happened to the Panamanian-flagged oil

tanker Riah late Saturday night, though an Emirati official acknowledged the vessel sent out no distress call. Oil tankers previously have been targeted in the wider region amid tensions between the U.S. and Iran over its unraveling nuclear deal with world powers. The concern about the Riah comes as Iran continues its own high-pressure campaign over its nuclear program after President Trump unilaterally withdrew America from the accord over a year ago. Recently, Iran has inched its uranium production and

enrichment over the limits of its 2015 nuclear deal, trying to put more pressure on Europe to offer it better terms and allow it to sell its crude oil abroad. A U.S. defense official said the Riah was in Iranian territorial waters near Qeshm Island, which has a Revolutionary Guard base on it. “We certainly have suspicions that it was taken,” the official said. “Could it have broken down or been towed for assistance? Asylum seekers at Tijuana crossing worry as Trump’s harshest restrictions take effect with the hope of seeking asylum in the U.S. after being jailed in Cameroon by a government that has been going after the African nation’s English-speaking minority. He was rethinking those plans after hearing that he may not have a chance at getting asylum because of the new policy. If his case is denied, he will be deported straight back to Cameroon. “I feel sick,” he said. “If I am sent back to Cameroon, I’d lose my life. The situation is very horrible.” He speaks no Spanish and does not feel safe in Tijuana, which has one of the highest homicide rates in Mexico. Even so, he prefers Tijuana to returning to Cameroon. At another crossing in Ciudad Juarez, Mexico, 10 Cuban asylum seekers were called by Mexican officials and led across the Paso Del Norte Bridge to El Paso, where they were handed over to Customs and Border Protection officers. The immigrants will still go through the normal first steps of requesting asylum, but will face a dramatically higher bar to be allowed in the country. Lawyers who represent Cuban migrants say that they are not deportable because Cuba will not accept them. “I’d rather be in prison the rest of my life than go back to Cuba,”

IMMIGRATION Hundreds of immigrants showed up at border crossings Tuesday in hopes of getting into the U.S. but faced the likelihood of being turned away under a new Trump administration asylum rule that upends long-standing protections for people fleeing violence and oppression in their homelands. The policy, which went into effect Tuesday, represents the most forceful attempt to date by President Trump to slash the number of people seeking asylum in the United States. Trump did not mention the new practices Tuesday during a White House meeting. Under the rules, migrants who pass through another country on their way to the U.S. will be ineligible for asylum. Most of the immigrants arriving at the border this year have passed through Mexico — including Central Americans, Africans, Cubans and Haitians. That makes it all but impossible for them to get asylum. The rule also applies to children who have crossed the border alone. At the crossing in Tijuana, 12 people whose numbers were first on a waiting list to enter through a San Diego border crossing were escorted behind a metal gate to a white van that left minutes later to turn them over to U.S. authorities. ITALY Police in Italy recovered Nazi paraphernalia, guns and a missile during a Monday operation that was part of a yearlong investigation of “Italian fighters with extreme ideologies.” One of the three suspects taken into custody had been flagged for trying to sell an air-to-air missile that was located in the northern Italian city of Pavia. The weapon did not have an explosive, police said, but was still usable. Authorities also found assault rifles, bayonets, pistols and nearly 1,000 cartridges and other munitions. Turin Police Commissioner Giuseppe De Matteis called the raid “a significant seizure, with few precedents in Italy,” France 24 television reported. He added that “we have some idea about what the seized equipment could be used for but will not speculate.” The Italian newspaper La Repubblica named the arrested suspects as Fabio Del Bergiolo, a former customs officer who once ran for office as a member of the far-right Forza Nuova party, Swiss national Alessandro Monti and an Italian named Fabio Bernardi. “These weapons were not registered, but they were not connected to terrorism,” Del Bergiolo’s lawyer told CNN. New rules target abortion facilities Planned Parenthood to fight restrictions amid a leadership shake-up HEALTH Federally funded family planning clinics, including Planned Parenthood, are defying the Trump administration’s ban on referring women for abortions, drawing a line against what they say amounts to keeping patients in the dark about legitimate health care options. “We are not going to comply with a regulation that would require health care providers to not give full information to their patients,” Jacqueline Ayers, the group’s top lobbyist, said in an interview Tuesday. “We believe as a health care provider it is wrong to withhold health care information from patients.” The fallout from the confrontation between the Trump administration and the clinics remains to be seen, but groups like the American Medical Association have been warning that many low-income women could lose access to basic services like contraception. Planned Parenthood’s announcement came on a day when it also replaced its president, although

it’s unclear if there was any connection. The Department of Health and Human Services formally notified the clinics Monday that it will begin enforcing the new regulation banning abortion referrals, along with a requirement that clinics maintain separate finances from facilities that provide abortions. The rule is being challenged in federal court, but the administration says there is currently no legal obstacle to enforcing it. It’s part of a broader effort by the Trump administration to remake government policy on reproductive health. There was no immediate response from HHS to Planned Parenthood’s decision, which came as the group abruptly announced the departure of its president, physician Leana Wen. Political organizer Alexis McGill Johnson was named as acting president. Ayers said Tuesday that Planned Parenthood clinics will stop accepting federal money and tap emergency funding as they press Congress and the courts to reverse the administration’s ban. The Redskins need leadership when training camp opens July 25. Forget the days of older veterans running the locker room. Once more, the Redskins look rudderless. It’s looking like free agent safety Landon Collins and rookie quarterback Dwayne Haskins will lead the huddles, which will be no easy task for newcomers. Norman, 31, behaves as if he’s bored with football and ready to retire, but the money is too good to leave. Last year, he danced with the stars. This year he was dancing around bulls in Spain. Because of the risk of injury, NFL players are banned from simple activities like pickup basketball, so leapg over ove animals a a s that t at can ca kill ing

Sure, Norman wouldn’t have been paid if he’d gotten hurt, but the Redskins still would have lost a big investment in their defense that frankly hasn’t quite paid off over the last three years. Norman’s recklessness shows a lack of commitment to football. Nobody says you have to watch film 12 hours a day on your down time, but just showing up for camp isn’t enough. Norman should be readying to lead a unit, not working on his bucket list. Williams skipped mandatory minicamp. Reports on his reasoning varied: Maybe he wanted a contract extension. Maybe he was upset with team officials over the quality of medical care the team provides. He hasn’t said anything. Whether Williams appears at camp will say everything Williams, who will turn 31 on Friday, is no longer the NFL’s top left tackle thanks to injuries and age, but he’s still very good. Teammates look to his leadership, and disgruntled players don’t provide it.

Who will step up? Redskins veterans just aren’t leaders

Quarterbacks, even rookies, can rally an offense. Robert Griffin III was an instant leader when he arrived in 2012. Teammates knew he was special. Maybe Haskins becomes a star, but first he’ll need to beat out veterans Case Keenum and Colt McCoy. If Keenum or McCoy starts opening day, teammates will know the QB is a short-timer. Neither would command the same respect as a long-term starter. Keenum might be the best leader at quarterback given his experience, but Haskins is coming and everyone knows it. People will be watching and wondering during the

preseason. That’s a distraction. It would be nice if linebacker Ryan Kerrigan became a defensive leader, but he lets his play speak for itself. Sorry, that’s not enough. Teams need vocal leaders. Collins is ready to be the defensive boss. The fifth-year playmaker doesn’t mind the responsibility, but it takes time for teammates to accept a newcomer. Leadership seems lost these days around Washington. Maybe it can found on a football field.

The Capitals re-signed forward Jakub Vrana, below, to a two-year, $6.7 million deal Tuesday, securing their foremost restricted free agent and top offseason priority. The more the merrier

Ed Sheeran and his big-name friends splice styles on ‘No.6 Collaborations Project’ ALBUM REVIEW If anything, Ed Sheeran’s new album does two things. It lets him show off his tremendous range. And it lets him show off his impressive Rolodex. A stunning who’s who of music’s top stars — including Cardi B, Justin Bieber, Travis Scott, Khalid, Eminem and Bruno Mars — appear on “No.6 Collaborations Project.” The result is an understandably scattershot array of styles — G-funk, grime, trap, R&B, tropical hip-hop, ballads, hair metal — but what knits it together is an impossibly high level of songwriting and an undeniable joy. Sheeran seems to revel in playing with Migos effects (Skrrt!), rapping with Eminem, singing in front of a horn section and being on a track with Cardi B purring, “Okurrr.”

On 2011’s “No.5 Collaborations Project,” Sheeran teamed up with U.K. rappers. This time, he welcomes everyone from H.E.R. to Paulo Londra on the 15-track project. If listeners go on to explore some of the lesser-known collaborators — like the brilliant rapper Dave — then everyone wins. Standouts include “Cross Me” with Chance the Rapper and PnB Rock, “Take Me Back to London” with Stormzy, and “Beautiful People” with Khalid. Despite all the collaborations, there are little touches that remind you it’s a Sheeran album. He’s still got that sad-sack, lovable misfit thing going on, despite having earned acclaim and millions of bucks. Two songs — “Beautiful People” and “I Don’t Care,” with Bieber — have Sheeran at a party where he feels he doesn’t belong. “I always

feel like I’m nobody,” he sings. O ne t h i ng that has changed: Marriage seems to agree with ‘No.6 Sheeran. If in Collaborations Project’ the past he was Ed Sheeran creeping a little in an ex’s DMs, the newly wed Sheeran has created an album awash with love messages to his wife. “I’m stickin’ with my baby, for sure,” he sings on “Cross Me.” On “Put It All on Me,” he admits: “Having my woman there is good for my soul.” Missing home is a continual theme. He does get frisky for someone aside from wife Cherry Seaborn on another fun track, “South of the Border,” a kind of U.S. cousin to his “Galway Girl.” He and Camila Cabello celebrate a

lass with “brown eyes, caramel thighs” who makes him cry out (OK, a little cringingly) “te amo, mami.” Finally, Cardi B storms in to play up the double entendre of the title and announce: “I think that Ed got a lil’ jungle fever.” A few of the guests elevate some songs — Stormzy and YEBBA, among them — but there are a few underwhelming tracks, including the SheeranElla Mai union on “Put It All on Me” and the Bieber song. For the last track, Sheeran, Mars and Chris Stapleton — just take a moment to wrap your head around that stunning trio — get into a Led Zeppelin groove with “BLOW,” a head-banger awash in sexual imagery: “Pull my trigger / Let me blow your mind.” To o l ate . BANKS puts sonic range on display You could call BANKS’ first single in a few years steamy — but you’d be off-base. “Gimme” is absolutely erotic, an explicit, hyper-racy club song that announces the return of an artist in complete control. It’s the highlight of “III,” BANKS’ third album and one that ventures into a dark, murky pop vein. In addition to “Gimme,” the standout tracks on the record, released Friday, include the sludgy gem “Contaminated” and the Francis and the Lights collaboration “Look What You’re Doing to Me.” “Hawaiian Mazes,” on the other hand, is overcooked. The album ends on a wistful note with “What About Love.” It’s on that track, as the innocent, hopeful song flits away, that you realize how far you’ve come with this dynamite ynamite artist. M.K.

In “Veep’s” absence last year, “Barry” and “The Marvelous Mrs. Maisel” won big in the comedy categories. Now “Veep” is back from hiatus with its final season, creating a three-horse race for best comedy series. And the best actress field features a showdown between Julia Louis-Dreyfus, who won for all six previous seasons of “Veep,” and “Maisel” star Rachel Brosnahan, the reigning victor.

The pedigree of “Sharp Objects,” “Chernobyl,” “Escape at Dannemora” and “Fosse/Verdon” suggests a competitive race for best limited series. But it’s tough to look at the eight acting nods for “When They See Us” and not expect a parade of victories for the Netflix show. One category where another miniseries likely will win: best actress, with heavyweights Amy Adams, Patricia Arquette and Michelle Williams.

There was no more pleasant surprise than “Schitt’s Creek” breaking through for its fifth season, with nominations for comedy series and stars Eugene Levy and Catherine O’Hara. Shut out for its first season, Phoebe Waller-Bridge’s “Fleabag” also worked its way into the comedy race with 11 nods. And it was encouraging to see “Pose” standout Billy Porter crack the crowded lead actor in a drama series field.

This year saw snubs for major stars, with George Clooney (“Catch-22”), Julia Roberts (“Homecoming”), Jim Carrey (“Kidding”) and Emma Stone (“Maniac”) left out. While “Bodyguard” earned a drama series nod, star Richard Madden didn’t. Also surprisingly absent: “The Good Place’s” D’Arcy Carden and “Succession’s” Kieran Culkin for acting nominations, and “Queer Eye’s” Fab Five in the reality show host category.
