WHALE OF A WASTE:

LUCK OF THE DRAW

FAUX FUZZ

Tourists in Bruges, Belgium, on Saturday sail past a 40-foot installation depicting a whale made up of 5 tons of plastic waste pulled from the Pacific Ocean. It’s part of the 2018 Bruges Triennial art and architecture exhibition.

Hard to say what his plans were, but they definitely fell through

‘In my defense, Your Honor, what were the odds they’d be cops?’

Police say a man fell through the ceiling of a New Hampshire supermarket — twice. Officers were responding to a bank robbery in Dover on Thursday when they heard a commotion at the nearby Shaw’s supermarket. Police found a man’s legs hanging above the store’s seafood and deli section. Officers cleared the store, and the man partially fell through the ceiling again above the refrigerated meats. It is unclear how he got into the ceiling. (AP)

Graveyard plots in the scenic German town of Berchtesgaden are in high demand — so, the German news agency dpa reported Saturday, the Bavarian Alps town is holding a lottery. For years, authorities had to turn down applicants for spots in the 17th-century graveyard due to lack of space. With 200 new plots being created, the town will hold a lottery Wednesday so everyone has a chance to get one. About 280 people have entered. (AP)

A security guard is accused of trying to pull over an unmarked car that happened to contain two state troopers in Phoenix. The Department of Public Safety says Matthew Allen Disbro was driving his Dodge Charger on Wednesday when he activated law-enforcement-style lights on the car to pull over the troopers. When they wouldn’t pull over, Disbro drove alongside their car yelling until they activated their own police lights and pulled him over. (AP)

Eat like an All-Star

Oyamel

Summer House Santa Monica

Sean Doolittle My favorite restaurant is probably Oyamel in downtown D.C. We [Doolittle and wife Eireann Dolan] went there after we eloped, so it’s our spot for special occasions and date nights, and it’s really good food. It’s a cool vibe. We go to Busboys and Poets a lot. And there’s a spot called Songbyrd. It’s a record shop and a little coffee store. Good music. I’m trying to think where else we go besides Chipotle. There’s one right by our apartment. It’s bad, man.

JOSEPH VICTOR STEFANCHIK (THE WASHINGTON POST)

Gio Gonzalez My favorite sit-down restaurant is Filomena in Georgetown. Hands-down one of the best Italian places in Georgetown. The service there is incredible. It’s family-owned. Just the whole vibe is great. That place should be slam-packed for the All-Star break. I live in the Bethesda area, so if anyone wants to drive 45 minutes out of town, Summer House [Santa Monica, a restaurant] is unreal.

With the Major League Baseball All-Star Game in town this week, we asked some of the Nationals All-Stars — from this and previous years — about their favorite places to go in the D.C. area. Here are some of their All-Star spots. JORGE CASTILLO (THE WASHINGTON POST)

The Salt Line

Bryce Harper Filomena is probably my favorite. Mi Vida, down by The Wharf, is pretty good. It’s a new Mexican spot. It’s a cool little area, too. Ice Cream Jubilee, down by the stadium, is really, really good. Silver Diner over in Arlington for breakfast. Even like, late-night breakfast. Like 4 a.m., especially when they’re all drunk or whatever. Bethesda Bagel, right there by the stadium, is pretty good. What else? Toki Underground. Noodles are very good down there.

Ryan Zimmerman Bourbon Steak in the Four Seasons Georgetown is really good. The wine list, the bourbon, is awesome. It’s more of a fun atmosphere — it’s not, like, a stuffy steakhouse kind of atmosphere. There’s a place called SEI — it’s right by whatever the Verizon Center is called now. Capital One Arena. Whenever [wife] Heather and I want sushi, we go there. The Salt Line. [Laughs. Zimmerman is an investor in and part-owner of the Navy Yard restaurant.]

Police say a Northern Virginia driver totaled a brand-new $300,000 sports car by driving too fast and hitting a tree. On Saturday, Fairfax County Police posted a photo on Facebook and Twitter of a badly mangled McLaren 720S sports car. “Purchased Friday, totaled Saturday,” police wrote. According to the post, the driver crashed in Great Falls, Va., and was taken to the hospital with nonlife-threatening injuries. “A reminder to slow down, or it could cost you,” the post cautioned. D.C. boil advisory lifted, but cause still unclear THE DISTRICT D.C. Water officials fully rescinded a boil-water advisory for city residents early Sunday, saying the water supply was safe but that customers who had not used tap water since Thursday night should run the taps for 10 minutes before doing so. The initial order, issued in the early hours of Friday morning, affected a broad swath of Northeast and Northwest Washington, including parts of downtown, and impacted about 100,000 residents. On Saturday, the city significantly reduced the affected

area, saying that only about 20,000 customers in five Northeast Washington neighborhoods should boil their water. At 8:23 a.m. Sunday, the utility tweeted that the water was safe throughout the city. David Gadis, chief executive of D.C. Water, said officials were not aware of any reports of illness from consumption of contaminated water. D.C. Water did not identify the cause of the problem on Sunday. But officials familiar with the investigation said earlier this weekend that a maintenance

worker who failed to turn off a valve at a pumping station on Thursday was probably to blame. Gadis acknowledged concerns about the utility’s communications, which have drawn criticism from residents and D.C. lawmakers following the discovery of the problem Thursday night. He said it was very difficult to instantaneously alert not only the District’s 700,000 residents, but also the hundreds of thousands who commute into the city daily and the tourists who visit. The Maryland governor’s race between Gov. Larry Hogan and Democratic nominee Ben Jealous revved up Friday — more than three months before Election Day — with attack ads, appearances and appeals. The Republican Governors Association started airing TV ads describing Jealous, below left, a former NAACP president, as a “big spender who’ll raise your taxes.” Jealous and his Democratic supporters held a news conference call criticizing Hogan for not weighing in on President Trump’s nomination of federal judge Brett Kavanaugh to the U.S. Supreme Court. Hogan, below right, made a round of appearances on Baltimore radio and television touting his record and taking jabs at Jealous’ proposals, including a single-payer health care system. (TWP)

Couple charged in $500 murder-for-hire scheme A man is accused of working with his girlfriend to kill a 70-year-old Gaithersburg, Md., woman in a murder-for-hire plot. Paul Bond and Karen Diolamou, both 44, have been indicted on charges including conspiracy to commit first-degree murder. Court filings say Bond was imprisoned for robbery in June 2017, when he allegedly directed Diolamou to have the robbery victim killed. Montgomery County Police said a prospective hit man Bond reported the scheme. Police then recorded at least one phone call between the man and Diolamou where the killing’s price was set at $500. Former state delegate Johnny Olszewski Jr. has maintained his razor-thin margin of victory in a recount of the Democratic primary race for Baltimore County executive. State Sen. That’s out of more than 84,000 ballots cast. Olszewski now faces Republican insurance commissioner Al Redmer Jr. in November. (AP)

local FBI says there’s no sign of criminal activity from firm with foreign links MARYLAND A vendor that provides key services for Maryland elections has been acquired by a parent company with links to a Russian oligarch, state officials said Friday after a briefing a day earlier from the FBI. Senate President Thomas V. Mike Miller and House Speaker Michael Busch made the announcement at a news conference

Larry Hogan. “The FBI conveyed to us that there is no criminal activity that they’ve seen, Busch said. “They believe that the system that we have has not been breached. In a letter Friday, Hogan, Busch and Miller asked the U.S. Department of Homeland Security for technical assistance to evaluate the network used by the elections board. review existing contractual obligations of the state, and asked for a review of the system to ensure there have been no breaches. The vendor, ByteGrid LLC, was purchased by a Russian investor in 2015 without the knowledge of Maryland state officials, officials said. In a statement released late Friday, the company said, “ByteGrid’s investors have no involvement or control in company operations. State officials said ByteGrid hosts the statewide voter registration, candidacy and election

management system; the online voter registration system; online ballot delivery system; and unofficial election night results website. Hogan said in his statement that the information relayed by the FBI did not indicate that “any wrongdoing or criminal acts have been discovered, but he noted that even the appearance of the potential for “bad actors to have any influence on the state’s election infrastructure could undermine public trust in the election system. TRANSPORTATION Thousands of workers from Metro’s largest union voted Sunday on a measure to authorize a potential transit strike, a risky move that would be the culmination of an extended labor dispute and could grind the region’s transportation network to a halt. The result of the vote was not available before Express’ deadline, and union leaders would not say whether they will launch a strike even if members authorize them to do so. “All we’re asking for is a little respect,” said Raymond Jackson, second vice president of Amalgamated Transit Union Local 689, which includes about 8,000 of Metro’s 12,500 active workers. “We’re not asking, we’re demanding — respect.” Because Metro workers are forbidden from striking under the system’s governing compact, a judge or arbitrator could order an end to any strike and penalize those who do not comply. But even a brief work stoppage would probably significantly disrupt the transit system, which transports about 1 million people a day and is expecting an additional influx of riders this week in connection with Major League Baseball’s All-Star Game festivities. Carroll Thomas, the union’s first vice president, laid out the

Metro workers gathered Sunday in Forestville, Md., to vote on authorizing union leadership to conduct a strike.

implications at a news conference Sunday evening: “If we don’t move, this region doesn’t move.” Metro officials declined to comment on Sunday’s vote, and board members said they would defer to the agency’s response, which was expected today. The strike vote follows two previous labor actions this month intended to send a message to Metro management about stalled contract negotiations, job cuts, privatization, duty reassignments and other issues. Workers held “late-out” demonstrations on July 4 and Thursday, in which some employees arrived after the start of their scheduled shifts, noticeably delaying some bus service.

Local 689 has been without a contract since July 2016. Stalled negotiations sent the matter to binding arbitration starting last fall. Most recently, the union grew concerned about Metro’s reassignment of janitors from rail yards and bus garages to Metro, which labor leaders said happened without the required consultations with the union. The transit agency has been beset by chronic safety and reliability issues that, along with other factors, have driven down ridership. The resulting revenue losses triggered fare increases and cutbacks in service. Since Metro General Manager Paul Wiedefeld took over

the struggling transit system in November 2015, union members have held regular demonstrations at Metro board meetings, voicing their opposition to cuts to jobs and open positions, fare increases and service cuts and a shift toward private contractors over union workers. The union also circulated a petition calling for Wiedefeld to be removed from office. On Sunday, the line of workers waiting to vote wrapped partly around the building at the first of three scheduled meetings at the Local 689 union hall in Forestville, Md. Workers cha nted, “ Wie defeld has got to go!” FAIZ SIDDIQUI (THE WASHINGTON POST)

D.C.’s bond rating upgraded

Moody’s Investors Service has upgraded D.C.’s credit rating to the highest possible level, the latest sign of the long distance D.C. has come since its days of fiscal mismanagement. D.C. officials announced Thursday that Moody’s has boosted its general obligation bond rating to Aaa from Aa1. The credit-rating service cited the city’s “exemplary fiscal governance” and low expenses for public-employee pensions as the principal reasons. “This rating is a recognition of the hard work our community has done to build a fiscally responsible city,” said Mayor Muriel Bowser. Lexington Market in Baltimore reopened Saturday, a day after video showing rat on food forced closure

D.C. Mayor Muriel Bowser issued her first-ever veto, rejecting legislation that would allow high school seniors absent for more than six weeks of class to graduate. Bowser said Wednesday that the bill undermines the city’s efforts to promote attendance. The D.C. The measure only applied to students who satisfied all other graduation requirements. (AP/TWP) PRINCE GEORGE’S COUNTY

Iran’s nuclear effort detailed ISRAEL New details from a trove of Iranian nuclear documents stolen by Israeli spies early this year show that Tehran obtained explicit weapons-design information from a foreign source and was on the cusp of mastering key bomb-making technologies when the research was ordered halted 15 years ago. Iran’s ambitious, highly secretive effort to build nuclear weapons included extensive research in making uranium metal as well as advanced testing of equipment used to generate neutrons to start a nuclear chain reaction, the documents show. While Iranian officials halted much of the work in 2003, internal memos show senior scientists making extensive plans to continue several projects in secret, hidden within existing military research programs. “The work would be divided in two: covert (secret structure and goals) and overt,” an Iranian scientist writes in one memo, part of a 100,000-document archive seized in a raid on a storage facility in Tehran by Israel’s Mossad

intelligence agency in January. The stolen documents contain no revelations about recent nuclear activity and no proof that Iran has violated the 2015 nuclear accord it reached with the U.S. and five other global powers. U.S. officials had long known of Iran’s pre-2004 nuclear weapons research, which the Obama administration cited in prodding

Iran to accept the deal limiting its ability to make enriched uranium and placing its nuclear facilities under international oversight. Israeli Prime Minister Benjamin Netanyahu has seized on the documents in recent weeks to launch new attacks against the nuclear deal, which Israeli officials say is inadequate for containing Iran’s long-term nuclear

ambitions. The accord has been on life support since the Trump administration withdrew from it in May. Iran says it is honoring the deal and has no intention of building nuclear weapons. Iran has also disputed the authenticity of the documents obtained by Israel, calling them forgeries. Many U.S.-based weapons experts say Israeli critics of the agreement are missing the point. “We were at the [negotiating] table precisely because we knew that Iran harbored ambitions to build a nuclear bomb, and we wanted a verifiable agreement to block those ambitions,” said Jake Sullivan, a former State Department official. “The recent revelations do the opposite of undermine the deal — they reinforce the need for it.” The revelations also include details on the daring operation. Israeli intelligence officials said they learned in early 2017 that Iran had begun gathering records on the country’s past nuclear weapons research and relocating them to a building. On the Jan. 31 mission, the agents had six hours and 29 minutes before guards arrived. They infiltrated the facility, disabled alarms and cut through safes to remove the documents before leaving undetected.

Eight critically endangered black rhinos died after wildlife workers moved them to a new national park, Kenya’s government said Friday. Preliminary investigations point to salt poisoning as the rhinos tried to adapt to saltier water in their new home, the Ministry of Tourism and Wildlife said, describing how the animals likely became dehydrated and drank more salty water in a fatal cycle. The ministry suspended the ongoing move of rhinos and is monitoring the survivors. (AP)

nation+world Border clashes cool after round of intense fighting on Saturday GAZA STRIP The Israeli military lifted its restrictions along the Gaza border Sunday, indicating it had accepted an Egypt-mediated cease-fire that ended a 24-hour round of fighting with Hamas militants that had threatened to devolve into all-out war. The military had shut down a popular beach and placed limitations on large gatherings as

residents kept mostly close to home on Saturday amid dozens of rockets that were fired from Gaza. But after several hours of calm, it said residents could resume their daily routines. On Saturday, the military carried out its largest wave of airstrikes in Gaza since the 2014 war, hitting several Hamas military compounds and flattening a number of its training camps. Two Palestinian teenagers were killed in an airstrike in Gaza City, while four Israelis were wounded by a rocket that landed on a home. The military said several

Passenger bus crash kills 3, injures 24 others A crash involving a commercial passenger bus and three other vehicles on a New Mexico highway early Sunday killed three people and injured 24 others, some critically, authorities said. One of the people killed was in a car that struck a pickup truck from behind around 2 a.m. Sunday, Sheriff’s Office spokesman Lt. Keith Elder said. The bus driver tried to avoid hitting the disabled car and its driver, who was ejected, but the bus rolled onto its side and was sideswiped by a semitruck. mortar shells were fired even after Hamas announced the cease-fire as sirens warning of incoming projectiles wailed in Israel overnight again. The military struck the mortar launcher early Sunday but the calm held, with neither side appearing eager to resume hostilities. Testosterone boost has men craving luxury

Scott Thornton takes a selfie Friday in front of the Blockbuster in Bend, Ore. It’s the last one open in the U.S.

Two Blockbusters close, leaving only one in U.S. Buzz from John Oliver show wasn’t enough to keep one store open NATIONAL Alaska’s last two Blockbuster video stores are calling it quits, leaving just one store open in the U.S. The stores in Anchorage and Fairbanks closed for rentals after Sunday night, and will reopen Tuesday for a video liquidation sales through the end of August, said Kevin Daymude, general manager of Blockbuster Alaska. “It’s going to be crazy,” Daymude said of the temporary reopening. He said residents were sad when they heard the news and many people have been reminiscing about their

Blockbuster memories. The closures come just two months after the host of HBO’s “Last Week Tonight With John Oliver” sent a jockstrap worn by Russell Crowe in the 2005 movie “Cinderella Man” and other items to the Anchorage store, which displayed it in an effort to ramp up business. Daymude said the buzz from the Oliver connection brought more people to the store. “You would not believe how much business we got just from that memorabilia alone,” he said. “I can’t thank John Oliver or his show enough.” But it wasn’t enough to counter a planned lease increase at both Alaska locations. The jockstrap will probably go to the franchise owner, Alan Payne, who lives

outside Austin, Texas. In 2004, at the company’s peak, 9,000 Blockbuster outlets studded city blocks and suburban strip malls nationwide, a onetime indelible fixture of the family movie night. Blockbuster stores have vanished in most of the U.S. But their survival lasted longer in Alaska, with some crediting expensive internet as a factor in keeping many people renting videos rather than streaming. The closures leave the store in Bend, Ore., as the sole holdout. “How exciting,” said the Bend store’s general manager, Sandi Harding. As for the fate of that store, the future looks good. “We have no plans on closing anytime soon,” Harding said.

A dose of testosterone can give men expensive taste. In a study published this month in the journal Nature Communications, 243 American men rubbed their bodies with a gel that contained either testosterone or a placebo. The men were then asked to look at pictures of items, like watches and jeans, and pick which ones they preferred, according to the Los Angeles Times. Results showed that the men who applied the gel with testosterone tended to pick the high-status luxury items over the powerful and high-quality goods, which were preferred by the men who received the placebo. Beach closes after 2 people bitten by sharks FERNANDINA BEACH, FLA. Florida, as you may know, is the shark attack capital of the world. But the vast majority of those attacks tend to be on southern beaches, between Cape Canaveral and Miami. Shark encounters are relatively rare as you go farther up Florida’s Atlantic coastline. And they are almost unheard of in northernmost Nassau County. Or so they were before Friday — when consecutive attacks sent two people to a hospital and shut down Fernandina Beach. “I was in 2 feet of water or less, lying on my stomach,” the first victim, 30-year-old Dustin Theobald, told News 4 Jax from the hospital. He said he was watching his 8-year-old son play “when I felt something grab onto my foot and pull.” He reached back to feel what he now believes to a be a nurse shark — or maybe a black tip, from the gouges it left in his foot. Theobald said he may have tendon damage, along with 4-inch lacerations on both sides of his foot. While an ambulance was picking up Theobald, a second swimmer was attacked less than 2 miles down the coast in the city of Fernandina Beach. A 17-year-old boy was bitten no more than five minutes after Theobald, First Coast News reported. And though he, too, is expected to recover, the reports caused authorities to evacuate all swimmers along the beach. AVI SELK (THE WASHINGTON POST)

And now, ‘the easiest’ part Trump emphasizes common ground as he preps to meet Putin

In Russia probe, American role is still unknown MIKHAIL KLIMENTYEV (AFP/GETTY IMAGES)

HELSINKI He allegedly helped him get elected. He has charmed him and egged him on. And today, when Russian President Vladimir Putin meets President Trump face to face here in Finland’s capital, he will see what he gets out of it. Coming into today’s one-onone summit, Trump faces intense pressure to confront Putin over Russia’s interference in the 2016 presidential election, especially in the wake of Friday’s indictment of 12 Russian intelligence officers for hacking and releasing Democratic Party emails. In Washington and throughout the West, leaders are also pressing Trump to hold firm in countering Putin’s intervention in Syria and Ukraine by refusing to recognize Russia’s annexation of Crimea. But Trump’s weeklong tour through Europe served to underscore his common ground with Putin more than their differences. In Belgium and in the United Kingdom, Trump echoed Putin’s ideological worldview and his political posture — from decrying immigration patterns that he said were destroying European culture to assaulting the media as “fake news” and blaming the U.S. “deep state” and a “rigged witch hunt” investigation for the poor condition of U.S.-Russian relations.

President Trump is scheduled to meet face to face with Russian President Vladimir Putin in Helsinki today.

And Trump’s recent moves to disrupt America’s traditional alliances, both with trade disputes and rhetorical broadsides, enhances Russia’s position as Putin seeks to expand Moscow’s influence around the world. Trump landed in Helsinki on Sunday night with what he said were low expectations and an unusually loose agenda for the kind of high-stakes international meeting that typically is tightly scripted. But Trump has an uncommon faith in his abilities to wing it on the global stage. When he departed Washington last week, Trump said meeting with Putin might be “the easiest” part of his trip. And as in last month’s

Singapore summit with North Korean leader Kim Jong Un, he is banking on his personality to forge a lasting bond with Putin that could improve U.S.-Russian relations and solve some of the world’s intractable problems. “He’s been very nice to me the times I’ve met him,” Trump told reporters last week in Brussels, previewing his Putin tête-à-tête. “I’ve been nice to him. He’s a competitor. … He’s not my enemy. And hopefully, someday, maybe he’ll be a friend. It could happen.” In an indication of his friendly posture, Trump said he “hadn’t thought” of asking Putin to extradite the 12 Russian agents indicted by the U.S. Justice Department, when prompted in an

interview with CBS News anchor Jeff Glor. For the Kremlin, blaming President Obama and the Washington establishment for the world’s ills has been one way to continue winning over Trump. Today, Putin is likely to try to win concessions by playing to Trump’s eagerness to one-up Obama and reject establishment thinking. “Trump is the ideal partner for a detente without concessions,” Alexander Baunov, a foreign policy specialist at the independent Carnegie Moscow Center think tank, recently wrote. “He’s an enemy of the same America that is Russia’s adversary.” ANTON TROIANOVSKI AND PHILIP RUCKER (THE WASHINGTON POST)

NATIONAL SECURITY In a 29-page indictment Friday, special counsel Robert Mueller blamed specific officers in the Russian government for the 2016 hacking of Democrats, answering one of his investigation’s central questions while highlighting another he must still explain: Were any Americans involved in the conspiracy to interfere in the race for the White House? As Mueller looks to resolve that piece of his inquiry — as well as his examination of whether President Trump has sought to obstruct the probe — people familiar with the investigation said the special counsel is pushing to wrap up a significant portion of his investigative work by the end of summer. There are various factors that could alter Mueller’s efforts and timeline, most notably whether the standoff over an interview with Trump is resolved or ends up being litigated in court, according to the people, who spoke on the condition of anonymity to be able to discuss an ongoing investigation. Since his May 2017 appointment, Mueller has charged 32 people, including 26 Russians. In announcing the latest indictment Friday, Deputy Attorney General Rod Rosenstein, above, noted that no Americans have been charged with assisting the Russian interference and urged the public not to make assumptions about that part of the investigation. Les Bleus win second World Cup in 20 years in a wide-open match against Croatia FRANCE 4, CROATIA 2 The World Cup final is typically a tightly wound, low-scoring affair. Since the turn of the young century, teams have been separated by narrow margins or dreaded penalty kicks. This summer’s four-week spectacle in Russia, however, defied convention from the very start. So it was fitting that on the last day of the tournament, France won the championship in a wild affair, beating Croatia 4-2 on Sunday in Moscow for its second title in 20 years. Ending a string of three consecutive finals decided after regulation, France scored three straight goals in a 27-minute stretch bridging halftime. The six total goals were as many as the past four finals combined. They were the most in a final since England beat Germany 4-2 in extra time in 1966 and the most in regulation since Brazil’s 5-2 triumph over Sweden in 1958.

Didier Deschamps became the third man to win the World Cup as a player and coach, joining Brazil’s Mario Zagallo and Germany’s Franz Beckenbauer. Croatia, a country of 4.4 million, was attempting to become the smallest nation since Uruguay in 1950 to raise the trophy. An own goal, a penalty kick and strikes by Paul Pogba and 19-year-old Kylian Mbappe elevated the French in an open and entertaining match before a global TV audience estimated at more than 1 billion and a crowd of 78,011 featuring 10 heads of state. France absorbed mounting pressure for the first 15 minutes, but the Croatians were not precise enough in the final third of the attack to test goalkeeper Hugo Lloris, the French captain. Croatia’s early fun and promise came to an end in the 18th minute on a French set piece. Antoine Griezmann launched the 30-yard free kick toward the edge of the 6-yard box — a

perilous spot to defend. French heads rose, but the one to connect was Mario Mandzukic’s. It skipped off his scalp and floated past goalkeeper Danijel Subasic for an own goal. Croatia answered 10 minutes later with its own free kick. Luka Modric’s service was not a direct threat, but after three headers and Domagoj Vida’s alert back pass, Ivan Perisic

ripped a left-footed shot from 17 yards that nicked a defender and splashed in for his third goal of the tournament. Another 10 minutes passed before France’s go-ahead goal, a penalty kick by Griezmann that was awarded on a hand ball from Perisic with an assist from video replay. Griezmann’s fourth goal in seven appearances provided the most first-half goals in a final since 1974 between West Germany and the Netherlands. In the 59th minute, Pogba collected a blocked shot and smashed a left-footed shot from 19 yards out. Mbappe got into the scoring act six minutes later, gathering Lucas Hernandez’s pass and ripping a 25-yard shot into the low left corner for his fourth goal of the competition. Mandzukic got one back in the 69th minute, pressuring the sloppy Lloris on a routine back pass. He not only blocked the outlet attempt, but directed it into the net. STEVEN GOFF (THE WASHINGTONPOST)

Baseball’s best stuff Ahead of Tuesday’s MLB All-Star Game in Washington, you’ll hear plenty about the problems plaguing baseball. But it’s not all bad. Here are three things the game has going in its favor. (TWP)

Djokovic ends 2-year drought Fourth Wimbledon title gives Serbian superstar first major since 2016 TENNIS Novak Djokovic left Wimbledon last year disconsolate and injured, quitting in a quarterfinal because of a painful right elbow that would need surgery. He was so dispirited by his upset exit at the French Open last month that he vowed to skip the grass-court circuit altogether. Good thing he didn’t stick to that. Just look at him now, back at his best and Wimbledon’s champion for the fourth time. Djokovic ended a Grand Slam drought that lasted more than two seasons, grabbing a lead in Sunday’s final right away against a weary Kevin Anderson and holding off a late challenge to win 6-2, 6-2, 7-6 (3). “I had many moments of doubt,” Djokovic said, “and didn’t know really if I could come back to the level to compete.” Anderson nearly managed to extend the match, five times standing just a point away from forcing a fourth set. Djokovic held steady on each one, then was as superior in the tiebreaker as he was most of the afternoon. It is Djokovic’s 13th major

trophy, the fourth-highest total in men’s tennis, trailing only Roger Federer’s 20, Rafael Nadal’s 17 and Pete Sampras’ 14. It’s also Djokovic’s first since he completed a career Grand Slam at the 2016 French Open. During that time, he struggled with the first major injury of his career, one that forced him off the tour for the last half of 2017. He had an operation this February, and as his losses accumulated, his ranking fell out of the top 20.

St. Louis fires Matheny before All-Star break

The 2018 World Series of Poker champion is an Indiana resident and pro player who barely missed the cut for the final table two years ago. John Cynn, 33, won the no-limit Texas Hold ‘em main event early Sunday in Las Vegas. He eliminated Tony Miles on the 442nd hand of the nine-man final table, after playing 199 hands over 10 hours just against each other. Cynn won $8.8 million, and Miles took home $5 million. (AP)

Cardinals manager Mike Matheny was fired Saturday night after an 8-2 loss at home to the last-place Reds. St. Louis entered Sunday 7½ games behind the NL Centralleading Cubs and are in danger of missing the playoffs for a third straight season for the first time since 1999. Former bench coach Mike Shildt got a win in his debut as interim manager Sunday as the Cardinals beat the Reds 6-4. (AP)

At No. 21, Djokovic is the lowest-ranked Wimbledon winner since Goran Ivanisevic in 2001. Anderson, aiming to become the first South African man to win Wimbledon, admitted he was not feeling fresh Sunday. His semifinal was the secondlongest Grand Slam match in history, lasting almost seven hours until he edged John Isner 26-24 in the fifth set. And that followed another extended fifth set in his 13-11 upset of Federer.

When Anderson pushed a forehand return into the net to end it, Djokovic exhaled. After they shook hands, Djokovic performed his ritual of bending down to grab a couple of blades of grass and plopping them in his mouth, savoring the triumph. “The grass tasted really well,” joked Djokovic, who did the same after his Wimbledon titles in 2011, 2014 and 2015. “I had a double portion this year, to treat myself.” HOWARD FENDRICH (AP)

Matt Adams added two hits and scored a run as Washington salvaged a split of the four-game set. A preseason favorite to win the NL East and contend for a World Series championship, the disappointing Nationals hit the All-Star break with a 48-48 record, third in the division. Jeremy Hellickson (4-1) pitched six crisp innings in his second straight win. The veteran right-hander allowed one run and two hits, struck out six and walked two. New York’s Jose Reyes drove in Michael Conforto with a fielder’s choice in the second, tying it 1-1, but Washington grabbed control in the seventh. Juan Soto and Anthony Rendon opened the inning with walks against Anthony Swarzak (0-2). Tim Peterson then came in and surrendered singles to Adams and Murphy, who came off the bench to hit for Michael A. Taylor. Jerry Blevins replaced Peterson with two outs and runners on second and third. But he hit Wilmer Difo and Adam Eaton before Turner’s single gave Washington a 6-1 lead. New York wasted a solid start by Corey Oswalt, who allowed two hits in five innings. The Mets (39-55) are in last place behind Miami. (AP)

all-star

Harper put in awkward spot as host MLB At the news conference in which he was announced as an All-Star along with Nationals teammates Max Scherzer and Sean Doolittle, Bryce Harper sat in the middle chair, wearing a T-shirt that read “The District” on top of a rendering of the U.S. Capitol. As a hometown All-Star, perhaps he wanted to show his support for Washington. Perhaps he was affirming his love for the city so many believe he will leave in free agency after this season. Or maybe it was just the shirt he felt like wearing. Such is the analysis to which Harper is subjected. Such is the level of scrutiny he will experience when the baseball world coalesces around him for the 2018 All-Star Game on Tuesday night. Harper, along with Scherzer and Ryan Zimmerman, was tapped as an All-Star ambassador for the first Midsummer Classic in D.C. since 1969. Part of his duties are to promote the events of All-Star week, to be an emissary to fans and to advocate for the city. Scherzer signed the biggest contract in team history and has emerged as the most decorated pitcher in the D.C. history of the franchise. Zimmerman is the figurehead, the local kid who was the franchise’s first hope. Then there is Harper, the homegrown star having a down-ish year at the worst time, whose name had hardly been announced as a

fifth-time All-Star starter before pundits could ask if he deserved to be there at all. He has hit 23 homers and driven in 54 runs at an All-Star pace. His .214 batting average is lower than ever. And as Harper tries to convince suitors he deserves the record contract everyone (except him) has always said he should get, he is in the awkward position of being the most talked-about star on the host team because he might be headed elsewhere after this season — but also because so much is expected of him here. He has, by and large, given all the right answers about the AllStar experience. When asked to plug the city, he has done so dutifully. Though he waffled on the point, according to those close to him, he eventually announced he would keep his word and participate in the Home Run Derby. “Just excited for the fans, to be able to do that in front of them, as well,” Harper said. “It’s the main reason why I’m doing it. If we weren’t in D.C., I probably wouldn’t have done it.” At 25, Harper remains the most vaunted and analyzed player of his generation — unique in part because of the way he embraced the hype initially. The effects of that treatment are becoming more obvious than ever. He has pared down his obligations, eschewing the odd interview and unnecessary attention for the big stuff — the

endorsement deals, or the things he and the Nats have agreed he will do. He has pared down his personality, too, if not always on the field, then certainly in front of the cameras. Even when reporters ask silly questions, Harper now answers them seriously. When they ask pointed ones, he dodges. Once so willing to say anything, he has mastered the art of saying nothing. “Every day people are picking apart his words. People are trying to interpret them to fit a narrative they already have in their mind — or they’re trying to think, ‘Did he just drop a hint as to free agency?’ ” Doolittle said. “It’s like Twitter, where you type something out and think, ‘Oh, I don’t want people to take that

Strasburg throws 82 pitches in rehab start, expected to start for Nats vs. Braves on Friday

Derby tough to fill Nationals outfielder Bryce Harper agreed to take part in the Home Run Derby tonight, but the field (see page 18) is as much defined by who is not there. As the NBA has seen with its slam dunk contest, the best hitters are skipping the derby more and more. In the mid-1990s, the Home Run Derby was one of baseball’s marquee events. Players such as Barry Bonds, Mark McGwire, Cal Ripken Jr. and Ken Griffey Jr. took part. The star power of the field has slowly decreased, but even last year, Giancarlo Stanton and Aaron Judge provided a jolt with every hack. Stanton and Judge declined this season, as did Mike Trout. Of the top 10 home run hitters this year, only Harper and Jesus Aguilar are participating in the derby. (TWP)

the wrong way,’ so you delete it and start again,” Doolittle added. “Then you type and think, ‘Maybe not.’ By the end, it becomes so watered down. It’s that, but in real time. I think people might not be able to relate to how emotionally draining that can be.” One could argue that Harper has become something other than the face of the Nationals. Maybe his future is too tenuous to hold that title. He is the initially eager superstar trained into reticence. He is always too loud or too quiet for someone. He is destined to be both as he sits awkwardly in the spotlight during one of the biggest weeks in Washington baseball history, months before he might cease to represent this city at all. 1

Jesus Aguilar 1B, Milwaukee Brewers

Before last season, the Venezuelan infielder had appeared in 35 games over three seasons for the Indians, hitting just .172 with no homers. After the Brewers claimed him off waivers last year, he slugged his first 16 bigleague bombs and hit .265 over 133 games. Entering Sunday, the 28-year-old led the NL in home runs (24) and OPS (.996). He made his first All-Star team via the Final Vote.

8

Rhys Hoskins OF, Philadelphia Phillies

He finished fourth in the voting for NL Rookie of the Year last season after hitting .259 and clubbing 18 homers in just 50 games. Hoskins, 25, hasn’t quite kept up that pace, but he’s had a nice first half with 14 homers and a team-high 56 RBIs. He homered eight times in June but has yet to go deep in July, so maybe the extra batting practice in D.C. will help him rediscover his power.

4

Alex Bregman 3B, Houston Astros

Entering Sunday with 20 home runs, Bregman had already exceeded his season total of 19 from last year, when he helped the Astros win their first World Series title. The second overall pick of the 2015 draft out of LSU rocketed to the majors by 2016, appearing in 49 games that year. After becoming a regular last year, the 24-year-old leads a potent Houston lineup in homers and RBIs.

5

Kyle Schwarber OF, Chicago Cubs

Schwarber won MVP of the 2015 Futures Games, so we know the spotlight of All-Star events won’t necessarily faze him. Entering Sunday, the 25-year-old was second on the Cubs with 18 homers, one behind Javier Baez, and he had improved his average to .250 after hitting .211 last season. His 117.1 mph exit velocity on an April 24 homer was Chicago’s hardest-hit ball this season.

Baltimore Sun: Dodgers, Phillies and Brewers in the lead to land Machado via trade

2

Bryce Harper OF, Washington Nationals

According to MLB Statcast, Harper’s 473-foot homer off Philadelphia’s Nick Pivetta on May 4 was the longest homer of anyone in this year’s derby. Although Harper has struggled against shifts and rarely sees anything to hit, entering Sunday his 23 homers were tied with Rockies All-Star Nolan Arenado for secondmost in the NL. Harper’s inclusion gives MLB some much-needed star power.

7

Freddie Freeman 1B, Atlanta Braves

Aside from Harper, he’s the most established star in the group and should make this first-round pairing among the most intriguing of the night. Freeman, 28, is making his third All-Star appearance after hitting .315 with 16 homers in the first half and helping the surprising Braves hover near the top of the NL East. Philadelphia (53-42) leads the division by half a game.

3

Max Muncy IF, Los Angeles Dodgers

After being released by Oakland in March last year and spending all of last season in the Dodgers’ minor league system, Muncy is enjoying a breakout season at age 27. He hit five homers in 96 career games for the Athletics. Entering Sunday, he’d hit a team-high 22 long balls in 73 games for L.A. Muncy has also been a versatile player in the field, appearing at four different positions this year.

6

Javier Baez 2B, Chicago Cubs

Along with Harper and Freeman, he’ll start for the NL in Tuesday’s All-Star Game. Among second basemen, only Houston’s Jose Altuve has a higher Wins Above Replacement (WAR) this year, according to FanGraphs. Baez, 25, entered Sunday hitting a career-best .293 and was tied with Cincinnati’s Eugenio Suarez for the NL lead in RBIs with 71, four fewer than his season total last year.

Josh Bell’s 10th-inning double gives Pirates 7-6 win and 5-game sweep over visiting Brewers

America has changed. His jokes haven’t. TV REVIEW Sacha Baron Cohen’s return to incognito trickery is, in current conditions, a little like pouring rubbing alcohol into the nation’s open wounds. Employing the same ingenious commitment and subterfuge that made him famous in the guise of Ali G, Borat Sagdiyev and Brüno Gehard, Cohen now plays several characters in Showtime’s “Who Is America?,” which starts out seeming like another one of those naively altruistic shows that listen to people’s varied political beliefs in hopes that we can better understand our differences. Showtime kept the series under tight security. Some of its unwitting participants — including former Alaska Gov. Sarah Palin and former Alabama judge and U.S. Senate candidate Roy Moore — began decrying Cohen’s technique of misleading subjects into

Sacha Baron Cohen’s new show erodes what little trust we have left

interviews with a host (Cohen in disguise) who tries to goad them into making or agreeing with outrageous statements. The first episode, which premiered at midnight Sunday, features Cohen as Col. Erran Morad, an Israeli commando who comes to D.C. to promote “Kinderguardians,” a new program to teach and arm schoolchildren as young as 3 to use firearms to protect themselves. (Children who are younger are not ideal, Morad says, because of “the terrible twos.”) That he finds willing advocates in the gun lobby (Philip Van Cleave of the Virginia Citizens Defense League; and Larry Pratt, the executive director emeritus of the Gun Owners of America) to join his effort is not all that surprising. It’s not even surprising that he finds a rather pathetic bunch of current and former lawmakers — former Republican Senate majority leader Trent Lott; Rep. Dana Rohrabacher, R-Calif.; Rep. Joe Wilson, R-S.C.; and former Illinois congressman/conservative

‘Robin Williams: Come Inside My Mind’

radio host Joe Walsh — to tape enthusiastic endorsements for Kinderguardians. Instead, the surprising thing is that this all seems normal. Whatever shame or embarrassment might once have accompanied an unflattering appearance in one of Cohen’s stunts hardly matters anymore. We’re fresh out of shame in this country right now. The joke hasn’t changed, but in the years since Cohen last played this sort of game, the American political climate has grown nastier and more partisan, experiencing a corrosion of trust, in

constant sway of a president who falsifies and distorts even the most basic facts. Our world has become as absurd as anything Cohen could conceive. To giggle at and delight in Cohen’s pranks is to believe that you can have it both ways: that you can be horrified at the collapse of truth and democracy, and then laugh at a guy who seeks to undermine whatever remains of trust. As watchably galling as Cohen’s techniques on “Who Is America?” may be, America in 2018 doesn’t really seem like the right time or place for it.

The legal drama gets a reboot for Season 8, the first without co-stars Meghan Markle and Patrick J. Adams. Katherine Heigl joins the premiere as a series regular, playing an enterprising and disruptive new lawyer.

Monster mashup: Goldthwait warps Hollywood genres A used-car salesman in Texas known as “Swell Del Wainwright” runs for president. People love his folksiness. But he does have skeletons in his closet. For example, he is a werewolf. Who once ate a toddler. Although that’s not necessarily a deal breaker. Says one voter: “I want a president who’s a werewolf so other countries won’t push us around.” That’s one of the strange stories told on “Bobcat Goldthwait’s Misfits & Monsters,” a new anthology series that airs 10 p.m. Wednesdays on TruTV. Goldthwait has his own strange history. The comedian came to fame in the 1980s with a stand-up act in which he twitched and grimaced and emitted raspy screeches. And he once set a chair on fire on the “Tonight Show.” Now, at 56, he’s the mastermind of “Misfits,” mashing up many Hollywood genres. Like “The Twilight Zone,” the show is supernatural and scary. Like

classic, low-budget 1950s horror films, it has a wonderfully cheesy feel. When Swell Del (David Koechner) turns into a werewolf, tufts of fake fur poke through his hideously patterned polyester sports jacket. There’s also an appearance by a vampire who looks like Cher on a bad day and sports obviously fake fangs. In the premiere, Bubba the big blue cartoon bear comes to life and tries to kill the actor (Seth Green) who gives him such a stupid-sounding voice. When the actor cuts off the bear’s head with garden shears, the head pops right back up. Goldthwait’s humor is warped, but the jokes are pretty funny and the cast is top-notch. Koechner makes an excellent werewolf, with his slitty eyes and lecherous laugh. And the ever-intense Green gives his all as an increasingly desperate actor pursued by a cartoon bear who can’t be real — or can he? Read Marc’s previous columns at washingtonpost.com/muse

Sudoku

EASY

CANCER (June 21-July 22) You’re willing to try something new today, but only with the right companion. You know who that should be. LEO (July 23-Aug. 22) A friend reveals something that you find remarkable — and you’re inspired to do the same in return. Surprises mount. VIRGO (Aug. 23-Sept. 22) You’re eager to show someone close to you just how you feel and how close you’d like to be. Take care that you’re not moving too fast. LIBRA (Sept. 23-Oct. 22) You run the risk of misinterpreting someone else’s signals today if you keep turning your back and focusing elsewhere. SCORPIO (Oct. 23-Nov. 21) You

may have trouble deciding just what you should do in a given situation that is almost upon you. Don’t let any more time go by.

FRIDAY’S SOLUTION

SAGITTARIUS (Nov. 22-Dec. 21) A collaboration yields more than you had hoped for, and the relationship that has been forged can sustain you through many difficult times. CAPRICORN (Dec. 22-Jan. 19) The more unusual an idea is, the more likely you will be to find someone to support it. It’s just the kind of thing people want right now.

FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

FRIDAY’S SOLUTION The Sudoku on page 33 in the weekend edition of Express was unsolvable due to an error in the original puzzle. We apologize for the mistake.

AQUARIUS (Jan. 20-Feb. 18) While you’ve contemplated what’s been holding you back for so long, almost all restrictions have lifted. Get back in the swing of things!

TODAY: Partly to mostly sunny skies through the morning and midday get the heat cranking, with afternoon highs reaching the low to mid-90s. Add in high humidity (dew points in the low 70s), and it may feel like triple digits, with only a light wind from the south. A few showers or storms remain possible into the evening.

PISCES (Feb. 19-March 20) Others may not be aware of the power you possess, but you can put on a clear demonstration before the day is out. ARIES (March 21-April 19) You’re more than willing to help a friend with something “specialized” today — but you must insist they return the favor.

peripheral awareness is keen at this time and prevents you from falling into a trap set by a rival. GEMINI (May 21-June 20) It is almost impossible for you to be objective about your accomplishments; trust a friend to tell you how you’ve really done.

Meghan Markle’s father says the Duchess of Sussex is having trouble adjusting to royal life. “I think she is terrified,” Thomas Markle told Britain’s The Sun on Sunday. “I see it in her eyes, I see it in her face and I see it in her smile. … I know her smile. I don’t like the one I’m seeing now. ... This is a pained smile.” Thomas said his daughter is struggling with the pressures of her new role. “It really worries me,” he added. (EXPRESS)

“I look at our marriage like ‘The Sixth Sense.’ You were dead the whole time.”

Taylor Swift unknowingly helped two fans get engaged during a backstage meet-and-greet before the pop star’s concert Friday in Philadelphia. Swift posted photos Saturday to Instagram documenting Anthony Yannuzzi’s marriage proposal to Stephanie Pysher. According to USA Today, Yannuzzi had been tweeting since June 6 via @TSphilaPROPOSAL to try to get Swift to aid in the proposal. Instead, the couple, who say they met five years during Swift’s “Red” tour, were randomly selected for a meet-and-greet, where Yannuzzi dropped to one knee and popped the question, USA Today reports. Swift was reportedly as surprised as Pysher, who said “Yes.” (EXPRESS)
