Researchers tally votes at a random sample of polling stations, allowing them to make a reliable projection of the national vote. Civil society organizations have used the method to accurately forecast election results in scores of countries. Proponents say making this data available reduces the risk of fraud. Quick counts have accurately forecast the results of elections in Indonesia since 2009.

At least 12 organizations, among them research groups and media organizations, carried out their own quick counts. Of those, eight show Jakarta Gov. Joko “Jokowi” Widodo with a lead of between 4 percent and 5 percent. The rest project a victory for former army general Prabowo Subianto by between 1 percent and 4 percent.

Most of those projecting a Widodo victory have been carried out by independent organizations with a long track record of running quick counts and other opinion surveys, and have predicted the results of earlier elections, making them far more credible. Two of those projecting a Subianto win have been carried out by television stations openly supporting his bid.

All eyes are on the Election Commission of Indonesia, which is counting the votes and says it will announce them by July 22. If Widodo wins, as is considered highly likely given the quick count data, then Subianto could challenge the vote in the Constitutional Court if he can find evidence of fraud or other irregularities. If judges agree to hear the case, they must rule before Aug. 24.

Asbestos Incident Briefly Closes Part of Capitol An accident involving asbestos forced a temporary closure of the House side of the Capitol on Thursday and prompted House leaders to delay the day’s session for two hours. A hazardous materials response team was in the building following an incident that began around 2:30 a.m. or 3 a.m., Capitol Police said. There were no initial reports of any injuries. Leesburg, Va. Dallas Northington spent nearly eight years working for Target in loss prevention. In a recent, typical episode at the Leesburg, Va., Target store in May, an alleged shoplifter was captured twice on video, and Northington responded as he always did: He called the Leesburg police, made a report and provided them the video of the two incidents. But the suspect was a Fairfax County sheriff’s deputy, Northington soon learned. And within days, two things happened: The deputy

abruptly retired from the Fairfax sheriff’s office at age 50 and Target fired Northington, 29, a married father of two with a third child on the way. Northington said Target officials told him that he had violated procedure by not filling out the proper paperwork before contacting the police, though his office had operated the same way for years. He said he was also told he was insubordinate for not seeking approval before calling police, though he said the standard practice was for Northington to act as needed. Police End Plan To Re-Create Sexted Image Manassas City, Va. Manassas City, Va., police said Thursday they would not serve a search warrant seeking to take photos of a 17-year-old boy charged with “sexting” an explicit video to his 15-year-old girlfriend. The teen is facing felony counts of manufacturing and distributing child pornography. As the case was headed to trial last week, Manassas City police and Prince William County prosecutors said in juvenile court that they had obtained a warrant to photograph the teen’s erect genitalia, in order to compare with the video he allegedly sent in January, according to the teen’s lawyers. On Thursday, Prince William authorities decided to drop that plan. Lt. Brian Larkin of the Manassas City police said the police planned to allow the search warrant, obtained last week, to expire. Buzz at the Bus Stop While waiting at the Franconia-Springfield Metro last week, Jason Yaskoir, 43, spotted some unwelcome company: wasps. There were dozens of them headed toward a nest inside Bus Bay H. (Or as I’m now going to call it, “Bus Bay AHHHHHHHHH!!!”) “If it were just me, with my pro-insect bias, I would consider watching the wasps to be my entertainment while waiting for the bus,” offered Schultz, who noted that they make their own paper from wood scrapings. But, Schultz admitted, when wasps feel threatened, they sting. And if their target happens to be allergic to wasp venom, “the person could go into anaphylactic shock.” So as much as he likes to preserve wasp habitats, Schultz

As the first half of the season winds down, Washington is in a prime position to make a run at its second NL East title in three years. The bench has held its own after being called upon due to an early rash of injuries. Jose Lobaton filled in at catcher admirably and has built a strong relationship with pitcher Gio Gonzalez. Utility man Scott Hairston has a .270 average in 37 at-bats. Though Danny Espinosa has struggled at the plate, he’s proved to be one of the better defensive second basemen in the NL. Utility player Kevin Frandsen has a .990 fielding percentage. Grade: B

There may be no better rotation than Washington’s this season, and it hasn’t been because of Stephen Strasburg (3.47 ERA) or Gonzalez (3.52). Doug Fister (2.90), Jordan Zimmermann (2.79) and Tanner Roark (3.12) have been exceptional through the first half, while Strasburg and Gonzalez have had their fair share of quality outings as well. Entering Thursday, the Nationals had the best team ERA (3.07) in the majors, having given up only 276 earned runs. Grade: A-

Has there been a better setup man and closer combo this season than the Nationals’ Tyler Clippard and Rafael Soriano? It’s tough to argue against them. Before Thursday, Soriano held a 1.00 ERA with 21 saves. Clippard, who started slow, has bounced back and now has a 1.85 ERA in 39 innings pitched. Drew Storen has a 1.24 ERA and Craig Stammen has been valuable with his ability to pitch in any spot. Grade: A

In his first season as an MLB manager, Matt Williams has adjusted on the fly to situations that could have allowed this team to crumble. He navigated through a slew of early injuries and has put his team on a pace to battle for the NL East crown. Williams’ public handling of Harper’s comments about how he’d arrange the lineup upon his return was an example of how to quickly defuse what otherwise could become a distraction. Grade: B+

Soccer Myths in America After every World Cup, no matter how far the U.S. team goes, the same topic arises: What does it all mean for the popularization of soccer in America? 3. Myth: Sure, the World Cup is big, but soccer will never be mainstream here. Unless you define “mainstream” as “on par with the NFL,” soccer is already here. Despite being a glorified minor league compared with other soccer leagues around the world, MLS has higher per-game attendance than both the NBA and the NHL. On television, NBCSN’s English Premier League coverage gets better ratings than the NHL does during the regular season on the same network, despite most games starting before half the country wakes up.

2. Myth: Soccer needs to get rid of the offside rule and stoppage time. While doing away with offside would probably increase scoring, it would also ugly up the game by rewarding cherry-picking and boom ball. Skillful midfield play would be lost, as the gameplay would be stretched from end to end. As for stoppage time, it’s a necessity in a game with so many stall tactics. These are two basic principals in the sport that won’t change. Rather than get worked up over the rules, just enjoy the game the way it’s played.

4. Myth: Nobody flops like a soccer player. Have you watched a basketball game? Flopping in the NBA has gotten so bad that the league has started to fine its players. In all sports, players embellish to fool referees. Even in the NFL, they often exaggerate any sort of contact to earn personal foul or pass interference calls. Soccer has attempted to thwart flopping by handing out yellow cards (although not one ref has done so in this World Cup). Flopping is an issue in soccer, but it’s naive to think it’s the only sport where it happens.

Who’s Got The Edge? Previewing Sunday’s World Cup final (3 p.m., ABC) between Argentina and Germany. 1. Myth: America needs its best athletes, like LeBron James, playing soccer for the U.S. to be truly competitive with the rest of the world. While U.S. soccer would surely improve with youngsters consistently choosing it over playing football, basketball or baseball, great size and strength aren’t as beneficial in soccer as they are in other sports. The best player in the world, Lionel Messi, is 5-foot-7 and 148 pounds. The Argentinian probably can’t dunk, but in soccer, he doesn’t have any problems getting around defenders of every shape and size.

5. Myth: Soccer is un-American. Bizarre Ann Coulter screeds about the game aside, soccer couldn’t be more American. Schoolchildren learn about America’s origins: the underfunded, undermanned colonies banding together to rebel against the big, bad British. Today, the U.S. is generally the superpower in almost everything it does. But when we watch the men’s national team, we get to adopt the “scrappy underdog” tag again, watching our (mostly) underpaid heroes become more than the sum of their parts when they don whatever hideous jersey Nike has them wearing.

Defense: Germany had little trouble neutralizing the explosive attacks of both France and Brazil. Argentina’s defense was seen as its main weakness going into the World Cup, but the team has now gone 330 minutes without conceding a goal in the knockout rounds. Advantage: Germany 6. Myth: Soccer is boring. This one is actually kind of true — soccer sometimes is boring. The Netherlands-Argentina game is a perfect example. But soccer is held to an impossible standard — no sport is exciting all the time. Baseball features about an hour per game of pitchers just looking for a sign, while football players spend more time in the huddle than actually playing football. Americans love those sports because of the excitement that breaks the tedium, and there may not be anything in sports more thrilling than a late game-winning goal, like John Brooks’ header to lead the U.S. to a 2-1 victory over Ghana last month.

Midfield: This is Germany’s biggest strength, a unit without weakness that plays together as a well-oiled machine. The Argentines, meanwhile, are hoping that Angel Di Maria will recover from a thigh injury to play in the final. Advantage: Germany Attack: Germany has the highest-scoring player in World Cup history in Miroslav Klose. But Argentina has Lionel Messi, and two other top forwards to boot. While Messi hasn’t scored in the three knockout games, his four goals in the group stage reminded everyone of why he’s a four-time world player of the year. Advantage: Argentina

Though the neighborhood, just south of the Washington Convention Center, wasn’t known for its greenery, developers wanted the inside of the building to feel less densely urban and more landscaped and light-filled. “Outdoor spaces were always a big focus of ours,” says Jason Jacobson, managing director at Hines, the developer behind the Apartments at CityCenter. “We wanted to bring the outside in.” The Apartments at CityCenter hired local landscape design firm Lee and Associates so early on in the process that the team was working with the architects before the structure was built. “We did extensive sun/shade studies to figure out how much sun landed on the courtyards,” says Jeff Lee, president of Lee and Associates.

Yes, that’s “courtyards,” plural. Inside CityCenter’s monolithic exterior, architects carved out a series of open spaces. “On the interior, it’s sculpted terraces, which let light down to every level,” says Ben Tauber of Lee and Associates. The end result is landscaped public spaces throughout the building. A top-floor roofdeck with grills and tables is covered in local succulents. A dog run on the top floor sits adjacent to a green roof, which absorbs rainwater. On the fifth floor, an indoor game room opens onto an outdoor pool, and there are plans to decorate the deck around the pool with seasonal plants. Across a chasm, also on the fifth floor, a grassy terrace with tables looks out onto the pool. And below it all, the second floor’s mossy garden is clearly visible from the gym. Lee calls the terraced effect “The Hanging Gardens of Babylon.” Each space gets dif fering amounts of light, so each has different fauna. That’s why the sunsoaked roof deck gets succulents while one corner of the secondfloor courtyard is so shady it could only sustain moss. The plants are all sourced locally, and the green roof helps. “There’s a short-term benefit

Basement apartments are polarizing rentals around town. At least once a day as I’m helping people find rentals, I hear this phrase: “No basement apartments!” But many also prefer them. So let’s look at why some renters love this type of home, which is often nestled beneath a rowhouse, and why others absolutely loathe it. There are good arguments from both camps. THE UPSIDE Outdoor space: Basement units give you direct access to the outdoors without having to walk through a corridor or down stairs, a convenience that, say, dog owners and backyard grillmasters alike can enjoy. With the owner’s permission, you also may be able to use the outdoor space to plant a garden. Privacy: Some people prefer a private entrance into their home and many basement apartments will have their own entry separate from the main one that everyone else uses. Cooler: During the summer, basement units will typically be cooler, so you can save some money on your air-conditioning bills. Washer and dryer: You may have direct access to the washer and dryer without having to go down steps. Cost and appearance: Basement units are usually less costly to rent than their larger upstairs counterparts. Some units have been nicely updated by their owners, which will bring the price up, but sometimes a nicer quality kitchen may be well worth the price if that is your priority.

THE DOWNSIDE Flooding: Basements can have flooding issues. Flooding may not happen all the time, but you have to be aware of this when you are viewing an apartment. Be sure to look for signs of flooding or dampness. A damp space can also have mold, so be aware, especially if you have allergies. Lack of natural light: Many basement apartments are not going to have a great amount of sunlight. Some of them can have good light, if the apartment is partially above ground or if there are some bigger windows. You just have to look at each one to determine if there is enough light for you. Possibly less secure: You may not have the level of security that you have in a unit, say, in the upper levels of an apartment building that aren’t directly accessible from the street and that require visitors to be buzzed in. Doors and windows need to be secured, and, depending on your neighborhood, a security system is not a bad idea. Cooler: While it can provide relief in the summer, a cool basement can be miserable in the winter. Make sure the heating system is working properly and that windows and exterior doors are sealed.

With three mid-rise buildings sitting on one and a half city blocks, “it’s nice and spread out,” Hight says. That allowed Trilogy NoMa (151 Q St. NE; trilogynoma.com) to make space for two ground-floor interior courtyards, which feature things like fountains, a rock garden, a grill and plenty of seating. In addition, there are two outdoor pools with open nearby lounge

There’s also a fenced in “Bark Park,” where dog owners can let their dogs off the leash. “The bark park’s a total hit for the pet owners,” Hight says. “People like to interact and meet each other.” “A lot of the renters like the fact that we have more lounge spaces outside than a traditional highrise,” Hight says. Studios at Trilogy NoMa start in the mid $1,500s, and one-bedrooms start at $1,825. They also have twobedrooms beginning at $2,600. Ament, who works for A Briggs, a passport and visa expediting service, says the extra public spaces were one reason he chose to rent at CityCenter. “For me, the public spaces are very important because I live in a studio,” says Ament, who downsized his square footage when he moved to D.C. from Alexandria. “The space was smaller, but at the end of the day, because of the communal areas, it was a much better living experience.” He says the shared green spaces have helped him meet others in the building, and that monthly gettogethers organized by the building managers, frequently outdoor cocktail parties, help too. “You’re downtown. Jan Ole Gerster’s “A Coffee in Berlin” has a German “Seinfeld” kind of feel, where Tom Schilling plays straight man 20-something slacker Niko and wacky characters drift in and out of view. The one thing Niko wants is a cup of coffee, but he’s thwarted at every turn, whether it’s because a machine is broken or he doesn’t have enough change. Like most things, though, he doesn’t try particularly hard to get what he wants. The film manages to make an entertaining story out of nothing in particular. And just when you get comfortable passively observing a passive observer, the minutest of twists becomes its own call to action. French new-wave director Eric Rohmer made “A Summer’s Tale” in 1996 as part of his “Tales of the Four Seasons.” It’s arguably the best of the four films but was the only one not released commercially in the United States. College graduate Gaspard (Melvil Poupaud) arrives at a beach town and has no significant conversations for two days. But soon he’ll be juggling the conversations — and expectations — of three women. “A Summer’s Tale” is comic and much more complicated than it first seems. If the CGI apes stole the show from their less lifelike human counterparts in “Rise of the Planet of the Apes,” the two groups are more evenly matched in “Dawn of the Planet of the Apes.” The latest chapter in the rebooted sci-fi franchise charts the emergence of a culture of super-intelligent chimpanzees, gorillas and orangutans and the simultaneous decline of the human race, after it is nearly destroyed by a laboratory virus. In the process, the movie presents us with two equally engaging and frustrating families: one human and one ape. As the film opens, chimp leader Caesar — movingly played by Andy Serkis with a mix of motion-capture technology and digital animation — is living peacefully in the woods outside San Francisco with his pregnant partner, Cornelia (Judy Greer), and their adolescent son, known as Blue Eyes (Nick Thurston). But an incursion by members of a colony of virus-resistant humans from the other side of the Golden Gate Bridge leads to tension, not just between Man and his closest nonhuman cousin, but between factions from each group that can’t agree whether to trust or to attack their neighbors. The film’s plentiful action is thrilling at times — even if some of the ape-on-ape fight sequences don’t fully register as real — and the cinematography

has a dark and dramatic intensity. “Dawn of the Planet of the Apes” works both as allegory and actionadventure film. The internecine conflict between apes mirrors the troubled history of our own race. Close to Home: Scarlett Johansson is in talks to join the cast of the new film from the Coen brothers, “Hail Caesar.” Variety reports that Johansson would play an actress in the 1950s who becomes pregnant just as she is set to begin shooting a film.
