Two visitors to a Texas state park called 911 last month to say they were being stalked by a wild pig — only to find the noises that alarmed them were made by cars driving over rumble strips on a nearby road. According to a news release, a Government Canyon State Park officer found the two in a tree hiding from an angry wild pig. They recognized him at the doctor’s office or at the National Geographic Museum, where he works. This year, between host Alex Trebek’s cancer diagnosis (now in “near remission�) and supercontestant James Holzhauer’s virtuosic run (now over), “Jeopardy!� found its way back to the forefront of pop culture. But here in the capital city, the show has long been appointment television — and, for many, a goal. When Dawson appeared on the show, he became part of a Washington club that is both exclusive and populous. In a city teeming with overachieving, overeducated, uber-competitive nerds, getting on “Jeopardy!� is both a mark of distinction and . . . kind of normal. During this season, the show’s 35th, 10% of the contestants have hailed from the District, according to a producer — tied for first

Years after their “Jeopardy!� appearances, local veterans of the show remain competitive in the pub trivia scene. One hot spot is the basement of Cafe Saint-Ex on 14th Street, which hosts what is supposedly one of the tougher trivia nights
it out in teams with names like “The Washington Monu-gents� and “Mohammed Morsi Croak Like an Egyptian.� Even the emcee, Mehrun Etebari, won “Jeopardy!� five times back in 2007. Etebari, an energy analyst, arrived in D.C. a year after he was on the show. But reruns were still airing, so he’d get recognized on the street or at the airport. Washington fame is mostly reserved for political power players and cable news regulars; former “Jeopardy!� contestants barely qualify for the D-list. “You may want to be a celebrity,� Pethokoukis says, “but you’re not.� “To many friends outside the trivia scene, I’m not their ‘Jeopardy!’ champ friend,� Etebari says. “I’m one of their ‘Jeopardy!’ champ friends, because they know two or three.� Still, membership in the post-“Jeopardy!� fellowship is a feather in the cap for professionals in a city where knowing things, even trivial things, is considered cool. “It certainly gets you nerd street cred in this hyper-intellectual town of ours,� Etebari says.

Evans loses leadership role D.C. Council approves outside investigation of member’s business

THE DISTRICT The D.C. Council voted Tuesday to remove council member Jack Evans as chairman of its Committee on Finance and Revenue and hire an outside law firm to investigate his actions, but stopped short of stripping him of other committee assignments. The votes followed lengthy, sometimes heated exchanges between Council Chairman Phil Mendelson, D, and others over a redistribution of the committee’s duties and whether stripping the chairmanship from Evans, DWard 2 — who is under scrutiny for private consulting he did for companies with interests before the D.C. government — adequately addressed the council’s concerns about the issue. David Grosso, I-At Large, called for Evans to be removed from all committees pending the investigation. Mendelson argued against the move, saying Tuesday morning that it would be unprecedented and would “emasculate” Evans. “There has not been due process, there has not been an investigation,” Mendelson said. “It would be as close as we can get to disenfranchising Ward 2 voters, because Mr. Evans is still the elected representative.” Grosso said the allegations surrounding Evans also are unprecedented, and that due process doesn’t apply.
D.C. Council members on Tuesday fiercely debated the proper approach to limiting Jack Evans’ committee duties.
“This is not like he’s going to go to jail or he’s going to have to pay some big fine. This is about protecting the integrity of this institution,” said Grosso, who called Monday for Evans to resign from the council. “We have clear and convincing evidence that there was at least the appearance of a conflict happening … in multiple situations.” Evans, first elected in 1991, has been a fixture of city politics since. Since the fall, a federal grand jury has issued several subpoenas to governmental bodies seeking documents about him and his clients. The FBI recently searched his home, and Evans resigned from the Metro board last month after a newly publicized investigation

Council tensions rise The D.C. Council took up a busy legislative agenda on Tuesday. Here are some highlights. (EXPRESS) At-large member Elissa Silverman’s bid to remove Corbett Price from the Metro board, where he was allied with former board chair Jack Evans, failed 4-8. A new sports gambling contract for the city passed on a 7-5 vote. Several members accused Council Chair Phil Mendelson of backroom dealing to exchange new committee assignments for a “yes” on betting. At-large member David Grosso introduced legislation that would establish a program to shuttle D.C. students to and from schools located in neighborhoods with high crime rates.

Mendelson said the international law firm O’Melveny & Myers will conduct the council’s probe of Evans, which he estimated will cost taxpayers between $100,000 and $200,000. A report will be made public. Mendelson said the law firm should finish by September, at which point an ad hoc council committee will be created to consider whether the results of the investigation warrant further action. IMMIGRATION Prince George’s County police launched training efforts this week that specifically prohibit officers from cooperating with federal immigration authorities to enforce civil deportation orders. The training includes a fiveminute video that will be shown at the start of roll call over the next several days, reminding officers that they should cooperate with U.S. Immigration and Customs Enforcement only if an individual is wanted on a criminal immigration warrant or in connection with certain suspected crimes, and not for any civil removal proceedings. Historically, Prince George’s has not honored ICE detainers on noncriminal matters. But Police Chief Hank Stawinski, above, told The Washington Post last month that some officers were mistakenly alerting the federal agency after stopping undocumented immigrants who had civil removal orders entered in a federal database. After inquiries from The Post and from advocates, the county developed specific written rules to prohibit the practice. Stawinski says in the training video that a “small number” of officers acted incorrectly. He blamed arrests on language in the FBI’s criminal database that led officers to confuse an “outstanding administrative warrant of removal” — a civil summons — with a criminal arrest warrant. POLITICS President Trump said Tuesday he would be looking “very closely” at Labor Secretary Alex Acosta’s handling of a sex trafficking case involving billionaire financier Jeffrey Epstein, though he also praised Acosta’s Cabinet work. Speaking to reporters, Trump said he feels “very badly” for Acosta and praised him as “very good” at his job. “If you go back and look at everybody else’s decisions, whether it’s a U.S. attorney, or an assistant U.S. attorney or a judge, if you go back 12 or 15 years ago or 20 years ago and look at their past decisions, I would think you would probably find that they would wish they’d maybe did it a different way,” Trump said. The comments came as a parade of presidential contenders and other top Democrats demanded that Acosta, a former federal prosecutor in South Florida, resign or be fired over his role in the secret 2008 plea deal that let Epstein, a wealthy financier, avoid federal prison after allegations of molesting teenage girls. Epstein pleaded guilty to state charges of soliciting a minor for prostitution and served 13 months in jail, during which he was allowed out to go to his office during the day. It’s the end of the road for a vehicle that has symbolized many things over a history spanning eight decades since 1938. It has been: a part of Germany’s darkest hours as a never-realized Nazi prestige project. A symbol of Germany’s postwar economic renaissance. An example of globalization, sold and recognized all over the world. An emblem of the 1960s counterculture in the U.S. Above all, the car remains a landmark in design, as recognizable as the Coca-Cola bottle. The car’s original design — a rounded silhouette, nearly vertical windshield and the air-cooled engine in the rear — can be traced back to Austrian engineer Ferdinand Porsche, who was hired to fulfill Adolf Hitler’s project for a “people’s car” that would spread auto ownership the way the Ford Model T had in the U.S. Mass production was canceled

By 1955, the millionth Beetle had rolled off the assembly line in what had become the town of Wolfsburg. The U.S. became Volkswagen’s

most important foreign market, peaking at 563,522 cars in 1968, or 40% of production. “Unlike in West Germany, where its low price, quality and durability stood for a new postwar normality, in the United States the Beetle’s characteristics lent it a profoundly unconventional air in a car culture dominated by size and showmanship,” wrote Bernhard Rieger in his 2013 history, “The People’s Car.” Production at Wolfsburg ended in 1978 as newer front-drive models like the Golf took over. But the Beetle wasn’t dead. Production
went on in Mexico from 1967 until 2003 — longer than the car had been made in Germany. The New Beetle — a completely retro version build on a modified Golf platform — resurrected some of the old Beetle’s cute, unconventional aura in 1998 under CEO Ferdinand Piech, Porsche’s grandson. COURTS President Trump can’t block critics from his Twitter account, a federal appeals court ruled Tuesday, saying the First Amendment calls for more speech, rather than less, on matters of public concern. The 2nd U.S. Circuit Court of Appeals in Manhattan upheld a lower court judge who said Trump violates the Constitution when he blocks critics. “The irony in all of this is that we write at a time in the history of this nation when the conduct of our government and its officials is subject to wide-open, robust debate,” Circuit Judge Barrington D. Parker wrote on behalf of a three-judge panel. “This debate, as uncomfortable and as unpleasant as it frequently may be, is nonetheless a good thing,” the 2nd Circuit added. “… If the First Amendment means anything, it means that the best response to disfavored speech on matters of public concern is more speech, not less.” The ruling came in a case brought by the Knight First Amendment Institute at Columbia University. It had sued on behalf of seven individuals blocked by Trump after criticizing his policies. Jameel Jaffer, the institute’s director, said in an email that public officials’ social media accounts are now among the most significant forums for discussion of government policy. nation+world President to announce changes to transplant, kidney dialysis systems HEALTH President Trump will order a broad overhaul of the nation’s organ transplant and kidney dialysis systems today in an executive order designed to prolong lives and save the government billions of dollars, according to people familiar with the plan. Trump will outline proposals to keep people with kidney disease off dialysis longer and make treatment less expensive; encourage more live donation of kidneys and livers; and force the 58 nonprofits that collect transplant organs to improve their performance,
people briefed on the plan said. He also will try to reduce discards of less-than-perfect organs by transplant surgeons. In all, the government believes it can make 17,000 more kidneys and 11,000 more hearts, livers, lungs and other organs available for transplant every year, as well as save money for Medicare and Medicaid, which cover much of the cost of dialysis and transplantation. The United States has a severe shortage of transplant organs. More than 113,000 people are waiting for them; most need kidneys. “These are all good ideas. POLITICS A federal judge in New York on Tuesday denied a bid from the Justice Department to replace the team of lawyers on the census citizenship question case, writing that its request to do so was “patently deficient.” The department had earlier this week announced its intention to swap out the legal team — without saying why. A person familiar with the matter said the decision was driven in part by frustration among at least some of the career lawyers who had been assigned to the case about how it was being handled, though the department wanted to replace those in both career and political positions. But U.S. District Judge Jesse M. Furman denied the formal, legal bid to do so. “Defendants provide no reasons, let alone ‘satisfactory reasons,’ for the substitution of counsel,” Furman wrote. Furman said the department could refile its request, if it gave “satisfactory reasons” for the attorneys’ withdrawal and promised that the attorneys who had worked the case would be available upon request. The judge’s decision was latest development in the Trump administration’s effort to add a citizenship question to the 2020 Census. The next three weeks will decide whether the Nationals are buyers or sellers at the July 31 trade deadline. But it’s hard to envision which way they’ll go. The Nats (47-42) used a 28-11 run to enter the All-Star break sitting second in the NL East, though only a half-game ahead of the Phillies and one game ahead of the Mets. They’re leading the wild-card standings right now, tenuous as that position may be. Strong starting pitching and five weeks of mostly crummy opponents have given Washington some hope for a postseason berth. But is this recent success really fool’s gold? The schedule will soon tell. Washington begins a threegame series at Philadelphia (47-43) on Friday, followed by two games at Baltimore (27-62) and four games at NL East leader Atlanta (54-37). A 10-game homestand against the Rockies (44-45), Dodgers
(60-32) and Braves follows. The final game against Atlanta comes on Major League Baseball’s trade deadline. If Washington fails to significantly reduce Atlanta’s current six-game lead — or worse, falls further behind — then the Nats will be sellers. Washington would need to break up an aging roster — 17 players are at least 30 years old — and maybe even trade Anthony Rendon before he becomes a free agent and bolts for more money like Bryce Harper did. That Nats owner Ted Lerner recently met with Rendon’s agent is irrelevant. Harper’s departure showed that nothing is certain until a deal is signed, so why watch a talented player walk away without gaining anything? But if the Nats cut Atlanta’s lead to four games or fewer, then Washington should become a buyer and will need to pick up a reliever or two to take care of the seventh and eighth innings. The bullpen nearly buried this team at 19-31 earlier this season. Washington

The Nats will need a big bullpen move, but are understandably hesitant to do so before they know whether it will be worthwhile. With only one NL team and five AL
teams at least 10 games back in the wild-card race, few clubs are willing to concede the season and trade a reliever. The next three weeks will sort contenders from pretenders as the trade deadline looms. Maybe the Nats’ recent surge wasn’t a mirage. But they’ll need to prove it over the rest of the month. The Nationals’ search for bullpen help didn’t stop for the All-Star break. The team is close to signing right-hander Brad Boxberger, a 31-year-old former All-Star, multiple people with knowledge of the situation said. In 29 appearances for the Royals this season, Boxberger had a 5.40 ERA and 27 strikeouts against 17 walks in 26 ⅔ innings. The Royals designated him for assignment June 26 and released him July 1. The bullpen remains one of the Nats’ biggest questions, even after a scorching stretch put them atop the NL wild-card race to end the season’s first half. Elena Delle Donne missed practice at Capital One Arena, where the Mystics will play an 11:30 a.m. “camp day” game against Phoenix today, because she was at a doctor’s appointment for the broken nose she suffered Sunday. Delle Donne took a shoulder to the face on the first play of Washington’s 98-81 loss to the Sparks. Malaysian rapper tests boundaries
MUSIC When Omar Banos — the Mexican American artist who goes by Cuco — shuffles wordlessly into the lobby of a Bogota, Colombia, hotel in April, he looks like a regular, shy 21-year-old. He has ruffled hair and glasses that give him a nerdy-cool demeanor. Still drowsy from a performance the night before, he mutters a quick “hey” and fidgets with a plastic cup of orange juice. In just three years, the laidback and unassuming Cuco has gone from being a hidden jewel of the internet to an indie-music act so promising that he sparked a bidding war among record labels and walked away with a sevenfigure deal from Interscope. He’s rallied a devout legion of followers, many of them Latino kids in the United States who connect with his stripped-back songs and lyrical y millennial moping. p g
“I wasn’t expecting any of this at all,” Cuco says of his newfound fame. “When things did start blowing up, I was always just tripping about how it kept getting bigger and bigger and bigger. So it was intense — it’s been intense more than anything.” His bullet-speed ascent is partially a result of how much he bares himself to fans, awkward aloofness and all. On Instagram, he broadcasts that he’s, as he puts it, “just hella boring.” His music is also unabashedly emotional and plain-spoken, igniting a kind of blissed-out teen wistfulness in listeners. He usually pours his heart out in Spanglish — a detail that lets him cross cultural worlds. He’s experimental and hard to categorize, making his career feel like something of an escape hatch in an industry that often forces minority artists into particular genres or stereotypes. “Cuco has really struck that balance of, ‘This is who I am, and this is what I sound like,’ ” says Leila Cobo, Billboard’s vice president and Latin industry lead.

One of the few Malaysian female rappers, Bunga at first didn’t consider a career in music. “My initial dream was to be a politician or a lawyer,” she says. But her success is changing her tune. Bunga is one of the only known rappers who wears a hijab and baju kurung, a traditional Malay dress, at her performances. She raps about her personal life, and her experiences of being bullied.
