Police say a $5,000 tip a woman left on a $55 cafe bill wasn’t generosity. The woman is accused of using her boyfriend’s credit card to leave the tip as revenge. Clearwater, Fla., police say Serina Wolfe was upset her boyfriend wouldn’t buy her a plane ticket home to Buffalo, N.Y. Wolfe left the tip at a restaurant in Clearwater’s tourist district. The boyfriend notified his credit card company, and Wolfe was arrested last week. (AP)

A whirlwind tour of faith EDUCATION School was out — and it was time for the teachers to be quizzed. More than two dozen Montgomery County public educators furrowed their brows as the questions flashed on the screen. “What was the religion of Maimonides?” Ten guessed that the sage was Buddhist; seven guessed he was Mormon. Six got the correct answer: Jewish. “When does the Jewish Sabbath begin?” popped up. Again, wrong answers — many of the teachers guessed Saturday. (It’s Friday night.) “See?” one teacher muttered. “This is why I’m taking this class.” In Montgomery County, these teachers said, the religious diversity of their students often astounds them. Students ask for days off for Diwali and share stories with classmates about celebrating Eid. To educators who aren’t familiar with religion, the multitude of traditions can be overwhelming. That’s where this summer

course comes in. Over a six-day program that ended last week, Montgomery teachers of all grade levels toured some of the Washington area’s religious institutions, from a Muslim mosque to a Sikh gurdwara to a Jewish synagogue. They met with experts who taught them about the difference between Catholic and Protestant, Sunni and Shiite, atheist and agnostic. The course was led by Christopher Murray, a fellow teacher. It was the 10th time he’d taught

a teachers’ course on religion, whether as a summer intensive or a 15-week night course during the school year. Murray is simply a religion nerd. On visiting the many houses of worship throughout the week, he says: “It’s kind of my Disney World.” When Murray asks the teachers questions about how they can legally teach religion in their schools, most say the subject is murky to them. Several say they believe it’s illegal to teach

a class on religion, although it’s not — about half of Montgomery County’s high schools offer such an elective, according to Murray. W hen Murray said pub lic school teachers can’t lead prayers, according to the Supreme Court, several were surprised. “Oops,” said one teacher, admitting she has previously led students who share her Muslim faith in prayer at school. For Joanna Fellows, a theater and film teacher at Seneca Valley High School in Germantown, Md., who is not religious, the whirlwind tour of Washington-area congregations was deeply informative. Her theater class is often a refuge for students struggling with their sexuality, she said. When she talks to parents, they sometimes say their religious beliefs lead them to condemn homosexuality. Now, Fellows is rehearsing an answer steeped in what she has learned. “In Sikhism, they say the creator and the creation are one,” she said. “In the Torah, we have this idea that God made us in His image. He also wants mandatory, universal background checks before gun purchases; a monthly limit of one handgun purchase; and a law that would allow authorities to seize weapons from people deemed a threat. Democrats are looking to pin down lawmakers with recorded votes.

Republicans said they want to instead focus on criminal penalties directly or indirectly related to gun crimes. That includes enacting new mandatory minimum penalties for certain repeat domestic abusers, which Republicans said would reduce the number of gun-related homicides. Northam has said he will no longer approve imposing new mandatory minimum penalties.

All 140 legislative seats are up for grabs this November, and Virginia is the only state whose legislature has a reasonable chance of flipping partisan control this year. Republicans currently have narrow majorities in both chambers. Advocacy groups on both sides have spent heavily and mobilized their members in past state elections, and they are likely to do so this year too.

At the special session, Republicans are also pushing for a bipartisan hearing on sexual assault allegations two women have made against Lt. Gov. Justin Fairfax, D. Democratic leaders have called the idea a political stunt, but the caucus is divided. Two women who publicly accused Fairfax of sexual assault said they would testify before the legislature only if both political parties participate.

WEATHER A month’s worth of rain deluged the immediate D.C. area early Monday, resulting in one of its most extreme flooding events in years. The record-setting cloudburst unleashed 4 inches of water in a single hour, way too much for a paved-over, heavily populated urban area to cope with at the height of the morning rush. Water gushed into the press workspace in the basement near the White House’s West Wing. Government employees worked to drain puddles of standing water with wet vacs. Flooding led to electrical outages that closed the National Archives Building and Museum, according to a statement from the National Archives, which said the Declaration of Independence, the Constitution and the Bill of Rights were safe and not in any danger. National Weather Service meteorologist Cody Ledbetter said the storm dumped about 6.3 inches of rain near Frederick, Md., about 4.5 inches near Arlington, and about 3.4 inches at Ronald Reagan Washington National Airport in a two-hour period. “The storm was not moving very quickly,” Ledbetter said. Water levels at Cameron Run in Alexandria, a flood-prone area along the Capital Beltway, rose more than 7 feet over 30 minutes after 9 a.m., according to the weather service. Four Mile Run, which runs through Arlington and Alexandria, saw a similar increase. If your car was one of the many trapped by floodwaters on or below street level Monday, you should resist the urge to start it up once the waters recede. “Have it towed out of the garage,” said John Townsend, director of public affairs for AAA Mid-Atlantic. “You don’t want to drive it because the electrical system could short out — maybe not today, but down the road and in traffic.” The best option, Townsend said, is to tow the vehicle to a reputable mechanic who can certify whether there is any damage to the many electronic components in modern cars and trucks. Metro said it would honor its rush-hour promise to issue a credit to riders who were delayed by more than 10 minutes. “We know it was a difficult AM commute as torrential rainfall impacted service,” especially on the Red, Orange and Silver lines, Metro said in a tweet just before noon Monday. “If your trip was delayed 10+ min using a registered SmarTrip card, expect a Rush Hour Promise ride credit.” By early afternoon, thousands remained without power. Utility officials said crews had restored power to thousands of homes, but by 1 p.m., 1,300 Pepco customers and 2,000 Dominion customers were without power, down from at least 10,000 in the region since the storms started. In some areas, utility crews encountered water levels so high, they couldn’t access affected locations. Dominion spokesman Jeremy Slayton said the hardesthit areas include Alexandria, Springfield and Herndon, where the utility had problems with downed trees. NEW YORK President Trump’s New York tax returns could be given to Congress under a new law in his home state that was signed Monday by the Democratic governor and dismissed by Republicans as a partisan game that wouldn’t stand up in court. The measure signed by Gov. Andrew Cuomo directs state tax officials to share state returns of certain elected and appointed officials upon written request from the chairpersons of one of three committees: House Ways and Means, Senate Finance or Joint Committee on Taxation. Designed to give Congress a way around the Republican president’s refusal to release his returns, the new law is expected to face legal challenges. And it’s unclear whether Congress will request access to Trump’s state returns, which tax experts say would include many of the same details as his federal return. All sides expect legal challenges and requests for injunctions, meaning it could be many months before any state tax returns are handed over. Trump has long filed taxes in New York as a resident of the state. He is the first president since Watergate to decline to make his returns public.

IVF MIX-UP?

President Trump has not weighed in on the New York law signed Monday by Gov. Andrew Cuomo, which could allow the state to share his tax returns.

The president has not weighed in on the new law but has repeatedly accused New York Democrats of using their positions to harass him and his allies. Republicans in New York say that while the law was written to target Trump, it could be used to go after any other official who pays taxes in the state. “This is purely political,” state Republican Party Chairman Nick Langworthy told reporters. He predicted the law “will never stand up in the courts.” To address concerns about the tax privacy of everyday New Yorkers, state lawmakers narrowed the measure so it applies only to the state income tax returns of elected officials, party leaders and top public

officials, like judges — as well as any businesses or legal entities they control. Top lawmakers in Washington have differed on whether congressional committees should make use of the new law. U.S. House Judiciary Chairman Jerrold Nadler, a New York Democrat, has touted the bill as “a workaround to a White House that continues to obstruct and stonewall the legitimate oversight work of Congress.” Ways and Means Chairman Richard Neal, D-Mass., however, has signaled that he may not be interested. A couple who welcomed twin boys in March through in vitro fertilization is suing the Los Angeles-based clinic where the pair sought treatment, claiming a mix-up led the woman to give birth to the wrong babies. Alarms were raised early when the woman was told she would give birth to two boys even though two female embryos were to have been used. After the woman gave birth, the couple quickly realized the babies did not share their Asian ethnicity. So they relinquished custody of the newborns, who are identified only as Baby A and Baby B in a federal lawsuit alleging that their embryos were swapped or misplaced, forcing the woman to carry other people’s babies to term in a successful fertilization that still went terribly awry. Surveillance gold mine TECHNOLOGY Agents with the Federal Bureau of Investigation and Immigration and Customs Enforcement have turned state driver’s license databases into a facial-recognition gold mine, scanning through millions of Americans’ photos without their knowledge or consent, newly released documents show. Thousands of facial-recognition requests, internal documents and emails over the past five years, obtained through publicrecords requests by researchers with Georgetown Law’s Center on Privacy and Technology and provided to The Washington Post, reveal that federal investigators have turned state departments of motor vehicles databases into the bedrock of an unprecedented surveillance infrastructure. Police have long had access to fingerprints, DNA and other “biometric data” taken from criminal suspects. But the DMV records contain the photos of a vast majority of a state’s residents, most of whom have never been charged with a crime. Neither Congress nor state legislatures have authorized the development of such a system, and growing numbers of Democratic and Republican lawmakers are criticizing the technology as a dangerous, pervasive and error-prone surveillance tool. “Law enforcement’s access of state databases,” particularly DMV databases, is “often done in the shadows with no consent,” House Oversight Committee Chairman Elijah Cummings, D-Md., told The Post. The records show the technology already is tightly woven into the fabric of modern law enforcement. More than a dozen states, as well as the District of Columbia, allow undocumented immigrants to drive legally with full licenses or driving privilege cards, as long as they submit proof of in-state residency and pass the states’ driving proficiency tests. “The state has told [undocumented immigrants], has encouraged them, to submit that information. To me, it’s an insane breach of trust to then turn around and allow ICE access to that,” said Clare Garvie, a senior associate with the Georgetown Law center who led the research. Civil rights advocates have said the inaccuracies of facial recognition pose a heightened danger of misidentification and false arrests. The software’s precision is highly dependent on a number of factors, including the lighting of a subject’s face and the quality of the image, and research has shown that the technology performs less accurately on people with darker skin. “The public doesn’t have a way of controlling what information the government has on them,” said Jacinta González, a senior organizer for the advocacy group Mijente who was particularly concerned about how ICE and other agencies could use the scans to track down immigrants. “And now there’s this rapidly advancing technology, with very few guidelines and protections for people, putting all of this information at their fingertips in a very scary way.” DREW HARWELL

THE HAGUE, NETHERLANDS The International Criminal Court on Monday convicted a notorious rebel commander known as “The Terminator” on 18 counts of crimes against humanity and war crimes including murder, rape and sexual slavery for his role in atrocities in a bloody ethnic conflict in a mineral-rich region of Congo in 2002 to 2003. Bosco Ntaganda, who maintained his innocence during his trial, faces a maximum life sentence following his convictions at the global court. A hearing will be scheduled to determine his sentence. Ntaganda was first indicted in 2006 and became a symbol of impunity in Africa, even serving as a general in Congo’s army before turning himself in in 2013 as his power base crumbled. Presiding Judge Robert Fremr said that Ntaganda was guilty as a direct perpetrator or a co-perpetrator of a string of crimes including murders, rapes, a massacre in a banana field behind a building called the Paradiso and of enlisting and using child soldiers. Congolese activists praised the conviction. “We welcome the decision of the ICC. We believe that the victims will be relieved,” said Jean-Claude Katende, president of the African Association of Human Rights in Congo. “We want the sentence to be fixed proportionate to his crimes.”

Human rights groups accused the administration of politicizing foreign policy in a way that could undermine protections for marginalized populations, including the gay, lesbian and transgender community. Democratic senators have raised concerns about the panel’s intent and composition, fearing it would consist of members who “hold views hostile to women’s rights” and blow away existing human rights treaties. A Titanic survivor’s cane, featuring an electric light she used to signal for help, will be up for sale this month at Guernsey’s auction house in Rhode Island. In Walter Lord’s book about the Titanic and in investigative hearings after the sinking, it’s documented that Ella White appointed herself as a signalman for lifeboat 8, waving her walking stick about. Brad Williams said his grandmother was White’s niece and cared for her affairs before she died in 1942. The cane was passed on to Williams’ mother, then to him. The pre-auction estimate for the black enameled stick with battery-illuminated crown is up to $500,000. Williams said it still lights up. (AP)

Barr said the Trump administration will take action in the coming days that he believes will allow the government to ask the controversial question. Barr would not detail the plans, though a senior official said President Trump is expected to issue a presidential memorandum to the Commerce Department instructing it to include the question. “I agree with [Trump] that the Supreme Court decision was wrong,” Barr said, adding he believes there’s “an opportunity … to cure the lack of clarity that was the problem and we might as well take a shot at doing that.” ’ The U.S. Census Bureau’s experts have said a question asking about citizenship would discourage immigrants from participating in the survey and result in a less accurate census. That in turn would redistribute money and political power away from Democratic-led cities where immigrants tend to cluster and to whiter, rural areas where Republicans do well. BASEBALL In 2018, Major League Baseball released the results of an independent study conducted by a committee of scientists “on the causes of the increased home run rate in the game since 2015.” The panel found the surge in home run hitting over that span was due, at least in part, “to a change in the aerodynamic properties of the baseball.” More specifically, the experts found the ball used in games over the past few years created less drag as it moved through the air, causing it to travel further It appears to remain a problem. The Nationals hit back-toback-to-back-to-back home runs against the Padres in June, becoming the first team in the history of the league to hit four consecutive home runs on more than one occasion. A few days later, the Diamondbacks and Phillies put on an impromptu home run derby, smashing a record 13 home runs combined in one game. Christian Yelich (Brewers), Cody Bellinger (Dodgers) and Pete Alonso (Mets) each have a chance at reaching 60 home runs by the end of the season. T h er e h ave b e e n 3 , 6 9 1 home runs hit so far in 2019, a

historically ally high rate of 1.37 per game. We can expect the current home me run record (6,105), set in 2017, 017, to be obliterated by year’s end. A whopping 58 players are on pace to hit 30 or more home runs this season. Yelich, Bellinger and Alonso reached that mark before the All-Star break. Seven other players are tabbed for 29 home runs this year, so that record is also in jeopardy. Sixteen players are on pace to hit 40 or more home runs in 2019, with Yelich leading all hitters with a projected 55 homers by season’s end. With numbers like that, team home run records are poised to fall. The 2018 Yankees set the record for most home runs in a season with 267. They are on pace to hit 274 in 2019 — and with some of their biggest sluggers getting healthy, that number could rise. Three other teams — the Twins, Mariners and Brewers — are also on pace to break the Yankees’ record. And the Twins are on pace to shatter it, with 302 home runs this season — 14% more than the record. Major League Baseball itself is on pace for a total of 6,668 home runs this season, smashing the previous record. That’s a sharp rise from 2014, when MLB tallied just 4,186 homers. Your pet’s health may tell you something about your own HEALTH Recent studies have supported the idea that pets are good for our health. Pets can lower blood pressure, improve mood and help us live longer. Which raises a related question: Does a pet’s health reflect that of its owner? “As veterinarians, we often see pets who have the same health issues as their human companions or who are sentinels for a human health problem,” says Joseph Bartges, professor of veterinary medicine at the University of Georgia. He notes that the increase in conditions related to diet and lifestyle — such as diabetes, heart disease, autoimmune disease and cancer — has occurred in pets as well as humans. Researchers in the Netherlands studied found that overweight dogs were more likely to have overweight owners. Data suggest that less time spent on walks was the greatest predictor of whether the pair would be overweight. Another study from Germany suggested we tend to impose our snacking patterns and attitudes about portion size and processed foods on our pets.

“I see [pet-owner] connections all the time in the office,” says Janet Foley, who runs the Sonoma County Mobile Veterinary Hospital in California. “But you have to be careful about how you raise these touchy issues.” Foley focuses on giving lifestyle advice for the pet. “But then I see a lightbulb go off [for the owner]. They are thinking, ‘I should do that, too.’ ” Our pets can offer other insights into our health issues. Take allergies, for example. A recent study from Finland showed urban living, small family size, and disconnection from nature and other animals was linked to a higher risk for allergy in humans and dogs. Dogs and owners who lived on a farm or in a household with many animals and children were protected from allergies. Many immunologists believe microbes play a key role. From birth onward (and possibly in utero), the microbes found in rural and natural environments seem to train the immune systems of puppies and kids. Foley mentions another way pet allergies might give us a new perspective on our personal health.

Companion animals also provide insight into our mental wellbeing and social interactions. “There are some indications of dogs being able to understand the mental state and emotions of their caregiver,” says Therese Rehn, a small-animal researcher at the Swedish University of Agricultural Sciences. dogs who separate from their owner when faced with a social stressor. “They don’t regard their owner as a safe haven,” she says. A recent study in Nature suggests that a pet’s emotional state can mirror its owner’s. Researchers measured hair cortisol levels (an indicator of chronic stress) in doghuman pairs and found a strong degree of synchronization. This “emotional contagion” seemed to flow from humans to their dogs. Bartges says feline idiopathic cystitis is an animal health issue that can give us insight into our own psychology. Meet Marvel’s clandestine superhero

FILM Sarah Finn had no idea what the meeting would set into motion. It was 2006, and Finn had been called upon to interview for the Marvel movie “Iron Man.” That’s how she wound up holding a list of qualities director Jon Favreau wanted to see in his Tony Stark. “I still have them on a piece of paper somewhere,” Finn says, before naming a few: charisma, quick wit, immense intelligence. They chose Robert Downey Jr., though the announcement was met with raised eyebrows from the public. Downey’s relatively recent struggles with substance abuse had affected his mainstream career, but the risk paid off. Downey’s performance as the morally torn superhero anchored the Marvel Cinematic Universe’s Infinity Saga, which began with 2008’s “Iron Man” and concluded 21 films later with April’s box office behemoth, “Avengers: Endgame.” It’s difficult to imagine anyone but him in that role — a statement that could extend to any of the heroes, really. That’s largely thanks th to Finn,

who has taken on the gargantuan task of casting every actor who appears in the MCU (aside from those in “The Incredible Hulk,” released a month after “Iron Man”). That amounts to more than a thousand roles overall, she says, ranging from characters as high-profile as Captain America to those as minor as his background dancers. The job — which Finn held for the first five MCU films alongside Randi Hiller — calls for a certain prescience, the ability to predict what sort of traits an actor would one day be asked to exhibit in films that have yet to be written. Finn hadn’t been aware of that responsibility early on: “It wasn’t until we got into ‘Captain America’ and ‘Thor’ that Kevin Feige even mentioned the ‘Avengers’ films,” she says of the Marvel Studios president, who consults on casting decisions along with fellow executives and the directors of each film. Finn quickly learned that the interconnected nature of the MCU meant she’d have to find actors who were ready to pop up in any scene. When they cast Paul Bettany as the voice of Tony Stark’s operating system J.A.R.V.I.S., for example, Finn says she had no clue J.A.R.V.I.S. would later be injected into a synthetic body

named Vision, a physical role Bettany also took on. Casting directors are often brought on between 12 to 16 weeks before a film starts shooting, Finn says, but with all the extra considerations that accompany a Marvel movie, she has sometimes started the search up to a year or two in advance. Scheduling is its own beast. Aligning the A-listers’ schedules for the past two “Avengers” movies was “a tremendous feat that probably hasn’t been done ever,” she says. Finn also worked on the latest MCU film, last week’s “SpiderMan: Far From Home,” and she is currently tied to three future

Marvel movies: “Guardians of the Galaxy Vol. 3,” “Black Widow” and “The Eternals,” none of which she will comment on beyond stating that “there is a real desire and movement toward greater diversity across all of the films, in front of and behind the scenes.” Finn laughs when asked whether she’ll continue to work on all the Marvel projects recently announced in Disney and Fox’s theatrical release schedule, which runs through 2027. “Hopefully they’ll have me,” she says. “I try to have an idea of what’s coming up, but I don’t think I know what’s coming up until 2027. TELEVISION Michelle Carter sent her suicidal boyfriend countless text messages encouraging him to follow through on his plan to take his own life until he actually did. Two years after Carter was convicted of involuntary manslaughter, the director of a new documentary wants viewers to decide for themselves whether her actions were criminal. The two-part film, debuting at 8 p.m. tonight on HBO, explores a different side to the young Massachusetts woman portrayed by prosecutors as a manipulator who coaxed Conrad Roy III into killing himself. “There was this very simple story put forth that Michelle Carter was this good-looking ice queen that set about to kill a young man to become popular,” says Erin Lee Carr, the director of “I Love You, Now Die: The Commonwealth v. Michelle Carter.” “I knew that that wasn’t going to be correct.” Carter opted for a bench trial, which meant that a judge decided her fate. The judge found then-17-year-old Carter caused 18-year-old Roy’s death when she told him in a phone call to get back in his carbon monoxide-filled truck in 2014. Carter began serving her 15-month sentence in February.
