President Barack Obama said Monday that the United States should join the rest of the industrialized world and offer paid leave for mothers of newborns. “Many women can’t even get a paid day off to give birth — now that’s a pretty low bar,” Obama said at the White House Summit on Working Families. “That, we should be able to take care of.” While some companies offer

paid family leave to attract workers, the 1993 Family Medical Leave Act only requires that employers provide unpaid leave for medical and family reasons. Obama praised California, Rhode Island and New Jersey for creating a state beneﬁt. But he has not endorsed legislation that would create a similar national system funded by a payroll tax, and he pledged in his 2008 presidential campaign not to raise taxes on families making under $250,000 a year. Donetsk, Ukraine Pro-Russian insurgents in eastern Ukraine agreed Monday to respect a cease-fire declared by the Ukrainian president, raising hopes for an end to months of fighting that have killed hundreds and ravaged the country’s industrial heartland. The insurgents’ pledge to respect the cease-fire came on the first day of talks between a former Ukrainian president, the Russian ambassador, European officials and the eastern separatists who have declared independence. Metro says it plans to start carrying rail passengers July 26 on its long-awaited Silver Line, capping five years of construction and more than a decade of political fights and contentious design work on a rapidtransit link between the D.C. area’s biggest economic hubs, Tysons Corner and downtown Washington. Barring any unforeseen glitches, the line’s ﬁrst riders will begin boarding trains at the new Wiehle Avenue station at noon that Saturday, Metro General Manager Richard Sarles said Monday.

The $2.9 billion first phase is 11.4 miles of track from Wiehle Avenue in Reston to East Falls Church. It has four stations in Tysons Corner, which has grown to be a traffic-snarled colossus of retail and office development in the decades since the original Metrorail system was mapped in the 1960s. Overall, the Silver Line generally follows the Dulles Access Road through the commercial heart of Fairfax County, a corridor rich with high-tech firms, government contractors and other businesses in what has become the Washington area’s most populous jurisdiction. “This is going to transform our economy,” said Rep. Adding Silver Line trains to the mix means Metro will be forced to run fewer Orange and Blue line trains. The project ’s 11-mile second phase — expected to cost $2.7 billion — is due to open in 2018.

‘Monster’ Rowhouses Anger Some in D.C. Washington They’re like skyscrapers in small villages: townhouses — but between 40 and 65 feet high — right next to squat, two-story rowhouses in neighborhoods from Petworth to NOMA to Adams Morgan. Their common nickname: popups. Their common epithet among neighbors and on local blogs: monsters. Middle fingers. These residences are spreading across the city, fueled by small developers eager to cash in on D.C.’s real estate boom and seize any inch of available real estate. Though developers have the right to build upward — and say they are providing needed housing stock — the city is evaluating how it can ensure that popups in some neighborhoods reflect their community’s character. D.C., which began seeing the first wave about 10 years ago, is now experiencing a rush. What began largely in Adams Morgan has come to streets all over. It’s crumbling so quickly: Just 2∏ years after American troops came home, Iraq is back in crisis. And chaos in Iraq — a diverse nation that stands as a buffer zone between the mostly Sunni Mideast and mostly Shiite Iran — is troubling around the world. There were plenty of warnings, of course. When did the trouble start? How far back do you want to go? A.D. 632: The split between the Shia and Sunni denominations dates to the death of the Prophet Muhammad and a dispute over who should succeed him as leader of the Muslims. 1916: The uneasy borders dividing the Middle East were set during World War I, when the French and English divvied up the lands of the defeated Ottoman Empire with little regard for religious or ethnic differences. 2003: A U.S.-led coalition invaded Iraq and deposed Saddam Hussein, and mayhem broke out. Hussein had ruthlessly held the nation together for more than two decades, favoring his fellow Sunnis while wiping out multitudes of Shiites and Kurds. Americans hoped to replace him with a friendly democracy. They met waves of bombings, massacres and kidnappings in sectarian fighting that peaked in 2006 and 2007, when more U.S. troops arrived and helped to tamp down the violence. 2011: The U.S. pulled out after nearly nine years in Iraq and urged Prime Minister Nouri al-Maliki to craft a government that would share power among Shiites, Sunnis and Kurds. It didn’t work out. Sunnis complain they are excluded and abused by al-Maliki’s Shiite-dominated government. Kurds have focused on building up their autonomous enclave in northern Iraq. 2013: The situation in Iraq began deteriorating rapidly. Sunni protesters took to the streets, al-Qaeda-inspired militants stepped up their attacks, and fighting from Syria’s civil war spilled over into Iraq.

Who’s behind the recent unrest? Dispatches from Iraq have been featuring a jumble of letters new to many American ears: ISIS (or the Islamic State of Iraq and Syria), which is a Sunni insurgent group. Its previous name is more familiar: al-Qaeda in Iraq. ISIS — which uses beheadings and executions to enhance its reputation for brutality — wants to create an Islamic state in Iraq and in “the Levant,” a region stretching from southern Turkey into Egypt and encompassing Syria, Jordan and Israel.

imperiled by the militants’ advance have been shut down, and oil companies have begun evacuating workers elsewhere in the country. A senior Iraqi oil official said Baghdad has lost at least 400,000 barrels a day because of production cuts at oil fields in Kirkuk and nearby towns. Authorities also have had to shut down the Beiji refinery, the scene of fierce clashes.

Despite its threats, ISIS probably isn’t big enough to overrun Baghdad, the Shiiteheavy capital city of 7 million people, much less conquer all of Iraq. The real fear is that their campaign will spark a wider Sunni uprising, incite retaliation by Shiite militias and start a full-out religious war across the Middle East.

Where does Iran come in?

ISIS’s bold and bloody sweep through northern and western Iraq this year belies its relatively small numbers — probably fewer than 10,000 fighters, according to U.S. estimates. How could a force that size take Fallujah, site of the biggest battle of the Iraq War, and capture Mosul, the second-largest city in Iraq?

Maybe on the American side, for a change.

For one thing, it’s the home team. Many residents of the Sunni heartland prefer the insurgents to al-Maliki’s government. That might change later if the group begins to enforce its Taliban-style version of Islamic law. The Iraqi army is awash in corruption, desertion and battered morale. Many Sunni and Kurd soldiers and police feel little loyalty to Baghdad. ISIS also appears to be getting help from Sunni tribes and elements of Hussein’s old Baath Party.

The list of complaints between the U.S. and Iran is long and grievous: The U.S. accused Iran of aiding Shiite militias that killed U.S. troops during the Iraq War. It says Iran sponsors global terrorists and poses a potential nuclear threat to Israel. The two nations also stand opposed on Syria, where Iran is propping up Assad. Yet when it comes to Iraq, their interests align. Both Iran and the U.S. want stability in Iraq; they share a common foe in ISIS. The Obama administration has made overtures to Iran about possibly working together on the problem, but that would mean teaming up to persuade Iraq’s government to make amends with the Sunnis and Kurds — not military cooperation. Iran already is helping Iraq strengthen its military and Shiite militias to battle the militant Sunni onslaught.

Espinosa Taking Different Stance

Espinosa, who endured a rough 2013 season that ended with a stint in the minors, has widened his batting stance and he entered Monday’s game with a team-high .303 average for the month so far. “It’s helped simplify so there’s not as much movement,” Espinosa said. “It’s something I’m working on and trying to settle into.” In this past weekend’s fourgame series against the Braves, Espinosa posted ﬁve hits, two doubles and a walk. Anthony Rendon would then move to second and Espinosa would head back to the bench. But, as Williams said on Sunday, rarely does anything in baseball go to plan. There’s something in the air over at 2021 L St. NW: peppermint oil. On the 10th floor of the office building, a dozen people are dabbing it on their wrists to prepare for the stretch and tone class that takes over this conference room every Thursday. Tonight, the group will learn to massage themselves with tennis balls, feel their legs burn as they hold deep squats, and practice releasing tension as they lie flat on their backs with their eyes closed. But the most important lesson for the participants — who are employees of the four companies that share the building — is that they can all do it together. The companies split the services of Infinity Wellness, a local firm that teaches fitness, nutrition, mind-body techniques and ergonomics. The relationship started four years ago with the American Society of Hematology, which owns the building. When that organization contracted with Infinity Wellness, they began to hold classes on the top floor, in a conference space all of the building’s tenants use. “People would walk by and see us laughing,” says Lance Breger, president of Infinity Wellness. This joint setup isn’t just more affordable, says Nicole Horst, human resources director for accounting ﬁrm Tate & Tryon. It’s also led to other perks: “It gives us a chance to get to know each other and other employees in the building.” Plus, the larger classes make the sessions extra energetic. For AtSite, a company whose mission is helping buildings perform better, this experiment seems particularly appropriate. AtSite isn’t just a tenant at 2021 L St. — it also manages the space, including the flexible conference area that’s worked so well for the group classes. But even just a shared lobby can serve as a focal point for a buildingwide initiative, says AtSite senior associate Janae Holloway. For a step challenge last year, Breger updated the results on a large poster that sat next to the elevator. People would look at their team’s numbers and then head for the stairs, Holloway says. Beyond the group classes, each company chooses which speciﬁc

services it wants, adds Kathleen Callaghy, program and operations coordinator for Clasp. The environmental nonproﬁt has tacked on monthly wellness seminars and routine healthy snack deliveries. These are the kinds of initiatives that Clasp executives had talked about for a while, Callaghy says. With Inﬁnity Wellness in the building regularly, “it gave us a kick to do it,” she says. The American Society of Hematology prides itself on being a leader in wellness, says Matthew Gertzog, deputy executive director. So this year’s new option for employees is one-on-one coaching. Every quarter, everyone on staff is invited (but not forced) to meet with Breger to discuss health goals. “We have no interest in which goals are being set, just that a goal is set,” Gertzog says. As long as folks keep these appointments, they pay lower insurance premiums. The deal is a win-win, says Gertzog, who reveals his current intention is to stock his apartment with healthy food. Knowing he’ll be discussing his progress with Breger in a few weeks is keeping him on track. It’s only a matter of time until coaching is a widespread practice, he predicts. Small Wonders What about wellness for really small companies, like startups with one or two employees? To calm the stressed-out entrepreneurs at WeWork’s Chinatown location, the business incubator recently had Lance Breger start a weekly meditation class. The ritual of sinking to the floor and focusing on nothing but her breathing lets Kristen Jones, 43, reboot. “We usually can’t shut down our brains,” she says. Co-founder Ariel Remer, who’s based in Toronto, sends out messages every hour reminding Weinberg and their other employees around the globe to stop staring at their computers and do something. (Remer’s recommended routine is one minute of plank, 10 pushups and 10 squats.) The prompts sometimes go ignored, but they’ve created a cohesive culture at the company, Weinberg says. Fainting isn’t common at gyms, says Nick Clayton, personal training program manager for the National Strength and Conditioning Association, but he’s seen it happen. And in every case, it’s been because someone ignored a cardinal rule of exercise. Fitness instructors say lots of things that may or may not be true. (“You can do it,” for instance.) But there are commands they repeat that can’t be denied, unless you’d like to wind up with some very unwelcome consequences — and possibly collapsed in a heap on the floor. Depriving the body of oxygen forces the heart to pump harder. As Clayton explains: “You’re not necessarily out of shape. You’re not getting the air necessary.” That’s why he emphasizes diaphragmatic breathing, particularly with stressed clients who tend to suck in gasps just to their neck and chest. (“If your collarbone rises and falls when you breathe, you’re likely a shallow breather,” Clayton says.) D.C.-based trainer Lisa Reed keeps clients oxygenated by telling them to “inhale for ﬁve, exhale for ﬁve.” Repeating that mantra — and reminding them to exhale during the exertion phase of an exercise — drills proper technique, which helps them lift more and stretch farther.

“The moment you’re dehydrated, it’s a disaster. Technique just goes,” Reed says. Plus, water can stave off headaches, cramps and several scarier scenarios — including fainting. Clayton encourages his clients to drink up before, during and after a workout. His trick for daily water consumption: He starts each morning by putting two rubber bands at the bottom of a 32-ounce water bottle, and ﬁlls it up. When he’s ﬁnished drinking what’s in there, he pushes one rubber band to the top and then repeats. You can tell you’re getting enough liquid, Clayton notes, by examining your urine color. You want it light yellow — like lemonade — he says. “But I don’t want to see it,” he adds.

Stick Around for The Cooldown You’ve got air. You’ve got water. Don’t stop now. Really, don’t stop, begs Reed, who notes that shutting down rather than cooling down can make you fall down. When you’re pushing yourself hard during a workout, she explains, your blood pressure spikes. So cutting off your activity abruptly without letting your body return to normal is a risky proposition. She insists all of her clients do something after intense exercise, whether it’s going for a light jog or pedaling a stationary bike. Clayton has found that saying, “I want you to get on the bike for ﬁve minutes so you won’t have a heart attack” usually does the trick when clients protest.

Deep (End) Ideas: Eric Ruiz, who teaches the new Aqua Zumba classes at Vida’s Penthouse Pool Club (1612 U St. NW; $30 for a drop-in; see vidafitness .com for dates), suggests spicing up your workout by trying these three moves in a pool: squat and jump (it’s gentler on the joints), lunge and push your palms forward repeatedly (you’ll feel the resistance fast) and kick your heels up and touch your opposite hand to foot (you’ll make a splash while strengthening your abs).
