Police say a man faked a heart attack in a Malden, Mass., convenience store while his accomplice hopped over the counter to steal money from the register. Police said on Facebook they responded to reports of a theft at the store Sunday. Officers were told two men entered together. Witnesses told police one “faked a heart attack” while the other grabbed the cash. The suspects then fled. Police are looking for them. (AP)

A United flight arriving at Newark Airport had to be taken out of service after ants from a carry-on bag appeared in part of the cabin. A passenger on the Venice-to-Newark flight Monday described the scenario in a series of tweets and photos. A United spokesman said the plane was sidelined once it reached Newark so it could be cleaned and exterminated. The airline notified airport customs and agriculture personnel. (AP)

EDUCATION As a child, Mionna Smith’s dream was to work with animals when she grew up. Today, the 19-yearold from Fort Stanton in Southeast D.C. has an administrative role at the Smithsonian Institution’s office of finance and accounting, sorting mail and scanning invoices — no furry creatures in sight. “I didn’t want to be in an office job,” she said. And yet, when she found out in April that the Smithsonian was offering her a role as an office automation clerk, she was so happy she doubled over with joy at her desk. Smith is one of seven young adults who graduated from Smithsonian’s Project SEARCH program last week. The yearlong internship places high school students and recent graduates with learning and developmental disabilities at sites like the National Museum of Natural History and the Office of Protection Services. “We want to diversify our workforce,” said Ashley Grady, a specialist at the Smithsonian

who runs Project SEARCH at the institution. “We want to hire young men and women with disabilities who want to work and be included equally in society.” Project SEARCH was founded in 1996 at Cincinnati Children’s Hospital Medical Center as a school-to-work transition program for young people with disabilities, a population that struggles with finding work. Today, there are over 500 Project SEARCH host sites around the world. In the D.C. area, they

The goal of the Smithsonian is to prepare the interns for full-time or part-time employment afterward, either at the institution or elsewhere. Smith, a part-time employee, works 30 hours per week. One of Smith’s challenges was shyness. “I wasn’t a talkative one,” she said. Yet, she was working at the front desk of one of the most trafficked offices at the institution. Smith, who had never worked in an office before, turned to her colleagues for help and guidance. “I just watched them to see how they greet other people, because I never greeted other people like that,” she said. “They greet people with, like — they have so much energy and excitement.” Now, Smith participates in the social life of the office, feels comfortable speaking to strangers and writes notes of inspiration for her colleagues. Council ends budget standoff POLITICS Nearly $24 million will be poured into repairing dangerously dilapidated public housing complexes in the nation’s capital after D.C. lawmakers voted Tuesday to redirect money that was originally in the reserves of the Washington Convention and Sports Authority. The funding, which advocates said would likely pay for renovation of at least 400 units, was part of roughly $47 million the D.C. Council claimed in money originally in the convention authority’s accounts. It was a victory for lawmakers after a weeks-long showdown with the District’s chief financial officer, who had threatened not to certify the city’s budget, arguing the reserve money could not be redirected. The details of that dispute consumed much of the council’s time and attention in the weeks before Tuesday’s passage of the $15.5 billion fiscal 2020 budget, as D.C. Council Chairman Phil Mendelson, D, and CFO Jeffrey DeWitt fought over what would become of the money. Mendelson’s tactics ultimately paid off, with DeWitt signaling this week that he would not stand in the way of the budget’s approval. His spokesman confirmed after the council’s vote that DeWitt would certify the spending plan — a requirement before it can be submitted to

DeWitt initially argued that any alternate use of reserve funds from the convention authority could imperil the city’s credit rating and would violate obligations to bondholders whose investments funded the construction of the Walter E. Washington Convention Center in 1998 and its hotel in 2010. However, Mendelson and D.C. Attorney General Karl Racine, D, found documents showing that the authority’s reserves were being kept at too high a level and that the authority should have transferred nearly $47 million to the city’s general fund since fiscal 2017. DeWitt then said he was placing that money in reserves that offer a cushion of operating cash for emergencies, as well as accounts that fund the construction of affordable housing and other capital costs. A spokesman for DeWitt said Monday that he no longer objected to the council’s use of those funds, since they were not being drawn directly from the convention authority reserves. The board of Monument Academy Public Charter School voted this month to close the campus at the end of the academic year amid financial and safety concerns, informing parents they

Monument, which opened in 2015, is a weekday boarding school in Northeast D.C. that has earned national attention for educating middle school students who have extensive learning and emotional needs. Facebook’s currency gamble Tech giant to launch its own digital money as privacy worries persist

TECHNOLOGY Facebook already rules daily communication for more than 2 billion people around the world. Now it wants its own currency, too. The social network unveiled a plan Tuesday to create a new digital currency similar to Bitcoin for global use, one that could drive more e-commerce on its services and boost ads on its platforms. But the effort, which Facebook is launching with partners including PayPal, Uber, Spotify, Visa and Mastercard, could also complicate matters for the beleaguered social network. Facebook is currently under federal investigation over its privacy practices and also faces a new antitrust probe in Congress. Creating its own globe-spanning currency — one that could conceivably threaten banks, national currencies and the privacy of users — isn’t likely to dampen regulators’ interest in Facebook. “It’s a bold and strategic move that has clear risks as well as opportunities tied to it,” said Wedbush Securities analyst Dan Ives. “This could raise further yellow flags as more regulators focus on Facebook.” David Marcus, the head of Facebook’s cryptocurrency operation, said in a tweet Tuesday that Facebook is creating a separate subsidiary, Calibra, to handle the new currency. He said feedback

Trump vows to boot ‘millions’ as he launches his reelection campaign POLITICS President Trump could have a tough time making good on his threat to deport millions of people living in the U.S. illegally. But maybe that wasn’t his point. Trump tweeted Monday that starting next week his administration “will begin the process of

removing the millions of illegal aliens who have illicitly found their way into the United States.” That was a pronouncement likely to excite his political base just as he was formally announcing his reelection bid Tuesday night. It also scared immigrants in the U.S. illegally — and could deter others from coming. But it came at a cost. U.S. Secretary of State Mike Pompeo said Tuesday that Trump “does not want war,” and the president has said he’s open to negotiating with Tehran. Iranian President Hassan Rouhani also says his country doesn’t want to “wage war with any nation.” But Iranian officials have announced they will soon exceed caps on Iran’s uranium stockpile that were set by the 2015 U.S. nuclear deal with Iran. They also question whether Trump can be trusted to negotiate, given that the president pulled the U.S. out of the deal last year. Experts worry the current impasse could lead either side to misinterpret threats or aggressive moves. Trump says the U.S. will never allow Tehran to have nuclear weapons and that economic sanctions will stay in place until Iran not only gives up its nuclear ambitions, but ends its ballistic missile program and stops funding militants in the region.

Trump pulled out of the Iran nuclear deal last year, arguing the restrictions would expire, giving Iran an opening to develop the bomb. The U.S. then reimposed heavy economic sanctions that had been eased under the Obama administration. Iran’s economy has been crippled and European nations have not yet found a way to do business with Tehran without running afoul of sanctions the U.S. reimposed when it left the nuclear pact. On Monday, Iran announced it will surpass the uranium stockpile limits set by its 2015 nuclear deal in the next 10 days, raising pressure on Europeans trying to save the accord a year after the U.S. withdrawal. Hours later, the Pentagon announced it was sending about 1,000 additional U.S. troops to the Middle East to bolster security in the region. The U.S. has blamed Iran for multiple attacks on shipping vessels near the Strait of Hormuz.

The U.S. military response to what the Trump administration says are threats from Iran has so far been a significant show of force across the region. Commanders have said they are focused on bolstering security for U.S. interests and allies, and gathering an increased amount of surveillance and intelligence across the region. In early May, the White House announced it was sending the USS Abraham Lincoln aircraft carrier strike group to the Gulf region ahead of schedule. At the same time, the Pentagon sent B-52 bomber aircraft and moved a Patriot missile battery back to an unspecified country in the area. In late May, the Pentagon sent a dozen fighter jets and a battalion of four Patriot missile batteries to the region and ordered a battalion of Patriots already there to stay. Those deployments amounted to about 1,500 troops. This week, the Pentagon announced it will send another 1,000 troops to the region.

Trump has said repeatedly he is open to talks with Iran’s leadership to discuss a better deal. When the U.S. pulled out of the agreement, Pompeo laid out 12 steps that Iran would need to take to improve relations with the U.S. Those included many matters that were not in the nuclear deal, including ending its ballistic missile program that threatens Israel and the Gulf Arab states. The administration says the maximumpressure campaign is intended to force Iran to change its behavior and to return to negotiations to seal a deal that would permanently close a path to nuclear weapons. “What’s the goal? We’re not talking about regime change. … I don’t think it’s the administration position,” said Sen. Lindsey Graham, R-S.C., who discusses foreign policy issues with the president. “The bottom line is, we’re trying to get Iran to stop attacking ships and pipelines and turning the Mideast upside down.”

POLITICS Acting Defense Secretary Patrick Shanahan withdrew from consideration to be confirmed as Pentagon chief on Tuesday, President Trump said, plunging the Pentagon into leadership upheaval for the second time in six months. In a message on Twitter, Trump said that Shanahan, a former Boeing executive who has led the Pentagon on an acting basis since early this year, had “decided not to go forward with his confirmation process so that he can devote more time to his family.” Trump thanked Shanahan for his “outstanding service” and said that Mark Esper, another former defense industry executive who now serves as Army secretary, would be the new acting defense secretary. Shanahan, above, pulled himself out of the running as media organizations including The Washington Post published reports shedding light for the first time on details of Shanahan’s contentious divorce, including a 2010 domestic abuse allegation and his role in an incident in which his son attacked his ex-wife with a baseball bat. More than 100 children have died in an encephalitis outbreak in India’s eastern state of Bihar, authorities said Tuesday. Bihar health secretary Sanjay Kumar said 106 children had died and more than 430 others between the ages of 4 and 10 were being treated at hospitals in Muzaffarpur district, 50 miles north of Patna, the state capital. Despite the deaths, Kumar said the mortality rate among children from encephalitis, which can cause swelling of the brain, a burning fever and vomiting, had dropped to 26.5% from 34% a year ago. More than 160 people have been killed in two weeks of intercommunal violence in several villages of Congo’s northeast Ituri province, the governor said Tuesday, while the United Nations said some 300,000 people have been displaced. Governor Jean Bamanisa said 161 bodies had been found and authorities were still trying to determine the extent of the violence. Authorities believe the perpetrators were militia fighters from the Lendu community. Shake things up: At draft, Wizards should get creative The Wizards will probably choose center Sekou Doumbouya of France in Thursday’s NBA draft. It would be a sensible selection with the No. 9 overall choice. But the days of fired general manager Ernie Grunfeld taking European projects are over, and the Wizards need to make a bold move. Washington could offer Bradley Beal and its first-rounder for New Orleans’ fourth overall selection, but there are only three impact players in this year’s draft

The best path for them to improve is to trade down to the late teens or low 20s and try to acquire another pick. Maybe the Wizards would miss out on a franchise-maker by trading down for two potentially good players, but when was the last time Washington found a star player outside the top few overall picks?

It’s unfair to prejudge interim general manager Tommy Sheppard’s drafting ability given it’s his first chance since Grunfeld’s departure. And even though he’s not the permanent decisionmaker, it still should be up to Sheppard to make the pick. Working a trade could be the best chance for him to impress Wizards owner Ted Leonsis. Why not take a local player who will sell tickets and fill a need? Fernando is not the top big man on the board, but he proved to be a relentless competitor with the Terrapins. Most likely, his best basketball is still to come. If the Wizards move down and Fernando is gone when they get to pick, Plan B could be Bol Bol. The son of the late Washington center Manute Bol, whose stunning 7-foot-7, 200-pound frame made him more of a novelty, is a more polished player than his father. The 7-2, 210-pounder can run the floor and hit outside shots.

The biggest risk in selecting Bol Bol is that the Oregon center appears to be injury-prone. Still, Wizards fans would be interested in watching a second-generation Bol — and comparing him to his father. UCLA small forward Kris Wilkes would be a solid second-round selection. A good defensive player who needs to improve his outside shot, Wilkes does the dirty work and the Wizards could use someone like that. After all, somebody has to heed coach Scott Brooks’ pleas to play defense. It will be interesting to see if Sheppard makes the simple choice of Doumbouya or tries to impress the Wizards or future employers with some on-the-clock deal-making on draft night. DOMINICAN REPUBLIC Dominican authorities have identified the man who allegedly paid for the hit on former Red Sox star David Ortiz, according to reports. Ortiz was shot in the back at a nightclub June 9 in his hometown of Santo Domingo. He underwent emergency surgery at a hospital there before the Red Sox flew him to Massachusetts General Hospital, where he is recovering from damage to several organs. In total, 11 people have been detained, including the alleged gunman and the motorcycle driver who took him to the nightclub. The latest suspect arrested was Franklin Junior Merán, who’s accused of renting one of the cars used in the attack. Among others reportedly arrested were two men, Jose Eduardo Ciprián and Carlos Alvarez, already in prison for other crimes. According to CNN, they helped coordinate the attack and distributed approximately $7,800 to a group that could carry it out. The money came from a man identified Monday as Alberto Miguel Rodriguez Mota, who prosecutors said was a fugitive. fu

Court documents say that on the day of the shooting, Ciprián texted a photo of the intended target to Vizcaíno, who shared it with other suspects at a gas station shortly before the attack. The alleged gunman, 25-yearold Rolfi Ferreira-Cruz, reportedly claimed that he did not mean to shoot Ortiz, and that he got confused because Ortiz’s attire resembled that of the target he was instructed to find. Flowers could be starting left guard REDSKINS When the Redskins signed former Giants offensive tackle Ereck Flowers in the winter, the idea was to move him to left guard. Though he had not worked out well as a tackle in New York, they believed that as the ninth overall pick in the 2015 draft, he had enough talent

and ability to be a starter inside. Then the offseason workouts came and Washington was so short on tackles that Flowers had to play tackle again. The results, at least in the practices open to the media, were not good. But the team remains committed to playing him at guard this season. during minicamp. It’s not always easy to find 6-foot-6 offensive linemen with the strength and quickness that Flowers has. Callahan imagined Flowers transitioning well to left guard, a position the Redskins have struggled to fill.

He said Flowers looked impressive the few times he was at guard in OTAs. “I think it gives us size, it gives us power, I think those are really good traits for the running attack and pass protection,” Callahan said. “He’s long, he’s square,

obviously he can play in the short area, so those are things we kind of identified during free agency that we liked and we are trying to fit him into that mode. So it’s been a work in progress. We got a long ways to go yet, but he’s made a nice transition.” The challenge, Callahan said, will be getting Flowers to adjust to the faster pace at which guards often play. Since they have a smaller area to protect, the rush comes at them faster than at tackle, where players have more time to set their feet for the rush that usually starts on the outside of the defensive line. ‘Orion’ is a rock ’n’ roll bright spot

Blinded by ambition Madonna tries ies too hard on ‘Madame X,’’ her incoherent incoheren entt mess of a new ew record ord ALBUM REVIEW These days, Madonna is wearing an eye patch for dubious reasons. But it’s her ears that seem to have failed her. The shape-shifting Queen of Pop has missed badly with “Madame X,” a needy, tryingtoo-hard mess of an album that sounds like Madonna threw up on Madonna. Even she admits: “It’s a weird kind of energy.” She used to thrill with endless new looks and an edge to her pop, but that was decades ago. Now she’s like that daffy aunt who shows up at the holiday party inappropriately dressed, slightly high and offering to buy beer for the teenagers. The 13-track “Madame X,” Madge’s first LP since the underappreciated 2015’s “Rebel Heart,” sees her predictably collaborate with the hot young things of pop — Quavo, Swae Lee, Maluma,

Anitta — with results that are fine, but boring. It seems more l i ke a checklist than the spark of ‘Madame X’ Madonna partnership. In “Madame X,” which came out Friday, she sings — too often computer-altered — in Portuguese, Spanish and English, covering all bases. There’s reggaeton, Latin pop, trap, disco, African drumming, dancehall and gospel choirs. There’s a restless churning even in the same song and — with Pablo Picasso and Jean-Paul Sartre referenced — a whiff of pseudo-intellectualism. Why “Madame X”? She has told us: “Madame X is a dancer. A professor. A head of state. A housekeeper. An equestrian. A prisoner. A student. A mother. A child. A teacher. A nun. A singer.

A saint. A whore. A spy in the house of love. I’m Madame X.” In other words, everything and nothing. Perhaps she’s too exhausted to even construct a new persona. She leaves it up to us — and leaves behind a sonic jigsaw puzzle that even recycles from her past, referencing saying “a little prayer” several times. Even her hammy attempt to push the boundaries in “Dark Ballet” starts promising enough but drifts into a computer-altered pile of jumbled, pointless slogans that eventually dissolves into Tchaikovsky. Madonna has plenty to say but none of it is very coherent. She seems to be referencing Trump when she sings, “Get that old man / Put him in a jail / Where he can’t stop us” on “Batuka,” but it’s never clear. Yet when it comes to the cloying “Killers Who Are Partying,”

she’s overly blunt: “I’ll be Islam / If Islam is hated,” she sings with a faux British accent. “I will be a child / If the children are exploited.” She even steps on herself, needlessly. One of the album’s best songs is the last, “I Rise,” which she has said is about gay and marginalized people. But she samples a speech from Parkland school shooting survivor Emma Gonzalez. So is it really about gun control? Madonna can’t even get that message straight. Madonna here is sticking with the same gimmick that made her a mega-star: borrow cool stuff from others — voguing, Marlene Dietrich, Latin music, EDM — and adopt it as her own. But these aren’t good days for Madonna. We are hungry for authenticity, and she’s hiding behind a bejeweled eye patch.

It’s plainly clear that X Ambassadors really haven’t missed a step on “Orion,” the followup to their impressive 2015 debut “VHS.” From the infectious rockers “Hey Child” and “Boom” to the acoustic-and-strings heart-tugger “History,” the new album, which came out Friday, bristles with interesting songs and textures. Lyrics that deal with economic insecurity fuel the mid-tempo track “Quicksand,” and “Rule” is a little smoky piano ditty. After a strong first half, “Orion” drops off somewhat. But the band pulls it together in time to deliver a final blistering tune, “Hold You Down,” an earworm of synth handclaps, quiet sections, explosive crests and electronic shards. M.K.

‘Years to Burn’ gets its recipe just right ALBUM REVIEW Reuniting on “Years to Burn,” their first full-length project since 2005, Calexico and Iron & Wine remind audiences why they initially collaborated. Sam Beam, better known by his stage name Iron & Wine, has been something of a sensation in the indie world since the early 2000s. Calexico, with main members Joey Burns and John Convertino, is a Southwestern rock band with influences from mariachi to jazz. Together, the two are perfectly complementary. Differentiating itself from the “In the Reins” EP, on which the two acts first collaborated, “Years to Burn,” which came out Friday, feels more self-assured. “The Bitter Suite” serves as the perfect example of this talent realized. The eight-minute track opens with a distinctively

Calexico Spanish couplet, followed by an instrumental jam and finishing with a section that sounds like ‘Years to Burn’ a separate song Calexico and Iron & Wine entirely. The title track has all of Beam’s usual delicacy, yet there is more to explore, as soft trumpet pushes through the melding vocals of Beam and Burns. “Midnight Sun” is one of the few songs written by Calexico, but it feels just as at home within the album, with a folklore theme and elusive, thoughtful lyrics. The reunion feels a long time coming for two acts so wonderfully harmonious. Hopefully, audiences won’t have to wait so long for their next collaboration. RAGAN CLARK (AP)
