Washington After years of pressure from gay rights groups, President Barack Obama plans to sign an executive order banning federal contractors from discriminating against employees on the basis of their sexual orientation or gender identity, the White House said Monday. While Obama lacks the authority to extend that protection to all Americans, the order being drafted by the White House would impact about 14 million workers whose employers or states currently do not ban workplace discrimination against gay, lesbian, bisexual and transgender individuals. The scope of the measure was tabulated by the Williams Institute at UCLA Law School, which studies sexual orientation and gender identity law and public policy. The White House’s announce-

The president has resisted signing the order in hopes Congress would pass a broader non-discrimination measure that would apply to nearly all employers. Autopsy: IV Placement Flawed in Okla. 275 U.S. Troops to Be Sent to Iraq Kerry: U.S. weighs working with Iran to help fight insurgency
The U.S. is urgently deploying several hundred armed troops in and around Iraq and considering sending an additional contingent of special forces soldiers as Baghdad struggles to repel a rampant insurgency, even as the White House insists anew that America will not be dragged into another war. On Monday evening, President Barack Obama notified Congress that he was dispatching up to 275 military personnel to Iraq to provide support and extra security to the U.S. Embassy in Baghdad. About 170 of those forces have already arrived and another 100 soldiers will be on standby nearby, a U.S. official said. While Obama has vowed to keep U.S. forces out of combat in Iraq, he said in his notice to Congress that the personnel headed to the region are equipped for direct fighting. Bonnie Moore, 69, has rented out rooms in her five-bedroom house in Bowie, Md., for about five years. She is among a growing number of older adults who are embracing communal living in this era of longer lives and smaller pensions. Many believe the arrangement beats what one advocate refers to as “death by Bingo” in a retirement home. “Most of us have been through putting our parents in a nursing home, and we don’t want that for ourselves,” said Marianne Kilkenny, 64, of Asheville, N.C., who lives in a “Golden Girls”-style house — named after the 1980s sitcom — and has written a guidebook to

community living for older people. Most Americans would prefer to stay in their own homes for as long as possible as they age, according to surveys. But this can be dif-
ficult, especially for people who find themselves single after a divorce or the death of a spouse. Today’s older adults often have higher mortgages and more debt than their par-
ents did at the same age. Shared-housing advocates say they have recently seen a spike in interest. Those who were young in the late 1960s and early 1970s, when communal living peaked in popularity, “are now going back and scratching that itch,” said Laird Schaub, executive secretary of the Fellowship for Intentional Community. In the 1960s, Moore lived in San
Francisco, where the youth counterculture embraced communal life. In 2008, she got divorced and her son encouraged her to live with him. But filling her house with like-minded women, who pay $700 to $850 a month, seemed to be a better way to hold on to her home and autonomy. Each shared house has its own flavor and rules. Leaders Seek to Save the Bay Chesapeake states sign an agreement to restore its health Chesapeake Bay Government leaders in the Chesapeake Bay watershed on Monday signed a broad agreement to restore the health of its waters, as the blue crab and oyster populations continue to rise and fall, and scientists complain about toxins that are changing the sex of fish. The Chesapeake Watershed Agreement is the third signed by the six watershed states, as well as D.C. Unlike in the previous agreements, the governors and mayor who signed it vowed to go beyond limiting the amount of pollution that rolls into bay rivers and
Backstory The Chesapeake Bay is the nation’s largest estuary, where ocean salt water and fresh water mix to create diverse marine life. It covers 64,000 square miles and is crucial to Maryland and Virginia, which rely on its crab and oyster fisheries and its waters for recreation. Each time it rains, sewer systems send a deluge of storm water mixed with raw sewage from wastewater treatment pipes. Officials warn against swimming until three days after storms. And runoff from farms laces the waters with fertilizers and chemicals that are thought to affect fish. (T WP)

Martin O’Malley, who spearheaded the effort, called it “the most inclusive, collaborative, goal-oriented agreement the Chesapeake Bay watershed has ever seen.” Water quality is being considered as a possible factor for the dis-
appointing results of the latest blue crab survey. More than a quarter of the crabs perished in one of the worst winter die-offs recorded in the bay. But according to the Chesapeake Bay Foundation’s 2012 State of the Bay report, there’s good news: the bay’s waters are already improving. The report credited a federal “pollution diet” orchestrated by the U.S. Environmental Protection Agency and carried out by
watershed governments. The plan signed Monday seeks to restore the bay by 2025. It requires cities to improve aging sewers to stop massive overflows and says livestock farms must limit manure flow during rain. The pollution diet is being challenged in court by the American Farm Bureau Federation, which argues that the plan should be voided because the watershed is under the jurisdiction of the states. The EPA responded that watershed states are guiding the effort, and sought the federal intervention only after voluntary agreements failed to restore the bay’s health. Zoo Closing Invertebrate Exhibit Washington The National Zoo announced Monday that it will shut down its exhibit of invertebrates — water and land creatures that don’t have backbones — on June 22. The closure of the exhibit is a cost-cutting move, zoo Director Dennis Kelly said in a statement. Some of the animals — the hissing cockroach, the bird-eating tarantula, the peppermint shrimp, among others — may be sent to other zoos, the zoo said. Some may be moved to other locations in the
zoo. Some may have to be euthanized if new homes can’t be found. The exhibit has cost $1 million a year to operate, and needs an estimated $5 million in upgrades, the zoo said. Its five staff members will get jobs elsewhere in the zoo. “This difficult decision is not a reflection of the importance of invertebrates or how we feel about them,” wrote Kelly. “But this was a necessary decision for the financial and operational health of our organization.” The last day to visit the exhibit is Saturday. Maybe it’s because Marylanders generally are satisfied with their government, or burned out on partisan politics. Maybe they feel like it’s a done deal, since Brown has been leading in the polls for months. Primaries also require voters to do more work, as the differences between politicians from the same party often are more nuanced than the differenc-
es between Democrats and Republicans, said the University of Maryland’s Michael Hanmer. “It’s detrimental to democracy to have low levels of voter participation,” Hanmer said. “Whoever wins the Democratic primary should coast through the general election. So this is important.” Compared with Maryland’s primary race four years ago, The Post’s poll shows, interest has declined across a broad swath of voters. Conservative voters, once more passionate, now have about the same enthusiasm as
liberal and moderate voters. “I’m just not excited about any of the candidates,” said Joseph Todt, 54, a Republican from Greenbelt, who says he is more conservative than anyone in the field. He says he will probably vote, even if he does so grudgingly. “It just comes back to this: Is there an interesting election?” said Michael McDonald, an associate professor at George Mason University. “Is it a competitive election? Do people think their vote will actually matter?” There is no major issue or divide defining either the Democratic or Republican race. The four Republican gubernatorial hopefuls largely have focused on cutting taxes. The Democratic candidates all have presented plans for expanding pre-kindergarten classes, holding taxes steady or reducing them and increasing jobs. Most candidates have launched extensive get-out-the-vote efforts and several television ads have prominently featured the primary date. The election is only a week away — and voters don’t seem to care. Turnout for the June 24 gubernatorial primary contest in Maryland is expected to be low, perhaps historically low. More than half of registered voters admit they aren’t paying attention to the race, according to a recent Washington Post poll. “It’s not even on the back burner for me right now,” said Don Frisby, 61, who lives in Frederick County and had difficulty naming the candidates, let alone knowing which one he likes best. (For the record, the hopefuls are Lt. Gov. Anthony Brown, Attorney General Doug Gansler and Del. Heather Mizeur, all Democrats. The Republicans are Harford County Executive David Craig, Del. Ronald George, Larry Hogan and Charles Lollar.) The situation leaves many of the state’s political junkies aghast. Unlike the past few Democratic primaries, this one is competitive. And registered Democrats outnumber Republicans more than 2 to 1, so the Democratic primary winner typically becomes the state’s next governor. Yet interest is much lower than it was during the 2010 gubernatorial race, when Gov. Martin O’Malley easily won the primary and defeated former Gov. Robert Ehrlich Jr. in the general election. Months before that primary, 61 percent of registered voters were paying attention. Two weeks ahead of this primary, the number is 47 percent. Lawmakers passed legislation in 2011 to move gubernatorial primaries to the last Tuesday in June rather than the middle of September to give more time to get general election ballots to troops serving overseas. U.S. fans were screaming for revenge Monday after the Black Stars eliminated the Americans from the last two Cups. They got it. At a price. Clint Dempsey scored a shocking goal a half-minute in, but the U.S. couldn’t make it stand up. Andre Ayew tied the score in the 82nd minute after a brilliant back-heel pass from Asamoah Gyan, who had eliminated the U.S. four years ago. And then, just four minutes later, 21-year-old John Brooks rose to head in Graham Zusi’s corner kick from 8 yards — the first substitute to ever score for the United States in

The U.S. captain ended the first half with a tissue up his nose to stop the bleeding after John Boye’s kick to his face during a battle for a header in the 31st minute, and he was struggling for breath in the second. Three Keys to the Match Never in doubt, right? While the U.S. secured the three points — and finally exacted revenge against Ghana — the Americans certainly found a way to make it interesting. Here are some talking points. MICHAEL CUNNIFF (E XPRESS) Some on Twitter were worried that the U.S. “scored too soon” after Clint Dempsey’s firstminute strike. Scoring an early goal is usually the key to unsettling a counterattacking team like Ghana, but not in this game. The Americans allowed Ghana attackers too much time and space, and when the U.S. did get the ball, its counterattacks were poor. Michael Bradley, whom the team is built around, had an uncharacteristically poor game passing the ball, while Aron Johannsson struggled to hold the ball up top and bring teammates into the game. Ghana wasted a lot of crosses in dangerous positions; Portugal and Germany are unlikely to be as forgiving.

Tim Howard, U.S. goalkeeper No, he didn’t have too many difficult saves to make, and no, he didn’t come close to saving Andre Ayew’s equalizer, but against wave after wave of Ghana attacks, with a makeshift center back pairing in front of him, he was in total command of his penalty area. In an uneven performance by the U.S., Howard stood out because of his consistency. (M.C.)
Jurgen Klinsmann has spent his entire tenure as U.S. coach trying to remold the team into a dynamic attacking force. But against Ghana, the team reverted to the style fans are familiar with — defending for its life and capitalizing on set pieces. John Brooks, the 21-year-old center Brooks back, may have German roots, but the header he thumped in to give the U.S. a 2-1 lead in the 86th minute was distinctly American. Graham Zusi should start simply for his free-kick prowess.

What’s next for the stars and stripes? After Portugal hit the self-destruct button in its 4-0 loss to Germany it looks like the U.S. may have a path out of Group G after all. But coach Klinsmann’s decision to leave strikers Terrence Boyd and Eddie Johnson at home could come back to haunt him, depending on the severity of Jozy Altidore’s hamstring injury. Without a true target man up top, the U.S. will have to rely even more on Bradley and Dempsey to provide an outlet to relieve defensive pressure. Backup strikers Chris Wondolowski and Johannsson were expected to be no more than impact subs — will one of them be able to fill Altidore’s shoes?

Mueller scored five goals at the 2010 World Cup, along with three other players, but he also had three assists and that gave the Bayern Munich forward the honor of top scorer in South Africa. Mueller opened the scoring with a penalty in the 12th minute and, after Mats Hummels’ headed goal in the 32nd, virtually put the match away by adding another shortly before halftime for a decisive 3-0 lead. Tony Gwynn Dies Of Cancer at 54 Hall of Famer spent his entire 20-year career with Padres Baseball Tony Gwynn, the Hall of Famer with a sweet left-handed swing who spent his entire 20-year career with the Padres and was one of the game’s greatest hitters, died of cancer Monday. He was 54. Gwynn, a craftsman at the plate and winner of eight batting titles, was nicknamed “Mr. Padre” and was one of the most beloved athletes in San Diego. He attributed his oral cancer to years of chewing tobacco. He had been on a medical leave since late March from his job as baseball coach at San Diego State, his alma mater. He died at a hospital in suburban Poway, agent John Boggs said. “He was in a tough battle and the thing I can critique is he’s definitely in a better place,” Boggs told
The Associated Press. “He suffered a lot. He battled. That’s probably the best way I can describe his fight against this illness he had, and he was courageous until the end.” In a rarity in pro sports, Gwynn played his whole career with the Padres, choosing to stay rather than leaving for bigger paychecks elsewhere. His terrific hand-eye coordination made him one of the game’s greatest contact hitters. He had 3,141 hits, a career .338 average and won eight NL batting titles. He excelled at hitting singles the other way, through the “5.5 hole” between third base and shortstop. Gwynn’s wife, Alicia, and other family members were at his side when he died, Boggs said. Gwynn’s son, Tony Jr., was in Philadelphia, where he plays for the Phillies. “Today I lost my Dad, my best friend and my mentor,” Gwynn Jr. tweeted. “I’m gonna miss u so much pops. In 1999, San Antonio selected the Argentinian guard with the secondto-last pick in the draft. Ginobili didn’t join the Spurs until 2002, but he was worth the wait. He has scored 11,657 career points. The other 28 second-round picks in the 1999 draft have a combined 15,103 points — with Gordan Giricek leading the way at 3,670 points.
The Spurs’ next key addition came in 2001, when they selected Parker with the 28th pick. Parker’s a six-time all-star, four-time NBA champion and 200607 NBA Finals MVP. Out of the entire 2001 draft class, only Joe Johnson (who was picked 18 spots in front of Parker) has made more allstar appearances than the Spurs’ French floor general.
The No. 15 pick in 2011 was acquired by the Spurs in a draft day trade with Indiana. San Antonio gave up George Hill to acquire the small forward out of San Diego State. Leonard, 22, on Sunday became the youngest NBA Finals MVP since Magic Johnson in 1980. He went nine picks after the Wizards selected Jan Vesely.
4. Tiago Splitter and 5. Cory Joseph Splitter was selected with the No. 28 pick in 2007, while Joseph went 29th in 2011. Splitter averaged 7.5 points and 6.1 rebounds a game in the playoffs. Duncan, Ginobili, Parker, Leonard, Splitter and Joseph accounted for 68 percent of the points scored by the Spurs this postseason.

The only player on San Antonio’s payroll for the 2015-16 season is Splitter. Duncan, Ginobili and Parker’s contracts all expire after the 2014-15 season, and each of them — as well as coach Gregg Popovich — could decide to retire. Duncan’s 38, Ginobili’s 36 and Parker’s 32.
The key to the Spurs’ future will be to re-sign Leonard, whose contract is also up after the 201415 season, and build around their young star. If San Antonio is unable to replicate its draft magic of the past two decades, it will be forced to rely on free agency.

No matter where that ball ricochets around the court, the former Egyptian national coach seems to have already shown up to greet it with his racquet. The $12 million, 20,000-square-foot indoor squash center will sit atop the forthcoming West End Library and Fire Station project. (Hence the “on Fire.”) The opening is still at least two years away, but in May, Squash on Fire announced its formal partnership with Sports Club/LA. That gym’s four courts, plus the eight planned in the new building, will make it possible to host major international tournaments. And more immediately, Wagih and his team can use the facility to offer programming to the general public. Using a pay-to-play model rather than being exclusively membershipbased is one of the ways Squash on Fire plans to set itself apart. Another is that it’ll be the only program in the District completely focused on the sport, says Fabien Sarran, Squash on Fire’s club professional. He thinks this combination can
transform the perception of squash. “The mentality in the U.S. is that it’s for a clique of white, rich men. In Europe, it’s more if you know it, you’ll play it,” Sarran says. That’s because it’s a smart game — “chess at 150 miles per hour,” Sarran calls it — and an effective workout. (Lots of lunging around the court contributes to the coveted “squash butt,” Sarran boasts.) To entice a broader range of players, Squash on Fire has added free clinics to its schedule this summer. (See box.) For veterans, they’re a chance to hone technique. For newbies, they’re a chance to get accustomed to being in a loud, confined space with a flying object. At the start of a recent beginner session, Wagih told his trio of students that a squash ball needs to be warmed up before a match starts. One that hasn’t been rolled around and whacked a bunch of

times won’t bounce. His ball was ready for action by the time Wagih served it up. To hit it, he explained, they needed to follow a simple rule. With a forehand swing, you step your opposite leg forward. With a backhand swing, it’s the same side arm and leg. It takes practice, and Wagih made sure they got it — drilling shots until the group felt somewhat confident (and utterly exhausted). “I have hundreds of things to do,” said Wagih, noting that as students progress, he can introduce them to footwork and the art of racquet control, then get them actually playing matches. There are tricks up his short-sleeves for everyone. That includes Paul Ellis, 74, who’s played squash for 46 years. “You can get sloppy, so I’m always learning,” he said after an advanced clinic with Wagih. What impressed him about the coach is his

Ellis and some other long-time Sports Club/LA members have been wary of the ownership change, but Squash on Fire staff have tried to reassure them that it’ll lead to improved conditions. One of the first fixes coming to the gym facility? Cushioned court floors. “It’s better for the knees,” Wagih says. “Instead of playing for just
30 minutes, people will be able to play for hours.” You can bet Juan Climent, who practices as much “as my wife will let me,” will take advantage of that switch. He’s been a fixture at the advanced clinics, and can’t wait for other folks to get hooked, too. “I want to see more players, more coaches, a higher level of play,” the 43-year-old says. Explain Late Expectations? A co-worker of mine is reliable only about one thing — how late he always is. I have adjusted my expectations accordingly and give him fake early deadlines so that he does not mess up my projects. For the most part, building in this buffer has worked out OK. A new person has just been hired for our team. Is it bad if I tell them right off the bat my technique or should I let them figure it out for themselves? JUST GET TING BY It depends on your growing relationship with this new co-worker. Admittedly, I am many moons away from having worked in an office “team” environment. But my gut says you could come across as a talks-behind-back-er. If you find yourself in a nittygritty, show-me-the-ropes-off-therecord conversation with the new

hire, then yes, you might hint at best practices (is that office-speak enough?) for getting stuff done. But if right now your contact is on the formal side, and there’s no easy conversational opening into the interpersonal nuances of your office, I’d hold off for now on what might come across as a gossipy complaint.
This is just one part of a much larger issue — the long-term plan for your mother’s health and care. Has she had a neuropsychological evaluation to assess her functioning? Does she live alone? Drive? What might happen when she’s no longer able to live independently? Whether she can baby-sit would be best handled within the context of this plan. Whatever happens, your daughter will still be her world, and I’d urge you to prioritize that above all. A unique and close relationship between them can be sustained and protected, and it will be something that enhances both of their lives for years to come. She can be a caregiver to your daughter in all the ways that matter even if she’s not technically alone and in charge when she does so.

But the film’s most sympathetic character may be her erstwhile love interest Max (Jake Lacy) who backs her up with empathy and earnestness. In their own way, Gus and Max represent the new rom-com dreamboat: an implicitly feminist guy who isn’t threatened by a woman who may be smarter or stronger than he is. As male love interests in films that will be seen mostly by female audiences, they do important work in helping young women ponder their own romantic ideals. “Maleficent” takes this idea one step further, rewriting “Sleeping Beauty” into a feminist fairy tale. Rather than terrorizing the princess, Maleficent befriends her, and the film becomes not a saved-by-aprince story but a parable of female solidarity and motherly protection. Movies aren’t real life, nor do they accurately reflect it. But the assumptions, values and norms they project have ineffable power to inform and shape our own. What each of these films represents is the chance to nudge reality just a little bit further in a new, more enlightened, direction.
