Obama Orders Pollution Cuts Taking aim at global warming, President Barack Obama introduced a politically charged plan Monday to order big and lasting cuts in the pollution discharged by America’s power plants. The proposal drew immediate scorn from Republicans, industry groups and even a few Democrats who are facing fraught re-election campaigns in energydependent states. Environmental activists were split, with some hailing the plan and others calling it insufficiently strict to prevent the worst effects of global warming. Here’s some of what you need to know. (AP) How much pollution will it really cut? The proposal announced Monday calls for the nation’s fossil-fuel fired power plants to reduce carbon dioxide emissions by 30 percent from 2005 levels by 2030. But Environmental Protection Agency data shows that the nation’s power plants already have reduced carbon dioxide emissions by nearly 13 percent since 2005, or about halfway to the goal. The EPA also says the regulation will also reduce other pollutants that create lung-damaging smog and soot by more than 25 percent by 2030.

Why power plants? Power plants are the largest source of the gases blamed for global warming, accounting for 38 percent of all greenhouse gases in the U.S., but there are no national limits on carbon pollution from power plants. About threequarters of the power plant emissions are from coal-fired plants. The average age today of the coal-fired generating fleet is 42 years, and 11 percent of units are more than 60 years old. By 2025, that average age will grow to 49, with 20 percent of units 60 years or older.

Will it make a dent in global warming? A small one. The rule will push the U.S. closer to the 17 percent reduction from 2005 levels by 2020 it promised other countries at the start of Obama’s presidency, but it will fall far short of the global reductions scientists say are needed to stabilize the planet’s temperature. That’s because U.S. fossil-fueled power plants only account for about 6 percent of global carbon dioxide emissions. However, the administration is hoping this move shows other countries the U.S. is serious about the problem when it begins negotiations this fall toward a new, binding international treaty.

How does this compare with other Obama actions? It turns out that Obama’s fuel economy efforts cut a bigger chunk of the U.S.’ greenhouse gas emissions. Obama tackled the emissions from the nation’s cars and trucks, announcing rules to reduce carbon dioxide emissions by doubling fuel economy. That standard will reduce carbon dioxide by 6 billion tons over the life of vehicles covered by the program. The power plant proposal will cut carbon dioxide emissions by 5 billion tons from 2020 to 2030. Another proposal to cut pollution at newly built power plants will have little impact because not many coal-fired power plants are set to be built.

Study: Female Storm Names Less Fearsome Washington People don’t take hurricanes as seriously if they have a feminine name and the consequences are deadly, a new groundbreaking study says. Female-named storms have historically killed more because people neither consider them as risky nor take the same precautions, a study published in the Proceedings of the National Academy of Sciences says. Researchers at the University of Illinois and Arizona State University examined six decades of hurricane death rates according to gender, and female-named hurricanes produced nearly double the fatalities than male-named storms. Researchers also found people predicted male hurricanes to be more intense than female hurricanes. Gothenburg, Sweden’s second largest city, will begin its experiment with six-hour working days this summer, hopefully proving that the shorter work hours can make up for what they lose in time with more efﬁcient work. If the plan goes well, it could spread across the Swedish civil society, but some lucky Gothenburg residents are already living the dream. Last week, Agence France-Presse spoke to a mechanic in the city who was working a six-hour day. “My friends hate me. Most of them think because I work six hours, I shouldn’t be paid for eight,” Robert Nilsson explained. The experiment in Gothenburg aims to determine whether one of the biggest arguments in favor of shorter working days is actually

true. In the trial, due to start July 1, one group of government workers will work six hours a day, while another will continue working the eight-hour days they are used to. If the workers with shorter hours are found to be better of f menta lly and physica lly, and are working more efficiently, the six-hour workday may be extended to other parts of the civil service. It’s not the first time Swedes have tried out a shorter work week, but proponents are hoping for better results this time. The Swedish town of Kiruna gave up its sixhour working days in 2005 after finding that the increased intensity of work was not a positive, and had negative effects on health. Maury is one of ﬁve D.C. elementary schools attempting to harness the disarming power of infants to help students recognize and deal with emotions in themselves and their classmates. The babies, in other words, are meant to

Nancy Strumwasser, a high school teacher from Mountain Lakes, N.J., always thought she’d have two children. But the layoffs that swept over the U.S. economy around the time her son was born in 2008 helped change her mind. Though she and her husband managed to keep their jobs, she fears they won’t be so fortunate next time. Nearly six years after the ﬁnancial crisis began reducing birth rates around the world, people still aren’t having many babies. For those who fear an overcrowded planet, this is good news. For the economy, not so good. We tend to think economic growth comes from working harder and smarter. But economists attribute up to a third of it to more people joining the workforce each year than leaving it. The result is more producing, earning and spending. Now this secret fuel of the economy, rarely missing and little noticed, is running out. Births are falling in China, Japan, the United States, Germany, Italy and nearly all other European countries. Studies have shown that births drop when unemployment rises, such as during the Great Depression of the 1930s. Birth rates have fallen the most in some regions that were hardest hit by the ﬁnancial crisis. The pool of potential workers — people ages 20-64 — had expanded for decades, thanks to the vast generation of baby boomers. Now the boomers are retiring, and there are barely enough new workers to replace them, let alone add to their numbers. “It’s like health — you only realize it exists until you don’t have it,” said Alejandro Macarron Larumbe, managing director of Demographic Renaissance, a think tank in Madrid. Anecdotal Evidence In Japan, sales of adult diapers will exceed sales of baby diapers this year, according to Euromonitor International, a marketing research firm. In Germany and Italy, towns are emptying as families shrink and there aren’t enough children to replace those who are dying. In other countries, women who put off having children in the recession might play catch up soon, as they did after World War II. Demographers note that women were having children later in life even before the crisis, and so births are likely to rise anyway. But even a snapback in births to prerecession levels will leave families much smaller than they were decades ago. Park Hyun-kyung, a 34-year-old hospital administrator in Daegu, South Korea, says she would like to have three children, just like her parents. But she and her husband have decided to stick to one, if they have any. “Most jobs are not secure enough to allow couples to have a baby and raise kids,” she says. In China, where the working-age population is set to shrink next year, the government is relaxing a policy that had limited many families to one child. It might not help much. Chinese are choosing to stick to one on their own.

WHAT’S CHANGED In the European Union, births fell in 21 of 28 member countries in 2012 vs. 2008 when the economic crisis began, according to Eurostat, the EU statistics agency. In the four years preceding the crisis, births had fallen in just four of the 28 countries. In the United States, births fell 7 percent in the same four-year period after decades of increases. In Japan, births fell 5 percent to their lowest level since the 19th century. Meanwhile, growth in the workingage population has halted in developed countries, on average. In Japan, Germany and Italy, the labor pool is shrinking. Even in France and the United Kingdom, with relatively healthy birth rates, growth in the labor pool has slowed dramatically. WHY IT MATTERS Without a continued surge in new workers, many economists argue that developed economies are unlikely to return to “normal” economic growth of 3 percent a year, the average over four decades. The U.S. economy is projected to grow an average 2.3 percent a year in the eight years beginning in 2017, according to the Congressional Budget Office. Other estimates are lower. Robert Arnott, chairman of Research Affiliates, thinks the U.S. and other rich countries are likely to grow no more than 1.5 percent a year, on average, over the next several decades. THE EFFECTS Slower economic growth will limit wage gains and make it hard for middle-class families to raise their living standards. And companies won’t make as much in profits in a slower-growing economy, which will weigh down stock prices. (AP)

Along for The Ryde Your body is a vehicle, so your life is a ride, says Ingrid Nelson, community director of PureRyde, a cycling/Pilates studio in Bethesda. Her goal is to teach students that whether they’re pedaling, squatting or facing any other challenge, they have more gas in the tank than they realize. It’s hard to argue with Nelson’s reasoning, and even tougher to keep up with her classes.

What it is: The Bethesda studio that opened in May is the first area location for the PureRyde chain, which started in Michigan and has expanded with outposts in Austin, Texas, and Oxford, Miss. Co-owner Laura Cronberger, who founded PureRyde with Kelle Ilitch, recently relocated to Washington and brought along their “athletic” approach to workouts. “We give you an extra push,” Cronberger says. That shove comes from both the instructors and the equipment. The cycling room features only RealRyder Indoor Cycling bikes, which lean to the sides, forcing core muscles to constantly engage. Pilates happens on Allegro 2 Reformers, which boast a series of weighted springs that can be added to increase difﬁculty. Dedicated exercisers can schedule back-to-back sessions of cycling

No one seemed to doubt her, least of all Jolie Brown, 46, who’s been frequenting the new studio in her neighborhood. The first time she took cycling at PureRyde, “I felt like I’d done 200 situps,” Brown says.

Moves: Every 50-minute class takes a different route, but they all start with a brief introduction to the equipment. For cycling, that means getting acclimated to the bike’s wobble and learning how to clip into the pedals. (Shoes are included in the price). For Pilates, that’s an explanation of the Reformer springs, straps and sliding carriage. Then the lights turn off and the music turns on. No muscle is allowed to slack off during Pilates, says Nelson, who warmed up a recent class w it h a series of jumps — a board placed at one end of the Reformer makes it possible to lie down on the carriage, push off and glide horizontally. The lying down didn’t last long. Nelson’s zippy transitions soon had students standing with one leg on the ground and the other on the carriage for lunges. Then they were on their knees on the carriage with straps in their hands as they pretended to shoot arrows. And then they were holding plank position, pulling their feet in and out. There isn’t quite as much variety in cycling, but the movement of the bikes allows for “turns” to the left and the right. Mix those in with sprints, standing on the pedals and optional hand weights and there are plenty of choices for

So although Molly Buford, 40, wanted to cheat her lunges during that Pilates class, she didn’t. “I knew Ingrid would yell at me,” says Buford, who lives in Silver Spring.

A Matter of Taste Sweet drinks and flavorful foods need not doom your diet

People trying to slim down always have the same question for James Hill, executive director of the Anschutz Health and Wellness Center at the University of Colorado: “Should I drink diet soda?” Hill didn’t have an answer until last week, when his team released the results of a study comparing the effects of water and “non-nutritive sweetened beverages” on participants in a weight-loss program. After 12 weeks, the group that had been consuming 24 ounces of diet drinks a day lost an average of 13 pounds. The group that had been sipping the same amount of water lost only an average of 9 pounds. “I would have bet the farm on no difference,” says Hill, who says he’s skeptical of other research that’s indicated diet soda encourages weight gain. He suspects what tipped the scales was that the diet soda group had a no-calorie way to indulge cravings for sweets. (And to be eligible for the trial, funded by the American Beverage Association, participants had to be diet soda drinkers already.) Chugging a Coke Zero won’t perform miracles, Hill cautions, but it can assist in calorie cutting. And he’s interested in ﬁnding similar tools that won’t make weight loss feel like such a, well, loss. Hill visited D.C. last month to attend a “spice summit” hosted by the McCormick Science Institute (a research organization funded by the local corporation that produces Old Bay). He presented the results of another study, which demonstrat-

Instead of reaching automatically for the salt, they found alternatives that suited their tastes, Anderson says. It’s worth pursuing whether the same strategy can be

effective for high-fat or high-sugar diets, too, she adds. The takeaway lesson from this research is “weight loss doesn’t have to mean taste loss,” says dietitian Keith-Thomas Ayoob, of the Albert Einstein College of Medicine, who attended the summit. The findings, Ayoob says, are in line with what he suggests to everyone who needs to alter eating habits. He suggests spicing things up — sprinkling cinnamon and ginger on apples or stirring cayenne pepper into cottage cheese. (“That’s cottage cheese with testosterone,” he says.) Bored of carrots three nights in a row? Rotate between dill, garlic and mint, he adds. Stephen King shows he’s not just a horror writer in ‘Mr. Mercedes’ Book Review The dedication page of Stephen King’s latest novel calls out to noir author James M. Cain, hinting at the nature of the story to come. “Mr. Mercedes” ($30, Scribner) is rooted, firmly and affectionately, in the classic noir tradition and contains none of the supernatural phenomena so prevalent in King’s body of work. The result is a tightly plotted crime novel that retains that essential, instantly recognizable flavor that has distinguished King’s fiction for more than 40 years. The story begins with a prologue set in an unnamed Midwestern city in the spring of 2009. A crowd of desperate job seekers has lined up outside the building where a massive job fair is scheduled. Matters take a horrific turn when a Mercedes sedan emerges from the fog, plowing deliberately into the crowd, killing eight people. Jumping ahead several months, King introduces his hero, Bill Hodges, a recently retired homicide detective who failed to close the case of the Mercedes Killer. He is adrift in a state of pre-suicidal despair when a letter, apparently written by the killer, arrives. Filled with lies and largely misleading clues, the letter spurs him toward an unofficial investigation. Having met the detective, we meet the murderer. Brady Harts-

ﬁeld has developed a passion for the primal satisfactions of murder, a passion t hat can only escalate. The bulk of the narrative moves smoothly back and forth between a killer planning a major atrocity and the retired detective determined to stop him. Hartsﬁeld moves toward his private apocalypse in a state of steadily increasing isolation, while Hodges, invested with a renewed sense of purpose, makes his way back into the human community. On one level, “Mr. Mercedes,” out today, is an expertly crafted example of the classic race-against-theclock thriller. On another, it is a novel of depth and character enriched throughout by the grace notes King provides in such seemingly effortless profusion. Career as Convict Hits an Obstacle Chris Brown was released at 12:01 a.m. on Monday from a Los Angeles County jail, authorities said. Brown had been in custody since mid-March, when he was arrested after being expelled from a courtordered rehab sentence for violating its rules.
