There are 15 groups — or broods — of cicadas that are on life cycles of either 13 or 17 years. They appear mostly in the eastern and central U.S. This particular brood, which hasn’t appeared since 1999, will be seen in the eastern half of Ohio, the northern two-thirds of West Virginia, the southwestern corner of Pennsylvania, and sections of western Virginia and Maryland.

When the soil warms up enough, cicadas emerge from the ground, where they’ve been sucking moisture from tree roots for the past 17 years. They’ll shed their exoskeletons, attach themselves to branches, mate and lay eggs before dying off in about six weeks. The hatched nymphs then will drop off the trees and burrow underground to live for another 17 years.

Amorous males attract mates by rapidly vibrating drumlike tymbals on the sides of their abdomen to produce sound. When millions of them are doing it at once, the din is deafening. Gene Kritsky, a cicada expert at Cincinnati’s College of Mount St. Joseph, and other researchers who have measured the decibel level say it can be louder than a rock concert.

The bugs make for tasty treats for dogs and cats, “like Hershey’s Kisses falling from the sky,” as Kritsky says. Eating them won’t hurt pets, unless they consume too many. Full of protein, gluten-free, low-fat and low-carb, cicadas were used as food by American Indians and are still eaten by humans in many countries, including China, where they are served deep-fried.

U.S. returns rare 1493 note by Columbus The U.S. has returned to Italy a letter written by Christopher Columbus in 1493, announcing his discovery of the New World, that was stolen from a Florence library and unwittingly acquired by the Library of Congress. The eight-page letter describes the timid natives who Columbus believed were ripe for conquest by Spain. Most likely stolen from the Riccardiana library in the 1950s and replaced with a forgery, the letter was bequeathed to the Library of Congress in 2004 by the estate of its last owner, officials said. (AP)

A Virginia woman’s obituary says she chose death over voting in the upcoming election. Published by the Richmond Times-Dispatch, the obituary read, “Faced with the prospect of voting for either Noland Donald Trump or Hillary Clinton, Mary Anne Noland of Richmond chose, instead, to pass into the eternal love of God.” Her husband, Jim Noland, said she died at 68 on Sunday following a battle with lung cancer. He says one of her sons wrote the obituary’s opening line as joke and as a way to carry on her sense of humor. (AP)

Va. official’s lewd posts prompt investigation FAIRFAX COUNTY Fairfax County officials, the fire chief and the leader of the local firefighters’ union vowed Wednesday to get to the bottom of a series of incidents involving possible sexual and racial harassment of firefighters from within the department. The Board of Supervisors Tuesday took the unusual step of pledging to hire an outside consultant to assess the working environment in the agency, days after the official in charge of professional standards was put on leave in response to complaints about lewd

images and language posted on his private Facebook page. That official, Guy Morgan, said in a brief telephone interview that he is prohibited from discussing the situation because he is under internal investigation. The posts on his Facebook page were first reported by WUSATV, which showed screen shots of photos of scantily clad women, some posing in front of a fire truck. The television report said some of the photos on Morgan’s page were “so inappropriate we couldn’t show them on TV.” The posts appeared to have been

Fire chief Richard Bowers said he will not stand for harassment or bullying in the department, adding that he has no indication that any problems extend beyond “some bad apples” in the nearly 2,000-employee department. After her death, the department launched an investigation into lewd, degrading comments allegedly written about her online by her co-workers.

The couple are “wild with grief,” so they are offering $10,000 for Maggie’s return and advertising the reward on fliers they have posted across D.C. “We want to get our dog back, and we wanted it to be an amount that would get people’s attention and make it a substantial incentive,” said Michael Steel. Police are investigating, but the Steels are also working to recover their “dog baby.” They set up an email account for tips, printed 100 fliers and made the reward higher than the possible resale value of the dog. Va.’s lagging revenues could delay raises for state employees and college faculty

A Maryland man pleaded guilty to vehicular manslaughter Wednesday for the drunken driving death last December of Montgomery County Police Officer Noah Leotta, a tragedy that spurred a new state law to curb drinking and driving. Luis Reluzco, 47, of Olney demonstrated little emotion during a court hearing in Rockville. He faces a term of up to 10 years at a future sentencing date. Because vehicular manslaughter is considered a “nonviolent” offense under Maryland sentencing rules, Reluzco would be eligible for parole after completing 25 percent of his term. Psychic admits stealing money to lift ‘curses’ A fortune-teller in Virginia has pleaded guilty to committing mail fraud and stealing more than $1 million from her former clients in exchange for “lifting their curse.” The Department of Justice said in a news release that 42-year-old self-proclaimed psychic Sandra S. Marks pleaded guilty Tuesday in Charlottesville federal court to one count of mail fraud and one count of money laundering. She faces up to 20 years in prison on each count. (AP) THE DISTRICT

Police: Man resists arrest after sipping cognac A man drinking from an open container of Courvoisier cognac was arrested in the Dupont Circle Metro station Wednesday after threatening an officer who asked him to dispose of it, Metro said. When the man resisted arrest, the officer deployed pepper spray to subdue him, Metro spokeswoman Morgan Dye said. Two others were exposed to the chemical and may have been transported to area hospitals for treatment, Dye said. Dye said the man was drinking the cognac in the station “like a glass at home.” (AP)

Nero declined to speak in his own defense Wednesday, ending five days of testimony over whether his actions during last year’s arrest of Freddie Gray were criminal. “I wish to remain silent,” Nero told the court. Prosecutors allege that Nero committed assault in what they contend was an illegal arrest of Gray, and reckless endangerment by then failing to seat-belt the young man into a police van. Gray, 25, suffered a fatal neck injury in the van and died a week later.

Defense attorneys contend Nero acted appropriately, and never touched Gray when he was initially detained April 12, 2015. Judge Barry Williams said he would issue a verdict in the case Monday, following closing arguments today. Nero, one of six officers charged in Gray’s arrest or death, opted for a bench trial rather than face a jury. His case will be the first to be decided in court. Gray died April 19 of last year, a week after his neck was broken while he was handcuffed and shackled in the back of the van.

nation+world Teen is first victim from 2014 Boko Haram mass kidnap to be recovered LAGOS, NIGERIA One of the teenagers kidnapped by Boko Haram extremists over two years ago from a boarding school in northeastern Nigeria has been found with a baby and was reunited with her mother, a doctor said Wednesday — the first of the Chibok girls to be recovered since the mass abduction. The 19-year-old woman, described by an uncle as traumatized by her experience, was found wandering with her baby on Tuesday on the fringes of the remote Sambisa Forest, which is located near Nigeria’s border

with Cameroon. The news gave hope to the families of the 218 girls who are still missing and may provide information as to their whereabouts. But the young woman told her mother that some of the Chibok girls have died in captivity and the others still are being held, according to her family’s doctor, Idriss Danladi, who spoke to The Associated Press after talking with the mother. On April 14, 2014, Boko Haram stormed and firebombed the Government Girls Secondary School in Chibok and seized 276 girls preparing for science exams. Dozens managed to escape in the first hours, but 219 remained captive. The young woman is the first of those captives to be found since

the kidnapping, which attracted worldwide attention and put a spotlight on the violence of Nigeria’s homegrown Islamic extremists.

There were conflicting accounts about how the young woman was found. Danladi said the young woman, who was 17 when abducted, was found by hunters and taken with her baby to her home village of Mbalala, near Chibok, to be reunited with her mother. Her father died while she was in captivity, said her uncle, Yakubu Nkeki. All three were then brought to a military camp and arrived under military escort Wednesday night in Maiduguri, the biggest city in the northeast. In the movie, the father of a young clownfish treks across the Pacific looking for his son, who has been fished out of the deep blue and dumped into an aquarium in a dentist’s office. The movie ends with Nemo finding his way out of the glass prison and back to his home. And with the movie’s success, sales of clownfish, often taken from the ocean, rose by 40 percent, Hakai magazine reports. According to the Saving Nemo Conservation Fund, which was founded by Karen Burke da Silva, more than 1 million clownfish are taken from reefs for home aquariums each year. Da Silva, an associate professor in biodiversity and conservation at Flinders University in Australia, said that more than 400,000 are shipped into the U.S. In fact, clownfish are close to being endangered due to overfishing and rising ocean temperatures. On June 17, “Finding Dory,” “Finding Nemo’s” sequel, is set to hit theaters. This time, the story centers around a blue tang named Dory, leaving scientists worried the “Finding Nemo” effect will recur with the blue tang, which are much more difficult to breed. An estimated 150,000 rail passengers had to endure crowded, slow commutes Wednesday, a day after a fire damaged elevated train tracks in New York City. The Tuesday night fire at a garden center underneath Metro-North tracks in Manhattan’s East Harlem section, north of Grand Central Terminal, halted train service for hours. Fire marshals said Wednesday that the blaze had been ruled an accident and was caused by fuel that was spilled on a hot generator as it was being refilled. A 19-year-old Israeli woman has spent more than three months in military prison in what supporters say is the longest sentence ever handed down to a female conscientious objector. Tair Kaminer is refusing to perform compulsory military service because of her opposition to Israel’s nearly 50-year military occupation of Palestinian lands. Although she is not the first conscientious objector, her lengthy jail term — coupled with a newspaper column she writes — are drawing additional attention to her case. BUSINESS The Obama administration unveiled a new rule Wednesday that makes millions of middle-income workers eligible for overtime pay, a move that delivers a longsought victory for labor groups. The regulations, which were last updated more than a decade ago, would let full-time salaried employees earn overtime if they make up to $47,476 a year, more than double the current threshold of $23,660 a year. The Labor Department estimates that the rule would boost the pay of 4.2 million additional workers. The change is scheduled to take effect Dec. 1. The move caps a long-running effort by the Obama administration to aid low- and middle-income workers whose paychecks have not budged much in the last few decades, even as the top earners in America have seen their compensation soar. The last update to the rules came in 2004, and Wednesday’s announcement is the third update to the salary threshold for overtime regulations in 40 years. “Along with health care reform, this is one of the most important measures that the Obama administration has implemented to help middle-wage workers,” said Jared Bernstein, a former chief economist for Vice President Biden and a senior fellow at the Center on Budget and

Policy Priorities. About 35 percent of full-time salaried employees will be eligible for time and a half when they work extra hours under the new rule, up significantly from the 7 percent who qualify under the current threshold, according to the Labor Department. The shift was swiftly criticized by small business owners, nonprofit groups and universities that say they may have to switch some salaried workers to hourly positions to afford the new threshold. And instead of seeing bigger paychecks, some salaried workers may be assigned fewer hours, they said. “For many of these types of employees, they’re going to be viewing it as a demotion,” said

Government officials are assisting the campaigns to tighten security as the race for the White House intensifies. The activity follows the pattern set in the last two presidential elections. Hacking was rampant in 2008, according to U.S. intelligence officials, and both President Barack Obama and Mitt Romney were targets of Chinese cyberattacks four years later. Nevertheless, experts say Donald Trump and Hillary Clinton’s campaign networks aren’t secure enough to eliminate the risk. Some threats are publicly known. The international group of activists and hackers known as Anonymous, for instance, has declared cyberwar on Trump, urging supporters to take down his website and expose private information. John Dickson, of secure software developer Denim Group, and other experts said they weren’t privy to any hacking incidents so far. But as the political conventions and general election near, they worry about a well-timed, sophisticated attack by a government to help a candidate. “Think of the Chinese. Think of the Iranians. Several players are underperforming, among them Jayson Werth, Ben Revere, Anthony Rendon, Ryan Zimmerman and Danny Espinosa. One part of the lineup that is causing particular problems: the top. Of the 30 major league teams, Nationals leadoff hitters had the lowest average (.172) and on-base percentage (.219) in their first 39 games. But the issue isn’t simply the top spot: Rendon, dropped from second to sixth in the order Tuesday, has also struggled. A career .270 hitter, he was batting .229. He was replaced in the No. 2 hole by Werth, who was batting only .210 with an on-base percentage of .265. FESTIVALS Washington artist Kelly Towles is hoping you’ll come out this month to watch paint dry. Towles is heading up Pow! Wow! DC, an art series that’s turning the buildings of NoMa into canvases and letting 19 local and international artists loose. It’s the first East Coast iteration of the Hawaii-based art movement Pow! Ride a bike just how you like The first DC Bike Ride offers cyclists 17 miles of car-free roadways BIKES On Sunday, a few thousand cyclists will take to the District’s streets without fear of being sideswiped by cars, slowed by roaming pedestrians or — bless the cycling gods — thrown to the pavement by an abruptly opened car door. Seventeen miles of roadway will be closed to cars and pedestrians as part of the inaugural DC Bike Ride, in which an expected 8,000 registered cyclists — from Lycra-wearing road warriors to couples on tandem bikes and parents towing trailers — will take a leisurely, noncompetitive ride along the Mall

and Potomac River. The Finish Festival, featuring music from DJ and Roots drummer Ahmir “Questlove” Thompson, as well as D.C.-based ’90s cover band White Ford Bronco, will be open to the public and mark the finish line along Constitution Avenue between Pennsylvania Avenue and Third Street NW. “The number of walking and running events in our area is extraordinary, but there were zero mass-participation, closed-road bike events,” says organizer Greg Bibb, who heads Arlington-based Capital Sports Ventures. Starting from Pennsylvania Avenue and Third Street NW, cyclists will cross the Mall and head west to Georgetown before looping back to take the 14th Street Bridge over the river to Arlington and then back toward

the Capitol. (HOV lanes on I-395 will be shut down for part of the day.) A similar event called Bike DC was held from the late 1990s until its cancellation three years ago, when its organizers failed to negotiate the mess of red tape necessary to close roads overseen by the National Park Service, Capitol Police, Arlington and the District. As with that event, a portion of the proceeds from DC Bike Ride will benefit the Washington Area Bicyclist Association. The group will use the money to work on the Vision Zero initiative, which aims to eliminate traffic fatalities in the District by 2024. Online registration ended Wednesday. If spots remain available, in-person registration ($60) will take place during

Back for another round New Belgium’s annual Tour de Fat celebrates beer, bikes and silliness

FESTIVALS For obvious reasons, bicycles and beer don’t always mix. Yet New Belgium Brewing Company might not even exist if it weren’t for bicycles. Fat Tire amber ale, the craft brewery’s flagship offering, was inspired by a bike and brewery tour that co-founder Jeff Lebesch took through Belgium decades ago. The Colorado-based brewery’s logo includes a bicycle, and bikes are part of the perks of working for the company: After a year on the job, employees get a bike as a gift; after five years, they get to take a bicycle trip through Belgium. “Biking is something that a lot of our employees really embrace,” says the brewery’s Matt Kowal. “We have full bike racks every day because so many people ride their bikes to work.” Then there’s Tour de Fat, the company’s annual touring beer and bike festival that begins Saturday in Washington at Yards Park before moving on to eight other cities. The free festival, now in its 17th year, starts with a morning bike ride before a day filled with music (from Esme Patterson and Los Amigos Invisibles), comedy, carnival-style

sideshows, eccentric bicycles and New Belgium brews (see sidebar). “I think the first show is always going to have a good energy to it, the excitement of getting back on the road,” says Kowal, Tour de Fat’s impresario, talent booker and emcee. D.C. is an important stop on the tour, Kowal says, because biking needs the kind of infrastructure government can provide. “If you want to show that biking isn’t just something that’s a novelty, then D.C. is the place to show how serious you are about it,” he says. “We really care about bikes so we like going to D.C. and feeling a little closer to the [halls] of power.” Proceeds from beer sales at Tour de Fat go toward local bike nonprofits, including the Washington Area Bicyclist Association, the D.C. chapter of Black Women Bike and Fairfax Alliance for Better Bicycling. Attractions at Tour de Fat include the bike rodeo, where attendees can take one of a halfdozen weird bikes out for a spin. “There’s one where you pedal backward and then it goes forward,” Kowal says. You can also compete in a goofy “The Bike Is Right!” game show to win a Fat Tire-branded bike. “We’re selecting contestants to come up from the crowd and compete by dancing and clowning and charming their way to a new bicycle with a lot of

A taste of Carnie Blood If you go to Tour de Fat for the brews, you’ll be happy to find a few new offerings this year. Citradelic, a tangerine-flavored IPA, and Heavy Melon, a watermelon lime ale, join a slate of old favorites and “will be great if it’s a hot day,” says the brewery’s Matt Kowal. But the real draw for beer geeks is Carnie Blood, an ever-changing beer brewed exclusively for Tour de Fat. This year’s version is a chicory chocolate imperial stout with 9.1 percent alcohol by volume. “It’s not aged on wood, but chicory gives it a bit of that flavor, like French coffee, a woodsy earthy flavor,” Kowal says. It’s irk the bike day Biking to work is great! If you can put up with cars. And the weather. COMMUTING Bike to Work Day is Friday, so you’ll be hearing a lot about how great it is to commute that way. And, sure, you do get good exercise, help the environment and never have to wait for Metro. But what about all the irritations of biking to work? Shouldn’t you know about some of the notso-great stuff? Well, I’ve been commuting to work by bike for about 25 years, so I’m in a position to share insights gleaned from decades of kvetching. Here are my top pet peeves about bike commuting:

Taxis Let’s just say that failing to signal only begins the list of careless behaviors exhibited by cabbies, so cyclists need to pay extra attention whenever one is in close proximity. And, yes, a taxi driver could complain about cyclists who don’t obey lights, stop signs and other traffic rules, but in fairness, we aren’t likely to seriously injure anyone (except maybe ourselves).

‘Get on the sidewalk!’ Ride a bike on city streets for any length of time, and you’re bound to hear this thoroughly misguided sentiment at some point. Bikes are

fast-moving vehicles that really do belong on roads. And it’s illegal to ride a bike on the sidewalk in most of what’s called the Central Business District in D.C. (basically, between Massachusetts Avenue NW and the Mall).

Getting wet Riding a bike in wet conditions can too often make people feel like they’ve returned to the days when they tottered around in soggy diapers. Wearing cycling gear is always preferable, especially in bad weather, but commuters who don’t want to change should at least consider keeping rain pants and waterproof socks in their bags. Few pleasures are as accessible, and good for you, as flying downhill on a bicycle. It’s accessible because bikes can be had for less than $100, or rented through Capital Bikeshare for $8 a day. It’s good for you because, chances are, you had to huff up that hill before you sped down it. We tested three popular trails to see how much fun two wheels can be. SADIE DINGFELDER (EXPRESS) WHERE IT GOES: Georgetown to

Silver Spring

ROAD CONDITIONS: From Georgetown to Bethesda, this trail is a glorious, sun-dappled stretch of pavement. North of Bethesda, it’s made up of gravel paths and regular streets; there are plans to pave it. THE SCENERY: This 11-mile trail

affords spectacular views of the Potomac River and rich people’s backyards. WHO YOU’LL SHARE THE ROAD WITH: Cyclists on expensive bikes. FITNESS LEVEL REQUIRED:

Southbound riders need only to be heavier than air — it’s a gentle coast downhill almost the entire way. The return trip requires significantly more stamina.

BOOKS If you have a bicycle, you might want to buy it a birthday cake. One hundred and fifty years ago, Pierre Lallement, a French mechanic working in Brooklyn, won the first patent for a pedal-powered bike. Though some believe Lallement stole the idea from his former employers

Persuasive advertising Before the 1890s, most ads merely listed an item’s price and availability. Bike ads were among the first to claim that buying something could improve your life — by, for instance, helping you get a date, or impressing the neighbors. “Our consumer culture that’s persisted through the 20th century was fostered by t he bicycle i ndust r y,” Guroff says.

Medical empiricism In the late 19th century, many American doctors warned against too much exercise, believing that overexertion caused a vast array of ailments, including heart disease and depression. People took to two wheels anyway, and quickly discovered the salutary benefits of exercise. “It introduced a new strain of skepticism that helped to modernize American medicine,” Guroff says.

Paved roads America’s rural roads were a rutted, muddy mess until cyclists banded together with farmers in the 1890s to demand that state governments take responsibility for paving and maintaining them. The powerful bicycle lobby also persuaded Congress, in 1893, to create the Office of Road Inquiry,

which later became the Federal Highway Administration. “Bicyclists helped pave the way for cars,” Guroff says.

Airplanes Lots of inventors were trying to create a heavier-than-air flying machine in the early 20th century, but the Wright brothers, who were bicycle mechanics, succeeded because they realized that flying — like riding a bike — would take skill and practice. Jane Austen’s ‘good stuff’ FILM Even Jane Austen needs a little help sometimes. That’s what Whit Stillman found out while writing and directing “Love & Friendship,” which opens locally Friday. The film is based on Austen’s unfinished novella “Lady Susan,” which is believed to have been written in the 1790s (around 20 years before the publication of “Sense and Sensibility” and “Pride and Prejudice”), revised around the turn of that century, and not published until long after Austen’s death. Glu Mobile, the company behind the enormously popular Kim Kardashian game, is launching “Britney Spears: American Dream” this week. Spears’ game casts each player as a budding pop star who must amass a fan base in order to eventually duet with the “I’m a Slave 4 U” singer. While the game is free to play, users can pay real money for a piece of Spears’ virtual wardrobe. “Britney Spears: American Dream” mostly involves players tapping touchscreens to change their avatar’s outfits, design music covers, collect pets and perform at various venues — from the local Starbeans to Spears’ stage at Planet Hollywood in Las Vegas. Glu is currently working on titles starring Nicki Minaj and Taylor Swift. (AP)
