A 22-year-old man was rescued Saturday after falling through the roof of a Colorado restaurant and becoming lodged in a greasy kitchen air duct. Officials say Andrew Neely was trapped in the chimney when he called 911. Firefighters and Fort Collins police found the man and crews forced the restaurant door open. THE DISTRICT Last March, D.C. Council member Vincent B. Orange, D-At Large, hit the Dupont clubs with three constituents. With a sound meter in hand, the group measured the sounds emanating from several popular weekend spots. Orange was traveling with the D.C. Nightlife Noise Coalition, a Dupont watchdog group that fights to ensure businesses comply with the law, which states that sound in a commercial zone at night cannot exceed 60 decibels, the level of a normal conversation.

More than a year later, they say the sound has not subsided. And now, Orange may have a solution. The Council member introduced legislation this month that would require each D.C. establishment with a liquor license to measure its noise levels outside every hour it’s open between 9 p.m. and 4 a.m. The bars and restaurants would then record their findings and submit them each week to the Alcoholic Beverage Regulation Administration — the city agency tasked with determining if liquor-licensed establishments are disturbing the peace and quiet of their neighborhoods. After three noise violations, ABRA would suspend the establishment’s liquor license and,

after the fourth, the agency would revoke the liquor license. “I see that there is a tremendous amount of noise,” Orange said. “The law is clear, 60 decibels. … If the industry wants the government to stay out of this, then they need to follow the law.” Orange says he doesn’t expect the bill to pass intact. But he hopes the introduction of the legislation serves as an impetus to discuss how to ensure the city’s nightlife establishments do more to comply with noise laws. A hearing is scheduled for July 9. Jessie Cornelius, a spokeswoman for ABRA, says the agency is reviewing the bill and will provide comment at the hearing. PERRY STEIN (THE WASHINGTON POST)

The rankings looked at where Orkin provided the most customers with mosquito treatments in 2014 and does not account for an area’s population size, so swat these rankings with some skepticism. Supreme Court says out-of-state earnings cannot be taxed twice MARYLAND A Supreme Court ruling in a Maryland tax case will cost the state an estimated $200 million in refunds it will have to pay residents stretching back seven or eight years, state officials estimated Monday. The 5-4 decision also means Maryland counties will lose about $42 million annually in tax revenue going forward, after the high court ruled that it is unconstitutional not to allow a tax credit for money residents make in other states. Maryland does not apply the tax deduction on a local “piggyback” tax collected on income tax by counties. Last month, lawmakers prepared for an unfavorable ruling by directing money to be paid out of a state reserve fund that is set aside to pay tax refunds. Lawmakers also stipulated that local governments will repay the money, staggered out over nine quarters to help soften the blow. The ruling will have the biggest impact on Montgomery County, the state’s largest jurisdiction in the suburbs of the nation’s capital. County officials estimate the impact for the next fiscal year, which begins July 1, will be between $8 million and $10 million. The county’s share of the repayment plan is estimated to be more than $50 million in fiscal year 2017. While Montgomery County’s overall budget is about $5 billion, the setback is still significant. Maryland officials have been bracing for the bad news.

Report: D.C. pre-K scores are mixed EDUCATION Most taxpayer-funded preschool programs in the District scored above targets for promoting social and emotional development and maximizing student learning time, and below targets for providing instructional supports to students, according to a report released by the Office of the State Superintendent for Education. The report is the first to use a common tool to measure the quality of pre-kindergarten classes across the city. As access to pre-school programs increases across the country amid an Obama administration push to expand early education, variable quality is a growing concern. On a scale of 1 to 7, researches

found that “threshold” scores of five or more in emotional support and classroom organization, and scores of three or more in instructional support, are associated with better outcomes for children. Average scores across D.C. surpassed the threshold for emotional support (which includes positive climate, teacher’s sensitivity and regard for students’ perspectives) and classroom organization (which includes behavior management and productivity.) But scores fell below the threshold for instructional support, with an average score of 2.5. That category includes concept development, quality of feedback and language modeling. President Barack Obama ended long-running federal transfers of some combat-style gear to local law enforcement on Monday in an attempt to ease tensions between police and minority communities, saying equipment made for the battlefield should not be a tool of American criminal justice. Grenade launchers, bayonets, tracked armored vehicles, weaponized aircraft and vehicles, firearms and ammunition of .50-caliber or higher will no longer be provided to state and local police agencies by the federal government under Obama’s order. “We’ve seen how militarized gear can sometimes give people a feeling like there’s an occupying force, as opposed to a force that’s part of the community that’s protecting them and serving them,” Obama said, nine months after an outcry over the use of riot gear and armored vehicles by police confronting protesters in Ferguson, Mo. Obama made his announcement in Camden, N.J., where he praised efforts by the police department to improve their relationship with a poor community struggling with violence. With police under increased scrutiny over highly publicized deaths of black suspects nationwide, Obama also unveiled the final report of a task force he created to help build confidence between police and minority communities. And he issued a broader appeal for Americans

to address racial disparities and the needs of poor communities before they erupt into disorder. He also reiterated his call for overhauling sentencing practices for nonviolent drug crimes. “We can’t ask the police to be the ones to solve the problem when there are no able-bodied men in the community or kids are growing up without intact households,” he said. In addition to the prohibitions in his order, Obama also is placing a longer list of military equipment under tighter control, including wheeled armored vehicles like Humvees, manned aircraft, drones, specialized firearms, explosives, battering rams and riot batons, helmets and shields. Starting in October, police will have to get approval from their city council, mayor or some other local governing body to obtain such equipment, provide a persuasive explanation of why it is

Quiet sexism on Capitol Hill can be boiled down to a tale of two congressional aides: One is a man who can meet with his male boss after hours without anyone asking questions. The other is a woman who cannot because that might give people the wrong impression. An anonymous survey of female staffers published Friday by National Journal found several women who work with congressmen or senators reported they’re not allowed to drive alone with their male bosses or talk one-on-one behind closed doors. Some of the highlights: One representative’s wife thought the frequent presence of a female aide was “unseemly.” A chief of staff felt a female aid appearing in too many photos with a senator was “inappropriate.” A manager feared spending too much time with women might spark rumors. If such policies exist, they may violate employment discrimination laws. Beyond that, they can disrupt a staffer’s daily duties — and their careers. A male staffer with equal experience at first may get ahead faster through bonding with leaders and gaining experience informally closed off to his female counterparts. “Even though my boss is like a second dad to me, our office was always worried about any negative assumptions that might be made,” one respondent said. nation+world LONDON The European Union on Monday approved the use of military force to take on migrant smugglers in the Mediterranean, significantly escalating Europe’s response to a crisis that has left at least 1,800 people dead this year. The decision allows European governments to move ahead with plans for a naval operation that has been taking shape for weeks and that officials say is crucial to any attempt to confront the burgeoning tide of smuggler vessels ferrying migrants from North Africa to Europe.

The mission’s aim is to destroy smuggler vessels before they take on their human cargo. But that will require authorization from the U.N. Security Council, which has begun to consider the matter after E.U. officials made their case in New York last week. Approval is far from certain, especially after Russian officials expressed misgivings about a mission that could involve European warships operating in Libyan territorial waters. DIY morphine raises alarm SCIENCE Scientists have figured out how to make morphine and similar painkillers without opium poppies, opening the door for homebrewed drugs and wider abuse. While no one has yet reported making morphine in the lab from scratch, some experts are calling for regulations to prevent garage tinkerers from making do-it-yourself morphine, which can be converted into heroin. Society needs to “think this through now before it becomes a reality,” said bioengineer John Dueber of the University of California, Berkeley, who led a team

that discovered the missing link of the process. The findings were published Monday in the journal Nature Chemical Biology. Poppy pla nts have been farmed for centuries for opium, from which morphine is derived. The controlled substance is often used before and after surgeries to relieve severe pain. For the past decade, various groups of researchers have hacked the DNA of yeast to mimic poppies, in hopes of creating cheaper and less addictive pain relievers. So far, the yeast strains created can only perform the last steps of a long process

In a commentary in the journal Nature, some researchers called for restricting the modified yeast strains to licensed facilities so that they won’t fall into the wrong hands. Sunday’s melee at the Twin Peaks restaurant in Waco drew a broad police response that included placing officers atop buildings and highway overpasses to watch for other bikers rushing to the scene to retaliate. Waco police Sgt. W. Patrick Swanton said it’s too early to determine how many gang members will face murder charges.

McLennan County Justice of the Peace W.H. Peterson set bond at $1 million for each suspect. Peterson also performed inquests on the nine dead bikers but declined to identify them pending notification of family. Five known gangs were believed to be involved in the brawl, Swanton said, but he would not identify them. Police acknowledged firing on armed bikers. But it was unclear how many of the dead were shot by gang members and how many had been shot by officers. Five gangs had gathered at the restaurant as part of a meeting to settle differences over turf and recruitment. Prior meetings had been held at the restaurant, and managers there had dismissed police concerns over the gatherings, Swanton said.

Twin Peaks, a national chain, on Monday revoked the franchise rights to the restaurant because the management team did not establish the “high security standards” that the company requires. The Texas Alcoholic Beverage Commission on Monday issued a seven-day suspension of the restaurant’s liquor license. Police and the restaurant operators were aware of Sunday’s meeting in advance, and 18 Waco officers in addition to state troopers were outside when the fight began, Swanton said. More Americans will be exposed to heat waves in the future because of both rising temperatures and population growth in warmer areas, scientists warned in a study published Monday in the journal Nature Climate Change. Police in the Central American country are stopping at nothing to curb gang violence

SAN SALVADOR Most nights now, men in black masks sweep through San Salvador house to house, rousting shirtless boys from their mattresses, shining flashlights across their torsos, looking for tattoos. The police officers rummage for drugs and guns but will settle for Nike Cortez sneakers — a gang favorite — or any symbol of affiliation, like a little grim reaper scribbled on a bedroom wall. Then it’s into cuffs and down to the station. Because for the 500 members of El Salvador’s anti-gang police force, this has become personal. In El Salvador, the homicide rate has spiked to its highest level in a decade, putting the

tiny Central American nation on pace to become the most deadly country in the hemisphere. Nearly the entire country is divvied up between the two main rivals, Mara Salvatrucha and the 18th Street gang. Police say there are now more than 30,000 gang members inside and outside prison; other estimates put the number at twice that, or about half the size of the nation’s police force. Since a 2012 truce between the two gangs crumbled last year, violence has surged. More than 1,800 people have been killed this year, including two dozen police officers, most slain while off-duty. Pedro Gonzalez, the leader of the police’s anti-gang force, didn’t

support the truce. He believes that the gangs used that time to rearm. Amid a public outcry, Gonzalez’s forces have ratcheted up their operations, killing suspected gang members and arresting more than 4,400 others this year. New laws have made it harder to investigate police violence. The country’s vice president, Oscar Ortiz, has said that police “must use weapons and should do so without fearing consequences for their actions.” The gangs issued a statement last month saying that police are the most dangerous criminals and “what their actions are feeding is war.” “It is a police force that is

riddled with corruption and has a very strong tendency to abuse authority under the pretext of security,” said Jeanne Rikkers, who has worked on police and human rights issues for years in San Salvador. “The general impression is the police can do whatever they want.” But Gonzalez says the political climate has changed. “If these killings of gang members had happened five years ago, these police would be in prison,” he said. “The population supports these types of procedures. Underemployed college grads getting a boost The era of the overeducated barista is coming to a close. In the wake of the recession, the ranks of the unemployed in America doubled. Competition for the few open jobs was fierce. The result was an army of underemployed workers. Those with bachelor’s degrees who couldn’t get hired in their fields were taking positions as waitresses and receptionists, leaving those with less education to scramble for lower-skill jobs. “That’s not good for the economy in the long run,” said Jonathan Willis, vice president and economist at the Kansas City Federal Reserve. “You want a good allocation of workers, which ties to issues like productivity.” His research with fellow Fed economist Didem Tuzemen shows the trend is finally starting to reverse course. Over the past year, high skill jobs accounted for more than 80 percent of net job growth. That’s meant stronger employment for recent college graduates — underemployment is at 44.6 percent, down 2 percentage points from its peak a year ago — but it also means firms are increasingly hiring those with less education into high-skill jobs as well. Defensive strides While much attention has focused on Harper’s maturation at the plate, another part of his game has also gotten better: his defense. Caps GM goes over offseason to-do list Finding a player to join Ovechkin, Backstrom on top line is a priority CAPITALS Capitals general manager Brian MacLellan said Monday that adding a top-line right winger to play with Alex Ovechkin and Nicklas Backstrom is among his offseason priorities. Speaking to reporters for the first time since the Capitals lost Game 7 in their second-round series against the Rangers last Wednesday, MacLellan noted that a more consistent option on their No. 1 line is desirable. Ovechkin and Backstrom played with nine different wingers this past season. “It’s on the shopping list,” MacLellan said. “It would be a priority for us if we could find a guy that could play there. … I don’t like to see revolving players go through that spot all year. You’d like to see more stability where a guy is there almost permanently.” MacLellan suggested that acquiring a top-line winger may have to come from a trade rather than through free agency. “Otherwise, we’ll have to develop a guy,” he said. “We’ll have

to look at [Andre] Burakovsky; we’re going to have to find a guy. But that is a priority.” Re-signing upcoming restricted free agents Braden Holtby, Marcus Johansson and Evgeny Kuznetsov is also on MacLellan’s offseason to-do list. All three are due raises, but MacLellan cautioned that players may have to take less than market value to help keep the team intact. “It’s important for players to realize that we’ve had a successful team and if they believe we have a chance moving forward to win a championship, going for max dollars, which you could make the choice to do, … would hinder our ability to compete going forward.” The NHL salary cap is expected to be around $70 million next season. As it stands now, the Capitals have just under $50 million invested in 14 players, not including restricted free agents Holtby, Johansson, Kuznetsov and Nate Schmidt. Easing the wheezing Down for the pollen count? Fight your allergies, and come out smelling like a rose. TREATMENT Kelly Ann Collins of Bethesda thought she had her allergies beat. After years of taking daily antihistamines and, often, antibiotics for chronic sinus infections, she discovered several food allergies were making her more susceptible to seasonal allergens. For the past few years, diet alone has kept her sinus infections at bay. But last week, Collins awoke to find her eyes swollen shut from pollen that was lodged inside them. Now she’s back on antibiotics, this time for pinkeye. The CEO of a social media company, Collins took to Twitter to vent: “Am I living inside a flower + sleeping on a pollen pillow? Feels like it. Wow.” It was retweeted more than 200 times. If pollen seems to feel more onerous each year, that’s because it is. This season continues a 20year trend of increased pollen in the atmosphere, according to the Landover, Md.-based Asthma and Allergy Foundation of America,

which ascribes the trend to rising temperatures and greenhouse gasses. In D.C., the delayed onset of spring has made for a compressed allergy season — trees pollinated late but quickly, and grass pollen is expected to blow in soon, says Dipa Sheth, an allergist and immunologist at the GW Medical Faculty Associates. That may explain the term “pollen tsunami” being bandied about. “You keep getting assaulted, basically,” Sheth says. But D.C.’s sneezing, itching and congested masses can take steps to feel better. For starters, identify the source of the allergy, Sheth says. That involves seeing an allergist for skin-prick testing and, from there, avoiding or managing triggers. If grass is the problem, for example, skip the mowing, she says, or proceed with a mask and meds. As for medicine, don’t wait until symptoms strike to start using over-the-counter nasal sprays and non-sedating antihistamines.

What exactly are allergy symptoms? Itchy eyes, runny nose, fatigue — the same ones as with a cold, says Talal Nsouli, a professor of pediatrics at Georgetown University School of Medicine and director of the Watergate & Burke Allergy & Asthma Centers. “A cold that doesn’t go away is an allergy.” The severely allergic may consider immunotherapy through a course of injections, says Sheth, who noted recent FDA approval of immunotherapy tablets for grass and ragweed allergies. Meanwhile, simple measures

can relieve allergies. Avoid tracking pollen into the home by closing windows and doors, leaving shoes at the door and changing clothes when coming home, Sheth says. “You can go to your room” for that last bit. “You don’t have to strip right there.” Allergy sufferers need not seal themselves off to the outdoors — except, perhaps, on high-pollen days — but should use caution. “Be picky about when you head outside,” says Sanaz Eftekhari, spokeswoman for the Asthma and Allergy Foundation, noting that pollen counts are highest in the morning. She also suggests showering nightly to rid pollen from hair and using products that meet allergy standards (see aafa.org/certified for more info). The bottom line: Manage your allergies so they don’t manage you. “A lot of people just wait until they’re miserable,” Eftekhari says. “Be proactive about it.” I d e a l ly, t h a t w i l l h e l p you breathe a sigh of relief.

The “Pitch Perfect” ladies want to see more films made by women, not more roles as “the girlfriend.”

What not to learn from ‘Pitch Perfect’ success “Pitch Perfect” made a boatload of money last weekend — more than $70 million. In its efforts to replicate that success, what will filmmakers learn? Probably not that women make money too, and they’re willing to spend it on a movie that’s worth their time. Kendrick is a tiny and hilarious actress. You know who else is tiny and talented and underutilized in superhero movies? Emma Stone, Natalie Portman and Amy Adams, Oscar nominees doing time as love interests in “The Amazing Spider-Man,” “Thor” and the upcoming “Batman v Superman: Dawn of Justice.”

Deadline reports Banks had the highest opening ever for a first-time director. Promising directors tend to be rewarded by getting a franchise deal, which takes them away from new work. Phil Lord and Christopher Miller (“The Lego Movie”) will direct “The Flash” and Rian Johnson (“Looper”) is on board for “Star Wars: Episode VIII.”

If a movie works well, why not make more just like it? That’s the wisdom when it comes to blockbusters. No sooner is “Guardians of the Galaxy” a hit than “Suicide Squad” is announced. And if one live-action Disney tale does well, why not transform all the animated classics? Brace yourself for movies with titles like “Beat Down” and “Tune Up.”

Let’s sign the crew up for multi-film deals and spinoffs. If audiences liked watching Beca (Kendrick) and Jesse (Skylar Astin) fall in love, maybe they’d also like to watch as Beca and Jesse pursue music careers, but are torn apart by jealousy (because Beca makes it, while Jesse flounders). In a few years, producers can remake the first movie with fresh new faces. Who has time for originality when there’s money to be made?

Just married: The real star of ‘Glee’ “Glee” star Heather Morris (aka Brittany) married her high school sweetheart, Taylor Hubbell, on Saturday in Topanga, Calif. Several “Glee” alums attended, including Naya Rivera, Kevin McHale, Jenna Ushkowitz, Vanessa Lengies and Grant Gustin, Us Weekly reported. Morris and Hubbell welcomed their first child in September 2014, and got engaged last August. (EXPRESS)
