A castle in Scotland had to close its tunnel to visitors after the area was seized by an angry badger, the BBC reported last week. A spokesman for Historic Environment Scotland, which manages the nearly 500-year-old Craignethan Castle, said staffers were trying to lure out the antagonistic visitor with cat food and honey. But he couldn’t make it all work. And the college wouldn’t let him enroll again until his debts were paid. Later that month, I saw him sing at St. Luke’s Episcopal Church. My untrained ear told me I had walked into something special. The entire church was filled with the deep, sonorous baritone of an older, barrel-chested man. But at the altar was a string-bean kid with a high-top fade. Anderson is the youngest of seven children, raised by a single mom after his dad was killed in a drive-by shooting when he was 3 years old. The Washington Post published my column about Anderson right after his concert. His GoFundMe swelled to about $50,000.

The Richmond Times-Dispatch reported that Northam on Monday appointed Brian Ball as the new Secretary of Commerce and Labor. Ball replaces Esther Lee, who is leaving the administration for family reasons after taking the job in January. Ball served as deputy secretary under Lee. Linking agencies: IG report reveals biggest challenges that some matters, including national security, public safety and public health, are not included on the list. Relatively few inspectors have oversight on those life-and-death issues, so they were not among the topics most often reported. By identifying the most frequently cited subjects, the council allows policymakers and program administrators to examine why so many agencies suffer from the same disorders. But the report does not tell us why these maladies metastasize. “Although we could not conclusively determine the underlying reasons why these issues were more frequently reported … we noted that many of the challenges were negatively impacted by resource issues, both human and budgetary, and federal agencies’ failure to use performance-based metrics to assess the success of their programs and operations,” according to the report. This report is another attempt by the council to elevate and make more available the work of inspectors general. The council took a major step in that direction in October, when it launched oversight.gov. This well-done website provides

Clarifying rules on using leave for bad weather

In an operation as large as Uncle Sam’s, it is inevitable that mistakes will be made, inefficiencies will happen and problems will develop. But why do the same issues come up over and over and over? A new report by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) doesn’t answer that question, but for the first time it does provide a guide to the most common concerns that cut across agency lines. The report, being released at a House Oversight and Government Reform hearing today, catalogues the seven “top management and performance challenges” cited by 61 inspectors general (IG). Those challenges are: information technology security and management; performance management and accountability; human capital management; financial management; procurement management; facilities maintenance; and grant management. No matter how exciting topics like procurement management might be to number crunchers, the report notes

a searchable bank of reports from across the government. Inspectors general are one of the few groups of federal employees to generally enjoy widespread support on Capitol Hill. Yet presidents of both parties have left a number of IG offices without permanent leaders. Currently, there are 14 vacancies, according to the Project on Government Oversight. The lengths of the vacancies range from 137 days at the Department of Homeland Security to 3,340 days at Interior. The inspectors general

regularly point to problems within agencies, and even among top agency leaders. “It is not a job designed to make us popular,” Glenn A. Fine, the Defense Department’s principal deputy inspector general, said in testimony submitted to the committee. Q. The government just created something called “weather and safety leave.” Couldn’t agencies already dismiss employees from work for weather or safety reasons? A. Yes, but up to now, it has been done under a catchall authority called “administrative leave,” which agencies used even though there was no explicit provision in law allowing it. A 2016 law formally put administrative leave on the books as a form of paid leave that an agency can grant for nonwork activities during working hours that further its interests, such as allowing employees to participate in agency-sponsored blood drives. That law also created other types of leave for situations in which agencies commonly had used administrative leave. One applies when severe weather or other reasons make it unsafe for employees to commute or to work at a site. Rules finalized last week cover situations including terrorist attacks, snowstorms and a building power outage. Still pending are proposed rules on using administrative leave, as well as on two other forms of leave the law created. 1 dead after jet engine blows up mid-flight Damaged Southwest plane forced to make emergency landing PHILADELPHIA A Southwest Airlines jet blew an engine at 32,000 feet and got hit by shrapnel that smashed a window on Tuesday, setting off a desperate scramble by passengers to save a woman from getting sucked out. One person died and seven others were injured. The pilot of the plane, a twinengine Boeing 737 bound from New York to Dallas with 149 people aboard, took it into a rapid descent and made an emergency landing in Philadelphia as passengers using oxygen masks that dropped from the ceiling braced for impact.

Passenger Alfred Tumlinson, of Corpus Christi, Texas, said a man in a cowboy hat rushed forward a few rows “to grab that lady to pull her back in. She was out of the plane. He couldn’t do it by himself so another gentleman came over and helped to get her back in the plane and they got her.” Another passenger, Eric Zilbert, said: “From her waist above, she was outside of the plane.” National Transportation Safety Board chairman Robert Sumwalt said one person died, but he gave no details. It was the first passenger fatality in an accident on a U.S. airline since 2009. The NTSB sent a team of investigators to Philadelphia. Sumwalt said the engine will be taken

apart and examined to understand what caused the failure. Photos of the plane on the tarmac showed damage to at least one window and a chunk missing from the left engine. Philadelphia Fire Commissioner Adam Thiel said there was a fuel leak in the engine when firefighters arrived and a small fire was quickly brought under control. In a recording of conversations between the cockpit and air traffic controllers, an unidentified crew member reported: “We have a part of the aircraft missing, so we’re going to need to slow down a bit.” She also said that there was a hole in the plane and that she was told “someone went out.” ALEXANDRA VILLARREAL

Researchers studying plastic-eating bacteria discovered by Japanese scientists in 2016 inadvertently created a mutant enzyme that “eats” plastic bottles, HuffPost reported. POLITICS CIA Director Mike Pompeo made a top-secret visit to North Korea over Easter weekend as an envoy for President Trump to meet with that country’s leader, Kim Jong Un, according to two people with direct knowledge of the trip. The extraordinary meeting between one of Trump’s most trusted emissaries and the authoritarian head of a rogue state was part of an effort to lay the groundwork for direct talks between Trump and Kim about North Korea’s nuclear weapons program, according to the two people, who requested anonymity because of the highly classified nature of the talks. The clandestine mission, which has not previously been reported, came soon after Pompeo was nominated to be secretary of state. “I’m optimistic that the United States government can set the conditions for that appropriately so that the president and the North Korean leader can have that conversation [that] will set us down the course of achieving a diplomatic outcome that America so desperately — America and the world so desperately need,” Pompeo told the Senate Foreign Relations Committee last week during his confirmation hearing. Speaking at his Mar-a-Lago resort on Tuesday, Trump appeared to allude to the extraordinary

WASHINGTON The Internal Revenue Service will let taxpayers submit their tax returns without penalty through the end of the day today, delaying the deadline a day after widespread failures plagued the agency’s systems for electronically filing returns on Tuesday. The agency’s electronic filing system came back online early Tuesday evening, but for much of the day, the agency’s online channels for direct tax payments, electronic filings and submissions filed via TurboTax and H&R Block were all not working. “On my way over here this morning, I was told a number of systems are down at the moment,” IRS Acting Commissioner David J. Kautter told lawmakers at an oversight hearing Tuesday morning. “We are working to resolve the issue and taxpayers should continue to file as they normally would.” Kautter said the agency was struggling to accept returns from the widely used tax software program TurboTax and the massive tax preparation company H&R Block. Courtyard Smithsonian American Art Museum

The American artistic experience is highlighted and documented at the Smithsonian American Art Museum. Within its walls, numerous galleries tell stories from the Colonial era to present day. Visitors also see how American artists conceptualized their subjects in their chosen craft, from traditional paintings to modern methods of expression, such as photography and digital art. An upcoming exhibit presented by Smithsonian American Art Museum, Diane Arbus: A box of ten photographs, demonstrates how photographer Diane Arbus’s methods ushered camerawork into the realm of “serious” art in her early, but mostly posthumous, career. Through the lens of a camera, using groundbreaking artistic techniques, we

see how she perceived society, and the stories of her subjects are brought to life. When Arbus started her “box of ten” collections in 1969, she planned to create 50. However, only eight had been completed when her life tragically ended in 1971. At the time of her death, Arbus had sold four of the eight collections she had assembled. One of the four, a box purchased by Bea Feitler, art director at Harper’s Bazaar, included an eleventh photograph. The collection was acquired by SAAM in 1986 and will be on display from April 6, 2018 to January 21, 2019. Cuba’s Castro era ends

As Raul steps aside, the island weighs how — or whether — to embrace change

HAVANA Through the Space Age, the fall of the Berlin Wall and the internet era, Cubans held one constant: A Castro ruled the nation. That is about to change. Raul Castro, 86, is expected to step aside as Cuba’s president this week, ending the epochal run of two brothers who sent shock waves through 20th-century politics. Nearly two decades into this century, and less than two years after Fidel Castro’s death, his brother’s exit from Cuba’s top job leaves this insular island at a crossroads, weighing how fast, if at all, to embrace change. In a session of the National Assembly opening today, members are expected to replace Castro with Miguel Diaz-Canel, who has been serving as Cuba’s first vice president. Born after the revolution, Diaz-Canel, 57, grew up in the shadow of the guerrilleros who remain a powerful if aging force in Cuba’s decision-making apparatus. He is viewed as a consensus builder unlikely to push for quick reform. Castro has laid the groundwork for his exit for years, and the passing of the torch is highly symbolic. When Raul took the reins from Fidel in 2008, a Castro was still in charge. This time, the succession amounts to a tricky effort to build a new generation of leaders without the Castro name, considered essential to cementing Cuban communism. The transition is happening at a time when a decade-long opening under Castro has begun to alter Cuban life. Access to the internet is still subpar, but hot spots are more widely available. There are now more than 5 million cellphones in this nation of 11.5 million people. More than 550,000 Cubans work in the private sector. After years in which

Cubans were forced to obtain permission to leave the country, these days they can travel freely. Yet in a country where streets are still swimming in 1950s Chevys and Fords, life can feel plagued with problems that never really went away. Locals talk of periodic shortages — eggs, potatoes, toilet paper. Turnout in recent municipal elections stood at 82.5 percent — the lowest in four decades, and a stunningly low number in a country where citizens face high pressure to vote. In a one-party state, few here are openly clamoring for radical political change. And in an important sense, this week’s transition will not mean the end of Castro leadership, since Raul will remain the head of the powerful Communist Party. Some are testing the boundaries of official tolerance through independent-minded blogs and social media. More Cubans are calling for economic prosperity.

Thaw turns chilly The transition of power in Cuba is complicated by a seesaw in U.S.-Cuba relations. The thaw that began under President Obama has given way to a new frost under President Trump. After allegations of a mysterious attack that left nearly two dozen U.S. diplomats stationed in Cuba with brain injuries, Washington has left only a skeleton crew at its embassy in Havana. The United States is now forcing Cubans looking for visas to apply in Guyana, nearly 2,000 miles away, putting the brakes on a host of personal trips and cultural exchanges. (TWP)

systems while vastly expanding the private sector. Though he lacks the Castro name, Diaz-Canel is without doubt blessed by Raul Castro. He has been a constant presence at the side of his reform-minded mentor. But he has also curried favor with the hard-liners, who have largely succeeded in stalling a more drastic opening here. Some Cubans hope that, given his relatively young age, DiazCanel may be willing to take economic reforms further than the Castros ever did. Yet he is also viewed as a party ideologue who was skeptical of the thaw with the U.S. under President Obama. Cuba watchers are waiting to see any shifts this week in the makeup of the nation’s ruling councils of ministers and state, and are particularly keen to see whether senior figures in the revolution, now in their 80s, remain in place. COURTS The Supreme Court said Tuesday that part of a federal law that makes it easier to deport immigrants who have been convicted of crimes is too vague to be enforced. The court’s 5-4 decision — in an unusual alignment in which President Trump-appointed Justice Neil Gorsuch, above, joined the four liberal justices — concerns a catchall provision of immigration law that defines what makes a crime violent. Conviction for a crime of violence makes deportation “a virtual certainty” for an immigrant, no matter how long he or she has lived in the U.S., Justice Elena Kagan wrote in her opinion for the court. The decision is a loss for Trump, who has emphasized stricter enforcement of immigration law. With the four other conservative justices in dissent, it was the vote of the Trump appointee that was decisive in striking down the provision. Gorsuch did not join all of Kagan’s opinion, but he agreed with her that the law could not be left in place. Gorsuch wrote that “no one should be surprised that the Constitution looks unkindly on any law so vague that reasonable people cannot understand its terms and judges do not know where to begin in applying it.” The case turned on a decision from 2015 that struck down a similarly worded part of another federal law that imposes longer prison sentences on repeat criminals. She was 92. The office of her husband, former president George H.W. Bush, issued a statement announcing her death but did not disclose the cause. She was reportedly battling chronic obstructive pulmonary disease and congestive heart failure. Her family announced Sunday that she had “decided not to seek additional medical treatment” after recent hospitalizations amid her “failing health.” As the matriarch of one of America’s political dynasties, Mrs. Bush spent a half-century in the public eye. She was portrayed as the consummate wife and homemaker as her husband rose from Texas oilman to commander in chief. They had six children, the eldest of whom, George W. Bush, became president. Their eldest daughter, Robin, died at age 3 of leukemia, a tragedy that had a profound impact on the family. Her husband served two terms as vice president under Ronald Reagan and then one as president, from 1989 to 1993. On his watch, the Cold War ended, and the nation and its allies achieved a swift and crushing victory over Iraq in the Persian Gulf War — before a faltering economy largely doomed his re-election prospects. Bush, a former governor of Texas, was president from 2001 to 2009, and after the terrorist attacks of Sept. 11, 2001, he led the country into long-lasting wars in Afghanistan and Iraq and the rumblings of

Heading into Tuesday night’s game, the Nationals’ right fielder had seen just 37.5 percent of pitches in the strike zone, his lowest rate since 2013, his second year in the majors. Harper, 25, will rarely chase pitches, swinging 21.8 percent of the time when they’re outside the zone. The benefits of his approach are twofold: He waits for a pitch he likes so he can crush it, or he gets a free pass to first base. Through Monday, Harper’s slugging percentage age w was .919

on pitches in the strike zone, the third-highest in the majors among players with at least as many atbats (54). He led the majors with eight homers in his first 17 games. Harper was also drawing a walk in 27 percent of his plate appearances. Over a full season, that would be the third-highest rate in MLB history, behind two seasons from Barry Bonds. What makes Harper’s feat more interesting is that pitchers threw more than 41 percent of pitches to Bonds in the strike zone over those seasons, perhaps out of fear of who was batting behind him in the order.

This season, Harper isn’t getting much protection from first baseman Ryan Zimmerman, whose .390 OPS entering Tuesday was well below average. It’s no wonder pitchers don’t mind

avoiding the strike zone against Harper — there is barely a penalty for doing so. Zimmerman was also 2-for-18 (.111) with five strikeouts with Harper on base. To be fair, Zimmerman has been unlucky so far. Based on his exit velocities and launch angles, his expected slugging percentage was above-average (.442), but the actual rate was .204. Of the four times he had made contact on the sweet spot of the bat, also known as a barrel, just one — a home run off Atlanta’s Julio Teheran on April 3 — wasn’t an out. Each of those at-bats had at least a 73 percent chance of becoming a hit. Zimmerman hasn’t been the only batter struggling to produce with Harper on base. Through Monday, the team was 13-for-62 (.210) in those situations, yet we would expect it to be .356 based on each hit’s launch angle and exit velocity. If the Redskins want to address their two biggest needs, they’ll use their first pick on a nose tackle or a running back in NFL draft, which starts April 26 — a week from Thursday. But alternate plans are necessary in case the players the Redskins like are off the board when they make their first pick at No. 13 overall. Trading down could allow Washington to recoup some value and still address those needs — or possibly get a look at a cornerback or receiver who has fallen. The Redskins are looking at Washington’s Vita Vea first, but there’s a growing fear that Oakland will pick him at No. 10 overall. Alabama’s Da’Ron Payne represents a solid Plan B. Vea’s initial punch is what NFL scouts most love. One step off the snap and boom, he can bull rush past guards and centers. A two-gap defender with tremendous strength could shore up Washington’s long-needed run defense. But Vea is considered raw and needs to better recognize blocking schemes. Payne is a better run stopper than pass rusher, and he has history playing next to Redskins defensive end Jonathan Allen at Alabama.

The Redskins appear to love LSU’s Derrius Guice, reportedly hosting him at the team complex Monday. In the NFL, that doesn’t mean much. It could be a diversionary tactic to confuse other teams. Guice, a well-balanced runner with power to move the pile, makes a lot of sense for Washington, just not as high as the No. 13 pick. If the Redskins add a pick by trading down, Guice would be a nice fit late in the first round. A handful of quality running backs could be picked on the second or third day — San Diego State’s Rashaad Penny comes to mind — and Washington will likely draft one.

Washington hasn’t quit on Josh Doctson, who showed signs of growth with six touchdown catches last season after an Achilles injury sidelined the 2016 first-round pick for most of his rookie year. Alabama’s Calvin Ridley, however, could tempt the Redskins to add another player capable of developing into a No. 1 receiver. Ridley can run every route but is best used as a deep threat. Paul Richardson signed in the offseason, but he’s a complementary player. Coach Jay Gruden might lobby for the 6-foot-3 target, who needs to add muscle but is capable of stealing Doctson’s job.

Another Crimson Tide player, Minkah Fitzpatrick, is a new-age hybrid who can play safety and cornerback. Fitzpatrick was a rare freshman starter at Alabama and played both positions there. Known as a high IQ player, Fitzpatrick is probably a safety in the NFL, where he can creep into the box as a linebacker in some packages and line up in the slot against fast receivers in others. He can be an intimidator like Redskins predecessors Sean Taylor and LaRon Landry, but he’s also a ballhawk the team badly needs. The Chuck Bednarik Award winner can play right away.

If the Redskins drop down, Louisville’s Jaire Alexander could be a candidate to replace Kendall Fuller as the nickel corner. A knee injury cost Alexander nearly half of his senior year, but he has shown the smarts needed to anticipate routes and the closing speed to mask his mistakes. Watch his eyes on tape — they never leave the quarterback. But, like former Washington corner Bashaud Breeland, Alexander can be overly aggressive and draws a lot of pass interference penalties. He is also a punt returner, which means he could allow Jamison Crowder to focus on offense full-time.

Prine is far from past his prime

Derek Smalls isn’t ready to tap out yet MUSIC Spinal Tap has been silent for years, but one of the band’s septuagenarian rockers has turned his amps up to 11 once again: bassist Derek Smalls. Smalls is the satirical character played by comedian Harry Shearer — also known for “Saturday Night Live” and “The Simpsons” — in “This Is Spinal Tap,” the 1984 mockumentary about a British heavy-metal band. Spinal Tap may not be a real band, but it has released real music. Last Friday, Smalls released his first full solo album, for his 75th birthday. The record, titled “Smalls Change (Meditations Upon Ageing),” is about growing old in the modern world. The fictional rocker is embarking on a real nationwide tour, which ends July 19 at the Kennedy Center, where he’ll play with the National

Symphony Orchestra. And as Smalls tells it, Spinal Tap is done. Finding himself mself without his band, Smalls decided cided to “trot back up the ladder r and see if there’s an attic up there.” ere.”
