Why Are More Moms Staying at Home? To take care of their children, sure, but that’s not the only reason The rising cost of child care is among likely reasons for a rise in the number of women staying home full time with their children, according to a new Pew Research Center report released Tuesday. Other factors cited by Pew to explain the increase include more immigrant mothers, who tend to stay home with children in greater numbers than U.S.-born moms; more women unable to find work; and ambivalence about the impact of working mothers on young children. The share of mothers who do not work outside the home rose to 29 percent in 2012, the study found. That’s up from 23 percent at the turn of the century, according to the report. At the height of the

Washington Quinnipiac University did a fascinating — and remarkably welltimed — poll in which they created a fake congressman (James Miller, a 53-year-old married man with two kids) and then asked voters how they would react to various pieces of information about Miller. Those tidbits ranged from his carrying on an extramarital affair to his hiring a family member unqualified for a job. And, by a somewhat wide margin, the hiring of the family member was seen as a far more egregious and fireable offense than cheating.

Vance McAllister, R-La., told his local newspaper Monday night that, despite the release of a video that shows the married congressman making out with one of his staffers, he does not intend to resign and plans to seek re-election in November. McAllister said he will seek re-election “unless there is an outcry for me not to serve, and so far there has been an outpouring of support, not for my actions, but for me to continue to represent the people.” On Monday, a news outlet released a video that showed McAllister, who campaigned on his conservative Christian faith, kissing a paid member of his staff inside of his district office in December. If voters are told Miller is touting his commitment to “cleaning up government” prior to being informed that he hired a family member to a well-paying position, barely 20 percent say they would definitely or probably vote to reelect him. Federal safety investigators say General Motors failed to respond to more than onethird of its requests for information about a faulty ignition switch linked to 13 deaths by an April 3 deadline. Kiev Struggles With Uprisings Pro-Russian unrest continues in cities in eastern Ukraine
Ukrainian authorities moved to quell pro-Moscow uprisings along the Russian border with mixed results Tuesday, retaking one occupied regional headquarters and watching protesters consolidate their hold on another. In a t h i rd cit y, Lu ha nsk , Ukraine’s Security Service said separatists armed with explosives and other weapons were holding 60 people hostage inside the agency’s local headquarters. Those occupying the building issued a video statement saying they want a referendum on the region’s status and warning that any attempt to storm the place would be met with armed force.

D.C. appeared headed toward a major overhaul of its transportation agencies on Tuesday as a majority of the D.C. Council signed on as co-sponsors of a plan to create a new agency dedicated to parking tickets and a powerful new transit authority to regulate taxicabs, buses, streetcars and bikesharing. The proposal by Council member Mary Cheh, chair of the Transportation Committee, would dissolve the city’s embattled Taxicab Commission, reorganize four city departments and give D.C. motorists and transit patrons one-stop agencies to deal with parking and ridership issues. Council members Muriel Bowser, the Democratic nominee for mayor, and David Catania, who has filed to run for mayor as an independent, signed on as co-sponsors. Ron Linton, chairman of the D.C. Taxicab Commission, went as far as
disparate pieces of parking management, now spread across the city’s Motor Vehicles, Public Works and Transportation departments, into a new Department of Parking Management. The new agency would be responsible for developing parking policy, enforcement and adjudication of violations. Currently, DDOT decides where motorists can park, the Department of Public Works writes tickets for violations and the DMV adjudicates violations. Perhaps the most controversial element of Cheh’s plan would be the creation of a powerful new District Transit Authority. It would absorb DDOT’s responsibility for local public transit design and operation. The new authority would also regulate for-hire vehicles, including taxis, and oversee Circulator buses, which the city currently manages through a contract with Metro. Cheh is planning a series of public hearings and hopes for a vote on the plan in September. If approved, it would be implemented over the following year, potentially establishing the agencies by October 2015.

Region’s Voters Face Long Lines Washington The average voter in the Washington region waited between 23 and 33 minutes to cast a ballot on Election Day 2012, some of the longest wait times in the nation, according to a new report. The report, published Tuesday by the Pew Charitable Trust’s State and Consumer Initiatives program, found a marked improvement across the country in election administration between 2008 and 2012 as states embraced new technology eliminating errors, improving verification and voter registration and allowing voters with

disabilities and illnesses and those serving overseas in the military to cast ballots with more reliability. “This is a bipartisan mix of states,” said David Becker, Pew’s director of election initiatives. “This is not something that only Republicans or Democrats have license to.” D.C. measured near the bottom of most categories in 2008, but District officials have moved to improve the voting experience in recent years. Those steps mean D.C. climbed up the rankings more than any other state between 2008 and 2012. Still, D.C. elections officials issued a large number of provisional ballots on Election Day, an indication of potential problems with the city’s voter registration system. District residents also had to wait in line for an average of 34 minutes to cast a ballot. Only

If the average woman makes 77 percent of what a man makes for equal work, maybe she should only pay 77 percent for purchases as well. That’s the idea, at least, behind a six-week campaign spearheaded by the local chapter of Sheryl Sandberg’s Lean In movement. The group convinced about a dozen local businesses to offer 23 percent discounts to customers on Tuesday, which was Equal Pay Day, as a way of raising awareness of the pay gap. Equal Pay Day marks the symbolic point in the year when women’s earnings catch up — that is, a woman would have to work from Jan. 1, 2013 until April 8, 2014 to make what a man made in 2013 alone. The State of The ‘House’
An eleventh-hour standoff in Md. hits close to home for the Netflix drama Annapolis It was 11:40 p.m. Monday. The end of the 2014 Maryland General Assembly session was 20 minutes away. Lawmakers had passed hundreds of bills. Virtually all that remained was a standoff right out of “House of Cards.” The producers of the popular Netflix series, which is mostly filmed in and around Baltimore, had threatened to leave the state if lawmakers didn’t provide millions of dollars in tax credits. The House of Delegates balked at the power play, thus prompting state senators, who wanted to keep the show in the Free State, to balk at the
House members. If the two sides could not agree, the incentive program would stand at $15 million, to be parceled out among “House of Cards” and other shows, including HBO’s “Veep.” That might not be enough to keep “House of Cards” from leaving. Senators figured they’d need $18.5 million. What hung in the balance was $3.5 million more in tax credits — and whether state lawmakers could wield power over Hollywood. Money vs. power. The Senate vs. the House. The clock was running. Three senators and three delegates huddled in a last-minute conference
committee looking to see if they could bridge the gap. The conversation went nowhere fast. House Ways and Means Chairwoman Sheila Hixson mostly listened, state Sen. Verna Jones-Rodwell compared the debate to a men’s anatomical measuring competition. House Majority Leader Kumar Barve announced that he prefers the British version of “House of Cards.” And state Sen. Roger Manno lectured on the economic benefits of the tax film credit program — largely a conversation with himself. Voices were raised. Body language was aggressive. Pulses were racing. Maryland sets aside $7.5 million annually to reward film production companies that film in the state. But

that allocation has not always been enough to meet the needs of big-name productions, including “House of Cards.” The show’s producers expected as much as $15 million for filming Season 3. Media Rights Capital, the show’s maker, said in January that if the money didn’t materialize, crews would “break down our stage, sets and offices and set up in another state.” The drama blew up from there, blurring the line between real and Hollywood politics. Lawmakers would quote the show’s central character, Frank Underwood, while standing on the House floor, which had been used as a set in Season 2. Then Kevin Spacey, who plays Underwood, came to Annapolis in March to snap selfies with lawmakers and whip votes for the tax credits. On Monday, a series of votes ended with the Senate refusing to agree to the House’s terms, which led to an hours-long game of chicken. Delegates insisted that Maryland should have the power to reclaim its money if a production company skips town. The legislation was vague, saying the state officials would have the ability to revoke or reclaim tax credits “under certain circumstances.” At 11:33 p.m., the negotiators gathered. Hixson and Barve told the senators that all of their concerns would be addressed by changing “shall” to “may.” Senators were not satisfied. They wanted the whole thing gone. “I don’t think we have any time … at this point,” state Sen. James DeGrange said at about 10 minutes before midnight. Minutes later, confetti fell from the galleries. It was midnight. The session had ended. The legislation was dead. The next move belongs to “House of Cards.” Its lobbyist, Gerard Evans, said he doesn’t know what the show will do. “I don’t think they realized what they did,” Evans said, “the message that it sends to the film industry.” Senate President Mike Miller said Tuesday that the state will find the money to keep “House of Cards” and “Veep” filming in the state. Bryce Harper has had a horrific start to his 2014 season. Prior to Tuesday’s game against Miami, the Nationals star outfielder recorded only three hits in 21 at-bats. He was held out of this past Sunday’s series finale against the Braves, a day after slamming his helmet and bat against the wall in the Nationals’ dugout. He’s even admitted to being “pretty lost right now” at the plate. Nationals manager Matt Williams said: “It’s frustrating when you’re getting pitches to hit and you’re not squaring them up the way you want to square them up. It happens, but he’s grinding.” Though it’s concerning that the best young star on the Nationals roster is off to a sluggish start, here’s why it’s not something to worry about. In one of Harper’s worst slumps in 2013, he hit .118 from Aug. 10-15 against the Phillies (two games) and the Giants (three games). But the Nationals went 4-1 in that span. Despite Harper’s struggles this season, Washington was 4-2 prior to Tuesday night’s contest in Miami, and the Nationals’ only win over the Braves last weekend came when Harper wasn’t in the lineup. Harper’s not the lone component driving this team.

2. He Can Break Out of Slumps
Kentucky’s talented freshmen shed a shaky regular season and then showed why the Wildcats were picked No. 1 in the preseason with an impressive run to the NCAA championship game. After losing 60-54 to Connecticut, the annual question is who at Kentucky will leave for the NBA, including John Calipari. The fifth-year Kentucky coach is used to inquiries, but former Kentucky player Rex Chapman turned up the heat Monday by tweeting that Calipari coaching the Los Angeles Lakers was a “done deal.” While Calipari said later he was happy and planned to be back at Kentucky, he didn’t completely dismiss the scenario. It wouldn’t be a surprise if Kentucky (29-11) loses forward Julius Randle. Several of his young teammates also are going to mull over their pro prospects. GARY B. GRAVES (AP)
That mid-August slump last season ended with Harper hitting .438 with an OPS of 1.196 over the next five games against Atlanta (three games) and Chicago (two games) from Aug. 16-20. Last April, he had four hits in a game after going hitless the previous three. He’s too good of a hitter to stay down for long. “Bryce’s timing is a tick off right now,” Williams said. “I think his swing is coming. At any point during the course of a season, Bryce can get hot.”
3. Nothing Wrong With His Swing Williams isn’t too worried about the mechanics of Harper’s swing. Overall, the young slugger doesn’t need to make many changes. The Nationals manager sees Harper’s problem as a matter of not connecting on pitches he normally puts in play. “He’s getting those pitches to hit and not quite squaring them up,” Williams said. “He’s fouling them off. That will come. Sometimes you search for it and it takes just one at-bat to get going.”
4. Everyone Else Is Getting the Job Done The Nationals are getting quality production at the plate from other players, including Anthony Rendon (.391), Jayson Werth (.381) and Ryan Zimmerman (.350). Ian Desmond and Adam LaRoche are also batting .250 each. Though limiting his at-bats might not be the most constructive thing for a hitter as gifted as Harper, batting him sixth in the lineup could be a good idea for the short term if he continues to struggle.
Players still have time to declare for the NBA draft, so the college basketball landscape could change, but let’s try to prognosticate which teams have the best chance at a Final Four run in 2015. JEFFREY TOMIK (E XPRESS)

But Gortat never gravitated to boxing, and Poland had produced just two NBA players: the forgotten Cezary Trybanski and Maciej Lampe. So his path to this point was anything but clear. “Pretty much every day, before every game, I think, where would I be if I didn’t play basketball?” he said. “I am what I am because of the hard work. Scott Ready to Repeat Australian taking in all the perks of being defending champion Masters Adam Scott is relishing every part of being Masters champion. The drive up Magnolia Lane. A couple of practice rounds with his dad. Wearing the green jacket. And, certainly, the champions dinner Tuesday night. But before anyone gets worked up about having to eat “bugs,” no worries — that’s just Aussie-speak for a type of lobster. Scott went with surf-and-turf off the barbie for his Down Underthemed menu, so he doesn’t expect too many complaints. “I think they are going to be pretty happy with what I serve up,” he said with a sly smile, “particularly the wine.”
A year later, Scott is back at the scene of his greatest triumph, a thrilling playoff victory over Angel Cabrera that gave the 33-year-old Australian his first major championship. The breakthrough, after so many close calls and missed chances, has propelled him to the greatest run of his career, including topfive finishes at both the U.S. Open and British Open. Scott knows he has the game to add another major title or two to his résumé. He’s eager to take advantage of it. “I’m at the highest level I’ve ever been at,” Scott said. “My window of opportunity, I really think, is right now, and I don’t know when it will close. So I just have to keep going as hard as I can right now.” From the back of the room, his parents, Phil and Pam Scott, looked on proudly. After Adam Scott was done with his interview session, they joined him on the podium for
a family photo. Phil Scott is pleased with the way his son has dealt with his increased fame. “You can have respect for everything, from the game to the course to you guys,” the father told a small group of reporters. “You’ve got a choice to do it nicely or not. If you take the choice to do it nicely, I think you will have a better time.” Phil Scott, who once coached his son, got a chance to join him on the course for practice rounds Friday and Sunday. Utah are taking steps to change the school’s fight song amid concerns it is sexist. A resolution was passed in March to reconsider such lyrics as “our coeds are the fairest.” Other students have proposed such adjustments as changing “I am a Utah man” to “I am a Utah fan.” The song dates back to 1904, The Salt Lake Tribune reports, and once contained the lyric “We drink our stein of lager and we smoke our big cigars.” (ap)
The Redskins have signed free agent punter Blake Clingan. Washington released 40-year-old Sav Rocca in March, and in January added free agent Robert Malone, a third-year pro, who has spent time with the Jets and Buccaneers. Clingan played for the University of Central Florida and concluded his college career in 2010. Since then, he has bounced around with a couple teams in the offseason, but has yet to make a 53-man roster. The 6-foot-3, 233-pound Clingan signed with the Lions last offseason but didn’t make their roster. Clingan presumably will provide competition for Malone. The Next Dave I don’t know who will take David Letterman’s place at the “Late Show” when he retires next year, but I think I know what CBS is looking for: Tech Smarts: These days, a late-night host is only as good as his YouTube views the next day. Jimmy Fallon and Jimmy Kimmel both know this. If I had to guess, Letterman knew he couldn’t keep up. A Nice Guy (or Gal): Fallon is genuinely nice — the anti-Letterman. So is Ellen DeGeneres, who could transition from day to night. By Rudi Theatrical Flair: Greenberg Fallon can sing and dance, but you know who does both better? Neil Patrick Harris. “How I Met Your Mother” is over, he’s proven himself as an awards show host and he’s always wanted a talk show. An Experimental Edge: Letterman’s replacement shouldn’t be afraid to toy with the format. That’s why rumored frontrunner Stephen Colbert makes sense: His show’s entire run has been one long experiment. (Relative) Youth: CBS would be smart to bring in someone younger than Letterman, who turns 67 this weekend. That said, the network won’t want to alienate its older, dedicated “Late Show” viewers, so in this case, youth is probably someone in their 40s or 50s. You can’t have a conversation about “Mad Men,” even with its creator, Matthew Weiner, without discussing the show’s impending finale. When its bifurcated final season begins at 10 p.m. Sunday on AMC (with seven episodes, to be followed by seven more next year), the second of those final hours will be shooting, while the fifth of seven final scripts will be put to paper. Weiner’s goal, he says, is not to wallop the audience with a grand parting shot, but “to leave the characters in a place where they’re going to be in viewers’ imaginations forever.” Even for a TV veteran like Weiner (who was a writer-producer of “The Sopranos”), ending “Mad Men” is “a totally antithetical thing, an exercise that is outside my realm of experience.” At the close of last season, Don Draper (series star Jon Hamm) had been sidelined by his ad agency after suffering a meltdown at a client meeting. His wife, Megan (Jessica Pare), walked out on him after one too many broken promises. Don appears to be on a downward spiral as he hits middle age. Weiner doesn’t see him that way. “There’s been a constant assertion about Don being out of touch. … I’ve never felt that,” Weiner says.

“The world is changing. That was the original intent of the show. And change makes everybody feel out of place.” “What I do feel, particularly last season, is that society has caught up to him. Identity issues caught up with society, which made the society more like Don. He’s never been MORE in touch.”
The episode fans will see on Sunday, written by Weiner, is richly satisfying. The cast (also including Elisabeth Moss, John Slattery andChristina Hendricks) remains terrific and the series seems headed confidently down its home stretch. Weiner insists that the rest stays hush-hush. Secrecy is not simply an obsession for Weiner. It’s a marketing strategy. “This was a decision I made at the show’s pilot stage,” he says. He pointed to January Jones, who at the show’s inception was still Don’s wife. “She was not part of
any of the press material for the first season, because I didn’t want anyone who watched the pilot to know until its final moments that Don was married.” Now the end is in sight. How to pull it off in a way that does justice to the series and its fans? “I f ‘Ma d Me n’ c ont i nue s to be watched a f ter its ending airs, whoever approaches it will know how it ends,” Weiner muses almost wistfully. “That’s kind of weird. A Creepy Bouquet Would Have Been Nice A man arrested twice in one week at Selena Gomez’s house was charged Monday with felony stalking and violating a court order to stay away from Gomez. Che Cruz, 20, pleaded not guilty to the charges Monday afternoon, and his bail was set at $160,000. He was arrested Friday after he returned to Gomez’s home just hours after he was released from jail. Cruz was first arrested after breaking into Gomez’s guest home March 30. (AP)
