Analysis Conventional wisdom — and even some unconventional wisdom — dictates that Hillary Rodham Clinton is running for president in 2016. A universe of super PACs and other organizations has been built — and staffed by former Clinton operatives — to prepare the way for Hillary in 2016. And yet, running through all of these preparations is a current of uncertainty about whether the former ﬁrst lady, senator and top diplomat will, you know, actually run. The thinking is that Clinton would never let efforts this extensive go forward if she, in her heart of hearts, wasn’t planning to run. But that, like most of what we think we know about Clinton and her plans, is based not on facts but on interpretation. Deval Patrick: After saying for years he wasn’t interested in running, the Massachusetts governor recently opened the door to the possibility. Elizabeth Warren: A hero among liberals who don’t love Clinton, Warren is the sort of anti-corporatist, anti-Wall Street populist many thought they were getting with Barack Obama.

2. If She Says No, Then … Joe Biden: The VP wants to run. But he knows he would start way behind Clinton and might never be able to make the race close. But if Clinton passes, Biden is in. Martin O’Malley: The Maryland governor is the most credible candidate who will most likely run even if the 2016 field includes Clinton. Brian Schweitzer: The former Montana governor wants to run, though he (sort of) demurs publicly.

has simply not made up her mind on the race yet and likely won’t for some time. So, what happens if she decides not to run? In a word: chaos. Here’s why: There’s a panoply of ambitious Democrats who watched Barack Obama leapfrog them in 2008 and won’t want to miss their opportunity this time around. If Clinton announced on March 1, 2015, there would only be 10 months before the calendar turned to 2016. Given how much her candidacy — or at least her decision-making about her candidacy — has and will continue to freeze the ﬁeld, there would be a mad scramble for donors, activists and key consultants in early states, the likes of which we haven’t seen in modern presidential history. There is no obvious front-runner in a Clinton-less ﬁeld. Vice President Joe Biden would be the nominal favorite for the nomination, but you could also make a credible case for New York Gov. Andrew Cuomo or Massachusetts Sen. Elizabeth Warren or even New York Sen. Kirsten Gillibrand to occupy that space.

Defense attorneys say an Army general has agreed to a plea deal that includes the dropping of sexual-assault charges against him. A news release Sunday from Sinclair lawyers representing Brig. Gen. Jeffrey Sinclair says that he will plead to lesser charges in exchange for having the sexual-assault charges dropped along with two others that might have required Sinclair to register as a sex offender. World Region celebrates, but Russia now faces Western sanctions Simferopol, Ukraine Fireworks exploded and Russian ﬂags ﬂuttered above jubilant crowds Sunday after residents in Crimea voted overwhelmingly to secede from Ukraine and join Russia. The United States and Europe condemned the ballot as illegal and destabilizing and were expected to slap sanctions against Russia for it. Ukraine’s new government in Kiev called the referendum a “circus” directed at gunpoint by Moscow — referring to Russian troops in the strategic Black Sea peninsula after seizing it two weeks ago. But after the polls closed late Sunday, crowds of ethnic Russians in the regional Crimean capital of Simferopol erupted with jubilant chants in the main square, over-

joyed at the prospect of once again becoming part of Russia. The Crimea referendum offered voters the choice of seeking annexation by Russia or remaining in Ukraine with greater autonomy. After 50 percent of the ballots were counted, Mikhail Malishev, head of the referendum committee, said more than 95 percent of voters had approved splitting off. Opponents of secession appeared to have stayed away Sunday, denouncing the vote as a cynical power play and land grab by Russia. Search for Missing Jet Continues to Expand Kuala Lumpur, Malaysia Even before someone at the controls calmly said the last words heard from the missing Malaysian jetliner, one of the Boeing 777’s communications systems had already been disabled, authorities said Sunday, adding to suspicions that one or both of the pilots were involved in the disappearance of the flight. Authorities also examined a flight simulator confiscated from the home of one of the pilots and dug through the background of all 239 people on board, as well as the ground crew that serviced the plane. Stuck on 16th Street? A dedicated bus lane could help riders, but it faces opposition Along the 16th Street corridor, the bus stops are crowded with frustrated riders. Traffic congestion causes frequent delays. Buses often are too full to pick up more passengers. Now riders, smart-growth advocates and Metro ofﬁcials say the problems in one of the city’s top bus corridors could have a simple solution: a dedicated bus lane. The concept, popular among transit users, is concerning to many drivers who use the route and some residents who fear a bus lane would reduce already scarce parking. The proposal puts D.C. in a tough position as the home of some of the nation’s worst trafﬁc congestion aims to become more transitcentric, pitting the needs of suburban residents who commute to the city via vehicle against those of the growing number of D.C. resident who rely on public transportation.

Squeezed in By the time the bus arrived at the 16th and U streets stop one morning last week, bodies were squeezed up against the exit doors. A glimpse up 16th Street showed a cluster of buses slowly making its way through heavy traffic. “You wait a long time, and see many, many buses pass by,” Catherine Depret said as she and her 22-month-old son waited at 16th and Corcoran for a bus to get him to daycare. On a good morning they might wait 15 minutes. On a bad day she is forced to take a cab. Metrobus ridership in the corridor has increased 25 percent in the past four years, Metro said, and it expects the trend to continue. The S-Line carries more than 20,000 passengers daily — an average of 4,237 during the morning rush hour alone. Metro has extended the limitedstop S9 service, added larger buses

And this month, Metro started calling in emergency buses to start the route when people are left behind by crowded buses. “Public transportation needs to supersede the convenience of suburban commuters,” said Sarah Spurgeon, who rides the S-Line buses from her home near U Street.

Car Conflict But some riders say traffic congestion isn’t the problem. They say there simply aren’t enough buses. “Watching a full bus pass by in a dedicated lane does not help anyone get where they need to go,” said Ron-

nie Kweller, who lives just south of U Street. Kweller also worries about the possibility of taking away parking in an area that already has limited options. “It will be a real hardship to people who have cars,” she said. A 2013 District Department of Transportation study of the corridor recommends a peak-hour transit lane extending for 2.7 miles. It found that a bus lane has the potential to increase transit travel speeds by 30 percent and accommodate up to a 10 percent increase in ridership. But it also would impact parking and could create more vehicular delays at some of the busiest intersections. “Sixteenth Street is a mess but for them to suggest that it is OK to take a lane and dedicate it to buses … is not an acceptable solution,” AAA Mid-Atlantic spokesman Lon Anderson said. A better solution, he said, is fast-tracking Metro’s plan for a trafﬁc signal priority program at 16th Street. Although transit advocates agree the signal initiative is part of the solution, they say it isn’t enough. “We are seeing folks using all the available space on those buses,” said Jim Hamre, Metro’s director of bus planning. “At the current rate of growth we need something else.” LUZ L A ZO (THE WASHINGTON POST )

Diversion Programs Face Uncertain Future Washington Davis, 16, was going out too late, getting in fights, skipping school. It was stupid stuff, until a police officer busted him for fighting. Instead of going to jail, Davis was sent to the Youth Court of the District of Columbia. Early one Saturday morning in the fall, he stood in front of a “jury” of his peers (quite literally — they’d all come before the same court months before) and explained what he had done. The kids sanctioned Davis to weekly sessions with a mentor, who could help him manage his anger. “Having to tell other kids what

you did, you just see how stupid it is,” said Davis, whose full name was withheld since there is no permanent record of his arrest. He is one of the hundreds of kids under 18 arrested in D.C. each year for non-violent crimes such as shoplifting, chronic truancy or drug possession. Many have never been in trouble with the law before. “I learned,” he said. For years, many teens like Davis were sent to the Youth Court, a socalled “diversion program” that works to help kids behave better and stay out of jail. But now the program is in jeopardy. In October, D.C. stopped funding the two primary diversion programs in the city, Youth Court and Access Youth, a mediation program. They were paid for by government grants since 1996, but run as nonproﬁts.

A Case Against Gray Is Unlikely Before Primary Washington

open for several months. But Dallas says it is not enough to last through the fiscal year, which ends Sept. 30. She and others are scrambling to raise the extra funds. They’re also pushing D.C. to include funding for the Youth Court in the city budget when it is negotiated in April. But that is far from a sure thing. One challenge, advocates say, is figuring out which government agency will take the lead. Should youth diversion programs be the responsibility of the Attorney General? Health and human services? The D.C. public schools? “We’re being as proactive as we can in terms of meeting with the deputy mayors and trying to figure out what the plan is,” said Jodi Ovca, who runs Access Youth. “We’re at a crucial point in the budget system.”

Just after a prominent D.C. businessman admitted that he illegally funneled cash to Mayor Vincent Gray’s 2010 campaign, D.C.’s top prosecutor, Ronald Machen, delivered a strong message. Anyone else involved should “come forward and own up,” he said, because his ofﬁce was “not going away.” But with the Democratic primary just more than two weeks away, it appears increasingly unlikely that federal prosecutors would bring any criminal case against the mayor before the April 1 election. fed 234,396 students in 2009 and 272,470 in 2013. Sandra Schlicker, deputy superintendent in the D.C. Ofﬁce of the State Superintendent of Education, attributes the jump in participation to the D.C. Healthy Schools Act of 2010. The law directed public schools to provide free breakfast to students in their elementary school classrooms. For older students, the law requires breakfast to be provided in settings other than a cafeteria — bagged breakfasts at a kiosk or items offered from a cart in the school lobby, for example. Having students eat together in classrooms reduced the stigma attached to free breakfast, Schlicker said.

The number of K-12 students receiving free breakfast at school is rising across the country, and the District is seeing the fastest growth. Between 2009 and 2013, the number of students served free breakfast in the nation’s public schools jumped by about 2 million, according to the Agriculture Department, which oversees the program. Nationally, the number of K-12 students eating free breakfast at school grew by an average of 18.9 percent in the past ﬁve years, from 11.1 million in 2009 to 13.2 million in 2013. But in the District, the rate ballooned by 72 percent over those same years, to 35,038 participating students. Maryland also outpaced the national growth rate in the breakfast program, feeding 154,317 students in 2009 and 211,651 students in 2013, a 37.2 percent increase. Virginia’s growth rate was below the national average at 16.3 percent; it

Businesses, GOP: President’s order will hurt economy Washington President Barack Obama’s move to make more workers eligible for time-and-a-half overtime pay is being hailed by Democrats who see it as a potent midterm election issue and condemned by Republicans and business leaders as presidential overreach. Supporters say it will help the still fragile economy, critics say it will damage it further. It is likely to affect millions of American workers. “From my perspective, they have to be pulling numbers out of the air right now,” said Washington labor lawyer Tammy McCutchen, referring to the conﬂicting claims by partisans that it would either help or hurt the economy. “We don’t even know what the policy is going to be.” She’s closer to the process than most. As administrator of the Labor Department’s Wage and Hour Division during the George W. Bush administration, McCutchen oversaw the last rewrite of the program in 2004, when the salary-per-week limit separating those who get overtime and those who don’t was increased to $455. Thursday’s presidential memorandum is aimed at workers who make more than the federal minimum but are ineligible for overtime pay under present law because they are designated as management, even when they have little or no supervisory responsibilities.

Obama’s Overtime Plan Continues to Stir the Pot

What Obama Wants Currently, salaried workers making more than $455 a week, or $23,660 a year, aren’t eligible for time-and-a-half overtime if some of their work is considered supervisory, even though many spend most of their day doing manual, clerical or technical work with few management duties. President Barack Obama, above, signed a presidential memorandum Thursday directing the Labor Department to devise new overtime rules “to ensure that workers are paid fairly for a hard day’s work.” The memorandum does not specify what the rules or new salary thresholds should be, leaving the rule-making to the Labor Department. Caffeine Jitters? Shake to Pay: Starbucks is adding new features to its smartphone app that will allow patrons to digitally tip baristas. Starting Wednesday, the Starbucks for iPhone app will offer customers the option to tip 50 cents, $1 or $2. It will also include a “shake to pay” feature: By shaking their phones, customers can bring their Starbucks card barcode to the front of the screen.
