Do Not Feed the Pigeons, Or Light Their Cigarettes A London apartment fire is believed to be the work of an unusual arsonist — a pigeon. Firefighters believe the bird picked up a still-lit cigarette and ignited the blaze when it dropped it in its nest on the Stockwell apartment building’s roof on Wednesday, The Telegraph reports. Firefighters extinguished the fire. The building’s roof sustained damage, but no one was hurt. (EXPRESS) OVEREXPOSURE
Breaking Really, Really Bad Tennessee police found more than expected when they busted a man who fell asleep in a car in a McDonald’s parking lot last Saturday, The Tennessean reports. They discovered Tracy Strawn, 39, was running a methamphetamine lab out of his car. Police charged Strawn with three drug offenses and indecent exposure. Oh yeah, he was also partially nude from the waist down. (EXPRESS) VOCABULARY
Gambling Man Thought Blackjack Meant Blackout A businessman who lost $500,000 at a Las Vegas casino on Super Bowl weekend is arguing that he shouldn’t have to pay because he was blackout drunk. Southern California gambler Mark Johnston, 52, is suing the Downtown Grand for loaning him money and serving him drinks when he was visibly intoxicated. Nevada law bars casinos from allowing obviously drunk patrons to gamble. (AP)

Military Sex-Assault Bill Blocked Measure fails Senate as Army reveals new groping allegation
“How many more victims are required to suffer before we act?”
Washington
— SEN. SUSA N COLLINS, R-M A INE ,
The Senate on Thursday blocked a bill that would have stripped senior military commanders of their authority to prosecute or prevent charges for alleged rapes and other offenses, capping an emotional, nearly yearlong fight over how to curb sexual assault in the ranks. The vote was 55-45, short of the 60 necessary to move ahead on the legislation sponsored by Sen. Kirst-
WHO BACKED THE BILL
en Gillibrand, D-N.Y. The Pentagon’s leadership vigorously opposed the measure, arguing that officers should have more responsibility, not less, for the conduct of those they lead. Proponents of the bill insisted that far-reaching changes in the Uniform Code of Military Justice
Meanwhile … Brig. Gen. Jeffrey A. Sinclair pleaded guilty Thursday to three charges that could send him to prison for up to 15 years. Sinclair still faces five other charges stemming from the claims of a captain who says the general twice forced her to perform oral sex. By pleading guilty to the lesser charges, Sinclair’s lawyers believe they will strengthen his case by potentially limiting some of the salacious evidence prosecutors can present. (AP)
are necessary to curb a scourge of rapes and sexual assaults. Under Gillibrand’s proposal, the decision to take serious crimes to courtsmartial would be given to military trial lawyers and would operate out of a newly established office independent of the chain of command. Shortly before the vote, it was reported that the Army is investigating its top sex-crimes prosecutor on allegations that he groped a female lawyer at a sexual-assault conference in 2011. Lt. Col. Joseph Morse was recently placed under criminal investigation, Army officials said. He has not been charged. (AP/ THE WASHINGTON POST )

Judge: Texas Man Can Be Tried in Childhood Crime A Texas man accused of dousing a boy with gasoline and setting him on fire when he was a teen can be tried as an adult for murder after the victim died from his burns nearly 13 years later, a judge ruled Thursday. Don Willburn Collins was 13 when he was accused of attacking Robert Middleton in 1998. Middleton died in 2011 from skin cancer blamed on his burns. (AP) WASHINGTON
Pro Keystone XL Ad Gets Spot on White House Site The oil and gas industry got some prime real estate for its ad pressing President Barack Obama on the Keystone XL pipeline: the White House’s website. The White House site on Thursday embedded a live stream from the Fusion network of Obama’s town hall about Latino health care enrollment. But before the stream began, viewers saw an ad from the American Petroleum Institute urging them to tell Obama to approve the pipeline. (AP)

Has Bitcoin Creator’s Cover Been Blown? Satoshi Nakamoto has long been assumed to be the pseudonym for the man (or woman) who created Bitcoin. The mysterious individual largely vanished from the Web after interest in the virtual currency began picking up steam. But Newsweek’s Leah McGrath Goodman believes she’s finally tracked down the person behind the world’s most controversial medium of exchange. And surprisingly, Satoshi Nakamoto is his real name. Newsweek worked with two forensic scientists on the extensive reporting project, which culminated in a driveway interview with Nakamoto himself. Was he the same Nakamoto who created Bitcoin? “I am no longer involved in that and I cannot discuss it,” he said. “It’s been turned over to other people. … I no longer have any connection.” BRIAN FUNG (THE WASHINGTON POST)

The World Trade Center panoramic also is featured as a wrap-around cover of Time’s issue hitting newsstands today.
In NYC, It’s a View to a Thrill New York A new interactive photo taken from the spire of the nearly completed World Trade Center tower offers stunning 360-degree views that can be zoomed in and out. The image, taken by Time magazine,
was posted on its website Thursday. Users can pan across the photo and zoom in on the cityscape without losing clarity. Time said it got exclusive access to the tower’s spire. It took eight months to design and construct a 13-foot rotating arm to which a
camera was mounted. “Over a five-hour span of orbital shooting … the camera produced 567 pictures that were then stitched together digitally into a single massive — and zoomable — image of everything the eye can see in all directions,” the website says. (AP)
Mmm, Morning: Want to wake up to the sound of bacon sizzling on the stove with its aroma drawing you out of bed? There’s an app for that. Oscar Mayer says it has created a bacon-scented app for the iPhone; to emit a small puff reminiscent of bacon, the user needs an external device that plugs into the headphone jack. The app itself produces the sound of sizzling bacon. The company is giving away the aroma-producing device, which won’t be sold in stores. (AP)
Federal forecasters predict a warming of the central Pacific Ocean this year that will change weather worldwide. The warming, aka El Nino, is expected to lead to fewer Atlantic hurricanes, more rain next winter for drought-stricken California and southern states, and a milder winter for the nation’s northern tier next year. GOP Leaders Call On Party to Unite WHAT THEY SAID
Oxon Hill, Md. Republicans vying for the GOP presidential nomination in 2016 auditioned Thursday before some of the nation’s most ardent conservative leaders, calling for the party to unite behind a clear agenda and draw contrasts with Democrats. They’re filing across the Conservative Political Action Conference stage at a hotel complex just down the Potomac River from Washington — bashing the media, criticizing President Barack Obama and making a case for being the candidate who can win the White House. The three-day conference runs through Saturday, when conference organizers will announce the results of their annual symbolic presidential straw poll. KEN THOMAS AND STE VE PEOPLES (AP)
“We have to stop letting the media define who we are and what we stand for.” — New Jersey Gov. Chris Christie
“We all remember President Dole, President McCain and President Romney.” — Sen. Ted Cruz, R-Texas, who praised the past GOP presidential nominees as “good men” but said conservatives lose when they don’t stand by their principles

Controversy Atop Controversy The Congressional Black Caucus called on Republican leaders Thursday to strip Rep. Simferopol, Ukraine Sometimes, the old actor remembers the war far too clearly. Though he was only a small child, he can tell you about the explosions, and the Nazi soldiers patrolling the streets. He can list the friends and relatives who didn’t survive. He punctuates his stories with angry imitations of machine-gun fire: “TAT-TAT-TATTAT-TAT.” The last thing he wants is for war to return to Crimea. So what did he think when Russian soldiers suddenly appeared last week on the streets of the regional capital city, a silent, heavily armed presence that surrounded the local parliament and deployed around Ukrainian military bases? He was relieved. “If the Russians weren’t here, the government of Ukraine would come and occu-

py us,” said Vladimir Sukhenko, a retired stage actor. “They would make us speak Ukrainian.” Fear runs deep in Crimea, nourished by history and propaganda. If some Crimean Russians are quietly angry at the soldiers’ presence, more see them as protectors from a new Ukrainian government in Kiev that, they say, is ready to crush its Russian-speaking population. Like many in Crimea, Sukhenko, 77, derides the Kiev protesters, who drove the former pro-Russian president from power with demands for more democracy and closer ties to the European Union. “We need to be an autonomous republic.” From the late 1700s until the fall of the Soviet Union, Crimea was almost always under Russian and then Soviet control. Today, most Crimeans can trace their heritage to Russia and some here see themselves as only nominally Ukrainian. So there was barely a hint of public opposition when Russian President Vladimir Putin, furious
Witness: Pistorius Cried Over Shot Girlfriend As the girlfriend he shot in the head lay dead or dying in his home, a weeping, praying Oscar Pistorius knelt at her side and struggled to help her breathe by holding two fingers in her clenched mouth, a witness testified Thursday at the doubleamputee runner’s murder trial. Students in India Expelled For Rooting for Pakistan Dozens of Muslim students from the disputed Indian territory of Kashmir were expelled from their university for cheering on the Pakistani cricket team during a televised match against archrival India, police said Thursday, while the Indian state’s elected leader called for leniency. (AP)
Meanwhile ... Ukraine lurched toward breakup Thursday when lawmakers in Crimea unanimously declared they wanted to join Russia and would put the decision to voters in 10 days — and Russian lawmakers pushed a bill to facilitate a handover. President Barack Obama condemned the planned referendum, saying it “would violate the Ukrainian constitution and violate international law.” Also Thursday, the EU announced limited punitive measures against Russian President Vladimir Putin’s government, and the U.S. said it was imposing travel restrictions on opponents of Ukraine’s new government. Both were discussing further sanctions. (AP)
that an ally had been driven from power in Kiev, quietly dispatched soldiers last week to effectively seize control of Crimea. Because, beneath the geopolitics, many here are simply afraid. Some, like Sukhenko, fear that their language could be pushed aside. Others have darker fears: of anarchy, or roving bands of Ukrainian right-wing militants, or terrorists who target Russian-speakers. World War II-era Soviet newsreels are played and replayed on some channels, with one showing a Nazi swastika spreading across Europe and swallowing up every country in its path. The allegory is clear: the new government in Kiev, and the European Union, want to swallow up Russian-speaking Ukraine. In a country that was savaged during the war, such propaganda resonates deeply. “I’m so frightened of the chaos in Kiev,” said a grocer who identified herself only as Lyudmila. “It might come here.” TIM SULLIVAN (AP)
C. African Republic Mob Kills Town Leader Mbaiki, Central African Republic
PRETORIA, SOUTH AFRICA
Russian troops have been greeted warmly by many in the Ukrainian region of Crimea.
The swarm of people showed up on their deputy mayor’s doorstep late on a Friday morning, just before the time of the Muslim prayers. By then, it no longer mattered that he was the deputy mayor. It didn’t matter that the mayor called him a brother, or that his family had lived in Mbaiki for almost a century. It didn’t even matter that his wife was seven months pregnant. It mattered only that he was Muslim. Saleh Dido was killed on Feb. 28 after a crowd of nearly 100 people, armed with knives, chased him from his home before catching him a few hundred yards from a police station, according to witness accounts. Two police officers were there.
Seeking U.N. Help Central African Republic’s foreign minister told the Security Council on Thursday that a U.N. peacekeeping mission is urgently needed in his country to bolster French and African troops struggling to contain sectarian killing between Muslims and Christians. One top U.N. official said there essentially has been a “cleaning” of the Muslim population in western Central African Republic. (AP)
But the attackers threatened to harm the families of anyone who sheltered Muslims, so they did nothing. Police commandant Yvon Bemakassoui declined to discuss the case. The fate of Dido, who was 46, shows how far the violence in the Central African Republic has gone, redefining who belongs here by

their religion alone. It poses a deeply troubling question in a nation where hundreds of Muslims have been killed in just a few months: If even a prominent local official interviewed by a prominent Western aid group could not be saved
in his own hometown, who can? “I was born here; I had my children here,” he told the French newspaper Le Monde in mid-February. “I have been at the mayor’s office for five years. I took an oath. I am patriotic — why should I leave? I want to live in my country.” Congolese peacekeepers arrested 22 people in connection with the killing, and handed them over to the police. They were all set free. Nobody was charged. There is one other Muslim man in Mbaiki. But after Dido’s death, he is preparing to spend a few months with his children in the capital. In the end, even in death, Dido never got his wish to stay in Mbaiki. The Red Cross buried his body in another town three miles away. There are no longer any Muslims in that town either. for cherry blossom season. That means no station shutdowns, no single tracking and no obscenely long waits (if all goes according to plan). It’ll also mean the arrival of tourist mobs, but Metro promises to deploy as many eight-car trains as possible. Riders out late this Saturday, however, will be in for a rude awakening when daylight saving time strikes — at 2 a.m., the clocks flip forward to 3 a.m., aka Metro closing time.

Spring Hopes Here’s a list of symptoms of seasonal affective disorder, according to the Mayo Clinic: hopelessness, anxiety, loss of energy, a heavy feeling in the limbs, difficulty concentrating. Basically, it’s a description of what I’ve been seeing on the Metro every morning — even in my reflection on the windows. Day after day of putting on your heaviest coat (and gloves and scarf and hat), trudging along frozen sidewalks hoping you won’t slip and knowing you won’t get home until after dark will do that to a person. The other day, I ran into a friend at Union Station who had just missed a MARC train back to Baltimore. I was picking up dinner on my way home after working late — and trying not to be tempted by Au Bon Pain’s pastry display. (Another symptom of SAD: craving foods high in carbs.) Like characters in a supremely mundane version of
“Game of Thrones,” we started talking about how “spring is coming.” Just imagining the thaw, the abundant sunlight and how we would soon savor the chance to step outside boosted my spirits. I want to keep that conversation going. So here’s another — much happier — list: reasons why your commute is about to get way better.
Metro’s Spring Break Between March 22 and April 13, Metro is pausing its “aggressive rebuilding efforts” to accommodate the extra traffic anticipated
Remember your bike? It’s that thing with two wheels you only like to get on when it’s over 50 degrees outside. You’ll have more reasons to use it soon if the District Department of Transportation makes good on this year’s proposal for 19 miles of new bike facilities. The plan, released last week, includes the long-awaited M Street cycletrack and lanes on G and I streets NE (so cyclists won’t have to contend with the traffic and streetcar tracks on H Street).
Potholepalooza Maybe part of the reason you feel like you’re in a rut this winter is because you’re actually in a rut. The winter weather that’s been messing with our heads has also done a number on local roads, so this year’s 30-day pothole-filling campaign in the District promises to be a doozy. There’s no need to wait for the official start on March 20. Report any you find by dialing 311, using the DC311 app or tweeting @DDOTDC. Crews are committed to getting each pothole promptly. So you can enjoy smooth roads while you’re cruising down the street with your top down and your shades on. Now that’s a happy image, right?

Downtown Detour: Trains on the Red, Orange and Blue lines will bypass Metro Center on Saturday and Sunday. The station will be closed over the weekend, which means riders will not have access to an important transfer station in the heart of downtown. Metro is going to operate free shuttle buses linking Federal Triangle (Blue/Orange lines), Metro Center (Red/ Blue/Orange lines) and Gallery Place (Red/Green/Yellow lines). But some riders may find it easier to walk between them, since they are just a few blocks apart. (THE WASHINGTON POST )

Police: Bullets May Link Alexandria Killings SCENES CAN BE DIFFICULT BECAUSE THEY GET DAMAGED, OBSCURING THEIR MARKINGS.
Police on Thursday announced that the slayings of three high-profile Alexandria residents over the past decade may be linked, saying an examination of the bullets shows the same gun could have been used. Alexandria Police Chief Earl Cook said Thursday that a forensic examination of the bullets does not prove the same weapon was used in all three cases. But the
markings imprinted on the bullets as each was fired are similar enough, Cook said, that police are now treating the February slaying of music teacher Ruthanne Lodato, 59; the 2003 slaying of sheriff’s wife Nancy Dunning, 56; and the November 2013 killing of regional transportation planner Ronald Kirby, 69, as a series.
“The cases appear to be linked,” Cook said. “But until we have evidence to point to only one suspect, we investigate all possibilities.” Police had already noted other similarities in the cases. They all occurred in daylight, at homes within two miles of one another. The killer or killers didn’t force their way in. But the link between

was the possibility that her slaying might be connected to Kirby’s and Dunning’s. Police said a man knocked at Lodato’s door the morning of Feb. 6 and opened fire as the music teacher and her elderly mother’s caretaker answered. The caretaker survived. The killer, who was described as an older bearded, balding man, fled. Police said they still had no idea what could have motivated the slayings. Thompson Nears Plea Over Shadow Campaign Washington Jeffrey Thompson, the prominent D.C. businessman whom investigators consider the architect of an illegal campaign effort for Mayor Vincent Gray four years ago, is in the final stages of talks with federal prosecutors to strike a plea agreement, according to several people familiar with the discussions. For nearly three years, prosecutors have been building a case against Thompson, who is identified by associates as financing a more than $650,000 off-the-books “shadow campaign” on Gray’s behalf. Gray, who has said he did nothing wrong, is seeking re-election and leads in polls published ahead of the April 1 primary. Thompson is a critical fig-

Burning Questions Ubiquitous online quizzes tap into a need to pinpoint our personalities New York For a compulsive online quiz-taker like Chrissy Noh, the temptation was too great to resist: “Which sandwich are you?” After answering a series of unscientific, seemingly unrelated questions, which included selecting her favorite doughnut from a lineup of frosted pastries, she had her answer (grilled cheese). But she’s not the only one who’s comparing herself to sandwiches lately. Chances are, you’ve been doing it, too. A recent explosion of silly online personality quizzes, most of them created by the young social media mavens at Buzzfeed.com, has everybody talking about which state they ought to be living in and which Harry Potter character they are. Buzzfeed says the quizzes are smashing traffic records and generating more Facebook comment threads than any posts in its history.
Experts say the phenomenon isn’t surprising given the age-old fascination with that central question — “Who AM I?” — and a desire to compare ourselves with others in a social media-obsessed society.
The Creators A scroll through the Quizzes page on Buzzfeed reveals a bewildering assortment, many infused with pop culture references. Which celebrity cat are you? Which pop diva? Which “Girls” character? What career should you actually have? The ability to create a quiz was encoded into Buzzfeed’s in-house content management system a little more than a year ago. Essentially any staff member has the autonomy to create one. There are no rules regarding quiz-making, but each one follows the same format: You start with the results and work backward based on general personality traits that go with each answer. “If you take a ‘Parks and Rec’ quiz and you get Leslie Knope, then you’re very enthusiastic,” says Summer Burton, Buzzfeed’s managing editorial director. “It’s almost like you pick three or four adjectives, and

then those kind of go into figuring out what the answers for each question are going to be. And assigning them to a result.” The trick to creating an addictive personality quiz is similar to the art of writing a good horoscope. It has to be broad and allencompassing yet make people believe the answer applies to them personally. What makes these online quizzes so alluring is that they can be instantaneously shared with hundreds of friends on Facebook for instant feedback.
The Future But will people eventually burn out on them? Is there such a thing as one Beyonce quiz too many? “They don’t alienate anyone. They’re a way to kill time. They’re fun,” says Laura Portwood-Stacer, who teaches media culture at New York University. “Once the novelty … and the results wear off, the trend might dip a bit. But I do think this kind of impulse won’t necessarily go away. It might just take a different form.” MEGHAN BARR (AP)
The Origins Personality quizzes have been around for decades, gracing the covers of magazines to lure us in. Nor are they new to the Internet, where quizzes can be found on such sites as Zimbio.com. But the recent wave of popularity can be traced to Buzzfeed, where a team of about 100 content creators have been producing one to five quizzes a day for the past few months. The push to pump out as many quizzes as possible started a few months ago after Buzzfeed editors realized that a quiz called “Which ‘Grease’ Pink Lady are you?” ranked among the most-trafficked posts of 2013. Wizards Over the past few years, the Wizards went through a rebuilding process that saw them jettison veterans in favor of building a young core that would comprise the future of the franchise. It’s been a largely successful endeavor, with All-Star guard John Wall, emerging sharpshooter Bradley Beal, and to a far lesser extent, Otto Porter Jr., the No. 3 pick in the 2013 draft, coming together as a trio that Wizards fans can expect to see for years to come.

But a funny thing happened during their push toward a playoff berth. The Wizards are going old — and it’s working. The veteran players on Washington’s bench — t he newly acquired Andre Miller and Drew Gooden, and the recently healthy Al Harrington — have provided a surprising spark during the team’s 7-2 stretch since the All-Star break. “They are big for us in just what they bring off the court,” Wizards forward Trevor Ariza said. “They have been big for us in practice, getting everybody together, focusing more. Just on the court what they

do, they outsmart people. They know they are a little bit older so they use their wisdom a little better than a lot of us do.” Miller, acquired Feb. 20 to backup Wall, has averaged just 3.9 points and 3.0 assists in seven games with the Wizards, but his attitude and experience have been clearly noticeable on the second-
team unit. “[Andre] just does his steady self,” coach Randy Wittman said. “The numbers aren’t going to wow you, but he just controls that group out there.” Washington brought in Harrington this year for some instant offense, but the 15-year vet missed a chunk of the season with knee
issues that required surgery. Since his return, he’s given the team valuable minutes. Harrington shocked everyone — even himself — in Wednesday’s win over Utah when he threw down a dunk. “I was kind of surprised that I got up there, so it felt good,” he said. The f inal member of Wittman’s “AARP group,” as he jokingly labeled his old-timers, Drew Gooden, was out of the league until the team signed him to a 10-day contract Feb. 26. Gooden likely will stick around the remainder of the regular season, and if he can provide anywhere near his career averages of 11.8 points and 7.5 rebounds, it would be a huge bonus. “The good thing is that we are in a winning situation,” Gooden said. “Whatever it is for me to help this team reach their goal, I’m going to do it.” ELLIOT T SMITH (FOR E XPRESS)

Offensive Top Targets
The Redskins have many key pieces in place on offense, including quarterback, left tackle, top wide receiver, running back, tight end and fullback. But the unit has a number of deficiencies as well, and so they’ll look to free agency and the draft to address these areas. Free agency gets underway in just a few days. The negotiation window opens Saturday, and then at 4 p.m. Tuesday, teams can sign players to contracts. Here’s a look at some of the biggest holes on the offensive side of the ball, and how Washington could fill them. MIKE JONES (THE WASHINGTON POST )

Duke Says Coach K Is Feeling OK Coach Mike Krzyzewski is out of the hospital and at practice with No. 4 Duke after feeling light-headed during a loss at Wake Forest. A team spokesman said Krzyzewski led practice on Thursday. Earlier in the day, the school issued a statement that Krzyzewski was taken to Duke University Hospital in Durham for a precautionary examination after the 82-72 loss in Winston-Salem. He was sent home in the early morning after the school says his condition improved. The 67-year-old Hall of Fame coach took a knee during a timeout in the second half of Wednesday night’s game. He did not attend the postgame news conference. Associate head coach Steve Wojciechowski said after the game that Krzyzewski had not been sick and has been in good physical shape. (AP)

Interior Linemen
Pierre Garcon is firmly entrenched as the No. 1 receiver, but Washington needs to give Robert Griffin III more weapons. The Redskins need another outside threat to line up opposite Garcon because Josh Morgan is a free agent and Leonard Hankerson faces an uncertain future as he recovers from a torn ACL. Washington also needs a slot receiver with Santana Moss now a free agent as well. The Redskins could look to free agency to fill one role, and the draft for the other.
Tyler Polumbus displayed improvement, but he still had his fair share of struggles. The Redskins would like to add a more athletic, more powerful right tackle this offseason. Second-year pro Tom Compton worked as a backup swing tackle last season and could contend for a promotion this offseason. But Washington still will likely look outside the organization to address this position.
The Redskins have opted for smaller, quicker interior linemen because of how they do better in the zoneblocking scheme. But Jay Gruden has made it clear the line needs some fixing. Center Will Montgomery and right guard Chris Chester struggled last season. Those two, left guard Kory Lichtensteiger, and backups Josh LeRibeus and Adam Gettis remain under contract, but it would be surprising to see the Redskins not address this position in free agency. Some shuffling also remains possible. Lichtensteiger could move to center while someone else takes over at left guard.

Broncos Cut Bailey: The Denver Broncos say they have released cornerback Champ Bailey, left, after 10 seasons with the team. His release Thursday was a cost-cutting move, with the 12-time Pro Bowler scheduled to make around $10 million next season. Broncos boss John Elway called the decision “difficult.” He added that Bailey’s “among the best cornerbacks to ever play the game and one of the finest players in the history of the Broncos.” Bailey has been a fan favorite since his arrival in the Mile High City in 2004, when he was acquired from Washington. Bailey’s 52 interceptions are the most among active cornerbacks. (AP)

Rebecca Armendariz and her roommate had a challenging landlord: slow to respond to maintenance requests and frequently out of town, so she couldn’t drop by to check on problems in person. Armendariz, a 29-year-old Web editor, had shrugged it off, thinking: “It wasn’t that big of a deal,” she says. “We knew we weren’t going to get an immediate response out of her, so we just dealt with things ourselves.” But then their Bloomingdale basement apartment flooded — once in 2011 and twice in 2012. Their landlord failed to make fixes that would prevent future flooding. She did rip out the apartment’s moldy, waterlogged floorboards — and never replaced them. ruined by floodwater. Armendariz says she learned a lesson: “Know your rights as a tenant.” Local laws all give tenants the right to safe, sanitary housing. Generally, that means landlords must provide heat, running water and structural soundness (i.e., walls that don’t fall down.) Here are tips for dealing with your landlord when your rental needs serious repair work.
Speak Up Soon
Tenant rights lawyer Dorene Haney’s tips for renters: Read your lease and know your rights in your jurisdiction. Get any kind of agreement with your landlord in writing. Joel Cohn of D.C.’s Office of the Tenant Advocate also recommends documenting every interaction with your landlord. Put every repair request in writing, even if you asked for it
tenant/landlord issues (see sidebar). In D.C., that’s the Office of the Tenant Advocate. OTA will recommend that you sign up for a housing inspection from the Department of Consumer and Regulatory Affairs, says legislative director Joel Cohn. Then OTA can advise you on what to do next. Most local jurisdictions also offer mediation services. D.C. offers free conciliation services through the Department of Housing and Community Development. A conciliator can try to help you and your landlord come to a mutually agreeable solution. In D.C., that doesn’t cost renters or landlords a dime.
even collapsed ceilings. “That was a surprise to me when I first started doing this type of law — how many people had ceilings fall on them,” she says. (She estimates she handled about 10 of those cases in her first two years.)

D.C. tenants can also file a petition to ask for a rent discount because of maintenance problems; how to do so depends on whether your apartment falls under D.C.’s rent-control law, so contact OTA for more information, Cohn says. Smarter Tenant Know-How
Answers to common renter questions from the D.C. Office of the Tenant Advocate
What counts as “normal wear and tear”? Do I really have to pay for recaulking the tub for the first time in six years? “Normal wear and tear” (or “ordinary wear and tear”) refers to deterioration in the condition of the landlord’s property that is to be reasonably expected from “normal” use. Many leases require the vacating tenant to leave the premises in “good condition, subject to normal wear and tear.” “Good condition” generally means as good as it was at the start of the tenancy. But the tenant is not required to maintain the premises in precisely as good a condition. That would be unreasonable, since virtually all household items have a limited “useful life,” and therefore deteriorate even with the best of care. Thus the
concept of “normal wear and tear” is closely related to the concept of “depreciation.” Conversely, if any tenant action (or inaction) is inconsistent with “normal use,” and that misuse has damaged the property, the landlord is not required to absorb the cost of repair or replacement. Rather, the tenant must compensate the landlord for property damage beyond normal wear and tear. According to case law, examples of damage due to normal wear and tear include nail holes, minor scratches and marks on the walls or floors, and worn carpet. Examples of damage beyond normal wear and tear
Take It to Court Still struggling? You can file a suit, but “going to court is going to be a more difficult proposition,” Haney says. A lawsuit takes time, though the D.C. courts offer a “housing condi-

tions calendar” that allows tenants to sue landlords and receive a first hearing within 30 days. Filing a suit may also require a lawyer, whose services can cost as much as $2,000, Haney says. But the District and some area counties can connect low-income renters with pro bono legal aid.
Break Your Lease Some renters, Armendariz included, decide to break their leases. “My roommate and I just wanted out of the whole situation,” she says. Breaking a lease usually entails paying a penalty. Your landlord may require you to pay rent until another tenant is found — and pay for advertising the space, too. In Armendariz’s case, her landlord wanted to keep her $1,850 security deposit. So Armendariz consulted OTA. Armendariz says she decided “to save time and hassle” and forgo a court date. OTA helped her draft a document breaking the lease and agreeing to give up the security deposit. include tearing down walls or fixtures without the landlord’s consent, and filth caused by the tenant’s failure to clean. Regarding bathtub recaulking, sources are somewhat inconsistent as to how often this needs to be done. Still, there are other considerations. The tenant could be responsible if he or she damaged the tub, or failed to adequately clean it, allowing mold to grow. But the tenant should not be held responsible for problems caused by factors outside his or her control. That includes poor caulking materials chosen by the landlord or the lack of proper ventilation (i.e., a fan). Upon moving in, the tenant should photograph any disrepair with a timestamp and provide copies to the landlord. That should help prevent unfair charges for damage. If the tenant has caused damage beyond normal wear and tear to an

A Striking Change to United Club will show off its revamped attack in ’14 season opener
2014 OPENER 7 P.M. Sat.| RFKStadium
Three goals. That’s all D.C. United’s co-leading scorers Luis Silva, Dwayne De Rosario and Kyle Porter each managed to tally in league play in 2013. By contrast, United scored four own goals last season, and Golden Boot winner Camilo Sanvezzo of the Vancouver Whitecaps scored as many goals (22) as the entire D.C. United team. To no one’s surprise, D.C. United’s 2013 season didn’t turn out well. After the team set an all-time league record for fewest goals per game in a regular season (0.65), it was clear that D.C. United needed to revamp its attacking options for the 2014 season — which opens Saturday against the Columbus Crew at RFK Stadium. Gone from the forward ranks are underperforming veterans Lionard Pajoy, Carlos Ruiz and Casey Townsend. Replacing them are U.S. national team striker Eddie Johnson and reliable MLS veter-

an Fabian Espindola. The team also signed Conor Doyle to a permanent contract. The 22-year-old spent the second half of last season with the club on loan from English side Derby County. Johnson is clearly the focal point of United’s revamped attack, and big things are expected from the 29-year-old.
A one-time MLS and U.S. national team prodigy, Johnson’s career was derailed after a move to English Premier League’s Fulham did not pan out. He didn’t score a single goal for Fulham and spent most of his time in Europe on loan at lesser clubs. Upon his return to MLS, however, Johnson picked up right where he left off. He scored 23 goals over
the past two seasons with the Seattle Sounders and earned back a place with the U.S. national team. But Johnson was unhappy with his contract. While celebrating a goal against Columbus last season, he rubbed his thumbs between his index and middle fingers, yelling “Pay me.” Seattle wouldn’t, but he found a team that would. Now that Johnson’s getting paid, United needs him to continue scoring goals. United hopes Espindola, 28, can become Johnson’s sidekick. With five years in MLS, the Argentine knows the league, and with 28 goals over his past three seasons, he knows how to find the net as well. Of course, it won’t just be up to the strikers to increase United’s goal tally in 2014. Chris Pontius and Nick DeLeon, each of whom endured rough 2013 campaigns, will be expected to chip in as well. So will Silva, who tied for the team lead in goals despite spending only the second half of the season with United. SETH VERTELNEY (FOR EXPRESS)
A Slow Start for Woods at Doral COLLEGE FOOTBALL
In the Running Heisman Trophy winning running backs Rashaan Salaam of Colorado and Ricky Williams, above, of Texas are among the stars making their first appearance on the College Football Hall of Fame ballot this year. Some of the other notable first-timers on the ballot released Thursday are Miami linebacker Ray Lewis, USC receiver Keyshawn Johnson and Kentucky quarterback Tim Couch. (AP)
Tiger Woods only made it through 10 holes Thursday — this time because of the weather, not his back. The opening round of the Cadillac Championship was stopped for more than two hours because of menacing thunderstorms. Woods failed to make a birdie in the 10 holes he played. When the round was suspended by darkness, he hit a wedge some 20 yards short of his target and three-putted from 55 feet on the par-5 10th hole. He was at 2-over par. Harris English finished with a

3-under 69 for a share of the lead with Jason Dufner, Hunter Mahan, Francesco Molinari and Patrick Reed, who were set to return Friday morning to complete the first round. Woods walked off after 13 holes Sunday in the Honda Classic because of lower back pain and spasms. Woods, the world’s No. 1 player, withdrew after 13 holes in the final round at the Honda Classic because of lower back pain and spasm. He said he received treatment all week and showed no sign of obvious discomfort in the six holes he played before the suspension. DOUG FERGUSON (AP)

sports
Nationals shortstop Ian Desmond led the team last year with 21 steals.
Williams Has Nats On the Run Nationals It’s only spring training, but new manager Matt Williams’ philosophies are already beginning to seep into the Nationals’ playing style, and chief among them is aggression on the base paths. That goes beyond simply stealing bases. Williams wants the Nationals to be aggressive when they take an extra base on an offline throw from the outfield, to force opponents to hurry defensively and to get into scoring position with a steal. “We want to apply pressure,” Williams said. In the past, the Nationals didn’t stress the aggressiveness Williams is preaching. “We definitely have the athletes to do what he wants us to do,” outfielder Denard Span said. The Nationals stole 193 bases from 2012 to 2013, tied for 16th in baseball with the New York Mets. Last season, the Nationals stole 88 bases with a 76 percent success rate, tied for seventh in the majors. Ian Desmond led the team last year with 21 steals. To Williams, taking extra bases on hits or fielding miscues is more important than stealing bases “because that’s how you create multiple-run innings and that’s how you get ahead,” he said. Decor That’s Not a Snore
Antlers and Taxidermy You think of yourself as rugged and natural. But taxidermy is frankly creepy (ew, those plastic eyeballs!), and antlers feel overdone if you’re not hunkered down in a West Virginia cabin.
It’s disheartening — and dull — when the chick one cubicle over shows up for work in the same Banana Republic dress as you. But such design double takes aren’t reserved for your wardrobe: Seen-ItEverywhere Syndrome can also strike at home. Thanks to the rise of Pinterest, a gazillion decor blogs and, frankly, too many chain stores, the way you outfit your home can now come off as copy-catty as page 9 of the new Pottery Barn catalog and as overplayed as Miley. We’re talking to you, hipster newlyweds with more antlers on the wall than the “Duck Dynasty” family and, you, the chick with 48 ikat pillows who’s never set foot in Istanbul. “You often see the same room over and over again,” says B., the Brooklyn-based dude behind the tumblr, [expletive]your noguchicoffeetable.com. “It’s just kind of ridiculous. Mid-Century Madness
An Eclectic Mix
We get it — Don Draper is your design soul mate, and Charles and Ray Eames are demi gods. But filling a whole room — or condo — with the iconic style can be sterile not to mention uncomfortable … have you tried sitting on one of those low-slung sofas while you binge-watch Netflix?
Blend classic furnishings like an Eames chair or a teak dresser with more modern stuff for a look that says 2014, not 1964. “These iconic pieces are beautiful,” says B. of F--- Your Noguchi Coffee Table. “It’s just when you put them all together it adds up to a bit much.”

Feathers Or Driftwood Bring nature inside via a vase of pheasant or peacock feathers (moonlightfeather.com). “Feathers are a nice alternative to fresh flowers,” says D.C. floral designer Sarah von Pollaro of Urban Petals. Also earthy: a chunk of driftwood or a lamp made from the stuff (shown, $225-$295, uncommongoods.com).

Blue and White Prints
The V-shaped pattern, usually white with a bright color, has starred on everything from West Elm rugs to Forever 21 tops. Use it at home, and you’ll run the risk of party guests blending into your sofa. “I’m kind of sick of it now,” says local decor blogger Katie del Castillo of Life with a Dash of Whimsy (www.lifewithadashofwhimsy.com). “I’m gravitating toward batik prints.”
All those Portuguese tile makers and people in the Navy are onto something: Blue and white always looks crisp and never truly goes out of fashion. Del Castillo reupholstered a vintage sofa in a royal-on-white ikat print; we like Serena & Lily’s Asian-inflected “Kyoto” pillow cover (shown, $68, serenaandlily.com).

Gallery Walls Blanketing your walls with dozens of framed vintage postcards or a bunch of family photos can still look cool. Buy Big Art
Overpainting
“It’s not always expensive to buy a larger piece that’ll fill up a wall,” says Christine Gasparich, a Bethesda interior designer (www.christinealice .com). “Keep your eyes peeled at estate sales — the art often comes with a frame.” Or, score a jumbo-yet-affordable print or poster (please, no ubiquitous National Gallery repros) via Print Club Boston (shown, $100 each, jointheprintclub.com).
Just because you found that dresser on the curb doesn’t mean you have to slap a coat of kiwi green enamel on it or stencil the drawers with, ahem, chevrons. “Sometimes people don’t think before they spray or brush,” del Castillo says. “I see a lot of projects that shouldn’t have happened.”

Vintage or Exotic Painted Pieces A colorful piece, say a red lacquer Chinese stool or a blue-and-white French provincial bed, contrasts with wood or upholstery. Plus, such stuff abounds at estate sales or on Craigslist. For Asian decor, try Abaca Imports (1201 N. Royal St., Alexandria; 703-684-2901).

Pretty Coarse for Children’s Fare ‘Mr. Peabody’ is a vulgar update of a classic kid’s cartoon Film Review It’s possible that some children may find things to like about “Mr. Peabody & Sherman.” The animated feature has even more than the recommended daily allowance of scatological humor and B.O. jokes for the average 8-year-old. Certainly anyone who remembers the cartoons on which the film is based, which ran as segments accompanying Jay Ward’s Rocky and Bullwinkle cartoons — is in for a big disappointment. By visual standards alone, the characters, rendered in 3-D, resemble nothing so much as Macy’s Thanksgiving Day Parade floats. Writer Craig Wright goes to great lengths to flesh out the characters and devote inordinate attention to the relationship between beagle with a genius IQ Peabody (Ty Burrell) and Sherman (Max Charles), the child he lives with.
‘Mr. Peabody & Sherman’ (PG) Director: Rob Minkoff Stars: Ty Burrell, Max Charles, Zach Callison and Ariel Winter In a Nutshell: The time-traveling adventures of an advanced canine and his adopted son, as they endeavor to fix a time rift they created.
Sherman sets the stor y in motion by letting his classmate Penny (Ariel Winter) use their time machine. In short order, Penny gets stuck in Egypt, where she is betrothed to the boy king Tutankhamun (Zach Callison), forcing Peabody and Sherman to rescue her. A subplot about the dangers of disrupting the space-time continuum will upset aficionados of cinematic time-travel conventions. The question is: Who is this movie for? Certainly not baby boomers who grew up with the series. Their teeth will likely be set on edge by the lowbrow nature of the script. M I C H A E L O ’ S U L L I VA N (THE WASHINGTON POST )

women of “Rise of an Empire” who make the most impact: Lena Headey, as Spartan Queen Gorgo, makes focused use of her lamentably limited screen time, and Eva Green, playing Persian naval genius Artemisia, rips into her ruthless antiheroine with throaty gusto. Despite its comic-book sensibilities, “Rise of an Empire” is anything but family-friendly. The film includes aggressive sexuality that borders on the perverse, including a startling moment of intimacy between a key character and a disembodied head. “Rise of an Empire” makes an attempt, but it only looks sillier the harder it tries.

In the cult pulp movie “300,” director Zack Snyder put his bombastic gifts to use in bringing ancient Greece, if not to life, then to some kind of mesmerizingly synthetic version thereof. A mashup of graphic novel narrative and video-game stagecraft, “300” was a huge hit. “300: Rise of an Empire” isn’t a sequel to “300” as much as a parallel-quel, catching up with the Athenian-led Grecian forces at the same time that “300’s” King Leonidas and his Spartans are getting their toned tushies kicked at Thermopylae. Persian god-king Xerxes (Rodrigo Santoro) summons his army to avenge the death of Xerxes’ father, Darius, at the hands of the soldier Themistokles (Sullivan Stapleton). Suffice it to say, things don’t go exactly according to plan. Based on a still-to-be-published graphic novel by Frank Miller, “Rise of an Empire” has been adapted by director Noam Murro with alternately crude and canny fealty to Snyder’s hyperventilating original: A series of smashing, crashing seafaring set pieces, this

DEAR MANOLO ANSWERS FROM THE SHOE BLOGGER
Over the past 14 months, I’ve lost nearly 90 pounds, and have finally reached my goal weight. I’m going to reward myself now with a new sexier wardrobe, and, of course, a new pair of shoes. Please help me find something suitable for the new me. — ERIN

A Shore Thing INDIE ARTISTS produce the bright
prints that headline on Persifor’s beachy, breezy dresses (shown, $198) and tunics ($88-$128). Styles that smack of spring and sand star at the brand’s trunk show Thursday through Saturday at Old Town’s Hysteria (125 S. Fairfax St., Alexandria; 703-548-1615). Also on offer: patterned bags ideal for jaunts to Rehoboth Beach, Del., when the temperature gets above zero.
GILT CITY
YOU’RE FULLY AWARE that Miss Mittens is perfect. You just need to convince the world of the fact. Patricia Carlin’s book “How to Make Your Cat an Internet Celebrity” ($13, Quirk) is a hilarious guide to turning your feline into the next Maru. A Leg Upper FEW THINGS ARE HANDIER AT HOME than a stool, which can act as a perch for your travel magazines or a spot for an extra guest at dinner. Serena & Lily’s new dip-painted versions ($58-$68, serenaandlily.com) are both functional and fashionable. The punchy, tribal-gonemod babies come with gams dipped in either blue or yellow paint. They’d also look swell holding bath towels or a martini.

Far worse, the Manolo’s idea of exercise is the languorous stroll around the farmer’s market and the vigorous sipping of Kir Royales at the sidewalk café, followed by the afternoon nap, the set of activities he refers to as “crosstraining.” This is why when the Manolo has gone on the diet, he has often sought out the role models, the person whose body the Manolo wishes he had. Of course, the Manolo will never be as thin or buff as the Hollywood star. At the moment, his current “thinspiration” is Henry VIII, whom the Manolo considers to have the achievable body type. “Gotta say, seems super petty of him to ask people to help him fund this. 450k is like pocket change to Shaq.” — COMMENTER JETSETREZ AT THEVERGE.COM chastises Shaquille
O’Neal for launching a crowdfunding campaign to pay for the sequel to his 1994 video game “Shaq Fu.” O’Neal is seeking to raise $450,000 on Indiegogo to fund “Shaq Fu: A Legend Reborn.” By Thursday afternoon, he had raised more than $17,000.
“If you’re looking to hook up on national TV, this is your lucky day!” — GRACE FUNSTEN AT BLOG .GEORGETOWNVOICE.COM alerts the
region that MTV’s popular reality series “The Real World” will hold casting calls around D.C. and Baltimore sometime in the next few weeks. “Cast members are generally thin and good looking, so GU students should fit right in,” Funsten writes about Georgetown University’s student, um, body.
“Man this was magnificent. … Watching this made me miss home so much. There is no place like home. I love D.C.!!!!!!!” — COMMENTER RONALD HARVEY AT YOUTUBE.COM raves about a
video posted by Ward 8 Studios that shows people, including Nationals Racing President Teddy Roosevelt, dancing all over D.C. to Pharrell Williams’ Oscar-nominated song, “Happy.” There’s a bit of a surprise ending in the form of one of D.C.’s most favorite furry residents.
“If Churchill can beat Hitler while taking afternoon siestas, you can take a quick break from that TPS report.” — MATT McFARLAND AT WASHINGTONPOST.COM rallies for
daytime naps in the office, and uses Winston Churchill’s sleep schedule to fight anti-napping propaganda that suggests most people are too busy to nap.
“Patrick Stewart really is a gift to the whole human race, isn’t he?” — COMMENTER THESSAIR AT JEZEBEL .COM reacts to actor Patrick Stewart’s
contribution to a meme inspired by a Twitter post from British Prime Minister David Cameron. Cameron’s pic shows him on the phone with the caption “I’ve been speaking to @BarackObama about the situation in Ukraine. We are united in condemnation of Russia’s actions.” Stewart joined other celebrities by posting his own photo in the same manner, but instead of a phone, he’s holding a canister of antibacterial wipes.

PISCES (Feb. 19-March 20) You may be at the center of something that you don’t fully understand, but it can be quite enjoyable nonetheless. ARIES (March 21-April 19) Risks today may come in strange forms, and at strange times. You’ll want to protect your head, of course, and your extremities. TAURUS (April 20-May 20) You may be going down a very peculiar road, Taurus! It’s a good day to consider the advice a loved one is giving you. GEMINI (May 21-June 20) Your understanding of family history will serve you well, as you come up with unexpected answers to long-standing questions. CANCER (June 21-July 22) You may have to communicate in a clandestine way for part of the day, until you know your info has been imparted with no security leaks.

LIBRA (Sept. 23-Oct. 22) If it falls to you to lead others through difficult terrain, you can do so in a way that keeps everyone lighthearted and optimistic.

A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.
