Chinese railway station officials are asking passengers not to crawl into X-ray machines after a woman who wouldn’t part with her purse did just that, UPI reported. During the recent Lunar New Year rush, a woman in Dongguan was told that her purse had to go through the X-ray machine with her carry-on bags. So she put the purse on the conveyor belt and crawled into the machine behind it. A guard laughed but didn’t stop her. (EXPRESS)

TRANSPORTATION Work began yesterday on a $1 billion revitalization project at Reagan National Airport that officials say will deliver a new concourse for short-hop flights and new security screening areas in 2021. But it will be a painful process getting there, with lane closures and traffic disruptions around the area as construction starts. Construction activity kicked off Monday, closing travel lanes overnight in the arrivals area of terminals B and C. By spring, the stretch of the lower-level roadway that provides access to the airport will be a round-the-clock work zone with more widespread lane shutdowns, the kind that will probably create traffic backups. The work will not affect the upper-level access road used for departure drop-offs. If you travel frequently, or at all, from National, now is the time to start paying attention to what’s coming. “In the first year of construction, some of the impacts on the roadways will be such that

Security screening will be moved upstairs to the airport’s arrival level, closing the hall off to the general public. Metro might be the best bet for avoiding the construction zone. But two major maintenance projects will affect the airport’s Metro station later this year. Airport police will manage traffic flow, officials say, and they anticipate more significant backups when heavy construction takes place this spring and into the summer, as well as during peak travel periods around the holidays. Peggy Cooper Cafritz, education activist, dies Peggy Cooper Cafritz, a doyenne of Washington arts and education, died Sunday at a hospital in Washington. She was 70. Cooper Cafritz tried to mend many of the city’s social and racial wounds and created one of the nation’s leading arts-intensive high schools. She also capped her civic involvement with a divisive six-year tenure as D.C. school board president. A passenger in a vehicle that was fired on outside the National Security Agency campus said the unlicensed teen driver made a wrong turn, panicked and hit the gas. Passenger Javonte Alhajie Brown said Friday the 17-year-old driver was following GPS directions to reach a friend’s house in a Maryland suburb, but he turned onto a restricted-access road that leads to the top-secret installation. Brown, 24, said he had been too tired to drive Wednesday and handed the keys of the rented black SUV to his teenage friend. They were heading to Brown’s brother’s house from D.C. Family members of a Maryland woman who was fatally shot by police two years ago may never receive the entire $37 million they were awarded in a lawsuit this week. Maryland has a cap on local governments’ liabilities in such cases, and judges tend to lower large awards on appeal, The Baltimore Sun reported. Legal experts said it’s unlikely the young son and other relatives of Korryn Gaines will see all the money awarded Friday. Gaines, 23, was shot and killed in her home in 2016 after a standoff with Baltimore County police. Her son Kodi, who was 5 at the time, was struck by gunfire in the face and the elbow. (AP)

VIRGINIA Efforts to expand Medicaid to about 300,000 low-income adults in Virginia continue to gain momentum, as Republican House leaders Sunday publicly embraced a form of expansion that includes work requirements and copays. The House’s budget panel included Medicaid expansion in its $100 billion two-year spending plan, which also includes a 2 percent raise for state workers and teachers and a $50 million cybersecurity training initiative. The proposed budget of the Republican-controlled Senate Finance Committee did not expand Medicaid or tax hospitals to help pay the state’s share of expansion costs like the House version. That left the Senate with less money to spend in areas like education and its budget makes pay raises

for state workers subject to available funding. The support for Medicaid expansion in the House is a dramatic departure for Republican House leaders, who had consistently blocked such efforts in the past, saying Medicaid’s long-term costs were unsustainable. The change of heart comes after several new Democratic House lawmakers won election last year on a proexpansion platform and the House GOP majority went from 66-34 to 51-49. New Democratic Gov. Ralph Northam has also made it a top priority. “There’s no question that the political dynamics have changed,” said House Speaker Kirk Cox. Medicaid expansion in Virginia is still far from a done deal, and plenty of Republican lawmakers remain steadfastly opposed. BAGHDAD In Iraq, owning a cellphone SIM card can grease the skids in business, get a politician to stand at attention and even inspire affection. But not just any SIM card. It must be “distinguished,” associated with a phone number considered prestigious because it has a distinctive or beautiful series of digits. Say, for instance, a string of sevens or zeros, or a repeating pattern of numerals. The marketplace for these cards, which connect phones to a network, can rival that of gold — with trades in the thousands and tens of thousands of dollars. And while this market emerged about a decade ago, a newfound optimism in Iraq’s future after the recent defeat of the Islamic State has increased demand for the prestigious SIMs among aspiring business executives, political neophytes and young people looking to treat themselves. They’ve become so popular that Iraq’s largest telecom companies are formalizing the trade, introducing offers for tiered SIM cards from “Silver” to “Diamond Plus.” A regular SIM card runs about $3, while a Silver card carrying a number with some combination of consecutive pairs, such as 4455, costs about $30. So what does a phone number with the right combination of consecutive zeros and ones say? “It says he has taste. It also says he’s loaded,” said cellphone dealer Haider Mohamed, 45. The trend began in 2007 — a result of Saddam Hussein’s ouster in 2003 during the Iraq War. Iraq, long cut off from the world by sanctions, began to open up; new technology and products started to pour in. Cellphones were the most coveted items. The toppling of Hussein also shattered

his political and business class, creating opportunities for entrepreneurs. To project status, impressive phone numbers helped. Contractor Essa Sultan, 47, said he paid $1,200 in 2009 for a phone number that ends with six sevens. He has been offered $10,000 for the number, but he refuses to sell it. “If I call [ministry officials] from a regular number, they wouldn’t answer my call,” he said, “but when they see this number, they can’t ignore it because they know a VIP is calling them.”

During the Civil War, it was hidden behind wallpaper in a Virginia home. Then it sat in a broken frame in a Kentucky closet, and then in the office of an energy executive outside Houston. It is a rare parchment copy of the Declaration of Independence, made in the 1820s for founding father James Madison. Now, the copy — one of 51 that scholars are aware of — has resurfaced after its purchase last month by philanthropist David M. Rubenstein. It is clearer than the original version, signed in 1776, which has faded. The copy will be on display at the Smithsonian’s National Museum of American History. (TWP)

Dense fog, high winds and heavy snow in the Zagros Mountains made it impossible for rescue crews in helicopters to reach the site in the immediate aftermath, state TV reported. Islamic State militants ambushed a group of Iraq’s Shiite-led paramilitary fighters, killing at least 27, two months after Baghdad declared victory over the extremist group, officials said Monday. The Popular Mobilization Forces said in a statement that the attack took place southwest of the city of Kirkuk, where the attackers were disguised in army uniforms and manned a fake checkpoint. Some militants were killed in the ensuing clashes. Prime Minister Haider al-Abadi’s office said it had issued orders to hunt down those responsible. Iraq declared victory over ISIS in December, after three years of heavy fighting. (AP)

Turkey warned Syria on Monday against entering Afrin, the Kurdishcontrolled enclave in northern Syria where a major Turkish military offensive is underway, saying it would hit back if the goal is to protect Kurdish fighters. The warning sets up a potential clash between Turkish troops and Syrian government forces backed by Russia and Iran. It followed Syrian state media saying pro-government forces would enter Afrin “within hours” to confront Turkey’s “aggression” after Syria reached an agreement with the Kurdish militia known as the People’s Protection Units, which controls Afrin. POLITICS From the confines of his golf club, President Trump offered support Monday for a limited strengthening of federal background checks on gun purchases, while staying largely mum over the last few days about the victims of the Florida school massacre and the escalating debate about controls on weapons. One side of that debate was represented outside the White House, as dozens of teens spread their bodies across the pavement to symbolize the dead and call for stronger gun controls, a precursor to a march in Washington planned next month by survivors of the Parkland school shooting and supporters of their cause. At his Florida club just 40 miles from a community ravaged by the shooting that left 17 dead last week, Trump gave a nod toward a specific policy action, with the White House saying he had spoken Friday to Sen. John Cornyn, a Texas Republican, about a bipartisan bill designed to strengthen the FBI database of prohibited gun buyers. Spokeswoman Sarah Huckabee Sanders qualified the support, stressing that talks continue and “revisions are being considered,” but said “the president is supportive of efforts to improve the federal background check system.” The main action Trump has taken on guns in office has been to sign a resolution blocking an Obama-era rule designed to keep guns out of the hands of certain mentally disabled people. Harper knew what was coming in his first press session. He arrived ready to beat the assembled pack to the punch. Using prepared bullet points on his phone as reference, the franchise cornerstone delivered a two-minute monologue that began with his excitement about the upcoming season and ended with a direct address about the $400 million elephant that will accompany him throughout 2018, his final season before he’s slated to become one of the most soughtafter free agents in professional sports history.

Small haul so far: USA falling short of lofty standards Ted Ligety is an American skiing legend, winner of a pair of gold medals. On Sunday, after the first of his two runs in the giant slalom — a disastrous trip down the hill as the defending Olympic champion — he said the following: “No explanation for that.” As we stare down the final week of the PyeongChang Games, drape those words over the entire U.S. contingent. The gold medals from Jamie Ger Anderson and Red Gerard and

Chloe Kim and Shaun White in snowboarding seem ages ago. The gold from Mikaela Shiffrin in giant slalom was tempered by her miss of the medal stand in slalom, which was supposed to be her best event. Beyond that, we’ve waited. This is not a full-on American medal drought, but the crops need some coaxing. Entering Monday night’s events, Team USA had won 10 medals. The Netherlands (population: 17 million) had more. Canada, which would have to spawn a few million people to match California, had

many more. Russia’s athletes — depleted by past doping violations — had 11. Germany had 10 golds alone. Norway led with 28 total medals. The U.S. was tied for sixth in medals with France, Japan and Austria (which has fewer people than New Jersey). In the history of the Winter Olympics, only Norway has more medals than the U.S. In the past four Winter Olympics, the U.S. finished second, first, second and second in total medals. In each of those, Americans won at least nine golds. Enjoyment of the Olympics shouldn’t be defined by American success, but so many of the athletes we have grown accustomed to seeing draped in the flag instead have been draped in disappointment. Lindsey Vonn skied like the Olympic champion she is, then made one fateful mistake that cost her a medal in super-G. Shani Davis looked like an alsoran in 1,500-meter speedskating, an event in which he owns

two silver medals. Lindsey Jacobellis led for much of the final in snowboard cross but finished fourth. Flag-bearer Erin Hamlin produced the first medal for a U.S. woman in luge four years ago — and finished sixth in her race. Snowboarding has helped, but Americans have struggled in “traditional” winter sports. There have been no medals from long-track speedskating, only Shiffrin’s gold from the ski slopes, a team bronze in figure skating and a silver from luger Chris Mazdzer. There is still hope: This week brings Vonn in the downhill and Shiffrin (and Vonn) in the combined. The women’s hockey team will battle Canada for a gold medal. Peers question whether Russian man charged knowingly took drug MIXED DOUBLES When word broke Monday that a Russian Olympic curler was facing a doping charge, the curling world was floored. Not because of the tired cliche that curling isn’t a real sport, but because doping goes against the very essence of what curling is all about. The charge against Alexander Krushelnitsky, who won mixed doubles bronze last week with partner Anastasia Bryzgalova, stands in stark contrast to the spirit of the sport. The World Curling Federation’s rules literally state that a true curler would prefer to lose than to win unfairly. On Monday, Krushelnitsky’s peers were trying to make sense of the scandal. John Shuster, the captain of the U.S. men’s curling team, said the Russians in question are “good people” and he “can’t imagine” any doping was intentional. Russian Curling Federation president Dmitry Svishchev said it was possible someone spiked Krushelnitsky’s food or drink with meldonium, which was banned in 2016. The idea of a curler using performance-enhancing drugs

Curlers need to have serious core and upper body strength in order to manage the often-rigorous sweeping that helps them guide the rock down the ice. Fitness is even more important in mixed doubles. Because there are just two curlers on each team instead of the traditional four, there is little rest between shots. Russia was banned from the PyeongChang Olympics because of a doping scheme in 2014 at Sochi. Athletes who cleared extra tests were allowed to compete as “Olympic Athletes from Russia.”

Brenda Denny offers a “pre-alpha,” or beginner, session ($140), where she teaches forward stroking — a key move in which skaters push out with one foot, bring their feet together and then push out with the other foot — and a reverse swizzle during the seven 30-minute classes. “People start seeing the winter sports they might have done as a kid, and they get inspired to come back,” she says, adding that students are surprised by how sore they are after classes.

The Learn to Play hockey class ($210) for adults at Kettler Capitals Iceplex is a class of about 40 who meet for six Mondays from 9:40 to 10:50 p.m., spending the bulk of the time on drills to learn how to control the puck, stick and themselves. During the last 20 minutes of each session, they scrimmage. “It’s added a lot to my cardio endurance-wise,” says goalie-in-training Collin Hunt, 24, who also lost 10 pounds since hee took up the sport two years ago.

The ski school’s 16-by-30-foot adjustable slope is “basically a big treadmill,” says director Katie Brennan. “It’s covered in AstroTurf that we spray with water. When we turn it on, it starts to spin, and the skis will slide on the surface.” Instructors control the speed and pitch, which varies from 10 to 17 degrees. Around 60 half-hour classes are offered a week ($49/group class). First-timers start on a static, carpeted slope.

The Potomac Curling Club offers Curling 101, a four-week class ($100) open to eight four-person teams of newbies. The next one starts March 9. “We’re going to pair them up with a mentor, an experienced member of the club, and the idea is we’ll do some practice, we’ll learn about the game, we’ll learn about the etiquette, we’ll learn how to deliver, how to sweep, basic strategy,” says Joe Rockenbach, president of the club. At the end of the course, players should be able to play a game — and feel stronger. “Core strength is pretty important for stability and balance. Leg strength — that’s where you’re going to be pushing out,” Rockenbach says. “Upper body is essential for sweeping.” Players sweep the ice ahead of a rock to reduce friction between it and the ice, enabling the rock to go faster and straighter as it moves toward the target.
