Car Talk: Look Out for That Bus! Washington Your car might see a deadly crash coming even if you don’t, the government says, indicating that it will require automakers to equip new vehicles with technology that lets cars warn each other if they’re plunging toward peril. The action, still some years off, has “game-changing potential” to cut collisions, deaths and injuries, federal transportation officials said Monday. A radio signal would continually transmit a vehicle’s position, speed and other information. Cars and light trucks would receive the same information back from other cars, and a vehicle’s computer would alert its driver to an impending collision. Alerts could be a flashing message, an audible warning or a driver’s seat that rumbles. Some systems might even automatically brake to avoid an accident if manufacturers choose to include that option.
Smartphones Could Speed Up Safety Quest The safety benefits can’t be achieved until there is a critical mass of cars and trucks on the road using the technology, and it’s not clear what that level of market penetration is. It takes many years to turn over the nation’s entire vehicle fleet. But there may be a way to speed things up. About 45 percent of Americans use smartphones, and that share is growing. If smartphones, which already have GPS, came equipped with a radio chip, they could be used to retrofit vehicles already on the road so that they can talk to one another. That would help make it possible to achieve a 50 percent market penetration in less than five years, according to Qualcomm. Using cellphones could also extend the safety benefits of connected-car technology to pedestrians, bicyclists and motorcyclists carrying smartphones. (AP)
Your car would “see” when another car or truck equipped with the same technology was about to run a red light. It would also know when a car several vehicles ahead in a line of traffic had made a sudden stop and alert you even before you saw brake lights. If communities choose to invest in the technology, roadways and traffic lights could start talking to cars, too, sending
warnings of traffic congestion or road hazards ahead. The National Highway Traffic Safety Administration, which has been working with automakers on the technology for the past decade, estimates vehicle-to-vehicle communications could prevent up to 80 percent of accidents that don’t involve drunken drivers or mechanical failure.

The states have so-called “no promo homo” bans — prohibitions on classroom instruction that promotes homosexuality. In a Washington Post opinion piece last week, a pair of Yale University law professors reviewed some of those laws: Utah prohibits “the advocacy of homosexuality.” Arizona prohibits portrayals of homosexuality as a “positive alternative life-style” and has legislatively determined that it is inappropriate to even suggest to children that there are “safe methods of homosexual sex.” Alabama and Texas mandate that sex-education classes emphasize that homosexuality is “not a lifestyle acceptable to the general public.” Moreover, the Alabama and Texas statutes mandate that children be taught that “homosexual

Beijing China’s Communist state is hardly known for its transparency. So when environmental groups appealed to the government last year to disclose official data on air pollution, they were not expecting much. “Way beyond our expectations, the government actually said yes,” said Ma Jun, head of the Institute of Public and Environmental Affairs in Beijing. “I am quite amazed.” Since Jan. 1, the central government has required 15,000 factories — including influential state-run enterprises — to publicly report details on their air emissions and water discharges in real time, an unprecedented degree of disclosure that is shedding light on the who, what, when and where of
China’s devastating environmental problems. The reporting requirement is part of a striking turnaround by China’s government, which is also publishing data on the sootiest cities and trying to limit the use of coal. Linda Greer of the Natural Resources Defense Council in Washington says the reporting requirement for factories is the “biggest thing” China has done to address its pollution problems, and the most likely to produce results. Transparency obviously still has its limits in China — the Ministry of Environmental Protection and the provincial government in Hebei declined requests for an interview. Still, the new information may drive action. “It brings them from the back of the pack globally, in terms of public information disclosure, to the front of the pack,” Greer said. So it’s now many years after the 2009 Metro train collision and trains are still operating under manual control. When will the system return to operating on automatic mode? We are close to completing the system safety analysis, which we will review publicly with the Metro Board this year and set a timetable for going back to automatic train operation, pending NTSB concurrence.
Do you ever ride the trains or the buses? If so, how often on the Red Line in rush hour? What about during weekend construction? I ride the system six days a week, mostly on the trains, but occasionally on buses. I ride the Red Line during rush hours at least once a week, and practically every weekend. Why don’t all of the Orange and Blue Line trains have eight cars during rush hour? In Rosslyn, you often have to wait for two or three trains to go by in the morning. car trains during rush hour, and that’s the goal we’ve set under the Metro 2025 plan. It requires more than just additional train cars, but also upgrades to the power system and additional storage space and maintenance facilities. Funding is key to advance this project.
Other cities have unlimited monthly fares aimed at commuters. There really isn’t anything like that here. Because this doesn’t exist, and the fact that many existing passes don’t work with SmartBenefits, it leaves most commuters on a pay-per-ride basis. Over the past few months we have been piloting a program that allows
use of SmartBenefits to purchase passes. (Metrorail does offer an “unlimited” 28-day pass for $230 — which is based on maximum fare multiplied by 40 trips.) The pilot has been successful and we will soon begin notifying employers.
Often inside Metro cars the electronic signs above the doors display only the line, when they should display the upcoming station and which side the doors will open. Why is this not consistently displayed on all lines in all cars? This is the result of having older cars somewhere on the train. The data that drives the signs runs through the cars in a
series. If you have old cars, the data does not transfer. This will get better with the retirement of all 1000-series and 4000-series cars as our new 7000-series cars arrive.
How are the tests of the 7000-series cars going? The testing is going well so far. It’s only been about a month, but so far, so good. Why are the escalators so utterly unreliable? Metro has a fleet of 588 escalators, more than any transit system in North America. For years, the maintenance that should have been done on these units was, frankly, not done when it was supposed to be. We have changed that, and we are seeing improvement.

They were successful in their battle to overturn California’s Proposition 8 and return same-sex marriage to the state, but the Supreme Court stopped short of answering the question of whether states may ban such unions. They are hoping Wright Allen’s decision, and the prospect of a speedy review in the U.S. Court of Appeals, will allow them to again make the case at the Supreme Court. Still, “no one knows where the next decision might come from,” said James Esseks of the American Civil Liberties Union. None of the cases challenging same-sex marriage bans in 24 of the 33 states that have them will reach the high court for consideration in its current term, which ends in June. And none has been reviewed by appeals courts.

The former Franklin School, a stately brick building at 13th and K streets northwest, would become a contemporary art museum under a plan announced Monday. D.C. Mayor Vincent Gray announced that he had selected a plan by D.C.-based art collector and businessman Dani Levinas to turn the vacant and decaying building into what Levinas calls the Institute for Contemporary Expression. The project, to be built by D.C. developer EastBanc, features a ground-floor restaurant by famed chef Jose Andres. Once the building’s restoration is complete, the project’s backers plan to open the museum five days a week and charge around $10 a ticket for entrance, though many of the details are still being ironed out. Gray’s choice is one that members of the community around Franklin Square supported. But

It’s never too early to look ahead. Here are teams’ odds to win Super Bowl XLIX (as of Monday, according to sports betting site bovada.lv), plus reasons to believe. JEFFREY TOMIK (EXPRESS)
In five seasons with the Redskins, outside linebacker Brian Orakpo has made three Pro Bowls and recorded 39½ sacks (in 64 games played).
Orakpo’s Return a Must And now, the Redskins begin their traditional NFL offseason title chase. Without a first-round pick and only a couple of impact free agent signings realistically available, Washington’s biggest hope for rebounding from a 3-13 disaster is to re-sign its own top free agents. It all begins with Brian Orakpo. The Redskins have seven defensive free agent starters. It would be easy to say, “Who needs those guys?” after the team finished 18th in total defense and 31st in By Rick points allowed. But Snider there are certain players who need to be kept. Incoming coach Jay Gruden retained defensive coordinator Jim Haslett and most likely the 3-4 defense. But then, with only four sure starters returning, it would be easy to switch back to a 4-3.
Orakpo is really the key to which way the Redskins are headed. For years under owner Dan Snyder, the team rarely kept its own stars. Snyder always prized other teams’ players — even if they were past their prime. It was a disastrous recipe, from signing Deion Sanders to Adam Archuleta to Albert Haynesworth. Orakpo is a three-time Pro Bowler since he was selected 13th overall in 2009. He, not London Fletcher or Robert Griffin III, is the heart of the team. You want a warrior in the locker room? That’s Orakpo. The downside has been his injuries, and that makes it hard
to decide whether to outbid Oakland or perhaps Jacksonville for the linebacker or apply a franchise tag that might cost $11 million annually. Orakpo played in 15 games in 2013 after battling torn pectoral muscles the previous two season, so he appears healthy once more. But do the Redskins want to be liable for a five-year deal when another torn pec could diminish — or end — his career? Orakpo would cost perhaps a third of the Redskins’ free agent budget, but he’s worth it. The defense needs a core player, and Orakpo is it. At 27, he’s in his prime. Keeping the outside pass rusher means Washington has a playmaker on one side with the improving Ryan Kerrigan on the

other. They’re remindful of defensive ends Dexter Manley and Charles Mann in the 1980s, who together were the best tandem in the game. If Seattle’s Super Bowl XLVIII victory on Sunday taught us anything, it’s that the Redskins must improve their secondary to contend. They must re-sign cornerback DeAngelo Hall. The secondary is also where free agency money should be spent on outsiders. The offensive line needs massive help, but it’s hard to find free agents because teams keep good linemen, so they should save early draft picks for the line. It’s easier to find more secondary help via free agency. But first, it’s all about signing Orakpo, a fan favorite who has produced. Otherwise, the Redskins are chasing the wind again. Ward Answers Call to Step Up Right wing emerges as a scoring threat upon Oates’ request

As he prepared for his first season as Capitals coach last year, Adam Oates approached right wing Joel Ward about increasing his role. “We need production,” Oates recalled telling Ward. “We need you to help the other guys out. We need you to be a goal-scoring threat.” Washington’s coaching staff began relying heavily on the burly winger, featuring him more prominently and trusting him with newfound responsibility on the Capitals’ special-teams units. Ward took to it with aplomb, and the process to get him more involved has seeped into this season. Cross-country skiing offers newbies a winning workout for the winter I love to watch Olympic skiing. But fear of injury has kept me from strapping my feet to skinny slats of fiberglass and speeding through snow. Many Americans are in the same boots. Only 12 million ski. That leaves 300 million who don’t. With the Winter Games about to begin, perhaps this is the time to start. And cross-country skiing is a good entree. Although the sport is a distant second to downhill in participants (3 million vs. 9 million), it doesn’t require facing heights or speeds of up to 90 mph. For D.C. residents, the first challenge is finding a nearby venue. While downhill resorts routinely make snow for their slopes, relatively few ski centers make the “huge capital investment” to cover miles of cross-country trails, says Chris Frado, president of the Cross Country Ski Areas Association. So it’s up to Mother Nature. A few area
resorts offer the sport if she cooperates (see box). The second challenge: mastering the skis. “We killed ourselves as an industry back in the ’80s by telling people if they can walk, they can cross-country ski,” Frado says. “That’s not the case.” True, you could put on skis and stumble around, but a crash course in XC (as insiders call it) definitely helps. On a December trip to Crested Butte, Colo., my wife and I signed up for a lesson. Of the approximately 30 miles of trails, about a third are good for beginners. The landscape provides “hills and dips and steeper” intermediate and expert trails.

3) Emulate Marilyn Monroe: You want “that little swing, getting your hips forward.” Then you’re off, opposite arm and leg going forward as you kick and glide. Centering your weight over the skis is critical. If your butt is out too far, down you might go. As we skied on groomed trails
XC in D.C.? Yes, people did it in D.C. during the recent snow. The best time for city XC is when streets have a 4- to 6-inch base and cars are scarce. Folks typically use what they call their “rock skis” — an old pair, in case encounters with gravel or asphalt cause damage.
Cross-country isn’t universally beloved. Chip Chase, owner of West Virginia’s White Grass ski area, has seen people quit a lesson. He stresses that you have to be willing to glide — and unafraid of falling. The first thing he teaches rookies is how to stand back up: “Get on your hands and knees, then straighten up, lifting one ski forward, then the other.” Another obstacle: hills — even little ones. I’d be going up, then I’d be sliding down. The key, say the gurus: Angle skis inward, herringbone style, and walk/jog up. Point toes out to go down a hill. A non-skier may still feel uncoordinated, or that his or her balance sucks. Those were my wife’s concerns. Employ a Career Strategy I graduated college a year and a half ago and have been bouncing around between low-level receptionist-type jobs since then. My parents, who are big on me staying at one job, say this looks bad on my résumé and lacks direction. I feel like if there’s ever a time to switch around and not settle for a bad fit, it’s now. UNSET TLED Switching jobs two or three times in a year and a half is one thing, but if you’re barely staying around long enough to figure out how to unjam the copier, then yes, that’s not great. And are these jobs related to the career direction you want to take? An additional factor is how much your parents’ opinion should, and does, impact you. Are you living with them? Are they paying any of your expenses? If they are still help-
ing to support you, then the quid pro quo might justifiably include some conditions on their part. Eventually, you’ll want to have a résumé with chunks of significant time in one place. But for now, trying various positions on for size seems reasonable. You’ll gain leverage with your parents if you have a structured direction with timelines, goals and purpose. Sit down with them and explain your plan.
Is it not working because she’s actively resistant, or because life’s gotten in the way? Does “better care” also involve grooming and hygiene — which might make you worry about depression or other issues — or is it just about clothes? And is your idea of her dressing nicer just adding a few smashing items to her wardrobe, or for her to change her style from head to toe? If it’s the latter, this columnist has to ask what you’re after. To be more attracted to her? To show her off to your friends? To keep from being embarrassed by her MC Hammer pants? If the resistance is coming from who she is, then accept that she has the right to be that way. You have the right to decide whether that works for you. It’s your real selves that need to connect, not the ones that have undergone Extreme Makeover: Dating Edition.

Time for a Skate Update Prepare to watch figure skating from Sochi — and get back on the ice yourself Haven’t ice-skated in a few years (or decades)? You’re bound to feel a bit wobbly when you enter a rink again. The same goes for watching the sport. Take four years off from spectating and you might forget that the point isn’t to see SOCHI athletes in sequins fall on a slippery surface. Here are a few pointers to help you better understand the competition — and the commentary — that’s coming up at the Winter Olympics in Sochi beginning Thursday.

The Spin-Off: A triple jump used to be enough to impress a crowd. Not anymore, says Adam Munday, a coach with the Wheaton Ice Skating Academy in Maryland, who promises that “quads are going to be the big thing.” Guys will be pretty much expected to land at least one of the technically and physically demanding moves to be a medal contender. (There’s still lingering controversy from the Vancouver Games four years ago, when American Evan Lysacek won gold without a quad.) For the ladies, it’s all about nailing “triple-triples” — two triple jumps in a row. Do all jumps look the same to you? That’s because the differences are mainly a matter of foot position as the skater launches into the air. The outlier is the axel, which is the only competition jump performed with a forward entrance. The easiest variation of this is the waltz jump. “You take off of one leg, do a half rotation, and land on other

leg backwards,” Munday says. “It doesn’t take years of training.” If you really want to try a trick at your local rink, that’s the move he recommends.

His name recognition could lead to even more mainstream attention for the pair’s performance. One word you should know before binge-watching ice dance: twizzle. It’s a one-legged turn that makes a “3” shape on the ice, Cervinka says. And it’s a critical element for ice dancers, who are judged on how well they synchronize their twizzles. the word “twizzle” with “swizzle,” which refers to a simple way of traveling across the ice by alternating between pushing out your heels and toes.
Games mark the debut of the team figure skating event, says Kevin Sidwell, skating director at the Cabin John Ice Rink in Rockville. That may not be what you think it sounds like. The members of a team won’t all be on the ice simultaneously — instead, it’ll be individual men’s, women’s, pairs and ice dancing performances. The scores will be added up to determine the winner. But even that is a nice change of pace in what’s normally such an individual sport, Sidwell says. And if you really like the idea of synchronized skating, well, that’s a real thing, Sidwell adds. But it’s not at the Olympics — yet. In the Washington area, the groups DC Edge (dcedgesynchro.org) and Capitol Steps (capitol-steps.org) offer teams for children and adults. Like many “Saturday Night Live” veterans, Will Forte came up through improv group the Groundlings, where his classmates included Maya Rudolph and Kristen Wiig. But his initial gigs were on the writing side — first as a staffer on the short-lived “Jenny McCarthy Show” and then on the “Late Show With David Letterman” and “That ’70s Show.” And those experiences inform Forte’s acting. “If I were doing somebody else’s sketch, in my head I’d be thinking about if they were happy with this. I would be very tentative,” Forte recalls. He admits that “SNL” executive producer Lorne Michaels noticed this reservation and almost didn’t bring him back to the cast after his second season. “The stuff I would write on my own, I would always do 100 percent, but he knew I was tentative with the other stuff.” One of those characters was MacGruber, an outsized send-up of the show “MacGyver” and ’80s nostalgia. When Forte left “SNL” in 2010, it was on the heels of a “MacGruber” movie spinoff. “We made exactly the movie we wanted to make,” Forte says. This made the critical and commercial failure of it harder to process despite the slow crawl it’s now making toward cult status. “We’re going to write

a sequel at some point, but I don’t know if anyone will let us make it.” Forte, 43, has a disarming humbleness about him. When asked about his turn to dramatic roles, he offered: “It’s hard enough getting comedy acting jobs — it’s not like I’m the go-to guy for comedy
roles — so I didn’t think it was anywhere in the realm of possibility.” Once he got over those reservations, he was eager to jump in when Alexander Payne was looking for a lead for “Nebraska.” “I was always such a fan of his because the stuff I would do in comedy was big and absurd most of the time and watching his stuff, it all comes from such a grounded place. I always had a real intense respect for that.” He wasn’t expecting to get the part, but he did. “Alexander Payne is the master. It was such a great experience. I will never forget it,” he says while remembering his initial fear about never even having taken an acting class when his co-star was Hollywood icon Bruce Dern. “Here’s this legend who’s worked with these amazing people: John Wayne, Jack Nicholson, et cetera. I just thought: Is he going to be comparing me with these guys?” Dern and Forte spent a lot of time in the pickup truck in which their father and son characters drive to Nebraska to claim a fake sweepstakes prize that the father has pinned his hopes to. Forte is also developing a series, “The Last Man on Earth,” for Fox that imagines a virus that has wiped out the entire world, leaving just one man, who discovers miraculously that a woman’s survived, too. “They can restart the population, but the only problem is they hate each other. But Can He Go Back in Time? Scott Bakula, left, is set to star in CBS’s second spinoff of its popular crime drama “NCIS.” This new series follows “NCIS: L.A.,” and will be set in New Orleans. Bakula will play Special Agent Pride, an agent for the New Orleans NCIS division that handles crimes throughout the South. An Irreverent Time Capsule Louis C.K.’s 1998 film is a glimpse at stars before they got big The inspirations and aspirations that propel “Tomorrow Night,” Louis C.K.’s 1998 film that was made available on his website last Wednesday, couldn’t be more clear. The ensemble cast includes then-barely-known Steve Carell, Wanda Sykes, J.B. Smoove, Robert Smigel and a blink-and-you’llmiss-her Amy Poehler. The film, an occasionally funny, mostly selfconscious grab-bag of alternately absurdist and raunchy set pieces, would barely merit mention were it not for the auteurial hand of C.K., who in the intervening 15 years has become a sensation, thanks in no small part to his shrewd navigation of new media. The time lag between “Tomorrow Night’s” brief run on the festival circuit and C.K.’s decision to release it DIY-style has made it into something of a charming time capsule, a black-and-white homage not only to the films of Woody Allen and Jim

Jarmusch, but also to a bygone era of rotary telephones, celluloid film and record players. The film stars Chuck Sklar as Charles, the misanthropic proprietor of a photo shop in Pittsburgh whose compulsive neatness belies a bizarre interior life that he fetishistically indulges in every night. “Tomorrow Night” follows Charles through a series of encounters with his mailman (Smoove), a local floozy (played

Although “Tomorrow Night” is never graphic, it’s nonetheless often outrageously explicit. The outlandishness admittedly can be funny — the cross-dressing Rick Shapiro as Florence’s busybody neighbor Tina is initially hilarious — but the sexual anxiety that underscores “Tomorrow Night” grows tiresome and trite all too quickly. The funniest scenes in “Tomorrow Night” have to do with a running gag involving Florence’s Army-private son Willie (Greg Hahn) and military “buddies” played by Smigel and Carell, whose cruel practical jokes and lame poker faces lend the movie an infectious giddiness. The film looks and sounds terrific, with C.K. shooting on luscious 16-millimeter f ilm and Michael Sugarman providing the lyrically nostalgic musical score. “Tomorrow Night” may not be great art, but it’s a fond look back, in nearly every sense of the phrase. She talked about “Still Life With Bread Crumbs” (Random House, $26), out now, from her home in Manhattan. Your book explores some issues that women face past age 50. Is
this somehow a continuation of your memoir?
I’d started working on “Still Life With Bread Crumbs” when the idea for the memoir came. When you have a character who’s further along in the span of life, it’s a richer vein to mine. You get the young woman and the middle-aged woman and the older woman and the single woman and the mother all at the same time. Your protagonist, Rebecca Winter, is a photographer. How is that profession important to the story?
The more I thought about two aspects of Rebecca’s life, the more it
occurred to me that she was probably a photographer. One was this notion, in part inspired by how we live in New York City, about failing to see beneath the surface. The other was the idea of someone who had become well known not simply for her work but for what other people said about her work, which is often at variance with what she herself thinks. Does this happen to you?
All the time. To some extent, it informed that aspect of the book.
