Breaking Down the Budget Bill

Congressional negotiators unveiled a $1.1 trillion funding bill late Monday that would ease sharp spending cuts known as the sequester while providing fresh cash for new priorities. The White House and leaders of both parties praised the measure, which would fund agencies for the rest of the fiscal year and end the threat of a shutdown when the current funding bill expires at midnight today. Here are some highlights of the 1,582-page bill. (THE WASHINGTON POST ) Health

Gives Head Start, which had to drop children from its rolls due to the sequester, $8.6 billion, fully reversing the cuts. Exempts most of the D.C. government’s spending from potential federal shutdowns until 2015.

Judge Strikes Down Okla. Gay-Marriage Ban
A federal judge on Tuesday struck down Oklahoma’s gay marriage ban, ruling that it violates the U.S. Constitution. U.S. District Judge Terrence Kern handed down the ruling in a lawsuit filed by two samesex couples. Kern immediately stayed his ruling pending appeals, meaning gay marriages won’t happen in Oklahoma right away. (AP)

Lawyers trying to get a new trial for a black 14-year-old executed in South Carolina almost 70 years ago for killing two white girls say publicity about their case has caused more witnesses to come forward to try to prove his innocence. A man who helped pull the bodies of the 7- and 11-year-old from a ditch described where they were found — several hundred yards from where the teen, George Stinney, said he saw the girls, according to a brief filed late Friday. The boy was out of school for less than an hour while his parents were at a party that day in March 1944, and it would have likely been impossible for the 95-pound teen to move both bodies such a distance in such a short time span, the lawyers said. The brief also includes a cellmate of Stinney saying the teen told him he was forced to confess and a pathologist who recently reviewed the case and found problems with the conclusions of the autopsy.

The mother of the girl, Pamela Branum, says she and her husband discovered a genetic mismatch in their daughter and were able to trace her lineage with help from relatives of the now-deceased fertility clinic worker, Thomas Ray Lippert. The Case At age 14, George Stinney was the youngest person executed in the United States in the past 100 years. Stinney’s trial took less than a full day, and no record of his confession was ever preserved. The electrodes from the electric chair were too small to fit on his leg, according to newspaper articles at the time. (AP)
“This case has sparked so much interest, these new witnesses were made aware of the case through TV or the newspapers and contacted us,” said Matt Burgess, one of the lawyers appealing Stinney’s case. A judge will hear the appeal for a new trial Jan. 21. The request is largely symbolic. Legal experts have said the
appeal is a longshot. Stinney was executed just 84 days after the two white girls were killed in Jim Crow-era South Carolina, where the legal system routinely found blacks guilty even in cases with scant evidence. Election Day Violence Egypt’s Health Ministry said Tuesday that 11 people died in clashes between security forces and protesters loyal to toppled Islamist President Mohammed Morsi. The statement from the ministry said 28 people were wounded. Four people were killed when gunfire erupted between police and gunmen on rooftops amid clashes between Morsi supporters and Egyptian security forces in the southern city of Sohag, according to security officials. It is taking place in a climate of fear and paranoia, with authorities, the mostly pro-military media and a significant segment of the population showing little or no tolerance for dissent. Campaigning for a “no” vote risked arrest by the police, and Egyptians who have publicized their opposition to the charter are quickly labeled as trai-

The charter is a heavily amended version of a constitution written by Morsi’s Islamist allies and ratified in December 2012 with some 64 percent of the vote but with a nationwide turnout of just morethan 30 percent. The current government is looking for a bigger “yes” majority and larger turnout to win undisputed legitimacy and perhaps a popular mandate for el-Sissi, to run for president this year. “The constitution is not perfect,” said Ameena Abdel-Salam after she cast her ballot in Cairo. “But we need to move forward and we can fix it later.” Despite the heavy security, there was a lone voice of dissent outside another polling station in Assiut. “El-Sissi is a killer and his constitution is void,” shouted a woman, who left the scene just before a security team arrived to look for her. Poll: Gray Is Top Democrat in Race Washington Public opinion of Mayor Vincent Gray has strongly rebounded in the 18 months since scandal threatened to derail his mayoralty, with voters supporting him over all of his Democratic primary challengers, according to a new Washington Post poll. But doubts about Gray’s trustworthiness persist, according to the survey. With just 24 percent of Democratic voters backing him, his opponents still have an opening before the April 1 primary. The poll starkly demonstrates that the campaign-finance scandal that engulfed Gray’s first term is responsible for his weakness among voters. Nearly three in four Democratic voters say the ongoing federal investigation into the mayor’s previous campaign will play at least some role in their choice for mayor. Besides the questions about Gray’s honesty, the poll reveals no other major impediments to his re-
election. Brightening views of the city’s progress have helped Gray mount a significant comeback since July 2012, when a Post poll found that less than three in 10 District residents approved of his job performance amid unfolding revelations about a secret and illegal “shadow campaign” mounted on his behalf in 2010. Today, roughly half of residents overall approve of the job Gray has done as mayor. Martha Ward, a retired police officer living in the Woodridge South neighborhood, said “there’s a lot of good things to say about the state of the city,” and credited Gray for them — including the new Costco warehouse not far from her home. But Ward said the unfinished investigation is a deal-breaker. “Unless he is totally cleared, I could not see myself voting for him,” she said. About one-quarter of the registered Democrats who approve of Gray’s job performance don’t support him for re-election. Still, the electorate has thus far failed to coalesce around any one of his challengers. Three D.C. David DiPaolo, of Bristow, Va., has been charged with manslaughter after authorities said he killed his friend with a claw hammer during a dispute while climbing in the Chesapeake & Ohio Canal National Historic Park in Bethesda. The victim, identified by U.S. Park Police as Geoffrey Farrar, 69, of Arlington, died at Suburban Hospital shortly after being airlift-
ed there, according to the criminal complaint filed in U.S. District Court in Maryland. Court documents say that DiPaolo and Farrar were hiking and climbing in the park on Dec. 28 with at least two other friends, who witnessed them arguing before setting off to climb a rock cliff along the edge of a Potomac River tributary. The court documents state that the two friends went to the top of the rock face to secure climbing ropes, but when they looked over the edge, they didn’t see anyone. They walked to the bottom and saw DiPaolo running up the trail. Police said the two friends found

According to the court documents, DiPaolo, who was arrested near Glens Falls, N.Y., on Jan. 8, told police that Farrar tried to choke him at the base of the cliff, and that the two fell to the ground and rolled over. Fearing he was about to lose consciousness, DiPaolo told police that he hit the victim in the head with the claw hammer, according to the criminal complaint. Will Metro Have Enough Cars? With the Silver Line slated to open soon but the 7000-series rail cars not slated for delivery until later this year, will Metro have enough existing rail cars to maintain current service levels on other lines as well as service the new Silver Line? Metro has consistently said that they will have enough rail cars available from the existing fleet to begin operating the Silver Line without cutting service on the other lines. But there will be fewer rush hour trains originating at Vienna once the Silver Line starts. No more Rush Plus Orange Line trains, which will be shifted over to the Silver Line.
Why is the new traffic light at the ill-fated Silver Spring Transit Center functioning now? It’s backing up traffic, but the Transit Center isn’t open, so there’s no need for a light that would allow buses to turn in. The Maryland State Highway Administration activated the signal at Montgomery County’s request, which was concerned about adding a safer crossing for pedestrians, even though the transit center isn’t open yet. It’s understandable that drivers would be annoyed when they realize the one functioning element of the project is a red light.

When major incidents happened on Metro, one of the things that is brought up is poor communication with riders during the incident. Metro acknowledges this and promises to do better in the future. The next time, same scenario. Why? Metro has gotten much better with its electronic communications — email and Twitter alerts — during emergencies. But more direct communications still leave a lot to be desired. I’ve heard many times that Metro is going to get twoway radios and bullhorns into the hands of the station managers, but I still get complaints from riders that there’s a lack of information on the scene.

We’re just weeks away from the start of the Winter Olympics
in Sochi, a defining moment on the world stage for Russia and its president, Vladimir Putin. These games are among the most contentious in Olympic history, embroiled in controversy over terrorist threats, human rights, cost overruns and environmental damage. But is it all doom and gloom for Putin’s pet project? Before the Olympic cauldron is lit Feb. 7, it’s time for a look at the good and the bad for Russia’s first Winter Games. (AP/ THE WASHINGTON POST/E XPRESS) The Bad Terror Threat: Two bombings in Volgograd, which killed 34 in December, have escalated fears. Chechen rebel leader Doku Umarov has urged his fighters to attack the Sochi Olympics, which he described as “satanic dances on the bones of our ancestors.” A massive security apparatus will be in place for the games, and email, phone and Internet usage will reportedly be monitored by Russian security agencies. Gay Rights: The Russian law banning gay “propaganda” has caused a furious backlash in the West. While Russia has promised there will be no discrimination at the games, critics continue to bash the law.
Putin’s Politics: Tensions with the U.S. grew after Putin granted temporary asylum to National Security Agency leaker Edward Snowden. Putin’s policies on Syria and Iran, and Russia’s backsliding on democratic reforms, have antagonized Western leaders. For the first time since 2000, the U.S. delegation to the Olympics will not include a president, vice president or first lady. Weather Worries: Sochi is a subtropical resort on the Black Sea. Temperatures on the coast, where the indoor ice events will be held, will be mild. While there is already a good layer of snow in place, a spell of warm or wet weather could cause problems. As a precaution, organizers have stored up 15,892 cubic feet of snow.
Record Cost: $51 billion. That’s the overall price tag for the games, by far the most expensive in history, summer or winter, and more than three times the budget of the 2012 London Games. Lack of Star Power: When Lindsey Vonn announced she was pulling out of the Sochi Olympics because of her injured right knee, the Winter Games was robbed of its biggest U.S. star. Without the gold medalist skier with the runway-ready looks — and minus such staples as speed skater Apolo Anton Ohno (retired) and figure skater Evan Lysacek (injury) — who will we rush home to watch? Sure there’s red-haired cult snowboarder Shaun White, but it’s doubtful you’ll recognize any other faces when the U.S. parades in during opening ceremonies.

The mountain cluster is only about 45 minutes away. It’s a much more compact setup than previous games in Vancouver and Turin. Spectators can use a brand-new train service to travel between the coast and the mountains.
The Venues: They’re brand new (see “record cost”), they’re ready and they’ll look great on TV. Gleaming arenas are in place for hockey, curling, speedskating and figure skating.
The Stakes: National pride and Putin’s personal prestige are on the line. There’s simply too much at play for Russia to not make the games a success. Besides, once the competition begins, the athletes take center stage and the host nation begins winning medals, the atmosphere invariably takes off. And Finally: The mascots are kind of cute. The biggest storyline heading into the season was this highly touted group of freshmen — featuring Duke’s Jabari Parker, Kansas’ Andrew Wiggins, Kentucky’s Julius Randle and Arizona’s Aaron Gordon. No doubt they’re talented and headed to long NBA careers, but they have had some firstyear struggles as well. Parker and Randle have recently had a drastic decline in production. And Wiggins and Gordon have at times been criticized for a lack of assertiveness on offense. Expect this talented group to get their second wind.
Senior guard Russ Smith leads defending champion Louisville (14-3, 3-1), averaging 18.1 points, 3.2 rebounds and 4.9 assists per game. But the Cardinals’ chances at a repeat championship took a hit with the loss of forward Chane Behanan, who was dismissed from the team. Louisville is 0-3 against ranked teams this season.

Conference changes
The biggest change has been the dispersal of college basketball’s best conference — the Big East. Syracuse, Pittsburgh and Notre Dame are now in the ACC, with Louisville coming next year. The football-playing former Big East teams, along with Memphis, Houston, SMU, Central Florida and Temple, are in the American Athletic Conference. And the Big East now consists of the Catholic 7, as well as Creighton, Xavier and Butler.

The Shockers, who made a run to the Final Four last year, probably have the best chance to enter the NCAA tournament unbeaten, although getting through the Missouri Valley unscathed is no easy task.

On most fronts, the Washington Wizards’ season thus far has to be considered a success. John Wall has developed into an elite point guard, Bradley Beal and Nene have stayed relatively healthy, and the Wizards have even flirted with the .500 mark.
Yet, heading into tonight’s matchup against the powerhouse Miami Heat (27-10), there’s something that still eludes Washington — a signature victory against one of the NBA’s top teams. The Wizards are 17-19, but only one victory has come against a team with a winning record, a 108-101 triumph over the so-so Atlanta Hawks on Nov. 30. In 14 other tries against teams over .500, Washington has come up empty. “We have to find a way to win

games and solidify ourselves where we want to be,” Wall said. Part of the problem is out of the Wizards’ hands. The Eastern Conference is filled with inept teams and then Indiana and Miami, so they’ve wound up playing plenty of affairs against teams with their own struggles. But “bad” teams like Brooklyn, Chicago and the Knicks have started to heat up, so feasting off bottom-feeders may not be a suc-
cessful strategy for much longer. When the Wizards have gotten an opportunity to take down one of the big boys, the pressure seems to get to them. Maryland Files Lawsuit vs. ACC College Sports The University of Maryland has filed a $157 million counterclaim against the ACC, alleging the league tried to recruit two Big Ten schools after Maryland announced its intention to leave for the Big Ten. The 53-page document was filed late Monday in Raleigh, N.C. “Our lawsuit calls the ACC’s ‘exit fee’ what it really is — an antitrust violation and an illegal activity,” Maryland Attorney General Douglas Gansler said in a statement. “Our motion in North Carolina will ensure that a Maryland
court will rule on the case.” The counterclaim contends that representatives from Wake Forest and Pittsburgh “each contacted a Big Ten university in an attempt by the ACC to recruit at least two Big Ten schools.” The document does not name the two schools allegedly targeted by the ACC. Included in the $157 million sought by Maryland is $16 million the school says has been improperly withheld since November 2012, when Maryland announced it was leaving for the Big Ten. On Tuesday, ACC spokeswoman Amy Yakola referred to the league’s
previous statements after Maryland’s announcement — the first wishing the school well and a second, eight days later, saying “there is the expectation that Maryland will fulfill its withdrawal payment obligation.” The countersuit is the latest in a back-and-forth duel that began when the ACC fi led a lawsuit in North Carolina after Maryland announced its departure, claiming the school was required to pay the full exit fee of approximately $52 million. The scorching heat on Day 2 thinned crowds at Melbourne Park and prompted players to cool off between points with bags of ice on their heads or draped over their necks. Little relief was expected this week, with similar heat forecast until Friday. Canadian qualif ier Frank Dancevic said he started feeling dizzy in the first set of his match against Benoit Paire and then collapsed in the next set. A re tomorrow’s R&B singers doomed to chase after yesterday? Nowadays, it sure feels like it. Every genre endures spasms of revivalism, but ever since the rise and fall of Amy Winehouse, R&B has proven a particularly nifty field to restage the past. Adele ponders a Dusty Springfield biopic. R. Kelly teleports to 1960-whatever. Robin Thicke pantomimes Marvin Gaye. On and on, we keep going back in time. Sharon Jones and the Dap-Kings have made a career of it, excavating the sounds of classic American R&B for more than a decade, and with the group’s new album, “Give The People What They Want,” released Tuesday, they’ve arrived at their strongest composite. This is pop time travel at its most articulate and dynamic, channeling Motown, Muscle Shoals, Stax and James Brown all in one easy stroke. Jones — a 57-year-old who recently beat cancer — sings about stung hearts and fiery farewells, and on “Stranger to My Happiness” sounds like she was born in the groove. It’s all rather unsurprising, yet hard to dislike — the kind of music that presents itself confidently, affirms your good taste, then finds shelter under the umbrella of timelessness.

But there are still strange external forces at work here. The magnetism of these songs originates from the same mystery space that gives Renaissance fairs and Civil War re-enactments their weirdo gravity — they all give us the opportunity to feel an approximation of feelings we were born too late to feel. Is that what the people want? Funny how throwback R&B can
spark nostalgia for the future. More than a decade ago, uber-producers Timbaland and the Neptunes were using alien digital timbres to build love songs that resembled science fiction. They cemented futurism onto the list of American R&B’s defining traits, making the genre feel inherently optimistic. As scary as our new century may have seemed, we’d still have
Valentine’s Day. The same idea floats through the California haze in Spike Jonze’s recent triumph, “Her,” a film that isn’t warning us about the unstoppable march of technology so much as hypothesizing how love might feel tomorrow. The Hits Just Keep on Coming Dick Wolf has a busy January with a new novel and the launch of TV’s ‘Chicago P.D.’ Hours before last week’s premiere of his new series, “Chicago P.D.,” Dick Wolf acknowledged he was nervous. Actually, “terrified” was the word he used. This from a TV impresario whose credits include the hydraheaded “Law & Order” franchise and whose shows have been a prime-time mainstay every season for a quarter-century — a feat likely unmatched by any other producer. At 67, Wolf is a veteran producer whose resume reaches back to “Miami Vice” in the mid-1980s, and who, through much of the past two decades, kept the lights on at NBC when it had little else anybody would watch. But during an interview last Wednesday, there was more on Wolf’s mind than his new show. He was also marking the publication of his latest novel. “The Execution” ($27.99, William Morrow) brings back NYPD Detective Jeremy Fisk, whom Wolf introduced in his first novel, “The Intercept.” Now Fisk’s Joint Terrorism Task Force is back on high

Through much of the past two decades, Dick Wolf kept the lights on at NBC when it had little else anybody would watch. alert as an elusive assassin heads to Manhattan for United Nations Week, when the world’s most powerful leaders will be gathered — and vulnerable. “There are stories that are just too big for a series episode or even an arc,” said Wolf when asked what prompted his literary ventures. But how did Wolf, with his TV empire to tend, find time to write? “I’ve got small kids,” he replied
with a laugh before sharing iPhone photos of his 6-year-old daughter and 3-year-old son. “I have a very pleasant existence in Montecito [Calif.]. I’m on a school schedule now, home in the morning 90 percent of the time. So writing became a routine.” What he called “my quiet hope” is that these thrillers and their hero might inspire an annual Jeremy Fisk miniseries.
But weekly, scripted drama remains Wolf’s true forte. He considers himself a businessman generating inventory with a lucrative afterlife as cable repeats. “Chicago Fire,” an action drama about big-city firefighters, is midway through its second robust season on NBC, airing at 10 p.m. Tuesdays. And now on NBC at 10 p.m. on Wednesdays is “Chicago P.D.,” a “Fire” spinoff that could spark a new franchise for Wolf: a “Chicago”-branded portfolio. The morning after it premiered, Wolf would learn that a solid 8.6 million viewers had tuned in. Centered on the Chicago Police Department’s scrappy Intelligence Unit, the series pits Detective Sgt. Hank Voight and his team against the worst killers and drug traffickers the Windy City can deliver. Meanwhile, Wolf is thinking internationally. He produces a “Law & Order” edition for the United Kingdom, among other global iterations. “I’d really like that to happen with ‘Fire’ and ‘P.D.,’ ” he said. “Every big city on the planet has a police department and a fire department.
