Thursday’s bitter cold made for a miserable morning commute for Metro riders with delays on five of its six rail lines caused by the weather. It was one of the worst commutes in what had already been a bad week for the transit agency’s customers. (THE WASHINGTON POST ) Twice as long Riders complained of commute times that were more than twice as long as normal, with many of left standing outside in the frigid weather. Roger Kaplan’s normal 34-minute trip from Vienna to Federal Triangle took an hour and 11 minutes. “My feet were ice blocks by the time I got on a train,” he said.

Why Metro tracks crack The recent temperature plunge almost certainly caused Metro rails to crack, contributing to the massive delays on several lines Thursday morning. Crews were able to splice together a cracked rail at Prince George’s Plaza but had to replace a 39-foot section of rail after a severe break at East Falls Church.

Plenty of riders took to social media to express their frustration. One tweeted with the hashtag #MetroClosesDoors — mocking the transit agency’s slogan, “Metro Opens Doors.” Others tweeted pictures of packed trains and platforms. Many said there was not enough information about the extent of the delays.

CHANGE:

The sudden contraction causes two sections of track to crack and the pieces to pull apart.

Cracks can be temporarily bridged with a “splice bar” that holds the pieces together so trains can use the section of track. Sections too large to repair are replaced.

One reason rails crack is that when outside temperatures fluctuate from warm to very cold, tracks contract as atoms move more slowly and stay closer together.

In addition to the cracked rails, Metro spokesman Dan Stessel said the cold conditions took a toll on Metro’s cars, some of which are 30 years old. He said a high number of trains were taken out of service on the Red Line because they had brake or door problems that were attributable to the weather.

D.C. Del. Eleanor Holmes Norton will meet with National Park Service officials next week to discuss a memorial to Francis Marion, a Revolutionary War hero who was also a South Carolina plantation owner and slaveholder. The National Park Service and other federal entities are considering putting it in Marion Park — which has the same namesake — in Capitol Hill, but some residents are unhappy about it. “If you place a monument where children play or that people use for dog walking or for other neighborhood activities ... you get some concerns,” Holmes Norton said. The District’s taxicab commissioner resigns Ron Linton, the chairman of the D.C. taxicab commission, stepped down Thursday, WAMU reported. Linton, 85, held the post since 2011 and helped usher in a wave of improvements — chief among them, mandating credit card readers in all cabs — amid stiff competition from new ridesharing apps. One of his last proposals to modernize D.C.’s taxi fleet is a single app that would allow customers to hail a taxi, much like Uber and Lyft. The commission plans to begin testing the app in March. Jose Cabanas, the chief of the Cuban Interests Section, talked trade with Virginia Gov. Terry McAuliffe and spoke with business and educational groups seeking closer ties to the island nation. Virginia has been trading with Cuba for more than a decade, when restrictions were loosened to allow exports of agricultural and medical products. Dog kills Md. man as he took down Christmas tree A pit bull fatally attacked his 87-year-old owner at a Frederick, Md., home as the man took down the Christmas tree, Frederick County sheriff’s officials said. Deputies, police officers and county animal control officers witnessed part of the attack of Eugene Smith after they were called to his home. Smith was taken to Frederick Memorial Hospital, where he died from injuries sustained during the attack, authorities said. County Animal Control officers removed the dog from the home and euthanized it, officials said. (TWP)

D.C. loses U.S. bid for 2024 Games to Boston The IOC will make its pick for the Olympics’ host city in Sept. 2017 REGION Washington’s upstart bid to host the 2024 Summer Olympics came to an end Thursday when the U.S. Olympic Committee’s board of directors chose Boston as the city it would submit to the Games’ governing body as the American candidate. At a meeting at Denver International Airport, the 15-member board completed a formal selection process that began last month when the four finalist cities made their presentations. At the conclusion of Thursday’s meeting, the USOC leadership then hopped on a

plane for Boston. T he Wash i ng ton g roup, chaired by businessman Russ Ramsey and co-chaired by Wizards and Capitals owner Ted Leonsis, announced its intentions to bid in August 2013 and unveiled its board, logo, website and slogan (“Unity”) in September. The D.C. presentation was wellreceived by the USOC, but the city’s bid was considered an underdog, due mostly to its position as seat of American power. After a series of recent failed bids, the USOC was determined to pick a candidate that could win over the International Olympic Committee, a body widely assumed to include pockets of anti-Americanism. The United States hasn’t hosted a Summer Olympics since the 1996 Games in Atlanta, an

unusually long time for the IOC’s biggest broadcast partner. After submitting losing bids for New York in 2012 and Chicago in 2016, the USOC failed to bid at all on the 2020 Games. Washington also mounted a failed bid, jointly with Baltimore, for the 2012 Games. Boston will face stiff international competition, with major European capitals such as Rome, Paris and Berlin expected to bid, and with a potential South African bid becoming an instant contender to host the first Games in history on the African continent. Other cities considering bids include Budapest; Istanbul; Melbourne, Australia; and Doha, Qatar. The IOC will select the host city for the 2024 Games in September 2017. The number of incidents that D.C.’s streetcars have been involved in since they began test runs in October. The most recent accident occurred Wednesday when a streetcar rear-ended a car that had pulled in front of it. “It’s nothing to be alarmed about,” said Reggie Sanders, spokesman for the D.C. local FAIRFAX COUNTY Braving sub-freezing temperatures, about three dozen protesters marched outside the Fairfax County police headquarters Thursday morning to demand information and accountability in the August 2013 police killing of John Geer in Springfield. Most of those present didn’t know Geer, a 46-year-old kitchen contractor and father of two, but expressed disgust that 16 months had passed without a decision on whether to charge Adam Torres, the officer who shot Geer, and that little about the

circumstances had been released. Keith Harmon, of Mount Vernon, said: “[My neighbor] could well call the police, say I’m a madman with a gun, and the cops may show up and kill me.” Geer had been in an argument with his longtime partner, when she called police to report that Geer was throwing her belongings out of the house. Witnesses said officers spoke to Geer for 50 minutes while he stood behind his storm door with his hands on its frame above his head. Metro’s new campaign (the first to address the issue since 2009) is a reminder that these seats are exclusively for people who need them, and should be kept empty to allow people with disabilities to take advantage of them without being forced into uncomfortable confrontations. It’s stressful to have to request that someone move (or just pick up a bag), says Medosch, who’s known even pregnant women to get rebuffed. Although she’s never had a bad run-in on Metro, she’s experienced pushback using her car’s disability tag: “People will shout at you and question you. I don’t want to have to show my medical records to strangers.” The idea of emphasizing that you can’t always recognize impairments came from input provided by Metro’s Accessibility Advisory Committee, says spokesman Dan Stessel. And while the signs are linked specifically to the priority seating, their message is something that Cleveland Park resident Pamela Ehrenberg, 42, hopes passengers think about throughout their rides. Her late husband had several cancer complications, including limited peripheral vision. So his concern wasn’t necessarily where to sit, but whether he’d get shoved in a crowded car. These signs may not adjust seating patterns, but Ehrenberg thinks they have the potential to shift attitudes: “This goes the extra step of opening people’s minds as to what is a disability.” And that’s a pretty good sign.

Middle age isn’t quite as terrible if you’re married WONKBLOG Researchers have shown that over the course of a lifetime, happiness generally follows a U-shaped curve: It is high when you’re young, dips in middle age and rises again going into your golden years. This makes some intuitive sense. Middle age tends to be a time when obligations to career and family are at their highest. Wouldn’t it be nice if there was some way to mitigate that dip in middle-age happiness, flatten out that U a bit? Turns out, there is: You can get married. In a new working paper, Canadian economists Shawn Grover and John Helliwell show the effect of marriage on a lifetime of happiness. Kouachi told him he wanted to attack Jewish targets in France, but Benyettou told him to hold off, according to a Bloomberg News report. France wasn’t a “land of jihad,” Kouachi was told. Iraq was. Even then, Kouachi didn’t adhere strictly to many Islamic precepts. He described himself as an “occasional Muslim,” The New York Times reported. Eventually Kouachi planned for his trip to the Middle East. But in 2005, his plan hit a snare when police arrested him and his traveling companion as they were about to leave. Kouachi told authorities he had been having second thoughts and was “relieved” when he was arrested. “My client was rather pleased to be arrested by police instead of seeing his project through,” Vincent Ollivier, his attorney, said in 2005. While other members of the recruiting network received lengthy prison sentences, Kouachi got off with a three-year sentence and was released in 2008. From there, he vanished from reports — only to re-emerge Wednesday, authorities said, to perhaps realize his aspirations of launching a terrorist attack in France. For the first time, products that protect your data find a place at tech’s big show

Yes, flu season is particularly bad this year

TECHNOLOGY When I say the word “privacy” to many of the presenters at International CES, the consumer tech show in Las Vegas this week, there’s a little sigh before they answer. The thing to get excited about at this year’s show is connecting everything to the Internet. Keeping information to yourself? You can almost see the thought bubble above their heads: “Luddite.” But if you, like me, are sick of being told your reluctance to share everything sets you against the flow of progress, there is a place for you at the massive tech show — first floor, South Hall. These, my friends, are our people. This is the first year that privacy-focused products have had their own part of the floor, which itself may be taken as evidence that privacy, particularly on mobile devices, is something that everyone should be thinking about. It’s a small space. There are only nine exhibitors here, a tiny fraction of the roughly 3,600 out on the show floor hawking their products. It’s not a place that will draw crowds: Safety wallets and virtual private networks are just not as fun to watch as a 3-D candy printer. But it is pulling in a steady stream of people, young and old, who want to know how to reconcile their love of gadgetry with the desire to keep some things to themselves. More Internet users are now taking small, deliberate steps to protect their privacy online. In fact, privacy is starting to become a selling point. Part of the drive behind that

change, exhibitors here say, is that people have had to take security matters into their own hands. Consumers are finding — thanks to the rise in identity theft, hacks and massive data breaches — that companies aren’t always good stewards of their information. Vysk, which makes encryption software and cases that let you slide a cover over your cameras when you’re not using them, has seen an uptick in interest since hackers breached celebrity iCloud accounts and posted personal pictures from those accounts online. PIA, which sells a service to let people set up their own private networks, has seen its customer base shift from only young men to include women and older adults, said employee Joseph Craig. Other exhibitors offer their own theories on why privacy products for individuals have grown in profile enough to have

their own section this year. “It’s the Snowden effect,” said Aaron Zar, chief executive and founder of Peeled Group, referring to the former National Security Agency contractor who exposed government surveillance programs to the world in 2013. Zar’s company makes a line of wallets and cases called Silent Pocket, which are essentially a stylish tinfoil hat for your phone.

The leather cases are lined with a special sort of foil that blocks cellular, bluetooth and Wi-Fi signals, so you can’t get any calls or messages while your phone’s in the bag. The idea of disconnecting at CES is an anathema. I chuckle when I notice that the Kodak booth across from Vysk is showing off its home surveillance system — and I can just make out a camera pointed in our direction. But it’s not productive to think of it as a battle, in which these few companies are holding down the fort for privacy against the rest of the show. The whole point of the privacy area, and of many of the products being shown there, is that technology and privacy don’t have to fight. They can actually help each other. New Gallup data shows that this past December was one of the worst flu months since the polling organization started tracking flu season in 2008. On average, 4 percent of Americans reported they had the flu on any given day in December. The flu has already killed at least 21 children this year, according to the Centers for Disease Control and Prevention. Americans just a few months ago freaked out too much over Ebola — a virus only four people in the U.S. have been infected with — and haven’t shown nearly as much concern for flu. Sure, flu season comes and goes every year, while Ebola was new to America and highly dangerous. But the risk of being infected with it was almost nonexistent, unless you were a health-care worker treating Ebola patients. A Gallup poll from early November shows the disconnect between Americans’ fears of Ebola and the flu. At the time, 17 percent of Americans said Ebola was the country’s most important health-care problem, ahead of things like obesity, cancer and diabetes. The survey, taken around the start of flu season, showed only 1 percent of Americans who said flu was the country’s most important health problem. Ankiel’s background Ankiel, 35, was once a Cardinals top pitching prospect, but he lost his ability to pitch and eventually resurrected his career as an outfielder. He played for the Nationals from 2011 to mid-2012.

Why create this job? The Nationals will still have a sports psychologist available, but Ankiel can be a less formal venting place. “Baseball is a game of failure,” Nationals assistant GM Doug Harris said. “Anything you can do to help players deal with failure helps the organization. Learning how to deal with those emotions, the highs and lows of the season, helps.”

What will Ankiel do? He may throw batting practice one day, but he isn’t expected to offer technical instruction. He may shag fly balls with players in the outfield, but only so he can chat with them. He will be in the clubhouse, but only so he can connect with the players.

But you don’t have to be a new tenant to request changes or additions to your lease. “A good time to negotiate is when you already have a good relationship and the landlord wants to keep you as a tenant,” says Marc Borbely, founder of the D.C. Know whom to ask You’ll have better chances of success when negotiating with an individual, private landlord than with a large apartment complex. “Private owners have more flexibility if they want to get their unit rented,” says Mikki McIntyre, chief operating officer of the D.C. (202-600-9500, dcapartmentco .com), which connects apartment searchers with available rentals. “Large buildings run by property management companies have specific guidelines for leases, and they don’t tend to deviate from those.”

Lease start dates, rent prices, and things like pet or subletting approval tend to be areas where landlords are willing to negotiate if the prospective tenant seems to be an otherwise great fit. “I would say that nothing is impossible, but some things are always going to be easier to negotiate than others,” Borbely says. If you’re renting a condo, the condo association may have rules that are non-negotiable. So it’s always good to learn if your requests would even be possible.

Get credit for your rent FINANCES One of the easiest ways to repair your credit history is to pay your bills on time. But the biggest bill in many households is often left out of the equation: the monthly rental payment. Most property managers don’t report rental payments to credit bureaus, partly because there is no national standard for how and when that information should be included, says Mike Doherty, head of the rental screening business for TransUnion, one of

the three major credit reporting bureaus. Now some in the industry are trying to change that. Experian has started including positive rental payments in its credit reports and TransUnion recently rolled out a tool that would make it easier for property managers to report payments to credit bureaus. Equifax says it doesn’t track rental payments and doesn’t have any programs in the works. Doherty recently spoke with The Washington Post about how including rental payments in credit reports could hurt or help a consumer’s chances of landing a new apartment or accessing new forms of credit — including mortgages.

How can rental payments affect a person’s credit score? When rental payments aren’t reported that actually hurts consumers. First-time mortgage holders on average had an increase in their credit score of 5 percent, which reflects that they are … making payments on that mortgage and getting credit for it. Most renters aren’t getting credit for their rental payments. In your analysis, who benefited most from reporting rent? It was a particularly positive impact on the subprime population. What happens with more prime consumers is they already have credit, they’re already making payments, so the impact on their

credit scores was less dramatic. The impact on the subprime group … is more noticeable and more dramatic.

COLLEGE BASKETBALL Maryland freshman point guard Melo Trimble says the physical nature of college basketball forced the biggest adjustment he’s had to make since high school. And that was reinforced in the team’s first three games of Big Ten play. But Trimble, who was playing this time last year for Bishop O’Connell in Arlington, has countered physical play with his own aggressive approach. The 6-foot-3 guard isn’t afraid to take the ball to the basket. Entering Thursday, he had attempted the fifth-most free throws in the country and had the most makes, hitting 109 of

his 124 attempts (87.9 percent). And in the past three games, he’s 24 of 30 from the charity stripe. “I am using it as my game,” Trimble said of getting to the line. “I am just aggressive when I get the ball. And we are a good free-throw shooting team.” At nearly 75 percent, the Terps rank in the top 40 in the NCAA in free-throw shooting. The 11th-ranked Terps (14-2, 2-1) are coming off their first Big Ten loss, a 64-57 defeat at Illinois in which they were just 10-for-18 from the line. Tragical mystery tour A goofy private eye exposes corruption, sorrow and lots of weird in ‘Inherent Vice’ FILM REVIEW “What’s up, Doc?” That’s just one of a few running gags that keep afloat the cockamamie, kaleidoscopic whodunit of “Inherent Vice.” It’s 1970, and the Doc in question is Larry “Doc” Sportello, a private eye living in a seedy California beach town. Doc (Joaquin Phoenix) navigates a tale whose characters, structure and tone — a balance between mournfulness and mayhem — feels as if it was crafted by Raymond Chandler while under contract at Loony Tunes. Based on Thomas Pynchon’s 2009 novel and written and directed by Paul Thomas Anderson, “Inherent Vice” unfolds so organically that, even at its most preposterous, viewers will find

themselves nodding along. As “Inherent Vice” opens, Doc is visited by his “ex-old lady” Shasta (Katherine Waterston), a lissome beach babe and the kept woman of a billionaire real estate developer. She needs Doc’s help on a case that will see him crossing paths with Los Angeles’ most rapacious business interests, a proudly civil rights-abusing police lieutenant, the Aryan Brotherhood, a coke-snorting dentist and a sax player for a surf rock band who may have faked his own death. Det. “Bigfoot” Bjornsen, who’s dismayed by the downward spiral of American values. The lone voice of wisdom belongs to Doc’s friend and the film’s narrator, Sortilege, played by Joanna Newsom. It’s her voice in his head that inspires him to perform the film’s climactic act of twisty comeuppance and simple kindness. Though sci-fi aficionados may balk at “Predestination’s” convoluted timeline and series of twists, the film, directed by brothers Michael and Peter Spierig, proves to be thrilling entertainment for the rest of us. That’s not, however, for the reasons you might think, as the movie is surprisingly light on action. Ethan Hawke plays a “temporal agent” who zips back to the year 1970 to catch a notorious terrorist before his biggest massacre. Our nameless hero strikes up a conversation with a man named John, who ends up telling this stranger his life story. It turns out that John was actually born Jane: a tomboy who fell into a star-crossed romantic relationship with someone who plays a significant role in her gender-bending destiny. John (played by talented Australian up-and-comer Sarah Snook) has an entirely captivating history that is arguably the most rewarding aspect of the movie. Once “Predestination” shifts gears, sending the duo back to the 1960s, things get weird, and not always in a good way. By the time the final minutes roll around, the requisite big reveals are both bizarre and predictable, even if they don’t make complete sense at first (or ever). I like writing my yearly list of top films, because I like lists in general. Once a week I list what’s for dinner that week, then I make a grocery list and a list of errands to run (some of which have lists of their own), plus I have my daily to-do list at work. I am not anti-list. Some of my best friends are lists. But I also don’t like writing my end-of-year list, because I think lists (and, by extension, awards, which are just lists dressed in designer gowns and tuxes) are ultimately pointless when it comes to engaging with film. For example, in my list last week, I chose “Whiplash” as the best film of 2014. But I gave it the top spot not necessarily because of anything it did, but because of my reaction to it. If we had a conversation about “Whiplash,” we could discuss the crafting of the film, but simply putting a No. 1 in front

of it doesn’t communicate anything beyond “I really liked this movie.” Also, lists and awards can be horrifically wrong. I can go on and on and ON about Oscar wins I took deep personal offense to (“Crash,” for God’s sake. “CRASH.”), but even that’s not really engaging with film in a substantive way. Looking back at my top 10 list for 2013 shows how pointless lists can be. They’re so often treated as gospel, titles on stone tablets, but one year later and I’m wondering how I could have been so stupid. I stand by “12 Years a Slave” and “Nebraska,” but the Saudi

Arabian film “Wadjda,” which is great, is not actually better than “The Act of Killing,” which is brilliant. I still adore “Much Ado About Nothing,” but one of the top 10 films of 2013? No. And, because that year I ranked every film I saw, I can get even more embarrassed. I’ve seen “American Hustle” three times and by the third viewing I realized it was TERRIBLE. And I put it at 11! (I had only seen it once when I ranked it.) I had “Captain Phillips” at 20; after seeing it twice more, I realized it should be at least 10 spaces up. With “Hustle,” the plot was the most engaging thing, so knowing the end exposed the movie’s flaws. Contrast that with “Phillips,” which was just as gripping (and more nuanced, thanks to Tom Hanks’ performance and the nail-chewing conclusion) the third time as the first. Lists aren’t pointless. If mine gets more people to see “Whiplash,” then I’ve done part of my job. But my list isn’t the culmination of a year’s work — it’s a reduction of it into something that’s quick and easy to digest. FILM REVIEW The fear-mongering title of “A Girl Walks Home Alone at Night” conjures up images of predation that suggest the film will surely send shivers up your spine. It certainly does, but not for the reasons you might think. The titular beauty who drives the action of filmmaker Ana Lily Amirpour’s visually striking and surprisingly moving black-andwhite film is no helpless victim. Rather, the movie’s nameless, nocturnal protagonist (Sheila Vand) is a vampire. Written as a sort of darkly feminist avenging angel, Vand’s character is introduced in a scene in which she deals harshly with an abusive pimp/drug dealer (Dominic Rains) who has just thrown a prostitute (Mozhan Marno) out of his car — a car taken in payment from the family of an elderly junkie (Marshall Manesh) who can’t pay his heroin bill. Vand’s vampire isn’t as toothless as the Cullens of the “Twilight” series: She’s not above pouncing on a homeless person who has done nothing, just because she can (or because she must). “I’ve done bad things,” she tells Arash (Arash Marandi), a young man she meets as he’s coming home from a costume party … in a Dracula costume, no less. The scene that follows — in which she wheels him to

sweetest and sexiest interludes, without any actual sex, in recent film. The relationship between Arash and the bloodsucker lies at the heart of the film, but Amirpour is no Stephenie Meyer. The girl’s resistance to drinking Arash’s blood is told largely through silent, sidelong glances. Few words are spoken in this movie, yet it’s as eloquent a tale of love and sublimated lust as you’re likely to see. Shot near Bakersfield, Calif.,

but with dialogue entirely in Farsi, the film takes place in a fictional Iranian setting, identified as Bad City. It’s a town of damaged and dying people, with a culvert where the bodies keep piling up. In the midst of this desolate wasteland, two lonely people — if a vampire can be called a “person” — somehow find each other.
