Besides enjoying convenience and ready access to 40-plus choice foodstuffs competitively priced, some residents doubled their purchasing power. The mobile market accepts EBT cards for federal Supplemental Nutrition Assistance Program (SNAP) benefit recipients and doubles their value. “We’re helping to make healthy food options more affordable by offering a dollar-to-dollar match,” said Eugene Brown, mobile market manager. “It’s subsidized by various funders. ederal officials have issued a warning F to U.S. public school districts: They’re legally required to educate all elementary and
secondary students in their respective districts, regardless of citizenship status. The 1,168-word memorandum, dated May 6, was signed by Russlynn Ali, the U.S. Education Department’s top civil rights official; Charles P. Rose, the department’s general counsel; and Thomas Perez, assistant attorney general for the civil rights division of the Justice Department. It was prompted by reports that some public schools might be screening the immigration status of children applying for enrollment. The tornado has been classified as one of the worst in U.S. history since the 1950s. Hours after the tornado, Missouri Gov. Jay Nixon declared a state of emergency and deployed the Missouri National Guard to help the affected people. “These storms have caused extensive damage across Missouri, and they continue to pose significant risks to lives and property,” Nixon said during a press conference. The tornado destroyed 6 miles of Joplin. The destroyed property included St. John’s Regional Medical Center, a school, and many homes and businesses. In addition, Interstate Highway 44 and some city streets were partially closed because they were blocked with tree branches and cars. Kansas Citians with family members in Joplin described Sunday as one of the longest days ever. Many families didn’t know the whereabouts of their loved ones. Jesus Rivera, an ex-Joplin resident, was shocked when he got his sister’s phone call. “She called me crying, asking for help. She told me that the tornado hit them really bad and that they didn’t have anything,” Rivera said. “Even though the news said there was 25 percent devastation, I think the tornado took over 75 percent.” Rivera still can’t believe the images he has seen. “I lived there before, and I never saw something like that. It is just very shocking to see Joplin like this,” he said. According to the U.S. Census Bureau, 3.2 percent of Joplin’s population is Hispanic. The town’s Hispanic residents include Ernesto, a man who described the tornado as something he doesn’t want to live through again. For Ernesto one of the worst moments was when his daughter held him and asked him if they were going to die. Ernesto lost his house, and many friends and neighbors. The Ministry of Foreign Relations in Mexico is coordinating with the Mexican Consulate in Kansas City, Mo., to help Mexican citizens located in the area. At press time, the Ministry of Foreign Relations had reported two people from Mexico dead and two people alive – one at a storm shelter, another at a hospital. At press time, CNN Money reported the storm had resulted $3 billion in insured losses. At press time, multiple rescue teams were in Joplin, looking for missing people and dead victims. On Monday night, the teams were moving through what one source called a “ghost town” with rescue dogs, seeking any signs of life. At press time, they had found nine people alive. In related news, U.S. President Barack Obama ordered the Federal Emergency Management Agency (FEMA) to take care of Missouri’s tornado victims. He discussed the Joplin disaster during his trip in England. “So far, we know that over 100 people lost their lives. Others remain missing, and hundreds more are injured,” Obama said in a speech published by USA Today. “And obviously, our thoughts and prayers are with the families who are suffering at this moment. And all we can do is let them know that all of America cares deeply about them and that we are going to do absolutely everything we can to make sure that they recover.” At press time, the president was planning to visit Missouri to see the devastation and talk to Missourians about the help they might receive. Voter ID trumps education, economy We all recognize that safeguarding the integrity of our electoral processes is key to upholding the reliability of electoral outcomes and voter confidence. It’s become the international norm. “Integrity is an essential part of a free, fair and reliable election. It’s inherent in the principles of a democracy and a representative system of government,” asserts the ACE Electoral Knowledge Network, which promotes and monitors credible, transparent electoral processes worldwide. Established in 1998 as the Administration and Cost of Elections Project, the independent, non-profit, non-partisan body is a “portal to the world of elections.” It’s a collaboration of nine organizations, including Elections Canada, the Federal Electoral Institute of Mexico and the United Nations. The ACE has identified multiple aspects to ensuring free, fair elections. Simply, all serve to establish and enforce election laws and monitor to ensure compliance and integrity in administration and participation. They include such actions as preventing voter fraud; fear, intimidation and violence at the polls; and prejudiced administration. Also involved are ensuring equal media access, the appropriate use of public resources for campaign purposes, proper ballot counting and compilation of results, and non-partisan procedures for lodging and processing complaints. A curious trend of late has taken root and flowered in state houses nationwide. Lawmakers have fixed on a puzzling urgency to protect the legitimacy and the perception of the legitimacy of our electoral processes. And they’ve narrowly confined their efforts. They’re taking aim at reducing the incidence of voter fraud by instituting the use of official photo identification (ID). Wisconsin is the latest state to add the requirement. Missouri legislators approved a bill in early May that’s linked to a constitutional amendment that, providing the governor signs it, will be on a statewide ballot in 2012. Kansas ratified a provision requiring a photo ID earlier this year, and legislatures in 33 other states have considered such provisions. The ACE and its member organizations and think tanks across the ideological spectrum have long debated the advantages vs. the disadvantages of requiring voters to present a photo ID. It’s a worthwhile debate, and we rightfully expect our policymakers to earnestly debate such weighty issues. We also expect them to judiciously prioritize legislative matters, discerning the most critical issues. In Missouri, the jobless rate is still courting double digits – and the state’s tax revenues were down 11 percent from April 2010. Financial belt-tightening has forced state offices to close, resulting in employee layoffs and declines in services, a 5.45 percent reduction in state funding for higher education and possible tuition hikes. In Kansas, the unemployment rate is lower (6.8 percent), but the state ranked third in the nation for jobs lost last year (6,000 between March 2010 and March 2011). A nearly $500 million budget shortfall forced spending cuts in public education, state employee benefits and state jobs. Given the pressing problems besetting us and the absence of reliable data substantiating voter fraud and whether photo ID would prevent it, we’re all compelled to examine why state lawmakers dedicated valuable limited legislative time to it. Are they dutiful public servants conscientiously tracking a real, monumental threat to the integrity of our electoral process or out-of-touch, dissembling lackeys of partisan extremists? MYTH: Undocumented workers do not pay taxes. REALITY: They do, and in several different ways. 1) According to the Internal Revenue Service (IRS), the majority of undocumented immigrants pays income tax using, among other mechanisms, Individual Taxpayer Identification Numbers (ITIN’s), while most employers withhold federal, state and local taxes from such workers. In fact, between one-half and three-quarters of undocumented immigrants pay federal and state income taxes, Social Security, and Medicare taxes. 2) Undocumented immigrants pay the same real estate taxes— whether they own homes or taxes are passed on to them through rents—and the same sales and other consumption taxes as everyone else. 3) The majority of state and local costs for schooling and other services is funded by these taxes. Additionally, the U.S. Social Security Administration has estimated that three quarters of undocumented immigrants pay payroll taxes, and that they contribute US$6-7 billion in Social Security funds that they will be unable to claim (Porter 2005). 4) This amount, moreover, keeps accumulating, generating US$6 to US$7 billion in Social Security annual tax revenue, and an additional US$1.5 billion in Medicare taxes. 5) This money, according to the 2008 annual report of the Social Security Board of Trustees, will help reduce the SSA’s projected long-term deficit by 15%, which is equivalent to a 0.3% rise in the pay roll tax. l presidente Barack Obama lleva cuatro semanas seguidas hablando de migraciĂłn. EstĂĄ usando su capital polĂtico tras la captura de Osama bin Laden para buscar la legalizaciĂłn de indocumentados y su reelecciĂłn en el 2012. Las dos cosas estĂĄn ligadas. Nadie puede llegar a la Casa Blanca sin el voto de los latinos. Ni Obama, ni nadie. Ésta es la nueva regla de la polĂtica en Estados Unidos. Y si bien es cierto que el tema migratorio no es el mĂĄs importante para los latinos (segĂşn las encuestas, primero estĂĄn educaciĂłn, trabajos y salud) el apoyo a los inmigrantes es fundamental para ganar votos hispanos. Es cierto que Obama, como todos los presidentes demĂłcratas que le han precedido, puede ganar fĂĄcilmente el voto hispano en el 2012. Pero no se debe dar por un hecho. ÂżPodrĂa 2012 ser el aĂąo en que los republicanos obtengan suďŹ cientes votos hispanos para impedir que se reelija un demĂłcrata? Es totalmente posible – por eso los dos partidos polĂticos nos estĂĄn tratando de enamorar. Otra vez. En lo relativo a la inmigraciĂłn, Obama ha tratado de colaborar con los republicanos. Durante los dos primeros aĂąos de su presidencia, aumentĂł el nĂşmero de agentes de inmigraciĂłn a lo largo de la frontera entre Estados Unidos y MĂŠxico hasta llegar a unos 20,000 y deportĂł aproximadamente 800,000 residentes indocumentados – mĂĄs que cualquier otro presidente. Los hispanos y los inmigrantes estamos en medio del ping-pong polĂtico entre demĂłcratas y republicanos. Los partidos se acusan mutuamente por la falta de acciĂłn en la cuestiĂłn migratoria. Y mientras, millones viven en la oscuridad, con miedo a ser perseguidos y deportados en el que se supone es el paĂs modelo de la libertad y justicia. Cada vez que hablo sobre el tema migratorio en mi cuenta de Twitter (@jorgeramosnews) recibo montones de comentarios de hispanos y de inmigrantes en que me piden “que no nos usen mĂĄs los polĂticosâ€? y “que dejen de jugar con nosotrosâ€?. Y es cierto. Los latinos estĂĄn cansados y frustrados de que los polĂticos de ambos partidos les coqueteen con el tema migratorio para luego no hacer nada. Se habla mucho pero se hace muy poco. EstĂĄ claro que no habrĂĄ una reforma migratoria en los prĂłximos dos aĂąos. El DREAM Act, que se ha vuelto introducir en el Senado, no cuenta por ahora con los 60 votos necesarios para sobrevivir. QuizĂĄ, como me dijo el congresista demĂłcrata LuĂs GutiĂŠrrez en una entrevista reciente, “el tiempo

.S. President Barack Obama has discussed immigration often lately, pursuing two goals. He’s trying to use the political capital he earned after the killing of Osama bin Laden to push for a path to legalization for undocumented immigrants – and trying to gather support for his re-election. Both objectives are closely linked; no candidate can win the White House without the Hispanic vote. This is the new standard for American politics. It’s true that, according to surveys, immigration reform isn’t the most important political issue for Hispanics in the United States. Education, jobs and healthcare are at the top. But a candidate must support a path to citizenship for undocumented immigrants if he hopes to win the Latino vote. Now, it’s true that Obama, as with all Democratic presidents, might easily win the Hispanic vote in 2012. But that’s not a given. Could 2012 be the year that Republicans draw enough Hispanic votes to derail the re-election of a Democrat? It’s possible – and this is why both political parties are aggressively courting us. Again. With regard to immigration, Obama has tried to work with Republicans. During the ďŹ rst two years of his presidency, Obama increased the number of immigration agents along the U.S.-Mexican border to about 20,000 and deported about 800,000 undocumented residents – more than any other American president. Yet during a May 10 speech in El Paso, Texas, he pointed out he still couldn’t get Republicans to support an agreement on reform. “All the stuff they asked for, we’ve done,â€? Obama said. “They’ll never be satisďŹ ed.â€? Obama is right to blame Republicans for hindering efforts at reforming the nation’s immigration system; there isn’t enough Republican support for providing citizenship to undocumented immigrants. The bill would never pass Congress. Republicans, in turn, blame the president for having failed to fulďŹ ll his campaign promise to introduce a new proposal for immigration reform within the ďŹ rst year of his administration. They point out that when Democrats controlled both chambers of Congress after the 2008 elections, a national immigration reform bill was never submitted for debate. The Democrats focused on reforming healthcare instead. Republicans also accuse Obama and his party of using the immigration issue for political purposes. Their argument: Why push hard on immigration reform now? Why insist that the Development, Relief and Education for Alien Minors (DREAM) Act – which would grant a pathway to citizenship for people who arrived in the United States illegally when they were minors – be passed now, when everyone knows there aren’t enough votes to move it forward? It seems Hispanic voters and undocumented immigrants are caught in the middle of a political pingpong game. Both parties constantly blame each other for lack of action. Meanwhile, millions of people continue to live in the shadows, afraid of being thrown out of a nation that’s supposed to be the model of liberty, justice and opportunity. In fact, whenever I touch on the immigration issue on my Twitter account (@jorgeramosnews), I get lots of comments from Hispanics and undocumented immigrants, who make statements such as, “We don’t want to be used by politiciansâ€? and “They should stop playing with us.â€? Understandably, Latinos are tired and frustrated after seeing politicians from both parties bounce back and forth, candidates who court them with promises of comprehensive immigration reform, then do nothing when elected. Clearly, reform cannot be achieved within the next two years. The DREAM Act, which has been proposed again in the Senate, doesn’t have the necessary 60 votes to overcome a ďŹ libuster. Perhaps, as Rep. Luis Gutierrez, a Democrat from Illinois, told me recently, “The time to legislate is over.â€?

La realidad es que no va a haber pronto una reforma migratoria y que las esperanzadoras promesas de los polĂticos son como globos en el cielo: siempre se desinan y caen a tierra.
Gutierrez has asked Obama to use his presidential authority to curb deportations that separate families. The Mayorkas Memorandum – an internal document from the ofďŹ ce of Citizenship and Immigration Services that was leaked in 2010 to the press – presented Obama with several options for conducting deportations without breaking up families. Until now, however, he has refused to adopt some suggestions, insisting the United States is deporting criminals. However, most deported immigrants don’t have criminal records. All this recent talk about immigration appears to be mere political theater. In the end, statistics will prevail over political gamesmanship. Eventually, the U.S. immigration system will be reformed because that’s what Hispanic voters want. More than 12 million of them will help decide the 2012 presidential elections. Even more will go to the polls in 2016. Unfortunately, the truth is that reform won’t happen soon enough. For the time being, politicians’ promises are like balloons in the sky: rising high at ďŹ rst, then falling back to the Earth after losing all their air.

n May 5, Guadalupe Centers Inc. (GCI) received a donated 2005 Chevy pickup from Kansas City Power & Light (KCP&L). The donation will be used for GCI’s programs and events. The truck had been part of the KCP&L eet. The energy company donated it to GCI because KCP&L is one of GCI’s key charitable partners. “We are very excited that they are going to use this vehicle for all their programs, including the adult and youth programs,â€? said Kelli Hindes, KCP&L spokeswoman. For KCP&L, donating the truck was in keeping with the company’s philosophy of improving people’s lives. “We know that with this vehicle, the Guadalupe Centers Inc. will have the chance to expand their outreach efforts in the community,â€? Hindes said.

However, federal law permits schools to “require students or their parents to provide proof of residency within the (school) district,” the memo noted. And school districts are allowed to require a birth certificate at enrollment to verify the child meets the district’s minimum and maximum age requirements. David Thomas, the Education Department’s spokesman on civil rights, didn’t return calls seeking comment, but an Education Department staffer not authorized to speak on the record addressed the timing of the memo. It was issued as school districts nationwide are planning for the 2011-12 school year, the person said, and at the same time as federal authorities are investigating several complaints. One of the most recent cases involves Latino students in Durham, N.C. On April 28, the Southern Poverty Law Center filed a formal complaint with the Education Department against a North Carolina school district. It accused the district of ignoring an eight-page letter sent earlier in April pressing Durham public schools to “stop violating federal law by discriminating against Latino students.” Hispanics comprise around 12 percent of the north-central North Carolina city’s population of 226,000. Los estudios indican que la prevalencia de la obesidad entre los adolescentes de 6 a 11 años se ha elevado de 6.5% en 1980 a 19.6% en el 2008. Comer más alimentos nutritivos y ejercitarse pueden mantener el peso de los niños en control. Limitar el monto de tiempo que pasan frente a la televisión o computadora es una de las formas para ayudar a aliviar el problema continuo de la obesidad infantil. Promover las actividades divertidas donde los niños no sepan que están ejercitándose puede ser la clave para tenerlos activos y mantener el peso del cuerpo saludable. Las siguientes son algunas actividades que debe intentar: *Fiesta en la alberca: Nadar es refrescante – y una gran forma de permanecer activo y promover la actividad cardiovascular. a cantante puertorriqueña Olga Tañón y su esposo y representante Billy Denizard deben más de $7.2 millones de dólares a una veintena de acreedores. l cantante español Enrique Iglesias anunció que realizará una gira en septiembre y octubre próximos con los intérpretes Pitbull y Prince Royce. “Estamos a punto de anunciar una gira y vamos a salir en septiembre y octubre con el señor que está aquí a mi derecha (Prince Royce), y con Pitbull”, dijo Iglesias al programa “El Gordo y La Flaca”, de la cadena Univisión. El intérprete de “Tonight” y “Cuando me enamoro” dijo que cree mucho en los eventos musicales y en poder hacer una gira “en la que la gente vea un gran espectáculo con un gran artista como lo es Prince Royce
y Pitbull”. “Ojalá que sea la gira más exitosa que han viso y más divertida”, agregó el español. Prince Royce comentó que “para mí es un honor. uando la caricaturista local Deborah Moreno tenĂa 12 aĂąos y estaba en el hospital, alguien de Hallmark la visitĂł y la C dibujĂł.
Ella nunca ha olvidado eso – y ese recuerdo la ha llevado a utilizar sus habilidades artĂsticas para ayudar a otros. En 2005, ofreciĂł dibujar caricaturas como voluntaria para los niĂąos del hospital Children’s Mercy en Kansas City, Mo. “Ellos estuvieron fascinados con la idea, asĂ que me inscribieron en algunas clases voluntarias – y luego, empecĂŠ a ir como voluntariaâ€?, reďŹ riĂł. Deborah disfrutĂł del servicio social que proveyĂł. EmpezĂł dibujando entre 10 y 15 niĂąos al dĂa. Ahora, visita el hospital cada miĂŠrcoles. hen local cartoonist Deborah Moreno was 12 years old and in the hospital, someone from Hallmark visited her and drew her. She’s never forgotten that – and that memory has driven Moreno to use her artistic skills to help others. In 2005, Moreno offered to draw cartoons as a volunteer for the children at Children’s Mercy Hospital in Kansas City, Mo. “They were fascinated with the idea, so they enrolled me in some volunteer classes – and then, I started going there as a volunteer,� Moreno said. Moreno enjoyed the social service she provided. She started drawing between 10 and 15 children a day. Now, she visits the hospital every Wednesday. The expenses of Moreno’s volunteer work pushed her to create Cartoons Without Boundaries, an organization focused on raising money to cover her material expenses when she volunteers. Every year, Moreno host several events to raise money and continue with her work at Children’s Mercy. “I’m very grateful to all the people that have contributed somehow to the events,� Moreno said. “Thanks to them, I can continue going to the hospital and doing my volunteer work.� This year, Moreno has organized two events. She’s already planning the third one. “I try to do different things, so people can come and enjoy (them),� Moreno explained. The third event will be a rock concert, scheduled for 8 p.m.-2 a.m. Sunday (May 29) at La Salsa, located on 2021 Truman Road in Kansas City, Mo. The entertainment will include the local bands Semaphoro and Stero Sintesis. In addition, Moreno will draw cartoons for free. The cost of the event is $10. Los dos mejores equipos del orbe como son Manchester United y Barcelona estarán frente a frente el próximo sábado (28 de mayo) en el estadio de Wembley para definir al campeón de la Liga de Campeones. One of his catchers, native Venezuelan Jonathan Jaspe, was unfazed. After winning three of four from the El Paso Diablos May 12-15 in El Paso, Texas, to start the season, the T-Bones went 3-3 at home, taking two of three from the Gary SouthShore RailCats May 17-19 before losing two of three to the Grand Prairie AirHogs. Kansas City defeated Grand Prairie 9-5 May 20, won 7-2 May 21 and lost again 8-4 Sunday (May 22) at CommunityAmerica Ballpark in Kansas City, Kan. “To me, it’s very disappointing,” Doherty said. “A 3-3 … home record is not something that I want hang my hat on.” Specifically, Sunday’s performance disappointed Doherty.
The T-Bones took a 4-0 first-inning lead, only to go scoreless the last eight innings. “That’s kind of disappointing when you’ve got a guy on the ropes early…. In the second inning, they had their bullpen going,” he said. “If you can get to their bullpen (early), the rest of the day, that (usually) helps you out.” In addition, starting pitcher Mike Rocco started off pitching “pretty well,” but then repeatedly fell behind in the count as the game progressed, according to Doherty. The T-Bones also had a few “defensive lapses,” he said. “It’s a tough loss, (to) be honest with you,” Doherty commented. “I know it’s early in the season, but (it’s disappointing when) you have a chance to come and win your first three series and then you go out and don’t really perform up to your capabilities.” But Jaspe, who played for seven seasons in the Toronto Blue Jays’ minor-league system before recently joining the T-Bones, said “baseball is crazy” and games such as Sunday’s happen. “You have to play inning by inning…. If you lose, if you win, you have to be ready for the next day,” said Jaspe, who went 2-for-4 with an RBI Sunday. “Today is over.” Based on what he’s seen, Jaspe is optimistic about the season. The T-Bones are “a really good team” that can hit and pitch, he stated, and they “play hard every time.” “When you’ve got a team like that, you’ll be good all (through the) long season,” Jaspe said. “So we’ll be fine.”

It was the fifth no decision for Garcia, who was 5-0 with a 1.93 ERA entering his next scheduled start. “I felt like, today, I was as good as I can be…. I made a couple (of) mistakes on the home run,” Garcia said. “But other than that, I felt like I was pretty good the whole game.” Specifically, Garcia was good at keeping his pitches down in the strike zone, according to Royals manager Ned Yost. “The first inning, (he) was a little erratic,” Yost said during his postgame press conference. “But from the second inning on, he was really keeping the ball down, changing speeds, working the outside part of the plate.” Garcia was in position to improve to 6-0 entering the bottom of the sixth, not only because of his pitching, but also because of St. Louis’ offense. Back-to-back no-out doubles and a two-out, two-run homer gave St. Louis a 3-0 lead in the top of the third. After Kansas City answered with a run in the bottom of the third, St. Louis posted three more runs in the fourth and another in the top of the fifth. Kansas City tacked up a run to cut it to 7-2 in the bottom of the fifth.
