San Joaquin Valley Energy Watch Collaborative SUMMARY NOTES September 8th, 2016 9:30 a.m. – 11:30 a.m. SJVCEO Offices, 4747 N. First St., Suite 140, Fresno, CA 93726 Attendees: Dave Christensen, PG&E Samantha Dodero, SJVCEO Courtney Kalashian, SJVCEO Margo Lerwill, Fresno EDC

ACTION ITEMS: 1. Bob Riding to send VIEW map of local government engagement levels 2. Bob Riding to send VIEW the last 5 years of therm savings from PGE cities 3. Courtney Kalashian to set up a ZNE working group conference call. To happen before 10/13. 4. All implementers to pick the brains of local public works directors on where they stand on ZNE and what they would like out of training. SUMMARY OF DISCUSSION: Jeremy Terhune, Valley Vision, welcomed the group and in person and phone introductions were made. Business Items Review of Summary Notes from 07/14/16 Courtney Kalashian, SJVCEO, stated that the summary notes from the last month’s meeting were attached. CK asked the group to note any changes or revisions. CK also went over the action items with the group. Both action items were for Bob Riding, PG&E, to provide report documents for LG engagement as well as therm savings to CK. Both items to stay open. Public Sector Business Plan Updates Courtney Kalashian, SJVCEO, stated that PA’s will be releasing draft business plans on 9/21 for public sector. Those working on public sector are SCE as well as the SoCal REN. The final drafts for public sector are due on 10/18. CK also stated that if anyone is curious as to where plans are going you can take a look at 2017 budgets. The budgets paint a picture of the direction each IOU is heading toward in EE. The CAEECC is still open to new members so if any implementers or others are interested CK can put them in touch with Laure Ettenson. LGC/LGSEC Proposed Decision CK informed the group of the proposed decision from the CPUC regarding the LGC/LGSEC play for LGP EE programs. She described how she interpreted it and how she does not agree. She asked the other implementers how there take it. Margo Lerwill, Fresno EDC, stated that she will take this item to her bosses as she does not agree with the proposed play by the LGC. ML believes that the SJV comes up short in funding as is and would miss out more if the model were to switch. JT also will take this item to his higher ups as it seems that local control of funds will be lost and that is concerning to him. Business Items Planning and input for ZNE training CK informed the group that she reached out to a local contractor who specializes in ZNE as well as LEED buildings. He stated that he would lead the trainings in turn for a donation to either a local college or the local USGBC CC chapter. The group now needs to know what they want out of the trainings. With the target audience being the EWC partners as well as municipal partners we need to know where they stand on ZNE. CK stated that a starting point for planning the training will be to create a working group


of IOU partners who are familiar with ZNE. The working group is to meet before the next meeting so that there is ground work to build upon. The implementers are also asked to check in with their LG public works as well as planning departments to see the interest in the topic. Once the EWC has a better picture of ZNE in the valley they can plan a more targeted training. CK also talked about how to frame the training language that would better suit the SJV. The group agreed that using the term “resiliency” would better suit the area than stating climate action planning. Other Business Open for Member Comment CK reminded the group of the upcoming CC LGP meeting taking place on October 6th in SLO. She asked the group what topics would they like to see at the meeting. GS stated that it would be nice to see an elected official from one of the partnerships present on why they value LGP’s. DC stated that it might be good to get Dave White, Kern County, or Pete Vander Poel, Tulare County, to present the topic. DC also stated that presenting on community outreach and how that benefits partnerships may be a good presentation topic. CK stated that she will go back to the CC LGP planning committee with these suggestions. CK also wanted to clarify that there will be an October 13th and November 10th meeting. November meeting may be a conference call but that is TBD. Select Facilitator for Next Meeting The group elected Kimberly Fleming, County of Kern, to be the October facilitator. Conclude Next Meeting: October 13th, 2016 at 9:30am.
