re you concerned about the funding cuts that are hitting our schools? I certainly am. Over the past few years, our schools have lost teachers, libraries, sports programs, art and music programs, clubs and more. They have put off buying new textbooks and have increased class sizes. All of this is detrimental to the quality of our students’ education. If you too are concerned, then I would like to invite you to join me in the fight for better education funding by attending our annual bus trip to Sacramento and the Education Summit that I am hosting this May. What does this have to do with my role as County Supervisor? The county, after all, doesn’t oversee education. The county focuses on things like health care, social services, and public safety. Did you know that a student’s education has an impact on his or her use of county services in the present or future? A simple illustration of this is that without adequate funding for education more youth get into trouble, being around negative influences, and fewer others graduate ending up in the county’s juvenile justice system. This means that the county has a BIG stake in the fight for quality education. With this in mind, as both a parent and as County Supervisor, I am going to continue to fight for better education funding. I hope you will be able to join me at one or both the events being set up for this purpose. For the past eight years, I have sponsored a one day bus trip to Sacramento. I have taken more than a thousand community members, parents, students, teachers, educational leaders, and others interested in quality education to discuss our concerns with our legislators. We have spoken with our legislators and told them point blank that we are not happy with the funding cuts we are seeing in our schools. Last year we had a number of students from East Side Union High School District join us as part of a field trip arranged through School Board member Frank Biehl. Their stories provided a real world picture of the impacts that funding cuts have on students. We

have gotten commitments from a number of legislators to stop cutting our school funding. It is very important for us to keep the discussions alive. I am very pleased that this year’s trip will be cosponsored by the Silicon Valley Education Foundation. It will take place on Monday, May 16, 2011 from 7:00am to 7:00pm. The trip, including lunch, is absolutely FREE! Two weeks before we board the bus to Sacramento, we will hold an Education Summit here, locally. The Education Summit will take place on Tuesday, May 3, 2011 from 6:00pm to 8:00pm in the Board Chambers at the County Government Center at 70 W. Hedding Street in San Jose. The Education Summit is great opportunity for you to share your concerns about cuts at your schools with people from schools and neighborhoods across the county. We will have a panel of education leaders who can share the history of budget cuts and give a better picture of the future of our county if the cuts are allowed to continue. We will compile this information to drive the discussion with the legislators in Sacramento. So, by attending the Education Summit, your voice will be heard as far away as Sacramento. Who knew your voice could travel so far? After we return, we will put out a summary of the commitments we have received so we can make sure they have kept their word. Once again, I would like to urge you to join me in the fight for better education funding. Our students need and deserve a high quality education. The future of our county and our nation are at risk if the cuts continue. It is imperative that we get together and make our voices heard in Sacramento. U

p to now few Hispanics were observed to be present at two public sessions concerning SCCHHS though they make up 27% of the local population and use its medical services extensively. It is highly recommended that local Hispanic leaders become engaged and involved because of the major changes which will happen soon due to the impact of the Affordable Health Care 2010 legislation enacted by Congress and signed by President Obama. The Hispanic community must become involved, engaged, and committed to learning about the changes required by the county’s only public hospital, SCVMC, in order to qualify for the maximum health care program funding being ‘ramped up’ over the next few years. Santa Clara County Health and Hospital System (SCCHHS) and its lynchpin component, Santa Clara Valley Medical Center (SCVMC), have been subjected to a comprehensive audit by the Harvey Rose Audit firm. This audit focused on the Administration and Support Services components of this essential public hospital and its community clinics. The budget for Administration amounts to $173.2 million and has 963 employees (per FY 2010/11). This is only 20% of the total SCCHHS operations. The audit began July 2010. Its first draft report was made December 23, 2010 and an exit conference conducted on March 3, 2011. This audit was recommended by the Financial and Government Operations Committee (FGOC) whose chair is Supervisor Ken Yeager (District 4). A special study session to encourage public comment and dialogue was held on Monday, April 18th. FGOC held its meeting on Tuesday, April 19th to formally accept this Harvey Rose Audit report. Here the public had a second chance to make its comments and recommendations. At the next meeting of the Board of Supervisors scheduled for Tuesday, April 26th, it will receive for their consideration and action, the FGOC approved recommendations. This Harvey Rose Audit of SCCHHS and SCVMC made 56 recommendations. The most important ones had to do with the need to have a reliable and accurate cost recovery system because the present system is inadequate. This is most important because, at the present time, revenues are being lost which may be recovered using an accurate charge system. ical coding systems and the orientation and training of staff to correctly use the medical codes to ensure accurate billing and invoicing. This results in timely payment of charges by insurance programs and others. It is essential to provide SCVMC management with the resources to make these cost recovery systems work accurately. effectively and efficiently. A major requirement is to account for all equipment and assets with an excellent property control system. Executive and management personnel must be held accountable and responsible once the necessary resources are authorized and allocated by the Board of Supervisors. The SCVMC medical staff members, including Dr. Alfonso Banuelos, Medical Director, properly advised the Board to not accept and act upon the audit recommendation to reduce medical staff by 14 physicians. All must realize that licensed physicians are the ‘providers’ who make diagnoses and authorize medications and therapy. It is their signatures which payers require to legitimize payments. No signature equals no payment for services provided resulting in ‘lost revenues’. Dr. Banuelos reported that clinic scheduling improvements have already increased patients seen by 13%. Further improvements are dependent upon the future improvements needed in medical records, capturing of all charges, and the mitigation of property and equipment losses. The county’s health care system must be viewed as a “factory that produces medical service when a patient enters its portals.” It is a business and must be operated as a business in order to recover costs incurred from MediCare, MediCal, insurances, patients, and funded programs. Recall that during and after the Loma Prieta earthquake (1989), SCVMC was the major medical center which continued to deliver medical services at 100% capacity. It received patients from several hospitals whose service systems failed. All must realize the essential role of SCVMC as a medical center which provides services especially after a disaster or a major emergency situation. When the Board of Supervisors considers what to do with the very limited resources at hand today, it is recommended that the local citizenry be prepared to support their public hospital with some money. If a ‘health systems tax’ is necessary, so be it. The public needs to support their public hospital now.

he greater Bay Area McDonald’s hosted a major one-day hiring event. This event was part of a national initiative to hire up to 50,000 McDonald’s Restaurant managers and crew.

The Greater Bay Area McDonald’s cooperative is comprised of individuals who own and operate 254 McDonald’s restaurants in the 15-county Bay Area region. “We had one before and it was very very successful actually,� said Cosme Fagundo, owner of the McDonald�s on

Monterey and Curtner in San Jose. “The quality of applicants is excellent.� Fagundo recommends that applicants have a desire to work, be dedicated, and punctual. While his 14 locations have received over 650 applications, he will assess and evaluate each of them, schedule

McDonald’s restaurants are looking to fill 2,000 new crew and restaurant management positions throughout Northern California, the Greater Bay Area, Central Valley,CentralCoast and Northern Nevada. Those interested in applying were encouraged to apply online but there also were several drop ins. “I actually just got hired but it’s something seasonal and I’m looking for something more permanent,� said Christy Herrera, McDonald's applicant. Herrera is currently unemployed, has submitted countless applications and feels prepared. Yet, like many others, she has not had any luck in finding a job. The new positions will include a combination of temporary and permanent full-time and part-time positions based upon each individual restaurant needs. “McDonald’s is a great starting point for any kind of worker because of the basic job skills it teaches,�said Arthur Swiecke, manager, McDon-

ald’s. Recently graduated from high school, Swiecke had no previous work experience before being hired during the last Hiring Day event in August of 2010. Since then he has been promoted, climbed the ranks to a management position. “My goal is to work here throughout my college years because I have a flexible job,�said Swiecke. “I really enjoy my work.�

Heroes At Home Announces Spring Projects With Rebuilding Together PeninsulaÂ

R

edwood City, CA-- Heroes at Home, a program created by Sears Holdings and Rebuilding Together, announced the beginning of their spring 2011 Heroes at Home projects. Heroes at Home is a key initiative for Rebuilding Together, the nation's leading nonprofit working to preserve affordable homeownership, and is dedicated to improving the lives of the military and their families through extensive home rehabilitations. "So many homeowners continue to struggle through this difficult time," said Seana O'Shaughnessy, Executive Director of Rebuilding Together Peninsula. "The Sears Heroes at Home program has been instrumental to our ability to help veterans in need on the Peninsula." On National Rebuilding Day, April 30, 2011, Rebuilding Together Peninsula will work on three home renovation projects as part of the Sears Heroes at Home initiative, two in East Palo Alto, one in Daly City. Projects range from installing handrails and ramps, landscaping and painting, to heating upgrades, new window installation and major roof repairs. Over 100 community volunteers will work alongside skilled trades people to make the repairs that will have a lasting impact on the lives and

neighborhoods of these three deserving veterans. "Heroes at Home is essential to the mission and vision of Rebuilding Together," said Gary A. Officer, president and CEO of Rebuilding Together. "Sears Holdings has allowed us to engage veterans in communities nationwide and deliver incredible renovations to their homes. This spring, we continue to impact an increasing amount of lives through the Heroes at Home program." Heroes at Home projects will be completed in more than eighty cities across the country. The projects include renovations for veterans who are unable to live in their current home conditions due to injuries or obstacles that threaten their avenue to a safe and accessible home. To date, the Heroes at Home program and Sears Holdings have raised over $12 million through a nationwide in-store fund-raising campaign. This is one of the hundreds of projects made possible by these donations. Rebuilding Together has completed over 795 projects for veteran homeowners across the country. The success of this program is only expected to rise as more projects begin. Heroes at Home spring rebuilds are scheduled to begin the first week of April and will continue until June.

urante mi etapa de funcionaria de admisiones universitarias el 1 de abril era muy especial porque compartíamos con los estudiantes las decisiones sobre admisiones. Aunque algunos estudiantes sabían exactamente qué hacer y cumplían fácilmente con el plazo del 1 de mayo para darnos su decisión, muchos estudiantes latinos que eran los primeros de su familia en ir a la universidad necesitaban un poco más de ayuda en el proceso. Fui una de esas estudiantes, aunque tuve suerte en muchos aspectos que apuntan a pasos claves. Tuve la guía de una gran asesora académica que me ayudó a lo largo del proceso. Me animó a visitar universidades cerca de casa y a hablar con egresados en mi área de universidades fuera del estado. Hoy en día, los estudiantes tienen la opción de realizar visitas virtuales por Internet, participar en foros o beneficiarse de visitas pagadas a las escuelas. Al final elegí la universidad que creía que mejor encajaba conmigo y no la que me dio más ayuda financiera. Siendo que mi carta de aceptación ofrecía dinero de varias

Resolution Celebrating Ethnic Studies In California Clears Higher Education Committee

ACRAMENTO – Assembly Concurrent Resolution 34, authored by Assembly Member Ricardo Lara (D-Bell Gardens), passed the Higher Education Committee with bipartisan support this week. ACR 34 highlights the importance of ethnic studies as an academic discipline and recognizes its research, scholarship and programs that study and teach the experiences, history, culture and heritage of African Americans, Asian

Americans, Chicanas/os and Latinas/os, Native Americans, and other persons of color in the United States. “At a time when ethnic studies programs throughout the nation are under attack, it is important for me, as an ethnic studies major, to have our State legislature recognize the invaluable contributions of California’s ethnic studies departments and programs, including their faculty, staff and students,” said Assembly Member Lara.

ACR 34 distinguishes the contributions made by ethnic studies to the California system of higher education and highlights the prominent role of ethnic studies at the state’s colleges and universities. Specifically, it recognizes that thousands of beneficiaries of ethnic studies programs have contributed greatly to the academic rigor, prominence and distinguishing qualities of California’s colleges and universities.

Y, que consigan información sobre el instituto universitario “community college” de su localidad y fijar una cita con el asesor académico para averiguar los plazos en cuanto a matriculación y solicitud de ayuda financiera. Otra opción es buscar instituciones con admisión continua que todavía estén buscando estudiantes. Aprovecha abril para seleccionar la universidad que mejor encaje con tus necesidades. Enviar el depósito solicitado a la escuela que elijas para reservar lugar es crucial ya que puede haber estudiantes en listas de espera ansiosos de tomar tu lugar. Family Resource Center to be closed

By Cinthia Rodriguez - El Observador he Santa Clara Family Health Plan (SCFHP) is scheduled to close their Family Resource Center on Friday, April 29. Many community members would like the Board of Directors to reconsider their decision and keep the center open. “Two weeks ago Elizabeth Darrow, CEO, SCFHP, announced at a staff meeting that SCFHP’s Family Resource Center located at King and Story Road was going to be closed,” said Felix Alvarez, Director, School Outreach Programs, Santa Clara Family Health Foundation. “I was the only employee present who stood up to say that wasn’t a good decision.”

The Family Resource Center, the only center of its kind in East San Jose, provides access to health care to over 100 families on a daily basis. With more than 120,000 members, families have come to rely on and trust the center to apply for health insurance, pay their premiums, attend health education classes, learn about their health benefits and get referrals to other services. “There’s not an action plan. There’s no communication. I want to know why they are closing it,” said Alvarez. The closure of the center will affect thousands of families who do not have access to comprehensive health care coverage or are not able to purchase good health care at an affordable price. If the center does close, families will also have to travel to Campbell to obtain the same services currently available there. “They keep saying that they are not closing,” said Alvarez. But Alvarez isn’t convinced. Instead, he is worried that the proposed relocation will create challenges for families looking to insure their children. There will not be a relocation of all the programs, or of all the services, or of everything that is provided at the current Story/King center, and that worries this 12-year employee. “I think they have an obligation to the community to clearly say we are doing this or we are doing that.”

Free Workshop To Assist Bay Area Residents On Path To Citizenship

AN FRANCISCO – People who are ready to become U.S. citizens, but cannot afford to hire an attorney for assistance, can benefit from a free citizenship workshop on Saturday, April 30, at UC Hastings College of the Law in San Francisco. This event, coordinated annually by the Northern California chapter of the American Immigration Lawyers Association (AILA NorCal), is a phenomenal opportunity for immigrants to gain access to knowledgeable, bilingual legal counsel and receive guidance in the often confusing process of naturalization. Unlike lawful permanent residents (green-card holders), U.S. citizens have the right to vote and are protected against deportation. Also, U.S. citizens are given priority over permanent residents when they file immigrant visa petitions for their family members, avoiding years of waiting and heartache. U.S. Citizenship and Immigration Services (USCIS) charges a fee of either $595 or $675 to file a citizenship application with the government (depending upon the applicant’s age) before the cost of hiring an attorney is even considered. With such high application fees, many would-be applicants cannot afford the extra expense of hiring a lawyer to assist with the process – choosing either to wait until later or attempt to complete the daunting paperwork on their own. This event provides the opportunity for quality legal assistance at no cost, from attorneys and other trained volunteers who speak a variety of languages. This free Citizenship Day clinic is coordinated by AILA NorCal and hosted by UC Hastings College of the Law. AILA is a national association of attorneys who practice and teach immigration law, and the Northern California chapter has many members. More than 30 AILA chapters across the country will be providing free legal advice on U.S. citizenship during the month of April. This is the fourth year that

AILA NorCal has participated; more than 160 applicants received assistance at last year’s event. The clinic’s co-sponsors are the Immigrant Legal Resource Center, Asian Law Caucus, Centro Legal de la Raza, Lawyers Committee for Civil Rights, Chinese Newcomers, Jewish Children’s and Family Services, International Institute of the Bay Area, Catholic Charities of Santa Clara County, San Francisco Immigrant Legal & Education Network, Dolores Street Community Services, the Afghan Coalition, the Iranian American Bar Association, and the Afghan American Bar Association. Nation's Libraries Places Of Opportunity For Diverse Populations

(CHICAGO) s the nation's population continues to become more diverse, hundreds of libraries will showcase multicultural programs and services during national El Día de Los Niños/El Día de Los Libros (Children's Day/Book Day). This year marks the 15th anniversary of the observance also known as Día, a celebration every day of children, families and reading that culminates every year on April 30. Libraries across the country will host Día celebrations with family programs, including bilingual story hours, book giveaways and other literacy driven events. In today's increasingly diverse and complex information environment, library multilingual resources are needed more than ever. According to a study by the American Library Association (ALA), Spanish is the most supported non-English language in public libraries. Seventy-eight percent of libraries reported Spanish as the priority #1 language, after English, to which they develop services and programs. Asian languages ranked second in priority at 29 percent. Another 17.6 percent of libraries indicated Indo-European languages as a second priority. Día emphasizes the importance of advocating literacy for children of all linguistic and cultural backgrounds. Through literacy events and programs like Día, libraries are working with parents and caregivers to spread bookjoy. Current research on early literacy and brain development indicates that it is never too early to prepare children for success as readers; and that avid readers are lead by the reading habits of their parents. inneapolis, MN –Latest survey reveals that over 57% of those polled who are receiving a tax refund will use at least part of that money for leisure travel this year. Also, 83% of individuals polled in Travel Leaders’ nationwide consumer travel survey indicated that they will spend the same or more on leisure trips in 2011 as compared to last year. This is the third consecutive year in which Travel Leaders has conducted an online consumer survey – which complements its long history of providing detailed travel trends based on bookings and data gathered from hundreds of its travel experts from across the country. This year’s survey was conducted March 10 – April 10, 2011, and includes responses from 953 consumers throughout the U.S. “It is clear that when Americans dream about travel, they dream big. Australia continues to be the ‘ultimate dream’ international destination. Perhaps the majority who indicated they will use tax refund money for travel could make that dream a reality this year,” stated Roger E. Block, CTC, president of Travel Leaders Franchise Group, which includes locations from coast to coast. “What is most encouraging from our latest survey is that an overwhelming majority (89%) indicated that they have already traveled or will be traveling for leisure this year, and it seems they are prepared to open their wallets a little more, if they need to – as 83% said they would be spending the same or more this year on travel. Las autoridades policiales y los controladores de animales emprendieron la búsqueda de estos caninos sin dar aún con el paradero de ellos y pusieron en alerta a todos los residentes. Esta es una de las tantas historias que estamos acostumbrado a leer, escuchar y ver sobre estos animales cuya imagen es asociada de manera negativa. here are many misconceptions about pit bulls partly due to the recent dog attacks by that breed. Last month, a 41-year-old woman was mauled by pit bulls in southeast San Jose. Recently, another woman was a victim of yet another attack by a pair of pit bulls. A common mistake is using 'pit bull' to refer to the American Pit Bull Terrier breed or a type of dog which has pit bull traits. About 20 different breeds are classified as pit bulls. “There are no dangerous breeds,” said Alison Talley, Director of Animal Behavior, Humane Society Silicon Valley. The latest attacks could have been a mix of things gone wrong. The canine duo could be victims of irresponsible owners. That can include chaining the dog in the backyard and more importantly, not providing sufficient personal attention that every dog needs to become social. A ‘backyard dog’ or a dog that is ignored for the majority of its life is usually involved in disasters such as the ones that have been occurring in San Jose. The environment creates those kinds of events no matter the breed. “I wish people would see dogs as a responsibility. It’s not something you take home and they know everything,” said Lark McIntosh, proud owner of a pit bull named Lola. Before adopting her best friend, McIntosh pictured herself with an English bull dog until her husband brought up the idea of adopting a pit bull. She immediately thought he was out of his mind but was convinced as soon as she saw Lola’s photos. Never having cared for a dog, research was a must. Throughout the experience, McIntosh doesn’t stop learning about her dog’s needs. She knew what she was looking for and found that in Lola. “We’ve really invested in her training so people don’t think she’s something she really isn’t,” said McIntosh about her 4-year-old Lola. It is easy to misinterpret a dog’s behavior that can lead to or provoke an attack. If any dog’s ears are back, tail is tucked, they are crouched and/or backing away and their eyes are fixed on a person, the dog is scared and concerned for its own wellbeing. As a result, they look like they’re ready to attack. During a situation such as that, the animal behavior team recommends standing tall like a tree. Also avoid direct eye contact. Do not poke the animal with a stick. While spaying and neutering your pet reduces aggression, it also reduced different types of cancer and marking (urination). Training is also an essential part of any pet animal’s life. It’s also about the communication between an owner and man’s best friend. People need to be willing to learn more about pit bulls. There is a breed for each different lifestyle. Get to know the breed and reinforce good behavior. eligión mística y misteriosa al mismo tiempo porque no se puede gozar a plenitud siendo un aleyo o no iniciado. A los iniciados se les conoce como Santeros. La práctica y culto de la santería envuelve la realización de diversos rituales cargados de un gran valor espiritual. Cuando una persona decide ingresar en los misterios lucumí, debe experimentar varias iniciaciones, consagraciones y ceremonias. La primera de ellas consiste en recibir cinco collares o elekes, fabricados con cuentas de colores. Cada Orisha o Santo detenta su color o colores correspondientes. Otra importante iniciación consiste en recibir los guerreros, ocurre cuando la persona obtiene un caldero y es apta para obtener la protección y bendición de cuatro Orishas: Elegguá, Ochosi, Oggún y Osún. Osún es el Orisha que acompaña a Elegguá, se encarga de proteger a los santeros cuando existe una situación de peligro alrededor. Para ser iniciado en santería se necesita contar con un padrino o madrina, un santero iniciado y experto en la religión y sus misterios. A los santeros en lengua yoruba se les conoce como Olochas. Una de las ceremonias más significativas es “el asiento”, se lleva a cabo cuando el recién iniciado o Iyawó recibe los misterios del Orisha que le guiará y protegerá por el resto de su vida. Cuando el Iyawó es iniciado deberá abstenerse de realizar una serie de actividades durante el transcurso de un año, por ejemplo: bailar, verse al espejo, fumar beber licor, tener relaciones íntimas, evitar el contacto fisico con otras personas y vestir diariamente de blanco de pies a cabeza. Arduo proceso por medio del cual el Iyawó recibirá la bendición de los Orishas, alcanzando una pureza espiritual elevada. Para conocer quien es el Orisha que regirá al iniciado, se necesitará la ayuda de un santero experto en iniciaciones, si existe alguna duda se consulta al sumo sacerdote, un babalawo o iniciado en los misterios de Orúnla. El rito de los cinco collares, los guerreros y el asiento, requieren ceremonias espirituales sumamente discretas, porque solamente el iniciado y su padrino o madrina sabrán los detalles. Un iniciado en esta religión no puede divulgar los secretos de las ceremonias con los aleyos, lo puede hacer únicamente con santeros iniciados, de lo contrario estaría quebrantando las normas y reglas establecidas de la religión.

75 Drownings And Near-Drownings In 15 Weeks

ASHINGTON – With the summer swimming season just around the corner, the U.S. Consumer Product Safety Commission’s (CPSC) Pool Safely: Simple Steps Save Lives campaign is releasing its 2011 television and radio public service announcements (PSAs) highlighting various water safety steps that can be taken to save a life. In the first few months of 2011, there have been 37 drownings and 38 neardrowning incidents reported by the media across America. Developed with the campaign’s national partners the American Red Cross and the Y, the PSAs are being released nationally today urging parents and children to adopt as many safety steps as possible in and around pools and spas. The Pool Safely campaign is the federal government’s first-of-its-kind national public education effort to reduce child drownings and near-drownings in swim-

ming pools and spas. “As the summer swimming season quickly approaches, our message to parents and children is simple: stay safe in and around pools and spas by practicing as many safety steps as possible,” said Inez M. Tenenbaum, Chairman of the CPSC. “We encourage everyone to have fun in the water this summer, but we also remind parents and caregivers to stay close to children at all times, know water safety skills like CPR, and ensure anti-entrapment drain covers are installed in all pools and spas. Every drowning and near-drowning incident represents a family tragedy.” The PSAs introduce four families and their stories about the simple steps that save lives: door alarms, knowledge of CPR, fencing around pools and spas and safety drain covers in pools and spas. The radio PSAs promote the importance of swimming lessons as a simple step that

saves lives. Available to local television and radio stations in both English and Spanish, the English-language versions feature Ming-Na, the voice of Mulan in Disney animated films and star of the NBC drama “ER”, “The Joy Luck Club” and “Stargate Universe”. “So many of the tragic drowning and near-drowning incidents that happen every year are preventable,” concluded Tenenbaum. CPSC Chairman Tenenbaum delivered a keynote speech at the National Drowning Prevention Symposium in Colorado Springs, Colorado last week. Her address at the nation’s premiere water safety and drowning prevention conference focused on CPSC’s role in preventing drowning, the Pool Safely campaign and its efforts to encourage compliance with the Virginia Graeme Baker Pool and Spa Safety Act, which mandated a national public education campaign about drowning and entrapment prevention. Tenenbaum also provided an update on the campaign and efforts to sustain drowning prevention advocacy through education, training and partnerships. Since January 2010, the Pool Safely campaign has responded to over 600 media-reported drowning, near-drowning and entrapment incidents. Steps such as staying close to children at all times, learning water safety skills and having the appropriate equipment, can help families have a safer experience in and around pools and spas.

altrain is preparing to conduct a series of feasibility studies to determine whether the electrification and modernization of the commuter rail system can be designed and constructed to meet Caltrain’s future operational needs, while also accommodating initial high-speed rail operations on the Peninsula corridor. The analysis marks the first time Caltrain has undertaken an independent assessment of the commuter rail agency’s infrastructure needs in a manner that focuses on the possible additional elements that could be necessary to operate an initial level of high-speed rail service in the future on the Caltrain right-of-way. At its February Board meeting, CHSRA CEO Roelof Van Ark directed Authority staff to analyze the potential for a phased approach on the Peninsula. The CHSRA Board is scheduled to receive more detail about this approach at its May meeting to be held in San Jose. In a phased approach, the first phase is envisioned to electrify the Caltrain system and potentially allow CHSRA to operate enough service to satisfy initial ridership demand. Subsequent phases would expand the capacity of the system to meet additional ridership demand if needed. Additional studies that will be part of the planning exercise will include ridership projections, service plans, cost estimates and impacts analyses. The planning effort would inform the HSR draft environmental document, scheduled for public release in the Fall of 2012. With no dedicated source of revenue and a year-to-year structural operating deficit, Caltrain has struggled to maintain existing service. Modernization will provide significant operational improvement to the system and will also help create a sustainable financial structure. Modernization would generate additional revenue for the system by attracting more riders. If the project proceeds on time this additional revenue would reduce the agency’s operating deficit by 45 percent in 2019. The project would also help improve air quality throughout the region by reducing the service’s emissions by approximately 90%. Modernization includes electrification of the corridor, installation of a new signaling system and the operation of electric trains. Without these improvements the agency’s structural deficit is projected to grow, placing additional burden on Caltrain’s member agencies, who are struggling to maintain existing service and frequently rely on one-time funding to balance the system’s budget.
