En lo que va del año suman a 33 el número de homicidios (contabilizando el crimen ocurrido en la Universidad de San José). “En honor a Cindy Nguyen la comunidad latina y la comunidad vietnamita organiza una vigilia para este viernes 23 de septiembre entre 7 pm a 9pm en el lugar donde ella fue secuestrada”, dijo Louis Montalvo, uno de las personas que trabajó 8 años con Nguyen. “Ella era como una hermana para mi, era una mujer adorable,cariñosa que trabajaba todo el día y siempre estaba con una sonrisa en su rostro. Fue una gran consejera para todos nosotros. Muchos de las personas que trabajamos con ella somos latinos y no sentimos muy apenados por esta situación”, expresó muy consternado Montalvo. “Fue una persona con mucha sabiduría, ella fue una en un millón, llena de buenas vibras,energía siempre tenía abierto su corazón. Nuestra jefa nos cocinaba, ella era una luz para este planeta, para mi es una pérdida grande, “ dijo Irma Reynoso, otra de las empleadas de Nguyen. La vigilia tendrá lugar en el Centro Comercial “Plant Mall” localizado en las esquinas de Curtner y Monterey, San José CA 95112. Las amistades que organizan esta vigilia piden que lleven un buen pensamiento de Cindy. En ese mismo lugar se rezará por la recuperación de la otra persona que resultó herida durante el asalto, y también se pedirá por la paz en nuestros vecindarios. La tragedia se inició cuando Paul Ray Castillo (33) robó en una gasolinera Chevron localizada en las esquinas de Lincoln y Curtner. Allí hirió de bala a un sujeto que se encontraba llenando el tanque de gas. Luego huyó por la avenida Curtner y se detuvo en el Centro Comercial “The Plant Mall”. A Cindy Nguyen se le malogró su auto a la hora y en el lugar menos indicado. Castillo se le acercó y ella creyendo que la pen saba auxiliar terminó siendo secuestrada hasta luego ser ultimada en una vivienda localizada en la cuadra 500 de la calle Norte 12. Los servicios fúnebres de Cindy Nguyen se rea lizarán en el Oak Hill Cemetery ubicado en la Curtner #300. El sábado 24 de sept. (12:30 a 9pm) y el domingo 25 (10 am a 5pm). Los restos de Nguyen serán cremados el lunes 26 a las 2pm. Δ

ver 50 concerned residents attended the first community forum on criminal justice realignment to listen to panelists and participate in small group discussions. The forum was hosted by Center for Employment Training (CET) and Silicon Valley De-Bug. In an effort by the State to comply with court mandates to reduce overcrowded prisons, associated costs and the number of inmates who reoffend and are re-incarcerated, certain responsibilities are being transferred to counties. This process is referred to as “realignment.” In assessing the potential community impact, the County of Santa Clara is planning to make changes to its criminal justice system. “These community forums are key in preparing for the challenges and opportunities realignment will bring to our current criminal justice system,” said Supervisor George Shirakawa, Chair of the Board’s Public Safety and Justice Committee. “Our main goal is to maintain public safety. The feedback gained from these forums will help ensure that the appropriate support, services, and supervision will be given to inmates so that they can be successful.”

Starting October 1, two major changes will occur in the local criminal justice system. One of the changes involves individuals who commit low-level offenses and are completing their prison sentences. They will be supervised by counties, rather than the State parole office. The other involves individuals, convicted of certain new low-level offenses (non-serious, non-violent, non-sexual registry) that before were sentenced to prison, who will now be placed in the supervision of the County or residence, with options such as jail, treatment programs, and electronic monitoring. “We need a home to come to,” said Stacy McGruder, who was released from prison eight months ago. “Family is a huge thing that keeps many going.” Santa Clara County has an opportunity to transform its criminal justice system so that parolees are prepared to re-enter the community in a productive manner. Community input will be instrumental to design a plan that effectively responds to this historic shift in criminal justice. Additional forums will be scheduled to allow the public to learn how State mandates will impact the County’s justice system and to provide feedback on the realignment process.

Controversial E-Verify

renunciaron por considerar que las recomendaciones no corrigen las fallas del programa que ha impulsado el alza en la cifra de deportaciones. Comunidades Seguras permite que policías locales y estatales cotejen las huellas digitales de inmigrantes detenidos con bancos de datos del FBI y del Departamento de Seguridad Nacional (DHS) y aunque se supone que se enfoque en repatriar a verdaderos criminales, se calcula que 60% de los deportados con el programa no tenían historial criminal o sólo habían cometido delitos menores. El ex jefe de la Policía de Sacramento, Arturo Venegas, Jr., uno de los integrantes que renunció al grupo, dijo a America’s Voice que “las recomendaciones hechas por la junta no arreglan nada (…) La gente que no merece ser deportada va a seguir siendo deportada y lo sabemos”. Según Venegas, las recomendaciones no enmiendan las fisuras que Comunidades Seguras ha generado entre los inmigrantes y la policía, desconfianza que irónicamente ha reducido la seguridad de las comunidades. Por miedo a la deportación menos personas reportan delitos así sean víctimas o testigos. E-Verify y Comunidades Seguras equivalen a colocar una curita en una herida que requiere sutura. Smith cree que el E-Verify liberará empleos para los estadounidenses pero, por el contrario, hasta 770,000 personas autorizadas para trabajar podrían perder sus trabajos por los errores que plagan a los bancos de datos; la medida supone además gastos de implementación de hasta 2,600

millones de dólares anuales para las pequeñas empresas que son el motor de la creación de empleos en Estados Unidos. El E-Verify atenta contra la industria agrícola que depende en gran medida de la mano de obra indocumentada y que ya enfrenta una escasez de brazos que ha resultado en pérdidas millonarias de cosechas o en su traslado a México y Centroamérica. Y con el E-Verify los indocumentados no desaparecerán del país. Simplemente serán remunerados fuera del sistema tributario resultando en menos ingresos para el fisco, hasta 17,300 millones de dólares menos en una década, según la Oficina de Presupuesto del Congreso. Comunidades Seguras, por su parte, no le hace honor al nombre. La falta de confianza es algo muy difícil y a veces imposible de recuperar y en estos momentos para muchos en la comunidad inmigrante la policía es sinónimo de agente de inmigración. En honor a la verdad, sería mejor que desapareciera si no puede implementarse adecuadamente. Las recomendaciones formuladas apuntan a algunas de las fallas pero señalarlas no implica que en la práctica vayan a verse cambios. Desconozco si los motines iniciales cuestionando ambos programas tendrán repercusiones reales sobre el futuro de los mismos. Lo que sí es real es los dos programas, el E-Verify, aunque sea enmendado, y Comunidades Seguras “mejorado”, le hacen honor al refrán que reza que aunque la mona se vista de seda, mona se queda.

wo local issues caught my attention this past week. One was the case of the cheerleaders having to cope with meeting the local school dress code. Too much ‘skin’ was being exposed. The solution was to cover it with spandex or jeans. Young girls know that boys “like to look” when given the opportunity. What they do not know is that some boys have not yet learned to control their biological ‘urge to merge’ response. And in a few cases, that may lead to physical or social abusive expressions. Nubile girls below the age of 18 need to learn to be more modest and be able to say “no” to improper advances and proposals. Both fathers and mothers need to set these standards and teach reasonable responsible social behavior. One lesson very difficult to communicate is that TV programs often display human social behavior which is not in touch with reality or common sense. But parents need to use TV behavior displays by giving voice to their own standards of behavior. Simply saying ‘I do not like that behavior (or approach)’ conveys the desired message over time. Silence is never an effective communicator. The other bit of news was that the Mayor’s Gang Prevention Task Force budget was reduced by $2.2 million down to $2.5 million which is still a considerable amount of money. Let’s define money as the license to produce, perform, and consume…that is all. It was enlightening to learn that parent programs were retained because parents are responsible for being the source of values, a sense of what is right or wrong behavior, and for teaching self-control in many social relationships. There is another force which needs to be emphasized. Big Brothers and Sisters organization are seeking volunteer adult role models who are willing to spend some time with a child needing a responsible relationship with an adult. It does not take much time, however, getting the appropriate clearances does take effort. Having such a commitment with a child whose parenting may be limited to that of a ‘single head of household’ is very rewarding and satisfying. Volunteers are also needed to staff reading programs such as the one personally experienced at Washington Ele-

mentary School. I recall being assigned a young girl whose academic performance was less that the norm. This child did not want to learn English because her family spoke Spanish at home. When I explained that her parents came to this community to achieve a higher standard of living and a higher level of education for their children, this student decided learning English was essential to future achievements here in this environment. She did not want to earn a future living doing the sorts of work currently performed by her parents who responsibly worked for a variety of cleaning services. That girl’s academic performance jumped up the minute she focused on becoming bilingual: English and Spanish languages. She ended up being both practiced and learned in both languages. The Hispanic Development Corporation (a local non-profit community based organization) has identified many Latinos(as) who are local successful role models . This organization conducts “Youth Leadership Mini-conferences” after school instructional hours are completed. Their focus is on exposing Latino youth to local volunteers who convey their personal journeys to achievements in a variety of vocations and professions. Youth need to learn that the basic skills (reading, writing, and arithmetic plus communication skills coupled with respectful behavior) are needed to be able to achieve. Dr. Roberto Cruz, who founded the local National Hispanic University (located in San Jose, CA.) would say to youth, “Whatever your mind can conceive is what you can achieve”. An effort must be made to learn concepts and acquire an essential vocabulary. These days it seems that too few really “honor their father and their mother.” The adult volunteers who are interested in helping youth make possible their personal growth towards adulthood. Gangs cannot be a viable option in a community where responsible adults take an interest in their kid’s personal development. Adults these days must not let those who write sitcoms and “novelas”, or design video games, be the source of acceptable human behavior. Simply stated, it does take a village to raise the next generation properly. More adults need to step up to that responsibility.

El proyecto E-Verify del congresista republicano de Texas, Lamar Smith, que nacionaliza y hace obligatorio el uso de bancos de datos del gobierno para determinar si los nuevos contratados están autorizados para trabajar, enfrentó no sólo la oposición tradicional de grupos pro inmigrantes sino el rechazo y cuestionamiento de grupos conservadores e incluso de algunos republicanos. Este miércoles el Comité Judicial de la Cámara Baja retoma la discusión del proyecto que enfrenta su prueba de fuego en la presentación de enmiendas a ver si satisfacen las demandas no sólo de demócratas sino de algunos republicanos preocupados por el efecto del plan sobre la industria agrícola. Para acallar a esos críticos Smith presentó otro plan “genial” que pretende traer hasta medio millón de trabajadores agrícolas temporales anualmente en vez de legalizar a los que ya están aquí. Por su parte, el reporte que emitió un grupo especial de trabajo con recomendaciones para “mejorar” el controvertido programa Comunidades Seguras, no fue precisamente de consenso porque algunos de sus integrantes

fter a month of adjusting to new professors and getting in the groove of being back in school, some students have another obstacle to face. Students from San Jose State University (SJSU) are living in a hotel due to lack of housing and the university’s new housing policy. Some of the students rallied and marched through the campus to bring awareness to the issue being met by 90 students. SJUS implemented a new housing policy for the 2011-12 academic year. In order to boost student success rates, the university requires all first-time freshmen from more than 30 miles away to live on campus. The university enrolled 4,000 freshmen, SJSU’s largest first-year class in ten years. As a result around 245 undergrads received an email explaining how a hotel would be available instead, at no additional cost. They were removed from their housing and asked to live three miles away or to figure out other living arrangements. “When I lived on campus I would make

it to my furthest class in seven minutes. Now I’m finding to get to any class or just to plan ahead I’m getting about a 30 minute commute,” said Vincent Lubrano, a junior history major. “I’m spending a lot more time on campus, in the library or sitting around doing my work. I’m not as comfortable.” The dorms have much in common with the hotel, such as shared bedrooms and bathrooms, as well as meal plans. Amenities include light rail or shuttle service, free parking, weekly housekeeping, a fitness room, pool, spa, laundry facilities, and SJSU housing staff on site. “I kinda scrambled the day before to make sure I had everything set up such as the down payment,” said Lubrano. “Next thing I know they’re saying that they got too many freshmen, we’ll have to move you some place else and it turns out it’s three miles away.” 89 other students decided to live in the hotel, while the rest are living on couches or last-minute apartments. Students were allowed to cancel their housing contracts and meal plans without penalty. “They should have been able to plan better,” said Lubrano.

El Equipo del Proyecto del Tren de Alta Velocidad para la Sección de San José a Merced está ofreciendo una cuarta ronda de talleres comunitarios para continuar con el examen del proyecto y su desarrollo a través del Sur del Condado de Santa Clara. Durante la primera ronda de talleres en enero de 2011, la comunidad revisó y nos proporcionó información sobre el desarrollo de las alternativas de alineación, las opciones de la estación y los posibles cambios en la red de carreteras siendo evaluadas en el Informe Preliminar del Impacto Ambiental (EIR/EIS). En Marzo, el equipo presentó la metodología para evaluar los efectos sonoros y visuales en el EIR/EIS y las posibles formas de reducir estos impactos. En junio, los talleres exploraron el diseño y la función de la estación del tren de alta velocidad y cómo los impactos del tráfico y la circulación serán evaluados en el EIR/EIS. ozens of students at Adelante Dual Language Academy learned about the importance of reforestation as part of Mexicoâ&#x20AC;&#x2122;s International Reforestation Campaign. The General Consulate of Mexico in San Jose partnered with city officials to plant a tree and teach students the importance of caring and respecting the environment. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s an extension of the reforestation program that is taking place in Mexico and so I feel that by extending it here to our school weâ&#x20AC;&#x2122;re just taking part in that whole program,â&#x20AC;? said Principal Sandra Garcia. â&#x20AC;&#x153;It will benefit our whole world.â&#x20AC;? To ensure a successful tree planting ceremony, the Consul General asked Su-

pervisor Shirakawa to identify a school, whose student body would benefit greatly from Mexicoâ&#x20AC;&#x2122;s Reforestation Campaign. Identifying that school was an easy task. Supervisor Shirakawa recommended that the tree planting ceremony be conducted at Adelante Dual Language Academy for two reasons. First, all of the students at the academy speak and understand Spanish, the native tongue of Mexico. Second, Adelanteâ&#x20AC;&#x2122;s primarily Latino student body would benefit greatly from a ceremony conducted by Latino leaders and dignitaries. The tree was planted in front of the school at the beginning of day, after saluting the flag and singing Mexicoâ&#x20AC;&#x2122;s national anthem. The students heard from local leaders like the Consul General and Councilmember Xavier Campos. They were made aware of simple ac-

If your child switches between taking the tablet and the suspension, your doctor will adjust the dose as needed. Shake the bottle of suspension well for at least 10 seconds before pouring the dose of medicine to give to your child. U For adult patients with heart failure or who have had a heart attack, take DIOVAN two times each day, at the same time each day. Your doctor may start you on a low dose of DIOVAN and may increase the dose during your treatment. U DIOVAN can be taken with or without food.

U If you miss a dose, take it as soon as you remember. If it is close to your next dose, do not take the missed dose. Take the next dose at your regular time. U If you take too much DIOVAN, call your doctor or Poison Control Center, or go to the nearest hospital emergency room. What are the possible side effects of DIOVAN? DIOVAN may cause the following serious side effects: Injury or death to an unborn baby. See â&#x20AC;&#x153;What is the most important information I should know about DIOVAN?â&#x20AC;? Low Blood Pressure (Hypotension). Low blood pressure is most likely to happen if you also take water pills, are on a low-salt diet, get dialysis treatments, have heart problems, or get sick with vomiting or diarrhea. Lie down, if you feel faint or dizzy. Call your doctor right away. Kidney problems. Kidney problems may get worse in people that already have kidney disease. Some people will have changes on blood tests for kidney function and may need a lower dose of DIOVAN. Call your doctor if you get swelling in your feet, ankles, or hands, or unexplained weight gain. If you have heart failure, your doctor should check your kidney function before prescribing DIOVAN.
