LETTER FROM THE EDITOR Greetings my friends,

Springtime is here and we are well into the year 2021. We’re celebrating with some great Oklahoma cannabis products and recipes that are perfect for the season. We also recently visited Hochatown, also known as: “BigFootville” in Southeastern Oklahoma to do some investigating and see if we could find a reason that Sasquatch sightings and cannabis are often in such close proximity to each other. This year got off to an interesting start. On January 6th, a mob of Donald Trump supporters stormed the United States Capitol Building in a failed attempt to overturn his

defeat in the 2020 presidential election. We were watching the action live online from the Edibles Magazine office and noticed a few of the rioters were smoking weed. When asked what strain he was hitting, one of the men responded “Pinkberry”. Jenny Cudd, who bragged online about breaking Speaker Pelosi’s office door, is actually connected to an Oklahoma Cannabis operation.For better or worse it seems true what they say: Cannabis is everywhere. The industry is enormous and there are people on every end of the political, social and economic spectrum involved. Seth Rogen’s Canadian cannabis brand, Houseplant, is now available in California. They’re getting so much traffic that at the time of this being written, he had to shut the site down while they write new code. We love Seth and he definitely knows plenty about the plant. Maybe he’ll bring the brand to Oklahoma soon. Speaking of celebrities, Oprah just interviewed Prince Harry and Meghan Markle, and it was a pretty big deal. In January 2002 Harry confessed to smoking weed at a bar near his father’s Highgrove estate when he was 16. St James’s Palace confirmed the prince had “experimented with marijuana on several occasions”. Now that they’re free of the Royal rules they are also free to legally consume cannabis in states like California where they’re living and Seth Rogen even told Jimmy Kimmel

he’d be happy to hook them up with some Houseplant. It was dangerously cold here recently. Record setting below zero lows that literally got colder than Antarctica for a couple of days. Outdoor grows and greenhouses were battling the elements for survival and unfortunately we heard of a few losses but thankfully the sunshine and warmer weather is (mostly) back and flowers are beginning to bloom as the colors freshness returns to the landscape. Springtime is finally here and “420” (April 20th), the highest of the high holidaze should be more fun and at least easier to celebrate than it was last year. Canopy Growth Sues GW Pharma, Alleges Unauthorized Use Of Intellectual Property Anna Mae

Canadian company Canopy Growth Corp is suing British GW Pharmaceuticals in the US Western District Court of Texas, claiming GW is knowingly infringing on Canopy’s intellectual property. Canopy Growth filed the lawsuit in late 2020, almost immediately following the issue of US Patent No. 10,870,632 (US ‘632) on December 22nd, 2020. The patent US 10,870,632 covers a method of CBD and THC extraction that uses CO2. Claim 1 of the patent, Canopy Growth writes: A process for producing an extract containing Tetrahydrocannabinol (THC) and/or cannabidiol (CBD), and optionally the carboxylic acid thereof, from a cannabis plant material or a primary extract thereof, said processing comprising: (1) Subjecting the cannabis plant material or primary extract thereof to CO2 in liquefied form under subcritical pressure and temperature conditions to extract cannabinoid components; and (2)

The BigFoot and Weed Connection: Why Does BigFoot Live in Popular Cannabis Areas? Patrick Ian Moore

He is known by many names, BigFoot, Sasquatch, Yeti, Skunk Ape, Yowie, Ape Man, and to most Native Americans in the Oklahoma area, he’s known as the Wood Ape. The American Pacific Northwest, from California to Canada, is Sasquatch country, but not many know that Oklahoma is also a BigFoot hotspot. They say there are more BigFoot sightings per capita in Hochatown than anywhere else in the nation. In 2002 the documentary, “Bigfootville: Hunting Bigfoot in the Mountains of South East Oklahoma” was released and broadcast on The Travel Channel and The History Channel. For many people this was the first time they’d heard of an Oklahoma Bigfoot. The question we had: Why does BigFoot inhabit the places most notorious for growing cannabis? We went on a journey to Hochatown, Oklahoma to find out.

When you drive through Broken Bow to Hochatown, there is one thing that is noticeable and it’s the BigFoot statues, souvenir shops and symbolism of him plastered everywhere. There are Sasquatch themed dispensaries, and coffee shops serving homemade fudge shaped like BigFoot poop. But when we asked around no one seemed to have a personal experience or encounter of BigFoot, until our very last stop. That’s where some dispensary budtenders told us that their parents and grandparents definitely believed BigFoot existed and had indeed purported to have seen him on multiple occasions.

It was a stark contrast to Humboldt, California, where we had spent time in the past. In the Emerald Triangle, within Mendocino and Humboldt Counties, nearly everyone had a BigFoot story. Literally everyone we talked to believed whole heartedly that not only did he exist, but that they or their parents had seen him. Is there something generational about the sightings? If young people would look less at their phones would it free up their attention to realize there’s a seven foot tall Sasquatch nearby? And is there a connection? The physical and geographical similarities that Northern California and Southeastern Oklahoma share are

uncanny but is that enough? In October of 1967, Roger Patterson and Bob Gimlin shot a short film in Bluff Creek, California that raised public interest to an all-time high. The image of Sasquatch in their movie became our most iconic. Less than five years later, Bigfoot had his second biggest fame boost when The Legend of Boggy Creek came out in August of 1972. Set and filmed in Fouke, Arkansas and Texarkana, only 85 miles from Hochatown, Oklahoma. So maybe there’s been a bit of evidence in the local consciousness for a while now. It was a popular movie after all and inspired the style of The Blair Witch Project. Four years later in 1976, the Federal government launched an official investigation conducting lab tests on samples of hair and tissue thought to be BigFoot’s but later they determined it to belong to the deer family. The North American Wood Ape Conservancy is based in Oklahoma and is dedicated to proving the existence of BigFoot. Their mission statement reads: “To investigate and conduct research regarding the existence of the unlisted primate species we refer to as the wood ape, also known as the sasquatch or bigfoot; to facilitate scientific, official and governmental recognition, conservation, and protection of the species and its habitat; and to help further factual education and understanding to the public regarding the species, with a focus on the continent of North America.” There has been so much interest in Oklahoma’s BigFoot that Rep. Justin Humphrey filed House Bill 1648 in January 2021, which would draft rules, dates, hunting licenses and fees to catch the elusive creatures. Rep. Humphrey’s district includes Broken Bow, and he hopes that it will attract tourism to that part of the state. He also wants to offer a $25,000 reward for the first person to capture a BigFoot, rather than kill one, he hopes to draft the regulations to spare BigFoot’s life and prove his existence. That might prove difficult, because according to the accounts and oral history of Native Americans, the Wood Ape is either a shape-shifter or perhaps trans-

While it’s good to have a healthy skepticism about folklore or cryptozoology, some states have formed laws against hunting BigFoot, which would seem to validate his existence. In Skamania County, Washington, they passed a law in 1969 deeming the "slaying of BigFoot to be a felony and punishable by 5 years in prison." The law was later amended, designating BigFoot as an endangered species. Not all places hold such a humanitarian attitude toward the mythical monster. In Texas it is perfectly legal to hunt and kill BigFoot. According to L. David Sinclair, the Texas Parks and Wildlife Department's chief of staff, responded to an email about the legalities of BigFoot hunting in 2012, writing: “If the Commission does not specifically list an indigenous, non-game species, then the species is considered non-protected non-game wildlife [...] A non-protected non-game animal may be hunted on private property with landowner consent by any means, at any time.” Because BigFoot isn’t recognized as an official species by the state of Texas, hunting one is technically allowed (with the proper license and permissions, of course). BigFoot still receives hypothetical legal protection in other parts of the country as well. California takes the opposite approach of Texas when dealing with cryptids. The state keeps a record of nongame mammals in the California Code of Regulations. If any animal is missing from that list, as is the case with BigFoot, that means it can’t be hunted legally. Oregon follows a similar policy to California’s, where any animal not classified under Oregon wildlife laws is considered “prohibited.” Like the rest of the Pacific Northwest, Oregon has a long history of alleged Sasquatch encounters. Michelle Dennehy, wildlife communications coordinator for the Oregon Department of Fish and Wildlife said, “We receive periodic reports of BigFoot sightings.” There’s one more major factor that makes killing BigFoot a bad idea no matter where in the country you find yourself: If the victim is deemed to be more

humanoid than ape, the crime could count as manslaughter or worse charged as a homicide. It’s kind of like certain story elements from the 1987 family adventure comedy, “Harry and the Hendersons.” For BigFoot enthusiasts and believers there is an annual conference in South East Oklahoma. Hulu has a new 3-part documentary series called “Sasquatch” being produced by the Duplass Brothers (Wild Wild Country). The synopsis is: “While visiting a pot farm in Northern California in 1993, investigative journalist David Holthouse heard a story that still haunts him: On a nearby farm three men were torn limb from limb in a savage Bigfoot attack. Sasquatch follows David as he revisits the Redwoods 25 years later, in search of any evidence that might lead to the truth of what happened that night. As he pulls at the threads of this story, he’ll be taken down a path that’s far more terrifying than anyone would have imagined.” The cannabis industry has embraced the mythic legend in a big way. There are dispensaries, processing companies, farms, and a variety of products that have Sasquatch, Bigfoot, or Yeti in the name. There are even individual strains of cannabis that have been developed. The Sasquatch cannabis strain is a hybrid not meant for beginners. With an average THC content of 26%, great color and terpene combinations of blackberry, cherry, and strawberry, this strain is loved by all who try it and treat anxiety, depression, and chronic stress. BigFoot Glue is a hybrid marijuana strain made by crossing Humboldt Headband with Gorilla Glue Number 4. BigFoot Glue has big, fluffy nuggets that are light green and purple. The aroma on this strain is pungent and piney, just like BigFoot. Yeti OG was bred by the NorCal collective Loompa Farms, and has become very popular due to its incredible taste and heavy yields. Yeti OG is a very good choice for relaxation and pain relief. The evidence seems to be everywhere. Sasquatch and cannabis are definitely connected. So the question still remains: What would Sasquatch Smoke? The Honobia BigFoot Festival is held on the Grounds of the Kiamichi Mountains Christian Mission @ Christ's 40 Acres in Honobia, Oklahoma. The 2020 festival was cancelled due to the COVID-19 pandemic, but the 2021 conference is being planned for the Fall. “Sasquatch” the documentary series debuts on Hulu April 20th, 2021.

Blazin’ Bison Meatloaf Instructions:

Preheat oven to 350 degrees F. In a heavy skillet, preheated over medium high heat, add cannabis infused olive oil and onions. Sauté until golden brown, then add garlic and mushrooms, and continue cooking until all of the liquid has evaporated, and the mushrooms are brown. In a large bowl, mix together fresh bison (uncooked), milk, canna-butter, breadcrumbs, eggs, tomato paste, BBQ sauce, herbs, and the mushroom mixture. Season with salt and pepper. Instructions: Preheat oven to 450 F. Spread out chopped vegetables and rosemary in the bottom of 9 x 13 inch baking dish. Rub cannabis infused olive oil lightly over the cornish hens. Set aside. In a bowl, mix together spices and sprinkle generously over the hens, being sure to season the inside cavity as well. Place the hens on top of the bed of vegetables. Run your fingers under the skin to loosen it. Place a pat of cannabis butter under the skin of each hen. Tie the legs together with kitchen string or foil paper. The hot new trend in Oklahoma is to allow consumption of medical cannabis for patients during your regular daily activites. Hybrid Nail Salon in East Tulsa has garnered national attention for encouraging smoking of marijuana and the eating of edibles in her salon. In addition to Netflix and a pool table available in the main room, you can get get a manicure, pedicure or both while enjoying your meds. Owner Elizabeth Brown told Fox News she opened her business during the pandemic and it was slow to get the word out. But with the help of social media, namely TikTok, she was able to gain momentum by offering something unique while creating a welcoming and friendly environment. From Gas Station to Grass Station: How WOMEN + WEED Use Cannabis to Fuel the Feminine Soul Laine Durand

Once an old gas station on west Edison, Lisa Regan’s striking blue art studio rivals the color of the sky on a clear, sunny day. The inside was no less fascinating. Gorgeous paintings, a quirky mannequin under a vintage salon hair dryer, and a rusty old church sign adorned the space. Inside, tables were arranged by social distancing guidelines and stocked with brushes, paints, and canvas. The space also contained a small kitchen stocked with snacks, edibles, and beverages where Chef Taylor Latouche served a slew of nutritious vegan lunches for all in attendance. My personal favorite was the firepit out back where everyone could sit for a smoke and chat next to crackling logs on this particularly brisk December day.

I look forward to seeing what future events WOMEN + WEED will be doing. There is no stopping the flow of creativity when a community of women come together to support each other and bring about growth. I am incredibly happy to be part of an industry that offers events such as these. Entertainment Review: American Dad's Jeff and The Dank Ass Weed Factory

Jeff and the Dank Ass Weed Factory is the 261st episode of American Dad and is a cannabis themed parody of Charlie and the Chocolate Factory. It was first aired on May 13th, 2019 and was the 5th episode of season 14. Yes that means it was originally on television pretty close to two years ago but that’s okay. When this episode first came out it flew pretty under the radar and has gone on to become very popular during the pandemic. American Dad is available on Hulu and people have been consuming record amounts of cannabis and binge streaming in record numbers. Seth MacFarlane’s cannabis content has tended to be kind of all-over the place. Family Guy seemed to have a somewhat inconsistent point of view. In the 2009 episode “420”, Brian launches a campaign to legalize marijuana after his arrest for drug possession. Brian and Stewie sing ‘A Bag of Weed’, set to the tune of “Me Ol’ Bam-boo” from Chitty Chitty Bang Bang. It was a nice moment from almost twelve years ago and in 2018 it even made it into “Television’s Top 7 Most Infused Moments'' in this very magazine. Jeff and the Dank Ass Weed Factory is probably one of the best representations of cannabis we’ve seen, second only to the Tegridy Farms storyline on South Park. The plot goes like this: After being encouraged one morning by Klaus the talking German

goldfish, Stan Smith vehemently and relentlessly rants against potheads, particularly Jeff. Later that day at the local cannabis dispensary, the stoners learn of a contest sponsored by the legendary and mysterious Tommie Tokes, played by Snoop Dogg, with five potential winners receiving the grand prize of touring his weed factory. However, the director of the CIA, Avery Bullock, uses the contest for a massive drug bust so he can acquire the "Everlasting Edible," a cannabis edible powerful enough to provide an everlasting high. As the five golden tickets hidden in packs of Tommie Tokes brand blunt wraps are slowly discovered, Jeff worries about ever finding a winner but he finds the very last one and almost smokes it, over and over again. Hayley thinks the tour sounds like too much work so Jeff asks Stan to accompany him on the tour.

As Tommie’s tour progresses, the participants all meet their fates and their exits are narrated with sinister raps performed by Tommie Tokes’ small purple workers, the “Snoopa Loompas”. Tommie suspects that Stan is a narc because earlier he refused to participate in his everything-is-edible room, so he engineers him a special pre-roll specifically designed for his body and mind. Once they’ve gotten high together, Jeff and Stan ditch the tour and find a room where they discover the

Everlasting Edible, but claiming he now has a new appreciation for cannabis, Stan refuses to steal it. Stan is later discovered with the edible, having faked being high thanks to the CIA technician’s techniques. At that point they are the only ones still left at the end of the tour and Jeff is forced to kill all of the Snoopa Loompas in order to save Stan. He convinces Tommie to allow them to leave through a glass elevator and as they fly away into the sky, Stan admits he doesn't think of Jeff as the worthless loser that he did earlier in the episode.

Killing the Snoopa Loompas seemed out of character for Jeff and unnecessary for the episode. A little too dark and violent for the tone they’d set but everything else was surprisingly spot on. The dispensary, the blunt wraps, the rolling, the edibles, the factory and the general way the characters acted “stoned”. It’s also a great parody of Willy Wonka and is hilarious on that level as well. Having Snoop Dogg play Tommie Tokes was inspired casting and knowing that Patrick Stewart, who portrays Avery Bullock, medicates using edibles every day makes his desire for The Everlasting Edible seem that much funnier. We “highly” recommend watching this.

Weedmaps Is Going Public Anna Mae

The Weedmaps platform has been profitable since its inception in 2008 as its business model pulls in advertising revenue from retailers on its site and selling a cloud based operating system for those businesses. The website currently has 18,000 business listings in the US and Puerto Rico and nine other countries . According to the release, WM Holding Co.”has grown at a CAGR (compound annual growth rate) of 40% over the last five years and is on track to deliver $160 million in revenue and $35 million in EBITDA for 2020.”

The company is expecting revenues in 2021 to hit $205 million. The announcement came about a week after the US House of Representatives voted to decriminalize Cannabis at the federal level. With the runoff elections in Georgia giving the Democrats the majority of the Senate, the legislation may actually pass through the Senate and onto Joe Biden’s desk. The only other issue could be Biden’s own stance on cannabis, which is that he would prefer to reschedule cannabis rather than completely remove it as a controlled substance. Luckily for Weedmaps, they are not a “plant touching” business. Businesses that sell cannabis or are “plant touching” are not allowed to list shares in the United States. Even though they are now going public, Weedmaps has been surrounded by controversy when it used to advertise illegal cannabis businesses on its platform. In 2018 California authorities issued ceaseand-desist to the company to end its illicit advertising, this resulted in its license requirement for California retailers. The same rule will probably apply should cannabis become federally descheduled. It’s obvious that their controversies have not slowed down their progress, and we can look forward to investing in Weedmaps stock possibly this year.

WM Holding was valued at $1.5 billion and will receive $575 million in gross proceeds. $325 million of the gross proceeds were contributed through a PIPE transaction, or private investment in public equity, from the Federated Hermes Kaufmann Funds, Senvest management LLc, and AFV Partners. Following the announcement of the merger, Silver Spike Acquisitions stock price on the Nasdaq increased by 8.8%. The merged company will be operated by WM Holding Co CEO Chris Beals and Silver Spike’s CEO Scott Gordon will join the Board of Directors.

Microdosing is a wonderful tool so let me start by explaining what microdosing is. It's a technique that involves taking minimal amounts of cannabis on a disciplined regular schedule. The point of this activity is to find your body’s THC perfection point. One can do this by only taking enough THC to barely perceive the effects on your mind and body without getting too altered. Why would someone want to do this? If you are a newbie and want to get familiar with cannabinoids and or terpenes, this could be a preferred method for you. Microdosing helps people get the light therapeutic effects of cannabis without achieving a heavy uncomfortable high and feel more comfortable with the plant itself. The art of microdosing requires discipline, patience and mindfulness. Finding your Minimum Effective Dose MED

Cannabis is biphasic, so you have this wonderful anti-inflammatory, relaxing property with little to no side effects in small amounts. In large amounts, there is the possibility of unwanted effects of being too altered.

Many people who try edibles for the first time become overwhelmed by the experience. That is because everyone has a different tolerance level. For example, a 10 mg piece of chocolate will affect each person differently. Also, edibles are much different than smoking cannabis. Why do cannabis edibles feel so different? The human body processes cannabis through the liver and GI tract. The effects of the potent metabolic byproduct are called 11-hydroxy-THC. This compound resulted in a faster onset and a more intense psychoactive experience than simply THC. Microdosing with 2.5-milligram products

allows the consumer to ingest the initial THC and then gradually eat more the following day until they find their preferred comfort level. Most people who are interested in microdosing cannabis typically start with about 2.5mg or less. One can start with various teas, mints or chocolates with THC concentrations starting at 2.5 milligrams suitable for microdosing. It can take over an hour to feel some edibles' effects, so I suggest waiting 24 hours and trying an increased amount the following day. The reason is that some edibles, if taken properly, like a tincture, can be held under the tongue, via the sublingual method directly into the bloodstream. Simultaneously, others are digested in the stomach and can take hours to feel the effects depending on a person's digestive system. So it is important when microdosing to chart the amount and wait for results. Cannabis is a medicine that should be tailored to each patient’s individual make-up. Not all people are the same, and not all products are created equal. Cultivate an understanding of your endocannabinoid system by keeping a journal to track the cannabis farmer or grower, cultivar type, consumption method, dosage and side effects. Take your time and be patient when figuring out what dosage and consumption method works best for you. Be mindful of other elements that may impact the outcome of your experience when microdosing. Such as your nutrition, hydration, environment or even state of mind. As these can all affect your experience. Beneficial in Resetting Your Tolerance Like in all other forms of medicine, you want to treat yourself with the lowest effective dose. For those cannabis connoisseurs, microdosing can help you identify the perfection point you may need to reset your THC tolerance. Maybe you needed higher doses of THC for treating a past condition. OMMA Reduces Levels of Pesticides and Heavy Metals Allowable in Cannabis Flower Anna Mae

For all the growers and processors in Oklahoma, the allowable thresholds for pesticides and heavy metals have been cut in half, as of December 1st, 2020. This can present a problem for many growers and processors throughout the state. Even before the regulation change, many growers and processors throughout the state were having trouble meeting the testing thresholds prior to December 1st. The primary cause of these issues is the soil and water used for greenhouse and outdoor growing facilities. Due to the oil mining that has occurred in Oklahoma since before it’s statehood in 1907, many heavy metals and other chemical contaminants that were once far below the surface are now mixed in with topsoil all around the state. Lowering the thresholds in medical cannabis products is understandable as prolonged exposure to heavy metals like cadmium can cause kidney, bone and lung diseases in humans and other animals. But it seems counterproductive when the state government has not taken the steps to reduce these levels or protect/warn local populations about the dangerous levels of heavy metals and pesticides in our soil and water supply. The biggest issue this presents is that when flower or trim is processed into concentrates the levels of everything concentrate roughly about 10 times. So anything with trace amounts of heavy metals or pesticides will most certainly not pass compliance testing once processed. Another issue that processors have encountered with certain regulations is the production of edibles. Some raw ingredients used in edibles won't pass compliance testing simply because regular foods that are regulated by the FDA don’t meet OMMA pesticide standards for cannabis products. Current OMMA pesticide and even mold standards nearly eliminate the use of most produce that people eat every day. This is not just a problem for Oklahoma, but for many states with any form of legal or medical cannabis. OMMA pesticide and heavy metal limits are stricter than the FDA’s and that just means it’s safer for the medical patients, although the FDA should consider doing the same to make food products safer for everyday consumers. DEA Set to Issue Cannabis Research Cultivation Licenses Anna Mae

As of 2021, the University of Mississippi is the only entity within the entire United States that is federally permitted to cultivate cannabis for research purposes only. It was the first and has been the only one since 1968. There have been several complaints and even a lawsuit due to research being hindered as a result of low quality cannabis distributed by the University. In recent years, the federal government has allowed the importation of cannabis products from licensed cannabis producers from other countries, but it is not enough to meet the demand for researchers. The DEA announced plans in 2016 to expand its network of medical cannabis research licenses, but the process was prolonged under the Trump administration. Not including the University of Mississippi, the DEA plans on issuing 3-15 or more licenses, with 15 being the most reasonable estimate as noted in the published rule. Though the process has been stalled, cannabis advocates are excited to see what will happen under the Biden administration. Some industry experts predict that the DEA will begin issuing licenses sometime after June. There have been at least 35 applicants since the DEA made the application available. set of guidelines for product development and distribution and prove that they have a case that is in the public interest. Some institutions have opted to submit filings to the FDA to develop pharmaceuticals derived from the cannabis plant. Companies like Biopharma Cultivation have claimed that they meet the public interest by attempting to develop a treatment for Multiple Sclerosis and Huntington’s Disease. In addition to the FDA filings, they plan to cultivate cannabis on Native American lands and employ people of that nation. Mr. Duane Boise, CEO of Biopharma, is hoping that this will give them an edge when the DEA considers their application. State-legal cannabis cultivators are at a disadvantage as the DEA says in its new rule that it would look “unfavorably” at them because they are not federally compliant. These research cultivation licenses are critical to modern cannabis research and development of cannabis derived pharmaceuticals. The only current cannabis derived pharmaceutical is CBD based Epidiolex for the treatment of seizures. Expanding the number of federally approved cultivators can open up the avenue for more definitive cannabis research and guidelines in addition to new non-addictive treatments for critically and chronically ill patients. Illinois Expunges Nearly 500,000 Cannabis Cases Upon Legalization

Since legalizing cannabis for recreational use in 2019, Illinois has now moved to expunge nearly 500,000 cannabis cases. Illinois is one of the few states to pass recreational cannabis while also including an option for expungement of nonviolent cannabis cases. Governor J.B. Pritzker issued pardons for 9,210 cannabis convictions and the Illinois State Police have dropped 492,000 cannabis related arrest records. The intent of these efforts is to reduce the impact of the War on Drugs for minority and impoverished people in Illinois communities. Pritzker said in a statement, “Statewide, Illinoisans hold hundreds of thousands low-level cannabis-related records, a burden disproportionately shouldered by communities of color. We will never be able to fully remedy the depth of that damage. But we can govern with the courage to admit the mistakes of our past — and the decency to set a better path forward.” The law only required the state to expunge 47,000 cannabisrelated arrest records created between 2013 through 2019 to be expunged by January 8th 2021. The process was supposed to begin in 2020, but with the impact of the pandemic, state priorities shifted. Although the pandemic stalled the process, with the current number of expungements and pardons, the Illinois State Police are 4 years ahead of schedule. While the state has been working hard at purging the cannabis related arrests, the county clerks are still in the process at the local level. The following counties have cleared their arrest records: Dupage, Kane, Knox, Lake, McHenry, McLean, Peoria, Rock Island, Will, and Winnebago. Any remaining counties still have until the original 2025 deadline to expunge the rest of their records. To qualify for automatic expungement, a person had to have been arrested for a “minor” cannabis offense,” which is: for possession or dealing 30 gram or less before June 25th, 2019. There are other options for expungement if the case is outside of these parameters. New METRC™ State Seed-toSale Track and Trace Compliance Required by OMMA Before The End of April It's been in the works for some time now. METRC™ is a software company that assists with the use of their web application for seedto-sale track and tracing of cannabis and cannabis infused products for medical and recreational cannabis states. METRC™ landed the Oklahoma state contract to implement a state-wide universal compliance system to monitor every movement of every cannabis product made and sold in Oklahoma. With very little direction or notice, aside from a new page on OMMA's website, every commercial cannabis licensee in the state of Oklahoma is required to be on-boarded to the new system before April 30th, 2021. Other states like Alaska, California, Colorado, Arizona, Massachusetts, Oregon, Maine, Louisiana, New Jersey, Maryland, Michigan, Montana, Nevada, Ohio, West Virginia and the District of Columbia are all using METRC™ as their track and trace software.

Some states require that the licensee subsidize the cost of using METRC™ by paying a fee to utilize the system and order "tags." Oklahoma licenses will be required to pay $0.25 per package tag and $0.45 per plant tag. In California, the cost of tags are assumed in the annual commercial cannabis licensing and renewal fees. METRC™ issues the physical tags with bar codes and RFID chips in every tag to identify every package as it comes in and out of a facility. This will undoubtedly increase the cost of production.

Essentially, OMMA can pop in for a surprise inspection and cross verify existing on-site inventory with what is logged in the licensee's METRC™ account. Any variations or discrepancies could result in violation fines. Aside from the fact that METRC™ chose a confusing name for its software, it is a complicated non-user friendly interface that takes true daily use to understand. All 10,258 licensees including non-operational licenses are required to undergo webinar training by the end of March, with beginning inventory entered by the end of April. The implementation of a state track and track system had been planned since the inception of the Oklahoma medical marijuana laws. One thing that will become an issue for new users is the bandwidth of METRC™'s servers max out at peak hours of operations. So the more licensees using the system, the more it slows the system down because it runs on an internet based platform. Rural licensees that have spotty internet may find themselves having to continue manual records and backlog manifests and transfers when the internet goes out.

Having a state oversight system assures the patients that they are obtaining compliant, pesticide-free medicine. It allows each product to get traced back to the seed it came from. In the event of a recall, the licensee and OMMA are able to track the movement of every stage of the plant.

All licensees were required to have a track and trace system that would integrate with whichever state oversight seed to sale system gets put in place. In this case it's METRC™, and most cannabis inventory or grow tracking softwares have already integrated to with the METRC™ API to automatically import or export daily package and manifest data. Even if a licensee or its staff are credentialed in another state, each individual is required to undergo new METRC™ training. The Spring Issue
