WNeRS of small hotels operating in Davao city want to augment the safety and security in the premises of their establishments and strengthen their capacity to handle emergency situations. in a draft memorandum of agreement (MoA) submitted for concurrence of the Sangguniang Panlungsod (SP), the Small Hotels Association of Davao city (SHAD) will forge an agreement with the Public Safety and Security command center (PScc), central 911, Traffic Management center (TMc), Task Force Davao (TFD) and Davao city Police Office (DcPO) is sup-

porting security guidelines for the owners and operators of hotels, inns and lodges. The draft MoA cited the fact that hotels are among the primary targets of terrorists and that the involvement and role of hotel owners are crucial in keeping the safety and security of hotel occupants and the surrounding communities considering that they have “immediate contact” with people who will attempt to carry out terrorist activities. Under the MoA, the obligations of local agencies such as PScc, 911 and TMc include the conduct of periodic inspection of hotel establishments to

ensure compliance with security requirements and to address concerns of hotel owners as part of “feedback mechanism,” assist in monitoring threats and provide swift response in time of emergencies. As for the TFD and DcPO, the MoA stipulates that among the obligations of police and military is to provide augmentation of security forces as necessary, provide technical assistance and consultancy services on matters of security, maintain an active hotline that can be contacted by hotel security 24/7, conduct security awareness seminars and periodic background check on ho-

tel personnel. SHAD members, on the other hand, have the obligation to ensure that hotel staff and personnel wear their distinctive uniforms and iDs at all times, inform guests about security arrangements, require guests to show proof prior to check-in and provide adequate firefighting equipments and alarms on every floor. The hotels are also required to have a written and documented emergency evacuation plan that is regularly updated and rehearsed and provide emergency and backup generator and lighting system in case of electric power outage.

OCHA bares top problems in 6 Pablo-affected towns

Top issues like livelihood, shelter, health, education surface in consultations ending July

HeRe is an urgent need to address certain problems in six municipalities devastated by Typhoon Bopha (Pablo) in Davao Oriental and compostela Valley last December. The problems -- livelihood, shelter, welfare, health and education-surfaced during a series of consultations conducted by volunteers of the United Nations Office for the coordination of Humanitarian Affairs (OcHA), the last of which was held last July, according to Ms Ayan Mellejor, OcHA Davao information officer. Mellejor accompanied Mel Schmidt, head of the Davaobased OcHA, in launching “The World Needs More” campaign, which is both a fund-raising and an awareness drive, through an interview in

the weekly Kapehan sa Dabaw at the atrium of SM Davao annex yesterday. Responding to a question from the media panel, Mellejor said “the common issues that came out in the consultations included livelihood, shelter, welfare, health and education.” The OcHA-Davao information officer was referring to Boston, cateel and Baganga in Davao Oriental and to New Bataan, compostela and Laac in compostela Valley. “The need is very huge,” she said. “it’s up to the government to address these issues,” saying that the consultations were conducted to help the government and the community to engage each other.” Schmidt explained the mechanics of the

fund drive which will be mostly conducted online and through text messaging. He asked media practitioners to help in

The Valencia city-Talaingod-Kapalong road, the biggest of the four projects, still needs P1.525 billion to pave the remaining 51 kilometers and install slope protection and flood control structures, according to

Royal Mandaya Hotel bares P50-M renovation project By ANtONIO m. AJERO

SCANDOR-OWNED Royal Mandaya Hotel is spending some P50 million in renovation and improvements to be completed in three years in a bid to increase its occupancy to at least 70 percent and be competitive in the booming local hotel and tourism industry. Benjamin J. Banzon Jr., general manager, said Royal Mandaya will become the first “green hotel in Davao” after the renovation project, the first two phases have been completed. Banzon told media practitioners that the project included the improvement of its internet connectivity and the renovation of the seventh and eighth floors of the nine-floor hotel. A total of 40 rooms have been upgraded so far, he said, adding that financially, the hotel can now stand alone, unlike in the past when it was supported by its mother company – the

formidable Davao Security and investigation Agency, inc. (DASiA). With some other younger companies, DASiA and the Royal Mandaya Hotel, which were established by the late col. emilio escandor and wife Violeta, are known as the escandor Group of companies under the leadership of brothers Glen and Jerome escandor. Banzon said the hotel, which turns 15 years old in September, is also equipping its lighting system with light emitting diode (LeD) lamps, adding that the hotel will also make its airconditioning units compliant with the international standards for green hotels. Still to be renovated are some 80 rooms and some function rooms, all targeted for completed in three years. Banzon said that although the hotel’s target was to com-

plete the facelift in five years, implementation of the first two phases haad to be fast-tracked “because the business climate has been better.” He funds used in the renovation project was taken solely from its income. Banzon announced that the hotel has already recovered what it invested for the first phase of the project. Last year, the hotel hit 51-percent occupancy, which is “a very good occupancy rate,” where before, it could only hit an average occupancy rate of 38-percent, he added. This prompted the management to go into renovating the hotel, he said. He added that based on the data, more foreigners were billeted in the hotel last year compared with the previous years, although he did not mention the exact number. Top of the list, he added,

were the Koreans, followed by the Americans and then the Japanese, which used to be the main visitors of the city. “(in terms of increase, not in terms of number of visitors) it was the foreign market,” he said. earlier, Tourism Regional Director Arturo P. Boncato Jr. said the hotel industry has been vibrant especially as visitors have noticed the readiness of the city to welcoming them. Boncato cited also the holding of big events like the Meetings, incentives, conventions and events (Mice) gatherings early this year. “Our local hotels have continually been imrproving their facilities in preparation for the influx of visitors,” he said as his department reported that last year the entire region registered a 10-percent increase in visitors to 1.6 milliion compared with the previous year.

and has no legal authority to act for the company. NADecOR has reviewed the Preliminary Feasibility Study or “PFS” for the project and is satisfied that considerable progress has been achieved. The study is expected to be published by the joint venture partners in the near future, and will demonstrate the strong viability of the project. Members of the board have worked closely with St. Augustine on long term funding for the project and have participated in international project marketing events. LBeRT Saguillo emerged as the last man standing in record breaking fashion to win the Davao edition of the 2013 Subaru impreza challenge Philippine Leg last Saturday. Saguillo lasted 12 hours, 32 minutes and 55 seconds to erase the existing Philippine record of 10 hour and 33 minutes established in the cebu leg. The eventual champion held his ground over 12 agonizing hours of holding a squatting position with a balloon between their legs and another balloon in place between their shoulder and arm. Saguillo pushed through the fatigue and pain to emerge victorious in the event marked with extreme 33-degree heat at mid-day and a late afternoon downpour. As heat reached a high of 33 degrees and humidity at 80 percent, only 66 chal-

lengers were left after the first elimination challenge. As the scorching heat wore down the remaining challengers, who were asked to perform the second elimination challenge by dancing to a mash-up of “Gimme” and “Gentleman,” only 45 remained in the hunt after the first break. Breaks are held every ix hours according to rules. The challengers were down to only 25 after the fourth elimination challenge which required them to do jumping jacks. As the challenged ticktocked through the 10hour mark, only two men stood in each other’s way to be crowned the winner of the Davao leg and get the opportunity to represent the Philippines in the Singapore finals. in the end, it was Saguillo who was declared winner and will be moving up to the Singapore finale.

eMAND for the Ford Ranger in the Philippines, particularly in Mindanao, is on the rise according to the country’s dealer of the world-famous automotive brand with a rich tradition. Willie Q. Tee Ten, president of Ford country dealer Autohub, told edge Davao in an exclusive interview that the demand for the Ford pick-up, particularly the Ford Ranger, is starting to grow. “We have so much demand but the only problem we had with Ford is the supply,” said Tee Ten.

According to Tee Ten, Ford company’s principal in Thailand is having a hard time meeting the demand for the Philippines as it also has to meet the high demand for the brand in Thailand and Vietnam. He cited the product’s beauty and efficiency as among the reason why people opt to buy Fords. “Because the product is beautiful and the engine is very efficient and the price is very, very competitive,

the demand for the Ranger is very big for the whole of Southeast Asia. Since it made in Thailand, their priority is Thailand,” said Tee Ten. “Lahat ng dumadating ubos. We are actually very excited about the Ranger and hopefully they can produce more at a shorter period of time,” said Tee Ten. He also bared that the Philippines is one of the cheapest places you can buy a car compared to other ASeAN neighbors like Thailand and Vietnam. Autohub does not have the current volume of Ford importation in the country as there are other dealerships of the car brand. Autohub has five Ford dealerships in the country including Ford Davao. The company plan to increase its dealership to seven by the end of the year. if there’s something that excites Tee Ten, it is the coming of new Ford models like the retooled explorer and the expedition. He cited that with the downside of the huge gas

consumption of the expedition, Ford will be coming up with 3 Liter and 2.5 Liter variants. Likewise, the explorer will also have 3.5 to 2.0 Liter variants from the original 4.2 Liter variant. “Honestly, the car uses a lot of gas, but now the engine is getting better and better. You know now the explorer has a 2 liter engine. can you believe an explorer that big? From 4.2 to 3.5, now only two variants the 3.5 and the 2 liter. Just imagine the efficiency of the 2 liter and i’m sure the next generation expedition will also have a 2.5 or a 3 liter variant. Then you bring down the consumption and change the reception of the market,” Tee Ten explained. “People buy used cars because they don’t have the budget for the new cars and they expect also for the used cars to use less gas that is why it is very hard for the expedition to meet that demand, but as i said eventually it will become very efficient and the resale value will start going

Dengue onslaught

eNGUe cases in the Davao region are on the rise. From January to August 6, this year a total of 6,937 cases were recorded, according to Mary Divene c. Hilario, health education and promotion officer of the Department of health Region 11 office, reporting to media practitioners attending the weekly Kapehan sa Dabaw last Monday at the atrium of the SM Annex in Matina. The figures indicate an increase of 1,087 cases, or about 18 percent, over the 5,900 cases recorded during the same period in 2012. This is not encouraging news at all, also a sign that Dabawenyos have not done enough to check the health problem which can be fatal at times. Speaking of deaths due to dengue, Ms Hilario’s report stated that less people died this year--only 47, compared to last year’s 63. Once again, Davao city topped in the number of cases –3,822, more than one half of the total, followed by Davao del Sur’s 938 cases, compostela Valley 846,

OLORFUL TRADiTiON OF TRADe exPO – The 28th Kadayawan sa Dabaw festival was a huge success amid security threats. We have to be grateful to the city officialdom, peace and security personnel and event organizers for a job well done and likewise to the people for their support and cooperation. So here’s a brief flashback of the affair. What a combination: a month-long festivity and proliferation of sales and a penchant for shopping in Davao city during the prestigious annual Kadayawan celebrations. People young and old alike flocked in hordes to the different sites of the activities. We saw the abundance of sweaty, enthusiastic local residents and visitors who descended – sometimes literally – onto the streets to join the Dabawenyos in celebrating their thanksgiving period. But even before the finale of the Kadayawan fest, Davao city continues to be alive with lots of parties and merrymaking. People steadily remained upbeat, though many express concern about the peace and security situation. As the big hour approaches who can forget the trade expo, outdoor bazaars and fairs in the community? The colorful tradition of local bazaars particularly trade fairs in the city traced its origin in the seasonal agricultural and food fairs held after a bountiful harvest. Although we can’t exactly remember the first recorded trade and agro fair in the city, perhaps we can widely guess that it’s more than three decades ago. Trade expo and fairs have always served a practical purpose – as a place for business and trade primarily in crops and other agricultural goods, handicrafts, home-made food products, potteries, furniture and

lately flowers and other ornamental plants. But as in the past, the principal attraction is as a community celebration rural-oriented sights and sounds, food presentations, contests and live entertainment. One measure of the enduring popularity of fairs is that, in a name – overwhelmingly urban and suburban with every group or tribe has at least a participation usually held during the post-harvest season. A typical trade fair in the city features exhibits of grain, vegetables, variety of fruits, poultry and dairy products, other field crops, homegrown orchids and flowers, baked and canned goods. in short, fairs offer up just about anything that can be eaten, displayed or judged in a contest. Nevertheless, each participating group brings a different flavor to its exhibition – contests, games, magicians, sideshows and band concerts are just as common at many fairs today – all are part of the experience of traditional fairs whether in Metro Davao, Metro cebu, Metro Manila, US, canada or europe. Most fairs also take seriously their responsibility to judge prizewinning booths and products and to award either a certain amount of money or trophy to the best entries like handicrafts, durian pies and other baked and processed food from the kitchens of Dabawenyo homes. From their beginnings, local fairs combined the

serious business of agricultural trade with traveling carnivals. So, in addition to booths and store spaces with different products and other displays, most fairs have a midway packed with rides, snack and food stands, contests, bright lights and music. Fun houses hold distorting and scary sights; visitors try to pop balloons with darts or throw rings over empty bottles for a small stuffed-animal prizes; clowns and jugglers stroll along and entertain children. Food is everywhere: cold lemonade, fruit-flavored drinks, soft drinks, hot dogs, burgers, pork and chicken barbecue, crushed-ice snow cones, ice cream, popcorn, peanuts – name it they all have it. And no trade fair is complete without the chance to know and learn how the different products from different places are formulated. More than that, fairs also offer children the chance to see for themselves where the milk and other food items or a cloth in a store really comes from. Adults on the other hand come to the midway and become like children they used to be and discover the excitement of fair grounds lights on a delightful and exhilarating trade fairs full of foodstuffs, commodities and inventions. everyone it seems, whether office worker, farmer, student, toddler, parents and grandparents enjoyed and appreciate the city’s traditional fairs and trade expo during the Kadayawan festivities. We hope this inspiring piece will allow our readers and city denizens to share their experience in the celebration of life and blessings in Davao city, and thanking all Dabawenyos for a successful and celebratory 2013 Kadayawan celebrations. Unfortunately, it’s not a skillset that can always be taught— nor can it always be implemented. in a G-Zero world, all too often, political conditions can strip would-be standout leaders of the maneuverability needed for breakthrough.

With his leadership, Mexico is on the cusp of becoming the world’s third country that has gone from developing to developed in the last 50 years (Taiwan and South Korea being the other two). Over the past decade, Mexico missed out on the commodity boom that benefited so many other resource-rich emerging markets; no government has really been able to address the main problems in the economy—fiscal woes, deteriorating competitiveness, and a bloated, increasingly inefficient public energy sector. After he was elected, Peña Nieto’s first move was to form Pacto por Mexico, an agreement between his party and two others to help pass a multi-faceted economic reform agenda. Now, Peña Nieto is pushing tax, labor, and energy reforms. One might point to the drop off in

S the news about the recent spate of bombings in Mindanao circulated once again, i was upset. We’ve been experiencing this for years now and authorities find it difficult to capture the culprits behind these bombings. Unfortunately, our brothers and sisters in islam often get stereotyped: They are often the ones who are blamed, though not all of them commit this kind of crime. i know because i have friends who are Muslims and just like the others, they also want to have peace in Mindanao and they want to put an end to this. i come from a municipality where bombings are mostly committed. Bombs planted on buses, establishments, even in schools. Some exploded but mostly, these were only used as a threat. One incident happened recently – at around 2:30 a.m. on May 15, 2013 -- when a grenade was thrown into a house and a six-month old baby girl sleeping so gently was killed after she was hit by shrapnel. Honestly, i got kind of used to it; sometimes, i even make jokes out of it; maybe as a way to lessen the tension, my defense mechanism against fear. After the recent bombings in cagayan de Oro, cotabato and Midsayap, my routines here in Davao city didn’t change. i still go to school, taking strolls to different places. But the news stories did affect me. i got worried about my family back home. i know i’ll be safe in this city but i thought to myself, how about my family? Are they safe? i love my family so much that i get paranoid at night thinking of their safety. So every night i pray to the heavens, asking for protection and guidance for my family. i text them more often to make sure they are completely fine. i thank God because he always listens to my prayers. The saddest part of this event is the perception of people living in other regions; most especially in Luzon. They always think of Mindanao as a dangerous place filled with terrorists and rebels. Most of them wouldn’t even dare set foot here, scared for their precious lives. With the continuing bomb threats and attacks here, their primary perception will always prevail. As a resident here in Mindanao, i’d always be biased towards my perception of Mindanao. Beyond all the chaos that this region has been experiencing, this place is better than the rest. Storms may come but chances of typhoons are very minimal unlike in the north, where a lot of people die because of natural disasters. cities in Mindanao are not that polluted yet as in other areas in the country and i live and study in a city recognized as the most livable and safest in the country. Amid these dangerous events, i still hope that everything will have a solution. it may take a long while but i know we can achieve what we always desire, and that is peace in Mindanao. ‘Pork’ release suspended until scam probe is over P

Legarda stresses for strict law compliance to avert flooding

S

eNATOR Loren Legarda yesterday renewed her call for the implementation of laws and programs that will help ease flooding in the country following the disaster brought by Typhoon Maring and the monsoon rains in the metropolis and nearby regions. Legarda, chair of the Senate committees on environment and climate change, said that first and foremost, local government units (LGUs) should comply with the ecological Solid Waste Management Act (Republic Act 9003) and also start clearing waterways in their areas. Heavy and continuous rainfall since Sunday has caused massive flooding in the National capital Region and in neighboring provinces in Luzon and prompted the government to suspend classes and work in affected areas. “With climate change in our midst, more frequent typhoons are the new norm. But why do our flooding woes seem to worsen every time? A main reason is the non-compliance with our environmental laws. Only about one-third of all LGUs nationwide are complying with the solid waste management law, while the others have yet to strictly and fully implement segregation of garbage at source, recycling

and composting,” said Legarda, principal author of RA 9003. The Senator also said that LGUs should complement the national government’s campaign to address flooding problems through the clearing of waterways, noting that the Department of interior and Local Government (DiLG) is carrying out a program to relocate illegal settlers and clear waterways in Metro Manila within 12 months. “What our LGUs and concerned government agencies must do is to strictly implement the solid waste management law; demolish illegal fish pens in Laguna de bay; undertake massive cleanup of esteros and canals; relocate settlers by the rivers; dredge rivers and other waterways and heavily penalize those who throw waste in rivers and lakes; and enforce an absolute ‘no tree cutting’ policy in the Sierra Madre and other protected areas,” she stressed. “Disaster risk reduction is everybody’s business, and LGUs should lead this effort by ensuring that homes, schools, hospitals, and buildings are constructed in safe areas and are secure amidst natural hazards, and that roads, bridges and other infrastructure are designed and constructed with economic growth and disaster risk reduction in mind,” she added.

Federer’s ranking dropped two slots to seventh Monday, and the U.S. Tennis Association’s seedings followed the ATP standings. Federer’s record 17 Grand Slam titles include five at the U.S. Open. He’s among five former champions in the men’s field, including No. 1-seeded Novak Djokovic, No. 2 Rafael Nadal, and No. 3 Andy Murray, who won the 2012 title.

Federer was seeded No. 1 at 18 consecutive Grand Slam tournaments from 2004-08. He hadn’t been seeded outside the top three at the U.S. Open since he was 13th in 2002. The last time he was seeded fourth or worse at any major tournament was when he was No. 4 at Wimbledon in 2003 - when he went on to win his first Grand Slam title. Last sunday, 36 young and dynamic designers gathered at sM City davao for a design competition and extravaganza on street wear, evening wear and men’s wear. For 6 years, Moda Mindanaw has become a platform for up and coming fashion designers from all Mindanao to exhibit their unique creations. In celebration of davao’s diverse culture, designers took fashion inspiration from the local tribes namely the ata Manobo, Bagobo tagabawa, ubo Manobo, Matigsalog, K’lata, Maranao, Maguindanao, tausog, sama, and Kalagan. Oca Casaysay, committee head for Moda Mindanaw, shared, “This year’s event highlights the different colors and patterns from each tribe. With the designers’ interaction with the different tribes, they are expected to come up with creations that reflect the culture of the tribal group assigned to them.” In Mayor Rodrigo duterte’s welcome speech, read by City administrator, lawyer Jhopee avancena-agustin, he shared his pride and delight in how the annual cultural event

has evolved through the years. “Moda Mindanaw has indeed gone far. It has evolved from promoting the region’s indigenous materials to showcasing Mindanao’s hand-woven textiles and various fibers. and more than all these, Moda Mindanaw has become a stage for young and vibrant designers to showcase their craft. My Husband’s Lover By Kenneth Irving Ong I never was a fan for locally made tV shows especially when it is the “teleserye” kind that drags the stories out to sea in a volley of exasperating unbelievable circumstances. But all this changed when the Kapuso network launched what would eventually be a national phenomenon and that is My Husband’s Lover. The show featured lead stars dennis trillo, tom Rodriguez, and Carla abellana, together with Kuh Ledesma, Kevin santos, Victor Basa, and Bettina Carlos with a fresh new groundbreaking take on inter-personal relationships, when a gay man marries, has kids and years later meets up with an old flame, you can be sure there will be lots of tension in the air. I do admit I was skeptical at first given the track record of so-branded “gay indie-films” which were nothing but excuses to make soft porn. But the quality of the dialogue and acting has made made me a fan of the series and of course the actors and actresses, that was why when Rica of GMa’s corporate communications team sent out invites to meet and interview dennis, tom, Carla and Bettina last august 16, I immediately said yes. When asked about how they got their roles, tom said that they had to audition to get the roles, “When I heard about the role, I was scared at first (to audition).” quipped tom, who plays Vincent, “I didn’t know if I would be a capable actor to be able to portray the role properly. He city Sports Development Office headed by officer-in-charge William “Butch” Ramirez yesterday announced the cancellation of the championship game of the Kadayawan basketball tournament after Goldstar Hardware and Montana Pawnshop were found to have played with intent to manipulate the outcome and standings. “We find the game manipulated by the two teams and we are referring the matter to the city government which is the organizer of this tournament,” said Ramirez after a three-hour meeting with the representatives of the teams yesterday.
