Pulong pushes automatic refund for poor internet

20M Filipinos ‘internet poor’: World Data Lab

At least 20 million Filipinos are “internet poor” or do not have the financial capacity to avail of at least 1 gigabyte (GB) of internet data per month, a study has shown.

According to the World Data Lab on the Internet Poverty Index, the Philippines ranked 16th

of 166 countries with the highest number of internet poor residents. The country also ranked 50th among the ranked countries in terms of percentage.

The study likewise showed internet users in the country pay at least P650 per month for internet connectivity — lower than

the P1,400 rate in the US.

In 2018, the DICT contracted several internet service providers to give free internet connection to 11,000 sites in the country. However, there are now only a few sites left after the contracts expired.

The government is currently evaluating the United States’ (US) request for President Ferdinand R. Marcos Jr. to allow the temporary stay of Afghanistan refugees in the Philippines, Malacañang said on Friday.

“It’s a request from the United States government. The request is currently under evaluation,” Communications Secretary Cheloy Garafil said in a statement.

Garafil issued the statement in reaction to reports that US President Joe Biden, during his meeting with Marcos in Washington D.C. in May, raised the request to temporarily accept refugees fleeing from a Taliban-ruled Afghanistan.

Speaking before the Senate Foreign Affairs Committee on Friday, Foreign Affairs Secretary Enrique Manalo said Biden “briefly raised” the issue with Marcos during the two leaders’ bilateral meeting in May this year.

The request was first made in Oct. 2022 and is for “pure processing” of special immigration visas for Afghans and their families who formerly worked for the US government and “whose lives are in danger,” Philippine Ambassador to the US Jose Manuel Romualdez said on Wednesday.

Romualdez said the fleeing nationals would be vetted and “will be repatriated back to Afghanistan,” in the event that their entry request is declined.

He, however, clarified that the chances of this happening is about “.0001 percent”.

On Tuesday, Cagayan de Oro City 2nd District Rep. Rufus Rodriguez expressed support for the US request, noting that the plan, if approved by Marcos, may not be new.

Rodriguez recalled that in September 2021, then-foreign affairs secretary Teodoro Locsin Jr. disclosed that the Philippines had taken in Afghan refugee women and children after the fall of Afghanistan to Taliban.

Kabul fell under the rule of Taliban in August 2021, prompting a chaotic pullout of American forces days before the US completed its withdrawal after a 20year war in Afghanistan.

Meanwhile, Sen. Francis Tolentino sees nothing wrong about accommodating Afghan employees of the United States government but emphasized that it should undergo proper processing.

Tolentino on Friday called for swift actions, similar to those undertaken during the Quezon and Duterte administrations, to provide temporary refuge and support to foreigners seeking safety and stability.

PH Genome Center to capacitate doctors in genomic technology

Amedical professional has advised the public particularly men not to be shy when they experienced sexual problems as this could be symptoms of underlying health conditions.

“For middle-aged men whenever you have sexual problems mahirap makatayo (difficulty in erection), mahirap labasan (difficulty in ejaculation), those symptoms are not symptoms na tawanan lang (that you could laugh about). They are symptoms of an uncontrolled diabetes or hypertension for some of our men,” says Dr. Jera Dean Travilla, a urologist at the Southern Philippine Medical Center.

“And if you have those (sexual) problems do not be shy in consulting our doctors or urologists for that matter because there are times that through these problems we can detect uncontrolled diabetes or hypertension in patients,” Dr. Travilla said.

Travilla said most of those who come to their clinics are shy about their conditions initially listing another non sexual problem for consultation like

problems in urinating.

An official of the Philippine Genome Center (PGC) said on Friday that they aim to capacitate the doctors in Davao City and Mindanao on genomic technology.

The PGC of the University of the Philippines was tasked to handle the sequencing of Covid-19 samples in coordination with the health department during the height of the pandemic.

Dr. Cynthia Saloma, executive director of PGC, said in an interview on Friday that the agency is expanding the services of PGC beyond Covid-19.

Consent from families impedes organ donation in Davao City

Nephrologists from the Southern Philippines Medical Center (SPMC) announced on Friday that they have identified potential patients with irreversible loss of brain function as organ donors in Davao City but refusal of their families to give consent remains a problem.

“I am happy to announce that we have identified potential donors but what we lack now is the

consent of the family,” said Dr. Ma. Theresa Bad-ang, nephrologist and head of SPMC-Human Advocate and Retrieval Effort (SHARE) during the Kapihan sa PIA at NCCC-VPlaza on Friday.

Bad-ang said this is the reason why there is a need for families to understand organ donation and its benefits.

She said they are intensifying organ donation awareness down

to the grassroots and letting them understand its benefit as well as the prevention of kidney disease through public awareness campaigns and fine-tuning the existing local policies on organ donation.

I was doing a feature story on dengue fever recently and trying to find out why an infected person needs some blood transfusion.

This is what I found: “In clinical practice, prompt utilization of blood transfusion seems to be lifesaving in severe dengue infection based on clinical judgement. However, the use of blood transfusion in dengue management is neither studied in detail nor widely practiced, except in overt bleeding.”

But I found it interesting how blood cells are made. Believe it or not, blood cells are made in the bone marrow. “Bone marrow is the soft, spongy material in the center of the bones,” explains Johns Hopkins Medicine (JHM). “It produces about 95% of the body’s blood cells. Most of the adult body’s bone marrow is in the pelvic bones, breast bone, and the bones of the spine.”

That’s interesting. But there are other organs and systems in our bodies that help regulate blood cells. The lymph nodes, spleen, and liver help regulate the production, destruction, and differentiation (developing a specific function) of cells.

“Blood cells formed in the bone marrow start out as a stem cell,” says JHM. “A stem cell is the first phase of all blood cells. As

the stem cells mature, several distinct cells evolve. These include the red blood cells, white blood cells, and platelets.

“Immature blood cells are also called blasts. Some blasts stay in the marrow to mature. Others travel to other parts of the body to develop into mature, functioning blood cells,” JHM further states.

The adult human has about six quarts of blood. And blood plays a part in every major bodily activity.

Here is an information from The New American Desk Encyclopedia: “As the body’s main transport medium, blood carries a variety of materials: oxygen and nutrients (such as glucose) to the tissues for growth and repair; carbon dioxide and wastes from the tissues for excretion; hormones to various tissues and organs for chemical signaling; digested food from the gut to the liver; immune bodies for prevention of infection and clotting factors to help stop bleeding to all parts of the body.”

Blood also plays a major role in hemeostatis, as it contains a buffer which keeps the acidity of the body fluids constant and, by carrying heat from one part of the body to another, it tends to equalize body temperature.

Why am I writing this? It’s

because last June 14, the international community celebrated World Blood Donor Day. This event was first organized for the first time in 2004 by four core international organizations: the World Health Organization (WHO), the International Federation of Red Cross and Red Crescent Societies, the International Federation of Blood Donor Organizations (IFBDO), and the International Society of Blood Transfusion (ISBT).

In 2005, it was designated as an annual event by the World Health Assembly. The event provides a special opportunity to celebrate and thank voluntarily blood donors around the world for their gift of blood and has become a major focus for action towards achieving universal access to safe blood transfusion.

“Every single donation is a precious lifesaving gift and repeat donation is the key to building a safe and sustainable blood supply,” the United Nations health agency said in a statement.

In many countries, blood services face the challenge of making sufficient blood available, while also ensuring its quality and safety. Lack of access to safe blood and blood products impacts on all patients, including

those requiring regular transfusion.

This year’s slogan was: “Give blood, give plasma, share life, share often.” WHO explains: “It focuses on patients requiring life-long transfusion support and underlines the role every single person can play, by giving the valuable gift of blood or plasma.”

Let’s talk about blood transfusion. It is defined as “the process of transferring blood or blood-based products from one person into the circulatory system of another.”

Wikipedia, the free encyclopedia, says “blood transfusions can be life-saving in some situations, such as massive blood loss due to trauma, or can be used to replace blood lost during surgery.”

In some instances, blood transfusions may also be resorted to treat a severe anemia or thrombocytopenia caused by a blood disease. People suffering from hemophilia or sickle-cell disease may require frequent blood transfusions.

Samuel Pepys recorded the first blood transfusion in his celebrated Diary. On Nov. 14, 1666, Pepys wrote that Richard Lower of the Royal Society made the first direct blood transfusion from the artery of one dog to

In a dystopian view of the world, technological determinism can be considered as the primary culprit when it comes to the diminution of the meaning and value of living. In a life that is purely controlled by computer systems, the will of the individual takes a backseat while those with corporate interests would be the most powerful because they have the means to finance and direct research on Artificial Intelligence (AI). But what is AI?

Neural systems are computer networks that mimic the human brain. Artificial intelligence is the way a computer copies the function of the human brain. Deep learning is the process in which computers think like the human brain. It is a subset of Machine Learning, which came into development as early as the 1940s.

ChatGPT (Generative Pre-Trained

Model that can generate content from a large set of data that it is instructed or trained to interpret. By asking questions, ChatGPT can give a structured response to its user.

As one of the most recent advances in AI that was developed by the company OpenAI, ChatGPT has taken the world by storm and with its exponential growth everywhere, there are big consequences to a lot of things, especially in the way human beings interact with each other.

Algorithms do the same when it comes to our behavior online.

While ChatGPT is clearly useful in the corporate world, there are issues and ethical concerns when it comes to its utilization in the academe.

ChatGPT threatens the future of learning, but I don’t think ChatGPT should be absolutely banned in schools. With the right

policy, students can utilize it as an assistive technology that can help them understand complex questions and topics. Students have many ideas that need to be organized and ChatGPT can help them structure their arguments and organize their thoughts. ChatGPT should be regulated in such a way that the academe can take advantage of its good points and qualities.

The question, in this regard, goes beyond science. It is a matter of policy. Modern technology will advance whether we like it or not and our inability to adapt will mean that we will again be left behind. ChatGPT should be accepted as a useful tool for students to overcome language barriers. Of course, students cannot just lift in toto the answers to exam questions from ChatGPT because that would be cheating. Plagiarism is a grave violation of another per-

son’s intellectual work.

Learning is a process that involves the critical dimension of the brain as well as our experiences which a chatbot will not be able to give. In this way, while a neural system can mimic the brain, it does not have the power of human consciousness. ChatGPT responds to questions that it is trained to answer but it does not have the rigor of scholarly research. Nevertheless, it is a valuable deep learning system because imagine having an assistant to organize all the things you need to know out of a big library that contains billions of pages of information.

Another aspect that must be looked into is the concept of digital divide. The gap between affluent and poor societies is made manifest in the area of access to online technology. Education is crucial in the progress and development of

In this way, the issue is not about why but how this AI technology can be applied to improve learning in schools in the same way as the internet has changed the world in a dramatic fashion.

The bill states that the NTC may revoke the Provisional Authority or Certificate of Public Convenience and Necessity of PTEs, or cancel the registration of an ISP for repeated violations, whichever applies, “including the waiver of pre-termination fees of affected subscribers and the timely disbursement of any remaining credits from excessive downtime.”

PAL says flight cancellations due to aircraft maintenance

APhilippineAirlines (PAL) executive on Friday said the recurring cancellations and delays of both domestic and international flights are due to aircraft maintenance amid the revenge travel phenomenon.

PAL spokesperson Cielo Villaluna told the Philippine News Agency (PNA) that an average of five to 10 domestic and international flights per day were canceled for the past two to three weeks. These figures do not include delayed flights.

On Thursday, the Media Affairs Division (MAD) of the Manila International Airport Authority only announced two CebGo flights between Manila and Busuanga were canceled due to inclement weather.

Asked about the real total canceled flights, the MAD said 29 PAL and CebGo flights were can-

celed, while another 29 flights were delayed on June 15.

The MAD, however, clarified that they are only announcing flights that are canceled due to weather conditions.

Villaluna, meanwhile, said an estimated 20 PAL flights are canceled from June 16 to 17.

“Affected passengers are rebooked on the next available flights, or are rerouted or refunded, or booked on other airlines,” she said.

In a statement, PAL said the recent flight cancellations are “primarily due to the increase in the number of aircraft on pre-

ventive maintenance as a result of high utilization brought about by revenge travel or high travel demand”.

Consequently, some aircraft require preventive maintenance earlier than scheduled, and unforeseen maintenance issues arise, impacting the flight rotations, the statement added.

PAL said it is optimizing the operations to minimize disruptions.

PAL’s plans include making changes to the maintenance procedures to enhance efficiency and reduce aircraft servicing time. It is also reviewing its capacity to ensure necessary maintenance without compromising reliability.

The flag carrier said it has already implemented measures to reduce its published capacity for the upcoming months. (PNA)

BSP announces revisions on balance of payment target

The Bangko Sentral ng Pilipinas’ (BSP) policy-making Monetary Board (MB) slashed the 2023 balance of payment (BOP) deficit projection from USD1.6 billion to USD1.2 billion on account of slower global growth outlook.

In a virtual briefing on Friday, BSP Department of Economic Research (DER) Director Sittie Hannisha M. Butocan said the new BOP deficit projection accounts for around 3 percent of gross domestic product (GDP) from the 4 percent of domestic output previously.

“The lower BOP deficit reflects the narrower current account deficit combined with lower financial account inflows on the back of weaker global growth outlook,” she said.

Latest BSP data show that the current account (CA) is now forecast to post a USD15 billion deficit, lower than the previous USD17 billion deficit projection.

Boosting internet connectivity crucial for e-gov’t push: group

Wider internet connectivity is crucial for the government’s push to digitize its transactions, advocacy group Better Internet PH said.

“We keep on saying that we want digitalization, that we want e-government and we actually now have a super app. How can people access these apps, how can organizations, schools, businesses digitalize if they don’t have connectivity?” the group’s lead advocate Grace Mirandilla-Santos said in a media seminar sponsored by the US Embassy in Manila.

Secure implementation of E-government also requires a national policy that will promote information security, which could come in the form of an executive order by the President Ferdinand Marcos Jr., she said.

“This way, the public can be confident that e-government services are safe and secure,” Mirandilla-Santos said.

week agreed to expand the services of the eGov app that would standardize payment processing and speed up issuance of permits, among others.

In the initial stage, e-government has the potential to prevent petty graft and theft linked to tasks that do not involve discretion, such as submitting printed forms in person, Mirandilla-Santos said.

“However, if e-government is limited to these things, it’s unlikely to stamp out big-time kickbacks from, say, rigged bids, bloated projects or the purchase of favors where government officials have discretion,” she said.

“E-government can only go so far; it can’t change our values overnight. That said, e-government must be initiated, developed, and expanded to cover more and more activities, until it becomes the norm. Once citizens get a taste of faster and more efficient services, there’s no turning back.”

Sy Jr.’s Data Lake deploys over 200 Starlink units

Data Lake Inc., a data company led by tycoon Henry Sy Jr., said in a news release that it deployed more than 200 Starlink Low Earth Orbit (LEO) satellite internet units.

In February, Data Lake said it was expediting Starlink’s Philippine entry to within the first three months of 2023.

In July last year, it was announced that Starlink Internet Services Philippines, a wholly owned subsidiary of Elon Musk’s SpaceX, would launch its Low Earth Orbit (LEO) satellite internet services in the Philippines by December 2022.

Delays in the production and deployment of LEO satellites pushed back Starlink’s initial December 2022 entry to the first quarter of 2023, according to Data Lake.

Data Lake said that since entering into an official reseller agreement with SpaceX and

Starlink in October 2022, it had deployed over 200 Starlink units across the country, enabling high-speed internet connectivity for various industries, including banking, maritime, mining, hospitality, education, and remote field offices.

Fuel price rollback expected Tuesday

are so many things going on. For one, Filipino researchers are one step closer to understanding engineered bamboo.

“Engineered bamboo refers to various kinds of composite boards that come from processing raw bamboo,” explains Dr. Rico J. Cabangon, deputy director of the Forest Products Research and Development Institute (FPRDI) of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

Several layers of bamboo strips or slats are glued together and pressed to form boards that can be used for specific purposes - furniture, decors, and house parts such as walls, doors, ceilings, and floors. Engineered bamboo panels are often stronger and less prone to warping than equivalent solid woods.

One type of engineered bamboo is cross-laminated bamboo (CLB), which has been found to be a promising construction material.

In a recent study, a team of FPRDI researchers measured the strength of CLB made from two local species, “kawayan tinik” (scientific name: Bambusa espinosa) and giant bamboo (Dendrocalamus asper).

“We produced CLB by gluing layers of bamboo slats on top of each other, with the grain of adjoining layers running in opposite directions. This type of lamination gives the board strength in two directions,” said Christian Camacho, the study project leader.

“The results were encouraging: our CLB met the strength requirements of some cross-lami-

nated timber products. Their density, hardness, and bending strength are promising for load-bearing walls, floors, and ceilings,” he added.

According to Camacho, the cross-laminated timber (CLT) – an innovative panel currently gaining attention around the world – has inspired him to study CLB.

“With the local housing demand currently at an all-time high, there is space for CLB in the Philippine building industry, especially in prefabricated housing,” Camacho said. “In the United States alone, the demand for prefab houses is expected to reach 145,000 units next year. This makes CLB a potential exportable construction material.”

This is indeed good news. Made from a fast-growing, renewable resource, CLB can help provide livelihood and extra source of income to local bamboo farmers and other players in the bamboo industry.

Another good source of income for bamboo farmers are the bamboo shoots. “Bamboo shoots are palatable and rich in nutritional values,” wrote Eirene Grace Z. Arcayos in The PCAARRD Monitor. “They have numerous potential health benefits –improve appetite and digestion, reduce fat, and lower cholesterol.”

The Philippines is home to 62 bamboo species, 21 of which are endemic. Aside from the two species mentioned earlier, the other economically import-

More than 6,000 athletes from 437 schools, colleges, and universities nationwide are joining the annual tournament, which was postponed for three years due to the pandemic.

Davao hosted the 2019 edition, finishing third overall behind champion Western Visayas (Region 6) and Central Visayas (Region 7).

Delegates are expected to experience another well-organized tournament as Zamboanga City has staged the PRISAA National Games four times (1993, 2005, 2008, and 2011).

On June 9, the PRISAA Executive Board chaired by Fr. Vicente Uy, SVD, met with the local organizing committee headed by Zamboanga City Mayor John Dalipe to get an update on the status of the playing venues, billeting centers for athletes and officials, security, medical, transportation, facilities, and equipment.

Atilano, who also represents Zamboanga Peninsula (Western Mindanao) in the PRISAA National Board, said he has been in

constant communication with technical officials and other stakeholders to discuss issues concerning requirements for equipment and facilities, as well as the needed technical officials for gymnastics and archery, the new sports that are included in the forthcoming games.

Laureao “Boy” Santos of Central Luzon (Region 3), the PRISAA National secretary general, headed the technical working group that inspected all the facilities to be used during the tournament on June 10.

The athletes and officials from various regions are scheduled to arrive on July 12, while a technical and solidarity meeting will be held the following day at the JFEM Sports Complex main grandstand.

Meanwhile, Philippine Sports Commission (PSC) chairman Richard Bachmann has been invited as guest of honor during the opening ceremony at the Joaquin F. Enriquez Memorial (JEFM) Sports Complex on July 13.
