Bragas rape-slay case: Probers zero in on witnesses’ affidavits

Assessment is being done on affidavits of two witnesses in the rape slay case of 28-yearold Architect Vlanche Marie Bragas before charges are files against three suspects, according to the Special Investigation Task Force (SITG) Bragas.

“Yes ongoing yong assessment ng prosecutor sa mga documents,” Davao City Police Office (DCPO) director Colonel Albert Lupaz told Edge Davao.

Lupaz said the two witnesses positively identified the suspects.

He said the first suspect was the driver of the ombak. Second is the passenger, who is a young adult male, and the third one is a

male who was seen near the Bragas’ house.

Lupaz did not give further details on the case.

The Senate of the Philippines, on Wednesday, May 31, has ratified the Bicameral Conference Report on the Regional Specialty Centers Act, marking a significant milestone towards improving access to specialized healthcare across the country. The Act, which had undergone a Bicameral Conference to reconcile the differing provisions of Senate Bill No. 2212 and House Bill No. 7751, received overwhelming support from legislators.

During the Senate plenary, Senator Christopher “Bong” Go, the principal sponsor of the measure, emphasized the importance of establishing more specialty centers in various regions to ensure that Filipinos have access to the specialized medical services they require.

“With this, Mr. President, we could improve access to specialized medical care. The Bicam report includes several crucial provisions that were agreed upon during the Bi-

cameral Conference. One notable provision is the establishment of specialty centers in existing government-owned and controlled corporations or specialty hospitals.

Go also shared that the measure now specifies the level of service capabilities that the Department of Health will establish in hospitals serving subnational and regional catchment populations.

By setting clear standards, Go hopes that the measure will ensure that the specialty centers provide the necessary expertise and resources to cater to patients’ specialized medical needs effectively in various parts of the country.

The senator likewise mentioned that the proposed Regional Specialty Centers Act now enumerates the medical specialties that the DOH will prioritize in the establishment of these centers.

Go then expressed his appreciation for the conferees from both the Senate and the House of Representatives for their collaborative efforts and dedication that have played a crucial role in crafting a comprehensive and inclusive bill.

Only 25% of calls to child abuse hotline legitimate

This according to Jackie Lou Roble, Center Head Quick Response Team for Children’s Concerns/ Kean Gabriel Hotline who bared that 75% of the calls are considered as prank calls or those who have no bearing to the function of the hotline.

Operational in 2016, the QRTCC hotline was created to receive reports of kids being abused and respond to these calls by rescuing the victims. It was named after Kean Gabriel Agustin, a 3-year-old child who died after being maltreated by his stepfather.

Roble said many are prank calls, or those from riders who have pending delivery or the number was used by those taking out a loan.

“We just explain to them (prank callers) that we would like to drop the call so that only legitimate calls will be received and given action,” Roble said.

After physical abuse cases they have neglected children as the second highest number of received calls and ranking third are rape cases followed by child custody cases.

Lawyer Angela Librado-Trinidad, regional director of the Department of Migrant Workers 11 (DMW 11), disclosed on Friday the agency received 439 repatriation requests from Davao Region’s Overseas Filipino Workers (OFWs) in Kuwait, Saudi Arabia, and other other countries in the Middle East last year due to contract violations, end of contract, sexual and physical abused, and refusal from employers to settle dispute and complaints.

The DMW is the Philippine government’s newly formed executive branch in charge of safeguarding the rights and promoting the welfare of OFWs and their families.

My late father smoked. All my four brothers smoke, too. It’s good that I don’t smoke. My mother doesn’t smoke either. And so are my four sisters.

No, my father didn’t die of lung cancer, although he was diagnosed with emphysema, which was likely caused by smoking.

These days, more and more Filipinos are dying because of smoking. Even those who don’t smoke are not spared from the toxins emitted by tobacco.

Last May 31, the Philippines joined the rest of the world in observing World No Tobacco Day. On this day, smokers are urged to refrain from tobacco consumption and its related products for a period of at least 24 hours.

“Each year, smoking-related illnesses cause the most deaths in the Philippines,” said Dr. Willie T. Ong, an internist/ cardiologist, book author, and newspaper columnist. “What is worse is that smokers actually hurt the non-smokers around them by letting them inhale its toxic fumes.”

A study done by the Food and Nutrition Research Institute of the Department of Science and Technology showed that 47% of Filipino males and 16% of females are smokers, one of the highest worldwide. Moreover, 33% of Filipino mi-

nors are already smoking by age fourteen.

“Smokers are people who are hard to convince,” Dr. Ong said, but adding that that there are over 70,000 scientific articles to prove that smoking damages a person’s heart, lungs, esophagus, stomach, bowels, prostate, and predisposes a person to all kinds of cancers.

“It’s been proven beyond any doubt,” he said.

Tobacco is a product of the fresh leaves of nicotiana plants. It is used as an aid in spiritual ceremonies and a recreational drug. It originated in the Americas, but was introduced to Europe by Jean Nicot, the French ambassador to Portugal in 1559. It quickly became popular and is an important trade crop in major parts of the world.

“A cigarette is the only consumer product which, when used as desired, kills its consumer,” commented Dr. Gro Harlem Brundtland, former director-general of the World Health Organization (WHO).

“Tobacco is responsible for 8 million deaths a year, yet governments across the world spend millions supporting tobacco farms,” said Dr. Tedros Adhanom Ghebreyesus, the current WHO director-general. “By choosing to grow food instead of tobacco, we prioritize health, preserve ecosystems, and

strengthen food security for all.”

More than 300 million people globally are faced with acute food insecurity. On the other hand, more than 3 million hectares of land across more than 120 countries are being used to grow deadly tobacco, even in countries where people are starving.

In the Western Pacific region, the Philippines ranks second to China in terms of hectares planted to tobacco. About 28,380 hectares are planted to tobacco in the Philippines compared to China’s 1,014,553 hectares.

A new WHO report, “Grow food, not tobacco,” highlights the ills of tobacco growing and the benefits of switching to more sustainable food crops for farmers, communities, economies, the environment, and the world at large.

The report also exposes the tobacco industry for trapping farmers in a vicious cycle of debt, propagating tobacco growing by exaggerating its economic benefits and lobbying through farming front groups.

“Tobacco growing harms our health, the health of farmers and the planet’s health,” the report said. “The tobacco industry interferes with attempts to substitute tobacco growing, contributing to the global food crisis.”

According to the UN health

agency, tobacco farming causes diseases to the farmers themselves and more than 1 million child laborers are estimated to be working on tobacco farms, missing their opportunity for an education.

“Tobacco is not only a massive threat to food insecurity, but health overall, including the health of tobacco farmers. Farmers are exposed to chemical pesticides, tobacco smoke and as much nicotine as found in 50 cigarettes – leading to illnesses like chronic lung conditions and nicotine poisoning,” said Dr Ruediger Krech, Director of Health Promotion at WHO.

Health advocates are urging Filipinos to quit smoking. “Some people can quit smoking just like that and suffer no side effects,” Dr. Ong noted. “However, for others, it can be a difficult process.”

Dr. Ong cited three factors responsible for the difficulty in quitting. “Knowing these factors will help you prepare yourself for the quitting process,” he said.

The factors were: (1) the number of cigarettes being smoked each day, (2) the people who smoke around the person who wants to quit, and (3) the real reason why the person smokes. “It could be due to peer pressure or for weight control,” Dr. Ong said of the latter.

“If you really want to quit

smoking, you must identify the situations that trigger you to smoke, and do your best to avoid them,” Dr. Ong suggested. He urged Filipinos to avoid smoking not only for a day during the World No Tobacco Day but forever.

Citing a study done by the American Lung Association, Dr. Ong said the health benefits of quitting will “begin just 20 minutes after your last cigarette. Your blood pressure and heart rate will decrease, and the oxygen content of your body will increase.”

After the first day of quitting, a previous smoker’s risk of suffering a heart attack will be reduced. On the second day, his nerve endings will start to heal and his ability to smell and taste will improve. Between 2 weeks and 3 months after quitting, his blood circulation will improve. His cough will be lessened and walking will become easier. Soon, his lung function will improve dramatically.

“By the time you reach 15 years of never touching a cigarette, your risk of dying will be the same as a non-smoker,” Dr. Ong said. “This just goes to show that the ill effects of smoking are serious and deadly. Quit early and quit now. Quit while you are still young to obtain the full health benefits from quitting.”

THE MEANING OF EVERY GRADUATION

Every graduation day, almost everyone talks about the job prospects of graduates, but only a few say something what students went through in their college life. The pressure that students have felt ever since day one has been tremendous. Some parents dictate the program that their child should enroll in, without even asking, for instance, if it will make their child happy. Parents have many dreams, aspirations, and desires for their children. There is nothing wrong with human ambition. But the harsh reality is that you realize that you are an adult when they either call you useless or productive.

In fact, education is often narrowly measured on the basis of achievement. We forget that education has value because intrinsically, human freedom flourishes the moment a child learns what it means to be hu-

man. Yet, the child is sometimes forced to think that success is everything. For this reason, the school becomes his means towards self-realization and as an individual, the student becomes the product that society is trying to manufacture. The problem is that the same individual, after graduation, will become another tool that society will exploit or take advantage. In turn, the once innocent child will now be a part of an oppressive system.

From a moral vantage point, our students carry a huge burden. They are young, careless, immature and afraid, and yet, the future of the country depends on them. However, there are many young and eager minds who deserve to be in school but are not admitted because their parents could not afford its costs. It is difficult to explain what life means to young people. After college life, the

hard part will always be having to deal with the unfair cycle of poverty that makes one doubt the moral purpose of learning.

Inside schools, politics is at work. The patronage system is present in the academe. This involves the process of appointing people, choosing administrators, or even selecting who will represent the school in important events, or whose research project will be funded. Schools are seldom democratic. Democracy, as originally conceived by the Greeks, is about responsible citizenship. You must speak and act. But fear hovers above the horizon in these small ponds where the few and mighty lord it over. Politics in school is about who has the ears of powerful men and women of status.

There cannot be any meaningful engagement in the state and society without freedom and equality. The same holds

true inside the classroom. The school mimics the real world. Teaching, in this way, has a double task. First, school is that place where knowledge is transmitted and put to practical use. Second, schools help in the moral formation of students. It is this – while culture or society can choose to believe its own truth, no one can take away from a person his own self-worth and that sense of purpose.

Every graduation has a solemn meaning. Graduation is about the unfolding of a potential. It is called a “commencement exercise” precisely because the young adult is sent forth into the real world to explore new frontiers. This individual should be strong and ready, in the ideal sense, to face whatever life throws at him. But college graduation, at the same time, cannot be limited to the prospects of personal triumph.

It is also about the actualization of the vision of a better future. Life is difficult but this person, having been equipped with the necessary implements for mature judgment, should find joy in helping those who have less in life achieve greater freedom by serving them well.

The deeper meaning of graduation is not economic. It is never a question whether college education can make a person rich. The education of our children cannot be viewed as some form of an investment. Parents never lose when they send their children to school. Indeed, if the life of a student is changed, then a school must have done its function. But the bigger role of any school is this: If the student becomes that instrument or even the inspiration that changes the life of a poor man, then education must have served its purpose.

Three cacao farmers from Davao to compete in Paris

Threecacao farmers from Davao City will represent the country in the 2023 International Cocoa Awards at the Salon du Chocolat in Paris, France from October 28 to November 1.

This was announced by director Abel James I. Monteagudo, of the Department of Agriculture-Davao, at the opening of the Mindanao Artisan Chocolate Fair on Friday at SM City Davao.

These farmers are Judith Gabasa of Bagong Silang and Policarpo Enricoso Jr. of Barangay Saloy in Calinan District, and Melina Villaflor of Callawa, Buhangin District.

Monteagudo said they would be flown to Paris after

winning the Philippine Cacao Quality Awards (PCQA) last year in Butuan City out of 100 entries from all over the country.

“Davao Region really has what it takes to be recognized as the Chocolate and Cacao Capital of the Philippines with chocolate products at par with the best in the world,” he said.

He said that the agency would continue to strive to make the region produce more “best cacao beans” and “em-

power more award-winning cacao farmers, chocolatiers, and entrepreneur to be globally competitive.”

Monteagudo added that cocoa processors in the region are “scaling up,” many of them are venturing into the international markets like the United Arab Emirates and the United States, which have preference for dark chocolates from the Philippines. According to the Philippine Statistics Authority (PSA), cacao production during the first quarter of 2023 slightly declined to 2,350 metric tons from 2,380 MT reported in the same period of 2022.

Mobile wallet GCash on Friday said it has further expanded its footprint to more countries in Europe.

Madrid-based offshore wind developer BlueFloat Energy has chosen the Philippines to locate its largest wind energy project.

In a press conference in Makati City on Friday, BlueFloat Chief Executive Officer Carlos Martin said its planned offshore wind energy capacity in the Philippines is about 7.6 gigawatts (GW), which will be divided into four sites with capacities between 1.5 and 3.5 GW.

Stakeholders push for high rice prod’n in Mindanao

At least 180 farmers and partners from three regions have joined hands in Butuan City to push for the promotion of high-yielding rice varieties and use cost-cutting technologies for production.

In a statement Friday, the Agricultural Training Institute in the Caraga Region (ATI-13) said the farmers, cooperative leaders, representatives from local government units, researchers, agriculturists, and personnel from the attached bureaus of the Department of Agriculture (DA) in Mindanao gathered for a two-day Rice Technology Transfer Workshop in Butuan City starting Thursday.

It said the participants came from the regions of Soccsksargen, Caraga, and the Bangsamoro Autonomous Region in Muslim Mindanao who are directly engaged in rice production.

“The focus of the workshop is to strengthen the promotion of high-yielding and cost-reducing rice production technologies,” the ATI-13 said.

The City Treasurer’s Office (CTO) recorded a collection of 3,187,296,810.01 for January to March which shows a significant increase from the 2,894,275,694.46 collected last year for the same period.

For the first quarter of this year, the CTO collected P1,469,616,096.59 from business taxes which is higher than the P1,246,762,281.63 collected for the same duration last year. Last year’s easing of public health restrictions on business establishments is ascribed to be the reason

for this increase.

BARMM investment board surpasses 2023 target

The Bangsamoro Board of Investment (BBOI) has accomplished another milestone by logging PHP2.7 billion worth of investments from January to May, surpassing its target of PHP2.5 billion investment pledges this year.

“We are proud to report that BBOI has approved a total of 11 projects from January to May 2023, which brought PHP2.7 billion worth of investments – a

108 percent increase compared to the same period last year,”

BBOI chairperson Mohammad Pasigan said in a statement Friday.

Pasigan said the board approved on Wednesday two new investments amounting to some PHP962.8 million, and expected to generate employment opportunities for 1,263 workers.

King Caloy inducted to FIBA Hall of Fame WAIT IS OVER

Actress Teresa Loyzaga, daughter of the late basketball legend Carlos “Caloy” Loyzaga, wrote on her social media account on Friday shortly after learning the news her father will be inducted to the FIBA Hall of Fame.

The muti-awarded celebrity who resides in Perth, Western Australia, wrote:

It had been a long wait for the Loyzagas to get international recognition for their father, considered by many as the greatest Filipino basketball player of all time.

On Friday, the man known as “The Big Difference” is finally getting his due recognition on the world stage.

Loyzaga was posthumously inducted into the Fiba Hall of Fame, joining 11 players and coaches who were also named to this year’s class by the world governing body.

Loyzaga got the nod for his starring role in the Philippines’ bronze medal run in the 1954 World Championship in Rio de Janeiro, Brazil which remains as the best finish not only by the country but by an Asian nation.

Championship was the high point of Loyzaga’s career. He averaged 16.4 points and was named to the tournament’s Mythical Five.

“On behalf of the Loyzaga family, we would like to express our sincere gratitude and appreciation to everyone who contributed, assisted and supported the induction of Carlos ‘Caloy’ M. Loyzaga as the first Filipino basketball player to the Fiba Hall of Fame. Maraming Salamat! Mabuhay ang Atletang Pilipino!” his son, PBA legend Chito Loyzaga, said.

It will be the second time that a Filipino will join an elite company of players, coaches and contributors who made a name for themselves on the international cage scene.

Dionisio Calvo, who served as player, coach and official, was among the first inductees in 2007 as a contributor.
