Seven held over P1-M petroleum products sans permit in Davao

Authorities have arrested seven people illegally selling some PHP1 million worth of petroleum products in Davao City, the Criminal Investigation and Detection Group (CIDG) said on Friday.

In a news release, CIDG chief Brig. Gen. Romeo Caramat Jr. said the Department of Energy (DOE) has tapped the Philippine National Police to help stop such illegal activities.

Caramat said suspects Jeather Coniendo Padayhag, 47; Remegio Fontanarez, 32; Florbelito Cuhay Tarranza, 39; Marvin Jay Payomo Empit, 25; Roger Bohol Bugnos, 48; Carlito Rollon Sobron, 22; and John Louie Caga Bazar, 21, were

arrested through a warrant dated May 3 issued by Branch 9 of the 11th Judicial Region in Davao City. They were caught refilling and selling petroleum products without any DOE license or permit along Malagamot Street in Sitio Calderohan, Barangay Panacan on Monday.

Duterte, represented by his wife Catalunan Grande Barangay Captain January Duterte, turned over a multi-purpose building and a daycare center in Barangay Langub, Ma-a, Davao City on Friday.

The daycare center will benefit 70 children in the said barangay while the multi-purpose building will be used for the community services of the Barangay City Social Services and Development Office (CSSDO) and other barangay activities.

Barangay Captain Leilani D. Bacalso expressed her gratitude to Rep. Pulong as the facilities would be of great help to the barangay.

“Dako kaayo ni ug matabang. Dugay nami naghandum ug separate na daycare center,” she said in an interview.

Remains of NPA rebel exhumed a year after death in Davao Oro

Authorities exhumed the remains of a News People’s Army (NPA) rebel in Maragusan town, Davao de Oro province, a military official said Friday.

In a statement, Col. Ronnie Babac, the Army’s 1001st Infantry Brigade (101Bde) commander, identified the fatality as Leonardo Ellera Sr., a former squad leader of the dismantled NPA Guerrilla Front 2 (DGF-2)

Ellera’s remains were unearthed in Barangay Coronobe, Maragusan, on Thursday.

Babac said the exhumation was made possible through the information relayed by a certain Jeg, the former commanding officer of the DGF-2, and was witnessed by the deceased’s son, Leonardo Jr.

Jeg surrendered to the government on June 2022 with his party wife, Dan-dan, the former secretary of the DGF-2, and two others.

He revealed that Ellera died of hypothermia on April 27, 2022.

Relentless combat operations conducted by security forces forced them to bury the latter in a knee-deep unmarked grave, Jeg said.

Ellera’s remains were immediately transported to his residence in Barangay Del Pilar, Mabini, Davao de Oro, and received by his wife, Elena.

He was laid to rest at the Mabini public cemetery in the afternoon of the same day. (PNA)

PRO 11 intensifies ‘Oplan Katok’

The Police Regional Office 11 (PRO 11) is stepping up “Oplan Katok” to remind firearms owners to renew their permit to carry firearms outside residence (PTCFOR).

“Oplan Katok” is the PNP’s campaign against loose firearms.

“Regularly conducted ito ng stations. Firearm owners are notified to renew licenses if it is due to expire. Lahat covered nito. Kapag may due na for expiration ginagawa yan ng local police natin or yun Regional Civil Security Unit,” said Police Lieutenant Colonel Eudisan Gultiano, spokesperson of PRO 11.

Gultiano explained that police authorities will go houseto-house to visit firearm holders who have not renewed their gun license yet and remind them to be responsible fire-

arms owners. Based on the daily operational accomplishments of PRO 11 from May 11, 2023 to May 12, 2023 there are two persons arrested and one firearm confiscated on its campaign against illegal firearms.

Davao City’s positioning as a Halal hub is set for some boost.

Marilou W. Ampuan, president of Philippines Halal Trade and Tourism (PHTTE), said on Tuesday that there is a need to prepare and push Davao City as a Halal hub in the country to capture the domestic and international Muslim market.

Among the reasons is some institutions in Davao City are now Halal-certified: the kitchen of the Southern Philippines Medical Center (SPMC) and the kitchen of the Institute of International Culinary and Hospitality Entrepreneurship (IChef), representing the academe sector.

An official from the Land Transportation Franchising and Regulatory Board in Davao Region (LTFRB-11) said Friday they have heightened the conduct of its apprehensions on erring public utility drivers (PUV) drivers who

overcharge their passengers.

LTFRB-11 administrative officer Mirazah Arraz, the admin officer of LTFRB-11, said their office is now employing means to apprehend those who will not observe proper fare rates. Arraz said that a total of

WATER IS A HUMAN RIGHT

When there is no water available, we complain. That’s understandable.

We need water to clean ourselves, to cook our foods, to wash our clothes, and to grow our crops. Pundits say we can go about 100 hours without drinking when it is an average temperature outside. If it’s cooler, we can go a little longer. But it’s a different story if we are exposed to hot sunlight; the time is definitely shorter.

Most photographers tell you about “the rule of third.” But that’s not only for photography, but for man’s survival as well. Just remember: We can live for 3 minutes without air (oxygen, I mean), 3 days without water, and 3 weeks without food.

“Water is fundamental for life and health. The human right to water is indispensable for leading a healthy life in human dignity. It is a prerequisite to the realization of all other human rights.”

That statement comes from the United Nations Committee on Economic, Cultural and Social Rights.

Inadequate water and sanitation are primary causes of diseases such as malaria, cholera, dysentery, schistosomiasis, infectious hepatitis and diarrhea, associated with 3.4 million

deaths each year. Inadequate water and sanitation are also a major cause of poverty and the growing disparity between rich and poor.

“It is estimated that almost one third of the global burden of disease (for all ages) can be attributed to environmental risk factors. Over 40% of this burden falls on children under five years of age, even though they make up only about 10% of the world’s population,” said Dr. Gro Harlem Brundtland when she was still the director-general of the World Health Organization (WHO).

The water we have now is the same amount as in the days when Adam and Eve were created by God.

“The supply of freshwater on earth is finite,” said American journalist Don Hinrichsen, my co-author of a paper which was included in the book, Finding the Source: The Linkages Between Population and Water. “Thus, as the population grows, there is less water per capita.”

In his foreword of the book, which was launched at Washington, D.C., Dr. Geoffrey D. Dabelko, then the director of Woodrow Wilson Center’s Environmental Change and Security Project, wrote: “Population and freshwater are widely recog-

nized as two of the most important issues facing humanity. Yet, too few policymakers are aware of the close links between these two phenomena as well as their ramifications for livelihoods, economic productivity, and political and regional stability.”

Now, I received this press release from the Science and Technology Media Service of the Department of Science and Technology (DOST) stating that barangay Pangi in Siquijor shared the same problem as those being experienced by urban centers: the limited supply of tap water to be used by households and establishments.

Siquijor is the smallest island province in the Central Visayas Region. Barangay Pangi is known to be the biggest barangay in the province in terms of population and land area. It is home to an estimated 300 households as well as public and private establishments.

This paragraph sounds familiar: “Most residents had to sleep late at night to wait for scheduled water service and collect enough for the following day’s consumption. Sometimes, they have no choice but to collect rainwater to be used for household chores, such as toilet cleaning and laundry.”

Now, the good news: To meet

the 24-hour water supply needs of barangay Pangi residents, the local government of Siquijor solicited the assistance of the DOST Region VII. Both signed a joint Memorandum of Agreement for the project titled “Science and Technology Support for the Upgrading of Water Supply in Barangay Pangi, Siquijor to Enhance Water Quality and Distribution Capacity” through its Grants-In-Aid Program.

Two years ago, the DOST-VII conducted a Technology Needs Assessment (TNA) to determine appropriate interventions needed to increase the water supply. The result of the assessment came with the following technological intervention: installation of a solar-powered water pumping station as a backup during the day and during power outages, a water filtration system to make the water safe for drinking by economically disadvantaged households, an additional water storage system, and trained personnel to oversee the project.

Before the project came into fruition, the Metro Siquijor Water District, the local water supplier, had limited water sources that couldn’t supply the entire municipality of Siquijor. With this, the residents of barangay Pangi longed to enjoy sufficient, if not abundant, water supply

SEA COWS OF DAVAO GULF

Known commonly as the manatee, sea cow or dugong (corruption from Malay name duyong) in the science world, this docile marine mammal feeds on seagrasses in shallow coastal waters and is often associated in Visayan folklore as the mermaid (i.e., kataw) of Phil-ippine mythology.

The association of the kataw to a sea cow has given rise to the fable of the mermaid. Fr. Diego de Bobadilla, SJ, who arrived in the Philippines in 1616 to assume as a lecturer in Phi-losophy and Theology at his congregation’s school in Manila, and later as principal of Colegio de San José (now San Jose Major Seminary at the Ateneo de Manila University) wrote a per-sonal account:

“The woman-fish is so called because its face and breast are quite like those of women, whom it also resembles in its manner of copu-

lation with the male… Some have tried to assert that those fish were the sirens of the sea, so celebrated among the poets; but they have noth-ing of the beauty of face and of the voice that is attributed to sirens.”

In Visayan folk tales, mermaids are related with bad luck, and disaster, and often depict-ed as ominous symbols. They are described as having the power to shoo away schools of fish, drown unsuspecting swimmers, or capsize small watercraft. Legends also abound of mortals falling for the mermaids—portrayed with fishtail or clubbed feet and having human fea-tures— and bearing children with them. More creative descriptions of mermaids are seen in movies and TV shows.

Accounts of sea cows spotted in Philippine waters date to as early as the 17th century. Fr. Bobadilla had his own person-

al encounter with the manatee, which he described in a narra-tive:

“That fish is as large as a calf; and its flesh… tastes like beef. It is caught with lines as thick around as the finger, and when the line becomes fast within [its mouth] it is killed by javelin-thrusts. Its bones and teeth have great virtue against all sorts of dysentery, especially against bloody discharges.”

In some accounts, its meat as “greatly superior to that of the green turtle.”

Dugongs survey bays, coves, and inlets for food; they chiefly feed on underwater plants. Though without natural predators outside human beings, their juveniles at times become food for saltwater crocodiles, killer whales, and coastal sharks.

English explorer and pirate William Dampier, in his brief sojourn of Mindanao in 1686,

which included a bypass of the Davao Gulf, related his encounter with a sea cow in his diary:

“The chiefest Fish are Bonetas, Snooks, Cavally’s Bremes, Mullets, 10 Pounders, etc. Here are also plenty of Sea Turtle, and small Manatee, which are not near so big as those in the West-Indies. The biggest that I saw would not weigh above 6oo Pound, but the flesh both of the Turtle and Manatee are very sweet.”

In a 2011 article, ‘Saving Mermaids in the Davao Gulf,’ WWF-Philippines ranked the gulf of Davao “as one of the priority conservation areas of the Sulu-Sulawesi Marine Eco-region.” But through the years, its population has vividly failed, supported by the decline in sightings.

The solution came when the local government unit of Siquijor learned of the barangay’s water needs and since Pangi has a good underground water source, the officials set aside a couple of million pesos to extract water. They devised a method of extracting water from deep wells using an electric power pump and stored it in a tank.

“The project made life easier for the residents who now enjoy a steady water supply for their daily needs,” the press release said. “However, the water pump’s capacity is only good for three hours of operation, the same as the tank capacity. But this intervention has already improved the water situation in the community, and there is still more to be done.”

The project was completed in December last year, and the water system is now capable of supplying water to the community around the clock, and it will soon serve an additional number of households in neighboring barangays.

I think some barangays in Davao City or other provinces in the Davao region can learn something from the Pangi experience.

In March 2011, a 30-kilogram baby sea cow was found dead along the shores of Dahican, Mati City; it was the fourth dead dugong found in the coastal village in the last four months. Its death, in the absence of injuries, was attributed to an illness.

In April 2016, a 150-kilogram dugong washed ashore in Barangay Aplaya, Digos City. The post-mortem exam indicated the sea cow’s “vital organs showed signs of hemorrhage. There was also a cyst growth in the intestine aside from a lot of parasites, both roundworms and tapeworms. The lungs and other parts of the system showed abnormality and signs of damage.”

IMF keeps 6% growth projection for PH after strong Q1 output

The International Monetary Fund (IMF) is keeping its 6 percent growth projection for the Philippine economy this 2023 and sees robust output in 2024 despite the impact of elevated inflation and interest rates and challenging external developments.

In a briefing on Friday, Shanaka Jay Peiris, Mission Head of the IMF team, said the domestic economy registered one of the strongest recovery from the pandemic with a growth, as measured by gross domestic product (GDP), of 7.6 percent in 2022, higher than the government’s 6.5-7.5 percent target.

In the first quarter of this year, the domestic economy ex-

ceeded expectations after it expanded by 6.4 percent.

Growth print from January to March this year, however, is slower than quarter-ago’s 7.1 percent and year-ago’s 8 percent, which authorities traced to base effects and the impact of elevated inflation rate, among others.

Peiris said the economy’s growth in the first quarter this

year is (in) line with their expectations, thus, the unchanged fullyear forecast for 2023.

He also noted that inflation has decelerated but said they expect the Bangko Sentral ng Pilipinas (BSP) to keep interest rates tight for most of this year.

Rate of price increases has slowed to 6.6 percent last April after hitting its highest so far this year of 8.7 percent last January, a 14-year high.

With the acceleration of inflation rate, the central bank’s policy-making Monetary Board (MB) has increased the BSP’s key rates by 425 basis points since May 2022.

DOF reconvenes TF on sustainable finance

The Department of Finance (DOF) on Friday reconvened the Inter-Agency Task Force on Sustainable Finance (ITSF), also known as the Green Force, to discuss the implementation of the Sustainable Finance Roadmap and its Guiding Principles.

In a statement, the DOF said the ITSF, which was established with support from the Government of the United Kingdom (UK), aims to help develop a green and sustainable economy in the country.

The ITSF issued the Sustainable Finance Roadmap and its Guiding Principles in October 2021.

The roadmap, in particular, in-

cludes the strategic action plan in mobilizing finance to support the transition toward a low-carbon and climate-resilient economy.

It was designed to facilitate investments to support the country’s Nationally Determined Contribution (NDC) under the Paris Agreement.

For its NDC, the Philippines has earlier committed to reducing greenhouse gas emissions by 75 percent over the next decade.

The Guiding Principles, on the other hand, provide principles-based guidance on identifying the economic activities that contribute to supporting sustainable development.

PBBM elated over US-based equity company’s investment pledges

President Ferdinand R. Marcos Jr. on Friday expressed excitement over the commitment of United States (US)based private equity firm Cerberus Global Investment LLC to pursue more investments in the Philippines.

In 2022, Cerberus acquired the debt-laden Hanjin shipyard at the Subic Bay Freeport.

Currently, the Philippine Navy has around 800 personnel at a naval operating base in Subic, Zambales.

“Clearly, we have made much progress in advancing the Sustainable Finance Ecosystem. But long-term policy-making is still necessary to ensure the continuity and effectiveness of Programs, Activities, and Projects that will be implemented across sectors and industries,” Finance Secretary Benjamin Diokno said.

According to the DOF, the UK government’s technical assistance on the formulation of the country’s Long-Term Vision document, plans to develop the country’s Long-Term Strategies, and the country’s climate change action priorities were also discussed during the meeting.

Cerberus’ investment pledges were discussed when its top executives led by former US vice president and company chairperson James Danforth Quayle made a courtesy call on Marcos at Malacañan Palace in Manila, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement.

Garafil said Marcos is optimistic that the Philippines would regain its footing in the global shipbuilding industry, given the “aggressive” investment and expansion of Cerberus, a global alternative investment firm with assets across credit, private equity and real estate strategies.

“We’re all very excited about this project and… we have always tried to find a way to regain our position in the shipbuilding. We were already number 2 for a while and then when Hanjin closed,” Marcos, as quoted by the PCO, told Cerberus’ top officials.

Quayle told Marcos that Cerberus is also “excited” to be a part of the Philippine economic growth story and has been planning to bring “more and bigger” investments to the Philippines.

Hyundai, one of the most prestigious shipbuilding firms, expressed interest in using two drydocks in Subic for shipbuilding and move to the facility by yearend.

Hyundai’s plan is seen to create around 5,000 to 15,000 job opportunities in the country.

Employing different approach to investment, Cerberus wants to ensure diverse economic activity by having multiple companies engaged in various businesses, Garafil said.

Garafil noted that Cerberus subsidiary Subcomm, engaged in building and installing submarine cables, will also move to the facility in August this year, an initiative which could generate additional employment in the area.

DICT, NTC, CICC probe spate of unauthorized GCash deductions

The Department of Information and Communications Technology (DICT) and its attached agencies are looking into the recent spate of unauthorized deductions on GCash accounts to find out whether the incident stemmed from a security breach or phishing attacks.

In a Laging Handa briefing on Friday, DICT Secretary Ivan John Uy said the DICT is joined in the investigation by the Cybercrime Investigation and Coordinating Center (CICC) and the National Telecommunications Commission (NTC).

Uy said several complaints from different individuals have been lodged with the DICT.

“We’re looking into it whether it’s a breach, a leak, a hack or a phishing,” he said.

GCash, he said, claimed that the deductions were the result of phishing attacks on its users.

For users affected by similar attacks, he advised filing a claim for lost funds with GCash.

On Tuesday, GCash said an investigation during scheduled maintenance found that the deductions did not result from a “hacking” incident.

At the 15th BIMP-EAGA Summit in Labuan Bajo, Indonesia, Pascual said increased engagements of the private sector in the BIMP-EAGA will help the region implement its priority investment programs, which include roads, bridges, railways, seaports, airports, transport services, information and communications technology, power, and urban development infrastructure and services.

These priority investment projects of BIMP-EAGA amounted to USD32.8 billion, in which

the financial resource of the private sector is crucial to roll out these projects.

“DTI’s active involvement in BIMP-EAGA region is set to come up with a campaign and information drive to initiate a stronger presence of local private and LGU (local government unit) counterparts in the BIMP-EAGA. We will work for the development and promotion of sub-regional value chains to enhance the region’s competitiveness. This will likewise provide an opportunity for MSMEs (micro, small and medi-

um enterprises) to increase their participation in said value and supply chains,” he said.

One of the initiatives of the DTI is to link the private sector such as BIMP-EAGA Business Council, Philippine Chamber of Commerce and Industry (PCCI) and its regional chapters, and MSME groups to conduct investment fora, trade fair, and business-to-business networking.

Pascual said the resumption of transport services in the BIMP-EAGA will also help in strengthening the “soft connectivity” within the sub-region.

“DTI supports the resumption of air, land, and sea connectivity in BIMP-EAGA as well as the expansion of viable routes to service passenger traffic and movement of goods,” the DTI chief said. (PNA)

BOC says 96.39% of their processes are digitalized

The Bureau of Customs (BOC) on Friday said that nearly 100% of its processes have been digitalized as it aims to further simplify trade facilitation in the country.

In a statement, the BOC said Customs Commissioner Bienvenido Rubio met with American Chamber of Commerce (AmCham) of the Philippines Executive Director Ebb Hinchliffe during which he highlighted that 96.39% of the Customs’

processes have been digitalized, which has expedited the processing of shipments while simplifying and securing the facilitation of trade.

Rubio and Hinchcliffe also discussed various issues and concerns affecting American and Philippine businesses in the country.

In particular, both officials talked about concerns related to Customs trade procedures and guidelines, as well as border

control and security measures in a bid to ensure that goods entering and exiting the country are compliant and secure, the BOC said.

“We believe that through continuous collaboration and dialogue with our partners, such as the American Chamber of Commerce of the Philippines, we can achieve our goals and make significant contributions to the country’s socio-economic growth,” said Rubio.

Gilas allowed itselt to be pitifully embarassed by import-laden Cambodia, 68-79 in their group encounter in what SBP chair emeritus Manuel V. Pangilinan described as a “disgraceful loss.”

Excuses of any kind are not acceptable even as Chot Reyes and his coaching staff are groping for just a valid one.

Gilas is still in the running for the cross over semis. The Pinoys only need to get over Singapore today Saturday to complete the semifinal cast which is expected to include Thailand and defending titleholder Indonesia.

The whole country watched in great dismay the inferior performance of Gilas, led by the much heralded naturalized Pinoy Justin Brownlee and PBA pros composed of Christian Standhardinger, CJ Perez, Mario Lassiter, Chris Ross, Arvin Tolentino, Chris Newsome, Brandon Ganuelas Rosser and UAAP players Mason Amos and Jerome Lastimosa.

Gilas was totally outplayed the rest of the way, trailed by as many as 19-points at one time, which caught everybody - in the ASEAN circle - in disbelief.

Its integrity badly scarred and its pride badly wounded, the “Redemtpion Team” may find it dif-

ficult to overcome the traumatic setback in the hands of an opposing country that is more known for its passion for football than basketball.

When something shameful like this happens in other sports association of other countries, officials voluntarily tender their resignations.

Of course, even if Gilas eventually nails down its objective of regaining the crown it lost to Indonesia last year in Hanoi, it cannot erase the stigma wrought by that downfall against Cambodia.

Before we even condemn and crucify Reyes, let us patiently wait for developments within the SBP.

The top guys were silent for days after the setback to the Indons in the 2022 SEAG. They probably want the din and dust of the embarrassing defeat die down before muttering a sentence of apology.

Reyes did now want to bow his head in humility then. He is a proud man and wants Pinoys to accept that loss as “one of those things”.

But you see, a man of principles is made of a different stock.

The proverbs say in chapter 18 verses 1 and 2: “An unfriemndly man pursues selfish ends; he defies all sound judgment. A fool finds no pleasure in understanding but delights in airing his own

opinions.”

Gilas played noticeably without chemistry, teamwork and cohesiveness.

That’s because they did not have adequate time to prepare and train as one big family. Attendance to the practices was not complete.

How then do you expect these nationals to successfully bring back home the bacon?

A Dabawenyo is a Deputy Chef, Chef De Mission

What is a Chef De Mission?

So, I Googled and it says “the person in charge of a national team at an international sports event”.

In charge would mean that he or she takes care of the planning, logistics, communications, among others with the help of a supporting team of coordinators and managers.

Paolo Tancontian, our many-time judo champion who

played for our country in the past Southeast Asian (SEA) Games, is currently in Cambodia as Deputy Chef, Chef De Mission.

I am proud and happy that he has taken this role because this will give him the needed experience to eventually become a Chef De Mission, in the future.

Even prior to the SEA Games, Paolo has been doing the leg work in monitoring the athletes, checking on training venues, equipment

inventory, uniforms, etc. Daghan di ay trabahoon.

Paolo also had the chance to attend a seminar on Doping In Sports for additional knowledge. He said he is very grateful to Philippine Olympic Committee (POC) president Bambol Tolentino for giving him the opportunity to serve. He is also father to two outstanding Sambo athletes, Chino Sy Tancontian and Sydney. Both ath-

letes have continued their Dad’s legacy including their grandfather Nonoy Tancontian, a respected judoka and judo official in Southern Mindanao who was very kind to local sportswriters.

I am trying to recall if there has been a Dabawenyo named to this important position and it looks like that it is Paolo Tancontian, son of the great Nonoy Tancontian, is the first former national athlete appointed Deputy CDM from the great City of Davao. Keep up the good work Paolo and make us proud, as always.
