Lamont County left holding the bag for $96,000 Michelle Pinon Editor Convoluted. That is one of the words being used to describe a predicament Lamont County currently finds itself in. The scenario involves several different parties, but one clear definitive fact, that the municipality is still holding the bag for a $96,000 bill for installation of a communications tower. Back in 2010 the county applied for a federal government grant which was administered by the province. The grant was to be applied to the purchase and construction

of a communications tower located at Township Road 544 and Secondary Highway 855 near Mundare. Reeve Wayne Woldanski said during a follow up telephone interview that the total cost of the project was around $180,000 and it was his understanding that because Westcan was both the service provider and the company which installed the equipment and tower, they were billed on the same invoices, and not separately, which led to confusion in regards to the timelines. He said the distinction was not made clear to the people who

looked after the grant application either. While the county received certification, along with the date of instillation proving it was before the deadline of the grant application, the monies were not turned over to the county. Even though county council did agree to write a cheque to Westcan a couple of months ago for the job it completed, the municipality is still out the substantial sum of money. According to a request for decision written by emergency services coordinator Randy Siemens, “The grant was

to be applied to the purchase and construction of the comunications tower at TWP Rd 544 and HWY 855. Befe proceeding Lamont County received a letter stating that the grant was approved so construction was initiated. Only after completion and after phone calls inquiring as to when the county would see the grant monies was its administration told the grant was rejected and not untl March 2013 did Lamont Cuty receive an official letter stating so.� Al Harvey, chief executive officer, read aloud the letter of refusal to council that was

addressed to him. The letter stated the province could not take the grant application forward for submission. Harvey said he didn't provide a response because he wanted council's opinion first. "It depends on how far we want to go. We have spent about $3,000 on legal fees to date." No members of council indicated at the May 2 meeting they wanted to pursue legal action. "In the end where do you lay the blame," questioned Woldanski. So while the beaucrats have said there is nothing more that can be done, Woldanski said the politicians will have to

follow the process and try to recoup the monies. To that end, the county council passed a motion directing administration to arrange a meeting with Fort SaskatchewanVegreville MLA Jacquie Fenske. Council also directed administration to prepare an information package for the meeting and to include a letter from Westcan certifying the work that was done within the guidelines of the application. Woldanski said they were not going to give up on the issue, even if that means lobbying the minister.

Spring thaw has almost come and gone, but not without a few headaches for public works crew in Lamont County who had 10 closed roads and 80 washouts in the past two weeks. At one point the department was receiving 80 phone calls a day, and director Harold Hamilton commended ratepayers for their patience and understanding during that time.

Members of Lamont town council will be hearing the findings of an independent municipal audit along with interested residents tomorrow evening (May 8) in the meeting room at the Lamont Recreation Centre beginning at 7:30 p.m. Stephen Thompson, President of MunCon Ltd., is the author of the report, and under contract of Municipal Affairs (MA). Since last

December, Thompson has been gathering information on bylaws and polices, and conducting interviews with town employees, councillors, citizens, etc. In the fall of 2011 coun. Mike Brown made the motion requesting a review by MA. Concerns regarding former chief administrative officer Tom Miller and the new town office building project prompted Brown to take action. Council unanimously agreed to the motion.

Volunteering is an investment in a community, and one that pays off dividends in the long run. Those were some of the words Bruderheim Mayor Karl Hauch conveyed to audience members during the annual volunteer appreciation event April 26. The names of volunteers were printed on candles and displayed on the walls of the Bruderheim Memorial Centre to pay tribute to each and every one of them in the community,. For the first time ever, each community organization and its members who were in attendance were asked to go on stage to be formally recognized and were presented with a certificate on behalf of the Town of Bruderheim. During the program, volunteer Sharon Johnston was named Citizen of the Year and Brent Ratzloff was named Volunteer of the Year. The award for Customer Service of the Year went to Marion Maschmeyer and Tony Adamkewicz of Night Moves Pub. Youth Volunteer of the Year was presented to Alicia Hallonquist. New this year was the introduction of youth citizens of the year. The children who received that special honour included: Cameron and Claire Olechow, Brianna

and Darcy Willis, and Justin and Serenity Fraser. Jacquie Fenske, Fort Saskatchewan-Vegreville MLA presented the Queen’s Diamond Jubillee Medal to Hauch on behalf of the Federation of Canadian Municipalities. Hauch concluded the celebration by thanking the volunteers once again. One of the volunteers in attendance was Jillian Melnick, President of the Lioness Club, who successfully manages to juggle a busy family and volunteering. The mother of three took time recently to talk about the Lioness Club and some of the other projects and activities she’s been involved with since moving to the community four years ago. Volunteering was a big part of her life growing up in Calgary as her parents were very involved in sports and neighbourhood activities, and Melnick likes to think she’s helping raise the next generation of volunteers, who will follow in her footsteps. “Three of our five members have kids, and we make things work.” Melnick has also found extra helping hands for the club’s annual fundraiser. She would definitely like to see some new faces get involved in the club and community. “We try to do our part. We’re not a big club; but we hope to be.”

Letter to the Editor Welfare of hungry children in Alberta touches the heart of caring citizen (This is an open letter to the Government of Alberta written by Carolyn Pogue) Dear Hungry Child, It has come to our attention that your lunch bag is frequently empty and that you often go to school without breakfast. We’re sorry about that. We in Alberta have a lot of money but we must be careful with it. Money doesn’t grow on trees, you know. And don’t get me started on raising taxes. The adults we know don’t believe in sharing like that. But money isn’t the real issue anyway. We know that people in other parts of Canada and in the world provide

healthy food for hungry kids. But our approach is uniquely Albertan. We are working hard on the question of WHY you can’t bring your own lunch to school. We diligently seek answers to this question. Sled dog racing turns into a passion for Mark Hartum and a love affair for his entire family Lamont County residents travel the great white north in pursuit of excellence in demanding sport Michelle Pinon Editor

What started out by accident, has become a plan by design for sled dog racer Mark Hartum. Back in university Hartum liked his neighbour’s Siberian Husky and wanted one for himself. One dog led to two, and before he knew it he was going to sled dog races. His first race was in the mid-nineties, and he’s never looked back. Now his wife Brooke, and their three children Mya, 11, Elle, 10, and Noah, 7, who travel the circuit with Mark, watering, feeding and caring for the dogs (German Shorthaired Pointers and Greyhound) as well as racing themselves. Hartum Kennels has around 45 adult racing dogs and 15 yearlings. “We try to breed to replenish the ones we have,” says Mark. They start training in late October and hit the road during the months of January, February and March. They travel to places like 100 Mile House and Elkford, B.C. Meadow Lake and Prince Albert, Sask., Pigeon Lake and Grande Prairie in Alberta, and Fairbanks, Alaska. “We do it because we love it. It’s a great way to to spend time together,” adds Mark. There’s always something to talk about while travelling throughout the Prairies. The kids also spend a lot of time with the “dog board” mix-

ing and matching teams of dogs. Each one has its own unique personality and skill set, and they love to figure out pairings while the miles go by. There is a lot of skill and strategy involved in sled dog racing, and Mark says all the little things add up. He adds that racers must consider which foot the dog leads with, positioning, size of dog, and aerodynamics to name a few. “The driver has to be in good shape, but the dogs are the athletes,” adds Brooke. Living just outside the perimeter of the Blackfoot-Cooking Lake Recreation Area was a key consideration when the Hartums purchased property in Lamont County many years ago. Having access to groomed trails is key to training and success, says Mark, who has always been competitive in nature. The kids must have inherited the same gene as they also love to win, and have medals from the recent Open North American Championships in Alaska. In the past four years the Hartums have logged just over 300,000 kilometres on their truck. “It’s a lot of early mornings and late nights,” says Brooke, “Because we all race and travel, everyone contributes and has a role.” Brooke and Mark say it’s all worth it and the children love the adventure, companionship, and competition that goes along with the lifestyle. Economic director updates county council on progress Michelle Pinon Editor

Lamont County council was brought up to speed on plans for its regional economic development initiaitve during its May 2 meeting. New executive director Doug Sullivan, who began his posting three months ago, gave a brief presentation to council and administration. "I'm seeing a lot of opportunities and growth," stated Sullivan. He told council of the need to attract new enterprise to the county to bring in new money, highlight and support existing businesses, and provide secure employment and affordable living options for young people. Sullivan admitted it is a bit of a Catch 22 for municipalities which don’t have infrastructure in place to attract industry and skilled trades people and professionals.

Al Harvey, Chief Administrative Officer for the county, said they are looking into hiring someone who does engineering and planning to put together an area structure plan for industrial areas, with the idea of working together with urban municipalities to put together a package. Harvey said that could cost between $60,000 and $70,000 per municipality. "Most communities understand its not an overnight process, and it doesn't happen by happenstance," said Sullivan. Harvey also suggested talking to Marie Kurylow, director of planning and community services and Jim Newman, manager of economic development, to develop a plan. "Maybe we should be talking with developers," pondered coun. McCartney aloud. Newman suggested that perhaps after the election, develop an infrastructure committee with

other municipalities in the region. Harvey agreed that they need both residential and industrial to make the county more viable. He also recommended working more closely with local industry to build more partnerships. Sullivan said they also need to put foundational structures in place with easily accessible maps, land inventory, and community profiles. He said there is the need to have an updated website focused on economic development as well as flyer advertisements. He also recommended networking between other economic development groups, regular meetings with chief administrative officers, council, Alberta's Industrial Heartland and businesses.

Students at Andrew School got the chance to take part in a magical adventure thanks to a fundraiser sponsored by AGS Flexitallic Canada. Through the company’s community initiative plan, Kindergarten to Grade 12 students were entertained by members of the Alberta Opera who performed a humourous rendition of Sleeping Beauty May 3. Assistant principal Daniel Verhoeff thanked Stan Zabrick, director of human resources and communications for AGS Flexitallic, for making

the performance possible. “It is a great opportunity to give back to the community,” said Zabrick, following the performance. “It (the play) was very engaging and I’m glad

that we were in some small way able to help,” added Zabrick, who lives in the area with his wife Kellie, and two of their children, Kirsten and Caelan, currently attend Andrew School. According to school officials, the experience was made possible through a generous donation from the company. “Back in September, he (Zabrick) suggested a litle fundraiser for the school which involved the sale of Safeway gift cards. This fundraiser netted $1,000 for Andrew School. A huge thank you to AGS Flexitallic Canada and Stan Zabrick for providing the means to make this wonderful performance available to our students, staff, and community.”

Andrew’s Driving Angels receive special recognition Michelle Pinon Editor

Four local ‘Driving Angels’ who go the extra mile to help seniors get to medical appointments, shopping trips and social events were officially recognized during Volunteer Appreciation Week in Andrew. Ron McKay, Sandra Messal, Vanessa Ostachek and Betty Weldon received special certificates and were recognized by Caroline Gee of the Alberta Motor Association (AMA) dur-

ing the Family and Community Support Services (FCSS) open house April 24. “The AMA is fortunate to be working with committed community partners and is proud to collaborate with organizations to support the ‘Driving Angels’ program to recognize those individuals dedicated to the service of seniors,” stated Gee. Andrew was the 18th community the AMA has partnered with since the program’s inception in 2009. “It’s really about neighbours helping

neighbours,” added Gee, who also pointed out that the program “aims to raise awareness of the importance mobility for seniors and of the need for more drivers.” Ron McKay, who previously worked in longterm care, has been driving local residents around for the past three years. “I try to be helpful with everyone.” He also lets everyone know he is willing to give them a lift. Since this past November McKay has logged 30,000 kilometres on his vehicle driving folks to appointments

and activities. “I try to be helpful with everyone.” Sandra Messal has been helping an older friend for the past five

years, driving her to medical appointments in the city. Messal is more than happy to help her friend

and give her the opportunity to live in the community longer.

Elke Carr and her husband Warren also received recognition by FCSS board vice chair Rochelle Cressman. On hand to greet guests were board chair Sharyn Danyluk and daughter Danielle. All of the guests were treated to refreshments and enjoyed the music of Grade 3 and 4 students from Andrew School who recently received honours at the Kalyna Music Festival.

Coop Quilt Store in Mundare, and hold two weekend workshops at the seniors drop-in centre to work on a major project. Some of the lucky recipients of the members’ hard work and skilled craftsmanship have been: Lamont seniors, palliative care residents at the Mundare hospital, cancer patients undergoing treatments, children in the Stollery, injured soldiers returning from Afghanistan, pets at the Humane Society, as well as children in Africa. In 2012, 150 quilts were given away, and to date, 25 quilts, 70 dresses and 52 pairs of shorts have been donated. The guild hosts an annual quilt raffle during Agri-Daze, and donates to the Mundare Fire Department each year for its STARS fundraising gala. This year members are donating a quilt to the Village of Chipman to commemorate its 100th anniversary. “I would also like to acknowledge our husbands who support, encourage, facilitate, and sometimes even tolerate as we quilters pursue our passion for the craft,” added Tanasichuk.

When Charlie Gargus signed on to be Master of Ceremonies for the annual Volunteer Appreciation Event in Mundare he didn’t realize he’d be one of the people being toasted, but later in the evening Gargus was presented with the Volunteer of the Year Award. Gargus was surprised and delighted by the award. If there’s a job to be done, then Charlie is the first one to roll up his sleeves and help. He does as much as he can to make the load lighter for other people. Earlier in the day he had been painting at the old hospital for a rural sustainability organization, and lends a hand with the fire department and several other community groups in Mundare. Practically everyone in attendance at the event is a volunteer, and Gargus acknowledged all of them and the work they do for their community. For example, Krystal Kinash was officially recognized for her work with the Lamont 4-H Multi Club and was nominated for the Volunteer of the Year Award. Representatives from the hospital auxiliary, quilters guild and agricultural society gave brief presentations on their organizations and some of the work they do and recipients of their good work. In the case of the Kalyna Country Quilters Guild, members have provided quilts, pillows, pet beds, dresses and shorts for people of all ages. “Since 2000, over 700 quilts have been donated by our guild,” stated member Adeline Tanasichuk. Currently the guild has 37 members who hail from Edmonton, Sherwood Park, Fort Saskatchewan, Bruderheim, Lamont, Chipman, Mundare, Vegreville, Vilna and St. Paul. Members Charlie Gargus accepts his award from meet twice a month at the Chicken Leah Bartz of FCSS.

Amdrew School students recently learned the art of decorating Ukrainian Easter Eggs and Easter bread.

Bruderheim Friends Fighting Cancer will be putting on their fundraising hats throughout the next month in support of the Canadian Cancer Society’s Relay for Life. The relay will be taking place in Fort Saskatchewan on June 21 at Legacy Park. There are two main fundraisers planned to take place in Bruderheim this month, one is a comedy night taking place on May 11 featuring comedian Andrew Grose, and the other is a “Fun

Flushing� fundraiser in which a toilet mysteriously appears on a lawn, which will then be removed for a donation. This is the second year that team lead, Tracy Radke, has taken part in the relay. Together with her two fundraisers she hopes to raise around $5,000. “Last year we got $3,000 from personal sponsors alone,� Radke adds. Radke has many personal reasons to be taking part in this relay, as she is running for her father who had passed away from malignant melanoma only 11 months after his diagno-

sis. She says that she also has a number of family members who are still fighting to this day. “For me, it’s a big deal� This is the first year she has done any large scale fundraisers, and she had gotten the idea for the mobile decorated toilet from another town that she had seen do this fundraiser. The toilet will “mysteriously� appear on someone’s yard, and in order to get it removed, the yard owner will have to call the number and

Position: Chief Administrative Officer (CAO) The Town of Lamont is a municipality in Alberta approximately 40 minutes north east of Edmonton.
