Province and county partner to improve internet access for rural residents Michelle Pinon Editor

More rural residents in Lamont County will soon have better access to high speed internet thanks to a special partnership between the local municipality and the provincial government. Agriculture Minister Verlyn Olson, along with his counterpart Fort Saskatchewan-Vegreville MLA Jacquie Fenske, were on hand to deliver a $127,500 cheque to Reeve Wayne Woldanski this past Friday, Sept. 27. Also on hand for the presentation were members of council, staff, elected officials from neighbouring municipal-

ities, representatives from various organizations for the special presentation which took place in the foyer of the county’s administrative office. Around 40 people packed the foyer to hear more about the Final Mile Rural Community Program grant, and how it will impact rural residents in the county. The project will include the construction of four new tower sites as well as the purchase of related broadband equipment from service provider MCSNet. It is estimated that at least 242 unserved county addresses will be served because of this project. Olson said he was

very happy with the number of people in attendance, and even acknowledged the folks who were gathered in the gallery area, before launching into his speech about the Final Mile Project which was launched by the province a year and a half ago, and its commitment to invest $5 million to take rural residents from dial up to high speed internet to help serve them better and enable them to access information more quickly. “It’s something people in larger centres take for

granted,” said Olson. “Our goal is to have 98 per cent of the province have access to high speed internet service,” added Olson. He touched on the importance of having high speed internet service for agricultural producers in the province. “It’s absolutely essential for an exporting province and country like ours to be able to find markets and stay in contact with markets.” Olson went onto say that agriculture is a “highly complex science based industry” and

“not a quaint traditional industry” which underscores the importance of having high speed internet ready to access at the click of a button. “The internet is a powerful tool that puts a wealth of information at our fingertips. Ensuring Albertans across this province have the opportunity to use this tool is part of our ongoing efforts to build Alberta and support our vibrant rural communities.” Olson also commended Lamont County for identifying the need for high speed internet and

applying for grant funds under the program. The county was one of 23 successful applicants. The province covers 75 per cent of the investment for equipment and infrastructure while the local municipality contributes 25 per cent. Reeve Wayne Woldanski said MCSNet is the major provider of services across the county and the municipality has signed a 10 year agreement with the company. Continued on Page 2

Continued from Page 1 “MCSNet has “strict performance standards, extensive coverage, 24/7 technical support, and additional value added services such as voice over internet.” The hope is to have construction of the towers completed by next spring so residents can

apply for services. Eligible households will have the standard installation distance charge of approximately $150 waived to create an equal opportunity for access to high speed satellite service in the coverage area. Residents will have to pay monthly service fees. “We are pleased to be

moving forward with our plans to improve internet service in our area,” added Woldanski. “This project will help enhance the quality of life for our residents.” According to the county, it will own the towers and infrastructure for a period of 10 years, after which ownership will revert back to MCSNet. Ho is filling in the newly created part-time position with the municipality, and is looking forward to keeping residents abreast of developments, projects, activities and events in the community. “I enjoy writing articles and keeping more residents up to date on what’s happening in the town,” stated Yeo, during an interview last Tuesday. Ho officially began her duties on Tuesday, Sept. 17, and is excited to be able to deliver the news via the town’s website and through the local newspaper. “My job is to get the information and facts out there.” She also encourages

residents to provide comments and feedback to her. Communication is key, and even though she is just feeling her way around the office and

with the town, Ho wants to hear from residents; i.e. their questions and concerns and be able to assist them. Ho has resided in Lamont for the past four

years, and is married with children. When she isn’t busy with the family, she helps out with her husband’s business, and works part-time at the post office.

She is definitely accustomed to juggling duties and responsibilities, and is looking forward to her new role with the town.

Grand opening set for youth centre in Bruderheim Michelle Pinon Editor

The Bruderheim Youth Centre will be celebrating its official grand opening on Oct. 3 at 6 p.m. It has been almost a year since the youth centre, located in an upstairs room of the Bruderheim Arena, has been operating and everyone is excited to welcome local youth, parents, family members, and residents to visit the facility Thursday evening. “The Town of Bruderheim provided us with the space; and local parents and residents made donations,” said Sara Rindero, director of the Lamont County Region Family and Community Support Services (FCSS) program. Members of town council, private citizens, and the Bruderheim Moravian Church have been huge supporters of the project. “It’s a place to connect,” added Rindero. The youth centre is a safe place which offers supervised, age appropriate healthy activities as well as education and supports for youth 10 years of age and older.

Strict guidelines are in place, and there is zero tolerance of alcohol or drugs. “It’s not just a hang out. You will have access to services and support,” said Rindero. Some examples of services and supports which may be possible include: education and programming, anti drugs, anti bullying, resume writing, self help and self esteem and volunteerism. “We are working on getting involved with other community activities.”

“If they (youth) take ownership, the program will be successful and beneficial,” said Rindero. Besides offering a safe environment, Rindero said facilitators will also be able to assist youth in making informed choices. They also want the

youth to provide direction, and they in turn will help guide them. “If they (youth) take ownership, the program will be more successful and beneficial,” added Rindero. “Anyone can come to our centre.” Rindero said there is a monthly schedule of activities with game based and movie themed nights as well as field trips. One of the activities they are currently promoting is a three day youth retreat from Nov. 12-14 at Van-Es Camp. There they will be conducting a needs assessment for youth by youth, pointed out Rindero. FCSS is very grateful for all of the donations, cash and items for the youth centre. An air hockey table, fooseball table and stereo have been donated to the youth centre. FCSS has purchased an XBox and Karaoke machine. Rindero said they could always use board games, DVD’s, craft supplies, and kitchen items for the centre if anyone is interested in contributing to the youth centre.

THOMAS G. MILLER All you have to do is say his name and ears perk up. Folks want to know what's happening with him. Since I am not a stalker or crazy paparazzi, I don't have up to the minute coverage or photographs of the Town of Lamont's notorious former chief executive officer. But I what I do know, I discovered during a visit to the provincial courthouse last week when I placed a request for a search. Documents pertaining to charges and previous proceedings regarding docket number 130609332-P1 were located. For a fee of $15 I was granted papers listing the criminal charges that have been brought against Miller by the Royal Canadian Mounted Police. According to Cpl. Barrie Ross Baskerville, a member of the Fort Saskatchewan RCMP, he stated that he has reasonable grounds to believe and does believe that Thomas G. Miller has committed the following offenses: *Count 1 - Between the 4th day of October, 2012 and the 6th day of November, 2012 at or near Fort Saskatchewan did knowing that a document to wit: a letter was forged, offer to sell it or make it available to Gilles Filliatreault, knowing or being reckless as to whether it would be used to cause or attempt to cause any person to use, deal or act on it as if it were genuine, contrary to s. 368 of Criminal Code of Canada. *Count 2 - Between the 7th day of December, 2011 and 6th day of November, 2012, at or near Fort Saskatchewan did make a false statement with intent that a person should be induced, by the belief to be genuine, to do or refrain from doing anything contrary to s.366(1) of the Criminal Code of Canada. Count 3 - Between the 4th day of October, 2012 and 6th day of November, 2012 at or near Fort Saskatchewan did counsel Gilles Filiatreault to commit an offence, to wit: to utter a forged document, which was not actually committed, contrary to s. 368 and s. 464 of the Criminal Code of Canada. Count 4 - Between the 4th day of October, 2012 and the 6th day of November, 2012 at or near Fort Saskatchewan did counsel Gilles Filiatreault to commit an offence, to wit: fraud in the amount exceeding $5,000, which was not actually committed, contrary to s. 380(1)a and s. 464 of the Criminal Code of Canada. On Sept., 2013 legal counsel representing Miller entered a plea of not guilty on his behalf. On Oct. 10 at 9:30 a.m. there will be a hearing to confirm tentative trial dates of May 26,27, and 28, 2013. That's all I can tell you. If anyone else has more facts, feel free to write a letter to the editor.

Lamont landmark finds new home SUBMITTED BY THE TOWN OF LAMONT Landmarks are sentimental keepsakes for communities and often reflect a bit of the personality of the inhabitants. In 2005, the Town of Lamont set a plan in motion to add a beautiful landmark to the town to commemorate Alberta's Centennial. The community decided upon a practical but classic clock which would be added to the main street scenery. The Town of Lamont, Lamont & District Agricultural Society, and the Province of Alberta combined their resources and finances to make this possible. At the time, the Town of Lamont was renting space within the Lamont County Administration building and in turn asked permission to place the Community Clock in front of the building. Permission was granted. With a location chosen, an elegant clock was purchased. Peace Land Piling Ltd., Fortis and RJS Welding generously donated their time and labour to bring the Town's plan to fruition and erect the clock. On September 15, 2005, despite bad weather, there was good attendance for the Alberta Centennial celebration and unveiling of the clock. It was celebrated with a ribbon cutting and a presentation of the clock. The project was a complete success. Fast forward seven years, and the Town of Lamont has a new, stylish, modern building and a new plan. Their plan was to relocate the Town of Lamont's Community Clock in front of their own building. After all, it is the Town Community

Clock and it had become a symbol synonymous with the community. The Town of Lamont approached Lamont County to see if there would be any issues with relocating the clock from the Lamont County Administration building property to the Town of Lamont property. The County had no issues and the Community Clock was relocated in late August 2013. Helical Pier Systems Ltd. donated their time and labour to transfer the clock to be the showcase in front of the new Town of Lamont Administration building. Mic and Debra Dunsmore, the owners of Lamont Home Hardware, donated four cedar plants and one bird nest spruce to the Town of Lamont to help with the landscaping. The Town was unable to make use of them in the clock space but has placed them under the Welcome to Lamont sign. The community came together again to take pride in a job well done. As we look around our community we find comfort in the landmarks that have stood the test of time. It is often hard to see things change. The Town of Lamont Community Clock was, first and foremost, a project to celebrate Alberta's Centennial. In the end, it has ultimately provided the Town of Lamont with a beautiful landmark that will stand with pride, showcased as a Town emblem. It acts as a legacy and a reminder to the amazing things we can accomplish when we work together as we continue to build and grow for the future.

Lamont town council passes first reading of borrowing bylaw Michelle Pinon Editor

Financial matters were on the menu during the last regular meeting of Lamont town council on Sept. 24. The first order of business was the introduction of Bylaw 11/13 authorizing the council to incur indebtedness by the issuance of debentures in the amount of $1.143,000 for the purpose of constructing an underground utilities improvement project (water and sewer crossing Highway 15). Coun. Mike Brown made the motion to pass first reading. The motion was carried unanimously. Acting chief administrative officer Sandi Maschmeyer said the bylaw would have to be advertised for two weeks before it could come back to council. Electors have 15 days of the date of the last publication of the notice to petition council for a vote on this money bylaw. The bylaw went on to state that: "A petition must be in accordance with the Municipal Government Act, S.222, 223, 224 and 225. The bylaw also stipulates that the municipality shall repay the indebtedness according to the repayment structure in effect, namely semi-annual or annual equal payments of combined principal and interest installments not to exceed 15 years calculated at a rate not exceeding the interest rate fixed by the Alberta Capital Finance Authority or another authorized financial institution on the date of the borrowing, and

not to exceed five per cent. Members of council also approved a budget increase of $95,741. Maschmeyer informed council the funds would come from operations. Financial officer Robert Mu stated in his request for decision that: "Non-cash transaction, as suggested by our auditor, the Town need to include amortization into the budget as well. From the detailed backup, I have budgeted $778,000 for the amortization for the year of 2013. As amortization will have no effect on cash flow, this change will have no effect in the Town operation. This is for reporting purpose only." According to the revised budget statement, an additional $76,200 would be needed for reconstruction of two back lanes. Another $2,523 would be allocated for an "unexpected lawsuit." Other "under budgeted" items included: fire insurance, $2,387; public works insurance, $383; tax cancellation, $1,000; employer contribution (hall) $5,111; and Lamont Senior Foundation, $8,137 (16 per cent actual increase higher than expected four per cent increase.) The other approved revisions by council included amortization (noncash transactions) of $778,049 which fell under the categories of administration ($24,700), fire ($43,738), public works ($58,514), roads ($312,548), storm sewer ($686), water ($170,722), sewer ($105,751) and recreation ($62,083). Coun. Steve Sharun wanted to know

if the town could find the money to fill cracks and patch main street and by the post office this year. "I personally feel we could save some money if we do it this year." Questions were raised about supply of oil and timing of the repairs. Maschmeyer said there was no more oil in supply, that public works had used what it had on hand for crack filling in the subdivisions of Campbell and Edna this year. Mayor Bill Skinner thought that in the past the entire town was blanketed for crack filling. Maschmeyer said that

happened when the job was hired out. Coun. Wayne Field felt it was almost a matter of planning and to make sure the dollars are put into the budget for just that purpose. Field also questioned aloud: "If we're not told what's a priority, then how can we determine the needs?" He suggested those numbers for crack filling be included when council is reviewing the budget in December and January. The next regular council meeting was rescheduled to Oct. 29 at which time the new council will be sworn in at the organizational meeting.

Mundare ATB donates $1,000 to fire department Michelle Pinon Editor

Mundare Fire and Rescue was the recipient of $500 during the 75th anniversary of the ATB on Sept. 27. Agency manager Dale McCarty presented the donation to Deputy Fire Charlie Gargus during noon hour. Also offering congratulations and support to the ATB was Deputy Mayor Frank Rosypal. "I'm pleased to present this cheque to

Charlie Gargus, Deputy Fire Chief. The funds will be used to purchase specialized equipment. Mundare Fire and Rescue means a great deal to me and our community and surrounding area, whether out firghting a grass fire, or trying to save a life in an accident, the dedication these volunteers make to our community and surrounding area should make everyone feel safe in the knowledge that no matter what, they will be there," stated McCarty. The first ATB was opened in 1938 in

Rocky Mountain House. Agencies in Carbon and Chipman opened that same year. "Our agency was opened on Sept. 17, 1939, and we will be celebrating our 75th next year. The agency has been serving the financial needs of the Mundare and area, dedicated to serving all the needs of our clients," added McCarty. Currently, there are 301 ATB communities across Alberta, and jointly they have made community investments of $236,000 in honour of its 75th anniver-

sary. "Today, ATB has 171 branches and 130 agencies like ours serving over 635,000 Albertans," added McCartney. "Lastly, I want to thank you all for being a part of this special day. ATB is proud to be Albertan, serving Albertans, and we plan to be around for another 75 years or more," concluded McCartney.

Roll over injures Chipman firefighters Michelle Pinon Editor

A member of the Chipman Fire Department still remains in hospital following a roll over last Monday evening Sept. 23. Crews were only 600 metres from the fire hall when the water truck went off the road (Highway 15) and rolled. The driver is in stable condition but is still in hospital, while the passenger, who received minor injuries, is out of hospital. Fire Chief Steve Rasmussen said members responded to a field fire around 6:30 p.m. and were returning from scene after 11 p.m. when the single vehicle accident occurred. Cause of the accident has not yet been determined and the police report has yet to be finalized, stated Rasmussen. Staff with ATB Financial presented Harold James, executive director with the Lamont Health Care Centre, a cheque for $2,080 for the LHCC’s special fence project recently. Along with Heartland Ford in Fort Saskatchewan, the Lamont branch hosted a test drive fundraiser this past spring in conjunction with the BullA-Rama event. Local Food Bank and Wendorff family receive donations The Alberta Treasury Branch (ATB) in Lamont was one of 171 branches and 130 agencies across Alberta to celebrate its 75th birthday on Sept. 27. Branch manager Brett McNelly greeted guests before making a special announcement at 12:30 p.m. At that time he presented longtime food bank volunteer Grace Stach with a $1,000 cheque. The Lamont County Food Bank serves around 150 families a year, and also offers breakfast programs in local schools. “They offer a fabulous service, and we are happy to be partnering up with you today,” said McNelly. Each ATB branch donated $1,000 and each agency donated $500 to a deserving local community organization. Those individual donations added up to $236,000. In all, ATB is contributing to 20 recreation facilities and community halls, 17 food banks, and 23 parks and playgrounds across

the province. Guests were treated to lunch and invited to take a blue spruce sapling home to plant in their yards. “It’s our way of saying thanks for 75 great years,” stated McNelly. Customers were also invited to make a $2 donation to the Markus Wendorff Trust Fund. A total of $62.60 was raised and Steve Sharun was the recipient of the two-yearold blue spruce sapling. Emily Robinson was the recipient of an iPad mini. Everyone who filled out a ticket during the ATB celebrations are eligible to win the province-wide grand prize draw for a brand new Vespa scooter. Local Grade 4-6 students also entered artwork and their thoughts on what life will be like in 2038 when ATB will be celebrating its 100th birthday. Abigail wrote: “I think in 2038 we will have no energy using cares and everyone will have a home. Recycled homes

and everyone will use solar power to make electricity. I hope world hunger is over and people can time travel. I also hope that animals will be able to talk. Maybe in 25 years, all of this could be possible.” Billy thought there will be flying cars and trucks. “I will also see flying shoes and robots.” Janus stated: “On Mars there will be robots and a king. Animals and cars will be able to talk.” “In 2038 I think there is going to be this thing that can teleport you into any game you want to teleport,” stated Garrett. All of the submissions will be put into a time capsule, and read during the 100th birthday celebration, added McNelly. The first ATB branch was opened on Sept. 29, 1938 in Rocky Mountain House. That same year, an agency was opened in Chipman. “We couldn’t do it without you,” said McNelly before concluding his comments.

Annual trail ride pays tribute to local cowboys Michelle Pinon Editor

Around 45 riders hit the dusty trail to pay tribute to fallen cowboys last Saturday afternoon. The journey for Short Rinas, Fred Olson, Harold Kettleson and Tom Brain began shortly after 2 p.m. from Calvert Farms, located two and a half miles north of Chipman, and proceed

to the St. Michael Hotel where they shared stories, laughter, supper, and songs together. Organizer Karen Calvert took credit for the beautiful weather which kept both horses and riders cool and comfortable on the trail (Range Road 184). "We were having way too much fun," stated Calvert. It was third year of the "For Friends Past" trail ride, and Calvert said it is

such a beautiful way of honouring the spirit and memories of local cowboys and teamsters. She also appreciated also nice having entertainment supplied by Randy Hollar of Hope N' Hollar. Calvert smiles when she thinks of Harold Kettleson, who called St. Michael "Dodge City" after a Western TV Show. "He was a great humourist," added Calvert.

She also had nothing but kind words for Fred Olson who lived around Hilliard and for Short Rinas who resided near Chipman. Judging by the smiles on people's faces, they will be riding long after the sun sets to pay hommage to these fellows who have positively impacted their lives and left their own special imprints on their hearts.
